change.” The demolition of old I-195 will open up about 35 acres of land, which will be used to build new streets throughout Providence. This includes about 20 acres of new parcels that will be used for private development and new parks along the waterfront. “There has been a lot of work performed on the IWAY. It started in 1999 and has resulted in major improvements for the transportation system on (Routes) 195 and 95,” said RIDOT Head of Construction Frank Carrao. “Since the project has come into play, it will benefit the city of Providence for several reasons. “First, it will open up property within the city proper for development, which will ultimately end up on the tax rolls,” said Carrao. “Secondly, the roadway and embankments crosses, almost bisects, the city, creating new throughways. This property will be open space and parks.” Carrao said that as time goes on, and the property gets redesigned and remarketed, the state would need to sell parcels to offset the cost of the IWAY project. “The city gains parcels of lands that are not generating any money and puts them on the tax rolls,” said Carrao. “It’s very tough to say in dollars, because the market readjusts, so I can’t really estimate values [at present].”

Carrao could not estimate how much concrete and steel would come down from the 3,500 ft. of the old highway being crushed, but added that some 250,000 cu. yds. (191,139 cu m) of material — dirt and fill — in addition to the concrete and steel, would be taken away over the next six months. “Rhode Island Resource Recovery at the State Landfill will be taking out a significant amount for cover and fill they need. The city of Providence needs material for caps and fill, also, and they have asked for a portion of the earth material to do the caps,” said Carrao. “East Providence has a need as well. The two cities will be using between 30,000 to 50,000 cubic yards.” Carrao said the clean up would finish by next summer. “As they take down the structure, they will bring down the grade. Rhode Island Faces $4.5B Transportation Funding Shortfall PROVIDENCE, R.I. (AP) Rhode Island faces a transportation funding shortfall of more than $4.5 billion over the next 10 years, according to a report recently released by a national nonprofit organization. The Washington-based group, TRIP, said that fewer than a third of the state’s roads will be in good condition by 2020 and that 24 percent of state-maintained roads are in mediocre or poor condition. In addition, nearly half of the state’s bridges are either structurally deficient or functionally obsolete, according to the report. TRIP spokeswoman Carolyn Bonifas said the report is one of about 30 statewide reports being released this year by the organization. “We want them to understand the conditions of the roads is costing them money every day,” Bonifas said. Beyond helping drivers understand the state of roads and bridges, the report also is aimed at spurring calls for needed state and federal funding for transportation projects. “That would go a long way toward allowing the state to make the needed repairs. As it stands, there’s dozens of needed projects,” she said. “They can’t move forward because the state doesn’t have sufficient funding.”

The Last Piece “This is the last piece of the old highway,” said Carrao. Previously, demolition crews had taken a small segment from 195 to Wickenden Street. an entirely new look,” said RIDOT Director Michael Lewis. “New streets will be built and old ones reconnected, giving Downcity opportunities for growth and expansion that haven’t been available in decades.” RIEDC released a report last year that makes recommendations

for the redevelopment of the parcels of land that transform Providence and its riverfront. These parcels comprise 35 acres of new land in what is known as The Jewelry District, Old Harbor, Fox Point and College Hill — the home of Brown University and the Rhode Island School of Design — on either side of the Providence River, north of the Fox Point Hurricane Barrier. The report focuses on three main objectives for reuse of the land: an increased tax base, economic development to attract industries and jobs to the area, and urban revitalization. “With the relocation of Interstate 95, the tear in the fabric of downtown will be repaired, and a new vibrant neighborhood can grow in the city,” said Thomas E. BERLIN, Conn. (AP) In the worst recession in memory, Helen Duguay discovered that climbing utility poles is a better career choice than selling real estate. A former real estate agent out of work since May, the mother of five is learning to scale poles and operate a crane, a backhoe and other equipment used at electric and gas company construction sites. “We all have to be flexible in what we can do,” Duguay said. “I’ve never done this before.” A 12-week training program organized by the Connecticut Business & Industry Association has drawn Duguay and 11 other prospective utility line workers. Partly funded by federal stimulus money, the program is a good match for the unemployed workers looking for a job and for utilities seeking to replenish a labor force about to be hit hard by retirements. Union officials said the average age of the nation’s utility workers is about 50. “You’re looking at a potential mass exodus over the next couple of years,” said John Fernandes, president of Local 457 of the International Brotherhood of Electrical Workers, which represents Connecticut Light & Power employees. The Center for Energy Workforce Development, a consortium of electric, natural gas and nuclear utilities and their associations, said in a 2009 report that 42 percent of the industry’s line workers would be retired or gone through attrition by 2015. The survey found most employees retire after age 58, with 25 years of service. Because many utility jobs are physically demanding, it said, some employees choose jobs elsewhere in a utility or begin second careers well before the traditional retirement age of 65. Collaborative efforts have been set up in 28 states among utilities, schools, unions, state workforce development agencies and others to find ways to develop the industry’s labor force. For example, Gulf Power, a Pensacola, Fla.-based utility, has a partnership with a local high school that offers courses introducing students to utility work. Gulf Power finds mentors and pays the cost of an exam that would otherwise cost the student a few hundred dollars, spokeswoman Sandy Sims said. She said 20 percent of the utility’s 1,365 employees are eligible to retire. Duguay, of Wolcott, said she learned of it from the Job Corps and seized on it because she knows there’s a need for utility line workers, who are paid about $56,000 annually, according to the U.S. Bureau of Labor Statistics. At a recent session at a Connecticut Light & Power training yard in Berlin, Duguay was in the cab of a crane, learning to lift and move a 1,500-lb. block as if it were a paperweight. She’s set her sights on a career beyond line work, but at her recent training, she learned to navigate a forklift in reverse while trying to leave traffic cones untouched. “I’ve cleaned my own gutters,” she said. “I don’t mind heights. I don’t mind physical work.” Two workforce training agencies in Hartford and Waterbury screened Duguay and the other candidates, using federal assistance requirements for minimum income and other factors. Capital Workforce Partners in Hartford selected the first six of 10 candidates and its counterpart in Waterbury also selected six trainees, said Yolanda Rivera, program manager at Workforce. The Connecticut Light & Power training program costs were split among stimulus funding and CL&P and Yankee Gas, subsidiaries of Northeast Utilities. The costs, about $76,000, included safety equipment, online lessons and test preparation, said Judith Resnick, executive director of the Connecticut Business & Industry Association’s education foundation. In Connecticut, federal stimulus funding of up to $14.5 million — part of $5 billion nationwide — has paid for training in advanced manufacturing, warehouse management, interviewing skills training and other courses and programs. Students who do not pass the training exam will be able to retake it, said Mitch Gross, a spokesman of Connecticut Light & Power. And if funding is available, he said other training sessions are possible. Students who do not find work at a gas or electric utility can market their training for construction work or as truck drivers. Duguay said she wants to pursue a career as an electrical designer, which involves planning the electrical use of a building, rather than being a line worker. Right now, however, she needs the training to find entry-level work. “I need to be here to get there,” she said.
