Wivelsfield News Welcome to the first edition of this new style Wivelsfield News, aimed at bringing you a variety of information, articles and event details from around the Parish.

In this edition we have an insight into the history of our Parish, hear about the recent retirement of our longstanding Vicar, Christopher Breeds and learn about the community’s links with Sourcieux-lesMines in France and Aberdeen, Sierra Leone. Please also look out for details of how to contact the Parish Council and representatives of other authorities, information about various Parish groups and organisations and a summary of what’s happened with various recent large-scale planning applications. Finally, we’d love to have your input about what you value within the community and any facilities/ services you would like to see introduced or improved. Welcome to the new style Wivelsfield news. I am very excited by its format, look and feel as well as the scope for it to grow and meet the needs of Wivelsfield. In future editions, published quarterly, we will be looking for content, upcoming events and cover pictures from you, the people of Wivelsfield. Neighbourhood Plan You may have heard that the Wivelsfield Neighbourhood Plan is progressing well and has been submitted to Lewes District Council. LDC has carried out a six week public consultation (8 Feb-21 March), and will shortly be submitting the Plan to an independent examiner who will determine whether the Plan meets the Basic Conditions. Following a successful report from the Examiner, the Neighbourhood Plan will proceed to Referendum. I would like to thank everyone involved (all volunteers) to date in preparing the plan, particularly Gordon Harper, Dave Wright, Sheila Blair, Angus Thwaites, John Wigzell and the Councillors. I would encourage you all to get behind the Neighbourhood Plan; it gives us, the community, a significant voice in shaping future development in the Parish. Changes on the Council This last year has seen a number of changes on the Council. On behalf of the Council I’d like to thank outgoing councillors Rosemary Fair, Nick Dutt, Richard Jephcott and Dionne Franks for their input and support. Coming onto the Council we have welcomed John Fair, Judy Stoner, Michelle van Bochove and Alex Orchin. In June 2015, Jason Stoner stepped down as Chair of the Council but remained as a councillor. Regrettably, owing to increased work commitments, he has now decided that it is necessary for him to leave the Council. Councillor Stoner has been instrumental in delivering the Neighbourhood Plan thus far, as well as being the driving force behind the traffic calming measures implemented on Green Road in 2014. I thank him for his energy, commitment and his significant contribution. Craig Bowden has also decided that, after eight years on the Council, having served with around six Chairman and twenty councillors and having seen the Neighbourhood Plan through to submission, it is time for him to have a well deserved rest! We thank him for his longstanding commitment and support and wish him well. As a result of these departures, there are some vacancies on the Council. Anyone who has a few

hours to spare each month and an interest in helping to shape our community, should contact the Clerk for more information. New Style Communications Finally, alongside this new look newsletter and as an element of improving our communications with you, we will shortly be launching a new website wivelsfield.org.uk. It will have information about the Parish Council and its work, as well as details of events, news and local groups. Farewell & Thank You to

Christopher & Kay Breeds

It was January the 29th, the clock struck 7.30 and the party began with the masses assembling in the Village Hall. They had flocked from far and wide. From the wilds of Lincolnshire and Northamptonshire as well as Wivelsfield and its outlying areas. They had all come to say farewell to Christopher and Kay. Not, as Reverend Christopher suggested, to make sure he really was leaving, but to say a heartfelt thank you for the time that Christopher and Kay had spent with us. And whilst the evening was tinged with a hint of sadness it was a time for celebration and joy. We were wonderfully entertained by the children of Wivelsfield Primary School as they performed “The Naming of the Cats” and the Church Choir who provided a wonderful rendering of the Irish

Blessing by Bob Chilcott and, of course, we had the very amusing story from Paul Welch that we were all able to join in. It was a truly wonderful evening and was a fantastic opportunity for all of us to say thank you to Christopher and Kay both for their friendship and for all that they have done to contribute to village life during their 17 years with us. I know that both Christopher and Kay were very overcome with the outpouring of love and affection on the night and really enjoyed the evening. During the evening they were presented with a card and cheque for £1905 representing gifts from many church members and village residents, a framed picture of the village church, an album of photographs of their time in Wivelsfield, a verse especially written by Lesley Wale and flowers for Kay. Following the presentation Carola Godman Irving proposed the toast and reminded us of Bishop Lindsay’s words at Christopher’s induction all those years ago and reflected on the way that Christopher had diligently carried out Bishop Lindsay’s instructions throughout his time with us. We were all able to enjoy a feast fit for a king and there was a wonderful celebration cake provided by Sarah Baldock. As we say au revoir to Christopher and Kay our love and very fondest wishes go with them as they enter the next stage of their life in Rye. This is also an opportunity to say a Big Thank You to all those who helped to make the evening such a success. You know who you are. Steve Onions, Church Warden

AN INSIGHT INTO THE HISTORY OF OUR PARISH Wivelsfield is an ancient Wealden parish. Ever increasing evidence is coming to light of human activity in Wivelsfield from prehistoric times. Three Celtic habitation sites are along the high east/west ‘Long Ridge’, north of Green Road and Iron Age round houses, Roman finds and archaeological evidence of Anglo-Saxon activity have been found at a number of sites in the village. ‘Wifelsfelsa’ is first mentioned by name in the mid-8th century charter, from which we can deduce that there were already settlements here, that Wifel had given his name to the area and that, because feld means ‘open area’, there was arable land and a farming community here. The pattern of scattered farmsteads continued over the centuries with shops and an inn being built round the church in Tudor times and a blacksmith and other travel-related trades growing up at the junction of what is now Green Road and the roads to Chailey and Plumpton. The banks marking the boundaries of the Green can still be seen in places, behind the 19th & 20th century houses that now line Green Road. A second Post Office known as Wivelsfield Green post office, to differentiate it from the (then) existing post office next to the church, was placed there in the early 20th century, resulting in this settlement’s name. The central part of

the village developed as Allwood Crescent, Downsview Drive and Strood Gate were built after the world famous Allwood Nursery site became available in the 1950’s. Wivelsfield parish was once much larger, a large part of northern Wivelsfield having been annexed by Haywards Heath (Franklands, Northlands Wood, St Francis Park, PRH). Houses were built on the west of the parish c.1920 when Antye and Theobalds farms were sold to cover death duties and marketed as ‘Homes for Heroes’, with further building in this area over the last few decades. This has led to the three settlements within Wivelsfield; Wivelsfield Green, Wivelsfield hamlet in the conservation area around Church Lane and West Wivelsfield bordering Worlds End. IMPROVEMENTS

According to the records the Village Hall was originally designed in 1979 and opened for business in April 1981. Since then it has served the community well, and become a credit to the Village. There have been a number of alterations and improvements in the intervening years, and a definite plus was the decision by past Committee members, to agree the installation of solar panels on part of the South facing roof, bringing benefit of approximately £16,000 to date, to the Hall’s finances. Now that the building is over 30 years old, there are signs that more major improvements are required, particularly in the main toilet areas, and to provide adequate insulation to

A wise man once said go outdoors and remain there. There might still be a chill in the air but days are getting longer and the galanthus are in bloom – it’s the perfect time to prep the garden. Here are some beginner tips to get you started at this time of year.

One: Get your tools in order

Two: Compost

Everyone needs the tools of their trade. My big five for the garden are fork, spade, hoe, rake, and trowel. A good pair of gloves are a must and a decent pair of secateurs will be at home in your pocket. A wheelbarrow completes the rock star look.

One of the first things you want to establish is a compost heap. This can begin as simply a sunny corner in the garden where you put your vegetable scraps but you’ll soon want a container of sorts. There are numerous ones available on the market but it’s an easy job (and fun) to construct one from scrap timber or pallets, old tyres, bricks or wire mesh. A quick search online will yield countless tutorials; ignore them all and make up your own design. Avoid placing the heap on concrete, patio slabs or tarmac. You want a site on bare soil so worms and other creatures can colonise, they help mix the compost. When adding ingredients include a healthy mix of green (vegetable peelings, fruit waste, tea bags, plant prunings, grass cuttings etc.) and brown (cardboard egg boxes, scrunched up paper, small twigs etc.) waste. Do not add meat or cooked food waste, this attracts rats, and avoid citrus. Some egg shells provide good minerals though!

Three: Prepare the ground In other words: weeding. Dig out tired old shrubs and weeds, especially perennials (thistle, nettle, bindweed etc.) Try to remove all parts of the roots, but don’t be over hasty.

Four: Sow A simple way to start planting is sow some herb seeds in small pots with fresh compost and sit them inside by a window with plenty of light. Water regularly but don’t drown them. Basil, parsley and thyme are all pretty easy to look after and don’t take long to grow. If you also grow tomatoes this year some basil will taste great with them.

Five: Sit Another tip from my grandfather: when the work is complete don’t forget to sit in the garden; it’s important to enjoy the space you’ve created. If the nights are a little chilly, grab some blankets, get a fire pit on the go, cuddle up and crack open a bottle of the parsley wine you’ve had brewing in the shed since last year. as they completed their primary education in Lindfield where we previously lived). In my spare time I enjoy walking the myriad footpaths surrounding this village of ours, playing squash at the Dolphin leisure centre and taking photographs both in Sussex and beyond. Alongside my mum (aged 86) and no. 3 son I am also a regular participant at the monthly Cock Inn pub quiz. I became a Parish Councillor in September 2013, taking on Vice Chair in March 2015, before stepping up to be Chair in June 2015. I love this village and its incredible sense of community. Being Chair at times can be daunting but it is also rewarding, particularly when improving facilities in the community, supporting our local groups & societies or solving issues for residents. This year looks to be an exciting one for the Parish as we complete not only our Neighbourhood Plan but deliver our new website and this newsletter as well as the possible twinning with Sourcieux-lesMines near Lyon, France. Awarded ‘Outstanding’ by Ofsted

The hard work and commitment of the staff and trustees of the Playgroup has been recognised by Ofsted when they were awarded an ‘Outstanding’ in all areas last July. The Playgroup, which has been operating in the village for over 40 years, provides a fantastic start for children aged 2 to 5 years. ‘Our children are at the heart of all of decisions’ said Sarah Cox, committee chair and ‘we are all dedicated to providing the very best in care and education whilst they are with us. WIVELSFIELD AND SOURCIEUX-LES-MINES Over the last year or so we have been forging closer links with Sourcieux-les-Mines (a village not far from Lyon in France). Some local people have now formed a ‘Twinning’ group to look at the many benefits an exchange of culture and educational ideas (to name but two) would bring to our community. Hopefully, we will be able to formalise this link with an official Twinning later this year. The Mayor of Sourcieux-les-Mines visited Village Day last year, along with several members of his community. They had a very busy and enjoyable few days here and many new friendships were made. Thank you once again to all the very kind hosts who opened their homes and provided such wonderful hospitality. Ian Dawson (Chair of Wivelsfield Parish Council) visited Sourcieux-les-Mines in December and talked with members of the local council who are all very enthusiastic about the Twinning project. PLANNING ROUND-UP

What’s Happening in the Parish? As planning can be a contentious issue and the Parish has received a lot of developer interest in recent months, we thought it would be a good idea to summarise where the various significant planning applications from the last couple of years are at. In chronological order from the date of application...... LW/13/0147 – Land off Ridge Way – this application for the erection of 62 dwellings in the northern part of the Parish - originally turned down by Lewes District Council (LDC) - was approved on appeal in January 2014. In January 2015, Taylor Wimpey submitted its ‘Reserved Matters’ application, detailing the layout and appearance of the site and individual properties and this was approved in April 2015. Taylor Wimpey has since lodged a further planning application. Please see LW/16/0057 below. LW/14/0350 – Sunnybrae, Valebridge Road – now being called ‘Valeside Keep’, construction of this development of 2, 3 & 4 bedroom detached homes and 2 & 3 bedroom semi-detached homes (4 of which are bungalows) began in November 2015. The road structure is now complete and a perimeter fence was to be installed at the beginning of March. Ground floor slabs for the first plots will have been constructed during March, with Thakeham Homes expecting the development to be completed by this time next year. A show-home launch is due to take place this Autumn. The Site Manager will be Barry Corrick and residents with any queries are asked to contact the Thakeham Homes’ Head Office on 01403 787300.

LW/14/0790 - Springfield Industrial Estate, Ditchling Road – the application by Bluemark Projects for a net 30 homes on this mixed greenfield/brownfield site was turned down by LDC in May 2015, but has recently been heard at appeal. At the time of writing, the outcome of the appeal is unknown. LW/15/0466 – Land opposite South Cottage, South Road – this application for up to 55 new dwellings in the field adjacent to Coldharbour Farm, was refused planning permission by LDC in September 2015. The developer had a six-month window within which to appeal the decision, ending during March. At the time of writing, with time running out for lodging an appeal, LDC has confirmed that, as yet, no such application has been made, (but this of course may change). LW/15/0607- Land East of Ditchling Road – an application for 95 dwellings on this site behind Blackmores was refused permission this January. At the time of this publication going to press, the Council has just learned that an appeal has been lodged. Appeal applications are currently taking some weeks to be processed, so no date for the proceedings is yet known. However, LDC has

LW/15/0752 - Land Adjoining North Common Road - The reserved matters application relating to the appearance, landscaping, layout and scale of the former Gleesons site (original application ref. LW/13/0720), was approved in February this year. Cala Homes is now in the process of working up additional information to submit in relation to the discharge of planning conditions. A small section of tree planting on the site frontage was removed during February to gain access into the site and to carry out some ground investigations, and work on the access has begun. Works on roads and drainage within the site are expected to start around mid-late May, with the overall build being anticipated to take around 2.5 years. Cala Homes plans to keep the Parish Council updated with information as it becomes available and the Council will, in turn, keep residents informed. Should anyone have any queries in the meantime, please contact Parish Councillor Michelle van Bochove who has taken on the role of liaison officer with Cala Homes.

LW/16/0057 – Land West of Rookhurst House, Colwell Lane North – this application, submitted to LDC in January, proposes another 113 homes on land adjoining the present development site off Ridge Way, (approved under application LW/13/0147, above). The consultation period for this application ends in mid-March and a decision will be made thereafter.

LW/15/0827 - Royal Oak, Ditchling Road – over the last nine months, two applications for redeveloping the Royal Oak site have been lodged with LDC. The first, for twelve dwellings, was withdrawn by the developer last August. The second, submitted in October 2015, was for seven, four-bedroom properties. At the end of February 2016, LDC consulted upon a proposed change to the mix of dwellings on this site, to include two threebedroom, semi-detached, shared ownership units, in place of the two four-bedroom units

Development within the Neighbourhood Plan.... Lewes District Council’s Core Strategy has allocated a quota of housing to many parishes, to enable it to meet its duty to deliver a certain level of development within the district in the coming years. The allocation for Wivelsfield Green is a minimum of 30 dwellings. The Parish Council has chosen to plan for this within its Neighbourhood Plan, in order to give the community some say over where the housing goes. As a result of public opinion - in the form of feedback to our draft Neighbourhood Plan consultation in February/ March 2015 – two of the Council’s ‘preferred sites’ (both on Slugwash Lane) were removed from proposals. The Plan’s remaining preferred sites are the Springfield Industrial Estate and two small sites (each able to accommodate two homes) at Coldharbour Farm. Whilst these are being promoted by the Neighbourhood Plan, residents can be assured that applications for the sites will have to go through the normal planning process, (as has been the case with the Springfield application which recently went to appeal). A PROFILE OF OUR . . . LOCAL DISTRICT COUNCILLOR Councillor Cyril Sugarman Cyril Sugarman moved to Wivelsfield Green over 26 years ago with his wife and children and in latter years, grandchildren. Both Cyril and his wife, Edna, have been actively involved in village life during that time on various committees and many activities over the years. 8 years ago Cyril became a District Councillor within Lewes District Council and currently sits on the Scrutiny Committee. Scrutiny Committees are there to ensure that the Council’s policies, plans, decisions and action are made in the community’s best interest. Lewes District Council has one Scrutiny Committee with various aims, one of the main ones being to drive improvement in public services. They are an essential part of the Lewes District Council. Cllr Sugarman says, “I thoroughly enjoy living in Wivelsfield, a beautiful village with a vibrant, active community, evident through the numerous voluntary societies/clubs such as Village Day, Wivelsfield Fireworks, and Historic Society to name but a few. The Primary School has gone from strength to strength and is a credit to the Head and staff of the school. Our Village Hall Management Committee does a fantastic job running the hall and ensuring its success whilst benefiting the residents of Wivelsfield. The Wivelsfield Parish Council

The Sierra Leone Link Eleven children in Sierra Leone are receiving a secondary education that the state does not provide and which parents cannot afford. Over the years this number will increase and it is all thanks to the link which exists between Wivelsfield and the parish of St. Matthew’s in Aberdeen, a small community on the edge of the Sierra Leone capital, Freetown. Sierra Leone is one of the poorest countries in the world and most of the things which we, in Britain, take for granted that the government will provide, are simply not available. The cost of a year’s secondary education is around £80, including fees, books, writing materials and uniform. The vast majority of families in this West African country cannot afford this and yet it is what some of us might spend in one visit to a supermarket. The link with Wivelsfield was established 8 years ago by the Parish Church and was subsequently expanded to include the village school (which over the years has raised £675) and playgroup as well as almost 50 individuals who make regular contributions. A long list of other achievements includes the provision of materials to both the school and pre-school in Aberdeen; contributions towards the building of a new church hall; the supply of mosquito nets; support for families affected during the recent Ebola crisis and help to poor families at Christmas. Reciprocal visits have been an important feature of the link. Much of the money raised has been taken out on our visits to Sierra Leone and spent in the local community, thereby helping the local economy and enabling us to see exactly what it has been used for. Visitors have also come to Wivelsfield from Aberdeen. Most recently we hosted the newly appointed Bishop of Freetown. Amongst other things he visited the village school, took a tour of the village and was treated to a typical pub lunch at the Cock. He met several people in the parish including members of the Parish Council. The picture shows him during his visit to the morning service at the parish church on St.Valentine’s day. He is young and energetic and is eager to help us to develop our link further.

An outdoor gym*. . . Public toilets at the Green*. . . A ‘Good Neighbour’ Scheme. . . . . . these are just some of the projects which the Parish Council is considering progressing in the coming months and we value your opinion! Outdoor Gym We’ve talked about the possibility of an outdoor gym before, but with work on the Neighbourhood Plan being so consuming, this project took a back seat. We’ve now earmarked an area near the children’s playground which could accommodate gym equipment, but the next step is to look for grant funding. Many grant providers want evidence that there is public demand for the proposed project, so we’d love to hear your views. • Would you/your family use an outdoor gym at the Green? • What kind of equipment would you most like to see? • Would you welcome provision of organised classes targeted at different age groups? Public Toilets ‘Mummy I need a wee!’ is a commonly heard refrain from children at the village green, particularly since the installation of new play equipment in 2013 increased the green’s popularity. The lack of public toilets has caused consternation for many a family, with not everyone having the ability (or time!) to pop

back home. The Parish Council and Village Hall Management Committee are now looking at ways to provide some publicly accessible toilets, near to the existing sports pavilion building – but again this is something that will require significant funding and may take some time to put in place. • Would you support the creation of public toilets at the green? • Would you want the funding to come from grants, or would you be prepared to pay a little more in Council Tax to fund the project? Good Neighbour Scheme Would you, or someone within the Parish you know, welcome a little help with everyday tasks (changing a light bulb, getting to medical appointments, gardening etc) or appreciate some companionship or an extra pair of hands? Would you be someone who could spare a little time to make a difference to someone within the community? Good Neighbour Schemes (GNS) are designed to pair willing volunteers from a neighbourhood, with those needing a little help, friendship or support. They rely on

volunteers coming forward both to provide support and help run the Scheme. The Parish Council has the potential to access some grant funding to get a scheme off the ground, if support for one is proven. To make a scheme viable we would need to demonstrate both demand for and availability of volunteers and would love to receive your feedback. • Do you know of anyone who would be pleased to have the help of a volunteer? • Would you be willing to volunteer yourself or know anyone that would? • What types of assistance would you be grateful of/willing to provide? GNSs don’t seek to replace ordinary acts of ‘good neighbourliness’ or to usurp the role of groups and individuals already providing this support, but to work with and/or signpost to them. Volunteers don’t need to have masses of time to give – the occasional bit of help with changing a lightbulb or putting up a shelf is just as valuable as a regular weekly hour of companionship. Likewise requests for help are not restricted to

certain sectors of the community, but would be welcomed from all. You may have just moved to the area and would like to meet someone to introduce you to the groups and services on offer locally, perhaps you’re a new mum needing an extra pair of hands and a listening ear, or maybe someone suffering a period of ill-health, for whom day-to-day tasks are proving a bit of a challenge. The greater the demand and support for a scheme, the more successful it can be and we’d be pleased to hear whether there is an appetite for this in Wivelsfield.

Dog Fouling – Clean It Up! Dog Fouling has become a significant problem in the Parish again recently. Lewes District Council’s animal warden has been made aware of the issue and will be making visits to the area. Dog owners are asked to clear up after their dogs and deposit dog waste in the bins provided. Dog waste is smelly, unsightly and presents a health hazard (particularly, for example, when trodden onto carpets in the Primary School) and no-one should have to walk along constantly looking down to avoid it, as is the case on some pavements in Wivelsfield Green at the moment.
