Foley: Traffic ‘Shameful,’ Malloy Claims Progress in Conn. By Susan Haigh ASSOCIATED PRESS
NORTH HAVEN, Conn. (AP) While Democratic Gov. Dannel P. Malloy defended his record on transportation Sept. 15, saying more money has been spent to improve Connecticut’s roads and mass transit than prior administrations, Republican Tom Foley claimed the state’s traffic woes are still “shameful” and have created “a tremendous social cost.” The two major party candidates appeared separately at a transportation forum in North Haven hosted by several regional transportation groups. Traffic jams, a hot-button issue for voters, has been a key issue in the tight race. Recently, a third party group supporting Foley pounced on the issue, running a TV ad showing a highway in gridlock. “When you think about the human resources wasted while people sit in their cars, it’s shameful,” Foley told the room that included organizations representing road builders to environmentalists. “There”s a tremendous social cost to traffic congestion. We simply have to be more thoughtful about how we address it.” But Malloy balked at Foley’s claim that the Democrat’s administration has not focused thoughtfully on transportation or, for that matter, dedicated the necessary resources to expand capacity on the highways. Foley contends Malloy has fixated more on public transportation, trying to “push people out of cars” when public transportation doesn’t meet everyone’s needs.

“The reason we need to spend more money on transit is because traffic is bad. Traffic is bad because we underinvested in this system for the better part of 20 years before I became governor. And it’s bad because we’re building out projects,” said Malloy, who rattled off a list of state highways currently under construction. He said his administration “is far outspending” prior administrations on transportation funding, after adjusting for inflation. While he acknowledged that “traffic isn’t as good as it could be,” Malloy said one reason could be the job growth that has occurred in the state during his tenure. Sept. 15’s forum highlighted the stark difference in style between the two candidates. While Foley often spoken in general terms about issues, Malloy was full of specifics when asked about how to reduce gridlock and took issue when it appeared he might not get to speak about the issue as much as Foley, referring to him as “the other guy.” “He didn’t necessarily say a lot, but he spoke longer,” Malloy quipped. Malloy said he would like the state’s commuter rail line to become more like a subway system, with additional stops, stations and trains running every half hour. He spoke of possibly widening I-95 north of Madison, finishing Route 11 in southeastern Connecticut and revamping the interchange between I-395 and I-95. Foley, on the other hand, said he’s open to all ideas, such as widening parts of I-95 and possibly “double-decking” sections of the highway. Board should be resurrected to help determine the state’s transportation priorities. “I’m not a traffic expert,” Foley said. “But I am an expert on what it feels like to be a struck in traffic.” Both men offered nuanced positions on whether to reintroduce tolls in Connecticut. Foley said he doesn’t support reinstating tolls to create more state revenue. But he said he might consider using tolls as a traffic management tool, charging people more to drive at peak times. He said the revenues would have to directly offset taxes currently collected to cover transportation costs. Malloy said his administration is currently conducting studies on tolls and congestion pricing techniques. But the governor said tolling would only be necessary, most likely, if there was “Armageddon” and the federal government substantially cut transportation aid to the state. In such a case, Malloy said the revenues from tolls should be dedicated solely to major projects. Irene-Damaged Trail in N.H. to Undergo Repairs CAMPTON, N.H. (AP) A popular White Mountain National Forest trail will be closed at times because it is undergoing construction to repair damage caused by Tropical Storm Irene. The U.S. Forest Service said construction vehicles will be in the area of the Lincoln Woods Trailhead in Lincoln, N.H., in the next few months. Materials will be taken over the Eastside Trail to construct a 2,400-ft. (731 m) re-route to bypass a trail section that experienced significant erosion. Four new bridges will be built to accommodate the reroute and to restore a crossing at the site of a large culvert that washed out during the 2011 storm. The Lincoln Woods Trail on the west side of the river will be accessible by crossing the river on the pedestrian walkway alongside the Route 112 highway bridge. The Eastside Trail will be open while construction is suspended on weekends. Franconia Brook Campsites will remain open throughout this project; however access to the campsites from the Eastside Trail may be temporarily restricted during the closures. “We’re glad we are able to restore access and provide visitors and hikers with an easily accessible trail to access Franconia Brook campsites and the Pemigewasset Wilderness,” said assistant District Ranger Tom Giles. “This project was the result of a partnership with Trout Unlimited to help restore the flood plain in this area of the East Branch of the Pemigewasset River, and help restore fish passage along some of its tributaries.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

Vermont Rail Grant Upgrade Between Rutland, Burlington Rejected by Feds By Wilson Ring ASSOCIATED PRESS
MONTPELIER, Vt. (AP) A Vermont Transportation Agency official said Sept. 15 he was disappointed the state didn’t get a federal grant that would have helped complete an upgrade to the rail system between Rutland and Burlington, but officials remain committed to restoring passenger rail service to the route. The agency learned the prior week that their application for a transportation infrastructure grant of almost $10 million was rejected. Chris Cole, the agency’s director of policy, planning and intermodal development, said they hadn’t learned yet why the application was rejected. “It’s a setback,” Cole said. “It puts in question the timeline where we had been talking about potentially two to three years getting the train into Burlington, it definitely puts that into question, but I don’t believe it jeopardizes the goal of returning passenger rail service to Burlington. Restoring passenger rail service between Rutland and
Burlington has been a goal of the state of Vermont for years. It is seen as an economic development tool, both because for the passengers it would carry and how the improved rail line would better serve the freight trains that use it. The grant would have helped install continuously weldedrail on the final 11-mi. (17.7 km) stretch between Rutland and Burlington. The rest of the line has been upgraded or the funding has been identified to pay for the upgrade. In addition to the upgrades on the rail itself, restoring passenger service would also require upgrading about a dozen road crossings and building a siding for freight trains. If the Department of Transportation offers the grants again next year, Vermont could apply again, Cole said. Failing that, the state could apply for other federal grants or possibly seek federal loans or consider issuing state bonds to pay for the project. “We’re going to keep working toward it and continue to look for partnerships with the feds,” Cole said. Developers Sign Agreement to Use New Bedford as Staging Area for Wind Farm NEW BEDFORD, Mass. (AP) The developers of a proposed wind farm off the coast of Cape Cod have signed a lease agreement with the state to use New Bedford for staging and construction of the 130 turbine project. Gov. Deval Patrick joined Cape Wind officials in making the official announcement on Sept. 12 at the Massachusetts Clean Energy Center’s Wind Technology Testing Center in Boston. Officials said the work will begin in January at the South Coast Marine Commerce Terminal on the New Bedford
waterfront. The two-year lease is for $4.5 million. Patrick said the project will create hundreds of jobs. Cape Wind had previously signed lease options with both South Terminal, now formally called the Massachusetts Marine Commerce Terminal, and Rhode Island’s Quonset Point. Gatchell Excavation ‘Digs’ Helping Charities, Neighbors By Jay Adams CEG CORRESPONDENT
Paul Gatchell digs what he digs, and gives back while doing it. Gatchell, owner of Gatchell Excavation Inc. of Epping, N.H., supports local charities like Relay For Life and others. In addition, he recently donated his time to a project close to home. “We try to stay involved in our local community. Last year, we donated around $60,000 worth of site work to compete a playground for Epping Elementary School that the Governor of New Hampshire, Maggie Hassan, cut the ribbon at,” said Gatchell. “My kids attend there. One is in second grade and we have a little one who is four, who is going to go there shortly. Starting out mowing lawns up and down his street in 1987, he bought his first backhoe in 1993. “Basically, the lawn mowing business supported the backhoe business,” Gatchell said. “I learned by making a lot of mistakes, basic trial and error. I offered to work for other excavation companies, but because I had no experience, they wouldn’t hire me, so I went into business for myself.” Moving Fast Gatchell and a crew that varies from four to 16 employees, depending on season or
work load, has grown into a business whose services range from installing, repairing or replacing all septic systems, to laying water lines, excavation and site work, driveways, grading, pulling stumps, clearing timber and much more. “We do anything from small waterline fixes to commercial/industrial sites,” said Mike Yergeau, company manager. “From Exit 6 off Route 101, we just built a 500-foot road to a two-acre parking lot for a wood processing plant that we just paved. We’re wrapping the job up. We started June 1 and we’ve worked every day since on it to finish it. “This latest job, although it’s not enormous, has been one of our better jobs,” said Yergeau. “We can say that because we see GATCHELL page 14

moved so much material in so little time with such a small crew, we thought it was impressive. We were able to move 6,500 cubic yards of loam, 10,375 cubic yards of fill, and 6,000 cubic yards of gravel in four weeks to build an area for two acres of asphalt.” Gatchell Excavating Inc. also has found a special niche around Epping, building backyard ponds and personally designed water holes and pools, along with retaining walls and other individualized projects. “We actually pride ourselves on niche jobs that either nobody wants or can’t do within the time frames or constraints,” said Yergeau. “Niche jobs are what I call the jobs we design/build and build without any other support,” said Gatchell. But that doesn’t mean his bigger projects don’t have a support system. “First and foremost, over these 20 years, I have to thank my family for their support.
