Parish Council News Bell Meadow Community Planting Event The Parish Council arranged a community planting morning on 7th November in Bell Meadow where a number of new fruit trees were donated by members of the public and planted to commemorate a birthday, anniversary, friend, relative or pet. It was a successful event that was enjoyed by those who took part and the new trees have added some additional colour and interest to the area.
Community Emergency Plan We are currently drafting a Community Emergency Plan which will contain details of what resources we have locally and describe how we will link in with the emergency services in response to critical incidents such as flooding, deep snow and power outages for example. As part of this work, the Parish Council and Village Hall Committee are working together to arrange for some emergency supplies to be stored at the Village Hall. If you have any spare blankets, towels or soap or long life items like tins of soup, tea bags, coffee or sugar that you would like to donate, please contact the Clerk to the Council and he will arrange collection.

The Queen’s 90th Birthday Celebrations The Parish Council is arranging a street party to be held on the weekend of 11th/12th June as part of a large number of events across the country to celebrate the Queen’s 90th birthday. Whilst planning is still at an early stage and the exact date has not been finalised yet, please pencil this weekend in your diary as it promises to be an event everyone can get involved in and enjoy.

Bell Meadow trees & hedges A number of new trees and hedging plants have been planted on the perimeter of Bell Meadow nearest the football pitch to replace ones that were previously removed because they were dead or damaged. Whilst it will be a couple of years before the new trees and hedges become properly established, that corner of Bell Meadow will eventually have a more effective border and screen from some of the elements.

Letter from the Chair
Cllr Sarah McManus The Councillors and Clerk are back to work after the Christmas break. We have been busy working on an Action Plan for the village. This lists forty plus suggestions that may benefit or improve the two villages and these are to be investigated by Councillors whether they are achievable, necessary and welcomed. Some actions have already been completed such as the installation of exercise equipment and fruit tree sponsorship in Bell Meadow. However, other actions will be shortly discussed by the Council such as: • • • • •
A Handyman for the village; A defibrillator for Sarre; A Neighbourhood Plan; A Bus Shelter for the Oaks; and A Councillor surgery.
TDC are also looking to replace the existing CCTV system, perhaps with a wireless system as that would make the cameras more mobile. An update on the Local Plan was given and it was noted that The Council had recently recruited a full time neighbourhood plan officer; The Council could encourage but not force developers to develop brown field sites before green field sites; Empty properties could be used to reduce the number of new houses required in the Local Plan and a report would soon be published that explained how the new housing need was calculated. Finally there was an operational services update where the Council invited suggestions on where to location the new dog poo bag dispensers around the District.
We also welcome two new Councillors onto the Council. Cllr Field and Cllr Sokoya were co-opted at December’s Parish Council Meeting and will attend their first meeting in January. I am sure both councillors will prove to be excellent additions to the council and I wish them well in their new roles. The addition of two new Councillors now means the Parish Council are operating at a full number.
I also attended a Thanet Area Committee meeting in November where a presentation was given by a representative of Kent Fire and Rescue. He gave an update on local structures plus an overview of plans to be implemented if Manston Airport was ever used as an emergency lorry park during Operation STACK. The officer confirmed that these plans remained only a temporary measure until a new permanent lorry park was constructed and several safety operations were explained if there was an emergency and the airfield was being used for Operation Stack. For example, vehicles carrying hazardous items would be sited separately, and there would be fire breaks between vehicles. Interceptor tanks would be created at the side of the areas to enable any wastage of hazardous material to be safely drained.
At District level, I attended a meeting at TDC in December where several issues affecting the electorate were discussed. These included the 2016/17 budget where it was stated that TDC had an asset base of around £66,000,000 which was due to be reviewed.
I hope 2016 proves to be a happy and healthy new year to all. As you can see, in a new year, we are facing new opportunities and challenges and I hope we can face these in a way that can benefit the villages as much as possible.
A Neighbourhood Plan will be an important issue to consider. It may help to shape the village for future planning applications based on community led choice. However, it cannot guarantee the restriction of state or district intervention. It could also cost thousands of pounds and take a lot of hard work to achieve but funding is available.

St Nicholas Church
A Medieval Treasure The tower of St Nicholas Church beckons the passer-by as well as the ardent church-goer to come in and absorb the beauty of the house of prayer for all people. Whether a solemn Eucharist on Sunday at 10.15am or the simple Communion Service on Wednesdays at 10am, the spacious, historic and lively church welcome people from all walks of life and often from faraway places. The stained glass, though more modern, tells the story of Jesus and his Ascension, blessing of children and his baptism.. The centre east window declares the crucifixion with SS Mary, John, Nicholas and Augustine (the bringer of the faith to Canterbury first arriving at Ebbsfleet near Minster, where a commemoration shrine stands tall. St Nicholas is the patron saint of sailors and children, as well as single women, bakers and pawnbrokers. The chapel is dedicated to the Blessed Virgin Mary and know is also dubbed The Bridges Chapel, home to the family tomb (once poet-laureate).. There was a Chapel of St Thomas Becket but alas that is now a kitchen! The church was modernised with a loo and upper room some years back and the bells are acclaimed by the many who come to try them out as bell ringers do. St Nick’s is alive and well and seeks to meet the spiritual and practical needs 8
of the wider community. This includes the collection (please help) of items for Oasis (for Women) and the Food Link in Cliftonville. The church is part of the important diocese of Canterbury and the Thanet Deanery as is linked with the churches in Chislet, Minster and Monkton through the Vicar who resides in Minster Vicarage, 01843 821250. Dr Richard Braddy.. He should be contacted for funerals, weddings and baptisms as may be needed. If you live in the irenic village please see the church as your place to enter, rest, pray, all day, any day. Come light a candle and pray for those in need.. Visitors from all over are welcome on Sundays. On second Saturdays there is a programme for children and family at Manor Hall sponsored by the church family,.3-5 p.m..called Messy Church. There are many tombs and memorials of interest as well as a lovely image of Christ the King near the baptistery. There is a chapel in the near-by St Nicholas Court. St Nicholas also incorporates the history of Sarre (as we are twinned) and the church of St Giles closed in 1560.

Community Speed Watch What is the purpose of Community Speed Watch (CSW)? Speed Watch is a community-based, education-centred scheme that helps people in Kent make a significant contribution to improving the safety of their own roads and to the quality of local life by reducing vehicle speeds - without penalising drivers.
How does the Kent Scheme work? Operating at carefully selected roadside sites in 20-, 30and 40-MPH (miles per hour) speed limits, a group typically of two or three police-trained CSW (Community Speed Watch) volunteers monitors the speed of passing vehicles using a portable speed indication device. They record and report details of vehicles travelling at or above nationally-specified thresholds. Many of the registered keepers of vehicles observed speeding are then sent advisory letters by Kent Police.

In Kent in the four years between January 2012 and December 2015, 68,247 observations of speeding vehicles were reported to Kent Police by CSW volunteers based in more than 100 parishes. These observations generated 8,539 letters of advice from which we can conclude that on average: • 89.4% of all the vehicles detected speeding once were not detected again by any CSW scheme in Kent in the next 12 months. • 89.1% of all speeding vehicles that were sent an advice letter for a second detection in 12 months did not generate another. • Only 4.3% (1 in 23) of all speeding vehicles were 50%+ over the speed limit.

St Nicholas-at-Wade and Sarre. These included sites on the A28 Canterbury Road and the A253 Ramsgate Road. In a little over three hours, 38 vehicles were recorded speeding, five of which were measured at or above 40-MPH in 30MPH speed limits.

Wantsum Community & Sports Association It’s good to be able to write as WCSA enters a new phase, in a month’s time WCSA and the Pavilion will be totally self sufficient of funding from the Parish Council and although remaining their building all other running costs will be met by the association itself and we would like to take this opportunity to thank the Parish Council old and new for all of their support over the last couple of years. However as we enter this new phase and with our future clearly in our sights it would seem strange that we begin this article referring to the past, but that is exactly what WCSA wish to do, look back to the past and the history of community events and sports on Bell Meadow and the Pavilion. Over the last few years many people have mentioned past activities, such as hot air balloons, summer carnivals and the like and whilst some of our committee remember these activities, I am afraid to say that many of us ‘newbies’ having only been in the village for 10 odd years weren’t lucky enough to experience what sounds like amazing community events. As such we are writing with a request, do you remember some of these events from past years, do you have photographs or even film of some of these events, if so, we would love to hear about them or see the photos and films (we will of course copy these and return the original to you). So if you do have any memories to share please drop us a line either via email to wcsasecretary@gmail.com. or pop them through the letterbox in the Pavilion including your name and address for contact.

We hope that these memories can help us add some of the past popular events to our future events calendar. Additionally if you have any ideas or requests of events and activities that you would like to see at the Pavilion or Bell Meadow, why not come along and get involved with future plans. So as we now return to the present and look forward to 2016 the committee is busy planning a number of boot fairs into this year’s calendar already and are also in early talks with a local group to host a classic car show in the early spring alongside many more community focussed events. Talking of involvement, over the last few years we have worked tirelessly alongside the Parish Council to make improvements both internally and externally to The Pavilion, but our plans are only just starting and in the forthcoming year we have set our sights on renovation plans for modernising the inside of The Pavilion and its facilities. So, can you help us develop this community space, do you have a few spare hours to help decorate, garden, clean? Are you a builder, plumber, electrician, decorator looking for some community work? Thanet Neighbourhood Watch Hi Everyone, Things are changing fast in Neighbourhood Watch at the moment, the new National Committee are making big changes which we will have to implement over the next few months. Locally we have made changes beginning with the Extraordinary General Meeting in October where a new committee and officers were voted in.

Good news!! We have recently started a community group for Thanet - Incredible Edible Thanet. Basically, it is about creating edible landscapes throughout each town in Thanet, providing free produce for the community and enriching our access to local food. It is a fun thing to do for everyone in Thanet to get involved and meet like-minded people, growing and learning more about local produce/food. There are over 200 Incredible Edible groups around the country that help and support each other with resources and plans. It’s a rapidly expanding success story and we are the first one in Kent! From its inception, Incredible Edible sought to show how ordinary people can work together to transform their own landscapes and turned disused plots into abundant sources of healthy food. Incredible Edible believes reviving our hands-on knowledge of growing food is essential for all our futures. Here in Thanet we can utilize our own front gardens, community spaces, overgrown areas, waste plots, business shrubberies etc to create growing patches that will be edible attractions to get folk interested in joining in too. Community is at the very heart of Incredible Edible’s work. Small actions like sowing herb seeds to creating raised beds for vegetable growing – they are all as important as each other for working together for the good of our community.
Schools are natural places to start, with food plan an increasingly important part in the curriculum. We could work with schools and their gardening clubs to pass on skills and get them growing. These schools can initiate groups themselves and these then can reach out into the community. The same can be said of churches and youth groups. Of course, learning doesn’t end at the school gates, and other Incredible Edible groups across the country provide training through adult gardening clubs, training courses and workshops such as chutney making, pickling and frugal cooking. We can do this too – it just needs participation and enthusiasm from you guys to join in!

The Amy Johnson Project Eight years ago, Jane Priston set out on a mission to bring the memory of aviation pioneer Amy Johnson back to life in her final resting place of Herne Bay.
more than a far off dream. However, after receiving a personal recommendation, Jane got in touch with artist Stephen Melton at Meltdowns Fine Art Production Studio in Ramsgate to discuss whether or not this dream could in fact become a reality.
This inspirational woman, who died serving her country in 1941, defied social expectations and became an icon of her time after her daring solo flight from London to Australia in a Gipsy Moth biplane in 1930 - just one year after being awarded her pilot’s licence.
She explained that she wanted a life-size Amy to stand among the crowd as a lasting tribute to her, to keep her memory alive. After some discussion, Jane realised that the bronze statue was no longer a dream; she had found a team with the skill and resources to bring her idea to life, and at this point she knew it was achievable, so she commissioned Meltdowns to begin the process of making the sculpture.
Jane Priston’s dream was to inspire a new generation by bringing the story of Amy Johnson back to Herne Bay, and in 2014 an information board about this great woman was unveiled on the seafront. But this was by no means the conclusion of the project… it had always been Jane’s ambition to install a bronze statue of Amy in Herne Bay, but she had always felt like this was nothing

Stephen Melton told me that the design process has very much been a collaborative effort. They are “continuing the ageless tradition of figurative sculpture, and we really found it important to depict her, not

standing static like a monument to a Royal, but actually physically moving and being dynamic, interacting with the environment, because that’s what Amy did”. He continued, “she was a go-getter, and the narrative that we wanted to employ was her interacting with the crowd and the environment, looking at the sky and assessing the conditions, making the decision as to whether, that day, she was going to fly or not”. It was very important to Jane that this was an interactive tribute to Amy so that a new generation could get up close to her and be inspired. The bronze will be embellished with quotes from Amy Johnson, and Jane told me that there may even be some hidden ones so that people have to really search and get up close to find them. “We didn’t want her to be elevated on a plinth like a god, but amongst the crowd, because that’s who she was; a middle class girl from the North who did exceptional things”. “Amy was a real people’s person, and she hated the celebrity side of what she did. She had to embrace that just to be able to fund what she wanted to do. She was a woman; she couldn’t fly for a job - it just wasn’t possible - so she had to play the game, but she detested that side of it. She just wanted to disappear in the crowd, so when Stephen and I started speaking, the first thing I knew was that I wanted her on the ground so that when Herne Bay is busy, she almost disappears”. The statue is currently at the maquette stage, but this will shortly be modelled into a full size clay sculpture, and then the final stage will be casting it into bronze. In order to get to this stage, Jane has worked hard to obtain funding which has largely been from members of the public and donations from local businesses.

Recycle Now! Thanet District Council is taking part in a national campaign with a number of other councils across Kent to increase recycling in the county. The campaign, designed by Recycle Now, is asking residents to think about what they can recycle from the different rooms around their homes, such as the kitchen, bathroom, and bedroom, starting with plastic items. Products from the bathroom, including plastic shampoo and conditioner bottles, shower gel containers, liquid soap bottles, and bleach and bathroom cleaner containers can all be recycled, but are often overlooked as we focus our attention on kitchen items. Here are a few handy tips to follow when recycling plastic containers and bottles in your blue lidded bin or blue box: • Rinse and wash containers and bottles to remove any leftover residue • Remove the trigger spay and pump dispenser tops and place them in your black bin • Squash and flatten containers and bottles so they take up less space in your recycling bin • No need to remove the labels
Later in the year the focus will move onto recycling paper and card items, followed by metal and glass in the spring. Cabinet Member for Operational Services Cllr Suzanne Brimm says: ‘‘Recycling has such an important positive impact on our environment, which is why we are working in partnership with other councils across Kent to encourage residents to recycle more. You can make a real difference by recycling plastic from around your home.’’
The council is working towards its goal of increasing Thanet’s recycling to 50%, but can only do this with help from residents. Wintery Lamb Hot Pot A light but hearty seasonal stew for a perfect pick-me-up on a cold day Ingredients
Preparation
4 thick lamb neck chops
Preheat the oven to 170C/350F/Gas 4.

Lightly dredge the lamb chops in the flour.
Olive oil 3 onions, peeled and cut into wedges 3 medium carrots, peeled 2-3 large parsnips, peeled and cut into sixths 6 large, juicy garlic cloves, peeled, cut in half salt and freshly ground black pepper 6-8 fresh rosemary sprigs 6-8 small potatoes, cut in half
Heat the oil in a shallow ovenproof pan with a lid, then add the lamb chops and cook until browned on both sides. Remove the lamb from the pan and set aside. Add the onions, parsnips, carrots and garlic to the same pan and cook for 2-3 minutes. Season well with salt and freshly ground black pepper and add the rosemary. Return the lamb chops to the pan, tuck the potatoes around the chops, season well with salt and freshly ground black pepper and pour in just enough water to cover the pan contents. Cut out a circle of greaseproof paper the same size and shape as the inside of the pan. Place the paper circle over the lamb and vegetables and then cover the pan with the lid. Cook in the preheated oven for an hour or so, until the meat is tender.

Welcomes responsible dog owners! Nobody likes dog poo in public places. If you have ever stepped in dog faeces, you will probably agree that its very smelly and very difficult to remove from shoes. As well as being unpleasant, dog faeces is potentially harmful and whilst the majority of dog walkers are responsible and do pick up after their pets, a small number of people choose to ignore the rules. Within the village parish dog faeces can be disposed of in designated dog waste bins. If a designated dog waste bin is not available, dog faeces should be sealed well in a bag and disposed of in a litter bin or taken home and placed in your household waste.
