Letter from the Chairman
Cllr Bernard Clayson A warm welcome to our new Parish Council Newsletter. We have had a busy year and a very busy summer. In spite of the challenging financial situation that all Councils are facing I am pleased to say that we have supported a number of exciting improvements to the villages of St Nicholas-at-Wade and Sarre. I am particularly pleased that the Parish Council was able to provide financial support to the St Nicholas Playgroup for the children’s play area outside the Village Hall and the replacement of the bollards of Bell Meadow. I hope you have noticed the improvement now the seats and benches in the parish have been refurbished. The shelter on Bell Meadow has been strengthened and treated with a preservative thanks to a local contractor and Cllr. Radcliffe has The Chapel of Rest before and after
painted, or treated all the seats that did not need repairs. Earlier this year the Council had the Conifers in Bell Meadow and the Cemetery topped after the winter storms; unfortunately the wet ground and subsequent high winds loosened several others in Bell Meadow. The Parish Council is in the process of choosing a contractor to remove the unstable Conifers and the Elderberry in the corner of the children’s play area; plus a fallen tree in the Cemetery and fell another that is potentially dangerous. We hope this work will be completed by the end of November at which point the Council will agree a programme of tree planting to replace the trees we will remove. The Council is considering the varieties of indigenous trees that will provide an appropriate wind break. These discussions will continue over the autumn and winter months, so please let me know any views you may have on the planned replanting. I have spent a glorious summer working on a long overdue clean up of the Cemetery and The Viking Trail along the Thanet Way. In the Cemetery the change is quite remarkable, as you can see from the before and after photos. The removal of Ivy from the old Chapel of Rest/tool shed has revealed a beautiful building and removing vegetation from the graves and trimming back the trees and Ivy has changed the overall

Parish Council News Hello and Goodbye! Jane Cooper-Neville, Clerk to the Parish Council Hello, my name is Jane and I have been the Clerk at St Nicholas-at-Wade and Sarre since September 2013. At the same time as we are getting to know each other I have to say goodbye, as I will be leaving the Parish Council on 8 December. I know it’s a cliché, but I really am sad to be leaving. I have very much enjoyed working with the members of the Parish Council, WC&SA, the Village Hall Committee and many others as part of my clerking role. I wanted to say a special thanks to Cllr Clayson; he has been a mine of useful information and a great support to me over the past year. The role of the Clerk is to enact the business of the Council and ensure that members of the Council have the information they need to be able to make lawful, informed decisions on

The attraction of this role for me was a local, 15 hours per week job which I could fit in with my other business activities and around being a Mum of two young children. However, within a couple of weeks of starting I thought this role needed more than 15 hours per week, and I am even more convinced of that now. Those people that attend the monthly Parish Council meetings and read the report in the Parish Magazine will get a flavour of the amount there is to do. I have been able to pretty much prioritise the workload; however this job is so much more and deserves someone who can give more time than I am able. That is why I welcome the Council’s decision to increase the new Clerk’s hours to 20 per week.

Parish Council News Another essential quality that a Clerk must have is the ability to be impartial. I think I have that ability and I have tried to treat everyone fairly and with respect. However, as I am leaving I am going to take this opportunity to get off the fence and express an opinion! I know there are some people within the villages that have very strong opinions about the Council in general; and some members in particular. Your local Parish Councillors are your democratically elected representatives; which means that they are accountable to you. However, there are ways of holding the Council to account that enables individuals to express their passionately held opinions and at the same time is respecting of those people in your community that voluntarily give their time to make it a better place to live. Over the past year I have witnessed, and been subject to behaviour that has been unnecessarily rude and intimidatory. It is impossible for the members of the Parish Council (and the Clerk) to please all of the people
all of the time; but remember they are doing their best to look after your village and if you think they are not up to the job, you only have to wait until next May to put them right!!
Fracking - A message from Cllrs Nathan Coldwell and Bernard Clayson Recent press coverage, combined with a local planning application to drill bore holes near Sandwich, has understandably been causing concerns about fracking within our community. The Parish Council has taken these concerns on board and met with locals to look into this matter. Having done this we would like to offer the following observations. Hydraulic fracturing is a technique in which rock is fractured by a hydraulically pressurised liquid (usually chemicals and sand suspended in water) which is injected into a well bore, creating cracks in the deep-rock formations through which natural gas, petroleum, and brine will flow more freely. When

Parish Council News the hydraulic pressure is removed from the well, small grains of either sand or aluminium oxide then hold the fractures open. The hydraulic fracturing technique is commonly applied to wells for shale gas and coal seam gas and this is the key detail from which our residents should take comfort. Government mapping has confirmed that the rock under our Parish, in fact the whole of Thanet, is chalk. Â To be able to carry out fracking you require shale or coal rock. As a result we believe that this is not a topic that we need to consider from a local perspective.
New bollards for Bell Meadow - and other exciting improvements
were in a sorry state. This was a joint partnership with KCC providing the funds to purchase the new bollards and the Parish Council paying for their installation. Over the summer the old and battered plastic bollards were replaced with 27 robust and attractive timber bollards which we hope will stand the test of time. The Parish Could has also made an application for two memorial benches (one for St Nicholas-at-Wade and one for Sarre) to commemorate the 100th anniversary of the outbreak of WW1. Over the coming months the Parish Council will be making further applications for joint funding for defibrillators for both villages and for repairs to the children’s play area on Bell Meadow.
Developing the Parish Council website At its meeting in September the Parish Council agreed that now is the time to focus on developing its website. Over the past year the content has been updated and with the help of a volunteer from a neighbouring parish the Council website is of a good standard in comparison to other council sites. However, the Parish Council is aware that the website and other forms of social media are becoming an increasingly important way for it communicate with the electorate. In light of this it was agreed that the Parish Council should seek to recruit a local person to support the maintenance of the content of the web, working closely with the Clerk. It is anticipated that this role will involve a maximum time commitment of 2 hours per week. description and a person specification. Anyone interested will need to apply by 5pm Saturday 29 November.
Speedwatch returns to St Nicholas-at-Wade At the Annual Parish Meeting in April the Council asked for people to come forward who were willing to be trained as Speedwatch volunteers. We are pleased to say that Mr Melvin Walker and Mr Steve McManus are now operating in St Nicholas-at-Wade and have already noticed that their presence has acted as a deterrent.
Community Warden Service Consultation Since 2002 the Community Warden Service has been making Kent’s communities safer places in which to live, work and play. The existing service is under review and KCC have produced a consultation document which sets out how they propose to save money and address the geographic reach of the present service. The proposal will mean a reduction in the numbers of Community Wardens from 79 to 40. KCC want to know what members of the public think about their proposals before making a final decision. You can register your views online at kent.gov. uk/communitywardenconsultation or by completing the questionnaire at the end of the consultation document, copies of which can be obtained from the Post Office in St Nicholas-at-Wade, by calling 03000 414141 or from the local warden Tony Gander.

Wantsum Community and Sports Association It seems almost impossible that a year has passed by so quickly, however since Wantsum Sports Association became Wantsum Community and Sports Association with a new constitution and a reformed committee, WC&SA has really developed the community side of the association whilst maintaining and growing its sporting foundation. Despite Mother Nature and her tree destroying storms acting against us and rendering the football pitches unusable for some time in December 2013 and January 2014, WC&SA now have three football teams playing, Saturday morning Junior football, ongoing adult cricket and junior cricket training and an increased usage by Thanet Road Cyclists. In terms of the Community side of the association this continues to grow from the regular weekly Wednesday coffee morning through to the Friday Night Socials. Many of you now know the Pavilion opens every second Friday
for social events which have ranged from theme nights, with successful live music events being held for Valentine’s Day and St George’s Day, a darts tournament for St David’s Day, right through to a Eurovision night and the First Night of the Proms. We have also held a successful Christmas quiz, hot chocolate and story evening for NicholasFest and what is becoming our annual fireworks event continuing on from the hard work of WSA. In order to continue to develop the community side of the association, we have also held 4 successful boot fairs this year alongside the Strawberry Summer Sunday and a great evening for St Nicholas has got Talent, well done to all of our contestants and congratulations to our worthy winners. An ode in honour of the WCSA Social Nights Friday nights are special nights - well every other week. We come to the Pavilion for something quite unique. A drink, a chat, a quiz sometimes; whatever takes your mood. And if you’re feeling brave enough, you partake of Henry’s food! People come from far and wide to join our special crew. The atmospheres convivial, once we’ve sunk a drink or two. But whilst I was a-pondering, I was struck by one odd thought... There’s no-one here connected with any kind of sport. We like to welcome everyone and word is spreading quick That every other Friday, the hot spot is St Nich! Everyone is welcome whether married or a spinster We’ve even let some people in who venture here from Minster! There seem to be a lot of folk from Yorkshire and those parts. But we’ve made them very welcome and took ‘em to our hearts. At times I often wonder, what really brought them here And then I realised that they just craved a decent beer. And other ones have travelled from even farther shores. Clearly they turned right instead of left at the Azores. But having made that journey it seems a bit bizarre. That instead of coming to St Nich, you’d choose to live in Sarre. We’ve even opened up the doors (they open very wide) To our brother from across the pond, he’s welcome here inside. But still he hasn’t realised that his purpose here’s divine If things go wrong we hope he’ll help turn water into wine! So everybody spread the word and let us swell our ranks But in the meantime let us take a moment to give thanks So put your hands together now and give a big hoorah To Henry, Marc and Sonya - our dear friends behind the bar! Village Hall 2014 has been a very exciting year for the village hall. The new toilet block has been discussed and planned for almost as long as anyone can remember, but this year we have finally realised our dream! The new block provides a disabled toilet, a dedicated child’s toilet and baby-change facilities. The new entrance lobby allows greatly improved flexibility. A new year at
St Nicholas-at-Wade Primary School In September we have welcomed the new children into ‘Reception Class.’ The children are busy getting to know each other and making lots of new friends. We have been learning about Harvest this term, the children have made a display in the school hall of Scarecrow faces using real hay for their hair! Get involved in Operation Turtle Dove Operation Turtle Dove was launched in 2012 by the RSPB in response to dramatic decline in UK turtle dove population: 84% between 1995 and 2012 (BTO Breeding Bird Survey). The project is a partnership between the RSPB, Conservation Grade, Pensthorpe Conservation Trust and Natural England. It aims to deliver turtle dove habitat in the UK, investigate habitat changes in their African wintering grounds and research disease and breeding success. My name is Hayley New and my role is to work with farmers and landowners to find ways of providing more seed rich foraging habitat for turtle doves. We have identified the Stour & Lydden Valley area (see map below) as a turtle
dove hotspot and as a result, this is a new focus area for our advice delivery and people engagement activities. As your parish lies within this focus area there may be ways that you can help! If you have any green space there may be the potential to grow some turtle dove seed mixture. Each plot of habitat no matter how small will help to provide a landscape full of foraging opportunities for the local turtle dove population. We are able to help with a limited amount of free seed mixture and advice on how to manage the habitat.
