Re: the Regina Bypass Scandal

As we have been publishing a series of paid articles over the last several months for this organization, we have been surprised to find an increasing number of readers sharing the opinion that something definitely appears amiss in the way in which this project has been managed by our elected officials. As the content of these articles have been paid submissions, we have viewed them simply as opinion editorials and have not taken a position on their validity. We felt that this project had been through enough scrutiny and planning by those responsible to guarantee that the best and most affordable solution to our present and future needs had been found. It should be fair to assume that we can entrust these decisions to those we have elected to be good stewards of the public purse and to ensure taxpayer dollars are being managed responsibly. However, when we view the observations that appear in these articles, it is apparent that inconsistencies in conduct have been recorded. Sadly, many who have followed these articles have formed the opinion that politicians in general are potentially corruptible.People seem to accept that many elected officials and their close associates will always manipulate the system to their own advantage. This has been a common theme in our discussions around the subject of the new Regina Bypass. The allegations made in these editorials are unambiguous and appear to be well researched and documented. The Highway Robbery organization claims to have over 20,000 pages of research available to substantiate their arguments that Saskatchewan taxpayers have been severely victimized by the way this project was conceived and conducted. It should be noted that the RCMP was tasked with investigating the actual land transactions surrounding this project and reported that those investigations failed to provide a threshold of evidence to support further investigations. The Highway Robbery Organization contends that this investigation has only resulted in a tacit ‘stamp of approval’ being applied to the entire project due to the fact that no laws appear to have been broken. The records for these transactions were made readily available by those involved. The Highway Robbery Organization claims this investigation fails to address a number of questions that deal with matters for which no police force has been given a mandate to investigate. As a result, no coherent explanation has been offered by any officials for how the costs for this major project have escalated to over 5 times the original projected budget. For many, a further review into the circumstances described in these articles is still warranted. They appear to be fraught with implications that many in positions of privilege were able to manipulate the public purse to their own advantage at the expense of the rest of us. The following observations have caused legitimate concerns that have yet to be addressed by those who could offer rebuttals.

4 In more than one instance, elected officials and government employees were in prior personal business relationships with land owners who had only recently acquired properties that were to be annexed. Did several land owners benefit from prior knowledge of a plan before it was in the public domain? If so, where did they acquire their information? 5 Many of those whose properties were annexed were asked to sign ’non-disclosure’ agreements before receiving payment.Why would any government agency require such agreements from landowners? What is the reason for withholding information that should eventually surface in the land titles office? Was this information withheld there too? If so, why? 6 Key elected officials resigned mid-term. Would further investigation have revealed any culpability on their part? 7 The cost for New Regina Bypass has now exceeded that of the Coquihalla Highway in B.C., a project which was several times larger and more complex. How much of our costs have been pocketed by well connected developers? These are just some of the questions that arise from studying the history of this major infrastructure project. While some elected officials have gone on record as promising to look into these matters, well over a year later, no reports have been forthcoming. Many contend that the practices of our provincial and civic authorities to require non-disclosure agreements and to redact scientific reports on infrastructure projects should be outlawed. It is difficult to argue against this position. In a democratic system, unless national security is threatened, all taxpayers’ funding should be transparent. The questions above demand some form of explanation which has not yet been offered by anyone who may be able to shed light from the government’s perspective. We feel an obligation to our readership to provide a fair hearing from both sides of this debate. So far, those who are in position to provide a countervailing explanation or answers to the questions that have arisen have been conspicuously silent. We look forward to hearing from the other side and invite their response. Recently CBC has begun a program asking for input and feedback from citizens in Saskatchewan about issues that are of importance to them. It is our intention to forward this article to them for consideration as we would welcome the opportunity to share our experience with this subject.

1 Late and hastily made changes to the original bypass plans drastically altered the circumstances of some existing land owners while at the same time abandoning many important aspects of the original plan. What was the rationale? 2 Requests for the science behind these last minute changes were not easily forthcoming. When these reports were finally made available they were heavily redacted. Why? 3 Land purchases were then made by the city with vastly different amounts (up to 80 times their recent purchase price) being offered for similar acreage to different owners. Some of these properties appear to have increased in value due to their critical location under the hastily revised bypass plans. How would these ’new’ land owners have known these details in advance?
