With the West river Bridge (built in 1958) nearing the end of its serviceable life, the connecticut department of transportation (conndot), agreed in 2012 to replace the 1,020 ft. (311 m)-long bridge linking New Haven and West Haven. the $135 million contract was awarded to Middlesex corporation in November 2013. the work is an independent state project from the Q-Bridge corridor improvement Program, and is being funded by the Federal Highway Administration and the state, with full federal oversight. the project, which is scheduled to be complete in November 2018, will see the existing bridge replaced with a new, wider structure, extending to the south of its current location, as well as the ella Grasso Boulevard Bridge over see BrIdgE page 4

(AP) John deere and other farm and heavy equipment companies plan to ask the U.s. supreme court to reject a New Hampshire law they say unfairly lumps their products in with cars and trucks, a lawyer representing the manufacturers said. the high court denied their attempt to stop enforcement of a New Hampshire supreme court opinion that upheld the state’s Automobile dealer Bill of rights law, which was expanded in 2013 to include protections for equipment distributors, in addition to auto and truck dealers. the tractor, construction, yard and garden equipment manufacturers say the law unconstitutionally interferes with

their dealer contracts. the state had argued that the law is a merger of regulations that dealt separately with automobile manufacturers and farm and tractor manufacturers. the manufacturers plan to file their appeal by the end of March, said Kevin Fitzgerald, a lawyer representing the manufacturers. there’s “probably a good degree of uncertainty that manufacturers, dealers and consumers are going to have to deal with because provisions of this new law are profoundly inconsistent with the actual agreements that have existed for years, in some cases, decades,” Fitzgerald said. Gov. Maggie Hassan, who signed the law in 2013, said it leveled the playing field between manufacturers and dealers. see lAW page 14

Pidacks Grows From One-Man Crew to Successful Crushing Operation In 1983, Robert Pidacks was a one-man operation with a mid-sized fleet that consisted of a rubber-tired backhoe loader, two dozers and a dump truck. He performed general excavation work, site work, logging road construction, timber bridge building and plowing commercial parking lots and private driveways. Today, he owns two complete portable crushing plants and a quarry with more than 20 pieces of equipment in his fleet and travels up to 100-mi. from home to a customer’s job site to process material to their specifications. His company, R.S. Pidacks Inc., located in Livermore, Maine, specializes in portable crushing and screening services, demolition work, concrete demolition waste recycling and aggregate product sales. The company sells anything from reclaimed asphalt to screened sand, rip rap, crushed stone, crushed gravel, gray-stone dust and more. The Road to Success In the early 1990s, Pidacks ventured into snow removal on the highway and spent five years plowing roads for the town of Roxbury. In 1992, he was working for the paper companies, doing the logging road maintenance. They always needed gravel to fix the roads, and it was very rocky from where they would dig it out of the gravel pits. Pidacks became aware that there was a high demand for crushing and screening services, and purchased his first small jaw crusher and began getting his feet wet with the portable crushing and screening industry. He had an evolving diverse operation that required him to expand his equipment fleet to meet the demands of the jobs. A Key Relationship In 1995, Pidacks rented his first Volvo loader from Chadwick-BaRoss and shortly after purchased his first Volvo Michigan

designer to issue the production lengths and fabrication of the pile during stage one and to have the stage two material ready for installation prior to the completion of stage one.” To keep traffic flowing, one side of the existing bridges is maintained while the other side is demolished and rebuilt. After completion of stage two there will be traffic sandwiching the stage three work area, which will present a whole new list of challenges. “The main span, which is approximately 1,200 feet, took less than one month to remove the concrete deck and steel girders,” said Wood. “The first phase of the main span began in February 2015 and finished in June 2015. Stage two we anticipate taking a month less. “The project team prepares a job hazard analysis [JHA] before any activity is started,” he added. “The JHA identifies the hazards and recommends the preventative action or procedure to eliminate the hazard. The JHA is then reviewed with all the team members before the activity begins. It also is the company’s policy that any team member has the authority to stop an activity if he or she identifies an unsafe act.”

Preventing material from the demolition and construction from falling into the water and the ground is crucial. “More than 50 percent of the main span is over water and an active marina,” said Wood. “We use a combination of multiple methods, solid oak timbers supported between the girders, suspended netting, solid work platforms, polyethylene sheeting, steel cofferdams and turbidity booms. We also have to test the PH level of the water being pumped from the cofferdams and chemically adjust the level to the specification levels before it is discharged into the channel. We installed a series of holding tanks to store and treat the water.” Middlesex expects to remove 47,680 tons (43.255 t) of concrete and rebar, 25,500 tons (23,133 t) of asphalt, 2,135 tons (1,936 t) of steel. “The existing topsoil passed and is being used on the slopes,” said Wood. “This project required a total of 55,210 cubic yards of fill used as ‘pre-load.’ This pre-load material needed to sit in place to assist the wick drains in an effort to compact the material. In some cases, up to one year. To accomplish this we developed a detailed matrix for each of the phases of construction understanding the volume of material generating from the

roadway, utility and structure excavations. We were able to limit the material from outside sources and exceed the expectations of the ConnDOT. In addition, we received approval to widen the limits of the proposed slopes further reducing the quantity of material being hauled and disposed of off site.” New materials should total 18,466 cu. yds. (14,120 cu m) of concrete, 65,440 tons (59,366 t) of asphalt, 1,863 tons (1,690 t) of rebar and 2,150 tons (1,950 t) of steel. The delivery of the prestressed piles presented some challenges as the structural steel, steel finger joints and bridge bearings had long lead times in terms of manufacturing. The day shifts usually consist of 35 Middlesex and 10 subcontractor employees, while the night shifts have about 15 people. The main subcontractors are: Ducci Electric (signals and lighting); American Industries (paving); Algar Construction (concrete decks); Quaker Corporation (signage); and Filloramo Masonry (noisewalls). Middlesex’s nearest main corporate yard/shop is 132 mi. (212 km) away, however all minor repairs and maintenance is conducted on site and for this project, it has one onsite mechanic. “The schedule and the budget do not have

activities for equipment downtime,” said Wood. “It is imperative to have the equipment running properly at all times. Being from New England, we are experienced on how to treat and prepare the equipment, fortunately this winter has been a breeze.” This project has a wide array of equipment from traditional vehicles to barges, including: Link-Belt LS238H, HSL298 and 348 cranes; a Link-Belt RTC-8080 II hydraulic crane; a Caterpillar D6NXL dozer; a Caterpillar M322C rubber tire excavator; a Komatsu WA-380-6 loader; a Caterpillar hydraulic 336E excavator; a Caterpillar 349E excavator; and a Caterpillar hydraulic excavator 365 with wick drain attachment. Specialized equipment includes ICE IP7 ton pile hammers. For this project, Middlesex purchased new Link-Belt HSL298 and RTC-8080 II cranes. Commenting on the work of the company that built the original bridge, Wood said: “The work they did is amazing given the resources and technology they used to what we have today. The law bars manufacturers from terminating contracts with dealers without just cause, limits mandatory upgrades to facilities and requires proper reimbursement for warranty work done by dealers. The New Hampshire Automobile Dealers Association supports the law, saying the provisions will encourage competition by preventing manufacturers from forcing dealers to drop lines or spend lots of money on unnecessary upgrades on buildings. The manufacturers’ lawsuit prevented the law from taking effect. It wasn’t immediately clear if the measure was still on hold, partly because the state Supreme Court had sent a challenge by one manufacturer back to lower court. Pete McNamara, president of the automobile dealers association, said “the debate is now over and the law is fully in effect.” “John Deere has been rebutted by every court ruling so far,” he said. Weight Limit Set on Rhode Island Bridge The Rhode Island Department of Transportation (RIDOT) announced that effective March 2, a weight limit for trucks was in place on the Runnins River Bridge, which carries Mink Street over the Runnins River on the Rhode Island/Massachusetts border in East Providence. A recent analysis of the bridge’s load-carrying capacity yielded a recommendation to establish a weight limit of 10 tons (9.07 t) for two-axle vehicles and 14 tons (12.7 t) for vehicles with three or more axles. The bridge, classified as structurally deficient in 2013, has deteriorated and cracked concrete with areas of exposed reinforcing steel. The bridge is in need of a complete replacement. As part of the Department’s bridge inspection program, a load rating analysis is conducted for all bridges more than 20 ft. (6 m) in length. This past fall, the department initiated a requirement for a load-rating analysis for all structures, including culverts and small bridges less than 20 ft. long. Because of this additional inspection criteria, the public can expect additional bridge postings as these analyses are performed. RIDOT is scheduled to replace this bridge as part of a group of bridge repairs set to begin in 2021. With the transition to a 10-year Statewide Transportation Improvement Plan that is renewed annually, RIDOT will evaluate the structure further to determine if repairs should be accelerated. Until then, the weight limits have been determined to be a safe load capacity for the structure. The estimated cost of the repairs is approximately $370,000. In 2001, he purchased a 99 L220D Volvo loader and in 2002 he purchased a L220E loader from Jeremy Jordan, who is now the general manager at Chadwick’s Westbrook, Maine, location. The L220E was Pidacks first new equipment purchase, and is still in operation at a job site in Lewiston, Maine at the time of interview. “The local competitor wouldn’t give me the time of day when I was interested in expanding my fleet, even after doing previous business with them.
