An analysis released recently by the United States Department of Transportation (DOT) reiterated alarming statistics about the health of our nation’s bridges. Among the more startling findings is that the length of America’s structurally deficient bridges span half the distance between New York and Los Angeles — that’s 1,276 miles. In its 2016 National Bridge Inventory data, DOT doesn’t mince words or try to find a silver lining in its numbers. Approximately 1,900 of these structurally deficient bridges are on the Interstate Highway System and 28 percent of all bridges (173,919 of them) are more than 50 years old and have never had any major reconstruction work on them, New York State has tenth-most structurally deficient bridges at 1,928, trailing only Iowa (4,968), Pennsylvania (4,506), Oklahoma (3,460), Missouri (3,195), Nebraska (2,361), Illinois (2,243), Kansas (2,151), Mississippi (2,098) and Ohio (1,942). The analysis also revealed that cars, trucks and school buses cross a total of 55,710 structurally compromised bridges 185 million times, daily. Regular readers of this column know I’ve been down this pun-intended road before. I have lamented (as I’m sure you have, too) the state of our infrastructure, while all of you try to do everything you can at local levels to improve it with what you have to do it. This remains a national security issue, not to mention a significant quality of life and safety problem. I know there’s not a simple panacea here. I know that money is wasted along the process that leads to finally getting equipment and crews working on a bridge or road. And I know that money isn’t always well spent, which rightfully frustrates taxpayers. But in Washington, we spend an inordinate amount of time arguing over the most inane nonsense, while still getting nothing actually done, and when we do, it’s Band Aid solutions. I know I don’t have all the answers to our infrastructure problem or the solution to end partisan deadlock over almost everything we try to resolve in D.C. What I do know is that the people who run for and hold a national office in Washington are supposed to have these answers or at least try to find them and enact them; it’s their primary job, if not their only one, really. This is not a political issue, it is not republican or democrat, or liberal or conservative. It is about money, though, and where to get it. But just like many of us who have to figure out how we’re going to pay for our children’s college, we do it. Our government needs to figure this out and do it. P

He sits behind a metal desk in the corner of the room. There is nothing pretentious about the man and his surroundings. With North Greenbush Highway Superintendent Mark Premo, what you see is what you get: a down-to-earth fellow who takes great pride in what he does. He loves his family. He loves the town where he spent all of his 59 years and he loves getting up every morning and doing his job Born and raised in this history-laden town, Mark graduated from Averill Park High School in 1975. After graduation, he held numerous jobs before making the highway department his home. “After high school, I went into the auto body business,” he said. “I started at BOCES in North Troy. Then I did body work for Hedley Cadillac during high school. I was the first Averill Park student to get on-the-job training. After Headley, I went to Keilens Auto Body shop in Latham for a year and then to Webb’s Garage, near Hudson Valley Community College, for eight years. I did auto body work in all those places. After Webb’s, I went to Fruehauf Trailers, a worldwide tractor trailer company. My job there was a Class A mechanic, but I also drove tractor trailers. I was there 10 years before leaving in 1989.” So how did he end up behind the super’s desk? Mark started as a heavy continued on page 14

equipment operator with the town of North Greenbush highway department. “After 12 years of it, things were pretty bad around here. It was either quit or run for supervisor. That’s how I became highway superintendent. I ran in 2003 against my boss, Dick Roberts.” Mark recalls the time when the town took over all the party lines and weren’t going to give him a party to run on. “I got a call from a woman one Sunday. She said, ‘We’re having a meeting at St. Timothy’s Church. Can you come?’ I said, ‘Sure.’ I go down and walk into the room, where I found 12 women and one man. The youngest was about 72. She told me, ‘We’re going to start a new line, called the Greenbush Party Line, just for you. We need 1,400 signatures by Thursday.’ By Wednesday, they had 2,000. They also supported people for all the positions, including town supervisor and clerk, not
just me. I got 76 percent of the vote on that line. It’s not around anymore. It was only that one year. They never ran anyone against me since. I've been opposed since then, too, but the last two times no one ran against me.” What drew him to the position? In a word, frustration. “At the time, I was vice-president of the union and there were a lot of grievances going on. I was interested in doing the work. I like doing the work. I like helping people. We weren’t doing that. We spent more time fighting amongst one another and figuring out ways NOT to do the work.” Mark confesses he had other experience that prepared him for the top job. “I purchased equipment and trucks. ence. I owned my own business for eight years, Premo’s Ice Cream Parlor in Snyder’s Lake. The town kind of drove me out of business. I had video games and they came up with a tax of $50 for each machine. I had a boat launch and they came up with a tax. They said I couldn’t charge people to launch boats. I said okay, the launch is free but it’s $10 to park. Everything you did, it was something else.” Married to his wife, Margie for 40 years, the couple lives on Snyder’s Lake. They are parents to Mark, 39; Christopher (deceased); Daniel, 30; and Julie, 28. They’re also grandparents to Nicholas, 10; Hailiey, 9; Jasmine, 9; Addison, 6; Hannah, 5; Olivia, 5; Lee Bob, 3; Christopher, 3; Alexis, 9 months; and Cowan, 9 months. Mark sits on the board of directors for the Rensselaer County Association of Town Superintendents. In his free time, he enjoys playing golf and water skiing. The Job Built in 1963, the department’s facilities include a 100 x 100 building that houses Mark’s office, the lunch/break room, four interior bays with a 100 x 20 drive-thru. “We can fit six trucks and a front-end loader inside. We have another building that holds two one-tons and a rack body truck and a cold storage shed with four bays. We’re looking to put on an addition with three full bays. We recently gave the front of this building a facelift. It involved a new steel front, overhead and entry doors, insulation and 15 skylights.” The salt shed houses 350 tons of straight salt and 450 tons of a salt/sand mix. Mark recalls, “It was four or five years ago, when we had all that snow. Probably had four feet on the ground. It never melted and the shed roof started collapsing. I didn’t know what we were going to do. I did know we had to get that snow off. So I cut the lids off two 55 gallon drums, threw in a bunch of wood and fuel oil and lit it. Off went the snow but then we had to get new sides. All the ice came down and blew them out.” As highway superintendent, it’s Mark’s job to maintain the town’s 113.67 lane miles of road, all of which are paved. That translates into nine plowing routes that take approximately 3½ to 4½ hours to comcontinued on page 28

plete. A 14-man crew helps Mark serve the town’s 14,000 residents. His staff includes: John Curtis, foreman/MEOH/deputy; Michael Damiano, Mark Pavone, Patrick Sickles, Gerry Bockleslaugh, David Catricala and Cody Ray, laborers; Clark Cavanaugh, Patrick Rooney and Clayton Waterbury, MEOHs; and David Livolsi, Vincent Damiano and Jason Hamlin, MEOLs. “I’ll say one thing about the group of guys we have here. There may be moments when there’s not a lot going on, but when it comes time for an emergency, they’re there, making my job easier.” Under Mark’s guidance, the town of North Greenbush highway department functions on a total operating budget of $1,450,000. That includes salaries and benefits for its employees and an annual CHIPS allocation of $110,000. When asked how he budgets for new equipment Mark explains, “The town has a highway and utilities group that discusses the equipment. They’re penny pinchers, but the town was in bad shape and we were
going through a tough time. One of the things I don’t agree with is the way they make the highway department accountable for everything. If I want a new truck, I have to pay for it with highway funds. That’s not the way it’s supposed to be done. Now you’re putting a $230,000 bill on us. That should come out of the general funds. When there’s money in the general fund, the board can use it any way they want. When there’s money in the highway fund, it has to be used for the highway. I can argue it both ways, but you have to step out of it and look at the big picture. It’s the town. I look for the benefits for the town. That’s how it should be, but it’s not the way it works.” Like most highway superintendents, Mark admits that technology isn’t always a good thing. “It’s easier for the driver and harder for the mechanic. We’ve had problems where you start relying on computers, then after a week of jerking around, you go back to the basics. I don’t understand it. They’re continued on page 34

not more efficient. You have filters on the exhaust system that catch all the stuff. Suddenly, the light starts blinking on the dashboard. You have to pull over, push a button and it revs the engine wide open, burns it all and blows it all out in the air. How is that efficient? When asked to describe his job in one word, Mark hesitated for a moment before answering, “Entertaining. Every day is a new adventure. You come in and think it’s going to be a quiet day because all this other stuff is done. Then all hell breaks loose. A tree’s down in the creek. Everything’s flooded. You never know.” Closing in on 28 years as highway superintendent, Mark’s had many a proud moment, but one stands out above the rest. It came when he was continued on page 38

recognized as the 2006 Man of the Year by the North Greenbush Democratic Committee. The plaque read: “Presented to Mark Premo in recognition of his outstanding contributions to making our community a better, cleaner, safer place to live.” “I was surprised,” remembers Mark. “It was a nice ceremony with my family and all my guys there.” When all is said and done, Mark Premo would like to be remembered that way; as someone who tried to represent the people and make the town a better place in which to live. What more could the townspeople ask for? About the Town of North Greenbush The town of North Greenbush was formed Feb. 23, 1855, when the town of Greenbush was divided into the towns of East and North Greenbush. It is located along the Hudson River, extending east about five miles. Its roots trace back to the colonial Dutch culture of the Rensselaerswyck Patroonship, established by Killian Van Rensselaer in the 17th century when the area was a Dutch colony. The name Greenbush comes from the Dutch “Greenebos,” a term for pine grove. The location opposite Albany and immediately south of Troy defined North Greenbush’s role as first an area crossed by important trade routes, later an agriculture produce supplier and recently a bedroom community continued on page 44

for these urban centers. North Greenbush is a part of the area comprising the Rensselaerswyck Patroonship established by Killian Van Rensselaer in 1628. Although there is record of settlement along the Hudson in what is now the city of Rensselaer, in the mid-17th century it’s unlikely that there was any extensive settlement in the North Greenbush area until the second third of the 18th century. The initial wave of settlement concentrated in the area closest to the Hudson River, west of what is now Bloomingrove Drive. With the end of the French and Indian War, the first period of North Greenbush area settlement began. Blooming Grove (Defreestville), Bath-on Hudson (which later became part of the city of Rensselaer) and Wynantskill were the first communities in what became North Greenbush and remained the only continued on page 50

significant ones until Snyders Lake sprang up in the early 20th century. David M. DeFreest had an early inn at Blooming Grove about the time of the Revolution. A school was started in 1809 and the Blooming Grove Reformed Church was established in 1814. Blooming Grove was renamed Defreestville about 1830 to avoid confusion with a post office with the same name in Orange County, N.Y. Wynantskill was a settlement at least by the late 18th century. The Wynantskill Reformed Church existed in the 1790s. Rapid growth in the settlement began in the late 19th century when trolley service provided convenient access to the Troy industrial center. In 1931, a new Route 4 was built, which shifted some through-traffic off the winding residential Bloomingrove Drive. In the 1960s, the Patroon Island Bridge across the Hudson river was constructed as part of the Interstate 90 highway through the area that substantially improved access to the employment centers in the greater Albany area and linked continued on page 54

the town to the interstate highway system. The immediate future of North Greenbush appears to be dominated by the conversion of farmland to residential and commercial use. The construction of the Rensselaer Technology Park was an embryo for a significantly new and different path of development. Six Local Governments Awarded Total of $300K in Competition Gov. Andrew M. Cuomo announced six local governments were awarded a total of $300,000 for their proposals to generate taxpayer savings as part of Phase I of the Municipal Consolidation and Efficiency Competition. The $20 million competition is part of Cuomo’s mission to reduce the heavy property tax burden in New York. “The most burdensome tax in New York remains the property tax and this competition is designed to help local governments work together to cut costs, share services and streamline inefficiencies in order to reduce burdens on property taxpayers,” Cuomo said. “With this next phase of the competition, we will continue to work together to find opportunities to deliver cost-effective services and help lower property taxes.” Five counties and one town, Chautauqua County, Montgomery County, Otsego County, Ulster County and Town of Brookhaven, each formed a winning partnership of local governments to win $50,000 to further develop the plan to implement a series of projects designed to reduce the size of government and find operating efficiencies. These awards make the Phase I winners eligible to compete for the top $20 million prize for creating the most innovative plan for consolidation, dissolution, service-sharing and other cost-saving measures. The winning partnership of local governments will be announced this summer. The Municipal Consolidation and Efficiency Competition comple-
ments the governor’s proposal in the FY 2018 Executive Budget to empower counties to propose a shared services plan that will be presented to their voters. The work and success of the winning consortiums demonstrate the interest and the opportunities available to reduce the cost of local government. New York Secretary of State Rossana Rosado said, “Each of these awarded communities has shown a commitment to government consolidation and efficiency by working together for the betterment of their county, cities, towns and villages. We look forward to the next phase and wish all the groups the best of luck. We believe that just by taking part in this process, these communities already have a better understanding of how to pursue costs-savings that will provide much-needed relief to our State’s taxpayers.” Each Municipal Consolidation and Efficiency Plan illustrates a series of projects and actions to implement changes for the involved local governments including a consolidation or dissolution of a county, city, town

The Phase 1 winning municipal partnerships are: • Chautauqua County and 23 co-applicants are proposing a broad range of dissolutions and consolidations, including police, water and wastewater services, and propose starting a health consortium. • Montgomery County and all its 21 municipalities are proposing county-wide restructuring of services and build upon existing shared services. • Otsego County is proposing a municipal transportation and efficiency plan encompassing the towns of Decatur, Maryland, Westford and Worcester. • Madison County is proposing a multi-phased project, including a shared highway garage and a Geographical Information Systems initiative. • The town of Brookhaven’s proposal includes cross-jurisdictional and inter-municipal operations. • Ulster County’s proposal includes a transit system coordination to eliminate overlapping routes and duplicative administrative services and a centralized fire training center to serve 50 districts. Allmand Expands Into Mobile Generator Market With Maxi-Power Mobile Gens Allmand Bros. Inc., a manufacturer of high-performance portable equipment, expands its product offerings by introducing a full line of Maxi-Power mobile generators. The line includes high-performance, easily maneuverable generators ranging in power output from 25 to 150 kVa to accommodate a variety of applications. “The Maxi-Power generator line was designed with reliable performance and convenience in mind,” said Brian Northway, Allmand product manager. “The generators incorporate features that contribute to exceptional efficiency and minimal maintenance. Plus, like all Allmand equipment, it’s easy to transport.” A heavy-duty, oversized alternator with separate excitation winding provides the capacity to easily start large motors and seamlessly handle variable loads. The automatic voltage regulator, or AVR, quickly adjusts to provide stable and consistent voltage to power even the most sensitive equipment. For flexibility on any job site, the Maxi-Power line includes a switch to change frequencies between 50 and 60 Hertz. All models adjust to 120-, 240- or 277-volt in single-phase power and 208-, 240-, 415- or 480-volt in three phase. An electronic governor maintains engine speed independent of the load to provide consistent power. The Maxi-Power line features programmable start and stop capabilities for use as a standby system, allowing ease of mind and operator-free starting. Maxi-Power generators are designed for worry-free operation. A large capacity fuel tank allows for more than 24 hours of operation before refueling. In addition, external fuel connections extend operational time by allowing the unit to run off outside fuel. Should a Maxi-Power generator run out of diesel, the electric fuel primer and air-bleed (EFPA) pump help to easily restart the engine without the need for a service call to prime the unit and related downtime. A high-capacity cold start battery provides extra cold-cranking amps for easier starting in any climate or condition. Maxi-Power generators feature design elements that limit maintenance and protect the equipment, operators and jobsite. A dual filtration system, protected in an acrylic filter housing, removes fine contaminants, providing enhanced protection and a long engine life. Designed for 110 percent full-fluid containment, the unit captures all leakage in an internal reservoir to avoid site contamination. In addition, a lockable switch voltage selector protects the engine by preventing an operator from switching voltage while the engine is running. All fluids are plumbed to the curbside edge of the generator’s enclosure for easy access for maintenance. Likewise, all lugs and receptacles on the machine’s curbside or rear to keep users off the street when performing maintenance checks. Bolt-on steel fenders allow for easy in70
field servicing, eliminating the need for welding. For added convenience, a 120-volt GFCI receptacle can be used in any voltage setting while oversized electrical lugs provide a wider range of connectability usage options. Durable 15-in. tires provide longer wear life and easy towing. In addition, an adjustable coupler channel further enhances towing ease by
allowing the trailer to be towed level to the ground. Each generator features a power-maximizing Diesel engine. A 33.3-hp engine powers the smallest unit in the Maxi-Power line, the MP25, which provides 20 kW of prime power. The next unit in the lineup MP40 is powered by a 27-hp engine allowing 30 kW of prime power. The MP45 runs on a 59-hp engine to provide 36 kW of prime power. The mid-range models in the line are the MP65-8B1 and MP658C1, featuring a 98-hp and 76-hp engines respectively and produce 50 kW of prime power. The MP125, which is only available in Canada, comes equipped with a 152-hp engine and provides 100 kW of prime power. The largest MaxiPower, the MP150, uses a 190-hp engine and produces 120 kW of prime power. Mack Partners With NYC Sanitation Department for DME Truck Demo In collaboration with the New York City Department of Sanitation (DSNY) and Oberon Fuels, Mack Trucks began a demonstration to test the performance of a Dimethyl Ether (DME)-powered Mack Pinnacle model. DSNY is the first Mack customer to evaluate DME, a non-toxic, clean-burning alternative fuel. “We look forward to gathering data with DSNY and Oberon to better determine the performance and drivability of the DME-powered Mack Pinnacle model,” said Dennis Slagle, president of Mack Trucks. “We believe DME shows great promise, and we are pleased to be working with our longtime customer DSNY to evaluate the fuel as a viable alternative to diesel.” DME delivers the same exceptional performance as diesel fuel and generates no soot. The fuel offers many benefits, including that it can be made from multiple sustainable feedstocks, such as food waste, animal waste, grass clippings and natural gas. It offers the same performance and energy efficiency as diesel. DME does not require cryogenic temperatures or high tank pressures. The Mack Pinnacle Axle Back model is equipped with a Mack MP 8 13-L engine and the Mack mDrive automated manual transmission. The DSNY evaluation will take place at the Freshkills Landfill, located on Staten Island, N.Y., and will last several weeks. Results are expect74
ed to be available mid-2017. New York City announced a vision to reduce greenhouse gas (GHG) emissions by 80 percent in 2050 compared with 2005. In order to achieve this goal, the city must reduce 47 million tons (43 million t) of GHG emissions. When produced from organic waste, DME can reduce GHG emissions. “The New York City Department of Sanitation is committed to seeking opportunities to reduce our environmental footprint,” said Deputy Commissioner Rocco DiRico, DSNY. “DME could be one solution to help us achieve this goal, and we are pleased to be partnering with Mack Trucks on this endeavor.” “This first-ever customer demonstration of a DME Mack truck is an excellent opportunity to showcase the potential of DME in real-world use cases,” said Rebecca Boudreaux, Ph.D., president of Oberon Fuels. “We commend the New York City Department of Sanitation and Mack Trucks for their leadership in this program, which we believe will advance the testing and adoption of the zero-soot, low carbon, emissions-reducing DME fuel to help cities around the world become more sustainable.” For more information, visit www.macktrucks.com.

Customizable Fabric Structures Available
Combining rigid-frame engineering with the proven benefits of tension fabric membranes, Legacy Building Solutions offers superior quality fabric structures that are fully customizable. This design concept provides a high level of flexibility for a wide array of building applications and industries, including commodity storage, warehousing, recreational facilities, event centers, aviation, mining, recycling and many more. Legacy fabric buildings utilize a durable rigid frame in place of the hollow-tube, open web truss “hoop” framing traditionally used for fabric structures. The strength of the structural steel frame provides several engineering advantages, most notably the ability to easily customize buildings to the exact width, length and height required. In addition to long clear spans, the buildings have straight sidewalls that maximize the useable square footage inside the structure. The design allows for much more structural flexibility than traditional fabric structures, including the ability to add lean-tos, mezzanines, sidewall doors and more. The structures also are engineered to provide desired overhangs or handle additional loads for items such as sprinklers and conveyors. Unlike hollow tube steel, Legacy’s solid structural steel I-beams are not vulnerable to unseen corrosion originating inside a tube. Additionally, there are multiple coating options available for all steel components, including hot dip galvanizing, primer and powder coat paint. Legacy buildings feature high-quality fabric roofs that eliminate the corrosion concerns associated with metal-constructed facilities. A wide variety of polyethylene and PVC fabrics are available. The durable fabric allows natural light to permeate the structure during daytime hours, while insulation and liners can be added to meet energy codes or satisfy customer specifications, according to the manufacturer. Installation is up to three times faster than with conventional buildings, and the design can be adjusted for stationary or portable applications. Sidewalls can be customized and built with any desired material — including steel, concrete or stone — and then easily lined with fabric to prevent corrosion to the interior, or to create a seamless look for occupied buildings. Legacy steel components and fabric covers are backed by a comprehensive warranty.
