Location, location, location is the mantra of successful real estate. For the city of Providence, R.I., the new mantra is relocation. The relocation of Interstate 195 to make way for the $610 million IWAY bridge and highway project through downtown Providence, has opened up nearly 20 acres of prime saleable land along the Providence River, a boon for a city and state that has flirted with bankruptcy each of the last three years. The Rhode Island Department of Transportation (RIDOT), two general contractors and as many as two dozen

sub-contractors are now rebuilding the infrastructure and several connecting and surrounding city streets in the footprint of the former I-195. RIDOT began the demolition of the old highway in 2010, removing more than 3,500 ft. (1,066.8 m) of the three-lane road, which was built in the late 1950s and officially closed in late 2009. Another 1,500 ft. (457.2 m) of old highway was taken down through other contracts associated with the I-195 relocation. The project has changed the landscape of Providence and has addressed a wide range of issues, including safety, aging infrastructure, traffic congestion and economic development. see IWAY page 4

The relocation of Interstate 195 opened up about 37 acres of land, with 20 acres set for new businesses along the waterfront and the remainder for roads, parks and public spaces. Two current contracts are reconstructing roads east and west of the Providence River in the area of the old highway corridor. Both separate contracts, working along parallel lines, will focus on building new streets and repairing old ones, including important connecting thoroughfares such as Wickenden Street, South Main Street and South Water Street. East and West Cardi Corporation of Cranston, R.I., which has taken on dozens of RIDOT projects over the past two decades, is focusing on the western side of the river, a $13 million project that will first set underground utilities in winter, then move forward to street site work in summer and beyond. The streets will be rebuilt to accommodate all manner of transportation. The western contract is scheduled for completion at the end of 2014. It is linked to a project that is taking place on the eastern side of the river. D’Ambra Construction LLC, of Warwick, R.I., is the general contractor in charge of underground utilities, street improvements and connecting them to the valuable acreage about to be redeveloped. This contract is for $8.1 million and is set for completion by August 2015. “The eastern side is the D’Ambra side of the river,” said Peter DeSimone, resident engineer for RIDOT, who is overseeing both projects. “His focus is roadway and infrastructure on the surrounding streets — South Water Street, South see IWAY page 15

Testori Looks to Foundation in Light of 20th Anniversary Testori crews demolish a house.

Testori crews excavate the area for a pool installation.

One of Testori’s most memorable projects was installing a new road at the Strong Field Facility leading to the surf club building for pick-ups and drop-offs.

By Jay Adams CEG CORRESPONDENT

In May, Testori Bros Excavation LLC will celebrate its 20th anniversary. And yet, the foundation of Jay Testori’s business was set in stone more than a century ago. Testori named his company not after himself or a sibling, but as homage to his greatgrandfather Giuseppe Testori and his brother Isidoro, who were two of four boys from Olda, Italy. These boys had enough courage to come to the United States to start a new life more than a century ago. In 1905, Giuseppe and Isidoro worked as stone masons all over the Guilford and Madison, Conn. shoreline, building house foundations out of stone and stone walls. The brothers even had their own quarry. “It is hard to imagine what it must have been like to make that transition. Their hard work and determination trickled down through the generations and is a big part of who I am; my work ethic and determination to succeed,” said fourth generation stone mason, Jay Testori. “I tell my kids every day to, ‘Make a difference in everything you do.’ ” Following the men in his family he began as a stone mason. “I started building stone walls by hand until I ran into a job that had large boulders to set for a wall,” said Testori. “We set the boulders with the backhoe and, with bars, we inched them into their final resting place. After that, I really moved away from mason work, although we still do a lot of large stone wall work.”

Fuel and Grease at 4 a.m. Testori’s own ambitions grew when he and his wife Susan had their first child, Gina, who is now a junior at the University of Connecticut. In early 1994, Jay purchased a Case 580D backhoe and started doing side jobs after working a day job for another construction company. “I had nothing else except a pick-up truck. I would drive the backhoe on the streets early in the morning or late at night from job to job because I did not have a trailer to transport it. I would fuel it up and grease it at 4 or 5 a.m. then go to my day job,” he said. “At 4:30 p.m., I would head over to my own job with my backhoe and work into the night. I would do this daily. “I had a great boss who gave me Fridays off so that I would have the Friday and the weekend to get my bigger jobs done. Eventually, my good friend and mechanic, Frank Kokai and I found a 1988 GMC 7000 cab and chassis that we shortened [because it was an old oil truck] and put a dump body on it. After that, I purchased a tagalong 20-ton trailer and a D3 dozer. Now, I had what I needed to dig, grade and haul materials and now moving machines was a lot easier.” Shortly after, Testori Bros was founded and soon, fully operational. Though Testori supervises and handles all the site work with just a few other employees, his machinery has grown significantly. “We now own four excavators of various sizes, two bull dozers, a backhoe, a loader, a screening plant, three dump trucks, three pickups with snow plows and a compact track

Testori Bros Services Include • Excavating for new homes and additions, tree clearing, blasting (if needed), all excavation, concrete work, drainage, utility trenching, septic or sewer installation, driveway installation, finished grading • Septic systems and repairs • Demolition • Utility work (power, phone, cable TV, water lines & taps) • Excavation for swimming pools • Yard reclamation • Commercial buildings • Drainage and repairs • Roadwork • Driveways • Materials — screened topsoil and recycling of stone products (asphalt, concrete, brick and block)

loader. I also purchased the Clinton property where my shop and yard is in Clinton, which was a big investment,” said Testori. Another vital Testori took over the firm’s inner workings. “As my company grew, I needed help with the office work, so my wife, Susan, has taken over most office duties — accounts receivable, accounts payable, typing up proposals, all bookkeeping, accounting and tax issues. She is also maintaining our web site, Facebook page, and handling our advertising needs.” The family has added a new service, too. “We now recycle old concrete and asphalt. We crush it down to two-inch minus and use it for sub-grading roads, driveways and even to fill inside new foundations.” Many Projects Completed Testori Bros has worked on a variety of municipal, community, private, commercial and charitable causes even through these recent frozen, counterproductive New England winters. “We are presently working on two new home sites, one in Guilford and one in Old Lyme. Both jobs require blasting and lots of it,” said Testori. “In the coming weeks, we will be digging for cellars and really getting the projects underway — septic systems, utilities, filling, grading, etc.” see TESTORI page 14

Memorable Projects Consist of Dangerous Excavation Work TESTORI from page 8

Testori crews work along the shore.

One of their most memorable projects was installing a new road at the Strong Field Facility leading to the surf club building for pick-ups and drop-offs. The road work was complete with concrete curbing, center island with a flag pole, brick walkways and drainage. “Also, for the town of Madison, we rebuilt a road intersection next to the town garage. We changed a ‘Y’-shaped intersection to a conventional 90-degree intersection. There was some utility relocation, asphalt removal, elevation changes, gravel sub-grading, two courses of re-paving and curbing. This job took approximately four weeks. I work with really great sub-contractors to keep me on schedule,” said Testori. “I have a fantastic working relationship with my subs and they are phenomenal. I have a great paving contractor, stone mason, carpenters, concrete contractors and pumping contractor. They are hardworking, reliable and professional; a great bunch of guys.” Other outstanding projects were due to Hurricanes Sandy and Irene and a blizzard in 2013, which cut off electricity to hundreds of thousands of people along the Atlantic seaboard and New England. “Due to the hurricanes, we spent many days removing fallen trees from the streets, securing areas where power lines had fallen, shoveling sand off the shore roads, basically to make it possible for emergency vehicles to get through,” said Testori. “We also worked on a major road construction job on the Madison Shore due to the damage caused by Hurricane Irene. The 2013 blizzard caused its own set of problems, making virtually every road impassable in our town. I had to take out my pay loader for five days to dig out roads for the town.” Sometimes Testori builds, and sometimes the company demolishes homes. “We recently had a job tearing down a house in a local shoreline town. The general contractor got all of the paperwork secured and we moved our 160 excavator to the job and we collapsed the house into itself and loaded it into dump trucks,” said Testori. “We hauled it to our local transfer station. We located the septic system, pumped it, and collapsed it, then graded off the whole site. We will follow up in early spring to topsoil and seed the disturbed area. All this, so the neighboring lot has a bigger yard.” Occasionally, the company will tap a water main on a state road where, according to Testori, the paperwork and permit approvals are much harder than the physical labor. “Once the paperwork and approvals are done, we start the job,” said Testori. “The work includes: Saw cutting the road and removing the asphalt and concrete; excavate to find the water main, clean it off for the tapping crew and trench to the road edge for the curb box. Once it is done, we install processed stone back in the hole and compact it up in lifts with a jumping jack. Then, we will pack it in lifts as per DOT specs.”

expect the unexpected and Testori Bros is no exception. “I had a customer who had a beautiful new house and landscaped yard, but she kept having drainage problems and noticed little sinkhole spots in the yard. I was called to dig some test holes and found that her whole backyard was filled with garbage under the beautiful landscaped lawn,” said Testori. “I got the job remediating the huge area, hauling out over 1,200 tons of garbage, everything from old kitchen appliances to pool liners, TVs and just about everything else you could think of. “After the clean-up we hauled in about 5,000 yards of clean gravel. We then installed a new, much larger drainage system in the same area. To culminate the project, we had to install a new drainage system above the project, also,” Testori said. “The entire project took about eight weeks or so.” Success, Testori said, stems from keeping your contracted word. “The best advice is to do what you say you are going to do. Itemize your contracts so it is spelled out for the customer. Keep them informed every step of the way. Help educate the customer, for instance, explain how a septic system works. This will help them feel comfortable throughout the entire job,” said Testori.

children include Gina, Julia, 18, a senior at Daniel Hand High School and Scott, 11, a 5th-grader at Brown Middle School. “In 2012, one of my biggest accomplishments was being a part of reconstruction of Strong Field at the Surf Club in Madison, Conn., home of Madison Tigers High School football team. We donated our time and equipment to demolish the field house, fencing and old bleachers to pave the way for an all new Strong Field, complete with a new turf field, new bleachers and a new press box,” said Testori. The demolition would have put the project $30,000 to $40,000 over budget but Testori Bros, along with a couple other local contractors, rose to the occasion to help their town. In 2013, the company donated its time to reconstruct two baseball fields adjacent to the Strong Field athletic facility. “We removed all of the fencing and clay infields and realigned the fields, top soiled and re-graded. Again, with the help of other local contractors,” said Testori of the group effort. Susan Testori has brought the company with its 1905 roots into the modern age. “Word of mouth is my biggest form of advertising. We have a Yellow Pages ad, our web site, designed by Sue, a Facebook page and I have a few signs to put in front of project sites. We have decals on our trucks and I give away Tshirts and sweatshirts to customers. “Especially the kids,” said Susan Testori. “They love the big backhoe on the shirts!” Though they officially celebrate their 20th business anniversary in May, the working couple hasn’t planned anything special. “Anniversaries are not holidays. We will just work through it. It’s a tough business, but if you surround yourself with great, responsible and honest people in the business, it makes it a lot easier,” said Testori. “I have lasted because I am also a very responsible and honest contractor who creates trusting relationships with my customers so they always come back and they recommend my services to others.” Testori Bros Excavation’s main office is located in Madison, Conn., and the shop and materials yard is located in Clinton, Conn., 1.8 miles away. Contractors Prioritize $21.2M Infrastructure Upgrades IWAY from page 4

Main Street, the Wickenden Street area. D’Ambra LLC is reestablishing city streets on that side of the river.” When the streets are completed, they will lead to a new pedestrian walkway and bridge, giving access to thousands of daily commuters to view the spectacular river that ends in the very center of Providence. “The pedestrian bridge itself is still in the process of being designed. It is going through multiple style bridge designs. The city of Providence is heavily involved in that, as well as The 195 Redevelopment District Commission,” said DeSimone. “Surrounding the bridge, there will be about eight acres of parks on each side of the river that are also in early stages of design. The focus now is getting the bridge built and completing it with the park design coming later.” The bridge will be in place by 2016. “Streets and infrastructure, total-

ing $21.2 million in the joint effort of the two contracts, are the immediate priority,” said DeSimone. “D’Ambra is focused on all underground utilities, new sanitation systems, sewer lines, drainage lines, water lines, and relocating what is in place. South Water Street is migrating over to the eastern part of the project to the larger land area in the eventual creation of the park. The first, current phase is to repair and improve South Water, South Main and Wickenden streets which lead there,” he said. Two Sides, Same Goal On the opposite side of the river, general contractor Cardi Corp. is doing similar work over a larger area. “Their project is a little bigger. It migrates from the frontage road to Interstate 95 and works all the way to the river,” said DeSimone. “Again, Cardi is putting in underground utilities, water lines, sewer lines, cable relocation and gas lines. National Grid [the largest

power supply company in R.I.] has done electrical work on both sides. They have hired their own subcontractors to do the work.” These separate projects are part of the same goal, making these newly-exposed, very valuable parcels of prime commercial real estate in the middle of Providence as accessible as possible. “The main goal is to reestablish city streets and create a new parcel to be sold to new commission, about 19 acres,” said DeSimone. “Originally, the total land was about 37-plus acres, but that was cut down to about 20 acres of actual development parcels. These were, of course, opened up from the footprint from the removal of the old Interstate 195. They will be left with about seven or eight acres of park land, with the rest made up of city streets.” The Providence River itself will not be touched, according to DeSimone. “Soil remediation is being done where streets and sidewalks are

being constructed. Quite a bit of soil has been removed for both projects,” said DeSimone. “But the river stays as it is.” DeSimone confirmed that the western side river contract is set for completion at the end of 2014, but the eastern side will not be ready until the end of August 2015. “They started [the two contracts] about six to eight months apart. Contract 14 [western side] broke ground in April 2013, Contract 15 [the eastern side] broke ground, more like Sept. 1, 2013,” said DeSimone. RIDOT confirmed that both contractors would employ up to 20 sub-contractors on each side of the river. “There are many sub-contractors in place,” said DeSimone. “They are doing pavement striping, tree cutting, sidewalks, drilling watering wells, milling, landscaping, electrical contracts, etc. A safety contractor has put up guard rails, fencing and other guides around the river.”

Large amounts of concrete, asphalt and brick for pavement will come in the later stages of the work. Commuters entering Providence from the East Side will see general contractors working with about 12 to 15 laborers on each side of the river at any one time during daily shifts until dusk. “I think they are going to be very happy with the final product. There will be tremendous site improvements. These contracts will create a very pleasant, relaxing place to view the river,” said DeSimone. A Very Large Rolodex In January, the 195 Redevelopment District Commission, charged with developing this formerly inaccessible land, began planning to accept business proposals from potential developers. ‘The LINK’ Prepares RFI for Prospective Developers IWAY from page 15

Jones Lang Lasalle from a pool of four firms bidding to broker the parcels. At the public meeting, announcing the commission’s choice, Brodie said the Chicago-based company had exceptional skills and a very large “Rolodex.” The land which arches around the city’s downtown and abuts the riverfront, is being called The LINK, so named because it links the past to the future, downtown to the river and urban living to workplaces. “This is a once-in-a-generation opportunity for the state of Rhode Island and the city of Providence,” said former TV news reporter Dyana Koelsch who now heads DK Communications LLC, the publicity firm representing the Commission. “When developed in the professional, diverse manner intended, the property will knit together the parts of the city formerly divided by highway and to create a dynamic center in Providence for people to work, live and play. “The LINK is the single largest piece of undeveloped property in Providence, and it is now set to become the centerpiece of an historic transformation of the city’s skyline,” said Koelsch. Jones Lang Lasalle began the bidding process by filtering proposals in early February. “The 195 Redevelopment Commission, following an open RFP, has selected national brokerage firm of Jones Lang LaSalle because the firm has a strong list of thousands of site selectors, developers, investors and businesses that it will notify about the opportunities offered in The LINK,” said Koelsch. “In addition we are reaching out through news articles, conferences, real estate events and our Web site. We are collaborating with state and city economic development agencies, chambers of commerce, convention center and other organizations and institutions.” High Rises, High Stakes The stakes are very high. The economic boon for this faltering state cannot be calculated and the resale must be done right. For developers and businesses, The LINK is offering pad ready sites that include new state of the art-cyber-infrastructure. The property can support up to 3 million sq. ft. (278,709.1 sq m) of new mixed use including premier commercial space, retail and restaurants, residences and hospitality devel-

opment. “First and foremost, the intent is to make sure the door is open for all interested parties and there are not obstacles that will inhibit them from developing proposals for The LINK,” said Koelsch. With universal political and public support, The LINK is preparing a Request for Information (RFI) for prospective developers and businesses. “No development proposals will be considered unless a response to the RFI has first been submitted and approved as complete,” said Koelsch. “A predictable and expedited process is in place for development. The LINK is controlled by a single entity: The 195 Redevelopment District Commission.” For the 17 developable parcels (19.2 acres), the Commission has full ownership, an environmental master permit and full authority for proposal review and zoning relief. Wishing to foster vibrant economic development, virtually all commercial proposals for a renewed Providence will be considered. However, by statute, the land cannot be used for a casino, surface parking or land banking. Koelsch said the commission’s vision calls for workplaces that are linked to urban living, a downtown that is linked to the riverfront and a new energy that links the past to the future. The I-195 land represents a once-in-ageneration opportunity to reshape Providence’s landscape and develop our city’s knowledge district into a regional hub of academic, entrepreneurial and research activity. Today, we celebrate as work begins to put shovels in the ground, create jobs and grow Rhode Island’s economy,” said Mayor of Providence Angel Tavares. Commuters face two years of traffic detours in and out of Providence, via the East Side exits. “We ask that the residents bear with us and be patient while we complete this important work,” said Michael P. Lewis, director of Rhode Island Department of Transportation (RIDOT). “The result will be an alignment that will better support the city with improved access to the new highway and the neighborhoods nearby.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
