State Transportation Board Announces New Members Former Augusta/Richmond County Commissioner Don Grantham was elected to the State Transportation Board on Feb. 9 by a caucus of state representatives and senators from the 10th Congressional District. Grantham will fill the spot vacated by former Board chairman Bill Kuhlke who resigned his post last December. Grantham thanked Mr. Kuhlke and acknowledged their lifetime friendship. “All my life has been about commitment. And I pledge to continue that promise of commitment to the citizens of this state and the people of our district,” said Grantham to his caucus members. Grantham, an Augusta native, is the president and CEO of Forest Sales Corporation, a company he founded in 1968. He served on the Augusta/Richmond C o u n t y Commission for seven years from 2003 until 2010. He also served on Georgia Port Authority from 1972 until 1984, serving as chairman in 1974 and 1980. His extensive community and civic activities include the Augusta State University Board of Trustees from 1982 to 1986, Augusta Museum Board of

Meeting Addresses Damage Prevention

The upstairs private meeting room at Sconyers BBQ was at peak capacity as more than 50 GUCA members and guests packed in for the East Georgia Industry Meeting in Augusta, Ga. on Jan. 13, 2011. This was an open invitation event for GUCA members, prospective members, municipalities and government officials. Georgia 811 Liaison Holly Files provided those in attendance with an informative presentation regarding Damage Prevention. Her presentation highlighted damage prevention as well as large project ticket issues. Those in attendance were advised to resource the GUCA Web site at www.guca.com for the large project ticket step-by-step process. In addition, they were advised to resource the Georgia 811 Web site at www.gaupc.com and become familiar with the information provided as well as the assigned liaison in their region. GUCA members and guests also were addressed by GUCA President Mitch Stephens, John D. Stephens Inc. He welcomed everyone to the meeting and thanked Construction Perfected Inc. and John D. Stephens Inc. for their generous sponsorships. Stephens also encouraged the members to stay active and participate in future GUCA functions. Those in attendance also were updated by GUCA Executive Director Vikki McReynolds about upcoming events, safety classes and industry and legislative issues, as well as GUCA membership and the benefits provided to GUCA members. The importance of generating new membership was emphasized by promoting membership recruitment in the area to strengthen GUCA’s East Georgia membership. New Members Elected to State Transportation Board

Robert L. Brown Robert L. Brown will continue his service as a State Transportation Board member representing the 4th Congressional District for another fiveyear term. Originally elected to the Board in 2005 to fill the unexpired term of Brad Hubbert, Brown was reelected to serve his first full term in 2006. “I am deeply honored to serve five more years as your

Transportation Board member dealing with transportation needs in the 4th District as well as the state,” said Brown to the members of his delegation. “Georgia DOT is on the right

track and has developed a strategic plan that will guide the state for years to come.” A native of Dublin, Ga., Brown is the President and CEO of R.L. Brown and Associates Inc., an architectural and construction management firm in Decatur. Brown is an active member of both the DeKalb and Metro Chambers of Commerce and was honored with the Small Business of the Year Award by the Metro Chamber. In addition to his Transportation Board duties, Brown serves on the Agnes Scott College Board of Trustees and is the immediate past chairman of the Georgia Partnership for Excellence in Education. The Georgia Department of Transportation is governed by the State Transportation Board. Jeff Lewis Former State Representative Jeff Lewis was elected to the State Transportation Board on Feb. 9 by a caucus of state representatives and senators from the 11th Congressional District. Lewis’ term will begin April 15, 2011. “I am truly honored to have been chosen for this important position,” Lewis said, pledging to keep an open line of communication with legislators. “I believe I have a good reputation for working well with others. I look forward to joining the Board and using my General Assembly experience to be an active transportation advocate for all of the areas that encompass the 11th Congressional District as well as all Georgia shortterm and longterm transportation needs.” A Rome native now residing in Cartersville, Lewis served Bartow County residents for 16 years as a State Representative from District 15. He served as Chairman of the House Energy, Utilities and Telecommunications Committee. Lewis is a selfemployed small businessman. Lewis is a member of the Cartersville Bartow County Chamber of Commerce, the Cartersville Exchange Club, the Cartersville Lions Club and the Georgia Speakers Association. GUCA Holds Central Georgia Industry Meeting in Macon GUCA members and guests gathered at Macon State University in Macon, Ga. on Dec. 15 for the Central Georgia Industry Meeting. This was an open invitation event for GUCA members, prospective members, municipalities and government officials. Members and guests also took advantage of this great networking opportunity. GUCA Assistant Executive Director Scott Brumbelow provided those in attendance with an informative presentation regarding Cranes & Derricks, Removing Asbestos Pipe and UCR Carrier Regulations. His presentation covered highlights of these regulations and how they apply to utility contractors. Brumbelow stated OSHA has issued the final rule on cranes and derricks and although excavators and backhoes are not included in the Crane and Derrick Standard, rigging personnel will have to be qualified to perform rigging tasks. He said it is the responsibility of each company to determine what

qualifications a rigging personnel must possess. He also emphasized all motor carriers operating for-hire, private or exempt who operate a commercial motor vehicle in interstate (Georgia only) commerce must obtain operating authority from the Federal Motor Carrier Safety Administration (FMSCA) and register with the Georgia Department of Revenue (DOR). He said anyone operating a commercial motor vehicle in interstate or interstate (Georgia only) commerce without UCRA registration will subject the motor carrier to fines and enforcement by the Department of Public Safety Motor Compliance Division and DOR. He said Asbestos Cement Pipe (ACP) removal is a growing concern for many utility contractors. ACP removal includes more than water and sewer pipelines, it also includes gas pipelines. He stated in order to legally remove ACP, the company must be certified with the Georgia Environmental Protection

GA DOT Awards 19 New Construction Contracts Valued at $45 Million The Georgia Department of Transportation has awarded 19 new contracts valued in excess of $45 million for transportation improvement projects across the state, including the construction of a system of collector/distributor (CD) lanes along Interstate Highway 20 between Interstate Highway 285 and Panola Road in DeKalb County. The 4.7-mi. CD project, which was awarded to C.W. Matthews Contracting Company, Inc., of Marietta, for $30.9 million, will begin this spring and is scheduled to be completed by August, 2013. It will construct two, eastbound CD lanes parallel to and on the south side of I-20. The lanes are designed to improve mobility and safety in this corridor essentially by moving the heavy local traffic between I-285 and Wesley Chapel Road off I-20 eastbound and onto the CD lanes.

Detailed information on construction and lane closure schedules will be forthcoming well in advance of occurrence. Other projects awarded from the Department’s January bid letting included widening a portion of State Route 23 in Candler County and several highway resurfacings throughout the state.
