New Road Tax Laws British car owners are being urged to make sure they are aware of the new road tax laws which took effect from October this year. One of the new rules prohibits sellers from passing on the outstanding period of road tax with the sale of a car. The DVLA has been advising UK residents that paper tax discs, which have been in use since 1921, will become obsolete for the last couple of years, with their total removal to apply from 1 October 2014. From that date, drivers can choose to manage their road tax online, through the Post Office or with Direct Debit payments. Enforcement will be via DVLA and police cameras with number plate recognition technology, which can check automatically whether a vehicle is currently taxed or SORN, rather than checking that paper tax discs are affixed to windscreens. The DVLA believes the new system will not only make it more difficult for drivers to get away with driving untaxed vehicles but also cut down on administration costs to an estimated £10 million annually. The DVLA produced 42.2 million paper tax discs, with a total weight over 72 tonnes - more than a Challenger 2 tank. Car owners must also be vigilant in ensuring that the DVLA is informed of any change of car

ownerships, and any unused tax cannot be transferred with the vehicle. Drivers, instead, will need to claim a refund for the remaining taxation period. Sellers who fail to notify the DVLA that their vehicle has been sold risk a fine of £1,000, in addition to being on the end of any speeding or parking offences incurred by the new owner, resulting in further fines and possible licence penalty points. The DVLA is reminding car owners that it is the seller’s responsibility to return the V5C registration document complete with details of the sale, rather than relying on the new owner to do so, and owners who scrap their vehicles must be in receipt of a Certificate of Destruction, as given by an authorised facility. Until the documents are sent off, drivers are likely to be held liable for any transgressions committed by the car’s new owner. Motoring organisations, however, are concerned that drivers will unwittingly break the law if they do not know or understand the new rules. The DVLA has produced a short film called ‘Goodbye to the tax disc’ to help car owners understand the new scheme.

Whitstable Castle Whitstable Castle has been central to the life of the town for many years. It is home to Whitstable’s only public park, which is open to the public free of charge seven days per week. Whitstable Castle reopened in autumn 2010 after a lengthy restoration project, funded by the Heritage Lottery Fund and Canterbury City Council. The main building has an interesting history. It originated in 1790, the seaside holiday home of Charles Pearson, a London entrepreneur. Pearson was involved in building the Canterbury to Whitstable railway (with George Stephenson). Pearson built a hotel close to the end of the railway line, which is today The Pearson’s Arms Public House.

Another colourful owner of Tankerton Towers (as it was then known) from 1836, was London millionaire businessman Wynn Ellis. He was a flamboyant and well-known figure and a Liberal MP. He installed his mistress, Susan Lloyd, at the house, while his wife remained at their London home in Cadogan Place. Upon his death in 1875, Wynn Ellis’s possessions were sold by Christies and his ‘Old Masters’ bequeathed to the National Gallery. However, they were found to be skillful copies and relegated to the store rooms at the National Gallery, where they remain to this day. His son (the Rev Arthur Graystone) later inherited the house and a huge fortune.

The family has an imposing mausoleum in the churchyard at All Saints Church. In 1935, Whitstable Urban District Council bought the castle and used it as civic offices. In 1975, at the instigation of the Whitstable Society, it was cleaned up and reclaimed by the people of Whitstable for community use. The Castle was the recipient of a Heritage Lottery grant in 2008, allowing £3m to be spent restoring this important community amenity. The gardens are now open for the enjoyment of the public. The Castle hosts many classes, community meetings, parties, weddings and events. The Orangery tearooms are open to the public for coffees, cakes and lunches, with a wonderful view over the Whitstable Bowling Club Green to the sea beyond. welcome. At this time of year, enabling children to enjoy Christmas is one of the main considerations of Whitstable and Herne Bay Lions Club and every attempt is made by the Lions to provide activities which will not cost families anything more than a donation to the good causes the Lions support. Each year nursery children are invited as guests of the Lions to the Canterbury Garden Centre in Herne where they can meet Santa, enjoy a story and receive a gift, followed by

It can be said that a garden is another room - which just happens to be attached to your house. To some the garden is a place for leisure with a backcloth of trees, shrubs and flowers, to others it can become a miniature scrap yard; an adventure playground in the making. A more leisurely aspect could be a lone deckchair with dreams of places exotic - just one of the pleasures of the extra room. However, to the grannies of old, the garden was an essential part of the food supply of fruit and vegetables, depending greatly on the skill and knowledge of the gardens. The fancy explanation of what is good for us was not fully understood in bygone days. Anti-oxidants, free radicals and five-a-day would have confused past generations of cooks and gardeners. To add to the confusion, growing organically is still the normal process of the natural world and not any invention of some scientist who wanted his name in print, so therefore, the benefits of herbs, fruit and vegetables are still the same as they were in the distant past. 1. Preheat the oven to 200C/400F/Gas 6. Lightly grease a baking tin, and line with non-stick paper, pushing it into the corners. 2. In a large bowl whisk the eggs and sugar using an electric hand whisk until the mixture is pale in colour, light and frothy. 3. Sift the flour and cocoa powder into the bowl and carefully cut and fold together, using a spatula, until all the cocoa and flour are incorporated into the egg mixture. (Be careful not to beat the air out of the mixture). 4. Pour the mixture into the lined tin and spread evenly out into the corners. Bake in the middle of the preheated oven for 8–10 minutes, or until well risen and firm to the touch. 5. Place a large piece of baking paper on the work surface. Dust with icing sugar generously. Carefully turn the cake upside down onto the paper and remove the bottom lining paper. 6. Cut a score mark 2.5cm in along one of the longer edges. Starting with this edge, beginto tightly roll up the sponge using the paper. Roll with the paper inside and sit the roll on top of its outside edge to cool completely.

For the chocolate sponge • 4 large free-range eggs • 100g Caster sugar • 65g Self-raising flour • 40g Cocoa powder • Icing sugar (to dust)

For the chocolate topping • ½ pint double cream • 300g dark chocolate broken into small pieces

For the cream filling • ½ pint double cream, whipped 22

7. While the cake is cooling down, make the topping. Warm the cream in a saucepan. Remove from the heat and add the chocolate, stirring until it is melted. Cool to room temperature, then put into the fridge to firm up. 8. Uncurl the cold Swiss roll and remove the paper. Spread the whipped cream on top, and re-roll tightly. Cut a quarter of the cake off from the end on the diagonal. Transfer the large piece of cake to a serving plate and angle the cut end in to the middle of the large cake to make a branch.

The Pole of Cold Expedition The temperature was -51°C as the expedition arrived at the Pole of Cold. It had taken almost two months to get there from the UK, driving more than 20,000km in the expedition’s trusty red Land Rover Defender. On the way to this far northeastern corner of Russia, we’d travelled roads barely worthy of the name, including the infamous Kolyma Highway, the Road of Bones and frozen rivers transformed into ice highways. The last 35km stretch had taken us over an hour of tortuous progress, the normally robust Defender feeling as fragile as wafer in the plummeting temperatures that were cold enough to turn steel as brittle as plastic and reduce rubber to dust.

The Pole of Cold is the remote village of Oymyakon, which, having recorded a temperature of -71.2°C, is officially the coldest inhabited place in the world. As we arrived everything appeared idyllically tranquil. The dense cold air means that winters there are utterly still. Smoke rose in undisturbed puffs from dimly lit wooden houses and the few people we saw on the streets scurried from house to house well-wrapped in long fur coats and ample fur hats. 26

As we were welcomed into the home of our host in the village, our first (and rather unsettling) discovery about life at the Pole of Cold was that none of the homes have central heating or running water – and all have outside toilets. Traipsing through the snow to a small back-yard hut in the middle of the night at -50°C was a winter experience none of us relished. As a physicist and meteorologist it was still astonishing to me just how radically Magazine when responding to advertisements

the extreme cold changed the behaviour of what is familiar. Freeze-dried clothing could be folded like paper, boiling water evaporated instantly as steam when thrown in the air, fuel turned to glue and cooked pasta became as hard as granite. Now that we have made our slow way homewards and have returned to grasscovered scenery and positive temperatures, my memories of the Pole of Cold seem so surreal that it feels as if we have visited another planet. Travelling across the most northerly regions of Siberia, we had learned that for the local people winter was all about preparation. Small isolated communities with little or no services were expected to be highly selfsufficient throughout the winter and that meant a great deal of forethought.

It was also a very different attitude to the perspectives we had noted in the other cold places along our route. Already we’d travelled to the very north of Norway to regions within the Arctic Circle that experienced polar night. And yet we were told that winter did not mean darkness; but colour! The short winter days give rise to spectacular skyscapes caused by the low sun skimming the horizon, while the night brings skies striped with the green, red and purple of the northern lights. In contrast, across the coldest regions of Finland we spent time with the Skolt Sami, for whom winter means reindeer. Thousands of animals are gathered from the surrounding forest in the wintertime so that the herd can be managed. I stood in an enclosure crowded with countless

But perhaps my favourite perspective on winter was expressed by the extraordinary character of Chyskhan, Lord Keeper of the Cold, who appeared – unexpected – at the Pole of Cold monument in Oymyakon as we arrived. He wore a magnificent floor length coat of shimmering blue, trimmed with white fur and studded with colourful beading which tinkled like broken ice as he moved. He wore a tall headdress in the shape of entwined bull’s horns and carried a staff decorated with white horsehair.

reindeer and was amazed by how silent it was. The only noise was the extraordinary clicking sound of a tendon in the reindeers’ feet as they move. Using a small hand-held audio device we recorded the noise - which resembled the spit of frying fat.

Chyskhan is a figure in Yakutian mythology responsible for distributing winter across the globe. Every autumn a dozen or so of the twenty-five official ‘Santa Claus’ equivalents from cultures around the world gather in Oymyakon to collect the symbol of cold from Chyskhan - and then come again in springtime to return it. ‘People shouldn’t be afraid of the cold,’ Chyskhan told us. ‘Cold keeps the balance. The cold brings people together. It binds communities. People should be smiling in the cold and taking cold as a friend not as an enemy.’

A step-by-step guide to making

Edible Windmills Charming, delightful, incredibly effective and easier to create than you may think, edible windmills are perfect on cupcakes, cake pops or larger celebration cakes. By changing the colour schemes you can make decorations for every occasion from christenings and first birthdays to 100th birthdays, a wedding with a difference or perhaps red and gold for Christmas. Roll the lavender flower paste until it is about 2mm thick, roll the lemon flower paste to the same thickness Lay the lemon paste on top of the lavender paste and roll again until the pastes are blended together and approx 2mm thick. I find placing a stay-fresh mat over the top before rolling stops the pastes from distorting Cut a square of the two tone flower paste Use a cutting wheel to cut diagonally from a corner towards the centre. Repeat for each corner Paint a circle of edible glue in the centre of the square Fold the point of the corner to the centre and press down to secure. Repeat for the other three corners Paint a small dot of edible glue in the centre and secure an edible decoration such as a moulded button or sugar ball or edible pearl in place. Leave to dry on foam I chose lavender and lemon flower pastes but you can use whichever colours you prefer

The Canterbury and Whitstable Railway Company was set up in the 1820s to build a railway from Canterbury to Whitstable and a new port at Whitstable. The railway was the first in the world to carry passengers in trains drawn by steam power. Initially, along the hilly sections of the route, the trains were pulled by ropes reeled in by stationary steamdriven winding engines. Stephenson’s Invicta locomotive hauled the trains along the flatter Whitstable section. Due to its seaside connections, the railway became popularly known as the Crab and Winkle Line. The railway company then contracted for the harbour to be built. It was officially opened two years after the railway was finished on 19 March 1832. The opening caused great excitement – 10,000 people were there. Many came by train from Canterbury for a fare of one shilling single in

covered carriages or sixpence in open wagons. The opening of the direct north Kent railway line from London in 1861 provided competition for the railway. The development of road transport added to the problems for the Crab and Winkle line. It closed to passenger traffic in 1932 but continued to provide goods transport. British Railways closed the railway line 1952. Fortunately the track was initially left in place so the line could reopen for essential goods traffic during the 1953 floods, when the main line to London was closed. However, once this emergency was over, the line was closed for good. The Whitstable to Canterbury railway was the first in the world to serve a harbour and to carry fare-paying passengers. Getting ready for the cold weather - which can start as early as October means that you’re more likely to keep warm and well. Here are some things you can do to stay safe and ward off the winter chills.

Be prepared for

Check your heating system Keep simple cold, flu and sore throat remedies in the house. Follow up your GP’s invitation to have a flu jab. Order repeat prescriptions in plenty of time, particularly if bad weather is forecast. Ask your local pharmacy if they offer a prescription pickup and delivery service.

Consider fitting a grab rail if you have steps at your front or back door. Ask your family, neighbours or friends if they could call or visit you more often if a period of cold weather stops you getting out and about.

Warm Home Discount

Most people over 60 are entitled to the Winter Fuel Payment to help with heating costs. This is a tax-free payment of between £100 and £300 paid to you between November and December. You may be entitled to a Warm Home Discount on your electricity bill if you receive Pension Credit or if you’re on a low income. It’s a oneoff discount usually made between October and March. Energy Companies Obligation Scheme This scheme could help you if you’re on a low income and receive certain means-tested benefits such as Pension Credit, or live in a home that would be costly and difficult to make more energy efficient. Cold Weather Payment If you receive Pension Credit, or certain other benefits, you’re automatically paid a Cold Weather Payment when the temperature is at 0°C (32°F) or below for seven days in a row.

Help with insulation The Energy Saving Trust may also be able to help you with financial support to draughtproof your doors and windows, insulate your loft, lag your hot-water tank and pipes and install cavity-wall insulation which will help to keep your home warm and your bills down.
