The long-awaited construction of the Virginia Beach (VB) Trail in the Hampton Roads region, thought by some to be out of reach, took a major step forward Jan. 3 following the city of Virginia Beach’s approval of $14.9 million in federal funding to build the initial phase of the project. WAVY-TV, in nearby Portsmouth, Va., reported that the Virginia Beach City Council on Jan. 2 voted 10-0 to accept the funds from President Biden’s Bipartisan Infrastructure Law. In addition, the city noted in a news release that it will provide a $3.9 million local match to complete Phase 1 of the trail. A total of $2.99 million, slated to come from Virginia Beach’s general fund, was approved as part of the council vote as well as another $902,000 from the November sale of an easement to Dominion Energy. In its entirety, the proposed 12-mi.-long and 10-ft.-wide pedestrian and bicycle path will span the full width of the city from the Newtown area east to the oceanfront. It has been listed as the top priority for Virginia Beach’s active transportation plan, with safety, wellness and economic activity being its top selling points. In speaking with WAVY-TV, Walter Camp of the Virginia Beach Bikeways and Trails Advisory Committee, said, “It will be the central spine that connects all the other facilities across the city, [and provide] the greatest safety impact for our residents and visitors, allowing them to move on a path separate from vehicular traffic. A key figure in the VB Trail’s planning over the last several years, Camp added, “This project is so important it’s featured as a central element of the comprehensive plan of the city that’s being updated.” Mark Warner and Tim Kaine, Virginia’s two Democratic U.S. senators, announced in December that they helped procure the federal funding for the project, which comes through the U.S. Department of Transportation’s Safe Streets and Roads for All Grant Program to help improve pedestrian safety nationwide. Additional funding for the capital improvement project includes a $750,000 Federal Community Project Funding Grant awarded through the U.S. Department of Housing and Urban Development (HUD). The funding package for Phase 1 of the VB Trail will provide a 3.2-mi. paved shared-use path connecting the city’s western border with Norfolk at Newtown Road to Constitution Drive in Virginia Beach Town Center, where an ADA-compliant pedestrian/bicyclist bridge is to be built over the existing 10-lane Independence Boulevard. Safe crossings also will be installed at all intersections along the path, according to the Virginia Beach news release. A little more than a mile of the VB Trail already exists along Norfolk Avenue, from North Birdneck Road to Pacific Avenue, crossing Lake Holly, at the Oceanfront Resort Area and terminates at Rudee Loop. Future phases of the project would stretch 2.6 mi. from the Town Center to South Plaza Trail and from there to Birdneck Road, a distance of more than 5 mi. see FUNDING page 26

Several Highway Construction Projects ABC: Final Rule Will Make Headway in Southern Mississippi Create Confusion On his final day at the helm of the Mississippi Department of Transportation’s Southern District, Commissioner Tom King announced the status of several ongoing MDOT construction projects in his part of the state. “As I reach the end of my final term, I’m pleased to see many projects in [southern] Mississippi coming to a close and other large improvement projects on the horizon,” King said Dec. 29, after which he retired from his third term at the MDOT post. “Safety has always been my number one priority, and it’s been the honor of my career to play a role in shaping a safer transportation system for our state through infrastructure projects large and small.” Mississippi Highway 57 in Jackson County This massive, $212.6 million effort was designed to grade, drain, bridge and pave approximately 9 mi. of Miss. 57 from Interstate 10 to the town of Vancleave. Crews are widening the highway from two to four lanes and creating a new four-lane alignment near the Vancleave area to alleviate area congestion and expand the road’s capacity, which also serves as a hurricane evacuation route. Earthwork is ongoing, and drainage and box culverts are being installed, MDOT noted. In addition, 10 of the project’s 13 bridge sites currently are under construction. The agency added that base and paving work is under way or expected to begin soon along four other routes: West Frontage Road — a Miss. 57 connector — Jim Ramsey Road, the Jim Ramsey Road detour and Seaman Road. The entire project was awarded to W.G. Yates and Sons Construction Co. in Jackson, Miss., and is expected to wrap up in 2027. Interstate 59 in Forrest County A safety improvement project is making progress in Forrest County on I-59, King announced. The $66.7 million construction work stretches 14 mi. from the Lamar County line to just south of Moselle. between Evelyn Gandy Parkway/Miss. 42 and U.S. 49 as they move south in segments until the project is complete. In addition, drainage structures are being installed in various locations along the outside lanes of I-59 to route excess water away from the interstate. The upgrade to that portion of I-59 is slated to be complete late this summer. Interstate 59 in Pearl River County To the south in Pearl River County, another project on I-59 to mill and overlay the freeway from just north of the Louisiana state line to McNeill is under way at a cost of $37 million. The work also involves pier protection for bridges, new asphalt with a drainage layer and ramp improvements. A delay in materials delivery stalled earlier paving work, MDOT noted, but the project should be finished over the summer. Huey P. Stockstill, a Picayune, Miss., building company, was awarded the contract. Bridge Replacement On Miss. 42 in Perry County Crews have made significant progress on replacing the Miss. 42 bridge over Tallahalla Creek in Perry County. The bridge deck is complete, its railing is expected to be completed soon, and paving is under way on the approach, King noted. Once the work is concluded, traffic will be diverted onto the new bridge and the old bridge will be demolished. The entire work is expected to be completed during the summer. This $17 million contract to replace the road structure was awarded to Cotton Creek Transport in Laurel.
Roundabout Construction in Harrison County Work has begun on two roundabouts to the north and south of I-10 on Shriners Boulevard (Exit 41) near Biloxi in Harrison County. The project involves developing two teardropshaped roundabouts and extending drainage structures, according to MDOT, with the goal of slowing traffic and decreasing accidents in the area. The $2.3 million project was awarded to JLB Contractors LLC of Long Beach, Miss., and is expected to wrap up in the fall. U.S. Highway 49 in Forrest County Another Forrest County project involves a $10 million contract, awarded to Warren Paving in Hattiesburg, to mill and overlay U.S. 49 from Myers Creek to U.S. 11. The ongoing work includes drainage improvements in addition to the overlay. Currently, drainage structures in the area are being widened. Bridge Replacement Under Way in Pearl River County Crews with Chris Albritton Construction in Laurel are hard at work on a $4.2 million project along Miss. 43 in Pearl River County to replace the Hogpen Branch Bridge. Piles, caps, beams and metal decking have all been installed and concrete will soon be poured for the bridge deck. MDOT has closed the highway to thru traffic from Pine Grove Road to Rock Ranch Road while the project is under way. Plans call for the work to be completed in the spring.
Associated Builders and Contractors released a statement from Vice President of Regulatory, Labor and State Affairs Ben Brubeck opposing the U.S. Department of Labor’s independent contractor final rule under the Fair Labor Standards Act. “By undermining the flexible, independent work for millions of Americans, President Joe Biden’s DOL is choosing to move forward with a final rule that creates an ambiguous and difficult-to-interpret standard for determining independent contractor status,” said Brubeck. “Under the rule’s multifactor test, employers will now be forced to guess which factors should be given the greatest weight in making the determination. Instead of promoting much-needed economic growth and protecting legitimate independent contractors, the final rule will result in more confusion and expensive, time-consuming, unnecessary and often frivolous litigation, as both employers and workers will not understand who qualifies as an independent contractor.

“Regrettably, the confusion and uncertainty resulting from the final rule will cause workers who have long been properly classified as independent contractors in the construction industry to lose opportunities for work,” said Brubeck. “Legitimate independent contractors are a vital part of the construction industry, providing specialized skills, entrepreneurial opportunities and stability during fluctuations of work common to the industry. They play an important role for large and small contractors, delivering construction projects safely, on time and on budget for their government and private customers. This move will jeopardize the ability of construction firms to continue the industry’s longstanding practice of utilizing legitimate independent contractors.” ABC strongly supported the 2021 final rule, which simplifies and clarifies the factors for determining when a worker is an independent contractor versus an employee under the FLSA. The Biden DOL froze and then rescinded the 2021 rule over the opposition of ABC and other industry associations. In March 2021, ABC, its Southeast Texas chapter and the Coalition for Workforce Innovation filed suit against the DOL, which remains pending. In March 2022, the U.S. District Court for the Eastern District of Texas dealt a blow to the Biden administration’s efforts to delay and rescind the 2021 independent contractor final rule in that case. B.R.S. Inc. is a family-owned utility construction company that has a long history of serving North Carolina, with operations ranging from small residential services to multi-million-dollar water and sewer main projects. The company has seen significant growth and transformation since it was founded in the early 1930s as Barringer Brothers. “My grandfather started out building chicken pads, ponds and clearing back in the early days,” reflected President John Barringer. “Over the years, the company took on projects in a wide range of construction sectors, and then we dove into the utility divisions. In 1986, we renamed the company B.R.S. Inc., which is Bradford, Ruby and Sons — my father, my mother, and my brother and myself. Since then, we’ve been focused on water and sewer
utility work.” Located strategically in Richfield, N.C., the company is well-positioned to serve the Greensboro, Charlotte and Salisbury areas, typically bidding for work within a 100mile radius of its headquarters. Barringer highlights the company’s adaptability and willingness to take on challenging projects as a key factor in its success. “Typically, we take on the tougher jobs that other companies don’t know how to approach,” said Barringer. “We’ve found a niche in the utility industry and have built a team capable of handling those unique projects.” “We’ll do anything from a small residential service, which could be $4,000 or $5,000, up to a $60 million transmission water main and everything in between,”

We believe that nobody works for B.R.S., they work with B.R.S.” Enhancing Local Infrastructure Currently, B.R.S. is working on the Irwin Creek Basin to Remount Road Sanitary Sewer Replacement, which is an ongoing project for the city of Charlotte that is critical for residential expansion. “We’re replacing and upgrading approximately 15,000 feet of sanitary sewer pipe,” noted Isenhour. “The pipe ranges in size from 30 inches down to 12 inches. Over the life of the project, we’ve worked with several other local contractors to bore multiple tunnels, including passing underneath I-77 to install 120-inch storm drain.” Isenhour continued, “This project will provide some of the necessary infrastructure to complete the new duplexes and high-rise apartment projects going up around South Boulevard and the light rail corridor. This entire basin is falling away, so all the pipes had to be upsized to allow for increased water management and demand.” B.R.S. has found that investing in efficient machinery, such as Terramac crawler carriers and Komatsu excavators, is essensee B.R.S. page 36

Project Planners Aim High The pathway was supposed to run right next to Virginia Beach’s proposed light rail extension, but when that referendum failed in 2016, the trail project fell by the wayside due to lack of funding, the TV station reported. “We really thought this was an impossibility because of the meager amounts we were able to get, but it was all we had for doing trails,” said City Council member Barbara Henley at the Jan. 2 meeting. “This [was] really one of those things we’d sort of given up on.” Virginia Beach officials applied multiple times for funding, including five attempts at the federal level, before finally receiving the initial $750,000 grant through HUD, procured in 2022 by former U.S. Rep. Elaine Luria, D-2nd District. “The fact that we got [that money] in the
previous earmark with the delegation working together really enabled us to have a much more effective argument when we were going through the grant process,” noted Alfonso Lopez, a lead federal lobbyist who works on behalf of the city. Camp also credited former Virginia Beach Senior Planner Elaine Linn for getting the TB Trail project to this point. “She recognized there’s big federal money out there, and very competitive, but [told us to] shoot for the moon,” he said to WAVY-TV. “And we were just so pleased that city council backed the attempt.” Getting the initial $14.9 million grant also bodes well for obtaining funding to develop future phases of the project, explained Anthony Bedell, co-lead lobbyist of Virginia Beach. “It doesn’t guarantee it because it’s still a nationally competitive program,” he told the Portsmouth news station, “but I think being shovel ready … is important for this administration. They [want to] get that money out and get those infrastructure projects started right away.” According to a document from the recent Virginia Beach City Council meeting, Phase 1 of the VB Trail project is expected to be completed around mid-2029.

Osceola County, Fla., Begins $103M Road Expansion Project Just after the new year, construction began on a $103 million project widening and improvement project along Simpson Road, east of Kissimmee in Central Florida, to boost the traffic corridor’s capacity and increase safety. According to an Osceola County news release, its crews are building two sections of the highway concurrently, including the 2.64-mi. northern portion, stretching from Fortune Road to Myers Road; and the south segment from U.S. Highway 192 to Fortune Road. Simpson Road North is designed to expand from a twolane to a divided four-lane roadway and include a median and 10-ft. shared-use path for cyclists and pedestrians on both sides of the route. In addition, the work will add two new stormwater ponds, a closed drainage system, signal upgrades, sidewalks, Intelligent Transportation Systems (ITS) components, guardrails, handrails and gravity walls. Toho Water Authority sewer, reclaimed water and water main utility work also are set to be built. This section of Simpson Road is slated to take approximately three years to complete, according to Osceola County.

The construction of Simpson Road South will consist of milling and paving, pavement widening, curb ramp and sidewalk upgrades, gravity walls, drainage ponds, pipe and structures, and signing and pavement markings. New traffic signals also are planned on Simpson Road South at its intersections with New Beginnings Road and Country Lane, and upgraded signals and ITS components are in the works at other intersections. To mirror what is being constructed on the north section of the road, a water main, sewer main and reclaimed water pipe are all due to be installed on the south end of the street. This part of Simpson Road is anticipated to be finished in 2026.

USACE Will Begin $32.4 Beach Project in Duval County, Fla. The coastline along Florida’s Duval County is about to undergo a major makeover following the U.S. Army Corps of Engineers (USACE) approval of a $32.4 million contract for a beach renourishment project covering most of Jacksonville’s Atlantic Ocean beachfront. The USACE awarded the contract to Great Lakes Dredge and Dock Co. LLC, based in Houston. The agency expects work to begin on the project soon. While the contract award came in late December, Florida Politics, an online news service, reported Duval County’s beach communities have been requesting renourishment help from federal agencies since the coastline got hammered by back-to-back impacts in 2016 and 2017 from Hurricanes Matthew and Irma, respectively. The latter storm produced record flooding as Irma strafed the Jacksonville area, and coastal dunes were heavily damaged as the outer bands of the hurricane brushed the area in September 2017. USACE officials noted that the beach restoration project will cover Duval County’s ocean shorelines from near the mouth of the St. Johns River in Mayport southward through Atlantic Beach, Neptune Beach and Jacksonville Beach to the St. Johns County line — a stretch of the coast about 10 mi. long. “The project will be 100 percent federally funded through Flood Control and Coastal Emergencies monies,” Army Corps officials said in a statement. “The beach renourishment includes construction of both a dune and beach berm with sand sourced from a federally administered offshore borrow area.” Additional work will include beach tilling and monitoring, vibration control and monitoring, checking on environmental species, and observing the water to make sure the project does not produce too much turbidity, according to USACE. Previous beach restoration projects in Duval County have seen barges moored just off the coast with a huge tube or pipeline pumping sand onto the affected areas. The county often closes the immediate surrounding areas of the beach when the restorative sand is pumped onto the coastline. The last restoration project was completed in June 2017, shortly before Hurricane Irma slammed Florida. USACE noted that the restoration project is expected to begin this year. Once it gets underway, the federal agency plans to issue regular advisories to coastal communities in Duval County as the work progresses along the coastline. Coastal erosion is of increasing concern in the Northeast Florida region, Florida Politics reported. As a result, St. Johns County Commissioners reviewed a study in December that proposed spending more than $100 million for beach restoration in the southern areas of the county. Those beaches near the Matanzas Inlet, in particular the Summer Haven housing development, have seen extensive erosion in recent years.

The association said funding will increase 16 percent to $126 billion this year, up from $108.6 in 2023. In her annual market outlook, ARTBA’s chief economist, Alison Premo Black, pointed to two factors in the sector’s growth in activity. “After two years, many of the projects supported by the IIJA are in the construction phase,” she said. “Many states are increasing their own revenues to match federal funds and make additional transportation investments.” She said states are making the most of a combination of general fund transfers, bond issues, business taxes and other user-fee increases. ARTBA reported the total value of overall transportation construction work, including highways, will grow 14 percent from $187 billion in 2023 to $214 billion in 2024. “This is in line with other market indicators, including ARTBA’s analysis of state DOT budgets,” said the association. “State DOTs plan to increase highway and bridge capital spending by 13 percent in fiscal year 2024.” Contractors Plan to Wait, See AGC members responded to the association’s most recent business outlook survey with mixed reactions. Citing the challenges contractors face and the types of technology they may or may not embrace this year, AGC’s survey partner
Sage said respondents have challenges to overcome. “Contractors are still struggling … with significant labor shortages … higher interest rates and a supply chain that, while better, is still far from normal,” the survey found. Stephen Sandherr, association CEO, said 2024 offers “a mixed bag” for construction contractors. “On one hand, demand for many types of projects should continue to expand and firms will continue to invest in the tools they need to be more efficient,” he said. “Meanwhile, they face significant challenges when it comes to finding workers, coping with rising costs and weathering the impacts of higher interest rates.” The survey found that the shift in demand for different types of projects is significant. AGC members are less confident about growth prospects this year. The survey results found respondents most optimistic about a range of public-sector market segments but see less-robust private sector demand. The Sage-AGC survey found contractors have “tempered” last year’s high expectations for new investments in infrastructure. “Nowhere did contractors’ expectations for growth in a market segment drop more … than in the highway and street and other transportation construction,” according to AGC. While a few firms got work because of new federal investments, a growing number have found they’re hamstrung by the federal

Contractors continue to be concerned about workforce shortages and their impacts on construction prices and schedules, the association reported. “And they continue to see projects being delayed — sometimes indefinitely — because of rising costs, slower schedules and shrinking demand for finished products. How Survey Results Shake Out The survey noted the number of respondents who expect the dollar value of projects to expand is positive again this year for 14 construction categories. “On balance, contractors remain upbeat about the available dollar value of projects to bid on in 2024,” said Ken Simonson, the association’s chief economist. However, AGC found a smaller share expects the markets they compete in to expand this year. “The optimism regarding opportunities for most project types is less widespread than it was a year ago,” added Simonson. The numbers decreased from the 2023 survey for nine project types, increased for six types and remained unchanged for two. Both the current emissions and the carbon intensity can be easily viewed on the control screen in relation to milling mass. The automaticallygenerated WPT report also can include the CO₂ emissions of the entire project in addition to other construction-relevant data — an expansion of the data foundation used in jobsite analysis and documentation. tial to completing projects. “The Terramacs are a big part of our pipe laying jobs now,” said Construction Operations Manager Jerrod Hatley. “They eliminated the need to run loaders up and down the right-of-way and tear up the surface. They’re neater and more efficient than what we were used to.” B.R.S. purchased its first Terramac RT14R crawler carrier in 2018, and now has three — one for each of its pipe crews. “The Terramacs are workhorses for us,” emphasized Hatley. “The RT14R’s rubber tracks keep rights-of-way clean by pressing out mud and water, and their ability to rotate 360 degrees and dump into holes or stone boxes makes the process more efficient, especially in wet and muddy environments. They can also dump right off the side of the road around our machinery.” Isenhour added, “We frequently use the Terramacs to transport material to and away from the ditch, and to move contaminated soil from the ditch to a location where it can be loaded on the back of our tandems. This is particularly important when dealing with 57 and 67 stones, especially on outfalls — not necessarily in the road, but anywhere we encounter wet conditions.” B.R.S. also utilizes a fleet of Komatsu equipment to complete its jobs. “We typically use a range of Komatsu excavators, from the PC88 to the PC490,” noted Hatley. “Most of the time, we have three 490 models in our possession to lift trench boxes or excavate a deep trench. We also have multiple PC238 models for backfill, especially in street work. Then there are small contracts that we have, where service contracts require the zero tail swing in the street. So, the 88s, 138s, 238s are the workhorses. The minimum downtime that we

We just have success with Linder and appreciate their partnership.” Barringer also appreciates the responsiveness of Moore. “Michael really takes care of us,” said Barringer. “If we call him, he’s going to get us an answer. If he doesn’t know it immediately, and if we need a piece of equipment, he’s going to do all he can to get one to us or make whatever needs to happen happen.” Future Barringer has a hopeful outlook for the company. His vision for the future is not just about the continuity of the business, but also
about its impact on the community. By preparing the next generation to lead, Barringer is ensuring that B.R.S. can continue to provide for its employees and their families. “We have a fourth generation — my nephew, Gunnar Barringer, came into the business 10 years ago and is doing very well,” said Barringer. “And my son, Gage, is a junior at NC State earning his engineering degree before he joins the company in a couple years. SCA Announces Jan Prusinski as Its Next Board President

The Slag Cement Association (SCA) announced Jan Prusinski (Skyway Cement Company) as its next president. Before becoming President, Prusinski served as SCA’s vice chair and was SCA’s first executive director when the association was established in 2001. As an industry leader in cement, concrete, soil and byproduct stabilization, and pavements, Prusinski has led U.S. and state organizations in a wide range of programs to promote and advocate for the use of slag cement and other supplementary cementitious materials in concrete construction. In his current role, he works as the vice president of marketing at the Skyway Cement Company, a subsidiary of Eagle Materials. “I am very excited to begin serving as SCA’s President,” said Prusinski. “The Slag Cement Association represents 95 percent of all slag cement producers and suppliers in the United States and performs an integral role as the leading advocate for the use of slag cement in improving the strength, durability and sustainability of concrete in the built environment.” Lori Tiefenthaler (Heidelberg Materials) concluded her two-year term as SCA President at the end of December of last year. As President, Tiefenthaler hosted SCA’s inaugural and second annual Slag Cement Schools, oversaw the development of Slag Cement University, and awarded more than 30 concrete projects for their use of slag cement during the Slag Cement in Sustainable Concrete Awards. “It has been an honor to serve as SCA’s President over these last two years,” said Tiefenthaler. “Slag is an exceptional product that the market continues to demand with volumes up over 5 percent in 2023. Volvo Construction Equipment Reaches Agreement to Divest ABG Paver Business Volvo Construction Equipment (Volvo CE) and the Ammann Group have reached an agreement whereby Ammann will acquire Volvo CE’s global ABG paver business. As a result of the planned transaction, the Volvo Group’s operating income will be negatively impacted by approximately SEK 650 M in the fourth quarter of 2023. The divestment includes the ABG paver production and technology center in Hameln, Germany, and will ensure the availability of the range and full support through the Ammann Group distribution channels and selected Volvo CE dealers. Volvo CE and the Ammann Group see this as the best way to maintain and develop the long established ABG heritage in the paver business for relevant customers, dealers, suppliers and employees. As a consequence of the divestment, production of Volvo CE compaction equipment in Hameln will be phased out.

ACPA Announces 2023 Excellence in Concrete Pavement Award Winners The American Concrete Pavement Association (ACPA) announced the 31 recipients of its 34th Annual “Excellence in Concrete Pavements” awards, which recognize quality concrete pavements constructed in the United States and Canada. The awards program encourages high-quality workmanship, quality and creativity in concrete pavement projects. The award-winning projects were paved by 22 different contractors and are located in 12 states or regions represented by ACPA-affiliated chapters and state paving associations. Hamm’s Smart Compact Allows for Better Process Analysis
With its compaction assistant Smart Compact, Hamm automates the separate setting of the individual drums, increases process reliability, and raises the quality of the compaction.
With its smart compaction concept, Hamm combines a range of cutting-edge solutions for measuring, documenting and analyzing compaction processes. Alongside its “Smart Doc” app, Hamm introduces a second compaction assistant in the form of “Smart Compact”. In addition to this, the roller manufacturer is already now enabling users to integrate collision prevention systems by means of a PDS interface (proximity detection system). Smart Compact: Intelligent Compaction Assistant Coinciding with the launch of the new tandem rollers from the HX series, Hamm also is bringing the Smart Compact assistant to market. This system actively supports drivers in selecting the right drum and the right type of compaction (vibration, oscillation or static). When operating the roller, the drivers simply specify whether a base, binder or asphalt surface course is to be compacted. Smart Compact takes care of the rest. The system does this by evaluating different physical properties of the asphalt, such as the temperature or rigidity. It also takes into account the complex cooling behavior of the asphalt. There also is the option of integrating a weather station to provide local weather information. Smart Compact uses all of this information to determine the most suitable compaction settings for each of the two drums. This makes Hamm the first manufacturer in the world to automate the separate setting of the individual drums, increase process reliability and raise the quality of the compaction to a whole new level, according to the manufacturer. Fuel Savings Equipped with these measured values, Smart Compact recognizes when dynamic compaction is no longer advisable
— for instance, if the asphalt temperature is too low. The system then automatically cancels the dynamic compaction and puts the roller into ECO mode. This reduces the engine speed by up to 20 percent. This alone reduces fuel consumption by up to 15 percent. Because of this, Smart Compact preserves not only the machine but resources too. Modern Operation From the operator’s perspective, one of the best things about the assistant is how easy it is to use. Data input and data output are managed via a dedicated display on the dashboard; and because it turns with the seat, the driver can always view all the relevant information. The user guidance has been developed through a UX design process. As such, it combines the demands of machine operation with the contemporary look and feel, i.e. handling, of smartphones and other digital devices. This allows workers to give their full focus to driving the machine. Furthermore, Smart Compact fulfills the newest requirements of the current generation of drivers and new starters in the road building sector, who demand workstations equipped with cutting-edge technology. Smart Doc With Smart Doc, Hamm presents an Android app for compaction documentation and self-monitoring. The app can be used with the GNSS receiver on the user’s smartphone. For day-to-day operations, however, Hamm recommends the Smart Receiver, a GNSS receiver specially designed for construction applications. With the app, users can transparently document the compaction in earthworks and in asphalt construction and share the result with third parties. Smart Doc also meets the requirements of continuous compaction control (CCC). The app generally combines data from the machine control system with the positioning
data from the smartphone. During the compaction process, important process parameters and the compacting progress are displayed and recorded on the end device. The “compaction maps” recorded show users at a glance where still needs to be compacted. Consequently, the system has proven itself to be a useful tool for training new drivers. Smart Doc can be used to generate a compaction report at any time. This way, construction companies can provide evidence of high-quality compaction for earthworks with the required basic continuous compaction control. At the same time, the number of passes is optimized, since the occurrence of double passes is reduced by approximately 30 percent. This in turn reduces the diesel consumption and, ultimately, the CO2 emissions. Currently, Smart Doc can be used and retrofitted in the H CompactLine series, the HC CompactLine series, the H series, the HC series, the HD+ series and the HX series. Smart Doc can even be used to document double passes on other manufacturer’s machines. The app is free and can be installed via the Google Play Store on all Android smartphones and tablets from Android 6.0. It is available in German, English, Spanish and French. Integrating Collision Prevention Assistance System Since the start of 2022, a PDS interface (proximity detection system) also can be used to integrate modern collision prevention solutions. The interface provides data that can be used by different systems to autonomously detect people or objects in front of and behind the machine, and to automatically stop the roller when needed. These improvements saved innumerable tons of concrete and asphalt from landfills. A whole line of portable horizontal impactor plants soon followed, creating a boon for the aggregate crushing, the recycled concrete and the RAP markets. A female pioneer in a male-dominated industry, Cobey has dedicated herself to helping other women in the industry succeed. She has addressed the topic of women in the industry in numerous videos and news articles and serves as a keynote speaker and role model at many commencement addresses. She hopes that her experience inspires a new generation. Modern Hydrogen’s Practical Approach to Decarbonization

Modern Hydrogen, a start-up specializing in decarbonizing natural gas at the meter in order to deliver clean fuel for sectors traditionally difficult to decarbonize, set out to prove its hypothesis: stripping solid carbon from natural gas before combustion is a more practical approach to decarbonizing than managing gaseous CO2 — and can reduce the amount of harmful CO2. Previous methods of reducing CO2 after combustion have proven complicated and expensive, according to Mothusi Pahl, Modern Hydrogen’s vice president of business development and government affairs. This new method substantially reduces costs as well as the embodied CO2 of asphalt, which contributes to the decarbonization of the natural gas sector, a known CO2 emitter. “Capturing carbon before combusting natural gas — not after — could make decarbonization easier,” Pahl said. “Nobody else has figured out how to decarbonize at the point of use.” In the process of developing a way to deliver “energy with a CO2 footprint that looks like renewables,” they discovered a way to reduce the environmental impact of paving roads with asphalt —one that sequesters carbon for centuries. It also happens to enhance the quality of asphalt. Extracting solid carbon from natural gas produces two products: clean hydrogen fuel and solid carbon, which can be used in asphalt to improve its strength and durability at a lower cost per lane mile because, according to Pahl, the solid carbon acts as a “binder strengthener” that reduces the amount of binder needed in hot mix asphalt. Road to Economic Sustainability Through a series of strategic partnerships, predominantly in Texas and the Pacific Northwest, Modern Hydrogen has been putting this solid carbon product to the test. Although there are currently more projects on the ground in the Pacific Northwest (including one in Alberta), Pahl said the first use of carbon-sequestered asphalt on public roads was implemented in San Antonio through a collaboration with Austin-based Road Recyclers and Bexar County Department of Public Works. “Texas understands the requirements for hot mix,” Pahl said. There will be different mixes for different temperature bans. The “magical equation,” Pahl said, is a mix that is strong when the weather is hot and flexible when it’s cold. ating requirements and traffic requirements that impact the design spec. For example, residential streets vs. county highways will vary. He said the company is working with its partners to optimize mix designs. Bexar County Department of Public Works Director Tony Vasquez told the San Antonio Business Journal, “If you have a product that’s eco-friendly but doesn’t work, you can’t use it or you shouldn’t be using it. But one of the benefits of adding sequestered carbon to the mix is it makes it stronger, so that’s what we’re going to be looking at.” While Modern Hydrogen has only been field-testing carbon-sequestered asphalt for approximately 18 months, it has done extensive testing in the lab, where it has simulated accelerated wear, thermal cycling, oxidation and weathering. Through both testing and practical application, Pahl said, they have found “no impact on the expected useful life of any asphalt that’s been deployed.” Nevertheless, development will continue in an effort to “improve performance at higher temperatures without reducing performance at lower temperatures,” Pahl said. In an effort to combat the effects of a drought in the Southwest United States, the city of Phoenix deployed SSC Underground to provide a underground pipeline to supply a backup water supply from the Salt and Verde Rivers. Phoenix’s drought pipeline project included 12 miles of new pipeline and four booster pumping stations. SSC Underground provided the tunneling portion of the job, working with lead contractors Sundt Construction, six tunnels over four miles; PCL, three tunnels in a water treatment plant; Kiewit, one tunnel in a single location. SSC Underground was tasked with using trenchless technology to burrow through the earth, allowing traffic and everyday life to continue overhead with minimum interruptions. The trenchless technology allows for the placement of casing under freeways, canals, roads, railroad, light rail tracks and anywhere else that open cutting or disturbing the surface is not feasible. These
options place steel casing in sizes ranging from 8 in. to more than 120 in. to carry a variety of carrier line types and sizes. This approach used small skid steers to dig through the rocks and dirt. Workers then used jack-andbore equipment to push the steel casing into the newly created hole. In the Sundt project, the enormous casings were 10 ft. long and 86 in. in diameter, tall enough that the entire Phoenix Suns professional basketball team could walk

On the Sundt section of the job, the workers needed to dig a tunnel so that the casings would connect the pipe being laid by Sundt in open-cut trenches with approximately one inch tolerance. SSC Underground began working on the project in 2019 and finished in 2022. SSC’s consulting
division worked closely with design engineers and other contractors to devise an underground road map for the work. Ground conditions ranged from caliche, cemented cobbles, alluvium and hard dirt. Each day seemed to bring its own set of challenges as workers changed strategy to fit the soil requirements. The job required 12+ trenchless installations. Workers managed each operation to minimize disruption to the public while considering time, cost and risk. SSC kicked off the tunnelling with a 105-ft. installation of 66-in. casing for a 48-in. waterline under Glendale Avenue at the base of Piestewa Peak Mountain, using a motorized boring unit from Robbins to perform this crossing as the ground was solid rock. was a key connection as this section ran through neighborhoods and had a major impact to residents. The second segment included six 86-in. diameter tunnels under intersections along the 32nd Street alignment for a total of 834 ft. for a 66-in. waterline. These tunnels were constructed using an S70 Bobcat skid steer equipped with either a hammer attachment or a rotary head to do the digging in hard dirt conditions. Production varied between 3 ft. to 9 ft. of installation per shift. As a subcontractor to Sundt Construction, SSC worked as a partner to sequence the tunnels to minimize traffic lane closures and keep access as open as possible to the many businesses along this corridor. “Our deepest dig was 33 feet underground,” said Veidmark. “That was inside the water treatment plant. Our work teams had to keep the equipment running yet remain vigilant while tunneling under roads and important structures. We stayed away from a reservoir and a traffic intersection. Often, they found some previously undiscovered underground structure. They had to decide whether to have it removed or tunnel deeper or go around it.” The final segment of SSC’s installations was for PCL Construction. The digging team installed three 96” tunnels at the origination point of the pipeline, the 24th Street Water Treatment Plant. Using the same skid steer method as in earlier digs, the workers encountered solid rock conditions, averaging 18” per shift of tunnel advancement. These three tunnels — 35 ft., 115 ft. and 101 ft. in length — connect four pits for installation of a 72-in. waterline. Three of the four pits were constructed as semi-permanent structures to allow for the angles and elevations necessary to complete the connections. Not only did work teams have to deal with hard rock, but also surprising weather emerged. “Several times our teams came to work and discovered that the pit had been flooded in the night. We simply pumped out the water and went to work.” Methodology SSC utilizes its equipment and resources to perform crossings utilizing a variety of trenchless methods including:
• Horizontal earth auger boring; • Hand tunnelling; • Small boring unit (SBU); • Boring machine tunnel attachment (BMTA); • Pneumatic pipe ramming. All of these options follow a similar procedure of working out of a bore pit to form a bore or tunnel horizontally through the earth to a reception pit while the steel casing is jacked into place where the earth has been removed. The carrier line (utility) is
then jacked or pushed into the steel casing once it is fully installed. The choice of methodology is dependent on a multitude of factors including soil conditions, jobsite access, length and size of casing, time constraints and type of carrier line being installed. Fortunately, its multi-patented process of producing carbon-sequestered asphalt reduces costs at the same time it decreases CO2 emissions from natural gas. “There’s pressure to reduce embodied CO2 in asphalt,” Pahl said. Although he believes that reaching zero CO2-level asphalt is a “Hail Mary,” he asks, “What can we do to make roads cheaper and better and lower the CO2 equation? How can we do this quickly and economically — because if we can’t afford to decarbonize, we won’t do it. We have to make it a preferred economic pathway.” He’s convinced that this “cost-efficient decarbonization technique, utilizing existing infrastructure, accelerates the shift towards a zero-carbon future.” Furthermore, he said that these pilot projects are demonstrating the advantages of sequestered carbon asphalt as part of a sustainable, eco-friendly infrastructure that supports domestic energy security and more economical road construction. Targets “We’re always looking at infrastructure,” Pahl said, but, initially, Modern Hydrogen was unsure where its idea would best fit: concrete, structural fill, next-generation drywall? “We looked at materials that need

That said, it also has formed a partnership with National Grid, a utility in New York and Massachusetts, to affect a “sea change in the type and use of fuel” used to power high-usage plants. Acknowledging some push-back due to the fact that natural gas is obtained by fracking, Pahl said, “The big-picture takeaway is that there is no perfect solution [to reducing CO2 emissions]. But we must start someplace.” He believes this process has two-fold benefits that can benefit the environment as it supports the quality of transportation. Superior Construction Crews Work to Complete Parkway’s SR 44 Interchange By Cindy Riley CEG CORRESPONDENT
A project designed to ease congestion in Citrus County, Fla., will result in a much-needed extension when completed in 2026. The $103 million effort, known as Suncoast Parkway 2, Phase 2, calls for a 4-lane toll facility extending from SR 44 to CR 486. “The extension of Suncoast Parkway/State Road (SR) 589 from SR 44 to W. Norvell Bryant Highway/County Road (CR) 486 marks a significant advancement in the completion of Suncoast Parkway 2, lengthening the parkway by an additional three miles,” said Kerry French, Florida Department of Transportation (FDOT) communications outreach coordinator. “Suncoast Parkway 2 will provide relief by redirecting commuter and truck traffic. “Although not a primary evacuation route, Suncoast Parkway also will assist with evacuation and recovery in the event of a natural disaster. The project helps FDOT plan for future growth in Florida in a comprehensive and proactive way. This important project also extends the award-winning Suncoast Trail.” The project began in April 2023 and is progressing on schedule. Work involves completing the interchange at SR 44 to accommodate northbound traffic movements. Construction for southbound traffic movements is currently under way as part of the Suncoast Parkway 2 from U.S. 98 to SR 44. An at-grade intersection at CR 486 also is included, along with one SR 589 mainline, an Electronic Tolling Collection (ETC) location, related drainage, lighting, highway signing, traffic signalization, guardrail and sidewalk. “Construction is taking place during both daytime and nighttime hours,” said French. “Nearby residents and businesses may experience periodic construction noise, vibration and dust. Florida’s Turnpike Enterprise (FTE) takes steps to reduce construction impacts, and efforts are being made to limit traffic and noise disruptions.” French noted that FTE maintains an open line of communication with the surrounding communities and addresses their questions and concerns in a timely manner. “Lane closures generally take place during off-peak hours to minimize traffic congestion and delays for most drivers. Closures will be announced in advance in the central and west central Florida weekly lane closures and work zone advisory.” Superior Construction serves as the contractor and was chosen based on its crews’ past experiences in dealing with road and transportation-related projects. The biggest challenges on this assignment include long lead times and product shortages. “The project is moving at full capacity with the contractor working on earthwork, roadway construction, bridge foundations and installing drainage structures,” said French. “Environmental tasks have been completed, including relocating all gopher tortoises from the project limits and clearing the area of vegetation. “The project is six months in and most of the work is remaining. In the next year, a steel girder bridge overpass will be constructed at CR 486 and will serve as the southbound entrance ramp from CR 486 to SR 589. Retaining
walls also will be constructed throughout the project limits and will outline the new roadway. Once the roadway starts to take shape, the public will be able to envision what the completed roadway will look like.” Creating an at-grade intersection at CR 486 has required early coordination with the utility companies that have had to relocate some of their infrastructure to accommodate the new ramps. The traffic pattern will be modified to create the necessary workspace for the construction of the turn lanes, signals, etc. The project has a large volume of material to excavate, totaling approximately 2.5 million cu. yds. “The site and earthwork on this job site have progressed at a good pace. The material being excavated is well suited for embankment. We anticipate the majority of the grading to be completed in 2024.” French said the project has not experienced major weather impacts to date, but the rainy season can affect work activities such as earthwork and asphalt operations. The most time-consuming part of the construction is the large quantities of earth being excavated, as well as embankment activities. A large number of resources are being used to expedite these activities. A variety of heavy equipment is being used at the job site. Roughly 90 craft workers keep large excavators, bulldozers, off-road dump trucks and cranes moving throughout the project site. French described the undertaking as a true team effort. “Transportation is not successful without coming together as a whole network. Every mode and aspect of the transportation system is not only interconnected but also interdependent. The entire project team is proud to be a part of providing a safe transportation system that ensures the mobility of people and goods, enhances the economy and preserves the quality of our environment and communities.” He added, “Suncoast Parkway won’t just end at CR 486. FTE is currently designing the further expansion of Suncoast Parkway from CR 486 to U.S. 19. This project is being designed in two phases: Phase 3A from CR 486 to CR 495, and Phase 3B, from CR 495 to US 19. We are looking beyond today, and Suncoast Parkway 2 will be pivotal in providing mobility.” CEG

Highway and bridge as well as transit, rail and airport transportation construction saw the highest share in 2023. Federal projects are at 29 percent. “The highest expectation among predominantly private-sector categories is for power projects, with a net reading of 25 percent,” reports AGC. Further, nearly two-thirds of survey respondents said projects they were involved with have been postponed or canceled. Almost as many reported projects were postponed or canceled last year and not rescheduled as did those whose projects were postponed but rescheduled. The survey found 10 percent have already experienced postponement or cancellation of a project that had been scheduled for the first half of this year. AGC said only 23 percent of respondents have not had any significant supply-chain problems. “However, sixty-four percent noted that rising interest rates or financing costs are one of their biggest concerns for 2024,” said the association. And 63 percent listed insufficient supply of workers or subcontractors and 62 percent are worried about the likelihood of an economic slowdown/recession. In addition, 58 percent listed rising labor costs (pay, benefits and employer taxes); 56 percent pick worker quality; and 54 percent list materials costs as major concerns. AGC members said they plan to invest in new technologies as a means of more efficient and productive operations. New or bigger investments in drones, AI tools and offsite production operations are on the books. Nearly 40 percent of firms say they will either increase their investment in drones (26 percent) or make an initial investment (14 percent). And 30 percent of firms will make an initial investment (19 percent), or increase their investment (11 percent), in AI. Finally, almost 30 percent plan to make more use of (21 percent), or start to use (9 percent), offsite production. “Technology has played an instrumental role in helping construction firms build more efficiently while navigating current challenges,” said Dustin Stephens, Sage vice president of construction and real estate. “In this era of digital transformation, technology serves as a cornerstone for sustained growth and success.” He noted nearly all firms plan to increase or keep level their investment in software, most likely accounting and project management products. tools designed to streamline accounting, project management and other back-office functions. “But even as firms make these investments, many worry that they lack the time and personnel to properly implement and train for these new technologies,” found
AGC. Simonson noted that more than two-thirds of the respondents expect to add staff, compared to only 10 percent who expect a decrease in worker numbers. While just under half expect to increase their headcount by 10 percent or less, nearly
one-quarter anticipate larger increases, he said. “However, seventy-seven percent of respondents report they are having a hard time filling some or all salaried or hourly craft positions,” he added. “The majority expects that hiring will continue to be hard or will become harder.” Most firms reported that they’d made adjustments last year to attract and retain workers. In fact, 63 percent increased base pay rates more than in 2022, while 25 percent provided incentives or bonuses. And 24 percent of the firms increased their portion of benefit contributions and/or improved employee benefits. The association concluded 2024 offers “a mixed bag” for construction contractors. And, the association found, firms will continue to invest in the tools they need to be more efficient, productive and profitable. “Yet contractors are less enthusiastic about most market segments than they were at the start of 2023.” At the same time, significant challenges in finding workers, coping with rising costs and weathering the impacts of higher interest rates, are unavoidable. The association concluded that many of the challenges contractors are facing depend on the actions of public officials to address. “If the Biden administration were to act on Congressionally mandated permitting reforms, many more infrastructure and construction projects would start this year, countering the small impact those investments have had to date,” said Sandherr. He also hit on the five-to-one funding gap between college-prep programs and career and technical education. “If public officials would narrow [the gap], more students would be exposed to construction and would likely pursue careers in the field.” Sandherr said AGC will continue to urge the Biden administration to implement mandated reforms to the federal review and permitting process. He wants assurance “the federal government no longer serves as the biggest obstacle to its own construction investments.” The association will be pushing for new funding for construction education and training programs, he added. He wants the programs a part of this year’s Workforce and Innovation Opportunity Act and the Pell Grant reauthorization legislation. “We are committed to working with policy makers and our members to make sure the conditions are right for firms to be successful in their efforts to improve the nation’s infrastructure, modernize manufacturing and build an even stronger economy,” Sandherr added.
