New $22M School Highlights Mobile County’s Efforts By Cindy Riley CEG CORRESPONDENT
Located across the street from the existing campus, the new $22 million Citronelle High School in south Alabama is a highlight of the Mobile County Public School System’s ongoing construction efforts. The 96,000 sq. ft. (8,918 sq m) building won’t be completed until mid-2016, but is already getting plenty of attention. “The city, staff and students are very excited to get a new high school of this nature in a small town like Citronelle,” said Huey Belaire, the director of construction/planning of the Mobile County Public School System. “|It will be a huge boost to the city, as it will attract new business.” A groundbreaking ceremony was held in January 2015 to mark the start of construction, which some may consider long overdue. “Citronelle High has been in a very old building for many years,” Belaire said. “One of the existing three-story buildings was built in the early 1920’s.” So far, work appears to be on schedule for the two-story structure, which has been described as a high school for the 21st-century. “All plumbing and electrical has been roughed into slab. About 40 percent of the first floor slab is poured. Block walls are going up. Structural steel is being erected and outside utilities are being installed,” Belaire said. Various contractors are needed to complete electrical, plumbing, masonry, steel, utilities, asphalt paving, technology, roofing, mechanical and installation of furniture. As for the biggest challenges on the project, Belaire pointed out, “Completion during the time frame is very important. We have to complete the new school and move in so we can then renovate the existing buildings. We had soil issues to begin with, but all is going well now.” As part of the survey process, the testing company performed borings and analyzed soils. The unsuitable soils discovered would have required structural pilings to be installed at a very high cost. That prompted a search for a different location for the high school. The property where the new construction is taking place had been the site of a mini mall, practice football field and athletic building. “We purchased the mini mall property along Hwy 45, and demolished that, as well as the existing athletic building,” said Belaire. Heavy machinery being used on the project includes bulldozers, track hoes, bobcat, excavators, cranes, dump trucks and a concrete pump truck. ing, electrical, drainage, asphalt and roofing. The auditorium will be concrete footer, concrete slab tapered toward the stage, heavy steel structure and masonry walls with large HVAC equipment. The educational space consists of classrooms on both floors. The kitchen/cafeteria/auditorium will be on the first floor. There are regular classrooms, computer labs, chemistry, biology and science labs, a band rooms, choral rooms, administrative space and nurse’s aid rooms. The new school will also feature a large media room with adjoining computer lab and smart boards. Also at the new campus, there will be new drainage, which will include a large storm water
retention pond. The current Citronelle High School facility will become a comprehensive career technical program facility. The standalone cafeteria also will be renovated. In addition, there will be a new football practice field, a band practice field, a new girls' athletic facility and a new boys' athletic facility, along with a completely renovated gymnasium and dressing facility. There are several buildings getting makeovers, including the gymnasium, culinary, consumer science, agriculture and engineering classrooms. been a concern, but have not sidetracked the project, according to Belaire. “Weather is always a huge factor in construction, especially in Mobile. We get lots of rain. Weather affects all trades until the building is dried in.” Belaire also remarked that reaction to the construction so far has been extremely supportive, as work continues on the new building. “We have received lots of feedback from the community and parents. All has been positive.” Hoar Program Management is serving as construction manager. According to Hoar Program Management project manager Matt Denaburg, progress on the construction of the new building is well underway. “The contractor is making great strides, completing scheduled activities on time and making valiant efforts in preparation for work ahead. our client within the approved budget and schedule remains our top priority. “The new Citronelle High School project is the first of several stepping stones of progress for the Mobile County Public Schools System, as well as the City of Citronelle. Along with the new construction, approximately 73,500 square feet of the existing facility will be renovated to bring it up to current standards,” said Denaburg.
According to Denaburg, one of the greatest challenges was to identify a suitable location, which would utilize the existing high school’s facilities. “Prior to design completion, soil conditions for the initial building site were found to be unacceptable and required swift and precise planning to locate available land. Our team undertook an enormous effort to find acceptable land to purchase and keep
the new construction project on track for a spring 2016 completion. We considered this setback an opportunity to provide value to our client and share sound solutions to overcome this obstacle.” White-Spunner Construction Inc. of Mobile is serving as the general contractor. The Architects Group (TAG), also headquartered in the Port City, designed the new high school.
“TAG wanted to design a new high school that would have an identity all its own,” said Robert Krchak, principal and director of project management at TAG. “The design needed to meet all of the programming specifications of the Mobile County Public School System and the needs of the students, faculty and community. The architect wanted to design the high school to reflect a learning environment, but at the same time distinguish Citronelle High School from any other high school or educational facility. Krchak also cited the inappropriate soil conditions early in the creative process. “TAG was able to adapt the design to meet the specifications and enhance amenities of the adjacent property,” said Krchak. “Another challenge has been working within a bustling part of the center of town and making sure all flows without interruption.” While Citronelle High School is not pursing LEED certification, it will incorporate green features such as energy efficient systems, automatic lighting controls and low water usage fixtures. As part of the design, the new Citronelle High School features administrative areas, classrooms, a 300-seat cafeteria with kitchen and a 500-seat auditorium with stage. It is a traditional design with brick veneer and columns. The project also includes the renovation of the existing one-story, 58,480square foot building to provide upgrades and see CITRONELLE page 6

additional seating in the gymnasium, upgraded varsity locker rooms, and to provide for business education, health sciences, agriculture, ROTC, engineering and manufacturing classrooms. “The architectural style is generally what would be considered traditional,” Krchak said. “This is in keeping with the general design philosophy of the Mobile County School System and the city of Citronelle. Certainly within that general design frame work, the very special functional needs of a modern educational environment are provided.” Exterior construction is load bearing concrete masonry units with brick veneer, steel framed concrete second floor, steel framing and bar joist roof with metal deck , insulated sheathing and asphalt shingle roofing. Exterior glazing is impact-resistant insulating glass in aluminum storefront and curtainwall. Interior is generally load-bearing and non-load bearing concrete masonry units, acoustical ceilings in metal grid, VCT, quarry tile and carpet flooring, hollow metal door frames and wood doors. Citronelle High School serves the largest geographical attendance zone in the Mobile County Public Schools, from I-65 in Creola,
north to the Washington County line, west to the Mississippi line, south to Chunchula and Turnerville and over to Creola. Other communities served include Mount Vernon, Calcedeaver, Browntown, Gulfcrest, Georgetown, Axis, Bucks, Chastang and Calvert. The new high school is being built on a 13-acre site, which is bordered by Lebaron Avenue, Highway 45 and Centre Street. The project is one of several included in the Mobile County Public School System's plan to complete $100 million in school construction over the next two years. Denaburg said in addition to the new building, the makeover of the existing space will benefit countless students for years to come. “The renovation of the existing high school facilities will further the opportunities for the students of Citronelle High and the Mobile County Public School System.
