Finance Ignorance is No Defence Taking professional financial advice is advisable, but your own education is essential In my parents’ day, money was a simpler matter. In many families they went to work, earned their money, paid their taxes and saved what they could. When it came time to buy a house, they approached the bank manager to see if he would be kind enough to lend them three times the husband’s salary (the wife stayed at home looking after the children) for a repayment mortgage which was paid off over 20 or 25 years before he got his final salary scheme pension. By the time I started earning money, it had become much more complicated. We were two people paying the mortgage needing much higher salary multiples to afford rising house prices. Then came the ending of MIRAS, the emergence of interest only mortgages and endowment policies to pay them off (or not as it turned out in some cases). Pensions became more complex too, with choices for opting out of SERPS, private pension schemes, money purchase schemes and final salary scheme pensions became a distant memory for most. Throw in the scandals of misselling of endowments and PPI to name just two, and it’s clear even for my generation the financial world has become a confusing place. Hedge funds, derivatives, swaps – even the so-called

experts struggle to make sense of it. The common thing throughout all these generations, my parents, myself, our children, is that none of us have ever had any financial education. Not one single lesson in the classroom at my school was ever devoted to personal financial matters. The financial company employees are taught how to sell to us, but we have little idea of how to make a judgement on what they tell us. At last, this should be about to change. In 2011, 118,000 people signed an e-petition via the MoneySavingExpert.com website to force the issue of Financial Education in Schools to be debated in Parliament. Draft proposals have been published recently and are still under consultation into April, but it is expected that from September 2014, financial education will form part of the national curriculum in England, with 11-16 year olds receiving it as part of their compulsory citizenship education. Plans are that pupils in Key Stage 3 (ages 11 to 14) will be taught the function and use of money, personal budgeting, money management and a range of financial products and services.

From 14 to 16 in Key Stage 4, they will be taught about wages, taxes, debt, credit, financial risk plus more sophisticated financial services and products. The Government wants students to have “the financial skills to enable them to manage their money on a day-to-day basis as well as to plan for future financial needs.” It is clear that the lessons are long overdue. You only have to look at how much the financial world has changed in the last 40 years to see that what is needed (and will hopefully be taught in schools) is a good grounding in the ‘basics’ of understanding personal finance. It is to be hoped that the generation that receive this education realise that their learning will need to continue long after they leave the classroom as the financial world continues to evolve. If knowledge is power, having the right financial knowledge will help our children avoid the mistakes with money we may have made along the way, and that can only be a good thing. Who do I aspire to be? My son’s question came, as always, as I was negotiating a tricky piece of chicanery outside the school gate. Right now, Jeremy Clarkson actually - he’d know exactly how to deal with the double parked Chelsea tractors blissfully unaware of other road users, I thought grimly. But it wasn’t about me. It turned out that my son needed to know for an essay he had to write and couldn’t think of anyone. I suggested he thought about someone he looked at and thought ‘I’d like to be like that.’ The answer came quickly. ‘The cat.’ Interesting, I replied why the cat? Perhaps her prowess as a hunter, her physical agility, her independence - able to do what she wants, when she wants? Again, the answer came quickly, ‘Because she gets to lie around all day and do nothing’. It’s true she has developed a limpet-like attraction to the mat in front of the woodburner over the past few months, as witnessed by her spreading girth. But that’s not the point at all. Why does my son aspire to do nothing? Why isn’t he heroworshipping Churchill, Gandhi or Mandela? Why not David Beckham, Bear Grylls or Brian Cox? I’ll even take Dermot O’Leary. He’s a local lad made good after all. It didn’t take long before the inescapable truth revealed itself - it’s all my fault. All that time spent when he was a lisping infant taking him to the zoo, archery classes, fencing, football, piano lessons, hunting for minibeasts - he’s got nothing left to do. Been there, done it, made the tie-dyed t shirt. Burnt

out before he’s hit his teenage years. The contrast to my own childhood is clear. Those were the days when your Dad worked and your Mum never took you out anywhere except to the shops when you needed a new pair of school shoes and that didn’t count. Lonely? Find yourself a friend. Bored? For goodness’ sake find something to do. In my case that was exploring, climbing trees, falling into ditches, making up stories as I went. Which is what made me into the scruffy hopeless fantasist I am today. It can’t be a coincidence that my best friend, inordinately fond of making mud pies every single time it rained, eventually opened her own bakery. I’m not the first person to point out the value of boredom in developing ambition. It’s a springboard for wanting to leave home, get an interesting job, travel the world. If everything’s handed to you on a plate at an early age, that’s kind of what you’ll expect in the future isn’t it? So now what do I do? How do I re-invent boredom? What boy, who has already experienced the hardship of warfare on the outer rings of the planet Alpha 2.9 via his computer, is going to understand the simple joy of making a walkie-talkie out of two tin cans and a piece of string? But there is hope. We must be getting close to the same economic situation we had when I was growing up. Think about it - power cuts, a three day week, no jobs - plenty of time to get bored. Every cloud......

Spiced Rack of Lamb with Fragrant Rice Ready in 1 hour

Serves 4

Perfect for a spring Sunday lunch or stylish supper this quick and easy lamb dish is full of flavour. Choose a couple of meaty racks of lamb from a good butcher and score the layers of fat before spreading with the harissa paste. Serve with a cooling garlic and mint yoghurt sauce.

Ingredients:

• 1 tbsp harissa paste (see Tip) • 2 trimmed racks of lamb, each with 6 bones • 2 red onions, peeled and cut into slim wedges • 50g butter • 225g basmati rice, rinsed and drained • 1 garlic clove, peeled and crushed • 750ml vegetable stock • Generous pinch saffron strands • 50g sultanas • 40g flaked almonds, lightly toasted • 2 tbsp pomegranate seeds

Harissa paste is a fiery hot North African blend of red chilli peppers and spices – just a little goes a long way so use sparingly. You’ll find it in small jars near the dried herb and spice sections in most large supermarkets.

Preheat the oven to 200C, 400F, Gas 6. Spread the harissa paste over the lamb racks. Place the racks in an oiled roasting tin and add the onion wedges. Roast in the preheated oven for 25-35 minutes depending on how pink you like your lamb. Remove from the oven. Cover with foil and leave to rest for 10 minutes – the lamb will be juicier and easier to carve. Meanwhile, heat the butter in a heavybased pan until melted and foaming. Add the rice and garlic. Fry gently for 1-2 minutes, stirring until the rice is translucent. Pour in the stock. Add the saffron and bring to the boil, stirring. Cover the pan with a tight fitting lid. Reduce the heat to the lowest setting and cook for 15-20 minutes without removing the lid until the rice is tender and all the liquid is absorbed. Remove from the heat. Fork through to separate the grains. Add the sultanas, flaked almonds and pomegranate seeds. Carve the lamb racks into individual cutlets and serve immediately with the fragrant rice and roast onion wedges.

Coggeshall Patients Participation Group

In early 2012 The Coggeshall Patients Participation Group was established to act as a communication channel between the surgery team and the community to help patients use facilities to the best advantage and the Practice implement policies influenced by the patients’ views. All patients were given opportunity to join the group and one of its first activities was to perform a survey to record levels of patient satisfaction. The results exceeded all expectation and revealed a high level of satisfaction. This was a local survey based in the surgery and in addition to the external national survey carried out annually where the Practice was rated highly amongst several other surgeries in the locality. The Group meets monthly and apart from commenting on everyday needs and performances, it has set up a series of talks dealing with health needs and treatments. Pain management and diabetes have already figured in the programme and with the support of Colchester Hospital University further bimonthly talks, including those relating to strokes, orthopaedics and ophthalmology are already being planned. Details of these meetings will be publicised in the surgery, locally and through the press.

Aldham Village Hall Fund Raising Report

I am pleased to report that the money is still rolling in and we have now reached a grand total of £36,845. We were very encouraged with the response to the Rummage Sale on the 23rd February. The hall was packed with buyers, with bargains flying off the tables very quickly. Our total for the sale amounted to £224. We are running another Charity Market stall in Colchester on the 20th April, and we hope to see you there.

Paycocke’s House and Garden in Coggeshall is now recruiting volunteers for the 2013 season and have some really exciting positions available. Last year saw many successes for the house, ranging from our first archaeological excavation, ‘The Big Dig’, in the summer, the opening of our new and very popular shop, and excellent visitor numbers. Now is a perfect time for you to join us with exciting developments including establishing our very own Coffee Shop for visitors, an outdoor cinema for summer evenings (in partnership with Reel Picture House), and continued growth and interpretation of the house and garden.

Garden Hide and Seek by Pippa Greenwood

However much effort you make with your garden, you can be sure that there will still be a few things that look awful. You may have made (or hope to make) beautiful borders, sensational shrubbery and lots more besides, but how do you cope with those things you just cannot seem to hide? A washing line may be essential but rarely adds to the appeal of the garden. If yours consists of two large poles with a line in between, try growing a pretty climber up the poles. If you use a self-clinging plant such as variegated ivy it won’t need any additional support. Alternatively make a chicken wire, trellis ‘box’ or frame around the posts and then allow the climber to scramble up, using plant ties if necessary. Summer flowering clematis or sweet pea will look great too. If you do use a more vigorous climber then be prepared to do some intermittent pruning. Decrepit sheds or moth-eaten garages can be a real eyesore. Sometimes a thorough scrub of the walls will do the trick, or why not make a feature out of the shed or garage and re-paint it. Consider erecting a trellis on one or more of the

vertical surfaces and grow a selection of favourite climbers up it to make an even more attractive feature. If the garden can be a little gloomy then it helps if you paint any surfaces such as garage or shed walls with a paler colour. If your heating is fuelled by gas from an unattractive and enormous cylinder or oil from a large green tank, you will know that they have to be sited in an accessible position. You can use hazel wattle hurdles to hide them which are perfect as they also match with the adjacent boundary fence. Try using standard fence panels in the same way and again planting them with climbers or scramblers will help. Whatever you do, make sure that you check on it from time to time and remove excessive climber growth so that the tank remains accessible. Is it the neighbouring garden that harbours the eye sore which makes you want to retreat back into your house? Something nasty next door is of course even harder to conceal but why not add a layer of trellis to the top of your existing fence and then use climbers once it is in position. Hold the trellis in

position using batons of wood attached to the existing fence posts or special post-joining metal sleeves that you can buy from your fencing supplier or garden centre. Trellis is available in a range of shapes and need not be straight edged so you can create a range of different looks to suit your gardening style. Another option is to erect a pergola or arch to obscure or break up an unsightly view or the eyesore in the neighbour’s garden and adding plants will help to add a bit more height and soften the outline. If you combine some of your favourite flowering climbers with some evergreen planting too, you should even achieve good effects during the seasons when the leaves have fallen from many plants. Scotland Belle

The clue in the title of this latest walk devised by Derek Keeble may feel very far off at the moment but Spring is on the way and soon it will be the season for bluebells. The route takes you through attractive woodland between Polstead and Stoke by Nayland. The 4.5 mile starts and finishes in Polstead and should take between 2 and 3 hours. One of the village’s main claims to fame is of course the cherry orchards, and May is a good time of year to see the ‘Polstead Black’ trees in blossom. Following a decline in numbers of this traditional variety, many trees were planted in and around the village to commemorate the year 2000. Once back at the village there is a welcome bench on the green and refreshments can be found either at the village shop or the Cock Inn.
