if you have driven along busy route 24 in taunton and raynham for the past year, you can’t help but notice the heavy iron and the pre-cast piles, and the large cranes surrounding both sides of the highway in a major roadway project that has become a landmark for passing commuters. in October 2014, two liebherr lr 1200 cranes were mobilized on the site, utilized by general contractor S& r construction of lowell, mass., for approximately nine months. according to massDOt, the four-lane $17 million highway project, just south of exit 13-a, will be completed in September. it requires the complete rehabilitation of the bridge that traverses the taunton river, a major stretch of highway in and out of a large shopping area in taunton. the old bridge is not being replaced, but completely re-fabricated with more pre-fabrication concrete than S&r corp. has ever assembled. “the brutal winter stopped construction activities for approximately eight weeks, said eric W. Waterbury, conn. (ap) not so long ago, Jim lawlor believed that Willow Street, with its blighted houses, weedchoked vacant lots and drug crime, was no place to raise children. When a developer asked for his support for the renovation of an apartment building there, lawlor, the chairman of the city’s housing board, immediately said no, children don’t belong there.

SDLG Adds Two New Locations in March Just in time for spring, SDLG has added two new locations to its dealer network: Westbrook, Maine-based Chadwick-BaRoss and Vernon, British Columbia, Canadabased Great West Equipment. Both locations will sell and fully support the entire lineup of SDLG wheel loaders available in the region. Both have a team of well-trained sales and service personnel to back their products — they also will offer SDLG’s 21st Century Product Support, which uses a central parts location to ship parts to customers and dealers often within 24 hours. Both Chadwick-BaRoss and Great West Equipment will be able to offer the SDLG LG938L, a 2.5 cu. yd. (1.9 cu m) capacity wheel loader; the LG948L, a 3.0 cu. yd. (2.3 cu m) capacity wheel loader; the LG958L, a 4.0 cu. yd. (3 cu m) capacity wheel loader; and the LG959, which has the same basic specs as the LG958L, but with wet disc brakes rather than dry disc. All four loaders are backed by a 12-month, 1,500-hour warranty. Great West Equipment Great West Equipment, with 11 locations in British Columbia and Yukon, will sell SDLG’s complete lineup of wheel loaders in Canada. S&R Works on Largest Pre-Fab Bridge in Company History S&R from page 1

Pre-Fab at Old Castle It is the largest pre-fabricated bridge project that S&R has done, in this wave of the future to accelerate bridge replacements. “Most of the new bridge components are fabricated off site and transported to the job site in order to provide a quicker turnaround time on the various phases of the project,” said Jones. “This project requires a high level of planning and engineering for traffic control, site coordination and precast installation methods. “The structural steel is fabricated, coated, transported and assembled at the Oldcastle facility for casting the concrete deck onto sections of the steel framing; these are called prefabricated bridge units [PBUs]. The heaviest PBU’s weigh in excess of 200,000 pounds and require a special engineered plan for loading, transporting and unloading,” said Jones. • Liddell Brothers Inc. — traffic management • COSCO Inc. — guardrail/fencing • M.O.N. Fabricators: • Oldcastle Precast, Rehoboth, Mass. — precast concrete • CANAM Bridges, Claremont, N.H. — metallized structural steel Seven Phases The full-depth roadway construction project includes drainage improvements with some 10,000 tons (9,071 t) of asphalt pavement. About 2,000 cu. yds. (1,529 cu m) of concrete will be used. Jones said that special equipment is being employed. Bay Crane transported three of the nine PBUs that weighed 80 tons (72 t) each. The rear of the transporter is a remote-controlled 6-axle dollie. Jones said the first five phases, delayed by two months due to winter conditions, will take a total of 17 months. The final two phases (seven phases overall) should be completed in two subsequent months. “This project is similar in complexity to other projects we have completed over the past five to 10 years, although this project has the most precast we have ever worked with,” said Jones. Similar S&R bridge replacement projects include the $13.5 million work on Route 1A (High Road over the Parker River in
Newbury, Mass., completed 17 months ahead of schedule). The scope of the Newbury project was a complete demolition and replacement of the existing bridge. The substructure is cast in place concrete supported by large diameter drilled shafts. The superstructure is a NEBT 1800 frame with cast in place concrete bridge deck. Other work included full depth reconstruction of the roadway, drainage, retaining walls, a temporary utility bridge and cofferdams. The project required approximately 1,968 ft. (600 m) of drilled shafts, 1,831 cu. yds. (1,400 cu m) of concrete, erection of 24 66-ton (60 t) NEBTs and the installation and removal of approximately 300 tons (272 t) of steel sheeting cofferdams. Another recent S&R project was the replacement of a steel bridge over Route 28 (Broadway) and over Route 213 (Loop connector) in Methuen, Mass. This $9.8 million job was completed a year ahead of schedule in 2010. The scope of the project was a complete demolition and replacement of the existing bridge. The substructure was cast in place concrete spread footings with abutments and one center pier. The superstructure is a steel frame with cast in place concrete bridge deck. Highway work included full-depth reconstruction of the roadway, drainage, mse walls, temporary bridges, traffic signals and landscaping.
The project required approximately 130,795 cu. yds. (100,000 cu m) of excavation and embankment construction as well as 1,831 cu. yds. (1,400 cu m) of concrete construction. Empire Crane Company’s 2015 Tadano Mantis 15010 is currently working on the site of the new Boston Bruins training facility, Warrior Ice Arena. Empire Crane rented the Tadano Mantis 15010 to AmQuip who has been working on this project with S&F Concrete. Jack Good of AmQuip rented the new Tadano Mantis 15010 for its flexibility on site. The crane has a 111 ft. 6 in. (34 m) main boom, making it an ideal choice for foundation work and its pick and carry ability. The Warrior Ice Arena’s 75,000 sq. ft. (6,968 sq m) arena broke ground in December 2014 and is set to open in September of 2016.
Concord Reaches Agreement on 100-Year-Old Bridge Project CONCORD, N.H. (AP) Officials say funding is in place for the long-awaited demolition and replacement of Concord’s 100year-old Sewalls Falls Bridge. The Concord Monitor reported City Manager Tom Aspell and the New Hampshire Department of Transportation came to an agreement over stalled funding for the project May 11. The deal will allow Concord to build the new bridge and eventually be reimbursed as promised by the federal government. A grant from the federal Highway Trust
Fund will pay $10 million. That’s 80 percent of the cost. The city will pay the remaining 20 percent. The state will immediately allocate $5.5 million of the federal grant to cover work scheduled for 2015. For 2016 and beyond, the city can finish construction and spend the remaining $4.5 million, which will be reimbursed. Only a few of the houses still standing are occupied. The rest of them are empty and boarded up, seized by the city or the banks for unpaid taxes or mortgage payments. The authority wants to buy the street itself from the city, repave it to add a slight curve and a garden planter in the middle, and gate it so only residents can enter — in hopes of stopping drug traffic. The authority plans to rent or sell the houses to families earning less than $80,000 a year. Existing residents would have the right of first refusal, but Lawlor wants to recruit cops and teachers, too. The WHA is already making it happen, buying some properties from owners outright and working with the city to seize other lots for blight or unpaid taxes, said Director Robert Cappelletti. The Authority controls half of West Grove’s two dozen lots now, ranging from public housing it built in 1992 at the Sperry end of the street to a vacant lot it bought in February on the Willow end. And, for the few properties that don’t fall neatly into one of those categories, the Authority is prepared to go to court, pay fair market value and take the properties through eminent domain. Under such a scenario, the Authority would pay relocation costs for any tenants living in the seized properties, Cappelletti said. They would also get first shot at buying or leasing one of the new units. Cappelletti is planning to break ground on the first phase of the project — a four-unit duplex on the northwest corner of Willow and West Grove — as early as this summer. In the middle of the street, on the south side, the Authority wants to build a duallevel senior housing complex, with condos facing West Grove and apartments facing south, looking out over French Street. Unlike the housing acquisitions, most of which have been done cheaply, the senior housing complex will cost “real money,” which is requiring the agency to apply for housing tax credits. approved, Cappelletti said, the Authority could break ground on the residential part of its proposed elderly housing complex as early as next summer. The Authority would like to include space on the ground level of the west-facing half of the complex for commercial use, but that will depend on the interest of the project’s investors, he said. The Authority is funding its upfront costs, including acquisitions, design work, and legal fees, out of a $500,000 construction fund it hadn’t touched since 1980, Lawlor said. The decades-old fund was discovered by the U.S. Department of Housing and Urban Development during an audit of the agency’s finances shortly after it was labeled “troubled” in 2012. Earlier this year, the Authority was able to shed that label, after it enacted a series of federally approved reforms, turned its money situation around and improved its public housing score. In 2012, the Authority learned that it had earned a 59 out of 100 on its annual HUD public housing report card, or a failing grade, for problems like having a high vacancy rate. But now, after streamlining its repairs and placement practices, the agency has reduced its public housing vacancy rate, earning an 88 out of 100 on its last HUD report card. When first labeled troubled, the agency was losing $220,000 a year, Lawlor said. Now it is projected to finish its fiscal year with an estimated $60,000 surplus. In Lawlor’s mind, the Authority had cleaned its own house, and was now ready to tackle the city’s housing problems. It seemed like West Grove Street had plenty of opportunity to improve. It is a neighborhood he knows well. His grandfather lived about one block away, and used to deliver milk, butter and ice to many of the homes he will soon demolish. “I’m disappointed to see how far it has fallen,” Lawlor said on a recent visit to West Grove. “As a child, I was here a lot, and believe me, it wasn’t like this. It needs a fresh start.” As he sidestepped broken beer bottles, chairs and drug paraphernalia on one of the vacant city-owned lots, Lawlor talked about how his father, a well-known local dentist, grew up in this area. “It’s no place for kids now,” Lawlor said. “But it can be.
