Unstone Parish Council Magazine

Welcome… to the second issue of the Unstone Parish Council Magazine.

Thank you to the many residents who have given us very positive feedback on the first issue. We understand you found it informative and interesting, and that many of you will be keeping each issue as a reference for contact details and other useful information. For this issue we have had excellent items submitted by a number of community groups, our schools, churches, WI and various clubs and societies. The Parish Council is very happy for this to continue and grow. In the 1st issue of the magazine we asked if you would like the Parish Council to be involved in the organisation of an event to mark the WW1 Centenary. There has been very little feedback on this, and perhaps residents don’t see this as part of the role of the Parish Council. Individuals and groups will no doubt make their own arrangements. This year’s Remembrance Day will of course be especially poignant, with a wreath laid at Unstone War Memorial as usual. The Clerk has apologised to the resident referred to on page 20 of the first issue, for the ‘misprint.’ It was of course meant to say he was ‘public spirited.’ Thankfully he did take it in very good humour! We’ve tried to include more pictures this time (and perhaps fewer words!) The Parish Council report has been presented as a number of separate items giving a brief update on significant local issues. Of course anyone who would like the full minutes of meetings should request a copy from the Clerk. They are also posted on our website www.unstone.org.uk after approval by the Council. Key areas the Parish Council has been

working on over the last few months have included the problem of speeding through the village, campaigning against the proposed closure of Dronfield Fire Station (good news about that on page 7!), provision and filling of new grit bins (fingers crossed they won’t be needed), maintenance and management of the Fred Hopkinson Memorial Hall, and the play areas, several repairs to unadopted roads, maintenance of benches, and the replacement of the PC Notice Board opposite the Miners Arms at Hundall. The Council appreciated a substantial contribution towards the cost of the notice board from Mr Banks of Banks Skip Hire.

Anyone who fancies a walk with good company, please check their web site, where the 2014 summer walks programme has been announced. www.dronfieldfootpaths.org.uk Unstone Parish Council has been very pleased to give some financial support to a number of local groups, including the schools, Ashgate Hospice, and Derbyshire Unemployed Workers Centres. At the time of printing there is still a vacancy for a Parish Councillor which will be filled by co-option. If you are interested in becoming a Councillor, or would like more information about the role, or if you have any comments about the magazine, the work of the Parish Council or any issues you wish to bring to the attention of Councillors, please contact the Clerk.

As usual the Parish Council has been involved in consultations on all Planning Applications in the parish. There’s an article giving information about this process on page 15. As a new initiative your Councillors are trying to raise pride in our community with a ‘clean up campaign.’ This includes litter-picking sessions, and also working with the Environmental Enforcement Team to get various ‘dumping grounds’ in the parish cleared up, as well as continuing to tackle the ongoing dog fouling problem. In connection with valuing and appreciating our environment, the Dronfield and District Footpaths and Bridleways Society want to encourage new walkers to join them.

All you need to do is ask at the Post Office on Sheffield Road for an application form and produce both your current TV Licence and pension book or proof of eligibility. Outings •Annual Summer Outing - one for senior citizens on 13 August and one for children on 21 August. •Annual Senior Citizens party, usually in December (weather permitting). These are all free of charge to parish residents, except a nominal charge towards transport costs for accompanying adults on the children’s outing.

6

Look out for details of the above on all Parish Notice Boards or in the Post Office, or contact Cllr Sandra Hopkinson on 01246 416008 to add your name to the appropriate lists and you will be kept informed of the arrangements.

Grit Bins The Parish Council provide and maintain other facilities including notice boards, seats, dog waste bins and grit bins. Three new grit bins are due to be installed in Unstone, and we are grateful to Rykneld Homes who are funding two of them. The Parish Council will be responsible for filling and maintaining them. We propose to locate them on Cheetham Avenue/Sylvia Road junction, top of Loundes Road and Central Close/Whittington Lane junction. There will then be seven grit bins in Unstone with an eighth on the main road by the railway bridge. There are seven grit bins in Apperknowle, two in West Handley, one in Nether Handley one in Middle Handley, one on Summerley Top and one in Hundall making a total of twenty one grit bins within the parish. Nine are provided by Derbyshire County Council and the rest by the Parish Council. DCC have plaques denoting their ownership and the Parish Council also intends to do this in the near future.

She was very pleased to hear that, after months of campaigning, our concerns and voices have been listened to, and that Dronfield,

Staveley and Chesterfield Fire Stations will not be closing. It is down to the hard work and determination of the residents of North East Derbyshire, with the active and vocal support of their local councillors, that these stations have been reprieved. Natascha and local councillors have worked on this campaign for a long time, and it is particularly satisfying to have seen the local communities come together to defend their towns’ essential services, and force a re-think that sees the area better protected as a result.

Scams: Protect yourself, your friends and your relatives At the Neighbourhood & Home Watch Network office we often get phone calls or emails asking for advice about scams.

We always advise anyone who suspects a scam, or who has been the victim of a scam, to report it to the police on www.actionfraud.police.uk or 0300 123 2040. However, it is always better to take preventative action where possible and it is good to know what to look for to avoid being taken in, as well as to advise friends and family members when necessary. The charity Think Jessica (www. thinkjessica.com) provides a lot of useful advice about scams. Their 12-page booklet, ‘Scam mail is blackmail’, is particularly useful and covers: lottery and prize draw scams, clairvoyant scams, catalogue scams, courier scams, bank / building

society scams and more. You can order a free hard copy of this booklet by sending a second class stamp to: Think Jessica, PO Box 4442, Chesterfield S44 9AS or by emailing advice@thinkjessica.com. They also provide information packs, including a DVD, which cost £7 per pack, and free downloadable posters which you can access at www.thinkjessica. com/posters.htm. For a cost they will supply bulk orders to a group or organisation, which can be personalised with your logo and local contact details if you wish. Contact Think Jessica at the address above or on advice@thinkjessica.com to discuss your requirements.

Unstone St Mary’s Infants celebrated‌

Chinese New Year This year is the year of the horse, so we all made horses. We learnt the story about the animals and how they were selected to represent the years. We learnt about the characters of the animal and that people born in the year of that animal have the same characters as that animal We learnt about the dragon parade and other traditions like the red envelopes filled with money, fortune cookies and the food you might eat at a special New Year meal. We tried some Chinese noodles and fortune cookies. We loved reading the messages in the cookies which were filled with good news for the coming year. We made a dragon for our parade, but this year, for a change, we gave him the head of a horse, as it is the year of the horse.

We learnt to write Happy New Year in Chinese. We wrote instructions to make lanterns and then we made them.

Y5 and 6 pupils at Unstone Junior School have recently hosted a magnificent alien day, meaning that their new topic is space. Children came dressed in creatures that were out of this world. Literally. When they came in the classroom there were loads of space decorations hung up from the ceiling. Then they listened to a friendly alien on the smart board and he said “Hello Y5 and 6, you have crash landed on my planet and you’ll need to make a moon buggy to escape or you will be stranded! Whichever group has the fastest buggy will leave this dangerous

planet alive, whilst whoever doesn’t win will be trapped here FOREVER!!!!!” They soon got started and began to create their amazing buggies and then waited patiently for the grand race. When everyone had finished, they started making cake pops (balls of cake on a stick). Even more excitingly they were alien themed. The pupils put them in a cake pop machine, with help from their teacher, and decorated them independently with delicious icing. Finally, they raced all their buggies and let the best buggy win! Planning Applications

Community Pride

There is no law which states that a Parish Council must be consulted by the Planning Department on Planning Applications within their Parish. However, Parish Councils can request that they be notified and be given an opportunity to comment on every Planning Application, and this is the case for Unstone. Therefore, the Unstone Parish Clerk is notified directly of all Planning Applications submitted to North East Derbyshire District Council for the Parish of Unstone. Once the Parish Clerk has received notice of a Planning Application the Councillors are sent the reference information (by email) and they are asked to check the details of the application by looking on the NEDDC planning portal. All applications and supporting documents are available for any member of the public to access on the NEDDC planning portal. http://www.ne-derbyshire. gov.uk/environment-planning/ planning/development-control/ At the next Parish Council meeting Councillors will discuss whether a Planning Application is appropriate within its setting, and whether they consider there are any problems with the application, but Councillors wouldn’t necessarily be aware if there are particular reasons why neighbours or others might object to any individual application. Anyone objecting to a planning application should make it in writing to NEDDC Planning Department

It has become glaringly apparent to we councillors, and no doubt to many local residents, that there is a big litter problem in the area. Everywhere you go, almost everywhere you look, your view is blighted by rubbish that has been deliberately dropped, thrown from vehicles or just discarded by pedestrians. Why should we have to put up with this selfish behaviour?

18

directly but it would be of benefit if the objections were also copied to Unstone Parish Clerk so the Parish Council can be made aware of neighbours’ objections and bear them in mind when they consider the application. Councillors may not always agree with the neighbours’ objections but in some cases they may wish to support the neighbours’ point of view if it is reasonable, and if the reasons are ‘relevant.’ Here the word ‘relevant’ specifically refers to the ‘material considerations’ which the Planning Officer will take into account when deciding whether to approve or refuse a Planning Application. If you put in an objection for example, on the basis that there will be a lot of disruption while the building is being built, they will simply not take that into account as a ‘material consideration’. Guidance on what are ‘material’ and ‘non-material’ considerations is available from the Clerk.

You local Parish Councillors are now planning clean-ups in the area! Armed with picker-uppers, clad in hi-viz jackets, bin liners in hand, they are going to set to and clean up after some rather anti-social folks. So, when you see them, bring them out a cup of tea! Give them your support, and let’s all pull together and make Unstone and District a cleaner place in which to live!
