Ill. Gov. Unveils $12.62B Construction Program Gov. Pat Quinn was joined by Illinois Transportation Secretary Ann L. Schneider on April 17 to unveil a six-year, $12.62 billion construction program that will improve roads and bridges throughout Illinois while making major investments in public transportation.

The projects are part of Gov. Quinn’s agenda to create jobs and drive Illinois’ economy forward, while updating the state’s transportation system. The upcoming highway, public transit, rail and airport projects will address critical infrastructure needs while making major transportation improvements

throughout the state. “Illinois is the transportation hub of the nation, and this program will ensure we have the modern infrastructure needed to compete with the world,” Gov. Quinn said. “This major investment in roads, bridges and public transportation will drive economic growth in every part of

Illinois, and create tens of thousands of jobs.” The fiscal years 2014 to 2019 highway improvement program will improve 2,142 mi. of highway, and replace or rehabilitate 517 bridges across Illinois. The plan includes $475 million see QUINN page 46

Widening a 31-mi. (50km) stretch of U.S. Highway 41 between two counties in northeast Wisconsin will help address safety issues, ease congestion and provide a solution to solve the failing infrastructure issue. Despite many updates and improvements over the years since constructed in 1926, U.S. 41 was no longer able to handle the traffic of this rapidly growing area. U.S. 41 is a 200-

mi. (322-km) long highway connecting Chicago, Ill., southeastern Wisconsin, the Fox Valley and upper Michigan. The areas connected by U.S. 41 represent 56 percent of the state’s population, 57 percent of the state’s manufacturing facilities, and 52 percent of Wisconsin’s retail and wholesale businesses. Counties that U.S. 41 runs through also account for $3.3 billion in tourism income each year, according to information from WisDOT.

Work includes roadway expansion from four to six or more traffic lanes; improvements to 16 interchanges, including 40 roundabouts; installation of 17 traffic cameras; widening the Lake Butte des Morts Causeway to eight lanes; and a bike/pedestrian trail across the lake with access for fishing.

Above average crash rates in Winnebago and Brown counties, 3,889 from 2003 through 2007

have occurred. The construction of 40 roundabouts, 24 in Brown County and 16 in

Winnebago County, on this 31 mi. stretch are expected to help make U.S. 41 safer. see WISCONSIN page 50

Metro Areas See Employment Numbers Rise Construction employment increased in 158 out of 339 metropolitan areas between February 2012 and February 2013, declined in 132 and was stagnant in 49, according to a new analysis of federal employment data released April 9 by the Associated General Contractors of America. Association officials noted that the industry’s long-awaited recovery could prove fleeting if public construction spending continues to decline and a reported

immigration reform deal could undermine efforts to recruit skilled workers. “While construction employment continues to decline in many parts of the country, the number of communities experiencing gains continues to expand,” said Ken Simonson, the association’s chief economist. “But the twin threats of additional public sector construction cuts and a looming shortage of certain types of construction workers could hurt the industry

just as it is beginning to recover.” Pascagoula, Miss. added the highest percentage of new construction jobs (51 percent, 1,800 jobs) followed by El Centro, Calif. (23 percent, 300 jobs); Anchorage, Alaska (22 percent, 1,800 jobs), Fargo, N.D. (20 percent, 1,200 jobs) and Merced, Calif. (20 percent, 300 jobs). Road Machinery Announces SANY Crane Additions

oad Machinery & Supplies Co. announced the addition of SANY hydraulic and crawler cranes to the wide range of products offered by RMS. The model was presented at an RMS open house recently at its Savage, Minn., location. A world leader in crane technology, SANY recently completed construction of a manufacturing campus in Peachtree City, Ga., and is entering the U.S. market. RMS will represent SANY cranes in a regional geography, including parts of Minnesota, Iowa, Wisconsin, South Dakota and Michigan.

Nortrax Chippewa Falls Branch Hosts Spring Open House

he cold and snowy spring day failed to keep more than 450 people from attending the Nortrax Chippewa Falls branch open house on April 12. The theme of the open house was “Committed to Those Linked to the Land.” Everyone who attended received a Blue Spruce seedling to plant. The Wisconsin Industry Sand Association (WISA) held a booth to

help educate customers on the sand mining industry. Customers were able to demo construction equipment at the huge demo area behind the store. The Nortrax service shop was used to feed everyone a delicious lunch of pulled pork and charcoal chicken. More than 450 customers were served lunch in the Nortrax service shop.

Aaron Scott, Fairmount Minerals plant manager, and Lauren Evans, Fairmount Minerals regional sustainable development coordinator, represented WISA (Wisconsin Industry Sand Assoc.) at the open house and answered customers’ questions about sand mining in the area.

he Institute of Scrap Recycling Industries (ISRI) held its annual convention and expo April 9 to 13 at the Orange County Convention Center in Orlando, Fla. The expo featured more than 300 exhibitors, while the convention offered approximately 100 workshop sessions. Both former Pennsylvania Gov. Ed Rendell and former Mississippi Gov. Haley Barbour shared the stage at the start of the convention, offering opening remarks. Caterpillar sponsored guest speaker, Tom Brokaw, a former anchor and managing editor of NBC Nightly News. Dana Torres, 12time Olympic gold medalist, also addressed guests. The event conclude with the family-friendly Closing Night Party, held at Universal Studios and the Wizarding World of Harry Potter.

Erb Equipment Company and Pierce Pacific have teamed up to lift John Deere Construction Equipment into the scrap materialhandling industry. The John Deere dealer and the specialty fabricator have designed a purpose built machine that is based on the John Deere 350GLC, giving it some exclusive features for prospective customers. the track path being widened 42 in. (107 cm). Because that wider footprint made it less transport-friendly, Pierce engineers incorporated a simple decoupling mechanism for easy removal of the tracks for transport. This addressed over-thehighway weight and width concerns without sacrificing the machineâ&#x20AC;&#x2122;s functional stability. The new machine also features a two-piece, 50-ft. (15 m) scrap handling boom with dual arm cylinder articulation, an integrated counterweight that allows full boom extension, and a 20 kW hydraulically driven generator that lets the machine pick up material with either a 1.5 cu. yd. (1.37 cu m) capacity scrap grapple or up to a 66-in. (168 cm) magnet. The JD350G is fitted with a see SCRAP page 30

hydraulic elevating cab, a feature that has increased in popularity in the industry in the last few years. The operator can control the scrap handler from an eye level of 9 ft (2.7 m) off the ground, or as high as 16 ft (4.9 m), thereby increasing the operator’s visibility in rail car unloading and other material handling situations. A principal attraction to the unit is the John Deere logo on the side. Erb Equipment, a Deere dealership headquartered in Fenton, Mo., started working in the scrap industry, when it partnered with Genesis Attachments in 2008 selling shears and grapples. “Through our years in business we have developed a lot of strong relationships with our customer base, at that time we saw need for a line of material handlers. We partnered with a company that offered a line of material handlers that we thought would be a good fit. When that brand of material handlers was no longer available, we wanted to continue building our relationship with the scrap industry. Erb’s solution was to offer an alternative machine that was going to give our customers productivity, up time, and lower daily operating cost. That is why we chose to build

a JD 350GLC-size excavator with the engineering expertise of Pierce Pacific, which has designed and fabricated material handling equipment for many years,” said Gregg Erb. “Deere is seeing this segment of the scrap industry growing, and is looking for ways to participate in this segment of business in the near future. This purpose-built machine enables Deere dealers to be in a market that they hadn’t thought about entering before,” said Bob DeMeester, a Pierce product specialist. DeMeester previously worked for Deere in Moline, Ill., and is the chief liaison person in the deal. DeMeester emphasized the purpose-built nature of the new machine. “This is not a warmed-over application of the 350GLC. It was designed and built for a special market with extensive modifications to make the machine work in this market segment.” Another Pierce product specialist, John Evans, added that Pierce Pacific and John Deere engineering departments have worked together on other equipment development over the last decade. “Without exception, they have turned out to be very successful machines and the customers were very satisfied. We know the Pierce Pacific-John Deere combination is a good marriage and John

Deere has a great distribution network.” The convenient cross-country portability of the 350GLC scrap handler was demonstrated during its development. The machine was transported between Erb’s dealership in Missouri to Pierce’s headquarters in Portland, Ore., and to Phoenix, Ariz. for a spring showing of John Deere equipment. Dealers climbed in the cab of the scrap handler and came away enthused about the prospect of offering it to their local customers. Erb Equipment has taken delivery of the new machine and has begun to log hours with it through its rental equipment division. The plan is to expose the machine to Erb customers and analyze their feedback. When a long-term rental or sale is achieved, Erb will partner with Pierce Pacific again to have another machine purpose-built for its needs. “Everyone is watching this machine closely to see what will take place,” said Mitch Herndon, Erb Equipment sales representative. He and Gregg Erb were instrumental in conceiving the project and moving it along to this point. Erb Equipment solely financed the modification. According to Herndon the 350GLC may not be the only model offered. If demand is there, Herndon said a rubber tired excavator

or a larger excavator also lends it to be considered for a purpose-built modification. Developing a range of scrap-handling equipment would help John Deere penetrate a broader sector of the market. DeMeester said that from his Pierce Pacific viewpoint he sees the machine as a real contender in the scrap-handling market. “In the past, Deere has never come across as a player in this market and I see a lot of interest in this around the country. Every North American dealer saw it at spring training. It is hard to predict, of course, but there’s a good market for it and we are getting a lot of inquiries.” Erb Equipment has been a John Deere dealer since 1944. Headquartered outside St. Louis, it operates from eight sales and rental locations in Missouri, Illinois, Kentucky, and Indiana. Pierce Pacific Manufacturing Inc. dates from 1931 as a custom manufacturer. Its focus in more recent decades is on engineering and building attachments, work tools, and conversions for small, medium, and large hydraulic excavators. Atlas Copco has launched the FlexiROC T30 R radio remote control tophammer drill rig equipped with either a COP 1240 or COP 1640 drill for 2- to 3.5-in. (5 to 8.9 cm) holes. The standard hydraulic carousel-type rod handling system uses 12-ft. (3.6 m) rods. The carousel carries four rods for a maximum drilling depth of 57 ft. (17 m). The FlexiROC T30 R comes with an interim Tier IV Cummins QSB4.5 turbo charged engine providing improved diesel consumption over its predecessor, the ROC D3 RRC. The rig’s low center of gravity and high ground clearance provide mobility over the most challenging terrain. It is wellsuited to demanding construction or small- to medium-size quarrying jobs. The FlexiROC T30 R also can handle specialized tasks such as installing self-drilling anchors, drilling blastholes in hard rock and dimensional stone quarrying. Maurice Hunter, Atlas Copco business line manager, said the FlexiROC T30 R rig’s extended boom coverage of 14 ft. (4.2 m) through an 80-degree radius was designed to save time and money by delivering more holes from fewer setups. The FlexiROC T30 R’s compact size means the FlexiROC T30 R can easily be transported from job to job, allowing contractors to maximize the availability of their investment, said Hunter. The FlexiROC T30 R crawler drill rig was designed to be one of the safest drill rigs in its class. Radio remote control comes standard, allowing the operator full control of drilling, tramming and boom controls from a safe working distance on confined sites or unstable terrain. The new rig also was designed to improve efficiency. Automatic RPM reduction, adjustable fan speeds and interim Tier IV emissions offer further savings and improved efficiency.
