M. Distasio Excavation based out of Tewksbury, Mass., was founded in 2019 by Michael Distasio.

Distasio took a familiar path in building his company.

“I started out as a lawn care service, and I found that it really did not hold my interest, so I diversified into a landscape and hardscape company,” he said. “It wasn’t long before I realized that it wasn’t what I wanted to do, either. In 2019, I started moving into water and sewer projects and began using heavier excavation equipment. That’s when I found my groove and things really started to grow from

there.”

The first piece of equipment Distasio purchased was a skid steer, followed shortly after with a mini-excavator.

Today, the company has a significant equipment fleet, which predominantly consists of DEVELON equipment.

Massachusetts’ Lawmakers Announce $372M to Rebuild Two Cape Cod Bridges After a series of setbacks and hurdles, Massachusetts’ representatives in Congress announced Dec. 15 that the first round of funding has been secured for the replacement of the aging Bourne and Sagamore bridges leading to Cape Cod. The two bridges are a principal economic lifeline for the region, and, in their current state, an increasingly worrisome public safety risk, the Cape Cod Times reported.

The $372 million worth of funding is from a grant application filed by the state in August and will come via the

Federal Multimodal Project Discretionary Grant program, according to a joint statement from U.S. Sens. Edward Markey and Elizabeth Warren, along with U.S. Rep. William Keating, as well as a statement released by Gov. Maura Healey’s office.

“I’m not gonna sugarcoat this, we still have a long way to go,” Warren said in a Dec. 15 interview with the Times. “But instead of hitting one brick wall after another, and getting see FUNDING page 12

Failing Components Force Lane Closure On Busy Bridge

The Rhode Island Department of Transportation (RIDOT) recently closed the westbound lanes of the Washington Bridge, one of the busiest sections of highway in the state, after a consultant inspecting work on the bridge discovered bridge components that were in critical danger of failing.

“Rhode Island has a strong team of public safety and engineering experts who were mobilized quickly yesterday to address a critical issue at the Washington Bridge with the chief goal of keeping residents safe,” said Rhode Island Gov. Dan McKee in a press release following the Dec. 11, 2023, closure. “Right now, this is the number-one priority.

Our all-hands-on-deck team of state and local leaders continues to ensure public safety while minimizing any burden caused by the temporary traffic patterns.”

Built in 1968, the Washington Bridge carries 96,000 vehicles daily. Construction crews began a $78 million reconstruction project in 2021 aimed at correcting structural deficiencies on the westbound portion, which carries I-195 over the Seekonk River between East Providence and Providence. However, RIDOT noted that the recently discovered failing components, anchor rods, are not part of the reconstruction project.

According to the RIDOT consultant’s report, defects observed included failed tie downs, bouncing and gaps at bearings. Following notice of the failing anchor points, RIDOT diverted traffic to alternate routes and began “round-the-clock” work to create two westbound lanes from East Providence to Providence on the eastbound side of the bridge. RIDOT reported the work had been successfully accomplished on the morning of Dec. 15, four days after the closure.

“This temporary traffic pattern will allow two lanes of travel westbound and two lanes of travel eastbound — all operating on the eastbound Washington Bridge,” according to RIDOT. “RIDOT will reopen most ramps that had been closed. However, the Gano Street off-ramp [Exit 1D] will remain closed as will the on-ramps to I-195 West from Veterans Memorial Parkway, Taunton Avenue and Warren Avenue. RIDOT will continue to maintain passage on the westbound bridge for emergency vehicles only.

alleviate congestion, but there will still be delays. Motorists may continue to find one detour route or the other more effective for them. As traffic becomes accustomed to the change with the bypass lanes open, RIDOT expects congestion levels to even out and create more predictable traffic flow and travel times.”

In addition to relocating the westbound lanes, RIDOT also announced Dec. 18 that it had contracted with SeaStreak, Rhode Island Fast Ferry and the Block Island Ferry, to offer free ferry service to travelers who need to commute between the Bristol area and Providence starting Dec. 20, 2023, weather permitting.

“We wanted to offer as many modes of transportation as we could to people who have been affected by the closure of one side of the Washington Bridge,” RIDOT director Peter Alviti said.

RIDOT said it plans to offer the service for 99 days total between Dec. 20, 2023, and March 29, 2024.

It was later expanded, “Thanks to the efforts of Rhode Island’s Congressional delegation in support of a $25 million federal BUILD grant,” to include a new exit to Waterfront Drive in East Providence — “providing access to dozens of acres of developable land, as well as an additional through lane on the bridge to better accommodate Interstate traffic and the high volume of traffic entering the highway from the Veterans Memorial Parkway, Warren Avenue and Taunton Avenue ramps.”

In the reconstruction description, RIDOT describes the Washington Bridge as “... the source of chronic congestion with backups often extending as far back as the Massachusetts state line, particularly during the morning rush hour. When the project is done, the average morning commute from the state line to I-95 will be trimmed by 40 percent, from 16 minutes to 9.5 minutes.”

towns, and we also get involved in building small roads and we have built some subdivisions with multi-housing units,” said Distasio.

Distasio has built a reputation for having created a solid company in just a few years.

When asked what his secret is, he replied, “There is no real secret, it’s just long, hard workdays, early mornings and late nights.

“I surround myself with a team of really good employees,” he added. “They are qualified, they know what they are doing, they bounce ideas off each other and they get a lot accomplished. The people who work for me are a lot like my family. They need to be, we are together more than 12 hours a day.”

According to Distasio, the COVID pandemic played a part in the company’s fast growth.

“We were deemed essential very early on and there was a high demand for our type of work, and the economy has been strong ever since,” he said. “We are very competitive with what we do. We may bid our work a little bit cheaper than the next guy, but we work harder, and get it done faster, and are able to take on more work, making up for the aggressive bid.

“Down the road, we are looking to stay

We have several good, significant housing-related projects to move on to as soon as this one is wrapped up, one of which is in the town of Lynn, where we will be breaking in the neighborhood of 35,000 tons of rock, so there will be a lot of hammer and crushing work on that project.”

The equipment he uses also is a part of Distasio’s success.

“My fleet is almost entirely DEVELON,” he said. “Locally, the DEVELON dealer, Equipment East, has a great reputation for service.

“My first DEVELON machine was a DX140LCR, a 32,000-pound excavator that my crew really appreciated, and it held up very well in New England’s tough digging conditions. nothing done, we’re now making real progress measured in hundreds of millions of dollars, and that’s a breakthrough.”

The funding for the bridges represents only the first sum in what is expected to be much more, she added. The full amount of funding applied for by Massachusetts, alongside federal, state and local entities, could be on the horizon, Warren added, which means the bridge replacement project could see additional necessary funding as soon as next spring.

“After years of frustrating work, and lots of persistence, Massachusetts is now well positioned to win more federal funding to replace these bridges,” she explained. “This mega grant is a $372 million downpayment from the Biden administration and a strong sign of an even larger federal investment in the future.”

Replacing both bridges is now estimated to cost $4.5 billion.

The Bourne Bridge was originally dedicated on June 22, 1935, and has spanned the Cape Cod Canal ever since along with its

sister, the Sagamore Bridge. For many, the two structures symbolize the start of another Cape Cod vacation.

2023 — Critical Year for Funding Bridges Several steps to secure money to replace the bridges have taken place in 2023: • In July, Warren told the Times that the U.S. Senate announced the inclusion of an initial $350 million for the replacement of the Bourne and Sagamore bridges in an appropriation bill.

• Earlier in the year, President Biden pledged $350 million in his Fiscal Year 2024 federal budget, committing an additional $600 million for FY2025.

• In August, Healey’s office unveiled an application plan for securing $1.44 billion in federal discretionary grant money to replace both bridges.

• Healy’s administration also applied for $150 million from the Nationally Significant Multimodal Freight & Highway Projects program and $222 million from National Infrastructure Project Assistance. These two federal grants were closely followed by the Bridge Investment Program, which was the largest share at over $1.07 billion.

State officials are waiting to hear if those grants will be approved.

Healy’s application strategy also is backed by $350 million in matching state money, which mirrors the U.S. Senate’s inclusion of $350 million in an appropriation bill announced in July. Her office also recently included $262 million toward replacing the Cape Cod structures in Massachusetts’s fiscal 2024-2028 capital investment plan, all together aiming to include $700 million in state money for the project. see FUNDING page 14
