Dutch Flat Swindle

Headstrong, ambitious men like Leland Stanford, Collis P. Huntington, Mark Hopkins, and Charles Crocker, who formed the financial backbone of California’s Central Pacific Railroad and later known to history as the “Big Four”, are rarely satisfied with any one business deal, no matter how grand or complex. As the principal directors of the Central Pacific, Stanford, Huntington, Hopkins and Crocker knew that once the transcontinental railroad was completed they would control virtually all transportation and shipping into northern California and Nevada. But they also realized that in the meantime, they were missing out on the lucrative stage- and wagon-hauled freight between Sacramento and the Comstock mines. In 1860, there was a rough and little used wagon road over Donner Pass, but Huntington envisioned a well-surfaced toll road from the western slope town of Dutch Flat to Donner Lake, and then onward to the Carson Valley.

Huntington believed that a direct, high quality route would monopolize the mining traffic and take business from the primary commercial road via Carson Pass, between Placerville and Virginia City, Nevada. Huntington encountered some resistance from Central Pacific’s Chief Engineer, Theodore D. Judah, who initially supported such a road but later feared that its construction would siphon money from the trans-Sierra railroad effort. Judah was also concerned that the directors might decide to build the railroad only as far as Dutch Flat, where it would meet the heavy toll road traffic coming from the Nevada mines. Central Pacific would make huge profits from fees levied against all trade and commerce using the new wagon road, and their railroad company would earn additional money by carrying passengers and freight between Sacramento and Dutch Flat. Judah worried that the directors might become satisfied with their earnings from the toll road and then become reluctant to push the track east into the more challenging and difficult terrain of the High Sierra. This plan would make the businessmen very rich without the risk and expense of constructing a railroad over the rugged mountains. Huntington, Stanford, Hopkins and Crocker incorporated the Dutch Flat and Donner Lake Wagon Road Company in 1863 while Judah was in Washington D.C. lobbying for the railroad. When the engineer returned to California that summer, he discovered that the directors were looking for a better route over the mountains, continued on page 3

project was just a scam and that no one, not even “Crazy Judah,” had ever really figured out a practical route through the Sierra range.

continued from page 3 which Judah took as their lack of faith in his surveying skills. The mistrust galvanized Judah’s effort to try and obtain investors to take over the railroad. Judah’s determination to wrest control of the Central Pacific is evident in a letter he wrote to his good friend, Dutch Flat druggist Doc Strong, the man who had shown the engineer the route over the Sierra crest. “I have a feeling of relief in being away from the scenes of contention and strife which has been my lot to experience for the past year,” he wrote. “If the parties who now manage hold the same opinion about it [building the road] in three months hence as they do now, there will be a radical change in the management of the Pacific Railroad, and it will pass into the hands of men with experience and capital. If they do not, they may hold the reins for a while, but they will rue the day that they ever embarked on the Pacific Railroad.”

No one could know for certain the intentions of Crocker, Huntington, Stanford, and Hopkins, but the perception of greed raised the ire of many. San Francisco newspapers accused the Central Pacific of intending to lay track up to Dutch Flat and no further. Numerous articles and pamphlets arguing against the “Great Dutch Flat Swindle!” flooded the press. San Francisco’s Alta California editorialized, “The Sacramentans [CP directors] are determined to have no railroad but Dutch Flat. The Capital City has aided in the raid upon this county for $80,000, upon Placer County for $25,000, and upon the state for millions. There will never be a railroad via Dutch Flat to Nevada Territory. There are obstacles which cannot be overcome. The Pacific Railroad will follow another route, not through Sacramento or anywhere else in the vicinity.” en and children from t he train to the ship that would carry them north. Despite the intense backlash, there was never any foundation to the stories spread by detractors of the railroad. Judah’s successor as Chief Engineer, Samuel S. Montague, was immediately ordered to continue surveying the future route as far as the “Big Bend of the Truckee River” (where it turns north toward Pyramid Lake), more than 40 miles east of the California border. Obviously, there was no doubt among the CP directors that the Central Pacific line would eventually connect with the Union Pacific somewhere in Utah or Nevada. By June 1864, the controversial wagon road linking Sacramento to the Comstock mining district was finished and Crocker proudly proclaimed the toll road open. The route was an immediate success and it lured throngs of teamsters from the Carson Pass route. In time, Highway 40 replaced the Donner Lake Wagon Road. Today, interested travelers driving the summit portion of old Highway 40 can look carefully and still see the remains of the Dutch Flat road, a tangible legacy to our region’s exciting past.

Get Ready to Grill A grill’s lifespan depends on many factors, including where and how it is stored and your climate. When it’s time to upgrade, you’ll have some decisions to make. The biggest is which heating style you prefer: gas, electric or charcoal. Other considerations include the overall size, number of burners and grate quality. Also be sure to compare available features, such as side burners and igniters, which are fairly common, and upgrades like lighting and fuel gauges.

When to Update Home and Garden Goods Investing in quality products, properly maintaining and storing them all have an impact on how long they’ll stay in good working condition. As you tackle spring cleaning this year, take stock of your common home and garden equipment to determine what may need updating. Lawn Mower: If your mower needs a repair that exceeds its value, it’s time for a replacement. However, there may be other signs that an upgrade is warranted. Grill: A grill may last anywhere from 5-15 years, depending on the quality of the materials and how it is maintained. However, it’s common to have to replace parts along the way. Signs you may need a new grill include a firebox (the main enclosure) with cracks, rust or holes and burners that distribute heat unevenly. Damaged grates can affect even grilling if they’re warped or if they’re flaky or rusted, they can contaminate food. If you’re not able to replace the grates, or any other essential part, including hoses and connectors for a gas grill, you’ll be better off replacing the unit. Launch Your Boat into a New Season Whether you’re racing against the waves or quietly floating with a pole in hand, a day on the water is hard to beat. However, before you can enjoy the excitement of a new season, there are several steps you need to take to make sure your boat is ready for the ride. System Check Your boat’s fuel and electric systems need an experienced eye to determine potential problems. Cracked or damaged hoses and connections need to be replaced, and all fittings and clamps should be checked to ensure they’re tight and secure. Test exhaust and ventilation systems, and replace worn or lose belts and cables, giving special attention to the steering and throttle cables. If you didn’t change the oil and filter before putting your boat in storage, do so before the season begins. The Carson Valley Days Festival 2020 was canceled, but the annual Carson Valley Days Parade is set to return on Saturday, June 12. Streets will be filled all over the Minden and Gardnerville areas as participants gather to celebrate agricultural heritage. The parade begins at 9 a.m. and starts at the Douglas High School parking lot. The parade will travel down Country Road and over to Esmeralda Ave. and US Highway 395 and eventually cross through Lampe Park. Due to the COVID-19 pandemic, parade members are required to wear personal protective equipment including masks and gloves unless they are inside a vehicle. Trucks and flatbed trailers are allowed, but participants will not be allowed to walk the entire parade route. As part of the parade, US Highway 395 will be closed from approximately 8 to 11 a.m. on Saturday. Several other Minden and Gardnerville side roads including Esmeralda Ave. and Highway 88 will be closed, as well. The Douglas County Sheriff’s Office is asking parade attendees to stay off of the roads and on sidewalks to not interfere with the parade, be courteous to Citizen Patrol Volunteers and maintain valuable possessions.

Baked Lemon Donuts Serves: 12 2 cups flour 3/4 cup sugar 2 teaspoons baking powder 1 teaspoon salt 3/4 cup buttermilk 2 eggs 2 tablespoons butter, melted 2 teaspoons lemon juice 1/2 teaspoon vanilla extract 1 teaspoon lemon zest Lemon Sugar Topping: 1/2 cup sugar 1 teaspoon lemon zest 1/2 cup butter, melted Heat oven to 350 F. In large bowl, whisk flour, sugar, baking powder and salt. Add buttermilk, eggs, butter, lemon juice, vanilla extract and lemon zest. Stir until combined. Pipe batter into donut pan. Bake 9 minutes. Cool on wire rack. To make topping: In bowl, combine sugar with lemon zest. In separate bowl, place melted butter. Place donut face down in melted butter then face down in lemon sugar topping. Repeat with all donuts.
