Minutes of Meetings

Summer Trips

Based on feedback from readers of previous issues, actual minutes of meetings are not included in the magazine because they are considered too wordy and the magazine is not the right place for them.

At the March meeting of Unstone Parish Council the Chair Sandra Hopkinson was pleased to announce that this year’s summer outings have been arranged.

Minutes of meetings and important notices are generally posted on the website within a couple of weeks of each meeting. This can be found at www.unstone.org.uk Copies of Minutes are also available on request from the Clerk, either as a paper copy or as an attachment to an email. A small number of paper copies of the minutes are also issued for reference for members of the public attending the monthly Parish Council meetings.

The OAP trip is organised for 9th August 2016 to Scarborough and the Children’s trip is organised for 3rd August 2016 to Bridlington. Notices will be appearing around the village to remind you, and to give you the contact information to book your place. If you need more information please contact Sandra on 01246 416008.

Unstone Parish Council usually meets on the 3rd Thursday of the month from 7.30 pm, at the Moorland View Meeting Room, Apperknowle. Members of the public are made very welcome and there are usually several in attendance. Whilst members of the public are not able to take part in the Council’s discussions, there is a section of the meeting where members of the public are able to speak to raise any issues of concern. (There is a time limit for this, although for issues of particular interest the Chair can decide to extend the time available for individual speakers.)

The Fred Hopkinson Memorial Hall is available for hire The Fred Hopkinson Memorial Hall, formerly Unstone Community Hall has been renamed in memory of the well-respected and dedicated former Chairman of Unstone Parish Council. It is situated off Crow Lane, pleasantly secluded and bordered by a recreation field and trees with plenty of parking available. The hall has a maximum capacity of 120 people. With a well equipped kitchen, a small stage integral to the hall and a bar facility available as part of your hire, this is an ideal venue for family or community events and social occasions. The hall is the regular venue for the Unstone Seniors Christmas Party, where we cater a dinner with entertainment and fill the hall to capacity. It is also used weekday evenings for a variety of clubs and classes, from Zumba, to dog training and even model car racing!

News from our MP Natasha Engel Police Station Public Meeting I know that there have been some concerns over the future of police stations in North East Derbyshire.

EU Referendum Meetings

We held a public meeting so that people could raise their concerns about this. Thank you to everyone that came along and, in particular to Alan Charles and to Divisional Commander for Chesterfield and Amber Valley, Debbie Mathews.

Over the last couple of weeks I have spoken to lots of people who are interested in the EU Referendum but don’t feel that they are being given enough information to make an informed decision. Because of this I am working with churches across the constituency to hold a series of public meetings so that people can ask any questions they may have. These events will not be designed to persuade people one way or the other, but simply to give you a bit more information. The first of these meetings will take place on Saturday 16 April from 1-3pm at Killamarsh Church Hall, Sheepcote Road, Killamarsh. This will be followed by a meeting from 4-6pm at St Paul’s Methodist, Green Lane, Dronfield, on the same day.

Report on Police Station Closures The local police service is dealing with a budget cut of £30m and is considering proposals to sell off some of its buildings in North East Derbyshire to make up for this shortfall. At a recent public meeting, Police and Crime Commissioner Alan Charles explained it was a choice between buildings and frontline police officers. He emphasised that there will still be a visible police presence in areas where stations are forced to close and that alternative accommodation will be sought.

Then on Saturday 14 May there will be a meeting at St Barnabas Church, Pilsley Road, Danesmoor, Clay Cross, from 11am-1pm and another on 14 May at St John’s C of E Church, Queen Victoria Road, Tupton, from 2pm-4pm.

Debbie Mathews, who is the Divisional Commander for Chesterfield and Amber Valley, said that the local police were looking at a number of proposals to save money without reducing the workforce. In fact, the money from selling off police buildings will be re-invested into putting more PCSOs on the streets.

It would be great if you could let me know if you are planning to attend any of these meetings so that we can provide tea and coffee.

I will continue to work closely with Alan Charles and the police service on this issue. I am also hoping to arrange more public meetings so that people have the chance to raise any concerns they may have.

News from our MP Natasha Engel Keep Sunday Special The Labour Party has been campaigning with USDAW to Keep Sunday Special so that shop workers are able to spend a day with their families. At the moment only small shops do not have any restrictions on Sunday opening hours. There are concerns that the Government’s proposals to devolve Sunday trading rules to local authorities would damage small shops and reduce the amount of time that retail workers can spend with their families. On 9 March the Government was defeated by a massive 31 votes, which means that Sunday Trading Laws will stay as they are for the moment.

Meeting with Ministers I recently met with Church Ministers in Dronfield to discuss various local and national issues. It was a very productive and interesting meeting and we are hoping to arrange a series of regular events to discuss current events.

International Women’s Day International Women’s Day took place on March 8 and was a fantastic chance to celebrate women across the world.

This year, the campaign theme was ‘Planet 5050 by 2030- Step It Up for Gender Equality’ and a debate took place in Parliament about this subject. It was a very passionate and inspiring debate and I hope that issue will be discussed in more detail in the future.

Heritage Lottery Funding The Heritage Lottery Fund is offering grants for community projects to mark the Centenary of the First World War. Anyone who wants to research and learn more about the First World War or organise an event to mark its centenary can apply for a grant of between £3,000 and £10,000. What’s the point of the hoverboard? Now before you reach for the Daily Mail article saying they’re illegal on the roads and it doesn’t even hover like Doc Brown intended it to, there’s no denying they have really caught on lately. I’ve been given a board for the weekend and after wobbling at first, a few minutes later I was spinning around and it found it incredibly stable, tough and with the Bluetooth link up to my phone, it made a rather good portable jukebox. The first thing that struck me was how tough it is. It’s got a steel plate running through it, so after jumping off and flipping it into a wall (like I did) it remained unscathed. Stepping on is like getting onto a podium – like a stage rising up at the O2. It’s very stable and the wide tyres are capable of riding comfortably over a small bump. Leaning forwards to go forwards and backwards to stop is very intuitive.

The horror stories are all true. There are manufacturers out there who make boards that set on fire due to cheap parts and no fuses. So if you’re going to get a good all-rounder, make sure you go for a british standards approved board from a shop, not a short term seller like those on eBay. This one I used is CE approved, they deliver, has a Samsung battery for twelve miles of travel, the mobile phone bluetooth with speaker AND the all important fused plug for £375. www.londonhoverboards.com Josh Coleman

Steering is incredibly accurate too. The Hoverboard is not like a bike, it’s an extension of yourself, it replaces walking for getting around and you have almost the same mobility. You can ride into the narrowest corners, up hills and with a top speed of 11mph it’s great fun.

Walking for health Only a third of adults in the UK are active enough, but it doesn’t have to be this way. Walking for Health is England’s largest network of health walk schemes, helping all kinds of people to lead a more active lifestyle. Fly-tipping

One of the key concerns in Unstone Parish is the evergrowing problem of fly-tipping At the March PC meeting Councillors commented that the tipping at Morton Lane/ Bramley Moor Lane is increasing (mattresses, tyres, asbestos). Police cars have not been seen in this area even though this had been requested at the previous meeting. A further letter to the Police Liaison Officer has been sent on this matter. There is a real danger to motorists, public and costly to the taxpayers. The fly-tipping occurs between the hours of 6-9pm in the evening. In the last 2-3 months there have been over 10 loads tipped.

Here is some advice from North East Derbyshire District Council.

Fly-tipping is crime that blights our communities, it’s unsightly, can be hazardous and can lead to injuries both to the public and wildlife. NEDDC are cracking down on flytippers as part of our Don’t Stand For It! campaign against enviro-crime - here you can find out why it’s such a problem, what we can do to stop it and how the law might affect you.

Duty of Care

Who will clear it up?

Whether you’re a householder or a business, you need to know about the Duty of Care, to make sure that you abide by the law and don’t get caught out.

If the waste is on the public highway or on Council owned land NEDDC will clear it away, usually within 5 working days. If the fly-tipping is on private land this will usually take longer as they have to contact the owners to get them to clear the waste.

What is the ‘Duty of Care’? It is your responsibility to make sure that your waste is disposed of properly and legally. This means either getting rid of it yourself at an approved site or choosing a reliable contractor or tradesman to do it for you. If you give waste to someone else to take away, you must be sure they are authorised to take it and can transport, recycle or dispose of it safely. You must also make sure that they give you a waste transfer note before taking your rubbish away. If you are a business you may also need to register as a producer or carrier of waste, contact NEDDC for more information. What is fly-tipping? Fly-tipping is the illegal dumping of waste on public or private land. Waste should only be disposed of on land that is controlled by a waste management licence. Household waste can be taken to a Household Waste Recycling Centre free of charge, however charges are made to dispose of trade and commercial waste, and that’s often how rubbish ends up being dumped where it shouldn’t.

What can we do about it? We can take legal action which can end up with a fine of up to £50,000 and/or twelve months imprisonment for those found guilty of fly-tipping - we are committed to catching and prosecuting offenders wherever we can. We can also take action against householders whose waste is tipped illegally (whether they know about it or not). What if I find or witness fly-tipping? If you come across fly-tipped waste, or see someone illegally dumping rubbish, please let us know straight away. We need to know where the waste is, when it was dumped and any details you have of the offender and their vehicle. The more information you can give us, the more likely we will be able to take action. Any information you give us will be treated in the strictest confidence. “Go outside. Remain” Nick Offerman

A wise man once said go outdoors and remain there. There might still be a chill in the air but days are getting longer and the galanthus are in bloom – it’s the perfect time to prep the garden. Here are some beginner tips to get you started at this time of year.

In other words: weeding. Dig out tired old shrubs and weeds, especially perennials (thistle, nettle, bindweed etc.) Try to remove all parts of the roots, but don’t be over hasty. My grandfather would tell me a garden would only ever be finished if there was nothing left to take out. Use a fork to turn the soil over, hoe and then rake. Then bask in satisfaction. At this time of year if you’re not going to plant anything for another week or two then it helps to lay some old carpet over your freshly turned soil. This prevents new weeds from getting any sunlight and helps warm the ground.

Everyone needs the tools of their trade. My big five for the garden are fork, spade, hoe, rake, and trowel. A good pair of gloves are a must and a decent pair of secateurs will be at home in your pocket. A wheelbarrow completes the rock star look.

One of the first things you want to establish is a compost heap. This can begin as simply a sunny corner in the garden where you put your vegetable scraps but you’ll soon want a container of sorts. There are numerous ones available on the market but it’s an easy job (and fun) to construct one from scrap timber or pallets, old tyres, bricks or wire mesh. A quick search online will yield countless tutorials; ignore them all and make up your own design. Avoid placing the heap on concrete, patio slabs or tarmac. You want a site on bare soil so worms and other creatures can colonise, they help mix the compost. When adding ingredients include a healthy mix of green (vegetable peelings, fruit waste, tea bags, plant prunings, grass cuttings etc.) and brown (cardboard egg boxes, scrunched up paper, small twigs etc.) waste. Do not add meat or cooked food waste, this attracts rats, and avoid citrus. Some egg shells provide good minerals though!

Four: Sow A simple way to start planting is sow some herb seeds in small pots with fresh compost and sit them inside by a window with plenty of light. Water regularly but don’t drown them. Basil, parsley and thyme are all pretty easy to look after and don’t take long to grow. If you also grow tomatoes this year some basil will taste great with them.

Five: Sit Another tip from my grandfather: when the work is complete don’t forget to sit in the garden; it’s important to enjoy the space you’ve created. If the nights are a little chilly, grab some blankets, get a fire pit on the go, cuddle up and crack open a bottle of the parsley wine you’ve had brewing in the shed since last year. You didn’t think we were sowing herbs for a salad now did you!

Up to £12,000 for your local green space Community grants scheme open for applications from 18th April 2016 Groundwork are keen to remind community groups and organizations that the second funding round for the Tesco bags of help grant scheme opens Monday 18 April 2016.

Become a Dementia Friend A Dementia Friend learns a little bit more about what it’s like to live with dementia and then turns that understanding into action - anyone of any age can be a Dementia Friend. Dementia Friends is about learning more about dementia and the small ways you can help. From telling friends about Dementia Friends to visiting someone you know living with dementia, every action counts.

Following an incredible first round, where over 1,100 projects were funded and 8,000,000 votes were cast into Tesco stores across the UK, the scheme aims to fund further projects that benefit local communities. The scheme is administered by Groundwork and funded by Tesco customers from the proceeds of the 5p charge for plastic carrier bags as a result of a government carrier bag levy. Bags of helps is available to a wide range of community groups and organizations across England, Wales and Scotland and they apply for grants to improve local green spaces that do not charge for access. Successful projects will go forward to a public vote in Tesco stores which will decide whether they receive a grant of £8,000, £10,000 or £12,000. Projects that will get the green light as a result of funding include will include new pocket parks, sports facilities, schools, woodland walks and community gardens, with the anticipation that grants will be awarded to successful groups around November 2016. Applications can be made from April 18 2016 at www.groundwork.org.uk/ tescocommunityscheme.

Near Neighbours The Near Neighbours programme has been awarded an additional £1.5 million of funding. The Near Neighbours programme - that brings together diverse communities and different faiths through a range of activities - has been awarded an additional £1.5 million of funding. Using the infrastructure of the Church of England, Near Neighbours provides small grants and support to grassroots groups to help them run projects which bring about lasting benefits to neighbourhoods with significant religious diversity. From teaching computer coding to girls in north London, setting up a pop up community café in Leeds to community gardening in Luton, the programme covers a broad range of activities across the arts, the environment and sport. Since its launch, in 2011 over 1,100 projects have been established, benefiting 1 million people in some of England’s most diverse communities, including over 50% of projects offering new skills to the unemployed. Communities Minister Baroness Williams said: Local people are best placed to know how they want their neighbourhoods to improve and Near Neighbours has a great track record in encouraging individuals from different backgrounds, faiths and cultures to come

together on the issues and concerns that are most important to them. This new funding is a great boost to the important work Near Neighbours does to build stronger local ties, mutual understanding and respect to make our neighbourhoods even better places to live. The Archbishop of Canterbury, Justin Welby said: I am delighted that the government has provided Near Neighbours with the funding to start its third phase of work. The innovative, collaborative and inspiring work of Near Neighbours has enabled diverse local communities across the country to work and live together effectively, but more importantly, it has enabled community relationships and friendships to blossom. As Christians we are preparing to celebrate Easter with its message of hope and reconciliation for all people. We are committed to working with others of faith or no faith to see the transformation and restoration of our local communities. It is this vitality that makes me excited for the future of Near Neighbours. To date Near Neighbours partners have run over 1,000 events in local communities which have been attended by 60,000 people.

Spicy Prawns with Apple & Mint Yogurt Chutney

COOKING Ingredients 450g (16 oz) large raw prawns, peeled 100g (4 oz) Natural Yogurt 2 tbsp lemon juice 1 garlic clove, crushed 1 tsp paprika 1 tsp garam masala 1/2 tsp ground cumin 1/2 tsp ground coriander 1 tbsp fresh coriander leaves, chopped 300g (10oz) Natural Yogurt 1/2 tsp salt 1 tsp root ginger, finely chopped 2 tbsp mint, finely chopped 1 apple, peeled, cored and finely chopped 1 tsp mustard seeds A little lemon juice to taste

Method Soak 10 wooden skewers in cold water for 30 minutes to prevent them from burning during cooking. Mix together the prawns with the rest of the ingredients except the fresh coriander leaves. Cover and pop in the fridge to marinate for 2 hours or overnight. Thread the marinated prawns on to skewers and place under the grill. Grill until golden brown (about 5 minutes) turning during cooking to make sure they’re brown all over. Sprinkle over the fresh coriander leaves and serve with the apple and mint chutney. For the apple and mint Yogurt chutney: Whisk together all the ingredients except the mustard seeds. Place the mustard seeds in a non-stick frying pan and sautÊ until they start to sizzle and pop.

Add to the Yogurt mixture and combine. Cover and chill until required. This will keep in the refrigerator for up to 2 days.

Your guide to a happier retirement If you want to know how much money you need in retirement, whether you will run out of money, or whether you will be able to afford to do your ‘Bucket List’, you need to gain clarity on your future. Your required income will be different to anyone else’s, because your life is different to anyone else’s. Rather than accepting the hand that you are dealt in retirement, like so many people do, make sure you know how much money you need in retirement, and how you can best generate it from the money you already have. This is best achieved by carrying out a few exercises. The first is to create a retirement budget, so you know what your essential and your luxury expenditure will be in retirement. Only once you know what your monthly expenditure currently is, therefore what it will be, can you plan for it.

Secondly, you need a Lifetime Cash Flow Forecast to tell you whether you have accumulated enough or are saving a sufficient sum to deliver that required income when you plan to retire. This could be a basic spread sheet that you put together yourself, a tool you find online or a more detailed analysis from a Financial Planner. As long as you have factored in inflation, realistic growth rates and tax, you are off to a pretty good start. The more sophisticated you go though, the more accurate the plan is likely to be and the more different scenarios you can model.

Balance risk vs reward The money you have saved for your retirement, whether it is currently in a pension, savings account, property or NISAs needs to deliver you the best return possible for a level of risk that you are comfortable with. Some people will say that they won’t take any risk; the problem is there is no such thing. If you put your money into a bank account, your capital is (almost) guaranteed not to go down, but this is not ‘no risk’. If you are getting 2% interest and inflation is 3%, your money is falling by 1% a year in real term, i.e. what you can actually buy with it. Most people take too much risk with their investment choices because they do not spread the investments diversely enough. Understand your own tolerance to risk and then use the asset allocation and the spread of the investments to generate you the best returns possible for that level of risk. Don’t have all your eggs in one basket, so make sure you don’t just have property, shares or cash, as otherwise you will get a nasty shock in the future. 22

Minimise tax through your income strategy By understanding the way the tax system works, you can manipulate your retirement income to minimise the amount of tax you pay. By doing this, you can draw out the income you need whilst making the least possible impact on your assets. The tax system changes each year, so this is where flexibility and a balance of different tax wrappers really will help. For example, having a balance of State Pension, Flexible (Drawdown) Pension and NISAs allows you to changes your income each year in line with the tax regime, thus minimising the damage your required average retirement income has on your portfolio as a whole.

Time is our most precious resource, so use it! Time is our most precious resource; after all, without it no amount of money, love or fast cars will be of benefit to you. Retirement creates a huge shift in what you do with your time. Some people excel with this new found freedom, and some people curl up into their shell and become a shadow of their former selves.
