Cleveland’s Innerbelt Bridge Demo Makes Solid Progress By Irwin Rapoport CEG CORRESPONDENT

The demolition of the Cleveland’s Innerbelt Bridge continued on July 12 with a controlled explosive demolition of its steel skeleton. The demolition of the bridge, which spans the Cuyahoga River, is critical for the rebuilding of a new bridge on the same site — The George V. Voinovich Bridge. The Innerbelt Bridge, built in 1959, is being demolished on behalf of the Ohio Department of Transportation (ODOT) and Trumbull-Great Lakes-Ruhlin (the joint-venture building the new bridge) by a team that includes the Joseph B. Fay Company and Controlled Demolition Inc. Using a combination of traditional demolition techniques and controlled (explosive) demolition, five of the nine steel spans of the bridge were dropped. The lights, bridge railings, concrete road and barriers had already been removed through traditional methods, as was the disassembling of several spans that spanned the river and rail lines. The public was invited to watch the demolition. For their safety a 1,000-ft. (305 m) perimeter was established for the blast zone and many local roadways including I-90, the LorainCarnegie Bridge, Abbey Avenue and others, were closed during the event. The new bridge, consisting of one span in each direction, is a major ODOT project to help

people access and exit Cleveland’s downtown in a more efficient manner. The first span is carrying traffic in both directions until the new span open in late 2016. The Joseph B. Fay Company began work on the demolition in mid-January and expected to complete the job in mid-September, said Chuck Grabner, project engineer. “The removal of the existing bridge is one of the most significant items, as the new structure shares a portion of its foot print with its predecessor,” he said. “In addition, winter weather conditions at the start of the project were tough to battle through. A third challenge is that the improvements below the Innerbelt Bridge include the Cuyahoga River, CSX RR, Norfolk Southern RR, Greater Cleveland Regional Transit Authority, multiple streets and businesses. “In order to conquer this challenge, enormous coordination effort starting with the general contractor and including all stakeholders has been needed,” he added. “Having all the vested interests in this project involved from the start is proving to be the keystone of producing a successful outcome for everyone involved.” When the demolition is complete, 34 million lbs. of steel will be recycled, and 27,000 cu. yd. (20,643 cu m) of superstructure and substructure concrete will be recycled and used by the general contractor for various items on the new bridge. see BRIDGE page 6

Murphy Tractor Delivers 524K Wheel Loader to Pepper Pike The city of Pepper Pike, Ohio Service Department recently took delivery of a John Deere 524K wheel loader from Murphy Tractor & Equipment. The primary role for the new wheel loader will be loading salt during the winter months, according to Pepper Pike Director of Service Robert Girardi. With Pepper Pike situated within northeast Ohio’s snowbelt, where lake effect snow hits hardest, the new wheel loader is likely to log a lot of hours. Although the wheel loader won’t be working every day, when it is running, there is no light duty. “When it’s running, it’s running hard,” said Pepper Pike Service Department Lead Mechanic Dave Anderson. The city uses up to 5,000 tons (4,536 t) of road salt for snow management each year. The salt is stored in a dome with a 2,800 ton (2,540 t) capacity on the service department grounds, and the city often ends up acquiring a second load of salt before winter’s end. Although the wheel loader’s primary function is to move salt, the

service department will have plenty of work for the machine year round. As well as snow removal, the city of Pepper Pike Service Department is responsible for road and sewer maintenance, traffic and street sign maintenance, city park maintenance, mowing of city rights-of-way, street sweeping and other service related duties. With such a wide range of work, the wheel loader will be kept busy throughout the summer months moving gravel, mulch and dirt on various projects around the city. After 17 years of active duty, service department employees have no complaints about the wheel loader they were replacing. At the same time however, they recognized that the long term relationship they plan to have with their new machine, along with a wish list built up over nearly two decades, they wanted to find a wheel loader that met all of their requirements. Girardi explained that they took a true team approach during the purchase process, encouraging input from operators

and mechanics as well as management. The group met and spoke with representatives of several of Ohio’s dealerships during the search, and arranged demonstrations with the top contenders during the winter. Murphy Tractor & Equipment’s Dean Bradley met with the team and after discussing

their needs set up a demonstration of the John Deere 524K wheel loader, which coincidently occurred during a week when snow in northeast Ohio was hitting hard. For the operators, several aspects of the John Deere 524K wheel loader gained favorable

reviews. From small details such as the slope of the wheel loader’s tail end allowing them to stack salt higher without bottoming out to large features like the machine’s roomy and comfortable cab made the 524K stand out. According to city of Pepper Pike Foreman, Jim Advent, the 524K offered smooth and quite operation with high visibility which is essential when working within the tight confines of the salt barn. Mechanics cast their vote for the John Deere 524K wheel loader because they felt the machine would be the easiest to work on. They cited the John Deere designed Quad Cool Radiator in a box configuration to facilitate cleaning, ground level fueling and daily check gauges and the sealed switch monitor that controls the entire machine while replacing most of the switches and relays in the machine. Environmental concerns are key to the removal of material that sits above the river in order to minimize the impact on the ecosystem. “During deck removal operations, sectional barges located below the structure were used as part of the shielding system,” said Grabner, “and during steel removal operations, pre-engineered sections of the superstructure steel were piece marked. As each section was retrieved from the river, it was accounted for by multiple agencies governing the project. Furthermore, upon completion of the superstructure removal, the USCG performed a sonar scan to ensure that indeed every section had been retrieved. We left nothing to chance.” Approximately 40 workers are on-site daily for the demolition and the safety of the personnel and equipment is paramount. “Fall Protection is one of the most critical safety measures, as almost everything removed is at height,” said Grabner. “Engineered tie-off systems and guardrail systems are at the forefront of the preplanning process. Removal procedures are developed and followed through the implementation using those systems. In addition, our safety department conducts extensive employee training.” Joseph B. Fay-owned excavators make up the majority of the equipment on the project, which range from Kobelco 115 (30,000 lb. class) all the way up to Komatsu PC 650 (130,000 lb. class), with the bulk of the fleet being made up of Komatsu PC-300’s (70,000 lb. class) and PC-400s (100,000 lb. class). There is also an extensive array of tools including: specialty buckets, long reach stick and boom, Rammer hammers, Nye pulverizers, and Genesis shears onsite to accommodate the various removal tasks. “Multiple all-terrain cranes ranging from 55 ton to 600 ton capacities were used to remove portions of the superstructure,” said Grabner, “with the lion’s share of the work being performed by 500 and 600 ton cranes. Additionally, 200 ton and 300 ton crawler cranes were also utilized on the project.” Cranes were rented from All Erection & Crane of Cleveland and Maxim Crane of Pittsburgh, and a Genesis 1500 R hydraulic shear is being rented from Anderson Equipment and a PC-800 (180,000 lb. class) excavator is being rented from Company Wrench. Joseph B. Fay knows the value of having on-site mechanics to ensure that schedules are met. “As most of our operations are equipment intensive,” said Grabner, “preventative maintenance and running repairs performed by our full time on-site mechanic is crucial to the success of the project.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) ODOT, State Farm Team Up The Ohio Department of Transportation (ODOT) is launching the State Farm Safety Patrol. State Farm sponsorship of the former Freeway Service Patrol program offers roadway assistance to motorists in need. The collaboration provides a supplemental funding source for the highly effective traffic management program. “This new, innovative agreement will allow ODOT to generate sponsorship dollars over several years that we can ultimately use to help build some of the large transportation projects communities throughout the state tell us they want and need,” said ODOT Director Jerry Wray. “We look forward to the opportunity to work with State Farm to help keep motorists on Ohio’s highways safe.” The sponsorship agreement allows ODOT to reduce delays and improve safety for the motoring public without requiring additional tax dollars, while highlighting the State Farm commitment to auto safety. State Farm has committed to sponsor the program for at least four years. As part of the sponsorship program, all State Farm Safety Patrol vehicles will receive an updated look with enhanced, highly-reflective safety markings to make the vehicles more visible to motorists, especially at night. The State Farm logo will be added to the State Farm Safety Patrol trucks, on patrol operator uniforms, on State Farm Safety Patrol roadway signage that provides motorists with program information and informs them of the covered routes, as well

as on 5-1-1 roadway signage. In addition to assisting motorists, the State Farm Safety Patrol program helps improve traffic flow and reduces traffic congestion caused by stalled vehicles, while at the same time, providing safety and comfort to those stranded. State Farm is headquartered in Bloomington, Ill. Of the company’s 18,000 agents, 730 are in communities across Ohio. State Farm Safety Patrol trucks are often the first to arrive at a traffic incident and also provide an array of services to stranded motorists that include: changing flat tires, providing jump starts, adding coolant and fuel.
