Three ‘Trains’ of Multiple Excavators Turn J.F. White Into a Boston Hero J. F. White Contracting Company, one of Massachusetts’ largest heavy/civil contractors, is about to finish rebuilding a 56-mi. (90 km) commuter railway in metropolitan Boston. It is nearly a year ahead of schedule and under budget, due to the company’s unique use of three “trains” of multiple excavators mounted on railroad bodies, outfitted with complex and semi-automated hydraulic attachments. “In preparing our bid to win the contract,” said Nick Bruno, J.F. White’s project superintendent, “we felt an aggressive plan incorporating the newest technology, new or nearly new equipment, and a proven work force would not only win us the contract, but allow us to confidently shoot for earning the bonus of an early completion.”
The specialized equipment has been sourced from several places. One is Rail Construction Equipment (RCE), a Chicago-based manufacturer of specialized attachments designed for Hitachi excavators and Deere wheel loaders and motorgraders. Another is Taibbi Equipment Corporation, a local minority-owned equipment-leasing company. Not only did it rent out new Hitachi ZX80 excavators with special attachments already mounted to high-rail bases, but it provided skilled operators as well. J.F. Joseph F. White Sr. bought his first truck in 1918 to haul materials to contractors paving some of the first roads around rural Massachusetts. He built a thriving company until he was nearly undone by the economic upheaval of 1929. He modified his customer list and moved into hauling coal for residential heating. After World War II, J.F.’s sons worked to build the company into the well-recognized heavy/civil contractor that it is today. Deere dealer, also has provided equipment and technical expertise. Overall, although some equipment pieces were bought, most have been rented. Keeping on Track The project calls for the removal of 160,000 concrete ties that had prematurely failed, and the installation of 187,000 new wooden ties in their place. Work began at 9 a.m. weekdays, after the last morningrush commuter train has run and rail service suspended. By 3:30 p.m., the track must be completely restored to service, so the afternoon rush trains can run. During those six and-ahalf hours, buses ferry commuters from station to station, arranged for by J.F. White. In addition, 56 railroad grade crossings are being totally rebuilt. This is done on the weekends, when the tracks and roads can be completely shut down. Besides the ZX80s, a ZX190W-3, customized with a high-rail base and grapple, loads up the old concrete ties for trips to a recycling crusher. Due to the nonstop reliability of the Hitachi equipment plus the tight management and oversight of J.F. White, the project should be completed in under half the time budgeted by the railway’s owner, the Massachusetts Bay Transportation Authority. J.F. White is a longtime, loyal user of Hitachi excavators, with a fleet ranging from the ZX80s leased for this project to a number of ZX190W-3 wheeled excavators and the larger ZX450 excavators. Conn. Legislature Backs Construction DISPLAY ADS/ Labor Bill, Gov. Malloy Promises to Sign CLASSIFIEDS HARTFORD, Conn. (AP) Connecticut lawmakers approved legislation May 7 that allows government agencies to negotiate labor agreements on construction projects. The House voted 109-37 to approve the measure, following Senate approval the previous week. It now goes to Gov. Dannel P. Malloy, who has promised to sign it. Malloy emphasized parts of the legislation that give the state transportation commissioner more flexibility in directing how high construction and maintenance projects are contracted. The governor said the legislation will make Connecticut more competitive in applying for critical federal money. The legislation allows government to negotiate so-called project labor agreements that establish a dispute resolution process between contractors and unions.
Associated Builders and Contractors, a trade association, has criticized such agreements, calling them anti-competitive. The group said the agreements force contractors and subcontractors to recognize unions. Lelah Campo, president of the Connecticut Associated Builders and Contractors, said contractors will be compelled to pay into union health and welfare funds, which will add to the cost of local and state construction projects. “We think it opens up a lot of problems for cities and labor,” she said. Sen. Edith Prague, co-chairwoman of the legislature’s Labor and Public Employees Committee, said cities and towns have the option to enter into project labor agreements but are not required to do so. The agreements will make skilled workers more available, prevent construction delays, advance the hiring of

NESCO Commits $35,000 to Aid ‘Homes for Our Troops’ We’ve all seen the stories of heroic members of the armed forces who returned home with serious disabilities and injuries since Sept. 11, 2001. Many know some of these individuals personally. Now, Craig Swain, president of New England Sealcoating (NESCO) based in Hingham, Mass., and Sales Manager Jay Muir have committed to raising $35,000 for Homes for Our Troops (HFOT) to help build customized homes with adaptive features to provide these veterans with maximum freedom of movement and the ability to live more independently. Swain’s donation will represent a percentage of company sales over the next few months. Asked about his commitment, Swain said, “I’ve always been a history buff, especially related to the Vietnam era since I lived through it. I remember how poorly the Vietnam vets were treated when they returned and how bad I felt, especially for those who were injured. After September 1, 2011, knowing how these courageous men and women’s lives had changed, I wanted to do something tangible to thank them for their sacrifice. They’re a perfect fit for what we want to do.” Homes for Our Troops, based in Taunton, Mass., is a national non-profit, non-partisan 501(c)(3) organization founded in 2004. Funds raised underwrite the costs of building materials and professional labor. The organization also coordinates the process of building the homes at no cost.
In 2006, HFOT founder John Gonsalves was welcomed at the White House by President George W. Bush who said, “Your efforts are a wonderful example of the great compassion of America.” Since its founding, HFOT has donated more than one hundred specially adapted homes to severely injured veterans in more than 35 states. At any given time, the organization has approximately 30 homes in various stages of construction across the United States. The premiere charity rating agency Charity Navigator, awarded the organization its highest rating of 4 stars. An eligible veteran or service member may receive a Veterans Administration Specially Adapted Housing Grant capped at about $64,000. Homes for Our Troops’ assistance covers all costs over and above this grant to ensure that the home is provided at no cost to the recipient. For more information, visit www.homesforourtroops.org.
