This year’s National Work Zone Awareness Week was held April 11 to 15 and was hosted by the Virginia Department of Transportation. It’s an annual spring campaign held at the start of construction season to encourage safe driving through highway work zones with the key message directed at motorists to use extra caution in work zones. From the most recently available data, there were 857 work zone fatalities in 2020. New York once again began its Operation Hardhat campaign during which police ramp up tickets in an effort to crack down on moving violations through work zones. Last year, a total of 2,336 tickets were issued, which was a record number. Under Operation Hardhat, police officers are present within the work zones — dressed as highway maintenance workers — to identify motorists who are distracted by electronic devices while driving, disobey flagging personnel, speed through the work zone, or violate the state’s Move Over Law, which applies to both emergency and maintenance vehicles. It’s a great program; if you’re a highway worker, it’s kind of like having an air marshal on your flight … you just feel safer. But record number of tickets in 2021? People know of this program and you sure see enough warning signs as you approach work zones and more tickets are being issued? Operation Hardhat has been around for a while and if I pretend to be cynical (OK, I’m older, so maybe I’m cynical), I might conclude that laws don’t always seem to work. Yes, laws are necessary, of course, but it sure seems like some people view laws as a consequence for actions as opposed to a deterrence of them. I mean, you can’t steal, but some people still do because they figure they’re good enough to get away with it. That’s human nature, I suppose — push things as close to or beyond a boundary and see if it works out. I commend law enforcement for doing everything they can to help make highway work zones safer. But I wish motorists would use their imagination before they enter a work zone and think about how they’d feel if their son or daughter was working there before they race through it or play around with their phones. Look, we all kind of push the envelope a bit when driving — go a little bit over the speed limit or try to race the yellow light before it turns red. But for God’s sake, 857 fatalities in 2020. I wish people would imagine how they’d feel if there were that many deaths in their profession and how they’d respond if people outside of their profession were causing these deaths. As John Lennon once sang … Imagine, it isn’t very hard to do. P

Bruce Thompson and the Town of Stockholm

With town of Stockholm Highway Superintendent Bruce Thompson what you see is what you get: a down-to-earth fellow who takes great pride in what he does. It doesn’t take long to realize that he means business. Obviously a man comfortable in his own skin, Bruce handles himself with confidence and ease as he tells of his journey in the job. “I grew up on a small hobby farm in the country and then I worked on two farms,” he said. “We had beef cattle, pigs, riding horses. Never had workhorses, but I used to help my uncle in the sugar bush with a team of them. There was a farm on each side of me. I’d work at both of them, one in the summertime and another during the winter six nights a week. I’d go up and do my side of the chores. That was back in the ’70s. I made 50 cents an hour, which came up to $7.50 a week from the neighboring farms. That was big money back then. “There were two sides of the barn,” he added. “I’d have to clean the gutters, feed the cows on my side, split their wood, fill the wood box every night or every other day. I walked a quarter mile, did the chores for two hours then came back home. Most of the time, I did my chores By Mary Yamin-Garone

first and then got on the bus. I was big on trapping. I used to get up in the morning and run my trap line. I was big in mink and muskrat. “I’d come home, run my trap line, eat supper and do our chores and the neighbor’s. After that, I’d skin my rats then it was bedtime. Saturdays and Sundays we did chores and went to the woods to cut wood. We’d cut all day. “The big difference was I was never forced to do it. I wanted to. My mother used to say when I was four years old, before I went to school, my dad would go to the woods and I’d jump up and down and be mad because I couldn’t go with him. I was too little. “On warm days, she’d send me and my big red bone dog out for a few hours. I could stay warm enough and then come home. At night, I’d have a fit. She wanted me to take a shower and go to bed. I wanted to be outdoors.” After graduating from Hopkinton Central High School in 1980, Bruce logged on a farm for about a year and a half before working for Byrns Dairy Farm for another 18 months. continued on page 12

That’s when he decided to make a change. “I wanted to get my degree in forestry and work in the woods, so I went into logging. I also wanted to be in management — timber, marking boundaries. So, I went to SUNY Canton for two years and got my liberal arts degree in 1985. Then I went to Wanakbnia Forestry in Keene, New York.” Bruce wanted to continue on to SUNY Syracuse, but everything changed with the birth of his first child. “Instead of going to school, it was time to get a job. I had a job offer over in Green Mountains, New Hampshire. They called me on a Wednesday and asked if I could be there continued on page 18

Monday morning for the job. I wanted the job so bad, but my daughter was just born and my wife and her were still in the hospital. I said, ‘Can you give me one more week? I want to get them home and settled in.’ The response was, ‘If you’re not here Monday morning, you won’t get the job.’ I made what I thought was the right decision. I still think it was.” Unfortunately, Bruce’s dream job out of college wasn’t meant to be. He would have been marking boundary lines, out on the woods every day. Instead, he was working on a farm. “I tried to get into conservation. It was between me and another guy. He got the job because I didn’t have a Class A license. That’s when I went into logging for a few years. My first wife and I weren’t getting along. One of my buddies was working for a window company in Connecticut and offered me a job. I needed to get away for a while, so I went to work installing windows in the West Point Military Academy.” Bruce worked there for three years before returning home. He logged again until 1996. Fast forward to 2021 and Bruce’s first year in office. “I was deputy for six years doing a lot of the superintendent’s job. He was supposed to retire last January, but he handed me the keys to the new trucks in October and said, ‘I’m not coming to work anymore. If you need me, call me.’ The board asked me to take over. I was appointed in January 2021. I had to finish his two-year term.” Bruce prides himself on being a quick study. His years as deputy superintendent provided him with the foundation he needed to take over the helm as highway super. Bruce is married to his wife, Kim. Together they have six children and 23 grandchildren. In his spare time, this super enjoys hunting, wood cutting and making his own maple syrup. When asked if the job has been everything he expected or wanted, Bruce replied, “It’s been more than that.” All in a Day’s Work Bruce’s crew help serve the town’s 3,665 residents. His staff includes four full-time employees: deputy and MEO Derec Phippen; MEOs Clark Parker, B.J. Richards, Matt Seaver, David Rockwood and part-timer Derrick Fiacco. Coming from a working background, Bruce doesn’t take his position lightly. “I have a good bunch of guys. We’re like family. I’m their boss, but I also came from where they did so I can relate to what they’re going through. I’m not going to stand over them if they run into trouble. I don’t expect them to make the big decisions. That’s my job. If they got a problem, call me. We’ll walk through it. “The biggest thing when I took over I said, ‘If you have a problem, we’re working on a project. I want everybody’s input because more minds thinking towards a common goal, everybody will have a good idea at some point. I’ll listen to all of you. I may not continued on page 26

do it your way but I’ll listen.’” As the department’s top dog, it’s Bruce’s job to maintain the town’s 317 lane miles of which 165 are gravel and 763 are paved. In addition, 132 of those are municipalities roads and those that the department maintains contractually for another municipality. Most of the time you can find him working right alongside his four-man crew, running the equipment, driving the truck, whatever needs to be done. “This winter, I either was driving big trucks, plowing what little snow we had or in the pickup plowing,” he said. Under Bruce’s attentive eye, the town of Stockholm highway department runs on a total operating budget of $1,045,200, which includes salaries and benefits for employees and an annual CHIPS allocation of $200,000. The department is housed in the 48-ft. by 112-ft. original barn. “We did some checking with the historical society. The tax assessor believes it was built in the 1950s, but nobody knows the continued on page 36

exact date. “Back in 2009, we started our new barn, which is 50 by 100, and finished in the spring of 2010. We also have a 40 by 80 cold storage building, which was built in the late ’60s or early ’70s. There’s also a salt dome that was put up in 1996. It holds approximately 9,000 yards of sand and salt mixture. Then I get 100 tons of salt to use on the streets downtown and two small villages that will use pure salt.” Bruce had no complaints about this past winter. “We didn’t go out and do much until after the first of the year. No freezing rain. It was very mild. We didn’t get much snow. About four inches or so. Then it went back to bare ground.” Keeping the town’s machinery up-to-date is one of Thompson’s top priorities. new plow truck. I also bought a huge trailer to move it around and kept our backhoe. Now we have two digging pieces of equipment so we can work on a road and do more. “I bought a ditch and bucket and a thumb. We use it for cleanup on brush. We cut a tree down. It falls across the road. I cut the brush up, load it on the truck and haul it away. All five of us finished the job in four-and-a-half hours. Normally, we pile the wood, chip the brush. So much more manual work. So many more chances of accidents. It was so much safer.” As for his success? Bruce attributes it to one thing … people. “I’ve developed a good working relationship with the board. They listen and understand my needs, especially when I explain in detail. My budget generally remains intact. I don’t go overboard in my asking so the board doesn’t usually cut anything out. I also have a well-balanced crew that works and gets along together. Between them, they have all the bases covered. That makes my job easier.” His wife, Kim, talks freely about her husband’s job. “I can see an incredible difference in my husband since becoming highway superintendent. He likes getting up and going to work. He talks about his day every night. I have seen and heard him talk to the public and try to take care of any issues they have with the roads or anything that may or not be on their list of duties.” About the Town of Stockholm Stockholm is a town in St. Lawrence County, N.Y. The population was 3,665 at the 2010 census. The name was assigned by surveyors from Stockholm in Sweden. The town is in the northeastern part of the county and is northeast of Potsdam. Stockholm was erected from part of the town of Massena by a legislative act passed Feb. 21, 1806. It received its name by the surveyors from Stockholm, Sweden. It retained its original ter-

Kenworth offers the 15-in. digital display system as standard equipment on Kenworth T880 and W990 models. The fully digital, high-definition digital display is already standard on the Kenworth T680 Next Generation. Kenworth’s digital display provides a significant level of customization and dynamic information content. The design is highly intuitive and easily adjustable to enable drivers to match their preferences, while also automatically displaying critical content. The digital display resulted from countless hours of driver observation, user testing, iterative prototyping and meticulous design work to create this advanced user experience. The digital display allows seamless viewing selection between two minimized views, basic view, maximized view and a driver customizable favorites view. Drivers can easily scroll up and down using the standard Kenworth Next Gen SmartWheel, which also puts cruise control and radio functions at the driver’s fingertips. The minimized views show truck speed, tachometer and standard content in the header and footer area for drivers that prefer fewer gauges. The basic view on-screen content adds gauges, such as fuel, air, coolant and oil pressure. A simple scroll of the Kenworth Next Gen SmartWheel to the maximized view will show additional gauges specified on the truck — such as axle temperatures, torque, air filter, and brake application — for drivers that prefer to view all featured truck information. As a result, we put in place the vocational-specific enhancements to benefit our vocational customers. The digital display will serve as a valuable tool for T880 and W990 operators alike,” said Laura Bloch, Kenworth assistant general manager of sales and marketing. In any viewing of these various digital display viewing modes, the driver will automatically be alerted on the screen regarding any warnings or faults, if they were to occur. The digital display also enhances truck functionality when the truck is parked. Pressing the exterior light self-test switch runs a full system check for a quick analysis and status summary of multiple systems. The digital display screen offers a trip summary view when the driver shuts off the truck for the day. Navistar Makes Telematic Devices On All Class 6-8 Vehicles Standard

The factory-installed and warranted telematics device broadcasts data to OnCommand Connection, Navistar’s connected services platform, which aggregates vehicle health and performance data and turns that into actionable information.

Navistar solidifies its commitment to a connected and data-driven future with the standardization of a factory-installed telematics device on all new builds of the complete Class 6-8 International Truck and IC Bus vehicle product portfolios, including electric models. This allows all stakeholders access to actionable vehicle data, enhanced capabilities with industry partners and further improved integration for upfitting capabilities with truck equipment manufacturers (TEMs). The factory-installed and warranted telematics device broadcasts data to OnCommand Connection, Navistar’s connected services platform, which aggregates vehicle health and performance data and turns that into actionable information. OnCommand Connection has more than 30 telematics partner integrations that allow for the platform’s unique open architecture to integrate with all makes and models of vehicles on the market. “Our goal is to provide a seamless customer experience,” said Scott Renier, VP and general manager, Connected Services and Analytics. “We first made OnCommand Connection standard on our Class 8 onhighway vehicles in 2018, providing those customers access to a full suite of connected products that help to improve uptime and lower their total cost of ownership. Extending the technology to all Class 6-8 International vehicles means we can now provide that same valuable service to all customers, regardless of fleet type or size.” The standard OnCommand Connection service package provides customers access to the following: • Over-the-air programming vehicle software updates for approved 58

engine calibrations and performance parameter updates to improve customer uptime by keeping vehicles on the road • Vehicle health monitoring that can help identify issues and allow customers to take the appropriate action • GPS and geofencing functionality that allows for asset tracking and protection • Access to the International 360 service communications platform that streamlines the service scheduling process and allows customers to customize routine maintenance intervals based on vehicle usage. The data insights gathered are viewable through the OnCommand Connection and the International 360 portal via desktop or tablet, and will be available through a mobile phone app to be released later this year. The app will make the technology more accessible to smaller customers across all market segments. “Traditionally, people think connectivity and data analytics are only for big, over-the-road fleets,” said Mark Stasell, VP, Vocational Trucks. “That’s not the case.
