(AP) While $19 million is a far cry from the estimated $21.1 billion that’s needed to address a backlog of projects along the Northeast rail corridor, advocates hope it’s a signal there will be more to come down the track. the special allotment, tucked into the new federal budget, marks the first time in recent memory that federal money has been specifically dedicated for projects along the aging 557-mi. (896 km) stretch of railway from Washington, d.c. to Boston — the busiest passenger rail corridor in the nation. U.s. sen. chris Murphy of connecticut called the $19 million “a foot in the door” that could lead to additional federal funding. Much more is needed to help the states upgrade a rail corridor with crucial segments at or near full capacity, bridges and tunnels dating back to the period between the civil War and the New deal, and components of electrical and signal systems from the 1930s. “the amount of money is not what is significant,” said Murphy, who worked to include the provision in the budget bill. “What is important, for the first time, we have a dedicated account just for the Northeast and we can grow that account as time goes on, knowing that every dime in it will help the Northeast corridor.” While much of the $1.4 billion in federal funds Amtrak expects to receive ultimately will be spent on the Northeast corridor, northeastern lawmakers have wanted for years a guarantee that funds would always be dedicated to the region. Lawmakers elsewhere opposed the idea, fearful their rail lines might suffer. “the Northeast corridor is by far the busiest rail system in the country and is an essential piece of our national transportation network,” said U.s. sen. Doosan Equipment Makes Impossible Mission Possible Mount Washington Cog Railway Utilizes a Doosan Excavator for Challenging Project at 6,200 Feet What do you do when faced with an insurmountable challenge of completing a construction project on the highest peak in the Northeast? Some would shy away from such an endeavor, but not the team at the Mount Washington Cog Railway. The tourist attraction in Marshfield Station, N.H., is installing a fourth railway switch, located about 500 ft. below the summit, with some help from a Doosan DX140LCR-3 crawler excavator and a pair of attachments. The additional railway switch is a three-phase project that will eventually help guide trains from one track to the other, increasing the frequency of passenger visits to the summit. Facing Unique, Challenging Conditions Mount Washington (elevation 6,288 ft.) is known for erratic weather and fluctuating temperatures that can vary throughout the year — from minus 49 to 74 F. Snow also is common on the summit, with an annual snowfall amount of 177 in. (14.75 ft.), and average wind speeds are 37 mph. Because of the Arctic-like conditions at the summit, Gareth Slattery, general manager at the Cog Railway, knew it would be a challenge building a fourth railway switch, even during warm spring months. After consulting with Jim Mullen, his Equipment East sales specialist, Slattery rented a DX140LCR-3 reduced-tail-swing excavator because of its reliability and operating weight — an ideal match to fit on the specially designed haul cart. “I can count on Jim to send me a machine that is functional,” Slattery said. “I am all about service because when we get the machine on a mountain, you just don’t run your mechanic up there to fix it. I knew that I could count on Jim and his recommendation for this application.” Overcoming Obstacles Slattery faced multiple challenges, including how to transport the DX140LCR-3 to the project site. He had mechanical engineer Al LaPrade design a cart to haul the excavator to the summit — a machine heavier than the DX140LCR-3 could not have been transported. Workers dealt with unrelenting snow and ice, even in May. Before working on the fourth switch installation, they had to move 2-ft.-wide rocks using the DX140LCR-3 with a bucket and a hydraulic clamp. After the rocks were moved, more than 8 ft. of snow had to be cleared so workers could continue on the fourth switch. If that wasn’t challenging enough, 2 ft. of ice had settled

underneath the snow. Slattery paired the DX140LCR-3 with a hydraulic breaker to help break up the frozen ground — known as permafrost — allowing for a more malleable surface to lay the support beams. “We flattened out spots for our pedestals for that switch to sit on,” he said. “We created some semi-flat spots for the ‘benches’ to go in. A lot of what the excavator did is act like a crane and lift beams into place.” The DX140LCR-3 worked on the project until the end of June 2015. The excavator was brought down from the site and a second Doosan excavator will be used again in
spring 2016 to continue the project. “We hope to have the project finished and the fourth switch operational by July 2016,” Slattery said. Adding a fourth switch will improve the Mount Washington Cog Railway’s operating efficiency to better manage passenger traffic up and down the mountain. “When we get the fourth switch installed, we will have an additional siding on the summit that will allow us to run 45-minute schedules,” he said. “The schedule is set up now so when the train arrives at the summit, it unloads passengers and the passengers from the previous hour get on the train and come down
Since 1869, locomotives at Mount Washington Cog Railway have been built in-house using materials obtained locally. Each locomotive costs approximately $700,000 to build and is made on site to fit the intricate cog system. A pair of hydraulically driven cog gears, engaged in a stationary cog rack and installed between the rails, provides the tractive force to propel the train up the mountain at an average grade of 25 percent. Today, the Mount Washington Cog Railway primarily uses five biodiesel locomotives, introduced in 2008, to help reduce emissions and conserve fossil fuels. It takes approximately 37 minutes and 9 gal. of biodiesel fuel for each of these locomotives to reach the summit. Gov. Hassan Unveils Plan for Improving Transportation Continuing her efforts to ensure a solid, modern transportation infrastructure that sets the foundation for long-term economic growth, Gov. Maggie Hassan submitted her recommended Ten-Year Transportation Improvement Plan for 2017 to 2026. "A solid and modern transportation infrastructure is critical to the success of our people and businesses, and the Ten-Year Transportation Improvement Plan is an important opportunity to build on our bipartisan progress over the last several years,” Gov. Hassan said. “This plan advances critical transportation goals while maintaining fiscal responsibility living within our projected revenues." After holding 16 public hearings and four public work sessions across the state, the governor’s Advisory Commission on Intermodal Transportation (GACIT) submitted its recommendations to the governor in December. Those recommendations include increasing funding for red-listed bridges and bridge preservation; completing the widening of Interstate 93; beginning the first phase of widening Route 106 in front of the New Hampshire Motor Speedway to 2018; accelerating construction of Exit 4A in Londonderry and Derry to 2019; and resurfacing an additional 200 mi. (322 km) of roads per year and replacing or rehabilitating an additional 23 red-listed bridges. The plan also focuses on preserving good roads now to avoid more expensive projects later. As the Commission was finishing its work in December, the United States Congress passed the Fixing America’s Surface Transportation Act, providing additional funding for New Hampshire. As a result, the governor’s plan includes several additional recommendations. In addition to GACIT’s original recommendations, the governor’s plan also accelerates by two years the East Hollis Street improvements and recommends a full replacement of the Hampton River Bridge project as opposed to a rehabilitation project. The governor’s plan also has a strong focus on addressing deficient bridges by increasing the Bridge Preservation Program by $5 million per year in fiscal years 2019 and 2020 and adding $5 million per year to the state’s Red List Bridge program in fiscal years 2022 through 2024. The governor’s plan also utilizes $4 million in available Federal Transit Authority Funds for environmental and engineering assessment work for the Capital Corridor Rail project, which was recommended by

the Capital Corridor Rail Study as the next step required to move the project forward. “Commuter rail will improve access to the entire region and provide new transportation and housing opportunities that 21st century workers and families are looking for, spurring economic development and creating jobs,” Gov. Hassan said. “The business community continues to call on us to take action on this vital project, and this plan will help us move forward.”

Pursuant to RSA 228.99 and RSA 240 of the Laws of New Hampshire, the governor is required to submit her recommended TenYear Transportation Improvement Plan by Jan. 15. The plan now goes to the state Legislature for consideration, beginning with the House of Representatives. “We must continue working together to strengthen our transportation infrastructure, which will help set the foundation for longterm economic growth,” Gov.
