Chairman’s Report 2015/16 Dear fellow Springfield resident, Welcome to the 2015/16 Annual Report which provides an overview of Springfield Parish Council’s activities on your behalf over the last 12 months. The past year has been a busy one for your Parish Council and has seen the start of a new phase of Beaulieu. We offer a warm welcome to all new residents of the parish and look forward to meeting you at future events. We had parish elections in May 2015 and now have four new Councillors Guy Brazendale, Ian Fuller, Richard Lee and Paul Walentowicz. They have become valued members of the team and are already fully involved in the parish council. We are also proud that another of our long-serving Councillors, Paul Hutchinson, has served as Chelmsford City Mayor in the past year. He has written a note further on in this report. This year we said goodbye to Steve Moore (Premises and Facilities Manager) and Jackie Russell (Finance & Marketing Officer) who have left us for pastures new and welcomed Patricia Hill and Maureen Whitelaw onto the parish centre team. Your Parish Council has been active on your behalf to make Springfield a better place to live. I would like to touch on a few examples. Several

Councillors worked with City and County colleagues to save the no. 47 bus route which passes through the Parish, albeit at a reduced service. We have also been able to get footpaths and signs repaired and have just started planning for a community speed watch. Information on this and other initiatives with Essex Police are later in this report. We have continued to monitor and control all aspects of our expenditure with a sharp focus on costs and value for money. I am pleased to report that we have been able to limit the council tax increase to just 19p (0.35% per Band D household). Finally I would like to take this opportunity to thank our Clerk Mrs Barbara Larken and her team. My fellow Councillors join me in paying tribute to their hard work and support for our community. I very much look forward to seeing as many of you as possible at this year’s Annual Parish Assembly at the Parish Centre on April 18th 2016 at 8pm. Recycling
Springfield Parish Council is collecting used printer cartridges (inkjet/laser/toner) and old mobile phones for recycling. Just hand them in at the office in the Parish Centre. All proceeds from this recycling are donated to the charity Breast Cancer.

The Premises Committee oversees the Parish Centre and has been very busy this year. The library continues to be very popular with residents and students taking advantage of the free Wi-Fi and study space available. This year our Premises and Facilities Manager Steve Moore and Finance and Marketing Officer Jackie Russell left us for pastures new. Jackie had been at the parish centre for almost thirteen years and will be missed. We wish both Steve and Jackie every success for the future. We also welcomed 2 new members of staff, Pat Hill and Mo Whitelaw, onto the parish centre team. Both have settled in really well in their roles and we wish them every success. The Parish Centre continues to be a vibrant place used by a multitude of clubs, societies and companies for leisure and training. Many residents have taken advantage of the versatile space and licensed bar for parties to mark their special events. The Parish Centre supports the weekly afternoon clubs for senior citizens by subsidising their use of the Centre for an Indoor Bowls Club, Bingo and regular Tea Dances. If you have a spare afternoon, live in Springfield and would like to join in any of these social activities please call or visit the Centre for details. Increasingly popular is the Cafeteria ‘Heaven Sent’, which is under new management. Why not call in for snacks and drinks when you come for a class or visit the library or just passing by? They will also provide the catering for your function. Lastly, thanks are due to our services supervisors and cleaning staff for the excellent work they do in maintaining your Centre to a high standard of cleanliness and functionality. Chelmers Village Hall

Springfield Parish Council continues to run Chelmers Village Hall through its management committee ensuring that it remains a vital part of life in Chelmer Village. Ongoing maintenance has been carried out throughout the year which included replacing the heaters in the main hall. The next proposed projects include upgrading the toilets and the rewiring of the electrical system to bring them up to standard and to comply with NICE and fire regulations. As previously to help with the costs of these improvements the management committee will be seeking grant funding. Research is also to be carried out with regard to improving the roof insulation. Various activities take place at the hall throughout the week and it is an excellent venue for children’s and adult’s parties. A licence bar is available and the bar manager will also provide buffets, etc., for pre-booked events upon request. This year we said farewell to Julie Stock our booking administrator. Julie has been a valued member of staff for over fifteen years and we wish her well. Our new booking administrator is Federica Rainaldi and she can be contacted either by email cvhbookings@ hotmail.co.uk, or call 07716790510 and leave a short message. Federica will get back to you.
Booking the Halls Springfield Parish Centre
The Springfield Parish Centre is located in St Augustine’s Way, North Springfield and is available most weekends for functions, parties, and events and currently there is availability for licensed functions on Saturday evenings. Refreshments and catering for functions can also be provided. Speak to the people behind the counter in our café, Heaven Sent. There are also opportunities to hire our rooms during the week. Chelmers Village Hall Chelmers Village Hall is located in the Village Square, Chelmer Village and is also available for hire most weekends for functions, parties, and events. Currently there is availability for licensed functions on Saturday evenings. The Bar Manager will also provide buffet refreshments, etc., for pre-booked events upon request.
The management committee would finally like to extend thanks to the parish council staff for their hard work in ensuring that the improvements to the facilities at the hall continue. Also to the caretaking staff for their contribution in making sure that this valuable asset to Chelmer Village remains available.
Currently a pre-school and a children’s breakfast and afternoon club hire the hall during the week as well as evening groups such as indoor bowls, dance clubs, a karate club, aerobics, pilates, zumba, a church group, and a craft group. Some availability remains for bookings on weekday evenings. Heaven Sent Cafeteria
Springfield Parish Council now has a cafeteria at the parish centre in St Augustine’s Way.
It is currently open Monday to Friday 8am – 4.30pm although it can stay open longer should there be a demand for this. Serving tea, coffee and a large selection of cold drinks the cafeteria also has a wide range of sandwiches, paninis, rolls, cakes and muffins available. As well as jacket potatoes to order. It is expected that pastas, salads and quiches will also shortly be available. A catering service is provided for functions, parties and events. Call 07929 195809 for more information. YMCA Chelmsford The Mayor’s Chosen Charity YMCA Chelmsford has been working with young people, children and families in the local area for almost 100 years. The focus has always been on unleashing potential, and today in Chelmsford this takes the form of running clubs for aspiring musicians, offering respite and support for young carers, running a nursery for children aged 3 months to 5 years old, providing family support work, getting alongside young people at risk of exclusion, implementing an alcohol awareness network, working alongside the majority of schools in the area, and many other activities and events throughout the year. YMCA Chelmsford impacts about 10,000 young people a year, and is passionate about unleashing today the potential Chelmsford and UK of tomorrow. Community Speed Watch Initiative
Our Parish is getting bigger and busier, with many of our once local quiet roads becoming ‘rat runs’ with motorists trying to get from A to B as quickly and conveniently (for them!) as possible. Yet sometimes we all need a gentle reminder of the speed limits on our roads. Following concerns from residents with regards to speeding motorists, Springfield Parish Council, along with some local resident volunteers, has taken some positive action through the introduction of a local ‘Community Speedwatch Programme’. With the full support of Essex Police, who have provided training and a speed measuring device, this initiative will soon be taking place. Currently three roads have been cleared to monitor vehicle speeds within the Parish, and it is hoped there will be more to follow soon. The scheme involves volunteers measuring speeds of vehicles on the pre-determined roads and, where necessary, taking details such as vehicle registration mark, make, model and colour together with the time. This information is then forwarded on to the police for them to deal with. The speed watch initiative is a volunteer scheme run by the parish council and local residents who want to keep our roads as safe as possible resulting in fewer collisions and a more pleasant, relaxed neighbourhood. Police Senior Citizens Information Morning
Springfield Parish Council was delighted to co-host, together with Essex Police, a Senior Information and Advice Event on 28th January 2016. The organisations attending included Neighbourhood Watch, Trading Standards, Essex Fire Brigade, Chelmsford Community Safety and the Neighbourhood Policing Team.

Members of the Committee: Mrs Yvonne Spence (Chairman), Ian Fuller, Mrs Christine Garrett, Mrs Jean Hall, Steve Lewis, Richard Carson Just before Christmas we were delighted to have Chaplins Pantos come along and present the pantomime, Jack and the Beanstalk, at the Springfield Parish Centre.
The event was organised to advise our senior citizens of various ways in which they could protect themselves a little better in view of the plethora of new dangers that now present themselves. An enthusiastic audience in excess of 80 people listened to a variety of professionals covering subjects such as Personal Safety, Scams, Rogue Traders. Bogus callers and Essex Community Messaging. This was followed by a great question and answer session at the end. Refreshments were provided. It is hoped that a further information event will be held sometime in the summer of 2016.
This was enjoyed by many adults and children and we have already booked the same company for this Christmas. This year they will be presenting Dick Whittington and will be at the Parish Centre on Friday 30th December 2016 at 2pm (doors open at 1.30pm). The parish council held its first Family Fun Day two years ago. There was a wide variety of stalls and community groups and many activities took place. The Fun Day was a great success attracting thousands of people and a lot of positive feedback was received.

This year Springfield Parish Council will again be holding a Community Family Fun Day on Chelmer Village Green. The event is free and will be taking place on Saturday 2nd July 2016. Many organisations and charities have already booked their stalls and there will be many activities taking place for all the family. There will be an exhibition in Chelmers Village Hall showing life in Springfield and the surrounding area in 1926 to mark the Queen’s 90th birthday. If you are interested in having a stall or would like to run an activity on the day please contact Federica on 01245 464583. The committee is always seeking new ideas for events that it can organise. Springfield Parish Community Garden
We have a regular troupe of volunteers who continue to work hard. The garden continues to flourish and many of the spring flowers are beginning to bloom. Last summer we held a coffee morning to thank all our volunteers and sponsors who have contributed to making this once piece of overgrown scrubland a flourishing garden where many visitors sit and enjoy the peace and quiet. We are extremely grateful to everyone who has contributed to this wonderful area at the rear of the car park at the parish centre. The upkeep of the garden is dependent on our sponsors and the volunteers who are prepared to give up their time. If you have any plants or shrubs that you no longer want that would be suitable for our community garden please bring them to the parish centre. Also if you are able to give up some time to help maintain the garden contact the clerk on clerk@springfieldpc.org.uk.

Environment & Leisure Committee
Members of the Committee: Councillors Neil Gulliver (Chairman), Guy Brazendale, Ian Fuller, Richard Lee, Roy Smith, Jonathan Thompson Springfield Parish is indeed fortunate to enjoy a pleasant, attractive, environment and, over the last 12 months, the Committee has undertaken a number of initiatives to further enhance the parish. Working within its budget and the powers available to Parish Councils, we have installed four new litter bins, a notice board and bus shelter in locations throughout North Springfield, Beaulieu Park, Chelmer Village and Chancellor Park as well as maintaining existing facilities. The Committee manages Chelmer Village Green on behalf of Chelmsford City Council and plans are already underway to replace the ageing teenage shelter with a larger, more modern design which should be installed ready for the summer months. The neat appearance of the Green is a source of great pleasure to residents and, working together with the parish council’s maintenance contractor, the Committee will ensure that this standard is maintained. This year, summer hanging baskets will also be re-introduced to the Village Square. The Village Green is one of the venues for the highly successful programme of sports and play activities undertaken in conjunction with the City Council. Last summer 1206 youngsters attended the scheme at Chelmer Village and 1121 at the Parish Centre. This year will see a similar schedule, dates and further details being available on the Parish Council’s website www.essexinfo.net/springfield-parish-council.
The Council’s quarterly newsletter, the Springfield Pump, will continue to be distributed to every household within the Parish at no cost to the Council and will contain, as before, details of activities within Springfield, community reports and advertising for local businesses. Contributions from members of the public are most welcome, in particular photographs of local views for entry into the ongoing competition to select each issue’s front cover. The Council rents from Anglian Water an allotment site in Brookend Road South which comprises of 22 plots. Over recent years the Committee has undertaken a number of improvements to the site’s security and facilities, and is currently investigating the provision of a water trough or standpipe. In a pleasant, semi-rural location, and with the popularity of cultivating fresh produce, the allotments are now fully worked, with a considerable waiting list. The Committee’s achievements reflect considerable joint effort and I should like in particular to thank our handymen; the volunteer Public Rights of Way Officer; my fellow Councillors; and Parish Council staff for their much-appreciated efforts during the past year.

Neighbourhood Watch In Springfield and Chelmer Village burglaries are currently running at an average of eight reported incidents a month. A particular nasty burglary occurred over a weekend, whilst the householders were away. They came home to a smashed rear window/door and a ransacked house. Sentimental jewellery, rings, necklaces and bracelets were stolen. The sentimental value and family links can never be replaced and left the family devastated. The house was no longer their home and castle. There was no burglar alarm although one is now being fitted. Another incident involved a young family with children who popped out to visit friends one Friday evening. A few hours later when they returned they noticed that the family car was missing from the driveway. On entering the house they discovered a smashed rear window. Finance & Policy Committee Members of the Committee: Councillors Paul Hutchinson (Chairman), Guy Brazendale, Mrs Christine Garrett, Neil Gulliver, Mrs Yvonne Spence, Ms Susan Sullivan The Finance & Policy Committee oversees the finances of the Parish Council, including the budget setting process, receipt and payment of monies, Council tax (precept) requirements,
awarding of Grants and personnel related matters. With the parish council’s turnover being in the region of £500,000 per year the committee’s work in monitoring expenditure, internal and external audit is vital in safeguarding public finances. The committee is also charged with reviewing the parish council’s Standing Orders and Financial Regulations and amending these as necessary in line with changing national legislation. During the past year the committee has recently undertaken a detailed review of all the parish council’s policies.

Did you know that each year Springfield Parish Council sets aside a sum of money to donate to charitable/local organisations within the parish? If you operate a charitable or not for profit organisation in Springfield you may be eligible to apply for a grant; details of which can be obtained from the Parish Council Offices. Limited funding is available and it is unlikely that the council will make a donation in excess of £1,000. Each application will be considered on its own merit during February/March of each year. Essex Air Ambulance was a recipient of a donation this year.

Beaulieu Community Trust
Parish Council BCT Trustees: Cllrs Ian Fuller (BCT Treasurer), Mrs Yvonne Spence, Ms Susan Sullivan Our community continues to grow as this year has seen the start of the next phase of Beaulieu. Your Parish will have a new community building as a negotiated benefit from developers Countryside Zest. We are excited to hear that a construction plan is now in place. Construction starts shortly and we are promised possession of the new building in the summer of 2017.

Springfield Parish Council will be the leaseholders and we have entered into an agreement with Beaulieu Church to manage it via the Beaulieu Community Trust (BCT). This has 9 trustees, 3 each from the Parish Council, Beaulieu Church and

Members of the Committee: Councillors Roy Smith (Chairman), Guy Brazendale, Richard Lee, Jonathan Thompson, Paul Walentowicz The Planning Committee meets fortnightly which ensures that all applications received are responded to within the time frame allocated. As a consultee the committee look at a wide variety of applications from substantial and sometimes contentious applications to residential alterations, such as extensions, conservatories and garage conversions. Over-development of a site and a reduction in off street parking are matters
which are watched very closely. Some trees, such as the English Oak, are protected under a Tree Preservation Order (TPO) and any maintenance or pruning of these trees requires a planning application. These types of application usually ensure the health of the tree, extending its life and improving the visual appearance in the street scene. The Committee also review and discuss the Local Development Plan and make comments to Chelmsford City Council particularly in relation to the lack of infrastructure and other associated matters. Overall, the Committee has considered 150 planning applications in the last twelve months.

Pedal for the J’s rides back into Chelmsford It’s time to dust off your cycling helmet, pump up your tyres and get on your bike as Chelmsford’s popular annual cycle ride, Pedal for The J’s, returns to the city on Sunday 1st May. Pedal for The J’s – which is sponsored by Beaulieu - is now in its seventh year and the organisers at The J’s Hospice charity hope that over 1,000 cyclists will take part. It promises to be a great day out for experienced cyclists and novices alike as it takes in some of Essex’s most beautiful scenery with a choice of three distances - 15, 35 or 50 miles. All routes will start and finish at Admirals Park in Chelmsford, with the 15 mile route taking in Mashbury, Pleshey and Great Waltham, and the longer ones travelling west towards Hatfield Heath, returning through the Easters then all three rides join up at Pleshey.
Last year, over 800 cyclists took part, raising £45,000 and we are hoping to do even better this year. We rely on the general public for 70% of our funding so, by signing up for Pedal for The J’s, you can help us make a big difference to the young adults with life-limiting conditions across Essex that we support.” The charity is delighted that Beaulieu has agreed to be the headline sponsor for Pedal for The J’s 2016, along with radio partner Heart and media partner the Essex Chronicle. Open Gardens will once again be taking place in Springfield! On Sunday 26th June between 1pm and 6pm, there will be many gardens open for you to enjoy. The gardens are varied from perfectly planned to more natural settings, with something for all tastes to enjoy. The beautiful All Saints Church will once again be open for you to view and there will be refreshments for sale in the Church Hall.
Car parking will be available at Boswells School, which is within easy distance of all of the gardens. This promises to be a great day out, not to be missed! Programmes will be available from Farleigh Hospice shops in Moulsham Street and Galleywood for only ÂŁ5 and include a map of all the gardens. A wise man once said go outdoors and remain there. There might still be a chill in the air but days are getting longer and the galanthus are in bloom – it’s the perfect time to prep the garden. Here are some beginner tips to get you started at this time of year.
One: Get your tools in order
Everyone needs the tools of their trade. My big five for the garden are fork, spade, hoe, rake, and trowel. A good pair of gloves are a must and a decent pair of secateurs will be at home in your pocket. A wheelbarrow completes the rock star look.
Two: Compost
One of the first things you want to establish is a compost heap. This can begin as simply a sunny corner in the garden where you put your vegetable scraps but you’ll soon want a container of sorts. There are numerous ones available on the market but it’s an easy job (and fun) to construct one from scrap timber or pallets, old tyres, bricks or wire mesh. A quick search online will yield countless tutorials; ignore them all and make up your own design. Avoid placing the heap on concrete, patio slabs or tarmac. You want a site on bare soil so worms and other creatures can colonise, they help mix the compost. When adding ingredients include a healthy mix of green (vegetable peelings, fruit waste, tea bags, plant prunings, grass cuttings etc.) and brown (cardboard egg boxes, scrunched up paper, small twigs etc.) waste. Do not add meat or cooked food waste, this attracts rats, and avoid citrus. Some egg shells provide good minerals though!

Three: Prepare the ground
In other words: weeding. Dig out tired old shrubs and weeds, especially perennials (thistle, nettle, bindweed etc.) Try to remove all parts of the roots, but don’t be over hasty. My grandfather would tell me a garden would only ever be finished if there was nothing left to take out. Use a fork to turn the soil over, hoe and then rake. Then bask in satisfaction. At this time of year if you’re not going to plant anything for another week or two then it helps to lay some old carpet over your freshly turned soil. This prevents new weeds from getting any sunlight and helps warm the ground.

Four: Sow
A simple way to start planting is sow some herb seeds in small pots with fresh compost and sit them inside by a window with plenty of light. Water regularly but don’t drown them. Basil, parsley and thyme are all pretty easy to look after and don’t take long to grow. If you also grow tomatoes this year some basil will taste great with them.
Five: Sit
Another tip from my grandfather: when the work is complete don’t forget to sit in the garden; it’s important to enjoy the space you’ve created. If the nights are a little chilly, grab some blankets, get a fire pit on the go, cuddle up and crack open a bottle of the parsley wine you’ve had brewing in the shed since last year.
