This past August marked the end of the first year of work and near completion of the first phase of the new Newport Avenue Bridge in busy South Attleboro, Mass., at the Pawtucket, R.I., line. P. Gioioso & Sons Inc. of Hyde Park, Mass., is the general contractor on the project, which was bid in March 2008 and saw its first earth moved in August. 2008. “We are reconstructing the bridge in three phases, in order to maintain the existing traffic flow,” said Joseph Gioioso, project manager of P. Gioioso & Sons. “Phase 1 will be complete in 2009 and the completion date for the entire project is August 2011.” Gioioso said the estimated cost of the entire project would be $8,732,000.
He added that the bridge, built almost 80 years ago, was no longer adequate to accommodate the estimated 33,000 cars and trucks which cross it daily, according to MassHighway officials. Much Needed Replacement “The existing bridge was built in the 1930s and was heavily deteriorated,” said Gioioso. “The bridge had a truck rating of approximately 20 tons, and it had very narrow travel lanes and sidewalks. The land widths are only 10 feet wide and these are very inadequate,” to support 2009 traffic patterns. Gioioso said that the new bridge will not only help the traffic flow from the city of Pawtucket into the Attleboro area and its several miles of stores, strip malls and malls along Newport Avenue (heavily traveled Route 1A), but part of the see BRIDGE page 10

Transportation Hub Project Nearly Bay State Ranked Fourth in Halfway Complete in Warwick, R.I. Federal Stimulus Spending By Eric Tucker ASSOCIATED PRESS WRITER
WARWICK, R.I. (AP) Rhode Island officials said a new transportation hub linking the state’s main airport to a commuter rail line should be finished in just over a year. The $267 million project will link T.F. Green Airport in Warwick to MBTA commuter trains traveling to and from Boston, extending the existing rail line beyond Providence.
Also included is a new six-level parking garage and consolidated rental car facility. Gov. Don Carcieri participated in a tour of the construction site Aug. 13. He called the new hub an investment that would pay dividends decades into the future. The project has been more than 12 years in the making. It’s funded by both federal and state grants as well as by the private sector.
BOSTON (AP) Massachusetts is ranked fourth in the nation when it comes to spending federal stimulus money. State officials overseeing the stimulus program in Massachusetts said the state has been awarded $3.3 billion in federal funds and has already spent about $1.5 billion on transportation, clean energy, health and human services and education. The money also has been used to stave off even deeper budget cuts, although
state lawmakers, including Senate President Therese Murray, have warned that next year’s budget deliberations could be even tougher as stimulus funding dries up. Also Aug. 13, Gov. Deval Patrick announced 75 communities will receive $40 million in federal community development grants — including $9 million in stimulus funds.

Vt. Selectman Wants to Stop Work on $1.7 Million Bike Path ST. JOHNSBURY, Vt. (AP) A Vermont selectman is taking his concerns about a long-proposed bike path to the federal government. Jim Rust of St. Johnsbury said he wants to stop work on the estimated $1.7 million project, which has already cost approximately $600,000. St. Johnsbury is responsible for 10 percent of costs. The Caledonian Record reported he sent a letter to Transportation Secretary Ray LaHood asking that St. Johnsbury be
allowed to abandon the path without bearing responsibility for federal grant repayment. Rust said the less than 2-mi. (3.2 km) path starts at a lumber yard; goes through an electric substation and industrial brownfields; passes the waste water treatment plant; goes over rail lines and through an abandoned rail tunnel that exits by a dump; and ends at a bridge abutment. Rust requested a chance to meet with LaHood.

R.I. Releases I-195 Surplus Land Report The Office of Governor Donald L. Carcieri, the Rhode Island Department of Transportation (RIDOT), the Rhode Island Economic Development Corporation (RIEDC), and the city of Providence have released the “Rhode Island Interstate 195 Relocation Surplus Land: Redevelopment and Marketing Analysis.” This report builds on plans for the land that will be opened up once the old I-195 is removed as part of the Iway project. “The relocation of the old I-195 has created a tremendous economic development opportunity for the state and the city of Providence,” said Carcieri. “With 36 acres of prime real estate available for commercial, residential and leisure activities, the development of this land will transform the city, continue to build upon our partnerships between education and business, and create jobs and strengthen our urban economic base.” The report makes recommendations for redevelopment of the parcels of land that transform Providence and its riverfront. These parcels comprise 36 acres of new land in the Jewelry District, Old Harbor, Fox Point, and College Hill on either side of the Providence River north of the Fox
Point hurricane barrier. “When the Iway is fully open and the obsolete portion of I-195 comes down Providence will have an entirely new look,” said RIDOT Director Michael P. Lewis. “New streets will be built and old ones reconnected, giving Downcity opportunities for growth and expansion that haven’t been available in decades.” The report points out three main objectives that will come from the reuse of the land: an increased tax base, economic development which will attract industries and jobs to the area, and urban revitalization. This will include waterfront access, park land, and a reconnection of old neighborhoods that were once sliced apart but will now come together again once the construction of the Iway is completed. “With the relocation of Interstate I195, the tear in the fabric of downtown will be repaired, and a new vibrant neighborhood can grow in the city,” said Thomas E. Deller, director of the Department of Planning and Development for the city of Providence. While the completion of this revitalization project is several years in the making, the effects of this renewal can

Michael Saul. “Years from now we will look at our capital city’s new skyline and see proof that the relocation plan was a transformative opportunity for Rhode Island’s economy.” RIEDC will be taking the lead in the disposition of the land and the marketing of the parcels to local, national and international companies. The report will be used as an informational guide in the disposition process. the Hoover Dam. During the Great Depression Ingersoll Rand made significant progress on air compressor and drilling technology. The Type 30 and Type 40 air compressors were introduced in the 1930s. The Type 40, designed to be a high-capacity compressor, was useful in mining and tunneling projects. The Hoover Dam was the largest concrete structure in the world at the time — and the biggest job using Ingersoll Rand
1927 was an important year for both the W.I. Clark Co. and Ingersoll Rand. First, Ingersoll Rand became involved in an extraordinary project in the Black Hills of South Dakota, and second, Winfred Ira Clark sold his first Ingersoll Rand portable air compressor. This long-standing partnership continues today. The W.I. Clark Co. of Wallingford, Conn., started in 1925 as a small distributorship of construction equipment. In the beginning, the company sold only two product lines — concrete mixers and Ingersoll Rand air compressors. “Ingersoll Rand was the first account my father went after,” said Gordon Clark, son of the W.I. Clark Co. founder. “Back then air compressors were designated by size, and the first compressor we sold was a 5.5 by 5.” Over the years, the company has expanded its product lines to include other portable equipment, such as light towers and generators, as well as larger construction equipment. Today the W.I. Winfred Ira Clark sold his first Ingersoll Rand product in 1927. Clark Co. has sold Ingersoll Rand air compressors longer equipment because of the millions of tons of rock that needthan any other dealer in the United States.
