The saying, “You can’t get there from here,” applies to New York’s “Summer of Hell” and could spell doom for the political futures of Gov. Cuomo and NYC Mayor De Blasio, according to a couple of recent polls. Clichés aside, transportation has always been and remains a key election issue, especially for state and local government politicians. You know that too well: Your teams’ performance during a snowstorm is a major issue by which your constituents, your residents, will judge you. And that’s what going on in Albany and NYC. Both the governor’s and mayor’s approval ratings are plummeting due to the ongoing transit mess with the MTA, the Penn Station track repairs and other problems and delays. In a Sienna College poll, only 26 percent of the electorate rate Cuomo’s handling of the MTA as “excellent” or “good.” De Blasio doesn’t fare much better; he has a 32 percent favorability rating. Anger is a pretty effective way to pass time when sitting in traffic or in a hot train station — and people are going to blame someone. But there’s also some hypocrisy when it comes to transportation issues. Transportation stories aren’t generally the first pages readers go to in print or immediately click on when looking around the Web for news — unless, of course, there’s controversy, which means it’s too late at that point. Unfortunately, people generally just want the roads cleared, traffic to be reduced, and trains to arrive and depart on time, but they’re not all that interested in how it gets done or how much money it costs to do these things. A responsible, well informed electorate can foster responsible, accountable politicians. There’s too much for them to lose, including their office, if they know we’re paying attention. To be fair, at press time, the governor announced a third LIRR track as part of a $6 billion transportation plan. So, that’ll help, in the long-term. But he better, unlike with the ongoing mess, at least come up with plans to mitigate any potential commuter woes when this project happens. Taxpayers deserve that kind of forethought (and we don’t have helicopters to fly over the aggravation.) All roads, however, will lead to Syracuse for the N.Y.S. Highway & Public Works Expo on October 18 (sorry, that was so easy, but fun). In the next issue, we’ll start providing details about the show. P

Scott Seales and the Town of Coeymans
Fun fact about this hard-working highway superintendent: He’s a NASCAR junkie. That’s right! Scott Seales loves to watch the men and women of NASCAR fly around the track at lightning speed. He’s traveled to the Poconos, New Hampshire, Charlotte and has season tickets to Richmond. “I go down once a year,” Scott said. “There’s a bunch of us from around here that go together. Every race is a big to-do. It’s close to what you see on TV. There’s a lot of adrenaline. It’s expensive, but a lot of fun.” Scott was born in Albany, N.Y., and grew up in Coeymans. After graduating from RavenaCoeymans-Selkirk High School in 1978, he went to work for Wickes Lumber Yard. “I worked in the warehouse for one year and then went to work for Atlantic Cement,” he said. “I ran heavy equipment — loaders, dozers — in the quarry. Blue Circle bought Atlantic and became LaFarge. When Blue Circle laid off about 500 people, I was one of the last to go. After that, I went to Tracey Welding, down by the port. I was a welder and fabricator for two years. Then I went to work for the town. “I started as a laborer. I don’t remember exactly when that was. It seems like I’ve been here forever. Within the first year, I was promoted to equipment operator 1 (truck driver) and quickly became an equipment operator 2 (HEO). In 2005, I was appointed deputy highway superintendent. I was elected highway superintendent at the end of 2013 and started the job on January 1, 2014.” One of Scott’s most memorable job experiences came the day after he was sworn in. “On January 2, we had a Nor’easter. I was sworn in at 9 a.m. By midnight, dispatch was calling me for the roads. It was a major one. The storm lasted a day and a half and it dumped about two feet of snow. We kept up to a point. Usually, if there’s an inch or so on the ground, I’ll call everybody in. If it keeps snowing, we’re here until it’s done. The guys had their breaks. If they were tired, they’d take a nap. We try to get out in the morning for the buses and the morning and evening commute then the commute later at night for those who work second shift.” What lured Scott to the top post? “The previous superintendent was retiring. That’s why I ran. I also knew I could do the job. I held every position in the department. Then being deputy for nine years, I learned everything from behind the scenes.” Married to his wife, Bonnie, Scott has two chilcontinued on page 14

dren, Scott Jr. and Morgan, and two stepchildren, Jeremy and Courtney. Together they have six grandchildren, Jeremy Jr., Cadence, Tegan, Contessa, Eden and Landon, and another on the way. Scott’s retirement — whenever that may be — will close the curtain on nearly 40 years of service to the residents of Coeymans. What would he like to do when that time comes? That’s easy … go to more races! Doing the Job The department’s facilities include a 40 x 100 building that houses Scott’s office, the lunch/break room, mechanic shop and two bays for trucks. Another building holds all the trucks. There are seven bays plus cold storage. The salt shed houses 1,500 tons of salt. “It’s a Clearspan building that we put up two years ago. Up until then, we didn’t have a salt shed. We shared with the town and it was about two miles up the road. We had to cover it up. The walls are 3 x 6 concrete blocks that go 6 ft. tall. A canvas arch dome goes over the top. That’s the Clearspan. We have salt on one side and a mixture on the other. continued on page 18 14

Everything is enclosed and covered. A lot of highway departments are moving toward the Clearspan. It’s cheaper than building a shed.” All the roads in Coeymans are the responsibility of Scott and his crew. They have a total of 50.44 lane miles of road. One hundred and two roads are paved. This time of year, Scott and his crew are in the throes of paving those roads. “We don’t plan on paving a certain number of miles. It’s how far the money goes. CHIPS [$111,916)] is the only money we use for paving. Then we have Pave New York [$25,546], Extreme Winter Recovery [$21,305] and our special improvements money [$200,000] to spend on the roads. “We have to use the Pave New York and EWR monies first to get reimbursed. Then we can use our CHIPS allocation. You can roll those funds over to the following year but we’ve never done that. Recently, Assemblyman George Amedore has been talking about doing work on Route 144. It’s a $1.5 million project. The village and town are looking continued on page 22

to redo the water and sewer lines because they’re going to rip the road up and redo the infrastructure. They’ve been meeting with Amedore in the hopes of being able to secure some money to help pay for that part of it. If they can’t come up with the money, they would either ban it or bond it to get the money. Last I heard, they needed $300,000” Scott and his crew of seven full-time employees serve the city’s 7,100 residents. His staff — all HEOs — includes George Lamountain (foreman), Tom Bennet, Don Merrill, Mike Coons, Rick Southwick, Vic Jurevis and Jason Rauf (mechanic). “My crew is the best,” Scott boasts. “I’ve had the same bunch of guys since I’ve been super.” Under Scott’s watchful eye, the town of Coeymans highway department functions on a total operating budget of $1,179,000 that includes employee salaries and benefits and an annual CHIPS allocation of $111,916. With the current state of the economy Scott admits it’s not always easy to upgrade his armada. “We purchase new equipment whenever we can. I ask for the moon. Sometimes I’ll get a small star and sometimes I’ll get a big one. It depends. We normally buy new. I use state contracts for big trucks and go out to bid for the smaller ones. Usually, you can get it for less than the state contract price. “I have two trucks that are 17 years old. Every year I put in for a new one and I’m denied because of the cost. It would save money in the long run but all the board sees are dollar signs. You can talk until you’re blue in the face. We know what we’re doing. We know what we’re talking about. Most of the board members are desk people. They don’t have a clue what it takes to run a highway department. Years ago, at the end of 1998-1999 and into the 2000s, we had 15 people here. We had a wing man and now we have single operators who do everything.” Like most highway superintendents, Scott finds doing more with less to be the most challenging part of his job. “It’s tough not having enough people. Some days I’ll have three men
here. You can’t get much done with that. Maybe one or two are on vacation and another’s out sick. We’re also doing it all without a secretary.” If he were to look through a crystal ball, what would Scott like to see? “More help. More money. I don’t think we’ll ever get more money and if we don’t get more money, we won’t get more help. It’s a vicious cycle.” About the Town of Coeymans The town of Coeymans was named after Barent Pieteres Koijemans, who arrived here from Holland in 1639 and was an apprentice in a grist mill owned by the Patron Van Rensselaer. It was on April 7, 1673, that Barent Coeymans took possession of the land that he had purchased from the Indians in 1672, land which became known as the Coeymans Patent. About the year 1800, perhaps 300 or 400 families lived in the town of Coeymans, which was formed from part of the original patent and also from part of the Town of Watervliet. The first recorded town meeting was held in April 1811 and the first continued on page 32

supervisor was elected in 1818. The Ariaantje Coeymans stone house was built about 1720 near the mills on the Coeymans Creek. The house still stands and is in very good condition. The first dwelling, called Coeymans Castle, was a stone house that was subsequently torn down in 1833. It stood on the corner of Westerlo and First Streets. Much of the earliest life was of Dutch ancestry and centered around the junction of the Coeymans and Onesquethaw Creek and the Hudson River. Several mills were constructed for grinding grain, sawing lumber and water power. The earliest settlement was Coeymans Landing, a port on the Hudson River, where most of the early industry began. Coeymans Landing is now the Hamlet of Coeymans. Commerce grew, especially with the close of the War of 1812, and continued to grow until the turn of the century. Ship building was a major industry along the Hudson River with the harvesting of ice. In the late 1700s, there were many continued on page 38

brick companies and mills along the Hannacroix Creek, including Dean’s Mill, Aquetuck (Peacock’s Corners), Coeymans Hollow, Alcove (Stephensville) and Indian Fields (inundated in 1930 to make way for Albany’s water supply, the Alcove Reservoir). Alcove was known for its mills and Mossy Hill Stone Quarry, which is still in operation today. Coeymans Hollow is home to the Little Red Schoolhouse Museum and the Electus Shear house, both listed on the State and National Register of Historical Places. Other listings on the Registers include the Civil Building (now a senior citizen apartment house), Ariaantje Coeymans Stone House, both located in Coeymans, Tobias TenEyck House on Old Ravena Road; the crossroads community of Alcove Historic District; and St. Patrick’s Church, Ravena. way from Coeymans Landing through Coeymans Hollow, Indian Fields, Dormansville and Westerlo to the Delaware Turnpike (about 18 miles). The first division was incorporated in 1850 as the Coeymans and Westerlo Plank Road Company. Ten years later, plank was taken up and broken stone substituted. The first newspaper was published in 1863. In 1907, the Ravena News bought the Coeymans Herald to become the News Herald. F.E. Bleezarde became the owner in 1917. Coeymans was first connected to Albany in 1864 by the Saratoga and Hudson River Railroad. It was short lived and later called the “White Elephant Railroad.” It left the town without a railroad until 1883 when the New York West Shore Buffalo Line was completed. With it, Coeymans Square, whose name was changed to Coeymans Junction, flourished. Coeymans Junction is now Ravena. Waterworks were constructed in 1897 and Ravena was incorporated into a village in 1914. The Gorman Group has a story to tell. This combination highway construction and materials company has run continuously for the past 100 years and plans to keep to the open road for many more years to come. From early 20th century beginnings of dirt roads traversed by horse and buggy riders to paved roads and interstate highways, The Gorman Group has adapted, experimented, innovated and survived. The company continues moving the business forward into the 21st century. As a centenarian company, The Gorman Group has adjusted its methods, materials, equipment, and technology to keep pace with the devel50
opment of U.S. roads over the past 100 years. Starting with just two workers, brothers Albert and Walter Gorman in 1917, the company now ranges from 215 to 300 employees during the working season. A third-generation family-owned company, brothers Mark and Tony Gorman have been running the business for almost 30 years. “We’ve got a family tradition and a good name. highway companies that existed when I got into the business are no longer there in the industry in general. There has been a lot of consolidation. There’s a lot of third-generation that are simply not going into the business,” Tony said. “We’ve [the company] made it through the Depression and circumstances in the market. We’ve developed new products, price points; we’ve integrated in terms of buying raw materials. It wasn’t without risk. We’ve made a lot of good strategic relationships with customers and suppliers and other people in the industry,” said Tony.

“I think the original vision of the company was survival,” said Tony. “I think the vision for the company now is to be the best highway construction company in the world. We’re innovative. We love working on new technology. We’re not just a heavy highway construction company. “We work for over 700 municipalities year in and year out. We’ve got a great sales team in the field. We’re totally integrated in terms of our product. “I think my father had the vision of getting into the wholesale asphalt business and trucking. So, I do believe we fulfilled my father’s vision in setting-up the Rensselaer Terminal,” said Mark. In 2014, The Gorman Group was deemed a best in class company, according to benchmarking data by a national consultant. “Our customers are year-in, year-out, repeat business. You have to be able to execute and guarantee your work. We have the reputation. We’ve always guaranteed our work,” said Tony. “We’re a best in class company. Our end goal is working toward being a world class company. That’s our long-term goal,” said Senior Vice President and COO Kevin Nichols. Senior Vice President and CFO Joe Farone said that the company’s ability to adapt to change has become a survival skill for the company. “The only thing that is constant is change. We’re open to it and embrace it; we’re not satisfied with the status quo. We’re always looking for innovative ideas on how we can improve our processes,” Farone said. The Gorman Group utilizes cold in place recycling (CIPR), which is a green and cost effective method to revitalize the upper 1.5 to 4 in. of road surface. products and services offered over the years, including micro surfacing, paver placed surface treatment (PPST), full depth reclamation (FDR), FiberMat, chip seal, cold mix paving, crack seal and fog seal. The company is a supplier of asphalt cement, asphalt emulsions and calcium patch materials. The Gorman Group has been able to stay on the road to success, although not without challenges. “We’ve tried a lot of different things,” said Tony. “We’re certainly human. Anyone that’s lasted this long has arrows in their backs, especially if they’ve been innovative. We’ve got our share of them.” “It’s been a steady climb,” said Tony. “In the late 1990’s we put up our wholesale facility terminal where we would bring in ships and barges of asphalt by water. That was a big move on our part in terms of the wholesale business. We’ve done very well with that supply. We supply plants with asphalt to make the blacktop in upstate New York and New England. We’re integrated to the point that now we supply the people who make the blacktop but we also have our crews that go out and work directly for municipalities in pavement maintenance techniques.” While there may not be a Gorman family recipe for company success, Mark Gorman mentioned a few in a long list of ingredients that the company has refined in the mix over the years. “It just had a lot to do with marketing, research, getting a maintenance plan in place and quality control,” said Mark. We understand and partner with our customers versus trying to sell them.” Third generation workers at The Gorman Group are not reserved for just the owners, as attested by Gorman employees Dick, Doug and Brian Jones, (grandfather, father and son, respectively.) “I really enjoy the people that I work with. You’re not just a number, you’re family. I do hold it as my Gorman family. Having the family ties of third-generation means quite a bit to me,” said Brian Jones. “When I first went to work, Albert Gorman [Mark and Tony’s father] was the chief executive. There’s a family atmosphere. Everybody’s goal was to improve the company and that’s what I think we’ve accomplished. It started with Mr. Gorman, [Albert], but Mark and Tony are just driven. They insist on things being clean and neat. When you’re proud of the company and the owners have that type of pride, I think that does contribute quite a bit,” added Doug Jones. Vice President of Supply and Distribution Ed House has been working for The Gorman Group since 1994. House has experience working with the large rail siding facility at the Port of Rensselaer Terminal. “I like the industry here, the asphalt side of it that I’m in,” House said. “The Gorman company is innovative. They’re willing to expand, to take chances, to make the investments that are necessary continued on page 68 64
The Gorman Group: A Brief Timeline 1917 — Brothers Albert and Walter Gorman started a cotton and woolen rags distribution and scrap metal business in Troy, N.Y. Early 1920’s — Gorman brothers Albert and Walter form a business relationship with Standard Oil Company of NY (known today as Mobil) in the port of Albany. They ran the business out of a single office and small two-bay garage at 45 Glenn Avenue, North Troy, N.Y., with the goal of establishing a solid customer base in the Capital Region. 1930’s-1940 — The Gorman Group utilized key processes of spray penetration and dust control on roads throughout New York and New England. 1950’s — Gorman began the transition to road maintenance and process diversification, base stabilization, chip seal and cold mix paving. Early Days — The Gorman Group loaded emulsions through the Mobil Oil Terminal in the Port of Albany, N.Y. 1963 — The Gorman Group formed a purchase partnership with the Cady Company in Amsterdam, N.Y., to grow operations westward across New York. Late 1960’s — The Gorman Group sold the North Troy facilities and purchased a small building at 200 Church Street in the Port of Albany which was originally a WWII guard shack. Over the years, a maintenance facility was built, offices were expanded, and tanks were purchased from Mobil Oil to have their own material and fuel their own vehicles. Early 1970’s — Mobil’s overhead tanks were purchased and reassembled at the Church Street facility at the Port of Albany. These tanks remained until they were decommissioned in 2012, allowing for expanded truck parking. 1975 — Mohawk Asphalt Emulsions, a division of The Gorman Group, begins producing a wide variety of customized emulsions from cationic to anionic for various New England states. 1980’s — The Gorman Group bought The Cady Company outright, moving and expanding operations from 397 West Main Street, Amsterdam, N.Y., to a nearby property on State Route 161. 1986 — The Gorman Group purchased American Asphalt Distributors in Clinton, N.Y., focusing on cold mix paving and chip sealing. Some six months later in the spring of 1987, The Gorman Group began operations targeting Oneida, Madison, Chenango and Lewis counties. 1998 — The Gorman Group purchased the former Shell Oil Terminal in the Port of Rensselaer along the Hudson River as a strategic move to integrate supply channels and purchase liquid asphalt directly from East Coast refiners with the ability to receive product via barge or ship. 2008 — A large rail siding facility at the Port of Rensselaer Terminal was built to receive product from the Midwest and Canada. 2009 — The Gorman Group began implementation of Total Process Reliability (TPR); The AVG (Albert V. Gorman) Maintenance Facility in Amsterdam, N.Y., is constructed as a centralized hub to maintain, diagnose and repair all of Gorman’s fleet. 2014 — The Gorman Group is declared a best in class company on a national scale. Today — The Church Street facility at the Port of Albany is the corporate headquarters for The Gorman Group; Mohawk Asphalt Emulsions produces upwards of 30 different emulsion types, materials for outside sales, contains some 38 tanks storing various liquid products to aid in emulsions, has a storage capacity of 2.9 million gallons, and includes a fully-integrated lab and manufacturing mill. It provides product to various New England states; The Port of Rensselaer Terminal has expanded its storage capacity to more than 500,000 barrels, constructed a polymer blending system and is the largest deep-water asphalt terminal on the East Coast. They continue to invest in the terminal, keeping things modernized and state-of-the-art,” added House. “I look forward going to work every day. Even though there are challenges, it doesn’t feel like it’s a job. I came from the corporate world into 68
this family business and it’s been extremely rewarding to know you make a difference and have a voice. The connections I’ve made working here aren’t just business relationships, but friendships,” said Wilson. “My coworkers are great. It’s not just a job, it’s a part of my life and what I do. It feels like you’re a part of the team here. We all have a common goal and believe in the success of the company,” said Farone. A 100-year anniversary celebration to commemorate the company milestone is tentatively scheduled for September 2017.
