What a year for Cambridgeshire Chambers of Commerce; a new Prime Minister, evolved membership offering and new Chair of the Board!

The end of 2024 saw our Annual General Meeting (AGM) take place where Faye Holland was appointed Chair of the Board along with new board members joining the team, Nel Woolcott and Katy Davies. With special thanks to former Chair, Brian Jones and former Board Members Stuart Searle and Jo Evans, who came to the end of their term.

The Autumn Budget delivered by Chancellor Rachel Reeves, outlined a range of fiscal measures which have been tough for businesses to swallow. With increases to Employer National Insurance Contributions

and the National Living Wage, the costs of employment are on the rise. Subsequently many businesses are likely to dampen their investment and recruitment intentions. There was commitment to help Cambridge realise its full growth potential and the delivery of key infrastructure projects such as East West Rail. The ‘Get Britain Working’ White Paper has been published following the budget and Cambridge & Peterborough have been chosen to lead a Youth Guarantee Trailblazer which is positive. We are able to see the sentiments of the business community through our Quarterly Economic Survey which can be digested on page 7. Your contribution to this quarterly survey, and the insight that you share with the team, ensures we can represent your voice. The latter part of last year saw several consultations that are critical to economic growth, which we’ve engaged in on your behalf including employment rights, skills and transport.

Last year has been one of evolution to ensure that we champion the needs of our members and provide the support to enable your growth. In 2024 we welcomed over 5,000 visitors to over 90 events and forums. We’ve benefitted from engagement at the highest levels of government

including four members of Prime Minister Sir Kier Starmer’s Cabinet, through to the Monetary Policy Committee of the Bank of England. Our local committees have evolved into inclusive business forums, exploring pertinent topics and providing a platform for businesses to share best practice and their ideas. Both in the run up to the General Election, and the following months, we’ve actively engaged all political parties and key stakeholders to ensure the voice of our community is heard. We have evolved our membership model to respond to the needs of organisations throughout their business lifecycle. We’re extremely grateful to our existing members for their support and commitment. We will work with each member upon renewal to explore the options to ensure your subscription delivers for you. You’ll be able to read more on page 36.

Whilst business confidence has been knocked, there is plenty of opportunity on the horizon and no doubt your organisations will respond to the challenges of the day. Budget Tax Hike Bursts

Business Confidence

Business confidence has declined significantly with 49 per cent of responding companies expecting their turnover to increase over the next 12 months (compared with 56 per cent in Q3). Confidence levels are lowest in the retail and hospitality sectors (39 per cent and 42 per cent respectively).

The survey was conducted after the Budget, with the fieldwork carried out between 11 November and 9 December. The data from over 4,800 businesses across the UK (91 per cent of whom are SMEs – fewer than 250 employees) also shows that the majority of firms are expecting to raise prices.

Tax now by far the top external concern

Following the Budget, concern about taxation is now cited by 63 per cent of responding firms, up from 48 per cent in Q3. This is the highest level of tax concern since 2017, when the BCC started asking this question. The levels in certain sectors are higher, with 72 per cent of production and manufacturing firms, and 68 per cent of construction and engineering businesses raising tax as a concern.

Concern about inflation remains broadly similar to the previous quarter – 47 per cent compared to 46 per cent in Q3. Worry about interest rates has fallen slightly to 28 per cent (29 per cent in Q3).

There has been a significant drop in business confidence since the Chancellor’s statement. Only 49 per cent of firms say they expect their turnover to increase in the next twelve months, down from 56 per cent in Q3. This is the lowest figure since the aftermath of the mini budget in late 2022. A fifth (21 per cent) of businesses expect turnover to worsen, up from 15 per cent in Q3, and 30 per cent expect no change.

Profitability confidence has also been hit, 40 per cent of firms expect profits to increase over the next year (48 per cent in Q3), while 32 per cent of businesses expect them to fall.

More businesses expecting to raise prices

Over half (55 per cent) of responding firms say they expect to raise their prices in the next three months, compared with 39 per cent in Q3. While 43 per cent of businesses expect prices to stay the same, and only two per cent expecting to decrease.

Labour continues to be the main cost pressure for firms – but the issue is now raised by 75 per cent of businesses, up from 66 per cent in Q3. The issue is most significant for the hospitality sector with 87 per cent reporting it as a challenge, followed by 84 per cent of firms in the transport and logistics sector.

Only 20 per cent of businesses say they have increased investment plans over the last quarter, down from 23 per cent in Q3. 24 per cent of firms say they have cut back investment plans, a steep rise from the Q3 figure of 18 per cent. 56 per cent of businesses say their plans have remained the same.

The issue is more marked in certain sectors, with 42 per cent of retail and hospitality firms reporting a scaling back of investment and 30 per cent of manufacturers.

has fallen again to 32 per cent, compared to 35 per cent in Q3. 42per cent reported no change and 26 per cent of firms said they had seen a decrease in sales.

Retailers were the most likely to have seen a fall in sales (36 per cent) followed by manufacturers (33 per cent).

Shevaun Haviland, Director General of the British Chambers of Commerce said:

“The worrying reverberations of the Budget are clear to see in our survey data. Businesses confidence has slumped in a pressure cooker of rising costs and taxes.

“Firms of all shapes and sizes are telling us the national insurance hike is particularly damaging. Businesses are already cutting back on investment and say they will have to put up prices in the coming months.

“The Government is rightly coming up with long-term strategies on industry, infrastructure and trade. But those plans won’t help businesses struggling now.

“Business stands ready to work in partnership to make the proposed Employment Rights legislation work for all, but the current plans will add further costs on firms.

“To help business we need to see quick action in three specific areas. Firstly, ministers should accelerate business rate reform to create a system that incentives investment.

“We also need the Government to speed up infrastructure investment, to help SMEs in supply chains across the country. Finally, it’s crucial to support exports, prioritising a better trading deal with the European Union.

“Without urgent Government action to ease the pain on businesses, the challenging economic landscape will get worse before it gets better.”

David Bharier, Head of Research at the British Chambers of Commerce said:

“This dataset is a clear signal that business sentiment has been significantly impacted following recent policy announcements, notably national insurance increases. Taxation is now by far the biggest concern, cited by 63 per cent of businesses.

“Confidence has now dipped to 2022 levels, with less than half of firms expecting improved turnover over the next year and over a fifth now expecting it to worsen.

“Faced with rising costs, our survey paints a difficult picture and shows businesses are having to make some very difficult decisions. Many tell us they expect to push up prices and cut back on investment and we expect this to lead to a low or no-growth economic climate in the coming months.”

At the Cambridgeshire Chambers of Commerce, the Member Voice is at the very core of everything that we do and has been for over 100 years. It’s a great honour to be able to do my part to strengthen that voice through local engagement. Across the county we hold local events for members where they can share with us their successes and opportunities but also their struggles and pain points. The Autumn Budget landed in October and it presented a lot of challenges to businesses of all size and sector. With the rise in Employer’s National Insurance Contributions and National Living Wage increasing by 6.7 per cent we have been speaking with businesses to assess the impact and how this will influence decision making. Many welcome the stability of corporation tax and continued support for retail, hospitality and leisure but this looks to be changing in 2026/27 as business rates will rise to a lower permanent rate.

The purpose of this event was to talk about and promote the importance of health and well-being in the workplace. Long term sickness and poor health have major impacts on businesses, and it is a growing concern. This event was hosted in collaboration with Nene Park Trust and Living Sport.

After a successful Behind the Buses event at the Stagecoach depot in Cambridge we delivered another event at their depot in Peterborough. It was a great opportunity for local businesses to engage with Stagecoach around public transport and the needs of their businesses. Stagecoach delivered a tour where guests even had the opportunity to drive a bus. Keep your eye out for more similar activity in 2025!

Representatives from the manufacturing sector met for a roundtable discussion and tour kindly hosted by Omega Sinto Foundry Machinery. There were lots of discussions about the impact of the Autumn Budget on the sector and concerns about an aging workforce and ensuring the right skills are secured for the future.

Fenland Business Forum - North Cambridgeshire Training Centre –20 November

For the last forum of November businesses gathered at our Patron Member North Cambridgeshire Training Centre. Attendees heard from Mike Spicer and Hannah Lazarus from The PolicyDepartment about the current labour market trends in Fenland. The room then broke into groups to discuss the impact of the Autumn Budget amongst other factors such as challenges faced by the care sector.

Red letter day as Asia-Pacific trade deal starts

Reacting to the UK formally joining the Comprehensive and Progressive agreement for Trans-Pacific Partnership (CPTPP), William Bain, Head of Trade Policy at the British Chambers of Commerce, said:

“This is a red-letter day for our traders. There are few multi-national trade agreements like this one. It connects us to a fast-growing region of the global economy and will create new opportunities for both inward and outbound investment.

“Trade rules will be more favourable for manufacturers looking to sell products to other member countries and data transfers for firms in the services sector will also be more straightforward.

“Crucially, it will also give the UK a say in the bloc’s future development, making it a deal that will work for our traders both now and in the future

“We look forward to working with the UK Government, and others, to ensure firms get the best possible

The official start of the deal has also been welcomed by British Chambers of Commerce in the region

David Kelly, Executive Director of the British Chamber of Commerce Singapore, said:

"The UK’s accession to the CPTPP underscores its commitment to strengthening international trade frameworks and its role as a proactive and collaborative partner within the global trading system.

"This development opens new opportunities for businesses across the CPTPP bloc to diversify supply chains, advance trade in services, and embrace digital and green economy initiatives.

“The British Chamber of Commerce Singapore remains committed to supporting businesses in navigating new opportunities presented by the UK’s CPTPP membership

access to this thriving market within the global trade system.”

The addition of the UK to the CPTPP trading bloc takes it to 12 countries which account for 15 per cent of global economic output. Eight of the 11 other members have already ratified the UK’s accession, and its terms will now come into force with them, and with Australia from Christmas Eve.

The UK already has bilateral trading agreements with nine of the 11 members, but no prior agreements with Malaysia and Brunei, providing new opportunities in these markets.

The deal also offers advantages for small and medium sized businesses in reduced costs to import components from member countries to use in manufactured goods for export.

And, it has generous terms for data flows which underpin an increasing part of international trade.

Equal Pay for Equal Work: What You Need To Know

Do employees have the right to equal pay for equal work? In this day and age, the answer might seem straightforward – of course, employees are entitled to equal pay for equal work. However, despite widespread awareness of this core principle, many large businesses still fall short of compliance, exposing themselves to significant legal risks, potential damages, and reputational harm from public scrutiny.

Let’s examine a recent case where this occurred, understand what went wrong, and explore how you can ensure compliance while protecting your business’ interests…

Do Employees have the Right to Equal Pay for Equal Work?

Yes - employees do have the right to equal pay for equal work. The Supreme Court’s decision in the landmark Asda Stores v Brierley case confirmed that

employees are entitled to equal pay for work of equal value if certain conditions are met. Specifically, workers must be on substantially the same terms as those in different roles unless any differences can be objectively justified by material factors on a non-discriminatory basis.

Building on this precedent, a recent Employment Tribunal decision found that Next had engaged in sex discrimination. The retail giant paid its sales consultants - most of whom were women, lower hourly rates than their warehouse operatives, who were primarily men. The Tribunal rejected Next’s argument that the pay disparity was justified by higher market rates for warehouse work. This ruling potentially opens the door for over 3,500 current and former Next employees to file equal pay claims.

What Should Employers Do to Ensure Compliance?

To ensure compliance with the Equality Act 2010, employers should conduct an equal pay audit. This helps verify that your pay structures are fair, transparent and aligned with legal requirements, which mandate that men and women be paid equally for work that is the same, similar, equivalent or of equal value. The latter can apply even if the work isn’t identical, but is comparable in terms of effort, skill, and decisionmaking.

It’s important to note that potential claims for unequal pay can go back up to six years after an employee leaves the company, so taking proactive steps now could prevent costly legal issues in the future. Ransomware has been making headlines as a formidable threat to companies due to its ability to cripple businesses IT systems. Ransomware is a type of malware that encrypts files and systems, holding them hostage until a ransom is paid. By understanding ransomware attack methods and taking preventative steps, you can minimise the impact on your business. We’ll cover what you need to know and how to limit disruptions.

What is Ransomware?

Ransomware is a form of malicious software, often delivered via phishing emails, infected websites, or vulnerability exploits. Once inside a system, ransomware attacks spread rapidly to encrypt files at the system level or on shared drives accessible over the network. An amazing year for the North Cambridgeshire Training Centre: "This is changing lives"

The North Cambridgeshire Training Centre (NCTC) is celebrating a successful second year after welcoming a record number of apprentices through its doors.

The state-of-the-art centre, based in Chatteris, offers engineering, manufacturing and management apprenticeships, and was built as part of a collaboration between Stainless Metalcraft Chatteris Ltd and Eastern Education Group, with support from Cambridgeshire and Peterborough Combined Authority.

NCTC aims to provide local residents with meaningful career opportunities by delivering trade-specific training aligned with the needs of regional employers. The NCTC team has worked closely with local businesses to identify where additional skills are needed and to create a range of purpose-built courses to bridge the gap between education and industry.

Since being officially opened by Her Royal Highness The Princess Royal in 2023, NCTC has enrolled over 2,000 apprentices and is currently experiencing its highest ever recruitment figures, with all classes fully booked from September.

While the centre specialises in engineering and manufacturing apprenticeships, NCTC also offers a range of professional development qualifications, including project management, HR, digital skills, administration, commercial procurement, early years, marketing, accounting, and more.

Laraine Moody, Group Principal of University and Professional Development at Eastern Education Group, said: "This centre is changing lives through the opportunities it's creating for the local community. We're currently seeing record-breaking apprentice enrolment for the upcoming year, which just goes to show how essential the centre is and how much of a demand there is for high quality training in this part of the region.

"By working directly with employers, we're able to support local businesses, as well as the wider economy, by equipping the future workforce with the exact skills that are needed to promote growth. We're ultimately able to ensure that all apprentices are industry-ready and can move forward confidently on their chosen career paths once they've completed their training."

Electric Giants: How a Cambridge Family Business is Revolutionizing Transport

When you picture a family-run trucking company, you probably imagine rumbling diesel engines and traditional warehouses. But at Welch's Transport in Cambridge, artificial intelligence is directing silent electric mega-trucks in what might be the UK's most surprising approach to modern logistics.

This isn't your typical family business story. While Welch's has been moving goods around Britain since 1934, they're now leading a revolution in how we think about transport. Think less "trucks and warehouses" and more "Tesla meets logistics" – with some impressive environmental credentials thrown in for good measure.

The star of their show is what company director Chris Welch calls their "electric beast" – a 42-tonne fully electric heavy goods vehicle (HGV) that can carry 26 pallets worth of cargo without producing a single puff of exhaust fume. To put that in perspective, it's like having a Tesla the size of a house, silently cruising through Cambridge's historic streets.

But what makes this family business truly stand out is how they're using cutting-edge technology to reshape their entire operation. Their partnership with an AI platform called Optimize is helping them plan routes more efficiently, cutting down on unnecessary mileage. On some days, this smart technology has helped them reduce their mileage by up to 15 per cent – and that's before factoring in their electric vehicles.

Their forward-thinking approach has caught the attention of some big players. Welch's was recently chosen to join the prestigious eFREIGHT 2030 consortium, a government-backed initiative that's received £49.2 million in funding to prove that electric HGVs can replace traditional diesel trucks at scale. Cambridgeshire Chambers of Commerce announce Katy Davies as new Board Member

The Cambridgeshire Chambers of Commerce is delighted to announce that Katy Davies has been appointed to the Chamber Board effective immediately.

Representing 60,023 businesses across the county and 238,600 employees, the Cambridgeshire Chambers of Commerce give businesses a voice at the top table, champions their needs and highlights key issues to decision makers at local and national levels.

As Managing Director of St Ives based Cap Air Systems, an SME manufacturer of cable assemblies and PCBs, Katy joins at a time when the Chamber has kick-started their support for manufacturers across Cambridgeshire and Peterborough.

Katy is manufacturing sector champion on the Cambridgeshire & Peterborough Combined Authority (CPCA) Business Board, and also represents the business voice on the CPCA Skills & Employment Committee. Katy’s appointment is key to supporting our local businesses and brings a deep level of experience to the existing Board.

Cambridge Worldwide Academy celebrates another export story through the set-up and opening of a third school in North Africa

HE British Ambassador Sharon Wardle was joined by distinguished guests, school representatives and students for the official opening of British Campus Algeria. This school is a British- Algerian partnership subject to an MOU between the British Embassy and the Ministry of Foreign Affairs in Algeria.

A formal celebration was held on 19 September to mark the opening of the school with HE British Ambassador Sharon Wardle, Dr Amina Wakefield and Mr Ghazi cutting a ribbon to declare the new school officially open.

Tech production is one of the most polluting industries on the planet, with mass-pollution from the production and transportation of tech, a throwaway culture that leaves millions of devices in landfill every year, and precious resources like water being used up. So, by recirculating your tech – buying, using and donating second-hand – we can all help to

In 2024 we were proud to welcome in excess of 5,000 delegates to our events, hosted in some impressive venues across the county.

Business Leaders Breakfasts and Lunches

We saw the beginning of our Business Leaders events which continued throughout the year. Our inaugural lunch in March was hosted by Novotel Cambridge North and sponsored by Allica Bank, where we welcomed Rob Bridge, Chief Executive Officer – Cambridgeshire & Peterborough Combined Authority, as well as the Endurance Limits team, who were soon to be rowing the Amazon for Great Ormond Street Hospital. The team brought the boat along to the event, and the team and guests even had the chance to climb on board!

We continued in September at Huntingdon Racecourse where we heard from Channel 4’s Secret Millionaire Mike Greene, before Team Brit, the world’s only competitive team of all-disabled racing drivers. The Team Principle and two of the drivers delivered an inspirational presentation on their journey, before guests had the chance to try out their racing simulator and driver reaction game.

At both CambsB2B North and South, we hosted Business Leaders Breakfasts ahead of the official openings.

CambsB2B North in June, hosted at KingsGate Conference Centre and sponsored by Azets, saw an insightful panel discussion on the future of the Cambridgeshire economy, with experts sharing their insights: Alex Veitch – British Chambers of Commerce, Al Kingsley – Cambridgeshire & Peterborough Combined Authority Business Board and Mark Jackson – Azets.

CambsB2B South in November, hosted at IWM Duxford and sponsored by Barclays, saw panelists delving into economic uncertainty and embracing technological advancements. Panellists included Kieran Dent – Bank of England, Andrew Pakes – Labour (Co-op) MP for Peterborough, Michaela Eschbach – Cambridge Wireless, Richard Kenny – Cambridgeshire & Peterborough Combined Authority and Stephen Ainsworth – Barclays.

Business Forums

Business Forums were introduced to our events calendar in 2024 and we were proud to welcome members to share insights and build connections across the county. This format gives members the chance to share their successes and opportunities as well as struggles and pain points, as well as discover some unique places across the county!

Venues included College of West Anglia, Magpas Air Ambulance, Welch Group, North Cambridgeshire Training Centre, Huntingdon Racecourse, Fora, Anglian Water, Peterborough Cathedral, King’s Ely, Stagecoach, Grafham Water Centre and East Anglia Energy Academy.

Construction and Property Networking

Our Construction and Property sector has always been thriving and 2024 was no different, welcoming hundreds across the sector to a range of events.

We kicked off in January at Cambridge Regional College with Marshall Skills Academy, before March saw us at The Marriott in Peterborough, welcoming sponsors GCE Hire Fleet. In July we hosted our first Green Construction Summit, sponsored by East Anglia Energy Academy, at ARU Peterborough before discussing the government’s consultation on proposed reforms to the National Planning Policy Framework at Orton Hall in October, sponsored by Howes Percival. Finally, we networked with the sector at Urban & Civic at Alconbury Weald in October before closing the year at Peterborough Cathedral for our Festive Drinks. We look forward to continuing to grow the sector and events throughout 2025!

Thinking Outside the Box with HMP Peterborough

Recruitment challenges have been shared amongst many sectors and we were proud to tackle those by hosting an event at HMP Peterborough back in March, sponsored by Anne Corder Recruitment. The event saw presentations from Mick George, who employ prison leavers, prison staff and a current prisoner to share experiences.

Summer Drinks Reception

In 2024 our annual Summer Drinks Reception was hosted at The Old Hall in Ely, who served amazing canapés, Prosecco & Aperol Spritz across different bars at the event.

Overlooking Ely Cathedral, we were proud to welcome Bishop Dagmar, East Anglia’s first female Bishop, who gave an opening address, as well as Lord Wesley Pestano and the team who hosted a champagne prize draw.

The event, breaking records for our largest attended Summer Drinks Reception, was sponsored by Grovemere Property and the weather was on our side for a special afternoon.

Women in Business

We Inspired Inclusion at our annual International Women’s Day celebration which was hosted at Huntingdon Racecourse, with speakers sharing their experiences and views on inclusion. Thank you to Sarah Stones – Plain Sailing Motivation, Katie Allen – Specialist Inclusion Consultant and Ross Renton – ARU Peterborough for their inspiring contributions.

We continued the conversation and delved deeper into how we can all support women in business at our Women in Business afternoon, hosted at Patron venue Fora.

Powered by ARU Peterborough, the afternoon was filled with valuable insights, new perspectives, and a collective of continued support.

We look forward to hosting more events like this throughout 2025.

CambsB2B North and South

We introduced CambsB2B North to the calendar in June, with a successful inaugural event at KingsGate Conference Centre. Welcoming over 800 businesses, the day saw a jam-packed agenda of panel discussions, speed networking, a full exhibition of local businesses, all championing pride in place and regeneration.

CambsB2B South returned to IWM Duxford in November, seeing over 1000 come together to support each other,

network, grow and share insights. Green growth and digital transformation were both celebrated throughout panel discussions and we once again ensured chaotic speed networking occurred!

AI in the Octagon

We didn’t hold back with the impressiveness of venues in 2024, and our AI in the Octagon event in September only proved this further. Held at Ely Cathedral, a panel discussion was compered by Al Kingsley of NetSupport, who was joined by Peter Heneghan from The Future Communicator alongside Miranda Hartley from Evolution AI.

Going Global Roundtables

We had another successful year of exclusive roundtables, providing members with the chance to speak directly with MPs and business leaders. We kicked off 2024 with the Bank of England at PwC, before heading to British Sugar to meet with Darren Jones MP. Next in the calendar was a roundtable with Anthony Browne MP at ZEISS, before meeting with Ben Obese-Jecty at Anglian Water. We were also proud to meet with Ian Sollom MP at Cambridge Support, Stephen Moir - Chief Executive of Cambridgeshire County Council, at IKO, Daniel Zeichner MP at Huawei, East West Rail at Fora and finally Sam Carling MP at Gen Phoenix. We also hosted sector specific roundtables, such as International Trade and Manufacturing.
