Normally, it would only take two days,” Cilley said. In addition to setting up the crane and training American Steel operators on it, the employees at Shawmut went out of their way to help when Mother Nature took a shot at the new crane, according to Cilley. “Within the first few weeks the crane was struck by lightning, which damaged some of the electronics. Shawmut was really good. I called them that morning and they brought me some parts that day. They realized they needed more parts and delivered those the next day. The service was amazing. I am very happy so far with Shawmut. They have been very attentive to what my needs are,” Cilley said. Future Outlook And as the job continues, the needs of the men on the site will increase along with their numbers. Currently, there are 15 American Steel men on the job, two of [which] are crane operators, but as the work progresses that number will increase to about 30. The end date of the project is 2010, but Cilley doesn’t know exactly when American Steel will be finished, saying that at the moment “they are just trying to beat the weather before winter sets in.” Cilley, who began working in construction when he was 19 years old, founded the company in 1982 as American Steel Erectors Inc. The name change to American Steel & Precast Erectors came about when the company branched out to include erection of architectural precast panels. Since it was founded, American Steel has become one of the largest open shop steel erectors in New England. There are 40 employees. Over the years, American Steel has worked on a large number of hospitals and parking garages. The prison in Berlin is one of the largest jobs American Steel has ever taken on. operators nationwide to pass a certification test in the first update of crane regulations in nearly four decades, officials said. The U.S. Department of Labor was to release draft regulations for the first time since 1971, after several deadly crane accidents this year, including two that killed nine people in New York City. Acrane collapse in Houston killed four people in July. The draft rules will require crane operators to pass written and practical tests in all 50 states and to undergo more training. Just 15 states and six cities — including New York state and New York City — require the tests. Texas, which led the nation in deadly crane accidents for the past three years, does not. The rules will cover a vast majority of the 96,000 cranes across the country, officials said. Another new proposal would require crane operators to use equipment or a spotter to check for power lines and assess the terrain where they will be working before operating a crane. Industry officials had called for uniform standards for operating cranes for months and had pushed the government to move quicker to update the standards. A final approval process will likely take more than a year.
Concerned citizens of New York have taken the recent wave of crane-related accidents in the country, and more specifically in their town, very seriously. New York City has seen two major accidents in recent months, which took the lives of nine people. They have created CraneWatch.com, an impartial, non-governmental Web site for monitoring cranes and construction sites in New York City. Visitors to the site can click on an interactive map to see detailed information about cranes in their neighborhoods, including names and contact information for the site owner and construction manager, photos and records of safety violations. To date, the site lists 26 cranes currently working in Manhattan. Of these, seven are under a full or partial Stop Work Order. Visitors are able to exchange comments and upload photos onto the site. Future expansion on the site will give visitors the ability to add new cranes to the listings and ultimately be able to see and report latebreaking news from their mobile devices. CraneWatch also links to New York City’s Department of Building’s Building Information System where visitors can find information on crane safety regulations, permits, violations and complaints. Potain Unveils Largest Topless Tower Crane in Its MDT Range Manitowoc’s latest topless tower crane from Potain — the MDT 268 — is the largest crane in the redesigned MDT range. The crane has an improved reach and numerous features to simplify and speed up the erection and dismantle process. The crane is available in a J10 version with an 11-ton (9.9 t) capacity and a J12 version with a 13.2-ton (12 t) capacity. As a topless crane with no cathead, the MDT 268 offers contractors greater space utilization on sites where multiple cranes are working or where height restrictions are an issue. The jib also can be erected section-by-section on job sites where space is limited. David Havard, global product manager for Potain, said the MDT 268 offers flexibility on a wide range of job sites. “The MDT 268 offers customers enhanced performance and should set new standards in ease and speed of erection,” he said. “It is well suited to city center construction. And because there are two versions with a variety of configurations, the crane can be tailored to a range of projects.” Both versions of the MDT 268 have a 213-ft. (65 m) jib with the J10 version able to pick 2.9 tons (2.6 t) at the jib end and the J12 version able to pick 2.8 tons (2.5 t). Several additional shorter jib options are available — for greater lifting capacity — down to an 82ft. (25 m) jib where the J10 picks 10.5 tons (9.5 t) at jib end and the J12 picks 10.3 tons (9.3 t). The crane uses 6 ft. 6 in. by 6 ft. 6 in. (2 by 2 m) mast sections and offers a maximum free-standing height of 229 ft. (70 m) when mounted on fixing angles or maximum height of 246 ft. (75 m) when mounted on a chassis. Both versions of the crane offer hoist options. The J10 version comes with either the 50 LVF 25 Optima winch or the 75 LVF 25 Optima. The former can offer hoist speeds of up to 315 ft. (96 m) per min. with a 1.4ton (1.2 t) load, while the latter can reach speeds of up to 361 ft. (110 m) per min. with the same load. For the J12 version there are three hoist options: the 50 LVF 30 Optima, the 75 LVF 30 Optima and the 100 LVF 30 Optima. The 50 LVF 30 Optima can offer hoist speeds of up to 296 ft. (90 m) per min. with a 1.7ton (1.5 t) load. The 75 LVF 30 Optima can offer hoist speeds of up to 381 ft. (116 m) per min. with 1.7 tons on the hook. And the 100 LVF 30 Optima can offer hoist speeds of up to 531 ft. (162 m) per min. with a 1.7-ton load. LVF Optima hoists offer productivity gains by optimizing the hoist speed in relation to the load on the hook. The hoists also offer costs savings because smaller generator sets can be used compared to cranes equipped with conventional hoist winches, according to the manufacturer.

Manitowoc 31000 Includes Moving Counterweight Tray Manitowoc’s new 2,535-ton (2,300 t) Model 31000 includes the Variable Position Counterweight (VPC). This lift enhancer automatically extends when more counterweight is needed during the lift. It is mechanically locked to prevent the counterweight from inadvertently moving during operation. The system’s mechanical actuator is controlled by the crane’s EPIC control system and is deployed based on boom angle and applied load. Because the VPC never touches the ground under normal working conditions, the amount of ground preparation work needed with a typical lift-enhancing attachment is greatly reduced. The VPC also allows for pick-and-carry of all rated loads, making it easier to maneuver around the job site, according to the manufacturer. The VPC extends from the rear of the crane and ranges from just over 27 ft. 6 in. (8.38 m) when fully retracted to 95 ft. (28.95 m) when fully extended. Larry Weyers, executive vice president of the Americas region, said that Manitowoc is creating the mega-sized 31000 to meet the challenging demands of global construction, where major projects require ultra high-capacity cranes. “For some time, we’ve been receiving feedback from our heavy lift customers that the vessels and other components used in refineries, petrochemical plants and fabrication yards are growing in size,” he said. “With the introduction of the Model 31000, Manitowoc has once again applied its superior engineering capabilities and knowledge of the market to design an innovative and unique lifting solution.” The Model 31000 is mounted on four separate tracks, rather than the traditional two. ment team, said this provides several benefits. “This track configuration provides the lowest possible ground bearing pressure with reduced matting requirements and site preparation time,” he said. The four tracks are trunnion-mounted, O’Neil added. “This not only provides an efficient means of crawler assembly,” he said, “ but also allows the crawler tracks to oscillate during travel to provide uniform load distribution.” The swing assembly is configured on a roller path system, rather than the typical turntable bearing. The outside diameter of the roller path measures just over 40 ft. (12 m). This design helps maximize load distribution and decrease ground bearing pressure. Wear plates on the top of the roller path help protect the surface. The single-boom Model 31000 features FACT connection technology and comes in a variety of configurations. The main boom ranges from 180 to 344 ft. (55 to 105 m). Fixed jibs range from 78 to 137 ft. (24 to 42 m), with a maximum combination of 311 ft. (95 m) of main boom and a 78-ft. (24 m) jib. Luffing jib configurations range from 118 ft. (36 m) to 334 ft. (102 m). Maximum combination is a 295-ft. (90 m) main boom and a 334-ft. (102 m) luffing jib. The Model 31000 is powered by dual 600-hp (447 kW) Cummins engines. This power plant configuration provides ample power for multifunction operation. In addition, said O’Neil, the redundant design allows for single engine operation. The Model 31000 is designed to be transported in 85 truck loads. Other than the main boom, all components are designed to be less than 11.5 ft. (3.5 m) for easy permitting and transport. Once on site, the Model 31000 can be erected with a Model 2250 as an assist crane, an 80-ft. (24 m) aerial work platform and a telehandler. While there are many factors that affect the time it takes to assemble any crane, engineers are estimating that with 196 ft. (60 m) of main boom and 196 ft. of luffing jib and excellent site conditions, the Model 31000 can be assembled in 12 days with minimal crew and equipment.

great flexibility. In free swing mode, the operator can simply return the control lever to neutral or gradually reverse the direction of the swing control lever to bring the upper to a smooth stop. In automatic brake mode, the upper will automatically stop when the controller returns to the neutral position. Swing speed is 1.8 rpm. A 530-hp (390 kW) Mercedes-Benz engine and ZF AS-Tronic automated, 16-speed manual transmission deliver a top speed of 52.8 mph (85 kmh). With five axles, the ATC-3250 features a 10x8x8 drive/steer configuration. This combination of power and traction allows the 3250 to tackle 61 percent grades. Also, a third axle lift system is incorporated that provides more inter-bridge spacing to comply with certain transportation requirements found throughout North America. The primary steering, controlled by simply turning the steering wheel, varies with the speed of the crane. Below 15.5 mph (25 kmh), axles 1, 2, 4, and 5 steer in combination. As the speed of the crane increases, axle 4 and then axle 5 sequentially return to center until axle 1 and 2 become the only two axles steered. There also are five additional steering modes including independent front, combination, crab, independent rear, and a temporary crab steering mode. The temporary crab mode allows the crane to drive away from an obstruction like a curb or a wall. The carrier has other mobility conveniences including cruise control, engine compression brake, and a driveline intarder. The intarder, produced by ZF, is a hydrodynamic driveline brake that is integral to the transmission. The suspension is a hydro-pneumatic system with automatic ride height leveling and level adjustment capabilities. The leveling adjustment allows the operator to tilt the 3250 laterally and longitudinally from the carrier cab. The operator can level the crane before deploying the outriggers so they can fully extend prior to raising the crane on its jacks. Link-Belt’s 250-ton (220 t) ATC-3250 is equipped with a 43.3- to 223.1-ft. (13.2 to 68 m), full power, seven-section, latching boom. The sections extend independently by means of one double-acting, single stage hydraulic cylinder. Four pinned positions of 0, 46, 92 and 100 percent on each section provide thirty-eight extend combinations for enhanced capacities when varying the extensions of the telescoping sections. A 17.7- to 43.3-ft. (5.4 to 13.2 m) two-piece, lattice fly and four lattice fly inserts are available as options for additional reach. Each of the inserts is 19.7 ft. (6.0 m) and extends the fly length to 63 ft. (19.2 m), 82.7 ft. (25.2 m), 102.4 ft. (31.2 m) and 122.1 ft. (37.2 m). All of these attachment combinations have offset positions of 0, 20, and 40 degrees. The 43.3-ft. (13.2 m) attachment with all four lattice inserts used in combination with the main boom reaches a maximum tip height of 358 ft. (109.1 m). The ATC-3250 features the LoadCom load radius compensating system. Given the inevitable boom deflection under load, operators have to precisely adjust the boom elevation and winch to keep a load from drifting out. On the 3250, the LoadCom feature eliminates the guesswork. As a load lifts, the LoadCom system automatically compensates for this boom deflection by activating the boom hoist. The galvaneal cab with acoustical insulation has a tilting capsule for high boom angle lifting. This capsule, consisting of the seat, joysticks, pedals, and main console, tilts independently of the cab. This system makes the operator more comfortable and eliminates the need to secure personal items as in a regular tilting cab. The cab has a sliding composite door, large tinted glass windows, and a hydraulically adjustable, cushioned seat with headrest. The controls and instrumentation are ergonomically designed and conveniently positioned. Outrigger controls also are located in the operator’s cab. Two electric-over-hydraulic, dual-axis levers with fine metering capability control the winches, boom hoist, and swing. Heating and air conditioning, a cabin pre-heater with a pre-settable timer, AM/FM stereo with CD player, power front window, floodlights, and an integrated cab walk are standard. Axial piston, constant displacement motors with final layer and third wrap indicators drive the main (front) and auxiliary (rear) winches. The main and auxiliary grooved hoist drums contain 1,148 ft. (350 m) of 0.83-in. (2.1 cm) wire rope. Maximum line pull for each winch is 24,504 lbs. (11,115 kg) and the maximum line speed is 508 fpm (154.7 mpm). Flint Energy was the first company to use the ISL mobile gantry crane as part of its operations for the oil industry back in October 2004; now, four years on and six cranes later, the ISL 50B is its preferred gantry crane. Michael Ferreira, divisional equipment coordinator of Flint Energy, said, “The safety and cost efficiency aspects of Shuttlelift’s gantry cranes, in comparison to the traditional rough-terrain boom cranes, were evident from the start. The gantry cranes require fewer people to operate them thereby reducing the number of personnel on the ground. McHugh to Lift Chicago Building to New Record
Two Liebherr 420 EC-H 16 tower cranes rise up to bring The Trump International Hotel and Tower into the sky.
The Trump International Hotel and Tower is currently under construction in Chicago. Upon completion in 2009, it will be the second tallest building in Chicago behind the Sears Tower. Trump Tower equipment subcontractor James McHugh Construction Company leased two Liebherr 420 EC-H 16 tower cranes from Morrow Equipment Co. LLC. of Salem, Ore. Both cranes are installed in bottom climbing configurations. The first crane had an initial hook height of 219 ft. (66.75 m), an estimated final height of 1,236 ft. (376 m) and a hook reach of 131 ft. (39.9 m). The second crane’s initial hook height was 257 ft. (78.3 m) and will top out at 1,290 ft. (393 m). Crane two has a jib reach of 164 ft. (49.9 m). The cranes’ primary function is to provide concrete pours with ease and accuracy. The Trump International Hotel and Tower will be 1,362 ft (415 m) tall and contain 96 floors. The building will consist of 2.6 million gross sq. ft floor space, rise to 90 stories, and house 472 super-luxury residential condominiums. The tower also will feature a five-star luxury hotel condominium with 286 guest rooms. The building will temporarily hold the record for the world’s highest residence, which has been held since 1969 by Chicago’s John Hancock Center. The Chicago Spire, however, is set to break the record of tallest all-residential building upon completion in 2011. The Tower was designed by Skidmore, Owings and Merrill in December 2001. A subsequent revision in July 2002 resulted in the current established design. The concrete subcontractor is implementing a comprehensive formwork for the construction of the building. The building will be the tallest formwork structure in the world. Concrete moulding is being used, because using a traditional ironwork structure would require a building footprint that would be too big for the property size, proportional to the height of the designed building. A liquid concrete pump allows each additional floor to be poured by pumping concrete up several hundred feet to the elevating construction site. 20

To put the enormous precast components in place, American Steel & Precast Erectors is using a Manitowoc 2250 300-ton (272 t) capacity crawler crane.
New Construction Brings Hope to N.H. Community Conn. Ray Cilley, founder of American Steel, has been very pleased with both the crane and the service that comes with it. For starters, with the Manitowoc 2250 he is able to cover a 120-ft. (36.5 m) radius. The truck crane Cilley already owned could cover only an 80-ft. (24.3 m) radius. But now, Cilley said, “because our major market is in building parking garages, the new crane gives us more efficiency and gives us more of an edge in our prime market.” American Steel purchased the Manitowoc 2250 with 260 ft. (79.2 m) of main boom and series 3 counterweights. Additionally, Manitowoc offers a lot of options with luffer and MAX-ER attachments. The MAXER 2000 provides “additional capacity. There are attachments that go with this machine that make it more versatile if we need to go bigger,” Cilley said. “And the luffer jib attachment allows the crane to get up and over the project.”

Breathing new life into a struggling community usually takes a major change in the community’s landscape. Berlin, N.H., a town that for years relied on the logging and paper industries, took a huge hit in its economy with the closing of the paper mill in 2001 and other factory closings in areas nearby. Since that time, city officials have been seeking a way to rebuild and have found it in the construction of a $260 million, 1,280-bed, medium security federal prison, a project that has added temporary jobs during its construction and will add roughly 300 permanent jobs to the area when the project is complete. The Berlin prison is the second largest public works construction project in the history of New Hampshire. The project is a joint venture by Bell-Heery.
Settling Into the Site
A Weighty Matter American Steel and Precast Erectors, Greenfield, N.H., was selected by Strescon Limited, Saint John, New Brunswick, Canada, to install 5,000 pieces of the structure, including precast wall panels, columns, beams and planking. The largest pieces are wall panels that weigh 70,000 lbs. (31,751 kg) and are 46 ft. (14 m) tall. The smallest piece weighs 2,000 lbs. (907.2 kg). To put these enormous components in place, American Steel is using a Manitowoc 2250 300-ton (272 t) capacity crawler crane purchased from Shawmut Equipment Company Inc., headquartered in Manchester,
Cilley finds that the 2250 is very user-friendly, and Manitowoc made sure it would be with the training it offers. “American Steel sent Doug Whitney, a crane operator, who has worked for me for 25 years, along with another technician to Manitowoc, Wisconsin, for a week to attend Manitowoc’s “Intro to EPIC” course which introduced them to the electrical, hydraulic and operating systems of the Manitowoc 2250,” he said.
