Sunbelt Performs Largest Cap Pour in Ga.’s History A fast growing Gwinnett County has prompted the Gwinnett County Board of Commissioners to build a 6 mi. extension of the Sugarloaf Parkway in an attempt to reduce commuter traffic congestion. Sunbelt Structures of Tucker, Ga., specializes in all components of interstate highway interchange construction. Awarded the $21 million contract by the Gwinnett County Board of Commissioners, Sunbelt began work in mid-February 2009 with an anticipated completion date of early 2011. The complete project consists of a new interchange, a four-lane highway, three new bridges, and dozens of reinforced earth walls and box culverts. A major concern for Gwinnett County and Sunbelt Structures was to reduce the environmental impact of the construction, as the extension of Sugarloaf Parkway would pass through wetland and watershed areas. They chose single stem pier design with a hammer head cap to minimize the number of footings. The ability to set the cap forms with a single crane pick and strip them in two picks provided the most economical forming solution for this project. The EFCO plate girder system was the first and Each rib of a plate girder panel acts as a rung of a ladder when only consideration for the construction of the pro- using proper climbing and safety equipment.
ject’s 13 piers and hammerhead caps based on the experience of Sunbelt General Superintendent, Herb Jordan and Superintendent, Doug Archer. They chose a fixed soffit solution and formed the varying slopes with blockouts to eliminate additional assembly for each configuration. EFCO designed a soffit form using the EFCO super stud for additional support to form the 6 ft. (1.8 m) wide soffit and multiple blockouts. EFCO engineers provided detailed drawings showing the size and placement of the blockouts provided by Sunbelt along with details explaining how to assemble and cycle the cap formwork. The cap size also varied from 49 ft. 6 in. (15.1 m) to 69 ft. 3 in. (21.2 m) in length and 9 ft. (2.7 m) to 15 ft. (4.6 m) in height. All caps measured 6 ft. in width and cycled in two halves. Column measurements ranged from 9 ft. by 6 ft. to 14’ft. by x 6 ft. (4.3 by 1.8 m), and the maximum height was 46 ft. 3 in. (14.1 m). The plate girder system is performing as expected, providing the contractor with an architectural concrete finish with on-time and on-budget results. GA DOT reported that the largest cap poured on this project is the largest on state history.
EFCO loves to form large caps like this one. EFCO supporting the formwork from the completed permanent bridge pier column eliminates the shoring to the ground, the engineering required and extra cost required to adequately design and construct temporary foundations to support the shoring from the ground.

GA DOT Seeks Federal Funding for Resurfacing Begins Atlanta to Louisville High Speed Rail on State Route 52 Georgia Department of Transportation Commissioner Vance C. Smith, Jr. announced Aug. 9 that the Department applied for $34 million in federal funding to accelerate development of high-speed rail service from Atlanta to Chattanooga, Tenn., continuing to Nashville and eventually to Louisville, Ky. Earlier this summer, the Federal Railroad Administration (FRA) said states could apply for federal funds under the U.S. High Speed Intercity Passenger Rail (HSIPR) program created by Congress last year. Funds would be used to plan and implement high-speed service along approved corridors. “Even before the federal High Speed Rail program was announced last year, Georgia DOT was already planning several related projects such as the Atlanta-Chattanooga High-Speed Ground Transportation Project and the downtown Atlanta Multi-Modal
Passenger Terminal,” Smith said. “We expect to fit right in.” With FRA approval, Georgia DOT, and its partner Tennessee Department of Transportation (TDOT) would continue environmental planning and engineering between Atlanta and Chattanooga, design approved stations along the corridor, and create a comprehensive plan for high-speed service to the public that could one day stretch from Florida to Chicago. TDOT would manage planning along the extension from Chattanooga to Nashville. Commissioner Smith thanked coapplicant TDOT Commissioner Gerald Nicely for his strong support, and gave specific credit to Rep. Zach Wamp RTN, and the Georgia Congressional Delegation. They were instrumental in securing nearly $14 million in federal funds last year for the AtlantaChattanooga HSGT Project. Smith noted that when Wamp leaves Congress at the end of this year, “The
South will lose one of its strongest high-speed advocates who has given years of service to the northwest Georgia-southeast Tennessee region.” Smith also congratulated the State Transportation Board whose members have long advocated for this development. “We look forward to the day when Georgians have a vibrant range of travel alternatives and can choose to travel in safety and comfort along a beautiful high-speed corridor where no options exist today” Smith said. The application received written support from key transportation partners, including the Atlanta Regional Commission which will cooperate on livable communities planning, AMTRAK and numerous cities and organizations in Georgia and Tennessee. The Chattanooga Enterprise Center has been a special partner in this endeavor for many years.
A Georgia DOT resurfacing project on Walnut Avenue/State Route (SR) 52 in the city of Dalton and Whitfield County began Aug. 8. The project includes 5.7 mi. (9.2 km) of resurfacing on SR 52/ Walnut Avenue in Whitfield County, beginning at Abutment Road and extending to the Murray County line. Lane closures and traffic shifts are expected throughout the project. This project is expected to be completed by the end of January 2011, at a construction cost of $2.3 million. “We are making every effort to minimize the impact this resurfacing project may have on the traffic on SR 52. Working in phases and at night; scheduling lane closures after the evening rush hour; and reopening these lanes before the morning rush hour; and informing the public in advance of any lane closures or traffic shifts are only a few examples of these efforts,” said Kent Sager, district engineer at the DOT office in Cartersville. The Nov. 2 general election ballot will include a proposed constitutional amendment to allow the Georgia Department of Transportation to enter into multiyear construction agreements to reduce long-term construction costs paid by the state. This measure would not add any new taxes; it would allow better use of funds currently collected. It would help Georgia DOT bridge its current funding gap and allow it to continue to utilize every available state motor fuel dollar to improve, maintain and grow Georgia’s transportation system. Enhancing Safety, Mobility...
The Georgia Department of Transportation has awarded more than $31.3 million for 16 construction projects across the state, including $11.7 million for the conversion of 16 mi.(25.7km) of high occupancy vehicle (HOV) lanes to high occupancy toll (HOT) lanes in Gwinnett and Dekalb counties. The HOV to HOT project was awarded to World Fiber Technologies Inc., of Alpharetta, for $11,721,523. The I-85 Express Lanes project will install 18 mi.(29km) of fiber and signage along Interstate Highway 85 between Chamblee Tucker Road and Old Peachtree Road and along State Route 316 between its intersection with I-85 and Riverside Parkway. When completed a year from now, the HOT lanes will offer more choices
to all motorists, including single occupant vehicles and more reliable trip times in the corridor. Transit buses, motorcycles, alternative fueled vehicles and vehicles with three or more passengers will be allowed to use the inside (left) HOT lane for free, while single- and double-occupant vehicles will be allowed to use the lane if they choose to pay a variably priced toll. Other projects awarded by the Department include two major bridge projects — one at Lake Lanier in Forsyth and Hall counties and the other on State Route 3 Alternate north of Thomasville in South Georgia. “All of theses projects, especially the HOV to HOT conversion and the two bridges, are representative of Georgia DOT’s determination to find ways to enhance mobility and always, always
maintain safety, even though our budget continues to shrink,” Georgia Transportation Commissioner Vance C. Smith, Jr. The Lake Lanier bridge project — a $586,000 rehabilitation of the State Route 53/Dawsonville Highway span across the Chestatee River at the Forsyth/Hall county line — is expected to require a complete closure of the bridge for eight consecutive weekends beginning in September. A temporary, but major, reduction in mobility in the area will result. Details on the Thomas County project, as well as all other awarded, are available at: http://tomcat2.dot.state.ga.us/Contracts Administration/uploads/A1007161.pdf

Alan Wilbert Joins Cowin Equipment Company in Atlanta Cowin Equipment Company recently expanded its staff at the Mableton (Atlanta), Ga., branch with the addition of Alan Wilbert, as rental sales representative. Wilbert started his career in construction equipment sales and rentals in 1997 when he joined US Rentals/United Rentals. “I started out in this business working the counter and then had a rather rapid opportunity to move into outside rental sales. We had an outside sales representative leave the company and I was handed the keys to the truck and was told to go rent something. My training consisted of whatever I learned working the counter and a mandate to just go out there and do it” stated Wilbert. After several years with United Rentals, Wilbert went on to work with Yancey Bros. Co. and Volvo Rents in outside rental sales in the Atlanta metro market primarily working with grading and pipeline contractors for their rental needs. “I prefer the hands-on approach of being on the job site, getting to know the customers and addressing their needs. Finding out what they need to get the job Cowin Equipment Company recently expanded its staff at the Mableton (Atlanta), Ga., done most effectively and productively branch with the addition of Alan Wilbert as rental sales representative.
and just making it happen for them is what gives me personal satisfaction,” Wilbert said. Wilbert said that part of the decision to join Cowin was because of the company’s large rental fleet of diverse equipment lines, which gives him the ability to offer his customers a broad selection of choices. This plays a big role in his future success as he will be serving virtually the same territory as he had in the past and one that he is very familiar with. “The opportunity to work for Cowin, a well-respected, well-established equipment company in the Atlanta market, and the ability to rent from a large fleet of earthmoving equipment is what I need to take care of my customers and a great opportunity for me to help grow their business. Cowin has an outstanding reputation for having good equipment that is well taken care of and for excellent customer service and I feel like I fit right in here.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Ga. DOT Reports Ga. County Wants Progress Made on Highway Widened Freeway Project to Boost Business MACON, Ga. (AP) Georgia Department of Transportation officials said progress is being made on completing two portions of the Fall Line Freeway through Wilkinson County, but the route the road will take through the Macon area is still undecided. The freeway will connect Columbus with Augusta when it’s completed. Kraig Collins, area engineer for the Georgia DOT, said Aug. 2 that once the Wilkinson County portions are finished, there are only three more sections to construct before the freeway connects Macon and Augusta. Kimberly Larson, the DOT district communications officer for the Macon area, said the DOT is stalled on how to get the freeway across Macon and has no preferred route. The new freeway sections in Wilkinson County require building new roads between existing parts of the route.
ATHENS, Ga. (AP) State transportation engineers are preparing to unveil a plan to widen a portion of U.S. Highway 78 in northeast Georgia, and area officials are hoping the project will encourage development. Officials said the plan calls for widening the highway to four lanes from southeastern Clarke County to just outside Crawford in Oglethorpe County. The state Department of Transportation scheduled two public meetings to describe the widening plans, one in Athens and one in Lexington. Cary Fordyce of the Oglethorpe County Chamber of Commerce said developers have looked at Oglethorpe County as a place to build, and at least one suggested he needed a wider highway. Opponents said the widening would detract from the natural beauty surrounding the highway and disrupt historic landmarks along the right-of-way.
