FDR Drive Job Stays on Track, Budget

way, a fendering system was constructed.” The fendering system consists of a series of floating dolphins spaced 300 ft. (91.4 m) apart and anchored into a caisson drilled into the river’s bottom. Crecco added that each and every one of the 64 anchors needed to be load-tested to a capacity of 300 tons (270 t). Attached to the floating dolphins “is a birthing beam that consists of a 10-foot diameter steel pipe that acts as a bumper” in case of wayward marine traffic, he noted. “This bypass or outboard detour roadway was active by May 2004. Its completion allowed us to proceed with the rest of the project,” Crecco said. Another project challenge was the reconstruction of an upper roadway from 56th Street to 62nd Street while diverted southbound traffic continued underneath. The solution, Crecco said, was to construct a 1,600-ft. (488 m) long protective steel shield and support section to protect the motorists and support the upper roadway demolition. This shield had to be erected from underneath the lower roadway, he said, using a Taylor TE40-30 40,000-lb. (18,144 kg) rigging forklift fitted with a 6-ft. (1.8 m) diameter turntable mounted to the forklift. This allowed erection of the steel for the shield from underneath with beams delivered on special trailers that allowed the forklift to hoist the beams from the bottom up. This was necessary, he added, because the height beneath the roadway is 16 ft. (4.8 m), leaving no access to remove the beams and maneuver them underneath the roadway in a traditional manner. The solution to another project challenge — cutting the roadway with limited access caused by the roof of the FDR Drive above the river on one side and access only from the south end on another side — will be a wire saw, he explained. “The roadway will be wire saw cut by the project’s sawing subcontractor, CTI of Glouster City, NJ, so pieces could be easily removed in sections and then allow for reconstruction to take place in sections. As one section is removed, it will be replaced with structural steel and standard New York State Department of Transportation [NYSDOT] bridge deck. Standard NYSDOT bridge deck consists of 10foot thick concrete deck with galvanized steel forms,” Crecco said. To minimize noise and dust, hydraulic concrete shears, which are quieter and produce less dust, will be used instead of traditional impact breaking equipment, he noted. The project, which is on budget and on schedule, is expected to be completed by May 2007.

There is always one thing that makes a project unique. Sometimes it is the innovative solutions to project challenges and sometimes it is the equipment used and how it was or will be used. In the case of the $140-million FDR Drive Rehabilitation Project, it is both. Included in the project is the reconstruction and rehabilitation of a 1.25-mi. (2 km) section of the FDR Drive from 53rd Street to 63rd Street along Manhattan’s East Side. It also includes replacement along this stretch of the highway, which averages 70,000 vehicles daily, of the bridge and viaduct superstructure; rehabilitation of both the rooftop structure and rooftop park; rehabilitation of the retaining and barrier wall; seismic retrofitting; and installation of new lighting, signage and drainage. Perhaps the most difficult challenge facing the project’s team, according to John Crecco, project superintendent, of Whitestone, NY-based Slattery Skanska, which is the project’s joint venture general contractor with Weeks Marine, of Cranford, NJ, is trying to construct the project on this heavily trafficked highway with minimal disruption to the traveling public and local community. The solution, which launched the project’s start in September 2002, was “to build a bypass or outboard detour roadway 50 feet out over the East River,” Crecco explained. According to Crecco, the bypass is 2,000 ft. (610 m) long. It extends from 53rd Street to 60th Street and features 64-in. (162.6 cm) diameter caissons drilled into the riverbed. “This was done by Weeks Marine using floating and jack-up barges that served as drilling platforms using Bauer BG-25 and BG-22 drilling rigs leased from Bauer International in Germany,” he said. “Once the caissons were installed, W-36 structural steel beams and W-24 steel stringers were attached to the top of the caissons,” Crecco added. The structural beams and steel stringers were erected using a floating barge with a Manitowoc 4100 crawler crane, he noted. Following the steel erection, Crecco said, a precast concrete deck was installed from barges on the East River. After the precast concrete deck was installed, a noise shield was erected 14 ft. (4.3 m) clear of the roadway, from the top of the concrete deck using a 35-ton (31.5 t) cherry picker, he added. Paving followed erection of the noise shield, he said. Fleet of Manitowoc Cranes Help Lift the Haze in Alabama’s Skies By Jeff Cronin CEG ASSOCIATE EDITOR The lifting power of several generations of equipment from Manitowoc Crane Group is being put to the test during a multi-billion dollar project to clean Alabama s air. Alabama Power, the utility company that provides service to more than 1.3 million customers in the southern two-thirds of the state, has been installing selective catalytic reduction SCR technology at the James H. Miller power station in West Jefferson, located approximately 20 mi. northwest of Birmingham. The SCRs, which are approximately 13 stories tall and have footprints the size of half a football field, will help to reduce nitrogen oxide emissions, a major component of ground ozone, Alabama Power Spokesman Mike Sznajderman said. Manitowoc has provided an entire line of cranes to assist the project at Miller station, including a 4100W Ringer model that was used during the original plant s construction in the mid-1970s. In addition, there are two 21000s and a 4600 Ringer from Manitowoc; several RT rough terrain mobile cranes from Grove and two HDT 80 self-erecting tower cranes. The cranes are being used both on-site and also approximately 2 mi. upriver from the plant, where ductwork is being assembled because of space restrictions at the power plant. The ducts, which weigh as much as 90 tons 82t are loaded onto barges using a 4600 Ringer, which tugboats haul to the plant. worksite. The 4100W was fitted with a jib prior to the start of this project. We originally intended to use the jib with an auxiliary line to flip the ductwork onto the transport dolly, but in the end we found a way where this wasnt necessary, said B. Wade Pierce, Alabama Power s fleet services manager of field operations. At the site, the Model 21000s lift large steelwork onto the roof, while the HDT 80s break the big lots into smaller parcels and move the components around. The HDT 80s are a much faster option, said Tom M. Browne, fleet services manager at Alabama Power. They have proven to be a real saving in that we havent had to tie up the Model 21000s on smaller lots. We have undoubtedly gained efficiency due to their speed and agility. Manitowoc officials said the usage of the HDT 80s confirms the growing acceptance of self-erecting tower cranes in North America. Installed on special foundations on the roof of the power house, the cranes have a footprint of 15-by-15 ft. 4.5-by-4.5 m . However, they can lift a maximum of 6.6 tons 6 t or 1.5 tons 1.4 t at the maximum jib length of 148 ft. 45 m . While self-erecting tower cranes are an uncommon site on large industrial sites, Browne said it was an easy decision to make. They offered us some compelling reasons to go with them, he said. The four Grove RT rough terrain cranes will remain at the site after the project s completion for general lifting duties. The actual installation of the massive SCRs was a job tackled by the 21000s. At first, officials had planned to place heavy-lifting cranes on the roof, but the building s structural integrity was insufficient. The 21000 s standard capacity of 831 tons 754 t was increased to 1,000 tons 907 t with the MAX-ER attachment. We needed reliable units, as we were working to tight deadlines completing the main installation work in a two-week outage window when the plant was shut down for annual maintenance, Browne said. The $330-million project at Miller station, which will have four SCRs at its completion sometime this spring, is just a part of a $2.5billion project that began in 1999 to improve environmental technology at Alabama Power s six coal-fired plants. More than $550 million has already been spent.Many of the improvements were sparked by the clean air act to decrease ozone levels and particulates in the air, while others are being completed in expectation of upcoming regulations. The costs will be made up through annual 1 percent rate hikes, but Sznajderman said Alabama Power expects to keep its rates at 15 percent below the national average indefinitely. They expect emissions of nitrogen oxides and sulphur dioxide will drop by 60 percent of the 2002 levels after the entire project s completion. Following the completion of the Miller station project, most of the cranes will likely move on to other Southern Company power stations for similar environmental upgrading. Link-Belt’s 50-Ton Crawler Crane Upgraded to HYLAB 5 Series The Link-Belt Construction Equipment Co. has enhanced the LS108H II to the 108 HYLAB 5 (HYdraulic LAttice Boom) 50 ton (45 t) crawler crane that incorporates all of the HYLAB 5 Series features. “The smallest crane in the HYLAB Series, the 108 HYLAB 5 has big crane, proven features, but is still affordable and ideally sized for bridge builders, general contractors, excavation/waterway specialists, pipe liners, demolition contractors and pile-driving specialists,” said Pat Collins, lattice crane senior product manager. The 108 H5 dominates the “smaller end of the market” not only with high mobilization features and reliable, smooth hydraulic controls, but also it brings to this market niche unprecedented attachment flexibility for duty cycle work, according to the manufacturer. To further expand the offering of the small crawler crane, the 108 H5 has an optional “Xtra Lift” package, which significantly increases lift crane capacities. All 108 H5 cranes will come ‘XL’ ready with brackets for hanging side frame counterweights on each crawler that weigh 4,299 lbs. (1,950 kg) each. In the XL package, there also is a backpack type upper counterweight at 4,630 lbs. (2,100 kg) that hangs off the existing “B” counterweight and is secured with throughbolts.

Lift Crane or Duty Cycle Applications Designed for maximum versatility in a small crane, the 108 H5 is suited for contractors needing a cost-efficient, highly mobile, generalpurpose lift crane that also can perform a variety of duty cycle applications. Available with a third drum, which can be front or rear mounted, the 108 H5 is designed for dragline and clamshell work — rated at 16,800 lbs. (7,620 kg), with 70 ft. (21.37 m) of boom. The optional free spooling third drum is interchangeable with Link-Belt’s larger lattice boom crawler cranes, the 138 H5 and LS-208H II. An optional rear mount fourth drum with free fall also is available, in lieu of or in addition to, the third drum. This fourth drum utilizes .75 wire rope with available line pull of 24,000 lbs. (10,886 kg). For even greater versatility and on the job flexibility, the standard quick reeve universal top section provides convenient connecting points for pile driving lead adapters in addition to allowing for quick change out of various other boom attachments and connections. With a 50-ton (45 t) capacity at 11-ft. (3.35 m) radius, the 108 HYLAB 5 is equipped with a maximum 140 ft. (42.67 m) of conventional angle-type boom. When the 108 H5 is used in combination with 110 ft. (33.53 m) of main boom and 50 ft. (15.24 m) jib, it achieves a maximum tip height of 163 ft. (49.68 m).
Modular Design Provides Fast Mobilization The 108 H5 redefines fast and simple crane self-assembly and disassembly and can be mobilized in only two loads. With the optional boom folding equipment, the 108 H5 with 50 ft. (15.24 m) of boom can be transported on one 92,000 lb. (41,730 kg) load or with 70 ft. (21.34 m) of boom on one 94,600 lb (42,910 kg) load. The basic machine with base section and full basic counterweight plus optional third drum has a transportation weight of less than 90,000 lbs. (40,824 kg). Link-Belt’s counterweight removal system utilizing pinned backstops and hydraulic cylinders, can remove the 24,000 lbs. (10,886 kg) total counterweight combination in two pieces in less than 10 minutes. A “bridle locator” feature allows the boom hoist bridle to lower into a receiver on the boom base section, where it is pinned into position for either transport or fast assembly of boom extensions. Both side frames hydraulically retract for transportation in less than five minutes. On the job, with the side frames retracted in confined areas, the 108 H5 offers additional lift charts for 360-degree operation. For even greater lift versatility, blocked-over-end capacities are available to give this 50-ton (45 t) crane big crane performance.
