CICB Discusses OSHA Final Standard OSHA issued a final standard on requirements for cranes and derricks in construction work in August requiring crane operators in construction to meet one of four qualification/certification options by Nov. 10.
“Don’t let the politics get in the way of safety”, said Camille Singletary of CICB. “Crane operator certification gives operators a credential and offers employers important information about a crane operator’s knowledge, skill and ability.” Since 1969, years before the publishing of the current OSHA regulation, CICB has been a leader in providing a valuable service to the industry — training and testing the knowledge, skill and ability of crane operators. Since the inception of the NCCCO in 1996, CICB has been providing NCCCO crane operator preparatory training along with the NCCCO exams to operators from all 50 states, ensuring that employees working with cranes are skilled and knowledgeable. With the demand for quality crane operator certification, CICB has expanded its programs to include monthly preparatory training programs for crane operators along with NCCCO crane operator testing. Rigger, signal person, and crane inspector programs also are available. Since 1969, CICB, headquartered in Orlando Fla., with a second training facility in Houston, Texas, offers scheduled training programs at its facilities and at various locations across the United States or customized onsite training at company’s facilities. CICB instructors have been awarded the prestigious Top Trainer Award in 2013, 2012, 2011 and 2009. For more information about the crane operator certification, visit https://www.osha.gov/cranes-derricks/extcertdate_FAQ.html. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
OSHA issued a final standard on requirements for cranes and derricks in construction work on Aug. 9 requiring crane operators in construction to meet one of four qualification/certification options by Nov. 10. After OSHA issued the standard, a number of parties raised concerns about the requirements, and OSHA held several stakeholder meetings. Although OSHA has proposed to extend the deadline for three more years, it has not affirmed that the date will definitely be extended, said Crane Inspection & Certification Bureau (CICB). Effective November 2010, OSHA required that the employer must ensure that operators of cranes covered by the standard are competent to safely operate the equipment, and when an employee assigned to operate machinery does not have the required knowledge or ability to operate the equipment safely, the employer must train that employee prior to operating the equipment and ensure that each operator is evaluated to confirm that he/she understands the information provided in the training. “Along with the requirements that went into effect in 2010, crane operators also need to be certified by a nationally accredited certifying agency by November 10, 2014” said Billy Cook, sales and marketing manager of CICB. “The NCCCO Crane Operator Certification by the National Commission for the Certification of Crane Operators is recognized as the best in the industry, which is proven to be the gold standard for its criteria for written and practical examinations.” Given that there are hundreds of unique construction applications, OSHA has been swamped with requests for clarification of the rules and the answers are leaving people asking more questions. 13

Zachry-Odebrecht Form Partnership for $1B Grand Parkway in Houston Construction is under way for the Texas Department of Transportation’s 184-mi. (296.1 km) Grand Parkway; a third beltway loop for the greater Houston, Texas, area in Harris and Montgomery Counties. In the fall of 2012, a joint partnership was formed between Zachry Construction Corporation of San Antonio, Texas, and Odebrecht Organization of Salvador, Bahia, Brazil. The new company, ZachryOdebrecht Parkway Builders (Zachry-Odebrecht) was awarded a $1.043 billion contract to complete a 38-mi. (61.1 km) section of the Grand Parkway in an aggressive 30-month build schedule. To keep up with demand of the project, Zachry-Odebrecht purchased 20 Link-Belt cranes that include six RTC-8065 Series II 65-ton (60 t) rough-terrain cranes, eight RTC-8080 Series II 80-ton (80 t) rough-terrain cranes and six TCC-750 75-ton (70 t) telescopic crawler cranes. Whether at storage yards for assembly, loading and unloading substructure bridge forms or operating at the various interchanges and overpasses, the cranes are kept busy, at times 24/7, for substructure construction. These machines mobility and maneuverability, along with their ease of transport were another reason for selection; all told, more than 120 bridges will be built in the 38-mi. (61 km) section. “The bridges can be up to 4,000 feet in length because of a wide river
or low water crossing and also for planning of future multi-road placements,” said Travis Mross, construction manager of Zachry-Odebrecht. “When conditions for access are not favorable, mobility for the TCC750 is excellent. So far the production crews and general superintendents have been very happy with those machines. They fit our needs very well in the conditions they work in,” said Teddie Forman, project equipment manager of Zachry-Odebrecht. Many of the picks performed by the Link-Belt machines are placing 15,000 lb. (6,803.8 kg) flare cap forms from 35 ft. (10.6 m) radius up to 50 ft. (15.24 m). Falsework forms measuring 40 ft. (12.1 m) long for a pier or bridge cap weigh 26,800 lbs. (12,156.3 kg) and are moved and placed on concrete columns with an RTC-8080 Series II using four-part line. During the peak of operation, 1,500 employees work for ZachryOdebrecht Parkway Builders on the construction project to maintain their aggressive schedule. One of Link-Belt’s Texas dealers, HOLT Crane & Equipment, and its personnel will continue to support the contractor throughout the job. For more information, visit www.linkbelt.com. The ALL Family of Companies has expanded its fleet of rough-terrain, all-terrain and hydraulic truck cranes with the addition of seven new Grove machines.
ALL Family of Companies Expands Fleet With Significant Grove Package The ALL Family of Companies has expanded its fleet of rough-terrain, all-terrain and hydraulic truck cranes with the addition of seven new Grove machines. With varying sizes and capacities, these cranes offer customers a wider selection of new equipment, increasing ALL’s ability to supply technologically advanced cranes and lifting equipment from major manufacturers. The Grove acquisitions will strengthen the ALL Family of Companies’ fleet from Louisiana to Canada and across the Midwest. The complete package of cranes — all purchased within one month — includes one 550-ton (499 t) GMK7550, Grove’s largest mobile allterrain hydraulic crane; one 350-ton (318 t) GMK6300L all-terrain crane, a heavy-lifting truck crane; two 110-ton (100 t) TMS9000E truckmounted cranes, each featuring a five-section full power boom; two 90ton (82 t) RT890E rough-terrain cranes, each with a five-section, fullpower boom and removable counterweight; and one 50 to 60-ton (45 to 54 t) TMS700E hydraulic truck-mounted crane, with a four-section,
full-power MEGAFORM boom. This new equipment will add flexibility and greater availability for work in several high-demand geographic areas. The two 90-ton RT890Es are slated for immediate wind farm work in Illinois. The TMS700E is headed for ALL Crane Rental of Pennsylvania, ready to handle complex lifts in industrial plants. The TMS9000E is going to ALL Crane Rental of Louisiana, adding capacity to the branch’s expanding taxi crane fleet. “We continually monitor the age, size and capacity range of our standing fleet at all of our yards and then balance this against local and regional demand,” said Michael Liptak, ALL Erection & Crane Rental president. “Expanding our fleet with these seven new Groves makes an impact at a time when demand is very high.” For more information, call 800/232-4100 or visit www.allcrane.com. Elliott Equipment Company Boom Trucks Used to Rebuild Substation Elliott Equipment dealer Scott Powerline & Utility Equipment recently provided two Elliott boom trucks to a regional utility company for the rebuilding of a 500KV substation that was completely destroyed by a F4 tornado that hit near Little Rock, Ark. Within a few days of the storm, the utility contacted Scott Powerline to start discussing equipment rentals for the repair project. After reviewing the job requirements and customer preferences, Scott Powerline recommended a 30-ton (27.2 t) Elliott 30105 and a 36-ton (32.7 t) Elliott 36127 with 105 and 127 ft. (32 and 38.7 m) main booms and 26 to 45 ft. (7.9 to 13.7 m) two-stage jibs with work platforms and wireless remote controls. They arranged for a short-term rental-purchase program to help the utility company get up and running quickly. Scott Powerline said that, “75 percent of operators in this industry are using the cranes for aerial access applications only, which is why Scott Powerline maintains a big selection of Elliott boom trucks with work
The large size of the 500KV substation meant that the utility needed to set up the cranes in the middle of the job site and work a very large area without redeploying.

Barnhart Agrees to Buy Crane Rental & Rigging
tower services, Project Cargo Logistics capabilities and a department of more than 40 engineers. “Crane Rental & Rigging has a history of doing excellent work,” said Alan Barnhart, CEO of Barnhart. “This acquisition will allow customers to receive a broader range of services that should help lower overall project costs. We think customers throughout the Midwest will be very pleased with the expansion of services they will experience through this acquisition.” Barnhart is one of America’s leading lifting and logistics contractors. With a current network of more than 30 facilities, Barnhart provides world-class service through a local presence. Operated crane rental, rigging services, outage planning, specialized solutions for component replacement, industrial storage and national project cargo logistics all combine to ensure our customers the lowest total cost of a project. Barnhart also boasts one of the largest engineering teams in the industry including a full R&D department driving innovation across all services. Barnhart is a U.S. company headquartered in Memphis, Tenn. For more information, call 251/706-0884 or visit www.barnhartcrane.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
Barnhart has reached a definitive agreement to purchase Crane Rental & Rigging of Omaha, Neb. Crane Rental & Rigging, which has 60 employees and a fleet of more than 40 cranes, will now operate as Barnhart, and will fully transition as part of the Memphis-based company’s national network of branches. In addition to Omaha, Crane Rental & Rigging has two other Nebraska locations in Lincoln and South Sioux City. The company also currently has offices in Iowa in Des Moines, Cedar Rapids, Davenport and Ames, and in Sioux Falls, S.D. Customers in the Midwest will continue to receive the same high quality services they have come to expect. However as part of the Barnhart “One Team” network they will have access to the nation’s most innovative rigging systems, wind turbine up-

platforms, remote controls and powered main booms ranging from 105 to 142 feet. The Elliott Equipment brand succeeds in the industry due to their top-down focus on customization and providing unique solutions that meet customer needs. This maximizes productivity and performance on the job site. The operators are also telling us that they really like the controls and the way the cranes function.” The large size of the 500KV substation meant that the utility needed to set up the cranes in the middle of the job site and work a very large area without redeploying. This was made possible due to the vertical and horizontal reach of Elliott Equipment’s powered booms and the two-stage telescopic jibs. To maximize operator communication and comfort on the job site, the 30105 Boom Truck features Elliott’s Standup Ride-Around control console and the 36127 BoomTruck features an open seated control console. The boom trucks also feature rugged work platforms that pin onto Elliott’s heavy-duty boom tip and jib tip ears for a robust connection. Using two men in the work platform and a lot of tools, insulators, straps and more, the utility was able to get working right away in order to get the power back online. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
(7.9 to 13.7 m) twostage jibs with work platforms and wireless remote controls. 20

Manitowoc Reaches Big Milestone; Delivers 400th 2250 Crawler Crane
Manitowoc Cranes has reached another major milestone. The 400th Manitowoc 2250 crawler crane built at its factory in Manitowoc, Wis., has just been delivered to Fincantieri Marine Group’s Bay Shipbuilding division, located in nearby Sturgeon Bay, Wis.
Matt Borchardt, a regional business manager of Manitowoc, said the handover of the 400th Manitowoc 2250 is a momentous occasion for the company. The fact that Bay Shipbuilding was formerly a unit of the Manitowoc Company adds another level of meaning. “This is a very special milestone that reflects the long-term commitment and faith our customers have in Manitowoc Cranes,” Borchardt said. “And it’s very fitting that the 400th Manitowoc 2250 is going to our former sister company, right in our own backyard.” Thomas Martin, director of purchasing and facilities of Bay Shipbuilding, said the company will primarily use the 2250 for the shiprepair portion of its business. In all, Bay Shipbuilding has five Manitowoc crawlers in its fleet, one of which it will retire at the end of this year after more than 30 years in service. “This is really exciting for us. It doesn’t matter if we’re taking delivery of the 40th or 400th Manitowoc 2250, we are extremely pleased to add a quality-built asset like this crane to our business,” Martin said. “We are big fans of Manitowoc cranes and the service that backs them. Even
better is that we’re purchasing the crane from our neighbors in Wisconsin.” One of the company’s most popular crawler crane models, the Manitowoc 2250 has seen success in industries across the board, due to its mid-range capacity and 300 ft. (91.4 m) boom. The crane also has been used on multiple continents. A surge in energy projects in North America, for example, has driven Cleveland, Ohio, based ALL Erection to employ a large fleet of 2250s on several projects. The Manitowoc 2250 offers a 300-ton (272.1 t) capacity as standard, which can be increased to 500 tons (453 t) with the MAX-ER attachment, or increased all the way up to 1,433 tons (1,299 t) with a Ringer attachment. The crane’s reach can be extended to more than 400 ft. (122 m) with a luffing jib attachment, and FACT connectors and EPIC controls make for easy assembly and operation on the job site. Bay Shipbuilding purchased the crane from Milwaukee, Wisc.-based American State Equipment, which also happens to be Grove’s oldest distributor. It began selling Grove cranes in 1961 and added Manitowoc crawlers to its lineup in 2005. Potain Features New MCT 85 Tower Crane at 2014 Concrete Show Manitowoc and Locabens Equipment showcased the new 5.5-ton (5 t) capacity Potain MCT 85 tower crane at the 2014 Concrete Show South America in São Paulo, Brazil. The event took place August 27 to 29 at the Imigrantes Exhibit & Convention Center, and is the largest of its kind in the region. The MCT 85 is the successor to the MCi 85, which held the worldwide title of Potain’s best-selling tower crane for more than a decade. Didier Bigay, Manitowoc’s tower crane regional sales manager of South America, said the MCT 85 offers a number of enhancements in design and functionality that make it the most advanced topless tower crane available to Brazil. “The Potain MCT 85 offers maximum performance for a variety of projects, due to its high working speed and operational versatility,” Bigay said. “Its special features include low-noise emission, simplified assembly, broad load curves and low power consumption.” The MCT 85 has a maximum jib length of 171 ft. (52 m) and a tip load of 1.2 tons (1.1 t). It also can be purchased through Finame, a lowinterest financing option made available by BNDES, Brazil’s development bank. “Potain is known for its reliability and functionality, a reputation shared with other Manitowoc-brand cranes,” said Paulo Carvalho,
Locabens sales director. “Potain customers are not only purchasing a product from Locabens, they’re buying a solution as well.” With more than 55 years in the construction equipment business, Locabens has been Potain’s specialist in Brazil for 15 years. The rental company provides a large array of rental and support services to customers in the area. Customers there can rely on first-rate technical support, available in any part of the country or region, said Carvalho. Potain MCT 85 tower cranes are assembled at Manitowoc’s facility in Passo Fundo, Brazil, bringing the product closer to its customer base in Latin America. The region has seen sustained growth in construction over the past decade, in part due to the construction of arenas for sporting events in Brazil such as the 2014 FIFA World Cup, energy projects in Mexico and Colombia, plus other investments in infrastructure around the region, such as new airports and bridges. “Countries like Brazil, Chile and Peru have ambitious timetables for construction over the next five years,” Bigay said. “Therefore customers who can ensure projects progress more efficiently will have a considerable advantage.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Swiss Contractor Performs Speedy Lift With main booms set to a length of 114.8 ft. (35 m) and standard outrigger configurations, the two Terex cranes were quickly in a position to lift the 196.9 ft. long, 26 ton (24 t) steel pipe within a working radius of 49.2 ft. (15 m) to the required height of 49.2 ft. The challenge with this lift was that both cranes had to work with the utmost precision and in perfect sync with each other as the steel pipe, supported at four points, was not allowed to bend too much during the lift. The crane operators relied on the Terex IC-1 crane controls and a radio operator to achieve this. The pipe was therefore placed safely in position in the alloted time, despite the time pressure, due to the routine interaction of humans and technology. “We needed just three hours and three team members to set up and dismantle the cranes and complete the lift itself. This job could not have been done more economically — it went perfectly,” said Huber. For more information on Toggenburger Company, visit www.toggenburger.ch. For more information on Terex, visit www.terex.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
Three hours. That was all the time available to the Swiss crane service provider, Toggenburger, to lift a 196.9 ft. (60 m) long steel district heating pipe onto a support frame on behalf of Basel-based Caliqua AG. The busy rail line and the road close to the construction site on the grounds of a paper mill in the Swiss town of Perlen could not be closed to traffic for any longer, which explains why cranes that could be set up in no time were needed for this job. Toggenburger therefore selected the Terex Challenger 3180 and the Terex AC 100/4L all-terrain cranes. “It was all down to speed and precision on this job to avoid blocking the rail traffic, as well as the 40 trucks a day supplying the paper mill, for an unnecessarily long period of time. Our two Terex cranes delivered on both counts,” said André Huber, project manager. The pair of Terex cranes could be driven to site within an hour. Then everything went quickly and according to plan on site. The two crane operators set up their cranes and were ready for operation within 30 minutes. “The cranes only needed their basic counterweight for this load, with the result that we did not have to deploy any additional transport vehicles, saving valuable time," said Huber.

Grove GMK5275 Works on Federal Building in Guam On the small Pacific island of Guam, a Grove all-terrain crane recently helped construct a federal GSA building, which will house federal employees working in that U.S. territory. Yigo-based company Smithbridge chose the Grove GMK5275 to handle the important work. The company unloaded precast wall panels onto the job site before placing them around the perimeter of the building. Rick Schmidtke, crane and heavy equipment superintendent of Smithbridge, said the GMK5275 was an ideal tool for the job. “We chose the GMK5275 for this project because of its reach and capacity,” Schmidtke said. “It was equipped with 56 tons of counterweight, and we relied on the 21-ton heavy jib to erect precast panels into vertical position.” The wall panels ranged from 17 tons (15 t) to 20 tons (18 t) in weight, which were easily lifted by the 275-ton (220 t) capacity crane. The panels were 40 ft. (12 m) by 10 ft. (3 m) in size, and were lifted just a few feet off of the ground to be placed. Precast stairs also were lifted and placed into position for the building — this required lifting the stairs over the top of the building’s structure. The GMK5275’s seven-section, 223 ft. (68 m) MEGAFORM boom with TWIN-LOCK boom pinning provided ample reach for the lifts. The crane’s MEGATRAK independent suspension and fully-automatic Allison transmission were key benefits on the job site, as the building was being constructed on fresh ground. Outrigger pads that measured 7 ft. (2 m) by 7 ft. were utilized to stabilize the crane before lifting. Precast erection of Guam’s new GSA building lasted just over a week. “We find the Grove all-terrain cranes to be efficient and reliable mobile cranes, especially for their price range,” Schmidtke said. “Also, the service support from Grove is extremely good.” Fontana, Calif. based Western Pacific Crane & Equipment is providing product support for the GMK5275. The company is an affiliate of the Lanco Group of Companies, and sells and supports cranes from the Manitowoc, Grove and National Crane product ranges. “Western Pacific provides us excellent service and support,” Schmidtke said. Smithbridge was founded in 1964 and serves the equipment rental, bridge and wharf construction industries, among others. The company offers an extensive crane and construction equipment fleet, including tower cranes, all-terrain cranes and more. For more information, visit www.manitowoccranes.com.
