World of Asphalt 2024 Shatters Records in Nashville

Arecord number of asphalt and aggregates professionals convened in Nashville for the largest World of Asphalt and AGG1 Aggregates Academy & Expointheshowíshistory.RunningMarch25 to 27, 2024, the show set new records in both attendance and square footage.

More than 15,800 industry professionals took in the three-day event in the Music City, exploring more than 440 exhibitors and 120 educational sessions. This is a 38 percent increase in attendance, shattering the previous record of 11,400 set in 2022.

The exhibit floor encompassed more than 207,000 sq. ft. of the Music City Center; a 14,000 ft.-increase compared to 2022ís event in the same space.

DelayArises for Phase One of FloridaAirport Expansion

In October 2021, construction began on the first phase of a terminal expansion at Southwest Florida InternationalAirport (RSW) in Fort Myers.

The project involves the remodeling of 164,000 sq. ft. of space, along with the addition of another 117,000 sq. ft. of new walkways and space for concessionaires, including local eateries, the Naples Daily News reported March 31.

With a price tag of $331 million, it represents the secondlargest public works project in Lee Countyís history. The largest was RSWís Midfield terminal, completed in 2005, which replaced a smaller complex, and added more gates to accommodateagrowingnumberofpassengersinanewlocation at a cost of $438 million.

When completed, the latest terminal expansion effort will allow passengers to walk between the airportís concourses.

ìThecurrentprojectismuchmorecomplexasitishappening in a building that has thousands of employees working each day and tens of thousands of passengers traveling,î StevenHennigan,theinterimdirectorfortheLeeCountyPort Authority(LCPA),theairportísoperator,toldtheDailyNews.

He also shared a few tidbits about the status of the project, which has hit some snags.

When asked how far along is the RSW terminal expansion project, Hennigan said, ìLarge structural work has been temporarily paused; however, other work in the terminal building is continuing.î

He added that several primary obstacles could potentially keep the effort from finishing on time.

ìAccording to our construction manager, initial delays occurred due to several issues, including materials supply and labor shortages as well as [2022ís] Hurricane Ian impacting regional construction demand,î Hennigan explained. ìThere are some design challenges that need to be addressed and we are working through these challenges with our two business partners to find improvements and enhancements to the final project.î

minal completion is now estimated to be in late 2025 ó one year later than planned ó but a firm date has not yet been determined, he noted.

Second Phase Due to Complete in 2027

Insumminguphowtheexpansionwillbenefittheairportís passengers, Victoria Moreland, the chief communications and marketing officer for the LCPA, said it would provide ìbrightopenspaces,naturallight,soaringceilings,abusiness loungeandnewconcessionsprogramswithmoretechnology and representation of local brands like Fordís Garage and Fort Myers Brewing as well as national brands like ChickFil-A.î

Additionally, the RSW terminal project will also create a single Transportation Security Administration (TSA) checkpoint to replace the three that are in the current facility. ìThese upgrades and amenities will reflect the sense of place that we want for our visitors and residents to enjoy when they experience their first or last impression of Southwest Florida at the airport,î Moreland added.

The project is being funded with grants from the Florida Department of Transportation (FDOT), Passenger Facility Charges (PFCs) ó levied at all public agency-controlled commercial airports in the United States ó as well as airport revenue bonds and Lee County Port Authority construction funds.

No property taxes are used for airport operations or construction, the Daily News reported.

The planned second phase of the airportís terminal expansion is estimated to cost more than $800 million and add a new Concourse E with 14 more gates, Hennigan said, ìto meet the future air transportation needs of the region.î

That effort is currently targeted for completion in 2027.

Fifteen airlines currently serve Southwest Florida International, one of the top 50 U.S. airports for passenger traffic.

In 2023, the popular airport processed just over 10.06 millionpassengers.Whilethatfigurewasdown2.6percentfrom an all-time high of 10.3 million in 2022, forecasts predict RSW will see about 12 million travelers by 2026. 

Owl’s Head to Build Recycling Plant in Clay County, Miss.

The Mississippi Development Authority (MDA) announced March 21 that secondary aluminum producer Owlís Head Alloys (OHA) intends to build a new melt shop facility in Clay County. The manufacturer intends to make a $29.2 million investment that will create 68 new jobs.

The news follows an earlier announcement in December by OHA, based in BowlingGreen,Ky.,thatithadbeenawardedalong-termagreementtosupplyrecycled aluminum to Aluminum Dynamics LLC (ADL), a production joint venture of Steel Dynamics Inc. (SDI), located in Fort Wayne, Ind.

Atthattime,OHAsaiditsagreementwas designed to ìsupport the $2.2 billion facility for rolling aluminum being constructed in Columbus, Miss., by SDI.î

ìAluminum Dynamics received numerous bids from the industry, but Owlís Head Alloys stood out as the leader in the secondary aluminum processing industry due to its

exceptional quality and customer service,î Bernardo Bulnes, an official with of ADL said last December.

OHA also had reached an agreement to increase its recycled-content aluminum capacity, with a first step being the purchase of property in West Point, Miss., in the northeast part of the state.

ìOwlís Head will be investing significantlyoverthenextfiveyearsatthenewsite while hiring locally for production, maintenance and some management roles,î the alloys producer said late last year.

OHA noted that its ìpresence of strong leadership and customer serviceî was instrumental in SDI selecting Owlís Head Alloys as a supplier. The company was founded in Kentucky in 2002 with a single furnaceandahandfulofemployees,according to Recycling Today.

The manufacturer describes itself as being 100 percent employee owned.

ìNow, it has grown to operate five fur-

naces,ashredder,alandfillandaningotline with 150 dedicated employee-owners,î according to OHA President Michael J. Boyle.

ìThe opportunity to be involved with the newestrollingmillinNorthAmericainover 40 years is the result of hard work by a dedicated team that focuses on its customersí needs at every turn,î he added.

Construction on the new aluminum alloy facility is scheduled to begin by May, according to MDA, with completion expected within 18 months.

Mississippi Makes Big Push for OHA Facility

The Mississippi Development Authority is assisting with building improvements, while the city of West Point and Clay County are providing local tax abatement assistance.

Golden Triangle Development LINK, headquartered in Columbus, also assisted in

attracting OHA to West Point. The nonprofit represents the economic development interests of Clay, Lowndes and Oktibbeha Counties in northeast Mississippi.

The suit challenges Californiaís ìAdvanced Clean Fleets (ACF)î regulation. TheACF regulation requires fleet operators to phase out their internal-combustion trucks and replace them with zero-emission trucks, starting in 2024.

Therulewillhaveramificationsacrossthecountry,aswell as internationally. A carve out in the Clean Air Act allows California to not only adopt environmental rules more stringent than the federal government, but also permits others states to emulate the Golden State. There are many jurisdictions eager to imitate the Advanced Clean Fleets rule and other similar California mandates. Consequently, this suit is critical to both cease illegal regulatory overreach in California and to prevent it from proliferating across the country, and NorthAmerica. 

Manufacturing Express’Set to Hit Road This Summer

The Association of Equipment Manufacturers (AEM) announced that it will hit the road this summer for an unprecedented initiative to tell the story of the U.S. equipment manufacturing industry and celebrate the 2.3 million men and women who help build, power and feed the world.

TheìAEMManufacturingExpressîwilllaunchonJuly1, 2024, atWeiler Inc. in Knoxville, Iowa, and travel across the country through October when it will wrap up with a finale event at Komatsu in Milwaukee, Wis. The tour will visit more than 20 states, with stops planned at more than 80 equipment manufacturers in communities across the Midwest, Southeast and Mid-Atlantic.

ASCENDUM to Compete in Global Volvo Technician Event

ASCENDUM Machinery, a Huntersville, N.C.-based Volvo Construction Equipment dealer, located just north of Charlotte, boasts a roster of friendly, well-trained professionals working throughout the companyís multiple branches across the two Carolinas, Georgia, Tennessee and North Dakota.

And the companyís service and parts experts have shown themselves to be ìmastersî at their craft.

That fact has been quantified several times through Volvo CEís staging of a Masters competition to determine the best regionalandglobalVolvoequipmenttechnicians on five of the worldís seven continents aswellasfromdealershipsinLatinAmerica, China and India.

The winning team from each Regional Final then makes it through to the Grand Final, which this year takes place on May 68 in Eskilstuna, Sweden, Volvo CEís global headquarters.

The finals competition sees the remaining teams take on two days of challenges before one is finally declared the worldwide 2024 Volvo CE Masters winner, according to the manufacturerís website.

Every Volvo CE dealership worldwide is eligible to participate in the Masters competition. To do so, each distributor creates teamsoffourmembers,atleastoneofwhom is a parts specialist, to demonstrate their skills, knowledge and expertise for all elements of Volvoís aftersales operation.

Onceateamisformed,itcanthensignup online to join the tournament. That allows it to take part in three rounds of online questions and assessments. Based on the results, contestants are shortlisted to take part in regional face-to-face finals at sites across the planet.

ThetwoASCENDUMteamsóoneeach from North Carolina and Georgia ó competed in the Masters Regional online screening that took place in the fall of 2023, before advancing to the face-to-face portion of the Regional event earlier this year. The Tarheel State team won the event on Jan. 25, along with the right to be one of two U.S. Volvo dealerships competing in Sweden.

The company has now advanced to the Volvo Masters Nationals five times in the past 15 years, winning three of the events and placing third in another, according to Patrick Overstreet, director of service operations ofASCENDUM.

In addition, ASCENDUM came in second in the Volvo CE Global finals in 2010, before winning the entire event in 2011; Scott Cox, currently on the 2024 North Carolina team, was on that 2011 world championshipteam,accordingtoOverstreet.

The North Carolina ASCENDUM technician team, now preparing to travel to Scandinavia for the competition, will be accompanied by its coach and sponsor, David Turner, and includes Cox, Jeremy Ford,Adam Kimzey and Suzie Turner.

Turner also coached the companyís Georgia-based team, made up of Jesse Wilson, Paul Drury, Phillip Carver andTrey Davis

ìWhat Volvo tries to achieve is to have a qualification process that recognizes the tenure or seniority of its dealer technicians, along with their accomplishments through training and experience,î Overstreet said.

ìSo, in the 16-plus years that I have been here, Volvo has classified the most senior, most experienced technicians as ëmastersí all the way down to journeyman and apprentice. ëMasterí is the goal that most technicians try to achieve and, again, that comesfrombothexperienceandtrainingon the job, at the dealership as well as through formal training from Volvo. ì

He added that the most recent North American Regional competition welcomed Volvo CE teams from Canada, the United States and Mexico, and made up of fourperson squads of master techs and at least one parts expert.

ìBy including a parts professional, Volvo CEís intent is that the competition is not just

about fixing a machine, but also leveraging the experience that that parts professional has, including how to look up parts, how to source something that is difficult to find, how to navigate Prosis ñ all the tools that Volvo provides the dealer to better support our customers,î Overstreet said.

ASCENDUMís two teams practiced and trained together in preparation for Volvo CEís Master Regionals, he said, part of which involves searching for solutions to difficult technical and parts problems and commonissuesonmachinesthatthedealership shops have encountered in the past.

Ultimately,thetrainingregimenbyVolvo CEís participating dealership teams led them to the regional event in Shippensburg, Pa., in late January, where each four-person squad competed over a three-day span.

ìIn that competition, they are graded on everything from how well the teams work together with safety in mind, such as making sure they have the correct personal protectiveequipmentonandseeingtoitthatthe machines are put in the safe service position,î he said. ìIt is truly all the way down to the basics on how to work on a piece of equipment safely and using the prescribed method as defined in the Volvo CE service manual.î

Overstreet said that to test each service team,Volvo CE experts will add bugs to the

machines that must be diagnosed and corrected by the competing technicians.

When Volvo CE created the Masters competitionin1990,theoriginalgoalwasto increase its dealersí service and parts and technical teamsí knowledge of Volvo products.

Major Rulings… ARTBACEO Makes Statement On Fed Courts Overturning GHG Mandate

Federal Courts in both Texas and Kentucky have now ruled that the Federal Highway Administration (FHWA) lacks the statutory authority to impose a Biden administration greenhouse gas (GHG) performance mandate on state transportation departments. The rulings invalidate the FHWAregulation,affirmingthatstateshavetheautonomyto pursue their own environmental policies when it comes to GHG emissions.

While the federal government may choose to appeal the rulings or deploy other legal strategies, the new regulation will not take effect as FHWAhad planned.

The American Road & Transportation Builders Association (ARTBA) and Associated General Contractors (AGC) of America filed joint legal briefs Feb. 16 in both courts supporting 22 states challenging FHWAís imposition of a requirement that congressional leaders purposely excluded during negotiations leading to passage of the landmark 2021 Bipartisan Infrastructure Law.

In reaction to the court rulings, ARTBA President and CEO Dave Bauer said:

Linder Industrial Machinery Holds Open House at Its New

Florida-based Linder Industrial Machinery Co. recently held an open house at its Fayetteville, N.C., branch where the dealershipsellsitslineupofKomatsu,Kubotaandotherconstruction equipment.

Current and prospective customers visited the site just off Interstate 95 Business/U.S. Highway 301 to get a look at Linderís newoperationsontheeastsideofthecityandlearnmoreaboutthe companyís future plans for the site.

Also on hand was Linder President and Chief Executive Officer John Coughlin to meet and greet folks stopping in for the event. Whilethere,healsoansweredquestionsaboutLinderísnewexpansion efforts at the branch.

ìWe acquired this Fayetteville building in September 2023, a strictly Kubota sales location with Cumberland Tractors, but now we are in the process of building a brand-new shop to also support Kubota, Komatsu, our new lineup of Deutz-Fahr Tractors and all the product lines that Linder represents,î he said. ìThe buildings here are set up to deal with agriculture, construction, port solutions andwastehandlingandrecycling,sowehaveavastarrayofequipment designed for each of those industries.î

Linder plans to add another 12,000 sq. ft. of shop space and 5,000 sq. ft. of parts storage in Fayetteville later this year so that it can adequately serve the market with its range of products offerings.

ìThe branch will include four Komatsu bays; currently, it already has another eight Kubota bays in its shop,î said Coughlin. ìThe Komatsu bays will be 100-feet-wide by 80-feet-long and employastate-of-the-artwashingfacilityonthebackoftheservice area.

ìItisallaboutspeedóbeingabletogetthecustomerinandout quicker by the systems we are incorporating into this facility,î he said.

With other eastern North Carolina branches in Raleigh, Greenville and Wilmington, Linder sought out a location in Fayetteville based on the areaís logistics and the fact that it is a growing market, Coughlin added.

To complement its largely agricultural Kubota line of machines, Linder officially added Deutz-Fahr Tractors machines on April 1, 2024, to the Fayetteville branch, which promise to be popular among the regionís many farmers.

ìWe are here to serve the tobacco, soybean and corn farms in eastern North Carolina as well as those that raise chickens and hogs,î he said. ìThese types of operations are all on expansive acreage and, as a result, demand high horsepower tractors, which we are glad to be able to fulfill with Deutz-Fahr.

Coughlin described the tractors as large and powerful machines with up to 340 hp.

ìWearealsoveryexcitedtobepartofthiscommunity.Linderis agivingcompany,andwewanttocontributetocharitiesinthearea and become a supporter of Fort Liberty (formerly known as Fort Bragg), the growing major U.S. military base here in Fayetteville.î

The expansion project is due to break ground in September.

The upgrade to Linderís Fayetteville operations is the second such effort the company has orchestrated at one of itsTarheel State branches in the past several months.

Linder Industrial Machinery earlier this year unveiled a new facility in Greensboro, N.C., to service its customers in the Triad area of the state. 

Since 1964, the Lee family has been building and delivering products for the commercial asphalt industry.

ìOn the land side, crews have constructed many retaining walls to provide a wider footprint and are completing both median and shoulder widening throughout the corridor. Additionally, piles have been driven, and work is under way to widen the 23 bridges and overpasses that are part of the project.î

Hampton Roads Connector Partners (HRCP), a construction joint venture composed of Dragados, VINCI Construction, Flatiron Constructors and Dodin Campenon Bernard,isthedesign-buildprimecontractor.HDRandMott MacDonald serve as lead designers on the project, which will widen the current four-lane segments along almost 10 mi. of the I-64 corridor in Norfolk and Hampton, with new twin tunnels across the harbor.

The I-64 HRBT in southeast Virginia has long been considered one of the regionís most congested corridors. The expansion will reportedly increase capacity, ease major congestion and enhance travel time reliability.

According to Banas, bridge rehabilitation more than $75 million is actively under way, including substructure repairs, bearing replacement and coating system upgrades. Tunneling began in April 2023, and has been progressing steadily, with an anticipated completion of the first tunnel by spring 2024.

Coordinatingthehighwayconstructionproject,thelargest in the stateís history, is a daunting task. Banas said the multiyear undertaking requires a great deal of patience and experience.

ìLike any business, VDOT focuses on two key fundamentalstodelivertheprojectóourpeopleandourprocesses.Weareextremelyfortunatetohaveateamofdiversestaff coming from multiple backgrounds, countries and bringing their own very specific expertise. Given the breadth of the projectís scope of work, it requires subject matter experts of all kinds, including roadway builders, bridge erectors, staff experience in marine construction, traffic system specialists and tunnel constructors.

ìThe project has a unique advantage in that its sheer size

and breadth of work makes it a destination for talent and draws staff from across the state, country and world. Our processes to manage it are very similar to other projects; however, we multiply those efforts by multiple scopes of work and project areas. It has been broken down into eight areas that have a leadership structure that mirrors traditional projects. We use good fundamentals at each area to roll up and report to execute management as one large project.î

Although construction is steady, there have been delays. The contractual completion date remains November 2025; however, the contractor is more than a year behind schedule. Banas noted thatVDOTand the contractor are in communication on a regular basis and are actively collaborating to find ways to deliver the project as quickly and efficiently as possible.

A standout during construction is the more than 400-ft. long tunnel boring machine (TBM), known affectionately as ìMaryî ó a nod to Mary Jackson, one of NASAís ìHidden Figuresî ó chosen by middle schoolers as part of a contest. ìMarytheTBMandKatherine,theslurrytreatmentplant, are currently hard at work building the first of two tunnels. Mary has excavated nearly 4,000 ft., or roughly half, of the firstoftwonewtunnelsasofNovember2023.Katherinehas processed more than 200,000 cu. yds. of spoils excavated by Mary.î

Banas said both pieces of equipment are working extremely well mining earth, erecting rings and separating spoils from the slurry.

ìAsyoucanimagine,itísquiteanimpressiveconstruction project, and photos just canít quite convey the magnitude of thenewtunnel.Withtheboredtunnelapproach,theprogress on the new tunnel is not visible on the surface. Visitors are awestruck by the sheer size of everything related to the project,includingtheslurrytreatmentplantthatís2.5timeslarger than it needs to be for redundancies, the launch pit which is nearly as large as a football field in length and is roughly 75 feet deep, and of course the tunnel boring machine and tunnel which has an impressive 46-foot diameter.î

Headded,ìTheHRBTExpansionprojectistrulyanengineering marvel. Mary is the second largest TBM used in NorthAmericaandwillbebuildingonlythefourthvehicular road tunnels via TBM here in the United States. With the assistance of our local funding partner HRTAC, 92 percent

of this funding is coming from regional revenue that will positively impact the very people who have provided the funding to help construction of the project.To date, the project has logged more than nine million man hours, and weíre less than halfway complete.î  CEG

Wacker Neuson’s ST27 compact track loader is the smallest in the company’s line up of CTLs, but is an excellent pound-for-pound fighter in the compact medium frame size class.

Weighing in at only 7,350 lbs., this machine is easily towable and has a Rated Operating Capacity (ROC) of 1,890 pounds (@35 percent of tip).

Combine the ideal operating weight with a 74-hp Kohler KDI 2504 turbocharged engine, and the ST27 offers the best power-to-weight ratio in its class, according to the manufacturer.

The compact design, measuring 60-in. wide and under 80in. in height, makes it the perfect fit for working in tight spaces with low overhead clearance.

The design also maximizes the ROC of 1,890 lbs., while offering best-in-class reach at dump height of 36.5 in. This extra reach at max height means it is easier to dump material into the center of a dump box and keeps the loader farther away from the vehicle or trailer being loaded.

The vertical lift, ST27 offers a hinge pin height of 120 in. and dump height of 94.3 in.

Wacker Neuson’s ST27 features a two-speed standard travel drive that offers 9.1 miles per hour, resulting in faster cycle times. Enhancing the driving experience is a standard auto-shifting two-speed drive system, which can be active or disabled based on the application. It automatically senses the operators need to shift.

The auto feature engages in and out of the two speeds based on joystick input and eliminates the need for the operator to make manual shifts.

Operator comfort and visibility are at the forefront of all of Wacker Neuson’s product designs. The vertical loader arm linkage is designed to maximize visibility to the rear. The shape of the rear linkage aligns with the cab posts in the operator’s line of site in order to minimize visual obstructions, creating a better view to the rear.Additionally, the dedicated track frame design allows for a lower profile loader arm orientation, vastly improving side visibility, the manufacturer said.

The spacious cab offers all day comfort that includes a 5.7in. color display and controls to meet the operator’s preferences. The selectable EH joystick controls allow the operator to toggle between ISO and H-Pattern via a switch in the cab, and the large display makes it easy to adjust the joystick sensitivity and machine response settings for a fully customizable operating experience.

From switch location and layout, to an angled foot rest in the floor board, and the ergonomically located handles, joysticks and armrests, the cab is specifically designed to reduce operator fatigue. Even entering and exiting the machine is easier with a wide door and step and well placed grab handles.

The ST27 comes with Wacker Neuson’s industry-leading service accessibility. The cab fully tips forward with the loader arms down, providing complete access to all maintenance components. The machine is engineered to be userfriendly with a simple, open design and efficient layout that requires less time on daily service checks and more time on the job.

Manitou introduced an all-new compact track loader the new 1950 RT.

The 1950 RT delivers an extremely compact footprint at 74 hp with increased operating capacities ó including a rated operating capacity of 1,950 lbs. and high-flow auxiliaryhydraulicsthatmakethemachinecompatiblewitheven more highpower attachments.

JCB Lands $39M Contract With USMC for Teleskids

JCB has been awarded a contract to supply up to 206 of its industry-exclusive telescopic compact track loaders, the 3TS8T teleskid, to the United States Marine Corps.

Competing against other top OEMs, JCB secured the bid for the Marine Corpís multiterrain loader (MTL) replacement program. The JCB teleskid will become the future MTL for the USMC. The initial delivery order is for $19 million, and JCB projects firstdeliverytotheMarineCorpspriortothe end of the year.

The teleskid features a telescoping boom with a hinge pin height of 13 ft. 3 in., more than 2 ft. higher than most conventional skid steers. The loader has a rated operating capacity of up to 3,700 lb. and a travel speed of 7.8 mph. Compared to a conventional skid steer or compact track loader, the teleskid offers side-door entry which increases visibility and enhances safety by providing a quick and obstacle-free exit rather than forcing the operator to enter and exitoverthefrontofthemachineandattachment, the manufacturer said.

The new construction-grade loader features a torsion axle suspended undercarriage withapivotlinksystemattherearaxle.This linkage technology uses a spring load to reduce oscillation and stabilize the machine, helping to improve material retention and ride quality. Additionally, the TL100VS includes large line sizes, hydraulic coolers and direct-drive pumps, transferring more flow and pressure directly to the attachment and reducing power loss.

The TL100VS improves operator experiencewithpremium360-degreevisibilityand a 7-in. color display for improved convenience on the job site. Operators can work longer days in comfort with a standard suspended seat and maximize safety with a removable roof hatch escape.

Efficiency

The TL100VS includes several optional efficiency-enhancingfeaturestoimprovethe operatorexperienceandoverallproductivity. These include a load sensing system, work tool positioner, return-to-position technology, self-leveling, ride control and auto 2speed capabilities. These intuitive features

helpimproveproductivityonthejobsiteand level out the learning curve for new operators to expedite the training process.

The TL100VSí load-sensing system offersbothimprovedefficiencyandfuelsavings. The system regulates the 41-pgm hydraulic pump, so it only produces whatís necessary to complete the work rather than using maximum flow all the time.

The work tool positioner allows operators to create a preset for the angle of the attachment based on the task at hand, allowing return to position at the push of a button. Similarly, return-to-position technology complements the work tool positioner by allowing operators to set a designated height fortheloaderarms.Theworktoolpositioner and return-to-position features can be paired together or used independently to adjust to the needs of the job site.

Operators can move material more quickly with less loss with the TL100VS self-lev-

toshiftautomaticallybetweenlowandhighspeed modes. This creates a more seamless transition between the two modes, providing operatorsimprovedcontrolwhileworkingin tight places, grading or in other applications thatrequirefinitecontrol,aswellasallowing a faster increase in speed while traveling longer distances such as between work areas.

Technology

The TL100VS incorporates Yanmarís optional SmartAssist telematics from the companyís mini excavator line. Features rangefromerrordetectionandnotificationto real-time operational status updates and daily work reports. SmartAssist also includesintegratedtheftprotection,allowing the machineís owner to set a range from a specific location and trigger an alert if that range is exceeded.

The compact track loader also will include a new remote-control option. The feature is available as a factory or fieldinstall option and allows operators to control the loader from a distance with a harnessmounted control box. The new feature improves operator safety in potentially dangerous situations such as on steep slopes. It also increases operator independence when they may benefit from a larger view of the job site during operation or the ability to complete tasks outside of the loader without needing to get in and out of the cab.

Past Span Repairs Offer Insight Into Key Bridge Timeline

Fern Hollow Bridge, Pittsburgh, 2022

On Jan. 28, 2022, the 49-year-old Fern Hollow Bridge collapsed, injuring 10 people. Under the deck, a 16-in. natural gas pipeline was severed.

Local residents were evacuated after reports of a massive gas leak. Officials shut down gas lines in the area within a half hour of the collapse.

Contracts for a replacement bridge were awarded without bid because of the emergency declaration.

Building a new rigid K-frame bridge was not practical because of steel lead times of more than 18 months.

Construction of a three-span continuous composite prestressed concrete I-beam bridge was to start in late April 2022, in sections. Design changes to match the aesthetic of nearby Frick Park and the adjacent neighborhoods pushed the start back to May 9, 2022.

The replacement bridge was structurally complete by December 2022. It opened to traffic on Dec. 21, 2022, with a single lane in each direction.

Work continued into spring 2023 to complete the full bridge design. The structure officially reopened on July 7, 2023.

I-35W Mississippi River Bridge, Minneapolis, 2007

OnAug.1, 2007, during rush hour, the central span of the I35W Mississippi River Bridge suddenly gave way, followed by its adjoining spans.

The structure and deck collapsed into the river and onto the riverbanks below.The south section topped 81 ft.; northern sections fell into a rail yard.

It was decided that replacement of the collapsed bridge would cross at the same location as the original. Due to the highwayís function as a vital commuter and trucking link, the span was constructed on an accelerated schedule

MnDOT announced on Sept. 19, 2007, that Flatiron Constructors and Manson Construction Co. would build the replacement bridge.

The new I-35W Saint Anthony Falls Bridge was opened to the public on Sept. 18, 2008.

The design-build project delivery method was utilized on this project, resulting in the bridgeís opening three months ahead of schedule.

I-10 Twin Span Bridge, New Orleans, 2005

AfterHurricaneKatrinaonAug.29,2005,theTwinSpans were damaged extensively when the rising storm surge pulled bridge segments off their piers.

The eastbound span was missing 38 segments; another 170weremisaligned,whilethewestboundspanwasmissing 26 segments; 265 were misaligned.

ThedamagetotheTwinSpansandtoU.S.Route90tothe east left only one route into New Orleans from the east.

The Louisiana Department of Transportation & Development (DOTD) accepted a bid on Sept. 9, 2005, to reconstruct the bridges.

The reconstruction project started with the less damaged westbound span. Phase 1 was to reestablish two-way traffic on the eastbound span within 45 days. Scavenged bridge segments from the westbound span were used to fill in the gaps in the eastbound span.

On Oct. 10, 2005, the east span was reopened to traffic

with one lane in each direction. The 43-day contract was completed 15 days ahead of schedule.

Phase 2 of the project, concurrent with Phase 1, involved repairstothewestboundspan.Prefabsteelbridgespanswere used in two areas. The steel spans replaced both destroyed segments and those segments used on the eastbound span.

The west span reopened on Jan. 6, 2006, returning four lanes of traffic to flow once again.

The prefabricated steel segments required both a 45-mileper-hour speed limit and weight restrictions on the westbound span. Additionally, the span was closed periodically for maintenance work, which was covered by Phase 3 of the original contract.

Following the Katrina damage, it was decided the old Twin Spans were too vulnerable to storm surge.

The long-term solution was two new taller spans. Ground broke on July 13, 2006, to build two new bridges 300 ft. east of the old spans.

This project constructed two three-lane bridges 30 ft. above the surface of Lake Pontchartrain, with an 80-ft. high rise.

I-40 Bridge, Webber Falls, Oklahoma, 2002

TheI-40bridgecollapseinWebbersFalls,Okla.,occurred

onMay26,2002,whenbargesontheArkansasRivercollided with a pier supporting the bridge.

The failure of the supports that resulted from the collision caused a section of the bridge to collapse.

An estimated 20,000 vehicles per day were rerouted for approximately two months while crews rebuilt the bridge. Traffic resumed July 29, 2002.

The fact that it required just two months from disaster to reopening set a new national record for a project of this scope, normally approximately six months.

Queen Isabella Memorial Bridge, Port Isabel, Texas, 2001

On Sept. 15, 2001, four loaded barges crashed into one of the Queen Isabella Causeway bridgeís support columns.

The collision caused two 80-ft. spans to fall into the river, leavinga160-ft.gapintheroadwaynearthehighestpointof the causeway.

Because the causeway is the only road connecting the islandtothemainland,theimpactoftheaccidentwassignificant.Thebridgealsocarriedelectricitylinesandfreshwater to the island. State officials brought in ferries to temporarily carry cars across the Laguna Madre.

In addition to the three toppled bridge sections, two adjacent also were replaced because of structural damage.

The causeway was reopened on Nov. 21, 2001, with several safety features added to the structure. The support columnswerereinforced,anda$900,000fiberopticcollapse warning system was installed.

Sunshine Skyway Bridge, Tampa, 1980

Thesouthboundspanoftheoriginalbridgewasdestroyed on May 9, 1980, when the 606-ft. freighter MV Summit Venturecollidedwithasupportcolumn.Thistookplaceduring a sudden squall, causing the catastrophic failure of more than 1,200 ft. of the span.

Themainsupportpiernearesttothechannelwithstoodthe strike with only minor damage. However, a secondary supportpierjusttothesouthwasnotdesignedtowithstandsuch an impact and failed catastrophically.

This failure resulted in the entire center of the southbound span collapsing at 7:38 a.m.

While the state considered replacement proposals, the undamaged northbound span was converted back to a twolane, two-way bridge.

Francis Scott Key Bridge Replacement May Takes Years

Ideas for the new structure included construction of a tunnel, deemed impractical, and a simple reconstruction of the broken section of the old bridge.

That, however, would not widen the narrow shipping lane. Gov. Bob Graham’s idea to build a “signature” cable-stayed bridge won out.

The design featured a span that would be 50 percent wider than that of the old Skyway Bridge. The channel would be marked by a 1⁄4 mi.-long series of large concrete barriers. Support piers would be protected by massive concrete “dolphins.”

Construction began in January 1983 with the pounding of pilings for the foundation, and work on the main piers began the following September.

After delays, an opening ceremony was planned for April 30, 1987. The day before, though, the new bridge’s protective bumpers were hit head-on.

The bumpers sustained minor damage and the bridge was unaffected by the impact of the 74-ft. shrimp boat. Opening ceremonies proceeded as scheduled.

Tacoma Narrows Bridge, Tacoma, Washington, 1940

The 1940 Tacoma Narrows Bridge opened to

traffic on July 1, 1940, and dramatically collapsed into Puget Sound on Nov. 7 of the same year.

Construction began in September 1938, and from the time the deck was built, it began to move vertically in windy conditions. The motion continued after the bridge opened to the public, despite several damping measures.

The bridge’s main span collapsed in 40-mi.per-hour winds on the morning of Nov. 7, 1940. The deck oscillated in an alternating twisting motion, which gradually increased in amplitude until the deck tore apart.

Efforts to replace the bridge were delayed by World War II. In 1950, a new Tacoma Narrows Bridge opened in the same location.

The new structure used the original bridge’s tower pedestals and cable anchorages.

The portion of the bridge that fell into the water was transformed into an artificial reef. The replacement bridge was opened to traffic on Oct. 14, 1950, and is 5,979 ft. long, 40 ft. longer than the original.

The new span also has more lanes than the original bridge, which only had two traffic lanes, plus shoulders on both sides.

Half a century later, a second, parallel, suspension bridge was constructed to carry eastbound traffic. The new parallel bridge opened to traffic in July 2007.  CEG

Deanco Auction held its first Spring 2024 auction March 27 and 28, 2024, at its Philadelphia, Miss., facility.

Bigs crowds turned out on both days for two rings of bidding on a solid lineup of trucks, construction equipment, tractors, attachments, miscellaneous items and much more.

Safety Perception Survey

The Caterpillar Safety Services SafetyPerceptionSurveyanalyzes an organizationís safety culture. Building on 35 years of research and study, the new Safety Perception Survey updates language and modern concepts of safety culture excellence, adding questions related to psychological safety and human and organizational performance.

The new surveyís reports are streamlined with more modern visualization of the data. They

measure five safety activities ó hazard identification, event learning, inspections, near miss and safety meetings ó and address 11 cultural indicators, including caring climate, employee involvement, feedback, management credibility, training effectiveness and risk reduction. Importantly, they also show how safety is perceived differently among employees, supervisors and managers.

Human,PerformanceOrganizational

Human and organizational performance is a framework concept for talking about safety and creating a resilient safety culture. Itís a mindset that allows organizations to build more error-tolerant systems by teaching leaders that expecting perfection from workers, processes or procedures is not realistic.

Traditional methods of managing safety systems center around designing policies, standard work andprocessesassumingworkhappens in a straight line.

Management sets the expecta-

tions, tells workers what to do and the workers do it the same way, every day.

This method, however, does not account for organizational factors thatcandisruptthesystem,suchas employees not having the right tools for the job and adapting or making tradeoffs because they are still required to meet production targets. Nor does it account for the individual factors that impact a workerís awareness, or lapses in attentionduetoeventsinhisorher personal life, such as a family emergency.

When workers deviate from the safety plan or make mistakes under the traditional model, they may be scrutinized or punished to attempt to improve safety, but this can have the opposite effect and lead to a weaker safety culture.

Using human and organizational performance principles, Caterpillar Safety Services applies a new understanding of human behavior to safety. Leaders create an environment where employees feel empowered to speak up to share their ideas, struggles and

mistakes. The organization learns to improve its safety system continuously. Through recognition of workersí positive contributions, they want to be more involved, resulting in a more engaged and proactive safety culture with improvements in morale, retention, efficiency and profitability.
