Letter from the Chairman

Cllr Bernard Clayson Happy New Year to everyone. New Year is budget time. Parish and Town Councils are the first tier of local government to set their budgets, then districts, then county. Hence, we have to set our budget without knowing what cuts will affect us. I am pleased to say that this parish council has kept the precept at the same level of £40.59 for a Band D property; which equates to 78.05 pence per week. There are numerous unknowns; cuts in services and inflation are some of the ones we can all expect, but not how much. The 50% reduction in agency payments we have adjusted to; the decision on the next 50% has been postponed until 2018. Then are the unknown unknowns, the implications will filter down from the government as it attempts to correct its budget deficit. In the last newsletter we reported on the work we had been doing in the first half of 2014. I am pleased to say that we were successful in obtaining a grant for a WW1 memorial bench

The next few months are going to be particularly busy. As you will read in this edition TDC are considering transferring ownership of Bell Meadow to the parish council, this will have accompanying advantages and disadvantages which will need to be discussed further over the coming months. The parish council will also be seeking your views in its response to the draft Thanet Local Plan (read on for more information) and finally we have the elections in May.

The public are always welcome and a slot is available for questions from the public. Elections 2015 Next year will be your chance to have your say about who you want to be responsible for carrying out the duties and responsibilities of the Parish Council. Parish Council News Recruitment of new Clerk Unfortunately we were unable to secure the services of a new Clerk at the end of last year and we are in the process of a second attempt to recruit a suitable replacement for Jane Cooper-Neville. In the meantime, Mr Roy Wade will be acting as interim Clerk. Roy has many years experience of working in local government and is the Clerk at Acol as well as supporting the Clerk at Minster.

Community Warden Consultation

Mike Hill, KCC’s cabinet member for community services, said the council still planned to go ahead with the closure of three community warden service area offices with a reduction from four administration posts to one. A council spokesman said the number of wardens had already been reduced to 70 as a result of staff leaving. He said they would not be replaced. The County Council’s Cabinet will make a decision on the plans in January (http://www.bbc.co.uk/news/ukengland-kent-30401245)

KALC Community Awards

In the last newsletter we provided details of the consultation on the proposed cuts to the Community Wardens Service. Kent County Council (KCC) had planned to reduce the number of uniformed wardens from 79 to 40. KCC said the cut in the number of community wardens who tackle low-level crime and antisocial behaviour would have saved about £1m each year. The parish council was one of the 1,200 individuals and groups that responded to the consultation. More than 100 of those were from district and parish councils and the vast majority praised the wardens, either as individuals or as a service, and were keen to see it retained. As a result the proposed cuts have been shelved.

In January the parish council agreed to make a joint nomination for this years’ KALC Community Awards scheme. They nominated Cllr Bernard Clayson and Cllr Peter Radclyffe in recognition of their contribution to the benefit of both St Nicholas and Sarre, far above and beyond their role as local councillors. Congratulations to Bernard and Peter who will receive a certificate signed by the KALC Chairman and High Shefiff of Kent.

Annual Parish Meeting 2015 This will be held on Wednesday 13 May from 6pm onwards in Manor Hall. Put this date in your diary and do come along as it will be your first chance to meet your newly elected parish councillors.

Topical - given the recent winds! Do the job once. Sounds stupid, but if the job is to be done once use the strongest materials, in the case of fencing, put in a concrete post. It’ll out last you and me, a wooden post will probably rot at the base in less than five years and you’ll be getting the job done again. Generally a concrete post costs twice as much as a wooden post, but the labour costs will be the same. Use concrete gravel boards, keeps the wooden panels clear of the ground, and reduces rot. Close board panels are far more rigid in construction than waney panels. Use the correct tools for the job. A post hole digger is an amazing bit of kit and really makes the job simple, digs the hole and empties it. Unless you hit an obstacle you can dig a two foot hole in ten minutes, awesome! And a 1m spirit level for post and board levels. We use string to make sure the fence is straight. The hole. We back fill using a dry mix of 6:1 ballast to cement, when the fence is erect it is simple to make sure all the posts are as we want them, or adjust them if necessary and pour water on at the end. If you are attaching a post to a wall we recommend using frame fixings, simple and easy to use, just make sure you use the right drill sizes.

Thanet Local Plan

Consultation 2015 The Local Plan is a key document that is required to guide and deliver the Council’s plans and aspirations for growth. The Plan must be prepared with the objective of contributing to the achievement of sustainable development, and be in accordance with national planning policy. The Local Plan will set out policies and proposals that will guide decisions and investment on growth, development and regeneration over the period to 2013. It will set out how and where the homes, jobs, community facilities, shops and infrastructure will be delivered and the types of places and environments we want to create. It will also identify land to be protected from development, such as open space. It will form the statutory framework for determining planning applications. The public consultation on the draft local plan is open until Midnight Friday 6 March 2015. Steeped in history and beauty, St Nicholas, named for the great saint of children and sailors, is definitely “not for Christmas only”. The growing congregation worships each Sunday around the celebration of Communion, also called the Eucharist or Mass. It is here that people experience fellowship as well as hear the Gospel of Jesus Christ preached and enjoy the music of the fine choir and organ. Throughout its history this Church of England congregation is labelled as a house of prayer for all people. We are here for you. As well as worship there are many other events, such as Open Garden 6-7 June and the annual 4th of July Picnic and Concert. Public Consultations Electoral Review of Kent The Local Government Boundary Commission for England has formally commenced an electoral review of Kent County Council to deliver electoral equality for voters across the county. At present some county councillors represent many more, or many fewer electors that their colleagues elsewhere in the country. The review aims to correct those imbalances. For parishes the review can recommend changes to the electoral arrangements of parish councils i.e. the number, names and boundaries of parish wards and the number of parish councillors for each ward. You can find out more about the review at www.lgbce.org.uk and send in your comments by 2 March.

Future delivery of library, registration and archive services in Kent As they did with the Community Warden Service KCC are seeking views on the future of library services across Kent. This public consultation is open from 12 January - 8 April 2015. No formal decision has been taken until the consultation outcomes are known. Wantsum Community and Sports Association Firstly we would like to say a huge thank you to everyone who voted for us in the Lloyds Community Fund Vote, we came in third place thanks to all of your votes and have been awarded £1,000 to put towards the renovation and relocation of the Pavilions kitchen facilities. In terms of renovation we have now successfully had the changing room showers renovated and replaced. Both the home and away changing rooms now have completely re-tiled and replaced showers. Our thanks to KCC for their grant of £2,500 and to the committee for all of their hard work in raising the additional £1,200 to pay for this work, which we hope will attract further sports clubs to use the Pavilion. Unfortunately at the end of the 2014 cricket season, Old Hartsdonian Cricket Club folded, leaving us without a village cricket team. Our sincere thanks go to Steve Simonini of OHCC for all of his continued hard work

in maintaining the cricket square. Following on from OHCC folding and through the hard work of our Management Committee we have been able to secure a new cricket team and would like to take this opportunity to welcome and introduce the new St Nicholas & Sarre Cricket Club formally known as Herne Cricket Club. St Nicholas & Sarre CC will be playing cricket at Bell Meadow from 2015 onwards. The club plays in division 6 of the Kent Village Cricket League and division 5 of the Thanet Indoor Cricket League along with a few friendly matches. The club aims to create a welcoming and positive atmosphere for all members and would be keen to hear from anyone who would like to take up cricket as an activity, regardless of age or ability. The club will have practice sessions on a Wednesday night at Bell Meadow and matches every Sunday during the summer, feel free to come and support them if you are in the area or have some spare time to watch some local cricket. Scrap Metal Theft

• Consider fitting a tracking device or a data tagging chip. See page 27 – Vehicle Security Scheme (CESAR).

• Dispose of scrap metal regularly and legitimately to make your premises less vulnerable to metal thieves.

• Your insurance company can provide advice on suitable products.

• If you are approached by opportunistic ‘scrap dealers’ tell them you have a contract with a legitimate scrap dealer and ask them to leave.

Diesel Theft • Store diesel in a secure fuel tank within a bund and use good quality locks. • Avoid siting storage tanks in isolated areas such as outlying buildings. • Consider using a mobile bowser that could be removed to a secure place when not in use.

WILDLIFE CRIME Endangered Species and Conservation • In the UK, legislation gives protection to wildlife and important habitats and sites. • Crimes against protected species include killing or taking them from the wild (e.g. birds of prey and plants), collecting their eggs or skins for personal collections, trading in them, and taxidermy offences. People destroying nests and breeding sites, bat roosts and other protected habitats can also be committing offences. • Contact the Police, Natural England, or your local Wildlife Trust if you think an offence has been or is about to be committed.

Rural Crime Prevention • The most obvious sign is a group of vehicles parked in a rural area, perhaps by a gateway to farmland, on a grass verge, on a farm track or bridle path. • There will usually be estate cars, four wheel drives or vans. They may contain evidence of dogs inside – such as mud prints and dog hair. • Hare coursers often travel in convoy with vans at the front and rear containing minders. • If you see an event taking place we would advise you not to approach the participants but contact the Police immediately.

• The animal or plant is on restricted land. • The right to hunt this animal is claimed by somebody. • The means used are illegal (e.g. baiting). • The animal or fish is protected by law or has been listed as an endangered animal.

Reporting a Wildlife Crime When reporting a wildlife crime consider these points: • Are the suspect/s alone or in a group? • Are they trespassing?

• Do they have equipment with them?

Poaching is illegal – hunting or fishing. It may be illegal because:

• If you believe an animal, wild or domestic, is or has been mistreated in the first instance call the RSPCA or the Police.

• Take colour photographs of your animal in the winter and again in the summer, from both sides, head on and tail. • If there is a distinctive mark or scar, take a close up photo of these. • Photograph the “chestnuts”. You will then have a comprehensive record of your horse.

• Report any suspicious activity involving your livestock to the Police. • Check your livestock regularly. If your livestock are making more noise than usual don’t ignore them - take a look to see if anyone is in the field with them or has disturbed them in any way.

• Ensure you have a passport for your horse. This is a legal requirement.

• Check the security of boundary fencing/hedging and make regular checks of fields with animals in to ensure fences are not breached.

• If reporting a horse related incident, please use terminology that can be easily understood.

• Use eartags, horn brands, freeze brand marking or tattooing to make animals more easily identifiable.

• Get your horse freezemarked or have a microchip implanted.

• Carrying out work on a scheduled monument without consent should be reported to English Heritage. • The vast majority of metal detectorists are law-abiding and will only detect and search for objects on land where they have the landowner’s permission. • A landowner cannot give permission for a person to use a metal detector
