BOSTON (AP) The cost of the Big Dig, including interest on borrowing, has mushroomed to nearly $24.3 billion, strangling the state’s ability to fund other critical transportation projects, a legislative oversight hearing was told on July 10.

The sobering message, delivered by high-ranking officials of the Massachusetts Department of Transportation, came as lawmakers and Gov. Deval Patrick’s administration mull long-term options for financing roads, bridges and public transit around the state. “In the beginning, Robin did this on a part-time basis,” said Vinny. “Then, eventually, I hired her full-time because I knew she would be a tremendous asset to the company.” It is the core of solid employees like the three R’s — no, not reading, writing and ‘rithmatic, but Ralph, Robert and Robin — that has kept AJ Penna on such solid footing. It gives Penna the strength to adapt through economic downturns and changes in regulations and in the industry itself. “Back in the 80s, early 90s, there was a serious downturn in construction and I did my best to conserve. I worked and labored and did what I could in the field as a worker,” said Penna. “I kept my key people, which was just about four guys. They saw me through the years, these guys. I just constantly tried to network and every job I performed I did my absolute best. “Then, networking with the municipalities during this time helped. Additionally, around this time, I had [acquired] the City of Norwalk drainage project, and that helped tremendously in stabilizing the company,” he added. Big Dig Payments Scheduled to Continue Through 2038 COST from page 1

owes about $9.3 billion in principal and interest on the Big Dig and related projects with payments scheduled to continue through 2038, according to a summary presented to the House Post Audit and Oversight Committee. Annual debt service was pegged at roughly $550 million, including debt owed by the Massachusetts Bay Transportation Authority on public transit improvements that were mandated as part of the original approval process for the Big Dig. “We did not build this, but it’s ours to manage,” said state Secretary of Transportation Richard Davey, noting he was in grammar school when the project was first conceived in the 1970s. Key elements of the Big Dig included demolition of the overhead section of Interstate 93 in Boston and replacement with an underground tunnel, and extension of Interstate 90 to Logan International Airport. Recent cost estimates of $15 billion did not account for the more than $8 billion in interest already paid or currently owed, which officials said provides a truer picture of the project’s overall cost. The federal government contributed about $7 billion toward the Big Dig, which was plagued by cost overruns and shoddy construction. In 2006, a woman was killed by falling ceiling panels in an I-90 tunnel, leading to multimillion settlements with contractors. More recently, the state was forced to shore up thousands of corroded light fixtures inside the Thomas P. “Tip” O’Neill tunnel after a 110-lb. fixture broke free and crashed to the pavement. Dana Levenson, chief financial officer of MassDOT, said despite its steep costs the Big Dig has improved transportation and quality of life in the Boston area. But he told the panel that it was keeping the state from addressing other priorities. “The magnitude of the debt and the attendant debt service required ... certainly keeps us from tackling not only desirable but necessary capital projects for the good of the Commonwealth, its taxpayers and transportation users,” he said. The nearly $24.3 billion price tag presented on July 10 does not include Big Dig-related projects still awaiting completion, includ-

ing a $1.3 billion extension of the MBTA’s Green Line, which would likely require additional borrowing, officials said. The MBTA raised fares an average 23 percent on July 1 to help close a deficit resulting in part from its $1.6 billion share of the Big Dig debt. Officials have warned of

another deficit and the need for more fare hikes and service cuts next year without a long-term fix. Also not included in the Big Dig cost analysis were maintenance expenses for the highway system, much of which is paid for through tolls collected on the Massachusetts Turnpike, Boston Harbor tunnels and Tobin Bridge, Levenson noted. The tolls have long been a bone of contention for turnpike users who live west of the city and have complained of paying tolls to support the I-93 project, which largely serves daily commuters from north and south of the city. Rep. David Linksy, a Natick Democrat who chairs the oversight panel, told reporters after the hearing that his constituents in the western suburbs should not be forced to shoulder the Big Dig debt. “One revenue stream I’m not interested in is having people who drive the Massachusetts Turnpike continue to pay for the Big Dig,” Linksy said. But lawmakers and state officials were hard-pressed to offer alternative funding solutions for the state’s transportation needs. Past suggestions, such as higher gasoline taxes, have met strong political opposition. The Big Dig debt is “a drain of 550 million out of state resources that could be going to bridge, road construction elsewhere,” said Rep. George Peterson, a Grafton Republican and the assistant House minority leader. “But undoubtedly we are going to have to come up with revenue.”

Penna has learned and adapted from such experience. In fact, such a break became, well, a good break to add to its emergency crew’s crisis knowledge. “In 2010, we had a 36-inch main break in the vicinity of a pond. The job lasted about 72 hours. Just the coordination of rotating guys, coordinating materials, getting pumps, etc., was a challenge,” DeJesus added. “However, this is the kind of work that Penna is built for, and experienced to perform with excellence.” Another major project that Penna tackled was The Scofield Project. In October 2009, the city of North Stamford approved a $2 million plan to bring public water lines to four city streets after a federal government study showed hazardous levels of pesticides in the soil in nearby Scofield Park. Aquarion Water Company selected Penna to install a new water main and the hookups to more than 100 homes to that main. Over the next six months,

the Penna crew successfully installed more than 4,000 ft. (1,219 m) of water main and connected 109 structures to it. Celebrations With and for Customers AJ Penna won’t have any kind of individual celebration to mark its 65 years of hard work and operation, but it has set up events to reward its clients since 2009. “For the past three years, we have been holding a [annual] party at the main office, outside in the parking lot. The party is for our clients, as well as our employees,” said DeJesus. “Last year, we handed out plaques to our employees, as well as to clients that have been faithful to us. We have pizza trucks, hot dog trucks, games for the kids [and] a disc jockey. About 250 people attended.” Giving Back Another aspect of AJ Penna is giving back to the communities it serves.

Vinny Penna is devoted to a charity called Al’s Angels, a local non-profit organization that raises money for children battling cancer, rare blood diseases and severe financial hardship. The children make baskets and Vin drops what he is doing and provides them with trucking to deliver baskets,” said DeJesus. “He also provides them with our employees for manpower for lifting anything heavy. Not only does he donate, blood sweat and tears, but, he donates financially and helps out with almost every event. He has gone to hospitals to see the cancer patients, who are small children. TIGER Funds to Accelerate CONSTRUCTION AUCTION AUCTIONS, INC. Providence Viaduct Project SATURDAY,DAVIS August 18, 2012 9:00 A.M. Gov. Lincoln D. Chafee and the Rhode Island Department of Transportation (RIDOT) announced that the receipt of $10 million from the U.S. Department of Transportation's TIGER (Transportation Investment Generating Economic Recovery) grant program will allow the department to accelerate the rehabilitation of the Providence Viaduct and begin work late this year. This 1,290-ft. (393.2 m) multi-span bridge carries I-95 through the heart of Providence and carries more traffic than any other segment of the interstate in Rhode Island. RIDOT intends to replace this bridge in phases to minimize the impact of its estimated $169 million cost by spreading it over several years. The additional funding from the grant will allow RIDOT to begin the first phase a full year earlier than expected. It is the department’s goal to advertise for construction bids later this summer and secure a contractor for the project by the end of the year. It is anticipated that the contractor will do preparatory work over the winter and break ground in spring 2013. The Providence Viaduct crosses the Woonasquatucket River, Route 6, Amtrak’s Northeast Corridor and other ramps and local roads. It carries an average of 160,000 vehicles per day. While safe for all traffic, the 48-year-old bridge has significant deteriora-

tion to its deck and main structural steel components. The bridge’s replacement is a top priority before additional funds have to be spent on emergency repairs. With the additional grant funding in hand, the department estimates that it can complete the first phase of construction in three years, wrapping up by late 2015. This work will include construction of a new bridge for I-95 southbound and relocation of traffic on I-95 South to the new bridge. This phase also will include construction of a new Atwells Avenue off-ramp (Exit 21) and modifications to the ramp from I-95 South to Route 6 West (Exit 22B). Through three additional phases, RIDOT will relocate I-95 northbound traffic to the original southbound bridge, replace the existing I-95 North bridge, and demolish the original highway bridges once all traffic has been relocated to new structures. Partial reconstruction of the on-ramps to the northbound structure also is included in the project. All of the work is projected to be completed in 2018.
