In northern Delaware, I-95 and State Road 896 carry heavy traffic. The cloverleaves at this intersection are a bottleneck, slowing traffic and causing some safety concerns.

Traffic planners at the Delaware Department of Transportation (DelDOT) decided to replace cloverleaves with flyovers and redesigned bridges. DelDOT believes the changes will allow for smoother traffic flow for the nearby cities of Newark, home to the University of Delaware, and Glasgow.

The interstate is an important highway that carries traffic north to Wilmington, the state’s largest city, and on to Philadelphia, New York and Boston. The average daily traffic on I-95 is approximately 130,000 with 50,000 vehicles using SR 896 daily.

Crews Replace Span With World-First Network Arch Bridge

Built more than 100 years ago, and connecting western and eastern Europe, the Oder Bridge on the German-Polish border in Kustrin has since been seen as a symbol of Europe coming together.

Over time, as bridges get used by heavy transport, they need replacing, and for such a historic railway bridge a special replacement was designed which was to be carried out with minimal disruption to the rail network.

The new Oder Bridge is an innovation — a network arch bridge with carbon hangers: its sleek, light and soft design, a fitting symbol of innovation, openness and connection.

The 2,300 ton, 590 ft. long bridge will help to increase line capacity and shorten travel times by allowing a maximum permissible speed of 75 mph.

Mammoet has plenty of experience in large-scale bridge launches, and the specialist heavy-lift equipment to move them as complete structures. This allows parallel work in the preparation phase and saves time.

This is why it was approached to install the bridge safely and with minimum disruption.

Depth-Defying Challenge

The bridge was assembled on the German side of the Oder and then moved, by Mammoet, as a whole structure across the river to its final installation position.

Koen Brouwers, project manager at Mammoet, said, “Most bridges are floated into place using a combination of Mammoet self-propelled modular transporters [SPMTs], launching plates and a pontoon. However, the use of a pontoon here was not possible due to the shallow, and changing, water levels of the river. Using a large crane, capable of positioning loads with a long reach, was also not feasible due to the weight and length of the bridge.”

Mammoet’s engineers therefore came up with a solution that avoided the use of both crane and pontoon. This solution allowed work to happen regardless of the water level and made the operation more flexible, safer and efficient.

After first jacking the bridge to 6.5 ft. and positioning the SPMTs underneath, it was transported to the edge of the river where it was positioned over the first of five temporary supports.

Washington Metro Plans $12.4B Modernization Effort

Plans for a series of major capital projects over the next three years were announced Feb. 9 by the Washington Metropolitan Area Transit Authority (WMATA), more commonly known as the Metro.

In total, the agency will spend $12.4 billion to carry out a six-year modernization of its entire system, Including upgrades to Metro’s railcar and railcar facilities, track and structures, station and passenger facilities, bus, bus facilities, Paratransit, business and operations support.

Construction crews will improve the Metrorail’s safety and reliability and maintain a state of good repair beginning with the first phase of work lasting from this summer to mid2026.

Planned closures are scheduled during that time, with additional construction set to take place over the winter holidays.

Starting in early June, the Metro’s Glenmont, Wheaton, Forest Glen, Silver Spring and Takoma stations on the system’s Red Line will be closed through early September with the possibility of reducing the work zone to allow Takoma Station to reopen prior to the end of construction.

The improvements include upgrading the signaling system, installing communication and train control cables, and repairing the lines’ interlocking capabilities, which allow trains to cross from one track to the other outside Takoma Station.

Detailed service plans, including free express and local shuttle buses, are being developed and will be announced at least one month prior to the start of the closure, Metro added in a press release.

The work also is being planned in coordination with the Maryland Transit Administration (MTA) Purple Line Project to build a new mezzanine on the platform at Metro’s Silver Spring Station to provide easier access between Metro and the future MTA Purple Line.

The Maryland Purple Line light rail is not part of the Metrorail system, Metro noted, but building the new connection between the two will require the use of both tracks for an extended period and cannot be completed safely and timely with single tracking alone.

Additional work includes leak mitigation, automatic train control system replacements, traction power cables installation, drain pumping station replacement, tunnel standpipe replacement, and elevator and escalator maintenance.

Improvements in planning and scheduling track work through summer, winter and extended weekend outages instead of extensive single tracking also have helped reduce the amount of service disruptions. In the past seven years, according to Metro, the impact to budgeted service declined by half to just 4 percent with more weekends free of track work on almost all lines.

Metro Releases Partial Schedule of Three-Year Build

Following the Red Line closure this summer, major construction also is planned along five other stretches of the rail line.

December 2024 – January 2025

Blue Line/Orange Line/Silver Line construction from the Foggy Bottom-GWU station to L’Enfant Plaza should last approximately two weeks and affect the Farragut West, McPherson Square, lower level of Metro Center (the upperlevel Red Line to remain open), Federal Triangle, and Smithsonian stations.

The work will include:

• Pouring 6,400 linear ft. of new grout pads and making fastener replacements to provide smooth, safe rides.

In total, the agency will spend $12.4 billion to carry out a six-year modernization of its entire system, Including upgrades to Metro’s railcar and railcar facilities, track and structures, station and passenger facilities, bus, bus facilities, Paratransit, business and operations support.

• Installing 15,000 linear ft. of fiber optic cables for communication and train control.

• Construction that will require isolated closures, but not the full segment between all stations.

• Developing plans and analysis to close smaller segments and/or single tracking.

• Alternatives to planned work are four months of weekend single tracking, or up to 400 late-night single tracking.

Summer 2025

The Blue Line upgrades are scheduled to take place from the Franconia-Springfield to King Street stations and last about three weeks, although the exact dates and order of outages have not yet been determined.

That phase of the Metro’s modernization effort will see:

• The closure of the Van Dorn Street and FranconiaSpringfield stations.

• An upgrade to the train control system.

• A replacement of the worst performing and most obsolete signal system.

• System improvements designed to bridge to a potential next generation signaling system.

• An alternative to planned work: 10 weekend outages and 10 weeks of early weekday closures.

Also set to get under way in summer 2025 is the Metro’s Green Line construction from Congress Heights to Branch Avenue, a project likely to last approximately six weeks, although the date and order of outages will be announced later.

WMATA did note that all work will be completed before Labor Day with no construction scheduled for July 4, 2025.

The Green Line improvements will mean:

• Closing the Metro stations at Southern Avenue, Naylor Road, Suitland and Branch Avenue throughout the length of the work.

• The installation of 52,000 linear ft. of radio and ancillary

fiber optic cable for communication and the train control system.

• A required modernization effort to improve communications and address Federal Transit Administration (FTA) findings.

• Repairs to elevated tracks and bridges along the line.

• An alternative to planned work encompassing seven months of consecutive weekend outages.

Winter 2025 – Winter 2026

The Green Line/Yellow Line work stretching from L’Enfant Plaza to Fort Totten, with times and duration to be revealed later, will see crews:

• Replace grout pad and fasteners.

• Install fiber optic cable for communication and train control systems.

• Replace running rail and repair restraining rail.

• Put in new signals along the tracks to support train control system upgrades.

When done, the stations along the two lines will be served by 82 percent more trains than Metro’s average. Additionally, developing construction plans to optimize service between the L’Enfant Plaza and Fort Totten stations may include smaller closures, single tracking, or a combination of both.

Summer 2026

The Metro’s Red Line construction plans in Maryland for 2026, connecting the Friendship Heights to GrosvenorStrathmore stations, is still in the planning stages, but so far this much is known:

• The Medical Center and Bethesda stations will be shuttered while work commences.

• An effort to connect the Maryland Department of Transportation’s MTA Purple Line with the Bethesda Metrorail Station will get going so that the rail could possibly begin operating in mid-2027. 

Amtrak Awards Contract for New Frederick Douglass Tunnel

Amtrak has achieved a major milestone for the Frederick Douglass Tunnel Program with the selection of a Kiewit/J.F. Shea Joint Venture to build the brand new passenger rail tunnel that will serve electrified Amtrak and MARC commuter trains.

“We are one step closer to unlocking the biggest passenger rail bottleneck on the Northeast Corridor between Washington, D.C. and New Jersey,” said Amtrak Executive Vice President, Capital Delivery Laura Mason.

“This would not be possible without historic funding through the Infrastructure Investment & Jobs Act, as well as continued support from the Biden-Harris Administration, FRA and our funding partners at Maryland Department of Transportation Maryland Transit Administration [MDOT MTA].”

This generational investment is the centerpiece of Amtrak’s Frederick Douglass Tunnel Program, which will modernize and transform an approximately 10-mi. section of the Northeast Corridor (NEC). The new tunnel is named in honor of civil rights leader and abolitionist Frederick Douglass, a Maryland native whose 206th birthday is later this month.

“The new Frederick Douglass Tunnel will generate fresh opportunities for Marylanders and help secure our transportation future,” said Maryland Gov. Wes Moore. “This project marks an important step forward in our work to build strong pathways to work, wages and wealth for all — while investing in critical infrastructure throughout the state.

“I’m grateful for the partnership of the Biden-Harris Administration and all of the stakeholders who have come together to make this vision a reality.”

Located just south of Baltimore Penn Station, the new tunnel will serve electrified passenger trains with two parallel, singletrack tunnel tubes, each approximately 2 mi. long. It also will support much faster travel speeds than the existing tunnel, where trains are currently limited to maximum speeds of 30 mph due to the tight curves.

The overall program is scheduled for completion in 2035 and will be delivered through three major construction contracts, which include:

• Replacing five roadway and rail bridges; building new rail infrastructure (interlockings, tracks, catenary/power, etc.); and constructing a new ADA-accessible West Baltimore MARC Station

• Building the Frederick Douglass Tunnel (both tubes)

• “Fitting out” the new tunnel with tracks, rail systems and ventilation facilities

The Frederick Douglass Tunnel will replace Amtrak’s existing B&P Tunnel, which opened 150 years ago during the Ulysses S. Grant Administration. Over the years, Amtrak has made significant investments to keep the B&P Tunnel safe and operational. However, several age-related issues, including excessive water infiltration and a sinking floor, have required continuous upkeep.

Amtrak is committed to doing the right thing, including engaging with the community throughout the planning, design and construction processes. Since initial planning to replace the B&P Tunnel began over a decade ago, Amtrak and its partners have conducted hundreds of outreach engagements with local residents and community organizations to guide program development, share updates and discuss future activities.

The past year has featured several major milestones for the Frederick Douglass Tunnel Program:

• Jan. 30, 2023: President Biden and partners joined Amtrak in Baltimore to kick off the program, execute the Project Kickoff Agreement and celebrate the Project Labor Agreement with the Baltimore-DC Building and Construction Trades Council.

• March 2, 2023: Amtrak hosted an “Industry Day” to engage potential contractors and bring attention to this critical infrastructure program.

• Nov. 6, 2023: President Biden announced $16.4B in federal grants for NEC projects, including up to $4.7B for the Frederick Douglass Tunnel Program. With this announcement, the program is now fully funded. The rest of the program budget will be funded by contributions from Amtrak and the State of Maryland for a total program budget of approximately $6 billion.

• Nov. 13, 2023: Maryland Gov. Wes Moore, Acting U.S. Secretary of Labor Julie Su, U.S. Sen. Chris Van Hollen and Amtrak announced commitments from Amtrak, Baltimore City and the state of Maryland to support the Baltimore Workforce Hub and ensure a skilled workforce is ready to support major infrastructure investments in Baltimore, like the Frederick Douglass Tunnel Program.

The Frederick Douglass Tunnel will replace Amtrak’s existing B&P Tunnel, which opened 150 years ago during the Ulysses S. Grant Administration.

Throughout tunnel construction, Amtrak will continue to keep the community informed and updated, perform real-time monitoring and undertake other industry-leading activities to protect adjacent properties.

The third and final construction contract to “fit out” the Frederick Douglass Tunnel with tracks, rail systems and more will be announced at a future date, with an anticipated award in 2025/2026. Construction of the new tunnel is being delivered through the innovative Construction Manager At-Risk (CMAR) delivery method, which improves project delivery time and allows design, pre-construction and other work to proceed simultaneously.

Rehabilitation Work to Begin in 2025 On 1920s-Era Bridge Over Delaware River

The 92-year-old UhlerstownFrenchtown Toll-Supported Bridge over the Delaware River, connecting rural areas of Pennsylvania and New Jersey, is scheduled to be rehabilitated in 2025.

That was the word recently from the Delaware River Joint Toll Bridge Commission (DRJTBC), followed by the body’s approval of a contract with WSP USA Inc., an engineering consulting firm in Exton, Pa., to design the work.

According to MyCentralJersey.com, a network of regional news publications, the planned rehabilitation is intended to put the bridge in a good state of condition and extend its service life so it will not need a major upgrade for another 15 years.

The Uhlerstown-Frenchtown Toll Supported Bridge connects Bridge Street in Frenchtown, N.J., with PA Route 32/River Road in the Uherlstown section of Tinicum Township in Pennsylvania.

The two-state DRJTBC envisions the major tasks of the Uhlerstown-Frenchtown Bridge’s rehabilitation project will include:

• Fixing various pieces of the bridge’s steel superstructure.

• Cleaning and repainting the span’s steel superstructure and underlying bearings.

• Repairing the bridge’s abutments, piers, and retaining walls.

• Installing a programmable LED lighting system to highlight the bridge’s architectural profile at night along the river. This would be the third DRJTBC bridge to be outfitted with such a lighting system.

The six-span bridge has a 15-ton weight limit, a 12-ft.-6in. height restriction and a 15-mph speed limit. It also is narrow, with a clear roadway width of 16-ft.-6-in. curb to curb. A concrete-filled steel grating sidewalk is supported by the upriver truss on steel cantilever brackets.

Last year, the Uhlerstown-Frenchtown Bridge carried an average of 4,200 vehicles per day to and from the Borough of Frenchtown in Hunterdon County, N.J., and the Uhlerstown section of Tinicum Township in Bucks County, Pa., via N.J. Highway 12 and Pa. Highway 32.

The design process is expected to be completed this fall, according to the current project schedule.

MyCentralJersey.com noted that the contract for the rehab could be awarded by the start of 2025, followed by the beginning of the work itself in the late winter, and a likely completion toward the end of 2025.

The Warren truss bridge’s current riveted-steel superstructure first opened to traffic on Oct. 10, 1931, but the stone piers supporting it were built much earlier in 1843. Its last upgrade occurred in 2001.

Engineering Firm to Embark On Several Critical Tasks

An initial task for WSP USA will be to perform a detailed bridge inspection to confirm and identify conditions to be addressed as part of the Uhlerstown-Frenchtown Bridge rehabilitation project, DRJTBC noted in a Jan. 29 news release. These inspections could require periodic alternating single-lane travel restrictions at the bridge.

Additionally, WSP USA is directed to examine the bridge

walkway’s condition to see if it warrants replacement or repairs.

After the bridge inspection process, engineers with the firm will map a course of action to address identified issues with the bridge and plan the other major tasks the DRJTBC has budgeted to be conducted within the overall effort.

WSP USA also will develop drawings, list structural details, compile construction specifications and map trafficcontrol plans that might be needed.

The DRJTBC is likely to hold public forums on each side of the Delaware River during the latter part of the design work.

The meetings will inform residents, motorists and businesses about the project’s purpose, and the bridge’s conditions that need rehabilitation or repair. Plans call for the open houses to present renderings of the proposed bridge lighting, any travel restrictions that might be needed to carry out the improvement project and its anticipated work schedule.

A specific online page will soon be created by the DRJTBC on the agency’s website — www.drjtbc.org — to inform the public about the bridge project. The page will be updated periodically as more information becomes available during the span’s design and construction.

One Tough Old Bridge

The original bridge at the current Delaware River crossing point operated for 60 years before the “pumpkin flood” of Oct. 10, 1903, carried away the two wooden spans nearest the New Jersey approach. They were replaced with steel through truss spans in 1905, but the bridge’s original masonry substructure — five piers and two abutments — still remains in service today.

Pennsylvania and New Jersey jointly purchased the toll bridge in June 1929 and immediately made it toll-free. Later, its wooden road deck was replaced with a steel open-grate deck in 1949.

Thirty-eight years after that, the two states transferred ownership to the DRJTBC, which operates and maintains the structure with a portion of the proceeds from its eight toll bridges. 

Skanska Vets Earn Highest Construction Achievement Honors

For the first time, two Skanska construction veterans have concurrently received the highest honors in civil construction for their dedication and expertise in construction.

Gary Almeraris, vice president of operations for Skanska’s East Coast civil operations, was awarded The Moles 2024 Outstanding Achievement Award, and Jake van Baarsel, engineering manager of Skanska’s West Coast civil operations, was awarded the 2024 Golden Beaver Award.

“It is an honor to celebrate the exceptional accomplishments of Gary and Jake, and it brings us immense pride to see them recognized with the industry’s highest of accolades,” said Don Fusco, president and CEO, Skanska USA Civil.

At The Moles’ Annual Award Dinner on Feb. 8, 2024, Almeraris was awarded the Outstanding Achievement Award and deemed a quintessential Mole for his nearly 50year dedication to heavy construction and tunneling.

Over his impressive 46-year career, Almeraris has played a pivotal role in many significant projects, showcasing his expertise in major tunneling and open-cut endeavors in New York City, Boston and Washington, D.C. Notable achievements include managing SEM caverns, utility-infested open cuts, frozen ground stabilization projects and tunnels in diverse terrains using conventional methods and TBMs.

Almeraris’ international experience ranges from a special assignment in the remote Indian Himalayas on the Naptha Jhakri 1600-megawatt Dam/Tunnel project in 1994 to being a key team member on multiple projects throughout the UK, Norway, and Sweden with Skanska’s international Underground group.

Beyond his technical prowess, Almeraris is passionate about mentoring young engineers entering the heavy civil industry. He actively supports initiatives such as the Moles outreach, bringing college students into the world of heavy civil construction. In 2021, he served as the president of the Moles and has been a member since 1989. He received the Underground Construction Association’s Outstanding

Individual Award in 2020 and was recognized as one of ENR’s Award of Excellence top 25 in 2012.

His life motto, “Be part of the Team, enjoy your work, and be proud of your accomplishments,” reflects his enduring dedication to the industry and the people he serves.

As the first Skanska employee to receive the honor in the firm’s 60-plus-year membership, van Baarsel was awarded the 2024 Golden Beaver Award for his Engineering Service & Supply Excellence at The Beavers’ 68th Annual Awards Dinner on Jan. 18, 2024. He was honored for his skilled work on challenging, heavy engineering projects and the responsibility and integrity he’s shown throughout his career.

van Baarsel has exemplified the importance of building innovative civil infrastructure while understanding the importance of educating the next generation of engineers. Throughout his career, van Baarsel has provided construction engineering for more than 400 bridges on 25 freeways, 11 underground stations and other structures for five Los Angeles County Metro lines.

Taylor Group Acquires Controlling Shares of CVS Ferrari

The Taylor Group of Louisville, Miss., announced the acquisition of 85 percent of the shares of CVS Ferrari (CVS) from NEIP III and BP.

The Taylor Group is a large group of subsidiary companies ranging in goods and services from material handling equipment and container handlers to generators to construction equipment to parts and service centers and fleet management. Skanska Lands Contract for LaGuardia Airport Project

Skanska, a leading global construction and development firm, announced it has been awarded a contract by LGAFUEL LLC to carry out the $113 million construction of LaGuardia Airport’s fuel transmission systems in Queens, New York.

The project will greatly improve the airport’s fuel network, creating a streamlined process to transfer fuel to and from the airport’s stationed aircraft.

The project commenced in January 2024 and is expected to reach completion in May 2026.

DelDOT, Wagman to Replace Cloverleaves With Flyovers

DelDOT has selected Wagman Heavy Civil of York, Pa., as the lead contractor on the project. The work is slated to cost approximately $220 million and be completed in 2025. The project is about 25 percent finished.

“The construction will focus on two flyovers over I-95 and two over SR 896,” said Evan Brodsky of DelDOT. “The construction team will be completely rebuilding some of the bridges as well. The ramps will be reconfigured which will also aid in making smoother traffic.”

This construction fits with DelDOT’s emphasis on improving safety and traffic flow of roadways throughout the state.

Brodsky noted that the team is not only concerned with vehicular traffic but also is considering pedestrians.

“The team will be connecting the pedestrian routes in Newark and Glasgow. A pedestrian pathway — separated from the vehicular traffic — will be attached to one of the new flyover bridges spanning I-95.”

Wagman Team

Brandon Zerilla of Wagman is leading the construction team on the project. The work will encompass six brand-new bridges, rehabilitating 12 structures and 10 new mechanically stabilized earth (MSE) retaining walls. All the panels on the MSE walls will receive an architectural treatment and some of the walls that will be stained face the historic Cooch’s Bridge Battlefield.

“The work will create high speed movement and better merge points,” said Zerilla. “It will enable safer movement of the traffic with a reduction of long queues that occur during weekday peak hours.

Workers also will widen I-95 north of the interchange to accommodate the new flyover ramps and create better merge points on

and off I-95.

“Five of the new bridges will be built using structural steel beams and one of the bridges with get prestressed concrete beams,” said Zerilla. “In January, Wagman began the erection on the flyover ramp from I-95 Southbound to SR 896 Southbound. This particular structure is an 89 -ft. long, four-span bridge consisting of 8.5-ft. tall, curved girders with the largest span being 270 ft. long. Wagman is using a combination of 500-ton cranes and 110-ton cranes to erect the steel with the largest girder weighing 57 tons.

Wagman is working with DelDOT to create a safe work environment for both the workers and the traveling public. Wagman is following a DelDOT work-zone plan that uses concrete barriers throughout the project

to provide protection. Also, DelDOT has created a website that keeps motorists aware of changing traffic patterns, traffic alerts and current construction activities.

One major challenge is that the project has been working where the old Christina River used to be located. The river was relocated as part of a previous project and has created necessary ground improvements for construction of both bridge elements and a retaining wall.

The project is using a combination of wick drains, predrilling and installation of rigid inclusion to improve the ground in this location.

Along with the ground improvements the project also is using both cellular concrete and foamed glass aggregate as backfill to reduce the loading in this area.

“I believe this project, when finished, will enable the many motorists traveling through this area to have an easier and quicker travel experience,” said Zerilla. “The improved interchange and flyovers should assist with reduced queues and provide for a safer interchange.”

Wagman has teamed with some local Delaware contractors on this project to help with the job: Greggo & Ferrara will be doing the concrete and asphalt paving, Eastern Highway Specialists is focusing on the structures that get rehabilitated and widened, A-Del Construction is working on installing reinforced concrete pipe and drainage structures and JJID completed much of the work at the wetland mitigation site.  CEG

The interstate is an important highway that carries traffic north to Wilmington, the state’s largest city, and on to Philadelphia, New York and Boston.

Communications Pro Offers Tips On Tackling Deepfakes

can attack the budget and cost of a project, the project’s progress, the work timeline or the project’s resources.

In the end, the loss of business, the legal implications and cost overruns can ruin a contractor despite his claims of innocence, said Josh Weiss.

A crisis communication expert, Weiss sees deepfakes at the corporate and even contractor levels becoming more prevalent in the next 12 to 18 months.

“I expect that by the fall of 2024 or early 2025 we will see more deepfakes striking,” said Weiss.

He said the bright side of all this is that bombarding society with deepfake videos and images will have a reverse effect.

“By mid-2025 or early 2026, nobody’s going to believe anything they see or hear anymore,” which Weiss believes is a positive for deepfake victims.

In the meantime, social media platforms will have to find a way to remove or prevent deepfakes from happening. Until that happens, companies will get hurt before people realize they shouldn’t believe what they see.

In construction, “a lot of the people doing deepfakes are trying to make it look like a company is cutting corners,” said Weiss.

How Deepfakes Happen

A deepfake goes beyond just ruining your reputation. They can have a huge effect beyond just the ego. Weiss has examples.

Say a contractor is bidding on a contract with the state. They’ve submitted an RFP and they made the final list.

“What happens if a competitor creates a deepfake video during the selection process, where it appears you can’t do the job, or you’re cutting corners?” said Weiss.

The judging panel has your bid, but they’re seeing messages and images depicting your company as unable to perform.

“If a deepfake hits a week before their deadline and they’re not sure if it’s real or not, are they willing to choose a certain company anyway?”

It’s a huge risk for that committee to take, especially for a state or even a federal contract, said Weiss.

A deepfake video can be created by someone who doesn’t want a project to move forward, or who believes the community will be negatively affected.

“Someone in the community creates a fake video that implies there’s a major safety issue on the construction site, alleging the contractor is not meeting standards.”

Or they claim historic artifacts were found during excavation of the site. They claim it’s an ancient burial ground. That can stop a project in its tracks.

“Someone can claim there are risks on a project associated with dust,” said Weiss. “So, a contractor can water the site down in order to protect the neighborhood. But if you have a video that makes it looks like the general contractor is ignoring the environment, that company gets fined, and that stops the project.”

Another example: “Say you have a disgruntled employee who creates a video that depicts what looks like a safety manager breaking a rule.”

That disgruntled worker is just trying to hurt an employer, or maybe they’re trying to keep the project going longer so they can stay on the job.

“There are always those kind of risks, where deepfakes can threaten a company’s ability to operate,” said Weiss.

Deepfakes in construction are still fairly rare, but there’s a reason the industry isn’t hearing it happening a lot.

“Because, really, who wants to publicize that? And it’s such a new form of attack that companies may not know they’re under attack,” he said.

Weeks after that RFP phase a contractor may find a video and realize they’re being attacked. This trend is only starting to hit the construction industry, he said.

“Even in the case of major construction companies, if somebody wants to manipulate their stock, all they have to do is create a fake video.”

These characters don’t care if you find out it’s a deepfake a week or two down the road because they’ve already made their money.

A disgruntled employee, seeking to either halt or extend a project, can cause headaches by creating a video that depicts unsafe practices on a construction project site.

Answer Deepfakes With Transparency

It’s very difficult for a contractor to overcome the effects of a deepfake, especially on a multi-million dollar project, said Weiss. But there are a few things a contractor can do to become a moving target right now:

• Purposeful Monitoring — This means making sure you’re watching for deepfakes. Is your company’s IT department doing all it can in terms of protecting videos?

One form of protection is putting watermarks on your corporate videos. Steps you

take internally can demonstrate what’s yours and prevent someone from getting access to your images.

• Update crisis communication — Companies should update their crisis communications plan to cover deepfakes.

The bonus is most companies already have a crisis communications plan, said Weiss.

“They already have protocols in place for how to handle a media crisis, a community crisis, etc.”

Rototilt Completes Its New Control Product Lineup

It has been a year since Rototilt launched its new Rototilt Control product line, which has been positively received by the market. Today, Rototilt can announce that the product line is now complete, as the two smallest tiltrotators receive their successors in the RC series.

“This is what we’ve been working towards all along,” said Sven-Roger Ekström, product manager at Rototilt.

The company has now launched sales of all the tiltrotators in the RC Tiltrotators product line. The last to be released are the RC1 and RC2 compact tiltrotators. Vanguard Truck Centers Acquires Nacarato Truck Centers

Volvo Trucks North America announced that its independent authorized dealer Vanguard Truck Centers, a full-service commercial truck dealer group and leasing operation, acquired Nacarato Truck Centers to become one of Volvo Trucks’ largest dealer groups in North America.

DEVELON Celebrates First Anniversary of New Brand Name

It’s been one year since the familiar brand of orange construction equipment, formerly known as Doosan construction equipment, was renamed DEVELON.

Company officials hosted a special media event on Jan. 17, 2023, in Las Vegas. It was during this event that DEVELON leaders unveiled the new brand for the first time, marking the beginning of a new era for the construction equipment manufacturer.

Under the new brand name, DEVELON is building on its success in North America over the past 30 years and throughout the world for 80 years. It has produced innovative products and solutions that have further solidified its status as a global leader in construction equipment and solutions in the construction industry.

“Trade shows are an important way to get our brand out there, where we can tell our own story the way we want it to be told,” said Roecker. “They open up opportunities to show off new products and innovations and reach new customers who are working in various applications that our company is interested in exploring.”

Growing Dealer Network

Another result of DEVELON’s rebrand and growing industry presence is the expansion of its dealer network to more than 200 locations in the United States and Canada — a new pinnacle for DEVELON dealership locations.

“Every dealer worked hard on converting their dealerships to the new brand when it was announced, from signage to new machine decals and uniforms,” said Roecker. “Due to their efforts promoting DEVELON in their markets, we’ve received more interest from new dealers and customers. We’ve also been able to hire better talent as a result. This transition of the company name would not have been successful without the support from our dealer network.”

A major launch in early 2024 is the 36-month, 5,000-hour full-coverage standard warranty on a purchase of a new DEVELON mini excavator, crawler excavator, wheel excavator, log loader, road builder, wheel loader or dozer.

“We will place an emphasis on telling the story of who we are so that we can create more meaningful interactions,” said Roecker. “In addition, we’ll add more products to our portfolio, like the compact track loader, and will be aggressive with our warranty programs. We’ll also focus on adding the right dealers and partners to make ourselves more competitive and to satisfy customers. We’ve got a lot in store and are excited for the future of DEVELON.”

ASCE Announces 2024 Outstanding Projects, Leaders Award Winners

The American Society of Civil Engineers (ASCE) announced its 2024 recipients of the Society’s Outstanding Projects and Leadership (OPAL) awards, which recognize lifetime achievement in each of five categories: construction, design, education, government and management.

These individuals have advanced the civil engineering profession and enhanced their communities through innovative ideas, superb leadership and a dedication to furthering the education of future civil engineers.

“ASCE is proud to honor the most renowned minds in the engineering field with this year’s OPAL Award recipients,” said Marsia Geldert-Murphey, 2024 president, ASCE.

“The 2024 award winners have each played a role in improving the resilience and sustainability of infrastructure projects around the world, tying together past advancements with future needs. Our communities and future workforce are stronger thanks to these exemplary individuals and their contributions to the engineering profession.”

OPAL Award winners will be recognized at the OPAL Gala, which is scheduled for Oct. 8, 2024, in Tampa, Fla., at ASCE’s 2024 Convention.

The 2024 OPAL leadership award recipients are as follows:

• Construction — Cary Kopczynski, CEO and senior principal of Cary Kopczynski & Company (CKC), an award-winning structural engineering firm — for innovation and excellence in promoting efficient construction in civil engineering projects and programs. CKC designs major urban building structures throughout the United States and has won more than 80 regional, national and international awards for its projects. With offices in Seattle and Chicago, CKC has pioneered numerous ideas to improve design and construction such as the use of high strength reinforcing steel and fibrous concrete in high seismic regions. Kopczynski is a past president of the American Concrete Institute (ACI) and past president of the Structural Engineers Association of Washington (SEAW). As ACI president, he spearheaded an initiative to improve the constructability of design and productivity of construction, resulting in the formation of a growing new entity called PRO: An ACI Center of Excellence for Advancing Productivity, whose board of directors he chairs.

• Design — James R. Harris, founder and principal, J.R. Harris & Company in Denver, Colo. — for innovation and excellence in civil engineering design. He has designed or evaluated thousands of structures ranging from dwellings to high-rise buildings, industrial facilities, buildings in the most susceptible seismic zones, excavation bracing, renovations of historic buildings and many others. His research has focused on the loading and response of structures, particularly earthquake and snow loadings. He is an active member of several committees that produce national standards for structural engineering practice. He has chaired the committee that produces the standard ASCE/SEI 7 Minimum Design Loads for Buildings and Other Structures, and its

subcommittee for seismic design.

• Education — Bilal M. Ayyub, professor and director, Center for Technology and Systems Management, University of Maryland, College Park — for demonstrated excellence in furthering civil engineering education. Ayyub is recognized as one of the world’s leading researchers in risk analysis for informing decisions on disaster resilience. He is also a leading researcher in the areas of sustainability, climate/hazard-resilient infrastructure, natural infrastructure, environmental/ecological concerns, and associated economics and finance. His research has supported projects from governmental, private and international entities including the National Science Foundation, Departments of Defense, Transportation, Homeland Security, Energy, Interior and Commerce, and leading insurance and multinational corporations, such as Bechtel, Chevron, United Technology and Ford. He is the author or co-author of more than 650 publications including 20 books and recipient of several awards, including the 2019 ASCE President’s Medal for bringing adaptive design to the profession to help address a changing climate.

• Government — Roger M. Millar, secretary, Washington State Department of Transportation (WSDOT) — for demonstrated leadership of public sector projects and programs. Millar oversees an agency that is a steward of multimodal transportation systems in addition to building, maintaining and operating the state highway system, among other responsibilities. Millar has an international reputation for innovative approaches to conservation and development, leading projects which promote economic vitality, environmental stewardship, social equity, public health and aesthetic quality. His leadership of the Complete Streets program created a national movement for transportation systems that are safe, convenient and pleasant for all users. Millar also is the past president of AASHTO and served as vice president of Smart Growth America.

• Management — Robert Prieto, chairman and CEO, Strategic Program Management LLC, and non-executive director, Dar al Riyadh — for exceptional management skills in his professional career. As chairman of Strategic Program Management and previously at Parsons Brinckerhoff and as a senior vice president at Fluor, Prieto focuses on improving organizational strategy and execution for large complex programs. He has served on numerous corporate, advisory and academic boards; co-chaired the NYC Partnership and Chamber of Commerce Infrastructure Task Force post 9/11; chaired the World Economic Forum (WEF) Engineering & Construction Governors; and as a presidential appointee to the APEC Business Advisory Council (ABAC). Fay & Wright Excavating Acquires Blastech Inc.

Fay & Wright Excavating, one of the largest custom rock crushing service providers in the Northeast, recently announced that its ownership team has acquired the assets of Blastech Inc.

Forming a drilling and blasting company to work in conjunction with its custom crushing is not a new idea — this is a concept Fay & Wright has been providing for some time.

Blastech has been a trusted name in drilling and blasting for more than 30 years, As a result of the acquisition, Fay & Wright has formed a new company, Tri-State Drilling and Blasting.

All Blastech employees have chosen to join Tri-State Drilling and Blasting, bringing with them decades of experience.

According to Lee Baldwin, vice president of Fay & Wright Excavation, the creation of Tri-State Drilling and Blasting just made perfect sense. The company provides drilling and blasting services for construction sites, quarry and mining projects and blasting. In addition to working on structural

demolition projects, Tri-State Drilling and Blasting provides controlled blasting, massrock blasting, boulder drilling, ditching and foundation blasting services.

Located in Goshen, Conn., Fay & Wright Excavating was founded in 1983 and offers its clients mobile solutions for all types of aggregate processing needs, including rock crushing, concrete crushing, asphalt recycling, screening and site work. From the company’s inception, it has been known as a leader in the contract aggregate crushing business.

In 2015, Fay & Wright Excavating was purchased by Jared Dennis, a 10-year employee of Fay & Wright, and Lee Baldwin, who had an extensive background in the sales and operation of heavy equipment. Aggregate Pro Opens New Biz — Nor’East Equipment Services

Joe Collazo, a name that has been well known and respected for many years in the New England aggregate equipment market, is excited to let aggregate producers and recyclers know that he has made the decision to step out on his own and to start his own company, Nor’East Equipment Services.

Collazo, who is president and founder of Nor’East Equipment Services, is particularly excited about representing R.D. Olson as he has supported the product for several years. “Since I got started in this business I have been around the RD Olson / CEC product and I’m glad we can continue to support my old and new customers in this new endeavor.”

“The R.D. Olson product which, was built for CEC and had a great

Anaconda’s Investment in U.S. Results in Strong Growth

Over the span of just 15 years, Anaconda Equipment has grown to become a respected manufacturer of material handling products in the industry.

With its headquarters and global manufacturing facility based in Northern Ireland, the mecca of material equipment, Anaconda has been in the American marketplace since 2009. Three years later, the maker established its sister company, Anaconda USA Inc., in Bellingham, Mass., to better serve the U.S. dealer base with technical support and spares.

The cultivation of strong partnerships with exclusive dealers throughout the country has been instrumental in the placement of close to 1,000 units into America over the past decade.

As Anaconda continues to expand its product offering into full-line crushing equipment, it is actively seeking to grow its presence in the market with additional partnerships in several states.

Michael-Paul McCann, Anaconda USA’s marketing and business development manager, spoke recently on a range of topics, including the company’s products, growth and future plans while visiting Sound Heavy Equipment in Wilmington, N.C., one of the manufacturer’s dealerships.

“When we started out, we were making compact containerized equipment that could inexpensively be shipped to market,” he said. “We now offer the full range of crushing, screening, mobile conveying and washing products for processing aggregate materials. In terms of screening, we have finishing screens, scalping screens and trommel screens, totaling 11 different models. We also offer a mobile tracked jaw crusher, impact crusher, and the soon-to-be-released C12 cone crusher.”

In addition, Anaconda’s product lineup includes three models each of its mobile feeding, tracked and wheeled conveyors.

And the equipment maker is not content to sit back and admire its current stable of machinery as plans are under way to unveil the new Anaconda cone crusher model in the next several months, McCann said.

“Our new C12/C12R cone crusher is one that is able to recirculate materials back into the feeder again,” he said.

The cultivation of strong partnerships with exclusive dealers throughout the country has been instrumental in the placement of close to 1,000 units into America over the past decade.

“We are working with our engineering team on trying to get a big product launch for it set up in the first half of 2024.”

Anaconda Offers Resourceful Machines, Expert Support

McCann noted that customers also are drawn to Anaconda equipment once they learn the manufacturer considers itself as a complete and attentive product, service and support company.

“We understand that when you use our equipment at a quarry, for instance, or any application where tons of rock and dirt are thrown at the machine for several hours each day, that maintenance will be required to keep the machine operating and eliminate the chance of downtime,” he said. “But the thing to remember is that Anaconda and our dealer network will always back you up with expert service, parts and technical support.

“To me, that would be the main reason to choose Anaconda equipment,” he added.

In 2019, Anaconda received a major boost when it was acquired by the McLanahan Corp., based in Hollidaysburg,

Pa., just outside Pittsburgh. The almost 200-year-old multiindustry manufacturer did so just as Anaconda was launching its crushing lines, McCann said, but as the larger company had decades working in the aggregates industry, it brought Anaconda needed experience to that product segment.

In fact, the chambers — or boxes — found in Anaconda’s jaw and impact crushers, he said, are sourced through McLanahan.

“Those chambers are tried and trusted stationary units throughout the industry,” according to McCann. “I think there are 7,000 jaws and 1,500 impactors working in North America in static applications. What we did was take that concept and put it into a tracked solution.”

He noted that McLanahan focuses much of its time manufacturing major static and washing plants, but beyond aggregates, it also makes an extensive list of other equipment, including those that handle coal, recycle C&D and produce concrete.

Creating Tri-State Drilling and Blasting ‘Makes Perfect Sense’

“Putting Tri-State Drilling and Blasting and Fay & Wright Excavating under the same umbrella of ownership is going to give each company a tremendous competitive advantage,” Baldwin said. “Going forward, when we come in to price a job, we can offer a single number, from drill to blast to crush.

“Over the years, we often found ourselves frustrated trying to coordinate our crushing operations and schedules with the drilling and blasting contractor,” he added. “This will eliminate that, making operations far more fluid and efficient for us while allowing us to be more cost effective for our customers.

“The drilling & blasting industry is a high liability, tightly regulated business. There are really not that many people in that line of work anymore, so for us to be able to offer that service is going to be a tremendous asset.

“With the purchase of Blastech’s assets, we have acquired six drills, which gives us

Schreiber has more than 20 years of experience in various aspects of the aggregate industry. He started working in quarries operating equipment and driving trucks, and then worked fabricating aggregate plants. He has spent the past decade selling aggregate parts for another aggregate parts supplier, two of which he served as parts manager.

As a business development professional for Anaconda, a big part of McCann’s job is to create long-standing relationships with distributors like Sound Heavy Machinery, located near the southeast North Carolina coast.

“They were working with Anaconda before I came aboard with the company — I would say seven or eight years at least,” he said. “Sound Heavy does a fantastic job in providing outstanding support to customers who use Anaconda products by keeping our parts on its shelves. The dealership also has talented people to commission our equipment to make sure they properly run for customers and there is little to no downtime. If something does go wrong, they see to it that our machine is up and running in a day, which is essential to the customer.”

As Anaconda continues to expand its product offering into full-line crushing equipment, it is actively seeking to grow its presence in the market with additional partnerships in several states.

One of Anaconda’s key goals over the next few years, he said, will be to continue expanding its dealer base in America because there are many states where the manufacturer does not currently have coverage.

TOMRA Names Michelle Landon as Its Regional Service Director for Americas

Global leading supplier of sensorbased sorting solutions, TOMRA Recycling Sorting, announced Michelle Landon as the regional service director for the Americas.

In this newly created role for the Americas region, Landon will direct the teams responsible for initial installation, optimization and commissioning of TOMRA’s leading sensor-based sorting equipment and technology throughout North and South America. She also will oversee the maintenance, spare parts, training and on-going optimization programs as well as expand and enhance technology training.

“The Americas region is experiencing tremendous growth in the demand for our optical sorter and artificial intelligence-based solution, GAIN. We are also expanding our support, training and parts fulfillment programs, and this position will be critical in leading these efforts,” said Ty Rhoad, regional director Americas of TOMRA Recycling Sorting.

“Michelle’s vast experience in the service space for equipment, technology and security applications make her the right choice for this position.”

Landon brings to TOMRA 20 years of experience with implementing and leading customer experience programs, driving service efforts for companies in the healthcare, intermodal, technology and construction industries. She led service and field support programs as a healthcare consultant, and she directed the technical support and field service teams that provided automated gate hardware and software solutions for retail, port and railyard facilities. She also devised digitalization initiatives with focus on implementing automation and accelerating customer service, online portals and upskilling employees to be remote ready.

The prospect of contributing to a healthier and more sustainable environment drew Landon to TOMRA to bring end-to-end service and optimization solutions to customers.

“My desire is to contribute to something larger than myself, and that is why my time in the healthcare industry was so important to me,” she said. “Our aim is to advance the customer journey with TOMRA technology solutions as a trusted advisor through continual process optimization to drive plant performance by bringing value to waste.”

Landon also is being tasked with growing the field service team for the Americas, not only in number but with knowledge base expansion through training.

“We are leveraging the strength of the global TOMRA service team to increase the depth of knowledge for our Americas field service team, and, in turn, our customers,” Landon said.

Just in Case, Companies Should Update Their Crisis Communications Plans

He said 80 percent of a contractor’s crisis communication plan remains unchanged in addressing deepfakes. But there is one major difference.

“If something bad happens and you say this isn’t real or it’s not really me, no one’s going to necessarily believe you,” said Weiss. “Just because you say it’s fake, people just don’t know if they should believe you or not.”

• Get third-party endorsement — You really need a third-party expert to say something is fake.

“Some tech companies have developed deepfake detection software to find which pictures are fraudulent,” said Weiss.

Most experts can customize a plan to meet your company’s needs. The key is having a third-party expert explain why it’s fake.

“That’s a lot more credible than you explaining by yourself” on behalf of your company, he said.

Your best tool for mitigating deepfakes is implementing a crisis communication plan that includes a response to these incidents.

“I urge companies to update their crisis communication and emergency plans. I consult with them on what to do and say during a deepfake.”

And, he said, that extends to what to say to their employees believing the head of the company is having an affair, doing drugs or putting their jobs at risk.

A third party can say “this is fake” and explain why. The faster you get that out and have proof it’s fake, the sooner you can show that it’s already disproved.

“If you don’t have a plan lined up, if you have no thirdparty proof, that fake video is allowed to circulate for three days,” said Weiss. “That means more people every hour will see that bad news. With a deepfake crisis it’s all the more important to respond as soon as possible.”

During a media crisis, your plan is to have a statement to buy yourself more time to deal with a negative situation.

“But it doesn’t work that way with a deepfake crisis because the video will keep going until you can prove it’s fake,” said Weiss.

Preventing Deepfake Damage

Inside your company, said Weiss, there are steps your IT department can take to mitigate the occurrence of deepfakes.

One goal, he said, “is to try to lock down the ability for bad actors to access that corporate video.”

Finding that forensic capability to break it down is another step in the right direction. In all likelihood most contractors don’t have the inhouse IT resources.

“You need special software or expertise to detect and make it less believable,” said Weiss.

Another step a contractor can take is to train employees on the damage a deepfake can cause to the company.

“They may believe it, too,” said Weiss. “All of a sudden innocent employees are spreading the fake news even faster. If you want to stop that, I encourage companies to understand their employees are their first line of defense.”

Recognizing and reporting is the best way to start the clock in finding third-party experts to say something is fake.

The faster company executives know, the faster they can reach out, say it’s fake, get that on the record and defend themselves.

Your crisis communication plan should detail what they tell employees who are most afraid because their jobs are at risk.

“The guy in the field, the worker onsite, is the one getting calls and comments from the public, elected officials and customers.”

A contractor should always try to tell employees what’s happening so the employee is prepared to share the right message if someone asks.

“You don’t want them to speak for the company, but their response is a public statement even if it’s just to another worker.”

And, you want that message to be positive, added Weiss. You want that employee to say, “It’s not true, we’re addressing it.”

That message, at least, helps employees know what’s going on and they realize it’s not true, said Weiss.

“If you never address the issue with employees, they start to wonder if it’s real, too.”

The next step is getting the message to your elected officials from representatives of your company.

If there’s a general contractor on the project, you need to tell the GC what’s going on.

“It’s embarrassing to say it’s fake, but wouldn’t you rather say it’s fake, than they see it, wonder if it’s real and ask you about it?” said Weiss.

The idea is, whoever gets the first chance to say anything will control the message, he added.

So, you the contractor want to be the first one to share info, “but not so loudly you tell people something they never would have known about.” 

plates and strand jacks that pulled the structure horizontally until it reached the next temporary support.

This process continued until the bridge reached the opposite side of the river. The SPMTs on the rear of the bridge were then removed and skid shoes were installed to slide the bridge into its final position.

At this point, the bridge was taken over by climbing jacks, which allowed the temporary supports to be removed and the bridge to be lowered down to its final resting height.

Around 45 truckloads of specialist heavy equipment were mobilized for this project, including 96 axle lines of SPMTs, 26 launching plates, 10 climbing jacks and 2 strand jacks.

Plate Spinning

One of the key considerations for any bridge launch is the risk of deformation of its structure during the launch process, and this posed a big challenge for the engineering team.

To solve this, temporary supports with hydraulic cylinders were used at the quay edges and in the water, as well as modified

launching plates. Jack van der Vloet, lead engineer at Mammoet, said, “It’s a big bridge and wind loads had to be considered. It has a large deflection, so the launching plates had to be modified. Typically, they swivel in two directions; however, in this case they had to swivel 360 degrees. This always gave us full control of the operation.”

The entire skidding equipment had to be customized to execute the operation techni-

cally. This meant that all launching plates were retrofitted with a spherical bearing so that they could be moved in all directions. During the launch the weight on each tower and cylinder was controlled to ensure a smooth and safe operation.

Due to the bridge’s size, all the available launching plates that Mammoet Europe had in stock had to be used. This was a technical and logistical challenge, but one easily handled thanks to its size and network.

New Method for Success

Infrastructure projects are crucial to support growing populations and economies, and as cities get busier these projects become more challenging.

Mammoet’s experience in large-scale bridge projects, and technical capabilities to move bridges as a complete structure, allows parallel work in the preparation phase and time and disruption savings.

Compared to other bridge projects where cranes or pontoons are used, Mammoet used a different method with modified launching plates. This smart solution can now be adapted for other bridge projects, where using a crane or pontoon is not possible or inefficient.

Chevron announced the introduction of Rykon, a new overbased calcium sulfonate complex grease, to its recently refreshed line of products.

Rykon answers the call for a high-performance grease that increases uptime and helps enhance durability for the next generation of equipment.

With its unique formulation, Rykon will round out Chevron’s grease offering with a grease formulated for heavyduty and extreme pressure applications. This calcium sulfonate complex-based grease also provides an alternative option to lithium-based thickeners, which have become widely expensive due to rising global demand.

eturning to Bushnell, Fla., for its 31st annual auction, Alex Lyon & Son did not disappoint. The 10-day sale was held Feb. 3 to 12 at the company’s facility at 716 County Rd. 475.

Customers from around the world traveled to Florida for the opportunity to bid onsite live, while those who couldn’t make the trip were able to bid online. Four of the 10 days featured timed auctions.

The yard was well stocked with new and like-new rental fleet equipment from various manufacturers and included excavators, mini-excavators, paving equipment, dozers, lifts, skid steers, articulated trucks, dumpers, trailers, aggregate equipment and much more.

According to Jack Lyon, president of Alex Lyon & Son, “The best equipment is the norm, not the exception. The greatest auction on planet Earth.”  CEG

Yoder & Frey Celebrates Its 50th Year of Participating in

To celebrate its 50th year as “The Original Florida Auction,” Yoder & Frey added an extra day to its annual event, held Feb. 14 to 17. Originally scheduled as a three-day event, the number of consignments of high-quality equipment swelled to more than 5,000 lots.

Yoder & Frey, the “founders behind one of the world’s premier equipment auctions” known as the Florida Winter Sale, welcomed buyers to its facility at 654 West Southport Rd., Kissimmee, Fla. New and used equipment from manufacturers such as Caterpillar, Komatsu, Volvo, JCB Manitou, Terex, Hamm, John Deere and more were available for those looking to expand their fleets.

Online bidders also were encouraged to take advantage of the sale.  CEG
