Through a $4.8 million contract with Cardi Corporation, the Rhode Island Department of Transportation (RIDOT) has removed the decaying Magnolia Street Bridge. With substantial completion scheduled for late fall, August marked a vital hurdle for this major repair project of a critical traffic artery between the Cranston area into downtown Providence. WETHERSFIELD, Conn. (AP) Gov. Dannel P. Malloy is trying to pitch his efforts to help municipalities replace and rehabilitate local bridges, contending his administration has done more than previous ones to fund transportation improvement efforts in Connecticut. The Democrat’s appearance Aug. 25 at the Old Main Street Bridge project in Wethersfield came as transportation funding is becoming a major issue in this year’s race for governor. Malloy’s Republican challenger, Greenwich businessman Tom Foley, has accused the first-term governor of “raiding’’ the state’s Special Transportation Fund by not transferring about $190 million into the account, which is dedicated for transportation-related expenses.
“This political stunt is sure to backfire with commuters who know that Malloy’s reckless raiding of the Special Transportation Fund has resulted in Connecticut having the worst roads and bridges in the nation, according to the White House, with 73 percent of our roads in ‘poor or mediocre condition’ and nearly 10 percent of our bridges classified as ‘structurally deficient,’’’ said Chris Cooper, a campaign spokesman of Foley. But Malloy insisted that his office has contributed more than $1.3 billion to the Special Transportation Fund. He said that’s more than any previous administration, and that Foley’s accusation is inaccurate. UniCarriers Americas Unveils Factory-Owned Dealership UniCarriers Americas Corporation, a manufacturer of material handling equipment, announced its diversification into the material handling retail market with the acquisition of New England Industrial Truck Inc. (NEIT), headquartered in Woburn, Mass. NEIT has been an authorized dealer of UniCarriers Americas for more than 35 years. UniCarriers’ entrance into the U.S. retail market is designed to augment its highperforming dealer network by providing the broadest sales coverage and highest quality aftermarket support. The acquisition was finalized on Aug. 1, 2014. Terms of the transaction were not disclosed. “Adding factory-owned dealerships is a growth strategy for UniCarriers Americas in 2014 and beyond,” said Anthony Salgado, president, UniCarriers Americas. “This initiative is a component of our goals to strengthen and broaden our distribution network, and to support our existing dealer partners by growing awareness and increasing the value of the UniCarriers brand.” The new factory-owned dealership will operate under the leadership of Dick Rossi, who has been with the company since 1972 and has managed daily operations for the last 15 years. Route 6 connects to Route 10 — it is locally nicknamed the “6-10 connector” — with a first heavily used exit/entrance onto Plainfield Street, which has been realigned, reconnected and repaved. It started well, according to Steve Ricci, resident engineer and project manager, and is now ahead of schedule. “We did as much as we could at the time,” said Ricci. “We proceeded with doing erosion control measures to comply with Rhode Island DEM [Department of Environmental Management] permits. We started there and have been rolling ever since.” Route 6 and the bridge are part of a winding, circular section of highway with busy on-ramps that flow above ground level. Not at first, maybe, but people got used to them and, after that, it went smoothly,” said Ricci. Ricci said there are many access points to the project area, which had to be accommodated. “From the Silver Lake section of Providence and points east into Cranston, and points west into

Four Out of Five Phases Done By mid-August, Ricci said that the Magnolia Street Bridge project was more than 70 percent complete, with general contractor Cardi Corporation. The company was awarded the vast majority of state DOT contracts on federal highways and bridges — completing four phases of what was slated as a five-phase project. “The bridge has been removed and the realignments are done,” said Ricci. “The phase 5 portion of the work is the last phase of project. After that, it is a matter of buttoning it up, and completing landscape work. “In phase 5, we’re going to continue on Route 6, east and westbound, approximately a tenth of a mile section from Route 10 to Hartford Avenue. This final section will be paved. We will put in overhead sign structures, new signage and LED highway lighting. This is the first project in Rhode Island with LED highway lighting.” Ricci said the completion date is set for Oct. 24 although there is a good chance they may finish sooner than that. There are more than 3,400 bridges and culverts on municipally maintained roads in Connecticut. While the maintenance and construction of those bridges is the responsibility of the local cities and towns, the General Assembly in 1984 created the State Local Bridge Program to provide state grants to help municipalities cover the cost.
Unlike other funding programs that reimburse communities, this initiative provides grants before the work begins to reduce the initial financial burden on municipalities. The grants usually range between 15 to 50 percent of a project’s total cost. Malloy contends his administration got “projects moving’’ by providing cities and towns with additional money.
Malloy said his administration funneled an additional $25 million over the last two years to the local bridge program. That’s in addition to about $35 million in state funds over two years to replace or rehabilitate 48 bridges across the state. While Cooper said he was surprised Malloy would want to raise the issue of transportation, given

The German engineered Kinshofer shear has a 360-degree rotation and was designed to deliver a shear with maximum cutting forces, quick cycle times and optimal weight to performance ratio in daily use in scrap yards and demolition sites. The shears have a powerful cylinder with a speed valve and are fully protected in the shear body. The body of the shear is made with wear resistant, fine grained steel. It has a robust shear arm guiding system and a blade locking system in the upper and lower jaw to pick up large and heavy objects with ease. The scrap shears also are designed to reduce service and be maintenance friendly, according to the manufacturer.
