Chairman’s Report 2014/15 Dear fellow Springfield resident, Welcome to the 2014/2015 Annual Report which provides an overview of Springfield Parish Council’s activities on your behalf over the last 12 months. The past year has been another busy one for your Parish Council. We have been able to consolidate the improvements we have made to our two community facilities, the parish centre in North Springfield and the village hall in Chelmer Village. In addition we have started work on the new community centre project for Beaulieu. There are details on all of these actions elsewhere in this report. I enjoyed meeting many of you at the very successful parish community day we held in September on Chelmer Village green. Given the positive feedback from all those involved we are working on making this a more regular event in the calendar. Our Youth Council has also been very active and we were able to recognise their successes by inviting the Secretary, Billy Pleydell, to the Mayor of Chelmsford’s Community Event at Hylands House in March. You can read more about their activities further on in the report. This year we said goodbye to three parish councillors who tendered their resignations. In particular, I would like to thank Cllr Mrs Pamela Lane who is standing down as our Vice Chairman. Cllr Mrs Lane has been a member of the council for 18 years and has contributed in countless ways. She was part of the working group that planned and built the Parish Centre and in more recent times the extension which includes the library. On behalf of us all I thank her most sincerely for everything she has done for the Parish. We also bid farewell to Cllr Brian Jeapes and Cllr Chris Vince. Cllr Vince has been very active with the Youth Council during his time on the parish council. In addition to these a further two councillors did not stand for re-election Cllrs Richard Carson and Ms Shelley Byrne-Lagrue. Cllr Ms Byrne-Lagrue has been a member of the council for ten years and both have been active members of the parish council and we wish them well. We have continued to monitor all aspects of our expenditure with a sharp focus on costs and value for money. I am happy to report that in these difficult economic times we have been able to limit the council tax increase to 20p (0.37% per band D household). Finally I would like to take this opportunity to thank our Clerk Mrs Barbara Larken and her team. My fellow Councillors join me in paying tribute to their hard work and support for our community. I very much look forward to seeing as many of you as possible at this year’s Annual Parish Assembly on 18th May 2015, 8pm, at Chelmers Village Hall, so that those issues which are important to our residents can be discussed.

Springfield Parish Youth Council Springfield Parish Youth Council (SPYC) has been successfully up and running since mid2013. Along the way we have held many events including children’s Christmas and Halloween parties, community shows and a talent show. On average we meet twice a month at the Springfield Parish Centre and discuss any ideas received concerning youth facilities (current and new) in the Springfield Parish and what events to put on in the community. All these are then discussed with the parish council with a view to them being implemented. Strong connections have been made with the Chelmsford Youth Council (CYC) and some people are members of both SPYC and CYC. Not

only do we get a chance to meet a lot of great people, but it is also something that can help us in the future when we go into employment. Our aim this coming year is to continue to grow and form more connections with other groups and organisations. This will include hosting bigger and better events, taking on community projects and having a larger youth council. We are always looking for new and exciting people to join our team. You will be part of a very successful youth council helping to shape your future by helping with organising events, creating projects in the community and getting a say on what happens!

Recycling

Springfield Parish Council is collecting used printer cartridges (inkjet/laser/toner) and old mobile phones for recycling. Just hand them in at the office in the Parish Centre. All proceeds from this recycling are donated to the charity Breast Cancer. Used batteries are also being collected to recycle.

To all our volunteers a BIG ‘thank you’! Every year many people offer their support by assisting the Parish Council in various ways, by becoming part of a working group or helping at events. The Parish Council would like to extend a big “THANK YOU” to you all! Your help is greatly appreciated and is very valuable to us. A special thanks to Russell Richards, our Public Rights of Way Officer, who ensures that all footpaths, cycle ways, etc., are accessible. 10

The Premises Committee Members of the Committee Councillors Ms Susan Sullivan (Chairman), Richard Carson, Mrs Jean Hall, Mrs Pamela Lane, Steve Lewis, Duncan Lumley The Parish Centre has been very busy again this year. Our new community rooms are proving very popular and the library has exceeded all expectations. The free Wi-Fi is proving very poplar and many students are taking advantage of the study space available. Also the improvements to the bar and kitchen facilities have contributed towards the increase in hall hire. Also, popular is the cafĂŠ offering light meals, snacks and beverages. Even if you are not using the facilities at the centre why not pop in and have a coffee with friends. They will also provide the catering for your function.

There are a wide range of clubs and classes that use the building and in addition residents have taken advantage of the space available for parties to mark their special events. The Parish Council supports the weekly afternoon clubs for senior citizens by subsidising the use of the Centre for an Indoor Bowls Club, Bingo and regular Tea Dances. If you have a spare afternoon, live in Springfield and would like to join in any of these social activities please call or visit the Centre for details. Thanks are due to our services supervisors and cleaning staff for the excellent work they do in maintaining your Centre to a high standard of cleanliness and functionality.

The Chelmers Village Hall Members of the Management Committee Councillors Mrs Yvonne Spence (Chairman), Mrs Jean Hall, Duncan Lumley, Roy Smith Springfield Parish Council assumed full responsibility of Chelmers Village Hall in October 2012. The hall was in a very dilapidated state and since then many improvements have been made to upgrade and modernise it. These improvements have included a new flat roof, sky lights, new kitchen, the installation of a fire alarm system, flooring and new double glazed windows and doors. None of these would have been possible without voluntary donations and grant funding totalling £65,122.00 and our thanks go to Chelmer Housing Partnership, Awards For All, the Big Society Fund (Essex County Council), Sita Trust, Springfield Parish Council, Springfield United Charities and Cory Environmental Ltd (through Essex Environment Trust).

Internal decoration has been carried out by members of the Essex Probation Service Payback Scheme and new curtains now adorn the windows made by a local resident whom we thank. There is also a fully functional bar facility available for hire for all bookings. The management committee would finally like to extend thanks to the parish council staff for their hard work in ensuring the continuing improvements to the facilities at the hall. Also to the caretaker and booking clerk for their contribution in making sure that this valuable asset to Chelmer Village remains available. Although there is still much to do the hall is looking brighter and more inviting and is a great place to hold family events, etc., being in such a lovely central location in Chelmer Village Residents are invited to the Annual General Meeting on Wednesday 8 July 2015 at 7pm, taking place at Chelmers Village Hall. Booking the Halls Springfield Parish Centre

Chelmers Village Hall

The Springfield Parish Centre is located in St Augustine’s Way, North Springfield and is available most weekends for functions, parties, and events and currently there is availability for licensed functions on Saturday evenings. If you do not want to do your own refreshments for your function why not speak to the people behind the counter in our café. There are also opportunities to hire our rooms during the week. Springfield Library The library has continued to grow over the last 12 months. Since September, the library has been opened by the Parish Council on Monday’s self-service in addition to the days opened by Essex County Council, giving customers additional access to the library. Over 71,000 people have now visited the library since it opened in May 2013; and any day the library will loan its 100,000th item, bucking the trend not just of libraries nationally but locally by having seen a big increase in the number of items borrowed in the last 12 months (up almost 10% in fact). The volunteers continue to provide a fantastic service that we really couldn’t provide without them. Twenty one of them are currently on the books, but more being added on a regular basis. In March we held a celebratory coffee morning to say thank you to them for their efforts so far and to provide some training over coffee and cake [picture below]. I think everyone had a good time and we are looking forward to another get together in June. We are now turning our attention to this year’s Summer Reading Challenge, the national scheme aimed at getting and keeping children reading. This year’s theme is World Record Breakers and the library will be taking part in a national world record attempt on 11th July to launch this year’s scheme by asking everyone to pledge to support children reading. We had 525 children join the scheme last year, a great result in itself, but it would be nice to break that number again this year wouldn’t it!

Springfield Parish Community Garden We have a regular troupe of volunteers who continue to work hard. Last year they made a special feature to commemorate the 100 year anniversary of WW1. Poppies were planted among wooden crosses with space for anyone wishing to place their own cross. Several people remarked on this in a very positive way. Snowdrops, crocus and daffodil bulbs were planted in late autumn and these have been flowering and looking very pretty. The garden continues to flourish and this year has seen paths laid throughout. Additional volunteers were called in to help with this part and their contribution was greatly appreciated. We are extremely grateful to all our volunteers

who give up their time to keep the garden looking so nice. As well as our thanks to these volunteers we would like to acknowledge and thank the many organisations who have provided sponsorship and donations which has permitted the project to continue; Countryside Properties, Springfield Hospital, County Motorworks, Christy Cooling, Wyevale Nurseries, Abercorn Garden Centre, Wickes, Chelmer Residents Forum and Essex Community Foundation. The next project is to replace some of the plants which make up the crown, our central feature, and obtain more shrubs and plants. If there are any parishioners who have unwanted plants and shrubs that would be suitable for our community garden please bring them to the parish centre.

Events & Projects Committee Members of the Committee Councillors Mrs Yvonne Spence (Chairman), Ms Shelley Byrne-Lagrue, Mrs Christine Garrett, Mrs Jean Hall, Steve Lewis, Chris Vince As well as arranging community events, the Events & Projects Committee oversee work carried out in the Community Garden at the Parish Centre and support the Youth Council. Reports and information concerning both can be found elsewhere in this publication. The high spot of the year was the Family Fun Day held on the Chelmer Village Green in September 2014. There was a wide variety of stalls and community groups and many activities took place. The Fun Day attracted

thousands of people and positive feedback has been received. It is anticipated that this event will again take place this year. The Committee would like to thank Lookers of Chelmsford, Hamilton Piers Estate Agents and Stanley Bragg Architects who sponsored the event as well as all the volunteers who helped make the day such a success. Springfield Parish Youth Council Events The Youth Council organised and produced a number of successful events during the year. Firstly the successful community show last April for the more senior residents followed by the very popular Halloween and Christmas parties for the U11s. Their most recent endeavour has been the ‘Springfield’s Got Talent Show’ in March. Attended by Councillor Sandra Pontin, the Deputy Mayor of Chelmsford the evening was another success and enjoyed by everyone. Our aim is to provide the local community with new and exciting things for both the older and younger generations. If you have any ideas about what events you would like to see please contact us. Environment & Leisure Committee Members of the Committee Councillors Neil Gulliver (Chairman), Mrs Christine Garrett, Paul Hutchinson, Duncan Lumley, Roy Smith, Jonathan Thompson The past year has been busy as the Committee has worked with a reduced Budget whilst trying to maintain a wide range of services. We have continued to monitor and maintain facilities such as Chelmer Village Green, the teenage shelter and basketball posts, public footpaths, allotments, seats, litter bins, notice boards and provide summer hanging baskets at Chelmer Village Square. Our thanks go to the parish council’s handymen for their much appreciated efforts. The cost of maintaining and supplying Bus Shelters continues to increase but by focusing on the areas of greatest use we have managed to continue our programme and hope to maintain this work next year. Last summer we worked closely with Chelmsford City Council to upgrade a number of play areas within the Parish. The outcome has been well received although the work did take longer than originally agreed. The Parish Newsletter has been replaced with

a quarterly magazine, ‘Springfield Pump’ reducing the cost to the Council. The magazine will continue to provide parishioners with information about activities taking place in Springfield along with community reports and advertising for local businesses. Funded by the Parish Council the committee undertook with Chelmsford City Council a highly successful programme of play and sports activities at Springfield Parish Centre and Chelmer Village Green. Attendees totalled 894 young people at Chelmer Village and 831 at the Parish Centre. The committee intends to provide similar programmes again this year. Grants & Donations Did you know that each year Springfield Parish Council sets aside a sum of money to donate to charitable/local organisations within the parish?

Limited funding is available and it is unlikely that the council will make a donation in excess of £1,000.

If you operate a charitable or not for profit organisation in Springfield you may be eligible to apply for a grant; details of which can be obtained from the Parish Council Offices.

Essex Air Ambulance and the Springfield Afternoon Bowls Club were recipients of a donation this year.

Planning Committee Members of the Committee Councillors Roy Smith (Chairman), Richard Carson, Mrs Christine Garrett, Mrs Yvonne Spence, Jonathan Thompson The Planning Committee meets fortnightly which ensures that all applications received are responded to within the time frame allocated. As a consultee the committee look at a wide variety of applications from substantial and sometimes contentious applications to residential alterations, such as extensions, conservatories and garage conversions. Over-development of a site and reduction to off-street parking are matters which are watched very closely.

Also applications received which relate to Tree Preservation Orders (TPOs) are considered. Some trees, such as the English Oak, are protected and maintenance or pruning requires a planning application. These types of application usually ensure the health of the tree, extending its life and improving the visual appearance in the street scene. Overall, the Committee has considered 179 planning applications in the last twelve months.

Greater Beaulieu Community Centre Beginnings of the Greater Beaulieu development in North Springfield are well underway and residents can now visibly see the first phase of houses. New neighbourhood areas will provide a wide range of facilities from shops, schools and clinics. Part of the new neighbourhood will include a community centre which is being provided by the developer for the benefit of residents. This is being delivered through an agreement known as Section 106; the expected completion date of the new facility is the early part of 2017. Upon its completion a long term lease will be in place to enable Springfield Parish Council to administer the Centre for the benefit of the community.

Churches to deliver the day to day management of the Centre and to facilitate this they will form a charity. On the 9th March 2015, an open evening was held at New Hall School to inform residents about this project, from the response of those attending the centre will be a welcome addition to the development area. The generated graphic shows how the finished community centre will appear in the neighbourhood street scene.
