VTrans Replaces Highway Bridge in Three Days Using Slide-In System By Jay Adams CEG CORRESPONDENT
A few years ago, construction teams could replace a big, steel and concrete bridge in 61 months. With the remarkable advancement of new technologies, Rhode Island and other states have replaced bridges in 61 days. But 61 hours? The Vermont Agency of Transportation (VTrans) replaced an Interstate 91 bridge in White River Junction in
just one weekend, using an innovative technique to minimize the impact on drivers. “We have done this kind of work on smaller scales, but not on this scale,” said Eric Filkhorn, communications specialist at VTrans. The bridge is one of two Hartford bridges, side by side. VTrans will be replacing the parallel bridge in a similar, whirlwind amount of time. see BRIDGE page 4

Slide-In System Bridge Replacement Eases Traffic Woes BRIDGE from page 1
The slide-in construction method replaced the northbound bridge in a mere three days with a Florida crew, general contractors well versed in this latest technology, working around the clock. The bridge on Interstate 91 over U.S. Route 5 at exit 11 closed on a Friday at 6 p.m. Hydraulic jacks slid the bridge over 18 in. (45.72 cm) at a time. The new bridge opened on Monday morning. Agency Secretary Sue Minter said the technique substantially reduces the amount of inconvenience to travelers by limiting closure. The $11.1 million project was mostly covered by federal funding. Vermont will pay 5 percent of the cost. One Short Season The bridge replacement was fast-tracked through VTrans’ Accelerated Bridge Program (ABP). Typically, fast track bridge projects use innovative techniques and are completed in approximately half the time it would take by conventional construction, often in just one construction season. The culmination of that season was late August and early September. The construction method known as a lateral slide was used to replace the Interstate 91 Hartford bridge for the first time in Vermont. The slide took place over a weekend, minimizing road closures on Interstate 91 and inconvenience to travelers. U.S. Route 5 remained open while the two bridge was moved into place. “How it works, there are two interstate bridges, side by side, with 40 ft. between them,” said Kristen Higgins, senior

project manager. “We completed the new bridge construction on temporary supports adjacent to the bridges. We also constructed the supports in advance that the bridges will sit on.” Higgins said the new bridges, comprised of steel beams and concrete rail construction, with concrete decks, are then slid over in small increments over the new supports over slide beams. Higgins explained how these projects would typically be completed in the past. “This project would have been crossovers and working on one bridge at a time over two construction seasons, then another season and then again,” said Higgins. “The reason we didn’t want to do this here is that it is a major interchange of two highways. There is a significant commuter issue. So putting in a crossover wasn’t a good idea. Highway 5 is a major route and traffic would have been affected for two seasons. “So, we tackle this in one construction season. There are no dangerous crossovers and two weekends of inconvenience of rerouting over the Interstate,” added Higgins. “Get on the ramp, get off the ramp.” While VTrans looked at bids from various local and New England general contractors, Florida-based PCL Civil Constructors Inc. was chosen as the general contractor. “PCL has experience with slide-in bridge construction and heavy lift,” said Higgins. “We procured them while in design phase to incorporate the means and methods into the plan. We do an RFP for a contractor with experience for this type of thing, then we evaluate based on the best experience.”

According to VTrans, this is how the lateral slide singleseason construction works: The new bridges are one-span, allowing the new abutments to be built without affecting traffic flow on the highway. Building a Foundation In the spring of 2015, construction began on a new foundation, according to the VTrans Web site. Piers and abutments, otherwise known as a substructure, were built for each new bridge underneath the existing bridges. The new superstructure, consisting of the bridge deck and support beams for both bridges was constructed on temporary supports right next to the existing highway bridges. Traffic along Interstate 91 over the existing bridges was able to flow as usual while construction went on underneath and next to the bridges. Travel lanes on U.S. Route 5 were reduced from three lanes to two, but traffic flowed in both directions throughout construction. Moving the Bridge The superstructures for each bridge were moved over one weekend at a time for each structure. One side of the highway was shut down and traffic was rerouted onto a detour to allow the bridge to be connected to its new foundation, while the other side of the highway remained open. The foundation and deck of the old bridge were demolished. Hydraulic jacks were used to push or slide the bridge in place–thus the name “slide-in bridge construction.” Once the new bridge was installed and related work was completed, the bridge was reopened to traffic. This process will be repeated for the second bridge on another weekend. U.S. Route 5 remained open during the lateral slide and crucial traffic detours were set in place, which minimized the effect on commuters. Representatives of VTrans said that replacing a bridge on a single weekend was “no problem,” although the project was delayed from an original date of Aug. 21 to Aug. 28. “We believe that our diversification of sales and services set us apart from the competition. Our ability to find a place within the niche markets, such as auto recycling, snow removal, and the housing industry played a huge role in our success and growth over the years,” said Chappell. Within the past decade Chappell has expanded from 50 to 70 employees. It is back up to 2006, pre-recession inventory levels and has had 44 percent growth this year alone at one location. A Long History Chappell Tractor Sales was founded 60 years ago by Perley Chappell. Perley lived long enough to see the third generation own and operate what has become Chappell Tractor. Now the fourth generation owns and operates the business. From the first Ford tractor sold out of the
family barn to today, Chappell Tractor continues to treat all customers like pearls. You have to like machines to sell them for more than five decades. And Perley liked machines. Back in the 1930s, he was among the first dairy farmers in Clarksville to own a tractor. Having a big family was a way to get hard farm work done more easily, so he and wife, Diana, and the first four of his six children moved to Milford in November 1935. Two more daughters were born later. Milking an Opportunity After the family moved down to Milford, life on the farm became routine and one day while milking the cows, son George mentioned to his father, Perley, that a Ford tractor dealership was going out of business. Perley replied that he’d “look into it.” After much negotiating, the paperwork see CHAPPELL page 8

was complete and George was off and running the dealership, while Perley continued on the farm for a time until he too left farming and supported George’s efforts in making the tractor business work.

New Machines, New Moves With his new machines, George instilled a work ethic geared to customer satisfaction and loyalty. He believed that if he treated people right, they would continue coming back to him. His philosophy worked as the company grew, adding machine lines and moving to increasingly larger facilities. In 1960, the company moved from the Chappell family farm to a 3,000-sq.-ft. cement block building on Route 13. The development of Route 101 led to another move in 1970 to a 7,200-sq.-ft. structural steel building up the road. An addition of a lawn and garden showroom soon followed. In 1985, the company moved across the street to a facility more than twice the size of its previous location. Brothers Kent and Roger Chappell built the unique post and beam building where the company’s headquarters is now. It was a big leap to go from 9,840 sq. ft. to almost 25,000 sq. ft., but they were up for the challenge. In 1995, Chappell Tractor added the “big house” service area for larger pieces of equipment, and in 2005, the family added on to that facility with another post and beam addition of approximately 15,000 sq. ft. In September 2005, the company began an expansion project that would add 14,000 sq. ft. to the existing dealership at 454 Route 13 in Milford. The expansion was completed during summer of 2006, with a grand opening. The new facility is home to both Chappell Tractor and B-B Chain. This provided the Chappell brand with a new tractor showroom, lawn and garden showroom and added space for the newest department, Outfitters by Chappell, to sell a complete line of clothing, shoes and boots for the company. Today, Chappell Tractor carries Kubota, New Holland agricultural and construction equipment, Hyundai, Link-Belt excavators, Takeuchi and much more. see CHAPPELL page 10

Completes Summer School, Renovation Projects at Boston College South Coast Improvement Company, a design-build general contractor serving New England and the Mid-Atlantic states, completed several renovation projects at the campus of Boston College in Chestnut Hill, Mass. Completed projects included renovations of: administrative offices at Lyons Hall and Campion Hall; men’s restrooms at Conte Forum; and classroom renovations at Fulton Hall. South Coast Improvement currently is wrapping up an additional renovation of the Boston College Police Station. “Unlike most college students, we like summer school because university renovation projects incorporate the elements that bring out the best in our team–design; strict, make-or-break deadlines; and working around existing operations,” said Tom Quinlan,
president of South Coast Improvement Company. “A campus like BC, even during summer break is quite an active place. Besides the quality of our work, I think BC keeps hiring us for summer work because we do our best in active places under deadline.” Over the past six years, some of the other buildings and parts of the BC campus where South Coast Improvement has completed renovation projects include Faber House, Flynn Recreation Complex, Voute and Gabelli Halls, Ignacio Hall, Murray House, St. Clements, Yawkey Athletics and 36 College Road. “I know in educational terms, having to repeat is not good.
