The Maryland Department of Transportation State Highway Administration (MDOT SHA) has substantially completed a construction project in Baltimore County to improve the MD 151
(Sparrows Point Boulevard) and MD 151 B (Wharf Road) Interchange (BA8605280).
This project included total replacement of three bridges at this interchange.
This $30.5 million project was reportedly substantially complete on Jan. 6, 2024. Semi-final inspection was completed on Jan. 12, 2024.
The prime contractor is The Six-M Company Inc. of Delta, Pa., with Michael S. Randow serving as project manager.
The project began in September 2020 and full expected completion is set for August 2024.

USACE Helps N.J. Beach Protect Against Super Storms
The autumn of 2012 saw Superstorm Sandy devastate the East Coast of the United States with the hardest hit areas being New York City and northern New Jersey.
Firefighter Paul Kerwin clearly recalled the day he and his company rescued their fellow Union Beach, N.J., neighbors.
“Sandy was quite an experience. We worked around the clock pulling people out from their flooded homes that were submerged in almost 10 feet of water,” he said. “I remember a house actually coming off its foundation and floating across a creek, and a shed lifting off the ground and drifting down a road with a man standing on its roof. We saved him and did about 200 [other] rescues that night.”
As a lifelong resident of the borough and a veteran firefighter with the Union Beach Gardens Fire Department, the safety of his community is of paramount importance to him. It extends to his other job, too, as a maintenance worker of the New Jersey Department of Environmental Protection (NJDEP).

One of these efforts is the Union Beach New Jersey Coastal Storm Risk Management Project.
Union Beach is a 1.8-sq.-mi. bayside community along the coast of Raritan Bay on the northern portion of Monmouth County that offers its residents and visitors a spectacular view of the New York City skyline and the Verrazano-Narrows Bridge.
Over the years, the community’s residential and commercial waterfront has experienced flooding during tidal coastal storms due to its location on low-lying land surrounded by several small creeks. The flooding has worsened due to an increase in tidal storm events, restricted the creeks’ channel flow, and increased urbanization and coastal erosion.
As a result, when Superstorm Sandy blew across the region, Union Beach was devastated. Storm surge flooded 90 percent of the borough, 60 structures were destroyed, and another 629 were substantially damaged, leaving behind 4,500 tons of debris.
To reduce such massive flooding in the

“We’re excited to be working on this project because Union Beach has been battered by many storms that have included a nor’easter in 1992, Superstorm Sandy and most recently Tropical Storm Ida in 2021,” noted David Gentile, a project manager of the USACE.
He said the construction is designed specifically to create a line of defense around the Union Beach community to help reduce flooding during future storms. This includes increasing the size of the shoreline, installing measures that will slow beach erosion and building inland structures that will help keep tidal water and rainwater out of the line of defense.
Thousands of Tons of Beach Sand Pumped In
Union Beach has eroded over the years due to wave action and longshore currents. When hurricanes and coastal storms occur,
breaking waves and elevated water levels can change the width and elevation of beaches and accelerate erosion, which can put community structures landward of the beach in jeopardy.
To help protect the community, the USACE is dredging more than 600,000 cu. yds. of ocean sand and pumping it onto the beach to increase the beach’s height and width. In addition, a 16- to 18-ft.-high dune will be built and planted with dune grass.
In addition, the federal agency said that an enlarged beach and dunes system will act as a buffer between the waves and storm water levels and communities near the shore, something demonstrated during Superstorm Sandy.
After the storm fizzled out, the USACE examined its beach restoration projects across the Northeast to identify what projects were more effective in reducing storm risk to shore communities. The analysis showed that beach towns that had previously received shore restoration and dune construction sustained less destruction and saved billions of dollars in avoided damages.

To slow the erosion of the newly constructed Union Beach, construction will be done to install two groins — structures that
extend perpendicular from the shore into the water to interrupt water flow and limit the movement of sand — to prevent beach erosion.
Inland from the beach, other structures will be built that will reduce flooding and help the storm water system drain excess water without allowing tidal water to flood the community.
The small waterways found at Union Beach that tend to flood during heavy storms are Chingarora Creek, Flat Creek, and East Creek, where the USACE is constructing three pumping stations and two sluice gates to diminish the risk of tidal flooding. Pump stations allow water to be removed from within the line of defense while the sluice gates are closed to prevent tide flood waters from overwhelming a community.
Several levees and flood walls also are planned for construction to keep tidal water from entering Union Beach.
As of Jan. 10, the federal agency said that most of the beach construction had been completed and the remainder of the Union Beach project will be finished later in 2024.
In addition, Col. Alexander Young, commander of the USACE’s New York District, said in a news release that his crews have completed 52 of the 60 projects in the district’s Superstorm Sandy Coastal Storm Risk Reduction program.

Turnpike Bridge Projects Under Way On Both Ends of Pa.
Folks who drive near the Beaver River Bridge Replacement Project are beginning to notice that construction of the new span in Beaver County, Pa., is now under way.
Pennsylvania Turnpike officials noted Jan. 30 that the contractor is currently drilling shafts and building new abutment footings, pier footings and columns. Additionally, earthwork and drainage work continue to allow for the wider road and the new interchange ramps being constructed.
Accordingly, Turnpike travel lanes have been shifted southward to accommodate the new bridge and roadway construction, located in far western Pennsylvania.

Big Beaver Boulevard (SR-0018) reconstruction has begun. The Turnpike’s online project page notes that construction is still expected to be fully completed in September 2027 on the $294 million multiphase project.
In addition, a temporary ramp configuration has been established since November that impacts eastbound traffic going on and off the Pa. Turnpike/Interstate 76 and Pa. Highway 18/Big Beaver Boulevard to allow for the construction of a new interchange system.
Meanwhile, Big Beaver Boulevard reconstruction also has gotten under way. Traffic is currently using one lane in each direction on the southbound side of the roadway, with
northbound traffic utilizing a cross-over.
On the east side of the Beaver River, River Road will be reduced intermittently to a single lane controlled by flaggers to allow for access to the construction site. Nearby, Thompson Run Road has been closed since last July, with a short detour posted until it reopens this summer.
The Turnpike’s online project page notes that construction is still expected to be fully completed in September 2027 on the $294 million multiphase project.
It involves the total reconstruction and widening of 2 mi. of the Turnpike’s east-west mainline, between Mileposts 12 and 14, nearest the I-76/Exit 13 Beaver Valley interchange, leading south to Beaver Falls and north to Ellwood City.
Turnpike Bridge Project Near Philadelphia Advances
On the opposite end of the state, a project to build a new Pennsylvania Turnpike bridge over the Neshaminy Creek and Newportville Road on the northeast end of Philadelphia is moving forward, LevittownNow.com reported Jan. 29.
Designated by the Pa. Turnpike Commission as its “D30” corridor, the planned bridge replacement in Bristol Township and Bensalem Township is part of a larger project to widen and reconstruct the toll road from Bensalem Boulevard to the Interstate 95 flyover connection.
The state commission said the stretch is being expanded from a four-lane to a sixlane divided highway and will add infrastructure for future connection ramps to
highways, erect new sections of sound walls and install stormwater management facilities.
It is all part of the Turnpike’s $1 billion modernization of the decades-old highway system in Lower Bucks County.
The commission said the Notice to Proceed for the start of the construction came last fall. With a 3-year project duration, the estimated completion is the end of 2026.
Recently, the Pennsylvania Department of Transportation (PennDOT) and the Turnpike Commission announced a planned road closure ahead of the new bridge project.
From Feb. 12 through 16, Newportville Road will be closed daily from 9 a.m. to 3 p.m. between Zimmerman Lane and New Falls Road. During those hours, traffic will be redirected to Zimmerman Lane and New Falls Road as alternative routes.
PennDOT advises motorists to allow additional travel time when passing near the construction area due to anticipated delays.
The Pennsylvania Turnpike/I-95 Interchange Project now directly connects the two major highways. One of the goals of the effort is to reduce congestion on local Bucks County roadways as well as improve the flow of traffic in the Philadelphia region and along the entire East Coast.
Second Phase of N.J. Station Redevelopment Tops Out

SJP Properties, in partnership with Morristown’s Scotto Properties, celebrated the topping out in mid-January of what will be the 260,000-sq.-ft. New Jersey flagship location of Sanofi, a French healthcare and pharmaceutical company, at M Station West.
Ground broke on the second phase of the project last summer, which followed an initial portion that opened in 2022, reported Jersey Digs.
The new building was designed by Gensler, a San Francisco-based architecture firm, to achieve LEED certification, and will feature floor-to-ceiling glass and a metal panel façade to offer abundant light throughout the property while its innovative side core design will enable maximum openness and flexibility on each floor, SLP noted in a news release.
Additionally, energy efficiency will be enhanced with solar reflective roofing to enable daylight harvesting.
M Station West also is designed to include three separate terraces along with an expan-
sive landscaped rooftop complete with wellness areas for yoga and outdoor movement classes, entertainment and gardens.
More than 20,000 sq. ft. of retail space on the ground floor will be open to the public at the site’s second building, according to SJP, which will be linked to the first phase by a 1,000-car parking structure that includes public parking for the development’s on-site retail and EV charging stations.

The completed first phase of the M Station, a six-story, 120,000-sq.-ft. building,
is home to 1,495 employees of Deloitte, the global business management consulting firm, and includes a retail component.
Officials with Sweetgreen, a health-food restaurant chain, also announced last summer that they had signed a lease to occupy space at the property, according to Jersey Digs.
M Station West Offers Companies Lively Campus
Sanofi’s upcoming move to M Station represents a shift from a sprawling, multibuilding suburban campus to a seven-story,
build-to-suit property in the heart of walkable, transit-oriented Morristown.

ABC: Nonresidential Construction Spending Increases
National nonresidential construction spending increased 0.4 percent in December, according to an Associated Builders and Contractors analysis of data published Feb. 1 by the U.S. Census Bureau. On a seasonally adjusted annualized basis, nonresidential spending totaled $1.174 trillion.
Spending was down on a monthly basis in 8 of the 16 nonresidential subcategories. Private nonresidential spending was down 0.2 percent in December, while public nonresidential construction spending was up 1.4 percent.
“Nonresidential construction spending finished 2023 up more than 20 percent — the 19th consecutive monthly increase — and will carry ample momentum in 2024,” said ABC Chief Economist Anirban Basu.
“While much of that strength is due to surging investment in new manufacturing structures, roughly half of the 16 nonresidential subsegments saw spending increases by 20 percent or more in 2023.
“That said, privately financed nonresidential activity actually declined in December, albeit by just 0.2 percent,” said Basu. “That decrease in private activity was offset by surging activity in the highway and street category, which along with other publicly financed segments will retain momentum in the coming months as infrastructure investments are finally put in place.”

Designed in collaboration with certified executive and team coach Dale Beaman and featured on the Women Talk Construction podcast, the internal program was developed to identify motivated individuals within the company and remove the barriers these women, and others like them, have faced in their effort to advance in an industry in which they’re chronically underrepresented.

With the full support of company leaders who conceived and initiated the program, SWiC members were offered essential tools for their personal and professional development, including being paired with a mentor from the company’s executive team and senior leadership.

“The mentorship has been especially helpful because it gave me greater access to
various aspects of our company and business operations,” said SWiC member Amy Henningfield, who has been with the company since 2011. “It was collaborative and taught me a lot about the heavy civil industry.”
Henningfield, who was mentored by Superior Chief Operations Officer Pete Kelley, was promoted from executive assistant to Midwest Contracts and Compliance Manager during the year-long program. Three other program members were promoted, and one additional participant moved into a new role that better aligned with her career goals and skills.
“There were also intangible benefits to
participating in the program. It resulted in a great deal of leadership development and helped us build confidence,” said SWiC member Jessica Paske. “At the beginning, a number of participants expressed feelings off self-doubt or imposter syndrome as women in this traditionally male-dominated industry. But, as the program progressed, we grew increasingly confident in our unique skills, perspectives and opportunities to contribute to the next generation of construction professionals.”
As part of the program, SWiC members were encouraged to volunteer with organizations working to advance and empower women in construction. They organized or participated in various events, including:

World of Concrete 2024 Celebrates 50th Anniversary With
World of Concrete recently concluded its 50th anniversary in Las Vegas.
The 2024 edition, held Jan. 22-25, 2024, gathered nearly 60,000 registered professionals from various industry sectors for three days of exhibition and four days of education, a 23 percent increase from 2023.
More than 1,400 companies and an all-time high 185 education sessions highlighted the event.
The second largest tradeshow in Vegas, covering more than 700,000 sq. ft. of indoor and outdoor space, convened large crowds in the exhibit halls, packed competitions and at-capacity training sessions. More than 450

PennDOT Rapidly Rebuilding Bridge Damaged in December 2023 Accident
Construction of a higher and wider replacement for the heavily damaged Pennsylvania Highway 318 bridge in Mercer County could begin as early as April, officials with the state Department of Transportation (PennDOT) said recently.
During a Jan. 18 public meeting, with more than 20 people in attendance at the West Middlesex municipal building, PennDOT and engineers it hired for the estimated $6.5 million project gave details of the preliminary bridge replacement plan.
“We are moving at light speed as far as PennDOT is concerned,” said Mark Nicholson, the state agency’s project engineer.
The western section of the bridge, over Interstate 376 in
Shenango Township, was significantly damaged Dec. 7 in an accident that saw the boom of an eastbound rolloff truck strike the span.
For the safety of traffic traveling eastbound under the bridge, it was determined the damaged portion of the bridge should be removed as soon as possible. The spans over the westbound lanes remain intact.
Shortly afterward, PennDOT said it was better to replace the bridge instead of attempting to fix it, the Meadville Tribune reported.
The old structure was estimated to have had a 100year lifespan when it was installed in 1966, decades before the former four-lane Pa. Highway 60 was converted into an interstate in 2009.
Preliminary engineering plans to replace the bridge should be finalized by the end of January with construction bids to be let by mid-March, Nicholson said. Construction could begin in the spring with a September or October 2024 completion date.
Steel Spans to Make It Easier to Build New Bridge
In speaking with the Tribune after the Jan. 18 community meeting, Nicholson said PennDOT normally takes two years to finalize most bridge engi-
neering designs.
Its current blueprints show the new Pa. 318 bridge will look a little different from its predecessor. For one, it will be 16-ft.-10 in. above I-376. It also will have a higher vertical clearance of approximately 2 ft. and will meet the current federal highway standards.
Additionally, the new Pa. 318 bridge will have steel spans rather than the concrete ones found on the old structure.
“Using steel rather than concrete will make it easier to raise the bridge,” explained Richard Schoeder, an engineer with Michael Baker International, following the meeting. The Pittsburgh-based engineering firm was hired by PennDOT to assist in designing the new bridge.
Concerns raised by members public attending the forum included closing one section of I-376 for extended periods during the construction. PennDOT representatives said they would try to minimize that by doing work requiring temporary road closure over weekends.
Schoeder added that the seven beams needed for the bridge’s construction would only require I-376 to be closed for 15 to 20 minutes for each beam’s installation.
According to PennDOT, the project also will include some Pa. 318 roadway reconstruction to tie the new
bridge into the existing highway. Additionally, plans call for rebuilding a portion of three of the interchange ramps, making drainage upgrades, replacing guiderails, erecting new roadside signage and updating pavement markings. Minor shoulder improvements and roadway repairs to I-376 under the new bridge also will be completed.
When a West Middlesex town council member requested the creation of a crossing for emergency vehicles on I-376 in that area, though, Nicholson indicated he should not get his hopes up.
“I think there’s a slim chance of getting that approved,” the PennDOT engineer said.
No bonuses will be given if the contractor completes the bridge early, he added, but daily penalties, typically running thousands of dollars, will likely be assessed against the contractor for each day it is late.
PennDOT is seeking to recoup some of the costs to replace the bridge from the trucking company involved in the accident.
However, because of how PennDOT funding flows, it may require local road and bridge projects that are already planned to be delayed a year or two, Nicholson told the
Tribune.

Shortlist of Design-Build Teams Invited to Bid On Hudson Tunnel Rail Project
Forward momentum continued for the Hudson Tunnel Project during the fourth week of January as the Gateway Development Commission (GDC), which is managing what has been described as the nation’s most critical infrastructure project, announced a major next step.
GDC identified its shortlist of qualified construction teams who will receive an invitation to submit plans in response to a Request for Proposals (RFP) for a design-build contractor to perform final design, construction and other related work for the tunnel on Manhattan’s West Side.
NJBIZ noted Jan. 23 that the trio of joint ventures were among those that submitted a Statement of Qualifications (SOQ) in December in response to a Request for Qualifications (RFQ) issued by GDC.
The teams are:
• FKC-Tutor Perini-Hyundai, a JV comprised of FrontierKemper Constructors Inc. and Tutor Perini Corp., both based in Los Angeles, and Hyundai America Inc., another California company.
• Gateway Tunnel Partners, made up of Halmar International LLC in Nanuet, N.Y., and FCC Construction Inc., headquartered in Caledonia, Mich.
• Skanska/Traylor/Walsh JV, a partnership of Skanska USA Civil Northeast Inc., with offices in Queens, N.Y., Traylor Bros. Inc., based in Evansville, Ind., and Walsh Construction II LLC in Concord, Calif.
The Hudson Tunnel Project has three major components, according to the GDC:
• A new, two-track Hudson River rail tunnel will be constructed between the Bergen Palisades in New Jersey to Manhattan.
• A third and final rail right-of-way preservation section will be built underneath Hudson Yards in New York City. This will eventually allow trains to travel between the new Hudson River Tunnel and Penn Station on 8th Avenue between West 31st and West 33rd streets.
• The existing North River Tunnel beneath the Hudson River, which has suboptimal service reliability and an antiquated design, was severely damaged during Superstorm Sandy in 2012, and needs to be rehabilitated.
These three components will improve reliability, resiliency, and redundancy for hundreds of thousands of daily passengers who travel across the Hudson River and allow for much-needed repairs on an essential stretch of the Northeast Corridor.
Upon completion of the Hudson Tunnel Project, four tracks (two in the new Hudson River Tunnel and two in the North River Tunnel) will be available between New Jersey and New York under the Hudson River and allow for operational flexibility and redundancy for Amtrak and NJ TRANSIT rail operations to maintain current capacity levels.
Winning Joint Venture Likely to Begin Work in 2024
NJBIZ learned that construction on the Hudson Tunnel project is expected to get under way later this year and continue through mid- to late 2029.
When that occurs, the first phase of the effort will include two parallel tunnels extending from just west of Manhattan Bulkhead, below 12th Avenue and to the 12th Avenue shaft.
In addition, the proposal also calls for a second pair of parallel tunnels running from the that tunnel shaft to the Hudson Yards concrete casing below 30th Street.
According to the GDC, the tunnel will then continue through the foundation of the Manhattan bulkhead below the river bottom and continue about 45 ft. below the surface and underneath Hudson River Park and 12th Avenue, beneath the block between West 29th and West 30th streets on the west side of 12th Avenue, and beneath West 30th Street.
On the north side of West 30th Street, the alignment meets the concrete casing, before continuing beneath 10th Avenue to a tunnel portal to the east, before finally connecting to Penn Station.
New Tunnel Critical to Region’s Vibrancy
By constructing the Hudson Tunnel Project, rail users also will be provided with a resilient regional and national rail network, and in doing so, substantial social, economic and environmental benefits will come to the New York-New Jersey metropolitan area. They will likely include:
• The elimination of a single point-of-failure for a region whose economy drives a sizable portion of America’s gross domestic product (GDP). Indeed, the New York regional economy and the Northeast corridor mega-region contribute 10 percent and 20 percent, respectively, to the nation’s GDP.
• Over 72,000 direct, indirect and induced jobs in the region will be created during the tunnel project’s construction period.
• A stimulation of the local economy will bring about the generation of $19 billion in economic activity over the life of the job.
• Utilizing U.S. suppliers and manufacturers through the Buy America requirement that applies to federally funded purchases as well as the federal provisions regarding participation by disadvantaged businesses.
• Cutting back on greenhouse gas emissions on already overcrowded roads by making train use more attractive and dependable. Without the Hudson Tunnel Project, North River Tunnel repairs would cause 2 million additional tons of carbon to be released into the atmosphere. This is the equivalent of flying 2.6 million people from New York to San Francisco.
• Providing long-term climate resiliency. As the planet gets warmer and the weather more unpredictable, it is important that America’s rail infrastructure is built accordingly. The Hudson Tunnel Project will provide long-term resiliency, reliability, and redundancy to mitigate extreme weather events.
This latest development builds on other previous ones, which NJBIZ reported on, such as the start of construction on both the New Jersey and New York sides of the Hudson River as well as a recap of 2023 and a look at what is in store for the project in 2024 from GDC Chief Executive Officer Kris Kolluri.
“All of us at GDC are working day in, day out to keep the momentum going on this project,” he told NJBIZ. “We are thrilled to have a strong slate of shortlisted firms who will bring that energy to this critical and challenging phase of work on the Hudson Tunnel Project.”

In this role, Schmidt-Lehmann will bring leadership, vision and strategic thinking to ensure the association’s delivers on its value proposition for its 68 chapters, 22,000 member companies and the overall construction industry.
Schmidt-Lehmann will develop programs and services that help ABC members win and deliver work safely, ethically and profitably while creating and deploying an effective business development strategy. She will lead ABC’s communications, events, strategic partners, member services and marketing teams as well as its inclusion, diversity and merit initiatives.
“With more than 40 years of experience in construction management, design-build and general contracting services in leadership positions from business development to operations, Stephanie will provide valued expertise and insights to the ABC team, our stakeholders and the industry at large,” said Michael Bellaman, ABC president and CEO.

Prior to joining ABC, Schmidt-Lehmann was president of Poole Anderson Construction, an ABC Accredited Quality Contractor that has attained the highest level of achievement in ABC’s STEP Safety Management System and is one of the mid-Atlantic region’s largest commercial contractors. She was responsible for formulating the strategic direction and oversight of day-to-day company performance, servicing sectors such as higher education, health care, hospitality and multifamily residential.
With Poole Anderson since 1999, Schmidt-Lehmann also served as vice president of business development, vice president of operations and executive vice president. She was named one of the 2022 Construction Champions Industry Veterans by Construction Dive and one of the 2021 Top 9 Outstanding Women in Construction by Construction Business Owner.
Schmidt-Lehmann began her career in construction working for a major national construction management organization in various roles such as project manager, project engineer, estimator and superintendent. She then worked for her alma mater, Penn State University, where she managed the design and construction of new facilities and major renovations for academic and administrative units.

Three Truck Makers Set ‘Ambitious’ Electrification Goals

With a goal of “overcoming the many barriers delaying access to ZEV infrastructure,” PACT also wants climate policy to address infrastructure needs.
“Decarbonizing the commercial transportation sector … is critical to meeting our nation’s climate goals,” said John O’Leary, Daimler president and CEO. “But the transition to
zero-emission vehicles is stalling without the deployment of the needed charging infrastructure.”
The aim, he added, is to accelerate infrastructure buildout so fleets can adopt ZEVs, “and we can all benefit from emissions reductions as quickly as possible.”
Going ElectrificationforGold
The three truck makers collectively represent 70 percent of all new M/HD truck sales in the United States and have on their radar “ambitious” electrification goals.
PACT maintains access to charging infrastructure is an increasingly significant bottleneck to the widespread adoption of these technologies.
Stakeholders who want to see the deployment of zeroemission commercial vehicles and the requisite infrastructure, are welcome to join. That includes other OEMs, infrastructure developers, electric utilities and grid operators.
PACT reports other founding members include ABB Emobility, Burns & McDonnell, Greenlane, J.B. Hunt Transport Inc., Prologis Inc. and Voltera.
The coalition believes that so far U.S. transportation electrification has focused on light-duty passenger vehicles. That’s “a far different market segment that does not require the same unique considerations” as medium/heavy-duty trucks.
Rapid deployment of reliable ZEV infrastructure requires “distinct considerations” in capital, electricity and equipment. The International Council on Clean Transportation believes some 700,000 chargers will be needed for the million Class 4-8 M/HD/ZEVs by 2030.
That system will eat up 140,000 megawatts of electricity every day, equivalent to the monthly energy needs of more than 100 million American homes.
Commercial vehicle customers require fast, reliable, affordable and convenient power, said Mathias Carlbaum, Navistar president and CEO. Industry must deliver “infrastructure that provides access to seamless electricity and meets the commercial transportation industry’s unique needs.”
Carlbaum believes PACT provides a forum to make the vision a reality, “truly working to accelerate the impact of sustainable mobility.”

infrastructure for M/HD EV adoption as “unprecedented.”
He believes that understanding and coordination across the different stakeholders are imperative to deploy chargers quickly and cost-effectively.
“PACT will promote best practices to streamline this complex transition while minimizing impacts on fleets, utilities and the economy.”
The coalition promises that in supporting ZEV infrastructure, no specific vehicle, power generation or utility distribution technology will be promoted.
“PACT exists to educate stakeholders about infrastructure challenges that hamper M/HD ZEV adoption in the marketplace,” the organization said.
It exists, as well, to work with stakeholders to find solutions for the benefit of all interested parties.
“The coalition also champions practical and efficient infrastructure solutions capable of supporting increasing M/HD ZEV deployments.”
The companies’ decision to join forces underscores how critical industry support of government is to the transition away from fossil fuels.

The goal of Powering America’s Commercial Transportation, or PACT, is to join forces to overcome the barriers delaying the U.S. zero-emissions infrastructure.

DOE has recorded only nine fast-charging stations serving heavy trucks. That situation presents challenges for both truckers and manufacturers. There’s no market for battery-powered trucks if there are no places to charge them.
In a January New York Times article, Jack Ewing reported that officials are just beginning to distribute $1 billion in Inflation Reduction Act funding.
He said truck manufacturers have complained that they have gotten less attention from federal and state governments than makers of cars.
“There’s a lot of funding that’s available out there from the federal government,” said Dawn Fenton, a Volvo Group vice president. “There’s been little so far focused on the heavyduty charging infrastructure.”
According to the New York Times article, DOE knows of only nine fast-charging stations serving heavy trucks, and that’s tough on manufacturers and truckers.
The truck makers say they can’t sell battery-powered trucks when there are hardly any places to charge them. Electric trucks require bigger connections to the electrical grid than are readily available.
Utilities are upgrading distribution lines, transformers and equipment to deliver the energy needed to refuel multiple trucks simultaneously, reports the New York Times.
In one example, a Navistar customer installed 20 chargers at its depot, but couldn’t get it energized by the utility, said Brien Sheahan of Navistar.
He believes the electrical grid’s weaknesses are going to put a strain on industry’s ability to scale itself. That may change if the nation follows California’s lead. Three megawatt-scale truck charging stations are being built with $75 million in federal grants.
The Golden State leads in the national transition away from fossil fuels. It’s also first in the drive to build out more electric truck stops and depots. California transportation service provider WattEV announced it would launch the three E-truck charging depots using federal grants.
The company plans to work with local government to build two along the I-5 corridor in Central Valley and another along the California-Arizona border.
The three will offer a combined 258 charging points. They will include megawatts of solar panels and battery storage to reduce the draw on power grids.
According to Canary Media, WattEV also will launch its megawatt charging stations, providing faster charging than today’s direct-current fast chargers.
The two Central Valley sites will have 17 megawatt chargers alongside 175 standard DC fast chargers capable of delivering 350 kilowatts, reports Canary.
“The technology standards for megawatt charging systems are still in development, and no electric trucks on the road are capable of using them today,” wrote Jeff St. John. Salim Youssefzadeh, WattEV CEO, said that planning ahead to support megawatt-scale charging is crucial to expanding electric trucks ranges.
“Today’s still-rare electric big rigs mainly run daily routes between ports and warehouses and delivery points,” said St. John.
Test drives have proven electric trucks can handle the sub100-mi. routes that make up the majority of freight-hauling trips today. The latest heavy-duty electric trucks can go hundreds of miles between charges, according to St. John.
But WattEV wants to see its sites as long-haul hubs for the most challenging set of trucks to electrify.

Several depot developers have eyes on the long-haul trucking sector and drayage trucks moving cargo from ports to warehouses are their target.
These are the initial fleets slated for conversion to zeroemissions models under California’s ambitious Advanced Clean Fleets rule.
Two other depot developers, Forum Mobility and TeraWatt Infrastructure, are hoping to set up business at Southern California ports.
Forum is offering electric trucks from Long Beach and is building more charging depots between California ports and inland distribution hubs. St. John reported that TeraWatt has started building truck-charging sites near various ports, including one at Rancho Dominguez, south of Los Angeles. With dual purposes, these sites can be used for more local traffic. Some 80 percent of truck routes are less than 200 miles, said Neha Palmer, TeraWatt CEO.
TeraWatt’s Rancho Dominguez site will be used for “lastmile” electric-truck charging. “But they can also be used by trucks going further afield,” she said.
TeraWatt’s has a larger goal to build charging depots on the I-10 from California to Texas. The company is identifying the Phoenix area to start.
But building truck-charging sites at scale takes money. WattEV is focusing on federal and state grants, in addition to private funds, for its depot launches.
CEO Youssefzadeh said the private funds should allow his company “to grow significantly … to 400-plus sites we plan to bring online, hopefully soon.”
St. John said WattEV hasn’t disclosed exactly where all those future charging stations will be. But the company is eyeing spots in California and Oregon to serve trucks traveling the I-5 corridor from Southern California north to the Canadian border.
Making the Biggest Impact
Southern California is the most active zero-emissions market, but E-trucks number fewer than 300 of the roughly 1.8 million under the state’s green fleet rules.
Ray Minjares, director of HD vehicles for the International Council on Clean Transportation, said grants and incentives for early-adopter markets like California are a positive step.
ICCT found that a majority of EPA’s pending trucking emissions reductions could be supported by investing in a handful of major freight corridors in California.
“This is about how you can increase the number of electric miles in the U.S.,” Minjares told Canary Media. “We talk about the sales of vehicles. But it’s actually about the energy they’re consuming.”
He said that’s especially true of the source of vehicle miles consuming the most energy, which is long-haul tractors.
In 2023, Minjares and colleague Yihao Xie created maps showing where long-haul truck charging would offer the greatest impact.
“It makes strategic and economic sense in the near term to electrify the largest number of trucks along the smallest number of roadways where the business case is strongest,” they said. CEG

The annual National Pavement Expo was held Jan. 23 to 25, 2024, at the Tampa Convention Center on the waterfront in downtown Tampa. The show attracted attendees and exhibitors from across the country.

JCB Re-Enters N.A. Paving Market With CT160, CT260 Compaction Machines
At Pave/X 2024 JCB introduced two new tandem roller compaction machines to the North American market. The CT160 and CT260 are designed for ease of use, all day productivity, low maintenance and operator comfort.
At 3,770 to 6,041 lbs., these machines are easily trailered. The CT160 offers a choice of either a 31.5 in. or a 39.3 in. drum. The CT260 comes with a 47.2 in. drum. Both machines provide contractors with high precision and high uptime compaction operations.
“We are re-entering the North American market with a strong, proven product,” said James Gill, product manager — backhoe loaders, site dumper and compaction equipment at JCB North America.
“The models have been available in markets outside of North America for some time. They have proven to be a great success, and the durability has been truly tried and tested.
“The CT160 and CT260 are market leaders in their sector with well over 25 percent of market in some regions,” Gill said. “By re-entering the North American market with a product that we have confidence in, it paves the way for the rollout of an extensive portfolio of compaction equipment.”
The machines will be branded once again with “Vibromax,” after the German company JCB acquired in 2005.
“The Vibromax was a wellrespected product, with the North American arm of the original company being based out of Racine, Wisconsin,” Gill said.
The JCB Vibromax soil compaction machinery line is manufactured to world-class standards and used globally. JCB has put all the engineering expertise acquired from Vibromax into the development of these new compaction products, the company said.
With this expansion of the Vibromax line come a variety of features and benefits. On both machines, the responsive directional drive lever enables smooth fore and aft movements. From a bird’s eye view the CT160 and CT260 have an hourglass profile, a shape that enables operators to clearly see the drum edges. On the CTs’ control panels, work modes are easy to understand, and the switches are sized to create positive tactile feedback even with gloved hands. Anti-vibration mounts reduce fatigue by isolating the operator from the drum vibrations.
Automatic vibration control is standard, and the CT160 and CT260 feature three simple vibration settings that include:
• Vibration for both drums
• Vibration for the rear drum only, or
• Vibration for the front drum only
The manually adjustable offset on the front drum enables the operator to avoid damage to curbs and ironwork. The rear drum is flush with the rear chassis so operators can work close to walls or obstacles with confidence and precision.
Chamfered edges on the drums ensure a smooth finish, a pressurized water spray system keeps the drums clean during operation, and the drum scraper bars (two per drum) are easy to adjust whether working with stone or asphalt.
All engine service points are accessible at ground level, and a high lift, tilt up engine hood gives operators easy access to all daily maintenance checks. Fuel efficient engines power both models.
The CT160 uses a three cylinder, 19.8 hp engine, and the CT260 models get a three cylinder 24.4 hp engine. All engines are Tier IV Final compliant and do not require a diesel particular filter (DPF) or diesel exhaust fluid (DEF/Ad Blue).
The radiator sits at the center of the machines for protection and easy cleaning. This also makes it easier for the operator to access the battery and other service points. The water spray systems are equipped with replaceable, easy-tofit bayonet nozzles with filters. Additionally, rust is eliminated due to stainless steel spray bars.
The new central articulation joint is maintenance-free, cutting greasing time and operating cost, while preventing neglect for rental customers, the manufacturer said.
To make daily maintenance efficient and fool-proof, the CTs’ water tanks are embossed with “WATER ONLY” lettering and have a white cap. This prevents any confusion that might occur with other machines that have a blue cap for the DEF/Ad Blue filler tank.
JCB’s LiveLink telematics system is standard, providing customers with real-time location and geofencing, utilization monitoring and operational data, including when the vibration system is in use. Additionally, JCB LiveLink critical machine alerts can pre-empt unscheduled maintenance and help with maintenance planning. Remote access to JCB LiveLink historical data and maintenance records can further improve machine and fleet management.

Yanmar Celebrates Three Decades of Zero Tail Swing ViO Compact Excavators
With the launch of the ViO series in 1993, Yanmar Compact Equipment popularized the zero tail swing excavator concept — revolutionizing the ability to work safely in confined locations.
The launch 30 years ago of the Yanmar CE ViO range of compact excavators caused a sensation. Unlike other excavators of its kind at the time, at no stage of its rotation did the rear of the cab/superstructure of the ViO extend beyond its tracks. This meant that the machines could operate in the tightest of spaces without fear of a rear collision with nearby buildings, vehicles — or people. The concept was embraced by the global industry and soon displaced as much as 70 percent of the standard models on work sites.
Although zero tail swing excavators are now a dominant part of the compact equipment market, the ViO is still
leading the way 30 years on. Collectively, many thousands of collisions and accidents have been avoided, and work in the tightest of spots been made possible — all due to the launch of Yanmar CE’s ViO range.
Defying Laws of Physics
The zero tail swing concept is much cleverer than just shrinking the size of the superstructure. In traditional excavators having a protruding counterweight at the rear of the excavator is useful in balancing loads at the front, when lifting or digging, for example. Rototilt’s Joysticks Earn More Good Design Accolades
With two design awards in 2022 and a German Design Award in 2023, RC Joysticks from Rototilt have secured another win, this time receiving a Good Design Award in the “Electronics” category.
“It was a meticulous design process, and we’re glad to see the appreciation, both in terms of the response from users and the industry,” said Caroline Jonsson, product manager at Rototilt.
Rototilt, a Swedish tiltrotator manufacturer with subsidiaries worldwide, including North America, released the new joysticks for excavators and tiltrotators, RC Joysticks, in late 2022. Shantee Felix, MDOT SHA media relations manager, reported that currently, Six-M is working on minor activities on the punch list.
“There were challenges throughout the duration of the project but with the partnering and cooperation of stakeholders and the prime contractor everything went smoothly,” she said. “All three bridges are now fully opened to traffic.”
Felix reported that this is an interchange reconstruction project that involves the replacement of three bridges at the MD 151 (Sparrows Point Boulevard) and MD 151B (Wharf Road) interchange in the Sparrows Point area of Baltimore County.
The project involves the following activities: replacement of three steel beam bridges within the MD 151 (Sparrows Point Blvd.) / MD 151B (Wharf Rd.) interchange at Tradepoint Atlantic (TPA); reconstruct retaining walls, approach roadways and embankment; perform roadway work including milling and resurfacing and full depth reconstruction; install approach guardrails, sidewalks, and MDOT concrete median barriers; install drainage structures, grass swales, signing and paving; and underground utility relocations.
MDOT SHA fully implemented the new electronic Construction Management System, which is designed to allow access and input from multiple project users. Crews used drone footage to report progress and enhance project documentation.
Felix said this project involved the use of cellular concrete, which is a mixture of cement, water and preformed foam.
“Unlike traditional grouts and fill materials, cellular concrete has a lighter unit weight and can be pumped through small diameter lines,” she said. “There is also a cost savings due to logistics, since this product calls for fewer deliveries to the site and faster placement.”
This interchange reconstruction project involves a vital economic corridor that provides access to major employers such as Amazon, FedEx and Under Armour, which are
housed at the Tradepoint Atlantic (TPA) logistics center.
“MDOT SHA was doing this project while Tradepoint Atlantic [TPA] had its own facility development projects under way,” Felix said. “TPA was working to replace/upgrade waterline in the interchange area, and that required ongoing coordination between MDOT SHA and TPA.”
She added that maintenance of traffic was a challenge due to the multiple phases of work and the coordination with the tenants at the TPA facility to ensure smooth traffic flow and
access.
“Maryland is open for business, and this represents the state’s support of economic development at a vital transportation hub that includes the Tradepoint Atlantic logistics center,” Felix said. “National tenants include Amazon, McCormick, Volkswagen, BMW, Home Depot. Felix said that Tradepoint Atlantic has a deep-water port with a 50-ft. main channel on the Patapsco River and a privately-owned short line railroad that links to CSX and Norfolk Southern. The rail lines date back to the 1950s and have multiple tracks within the interchange area.
“In the 1950s, the Bethlehem Steel Company built the MD 151 bridges at the Wharf Road Interchange,” Felix said. “The bridges serviced the main entrance for Bethlehem Steel’s Sparrows Point plant, which is now the main entrance to Tradepoint Atlantic.”
While safe for travel, the bridges were reaching the end of their useful service life.
“Replacing the bridges improves the safety of motorists and supports the development of the TPA site and surrounding businesses,” Felix said.
The three new bridges are approximately the same width and length as the existing bridges and are designed to support the increase in truck traffic entering and exiting Tradepoint Atlantic.
The project includes functional improvements such as bicycle-compatible shoulders
on the bridges and a new sidewalk along MD 151 at the Wharf Road interchange. Completion means that the long-term maintenance and the structural integrity and
reliability of all three bridges will be improved.
Major subcontractors on the job include CJGEO for lightweight material that was
used as back fill; Machado for concrete supply; Paul J. Rack for concrete barrier construction; Nasir and Associates for supplying HP Piles fabricated structural steel; Structural Steel Products is in charge of supplying fabricated structural steel metals; Reliable Contracting for paving; Manolis for painting and contracting; Lems Contracting for landscape work; Collinson and Stollar for signages and traffic signals; DRM Associates for deck pans; United Crane and Rigging for fabricated structural steel erection; Wagman for deck grooving and Clark Reinforcing for supplying and installing reinforcing for all concrete structures.
A total of 25 workers were assigned to the job on any given day, including subcontractors.
The project included 50,000 cu. yds. of earth moved, 4,500 cu. yds. of concrete, 30,000 cu. yds. of lightweight material, 16,000 linear ft. of 12x53 H Piling, 4,000 cubic yards of concrete removal, 475 tons of reinforcing steel, 725 tons of structural steel, 1,500 linear ft. of storm drain, 12,000 tons of asphalt, upgrading of existing street lighting and new signage. Electric Mining Truck... GM, Komatsu Collaborate to Develop Hydrogen Fuel Cell-Powered 930E
General Motors and Komatsu will co-develop a hydrogen fuel cell power module for Komatsu’s 930E electric drive mining truck, the world’s best-selling ultra-class haul truck.
GM, a leader in hydrogen fuel cell technology, and Komatsu, a global manufacturer of mining and construction equipment, will jointly design and validate the technology.
Lightweight and quick to refuel, hydrogen fuel cells are ideal for electrifying applications traditionally powered by diesel engines. Hydrogen provides an effective method to package large quantities of energy onboard the vehicle, without compromising payload carrying capacity.
Additionally, fuel cells provide an excellent zero tailpipe emissions solution for vehicles with extreme hauling requirements, like the Komatsu 930E mining truck, with its nominal payload of 320 tons. These vehicles typically operate at a single mine throughout their life, which simplifies the challenges of sizing and deploying an effective hydrogen refueling infrastructure to service the vehicle fleet.
“At GM, we believe fuel cells can play an integral role in a zero-emissions future, helping to electrify heavier-duty applications, beyond passenger vehicles,” said Charlie Freese, executive director of GM’s Global HYDROTEC business.
“Mining trucks are among the largest, most capable vehicles used in any industry, and we believe hydrogen fuel cells are best suited to deliver zero emissions propulsion to these demanding applications.”
Komatsu’s fuel cell-powered mining trucks will provide an additional pathway for decarbonization beyond batterytrolley or battery-static charging solutions, without the need for additional charging infrastructure within mines.
Komatsu has set a target of reducing its global
company’s product offerings, as well as in the company’s facilities and production of its products. Komatsu also works closely with its customers on reducing and eliminating emissions during product use through optimization programs supported by Komatsu technology and service solutions.
GM’s target is to be fully carbon neutral in both products and operations by 2040.
“Finding new ways to power the equipment our customers need to do the vital work of mining and construction is a critical part of our commitment to supporting a more sustainable future,” said Dan Funcannon, vice president of North America engineering and development for Komatsu.
“This is essential work that requires cross-industry collaboration, and we are excited to be working with GM on this important solution for a haulage offering without tailpipe emissions.”
GM and Komatsu intend to test the first prototype HYDROTEC-powered mining vehicle in the mid-2020s at Komatsu’s Arizona Proving Grounds (AZPG) research and development facility. This vehicle will be powered by over 2 megawatts of HYDROTEC power cubes.
GM has been conducting fuel cell research and product development for more than 50 years and is one of the only companies with advanced, homegrown technology platforms for both lithium-ion batteries and hydrogen fuel cells. GM and Komatsu believe these complimentary technologies can help spur the adoption of lower-emission mobility solutions and help other industries beyond passenger vehicles meet their sustainability goals.

ABC: Final Rule Will Create Confusion
Associated Builders and Contractors released a statement from Vice President of Regulatory, Labor and State Affairs Ben Brubeck opposing the U.S. Department of Labor’s independent contractor final rule under the Fair Labor Standards Act.
“By undermining the flexible, independent work for millions of Americans, President Joe Biden’s DOL is choosing to move forward with a final rule that creates an ambiguous and difficult-to-interpret standard for determining independent contractor status,” said Brubeck. “Under the rule’s multifactor test, employers will now be forced to guess which factors should be given the greatest weight in making the determination. Instead of promoting much-needed economic growth and protecting legitimate independent contractors, the final rule will result in more confusion and expensive, time-consuming, unnecessary and often frivolous litigation, as both employers and workers will not understand who qualifies as an independent contractor.

They play an important role for large and small contractors, delivering construction projects safely, on time and on budget for their government and private customers. This move will jeopardize the ability of construction firms to continue the industry’s longstanding practice of utilizing legitimate independent contractors.”
ABC strongly supported the 2021 final rule, which simplifies and clarifies the factors for determining when a worker is an independent contractor versus an employee under the FLSA. The Biden DOL froze and then rescinded the 2021 rule over the opposition of ABC and other industry associations.
In March 2021, ABC, its Southeast Texas chapter and the Coalition for Workforce Innovation filed suit against the DOL, which remains pending. In March 2022, the U.S. District Court for the Eastern District of Texas dealt a blow to the Biden administration’s efforts to delay and rescind the 2021 independent contractor final rule in that case. Under a decision applauded by ABC, the ABC-supported rule went into effect as scheduled on March 8, 2021.
In October 2022, the DOL announced a new proposed rule to rescind and replace the 2021 final rule and ABC submitted comments in opposition on Dec. 13.

HD Hyundai had a prominent voice at this year’s CES show on Jan. 10, in Las Vegas.
Kisun Chung, vice chairman of HD Hyundai and the grandson of the late Ju-yung Chung, founder of Hyundai, was a keynote speaker at the show. John Taylor III, chairman of NED, and Zack Kavanaugh, vice chairman of NED visited the HD Hyundai interactive CES exhibit and attended Chung’s keynote speech.
As HD Hyundai Construction Equipment’s largest North American dealership, Taylor and Kavanaugh took the opportunity to meet with Chung along with several top-level executives from HD Hyundai’s Construction Equipment Division.
During his CES Keynote speech, Chung presented Hyundai’s Xite Transformation, HD Hyundai’s solution to develop a more sustainable future for humanity. The battery-powered AT450X combines Bobcat’s tough and versatile articulating tractor with Agtonomy’s software and embedded-computing technology to support emissions-free and autonomous operation, thus allowing farmers to automate labor- and time-intensive tasks.
The AT450X is designed to autonomously or remotely carry out critical farm tasks in compact applications, such as vineyards and orchards. Evolving Concepts
At CES 2024, Bobcat also is showcasing the next evolution of its RogueX concept loader with the all-electric and autonomous RogueX2. Designed with wheels instead of tracks to optimize battery run time, the RogueX2 also features axial flux motors that give the machine incredible pushing power.
Together, the RogueX and RogueX2 concept loaders have garnered many new patents pending.
“These patents represent more than new features on a machine — they signify how we are breaking rules to define something new,” Honeyman said.
“To build a smarter, more sustainable and connected future, we must ask the questions no one else has thought to ask before and

During Media Days, the company also shared updates on its autonomous mower designed to operate with Greenzie software and the all-electric Bobcat S7X skid-steer loader, which was recognized as a CES Innovation Award honoree in two categories.

Volvo Acquires Battery Business From Proterra Inc., Proterra Operating Co.
The Volvo Group has completed the previously announced transaction whereby the Group acquired the battery business from Proterra Inc. and Proterra Operating Company Inc.
The acquisition, which was made at a purchase price of USD 210M before adjustment for inventory level at closing, includes a development center for battery modules and packs in California and an assembly factory in Greer, S.C.
“These assets and the skills and competence of the Proterra team are a great complement to our current footprint and enables us to accelerate our battery-electric roadmap even further,” said Lars Stenqvist, CTO Volvo Group.
Volvo intends to run Proterra as a going concern and deliver to selected customers.
The transaction has no material impact on the Volvo Group financial performance.

ECA Announces Boart Longyear as New Dealership

Caterpillar Inc. announced fourth-quarter and full-year results for 2023.
Sales and revenues for the fourth quarter of 2023 were $17.1 billion, a 3 percent increase compared with $16.6 billion in the fourth quarter of 2022. Operating profit margin was 18.4 percent for the fourth quarter of 2023, compared with 10.1 percent for the fourth quarter of 2022. Adjusted operating profit margin was 18.9 percent for the fourth quarter of 2023, compared with 17.0 percent for the fourth quarter of 2022. Fourth-quarter 2023 profit per share was $5.28, compared with $2.79 profit per share in the fourth quarter of 2022. Adjusted profit per share in the fourth quarter of 2023 was $5.23, compared with fourth-quarter 2022 adjusted profit per share of $3.86.
Full-year sales and revenues in 2023 were $67.1 billion, up 13 percent compared with $59.4 billion in 2022. The increase reflected favorable price realization and higher sales volume, driven by higher sales of equipment to end users, partially offset by the impact from changes in dealer inventories. Operating profit margin was 19.3 percent in 2023, compared with 13.3 percent in 2022. Adjusted operating profit margin was 20.5 percent in 2023, compared with 15.4 percent in 2022.
