Marco Island, located in Collier County, Fla., measures 24 sq. mi. (62.4 sq km) and is the largest Barrier Island within Florida’s Ten Thousand Islands, which are located near the southern end of Florida on the Gulf Coast and extend from Marco Island to Cape Sable. The island’s only bridge connecting it to the mainland is the Judge S.S. Jolley Bridge on SR 951, which can take drivers to Naples, U.S. 41 or I-75. A new span next to the present bridge is currently under construction. The present bridge will stay put while workers build a parallel span that will help improve the route’s capacity to and from the island. FIGG/Johnson Bros. is the design/build team on this project, and Eisman & Russo is the consultant doing engineering and inspection (CEI) for the Florida Department of Transportation’s (FDOT) District One. The cost of the project is $25.5 million and the CEI cost is $2.4 million. The bridge construction is being funded through the $787 billion American Recovery and Reinvestment Act of 2009

N.C. Approves $136M Project to Replace 55-Year-Old I-85 Bridge SALISBURY, N.C. (AP) North Carolina transportation officials have approved a $136 million project to replace a 55-year-old bridge on one of the most congested areas of Interstate 85. State officials said work should begin in October to replace the four-lane bridge over the Yadkin River near Salisbury with an eight-lane bridge. The project also will expand about 3 mi. (4.8

km) of I-85 south of the bridge to eight lanes and replace a nearby bridge that takes U.S. 29/70 over the river. The stretch of I-85 carries about 60,000 vehicles a day between Charlotte and Greensboro through the narrow stretch that includes a curve near the Yadkin River crossing. Construction firm Flatiron-Lane hopes to finish the project by January 2013.

T

he National Asphalt Pavement Association held a “Paving Smarter with Asphalt” conference May 4 and 5 in Austin, Texas. During the past 27 years, Jay Eubanks has built a successful Mobile, Ala., tree service business. In the last five years, he’s added some machines that have helped him become even more successful. “Our three Bobcat A300 all-wheel steer loaders have made a difference,” said the owner of Jay Eubanks Tree Service. “They are more versatile and maneuverable than the knuckleboom trucks we previously used. Now we can get in and out of limited access areas to remove debris without any problems — and do it faster. Kioti Tractor, a division of Daedong Industrial Company Ltd, appointed Thomas “Tom” White as territory manager of Florida, Alabama and Georgia. The appointment is effective immediately. White brings with him more than 20 years of business experience. Before joining Kioti, and most recently, White was southeastern district sales of Komatsu Utility Division. Prior to that, he was a sales representative of Bobcat in Orlando, Fla., and an east coast sales manager of Case Corporation which, was formerly Bor-Mor. White will be responsible for helping Kioti Tractor dealerships in the southeastern U.S. grow their businesses. While his primary function will be to assist Kioti in building their name and market share in this terri-

tory, he also will be instrumental in ensuring that all Kioti tractor and UTV customers gain the most out their machines. White will ensure that any necessary warranty work is resolved quickly and efficiently so that end users can get back to work in a timely fashion. WASHINGTON (AP) Home sales surpassed expectations for April as government incentives provided a temporary boost to the housing market. The National Association of Realtors said sales of previously owned homes rose 7.6 percent to a seasonally adjusted annual rate of 5.77 million. That was the best showing in five months and better than the 5.63 million units economists had expected. The federal government provided a big boost to home sales this spring by offering first-time buyers a tax credit of 10 percent of the purchase price, up to $8,000. There’s also a credit of 10 percent, up to a maximum of $6,500, for homeowners who want to upgrade.

The deadline to get a signed sales contract and still qualify for either credit was April 30. Buyers have until the end of June to complete their sales. The tax credit’s impact is likely to show up in the home sales report for several months because it measures completed sales rather than sales contracts. But the fate of the housing market for the rest of the year is uncertain. Without the tax credit, mortgage applications to purchase homes fell to the lowest level in 13 years last week, according to the Mortgage Bankers Association. If sales don’t pick up, prices could slump as well, especially as more foreclosed homes hit the market. Real estate agents said there is enough demand to keep the market

chugging. Prices have fallen dramatically since the boom years — as much as 50 percent in some places. “The tax credit was a nice incentive. Maybe it pushed people off the fence, but also the key driver of their thinking is affordability,” said Dominick Prevete, regional vice president for the northern New Jersey market at Weichert Realtors. The first-time buyer’s credit spurred far more sales than the one for current homeowners, real estate agents said. That’s partly because many homeowners have seen the value of their properties sink dramatically and are reluctant to sell. Also, a shaky economy and uncertain job prospects are making many consumers more cautious about moving to larger homes.

Deere & Co. said May 19 that its second-quarter profit jumped 16 percent as sales of farm and construction equipment improved, so the maker of iconic green and yellow machinery raised its outlook for the second time this year. The Moline, Ill.-based company said it generated $547.5 million in net income, or $1.28 per share, in the quarter that ended April 30. That’s up from net income of $472.3 million, or $1.11 per share, a year earlier. Excluding a charge related to health care legislation, profit was $1.58 per share.

Deere’s revenue grew 6 percent to $7.13 billion, from $6.75 billion, in the same period last year. Part of that increase came from price increases and favorable currency exchange rates, but sales of large tractors and combines have improved and construction equipment sales are starting to rebound from historic lows as the economy recovers. The results topped analysts expectations of $1.09 per share on $6.6 billion revenue. Deere increased its annual outlook. The company now expects total sales to grow 11 percent to 13 percent and net income to reach $1.6 billion. Last fall, Deere officials predicted a $900 million profit for fiscal 2010, and in March, the company predicted a $1.3 billion annual profit. “John Deere is exceptionally well-positioned to help meet the world’s increasing need for farm commodities and other renewable resources as well as for shelter and infrastructure,� Deere’s Chairman and CEO Samuel Allen said. Deere is predicting that agriculture equipment sales this year will soar 25 percent in South America because of strength in Brazil and Argentina. Sales in the United States and Canada are expected to grow 5 to 10 percent in 2010. The company said those increases will offset weakness in western Europe where agriculture equipment sales are expected to fall 10 to 15 percent in 2010. Deere said it expects its sales of construction equipment to jump 30 percent worldwide in 2010.

Project Promises Better Traffic Flow, Shorter Trip Times SPAN from page 1

(ARRA), commonly referred to as the Stimulus package. The Act is largely funding infrastructure development and enhancement including construction and repair of roads and bridges. According to FDOT, more than 100 ARRA projects are planned for District One, and all of them are located in economically distressed counties. Design work on the project began Sept. 21, 2009, and construction began in January 2010. The completion of the project is anticipated by the end of 2011. The project consists of building a new two-lane bridge next to the existing Jolley Bridge, with the end result being a total of four lanes over Big Marco Pass connecting Marco Island to U.S. 41 and other routes. The new span will carry southbound traffic while the existing span carries northbound traffic. According to Debbie Tower, public information director of FDOT, “both spans will be 1,600 feet long each.” Furthermore, the marine channel vertical clearance for both spans will be 55 ft. (17 m) above Mean Water High. The contractor will build the new bridge 20 ft. (6 m) west of the existing bridge. It will have two 12-ft. (3.7 m) travel lanes with a 10-ft. (3 m) outside shoulder, a 6-ft. (1.8 m) inside shoulder and an 8-ft. (2.4 m) sidewalk on the west side. The contract also includes lighting, a water retention feature and pedestrian access to both spans. In addition, “modification to the median will allow better vehicular access to recreational areas,” stated Tower. On May 17, a change in the aes-

thetic design of the project was voted on by Marco Island’s City Council. This change to the design consisted of replacing the concrete walls with a grassy slope on the approach and replacing the concrete pedestrian walls/railings on the bridge to include shorter solid concrete walls and additional railings. These changes “reduced costs by about $120,000,” according to

Tower. “This cost difference funds the change to traffic and pedestrian walls/railings that open up the view from the new southbound bridge.” Numerous cranes are on the job site for construction of the bridge; one came from New Orleans on a barge. Pile driving equipment is on-site as well. After being cast at a

concrete plant, the piles will be delivered to the job site where workers will drive permanent piles into the land side of the project. Workers also will drill shafts into the bay bottom then concrete will be poured into the shafts, which will then be used as waterside piles. done on site; concrete will be poured into the forms for the footings, columns and caps. Beams for the bridges will be hauled via truck to the project site where they will be placed on top of the caps. Next, the bridge deck will be formed and poured in place on top of the beams. Work began in January with relocation of utilities followed by demolition and removal of the fishing pier. Median work has started and barges and cranes are docked next to the bridge and are ready for construction. The rest of the construction schedule will first consist of building the two northbound lanes to the existing bridge, which will be followed by a temporary shift to these lanes with one lane in each direction. Then, once the new span is built, all traffic will shift to the new bridge structure while the old bridge is resurfaced. The City of Marco Island also plans road improvements that will probably occur once the bridge work is finished. FDOT maintains that during construction there will always be one northbound and one southbound lane open. Presently, four lanes lead up to the existing Jolley Bridge and merge into two lanes causing backups during peak travel hours. As a result of the new span, traffic congestion will be minimized and drivers will experience a shorter trip time. Moreover, the new span will allow for more efficient emergency evacuations off of the Island. Despite the down economy last year, The Rental Show 2009 in Atlanta increased its ranking on two annual lists of the largest U.S. trade shows. On the Trade Show Executive Gold 100, The Rental Show was No. 52. This is the third year for the Gold 100 rankings, which are based on net square feet of paid exhibit space. The Rental Show was No. 61 on the 2007 list and No. 60 for 2008. The Rental Show was No. 57 on the Tradeshow Week 200, marking its fourth consecutive year in the top 65. These rankings are the culmination of a yearlong process of compiling and analyzing data on trade shows in the United States and Canada by Tradeshow Week magazine. The rankings are based on total net square feet of paid exhibit space, total number of contracted exhibitors and total professional attendance. The Rental Show steadily increased its rank-

ing each year from 2003 to 2007, moving from No. 81 up to No. 61, before slipping to No. 64 for 2008. Tradeshow Week’s research proves that 2009 was a tough year overall for the trade show industry. With decreases in attendance, number of exhibitors and net square feet of exhibit space, The Rental Show was on pace with the trade show industry as a whole. Seventy-six percent of all shows had a decrease in attendance, according to Tradeshow Week, while 79 percent had a decrease in the number of exhibiting companies and 78 percent of shows had a decrease in exhibit space for 2009. Volvo Penta Industrial Engines East Releases Video of — Ready for 2011 and Beyond Hybrid Trailer Concept The coming 2011 exhaust emission legislation for off-road engines in the United States and Europe can present major challenges to operators and OEMs. At Bauma Volvo Penta launched a range of four base engines with no less than 16 power options from 174 to 695 hp (129 to 515 kW). The engine manufacturers have two technology choices to meet the demands of Stage 3B in Europe and Tier IVi in the United States, both to be introduced Jan. 1, 2011. These are SCR (selective catalytic reduction) or EGR (exhaust gas re-circulation) combined with DPF (diesel particulate filter). “For the Volvo Penta range, we have chosen SCR”, said Darren Tasker, project director at Volvo Penta. “We feel that the advantages of the compact installation this solution offers is very important for our customers, since this means they do not have to change their designs to fit the engine. The fact that SCR also leads to better operating economy through lower fuel cost and minimal maintenance only makes it better.” Volvo SCR emission systems are already in high volume applications across the Volvo Group ever since its introduction in 2006. Today there are thousands of trucks, buses and other vehicles running successfully with the system, according to the manufacturer. Lower Fuel Consumption, Reduced On-Site Maintenance SCR combines increased power and improved fuel consumption by 5 to 10 percent compared with today’s engines. SCR converts the exhaust NOx into nitrogen gas and water vapor, before releasing them harmlessly through a catalytic converter. The system does this by automatically adding up to 5 percent UREA, (ADBlue) to the exhaust gases and then passing this through a catalytic converter. As SCR eliminates the need for particulate filters,

this also avoids the need to regenerate the filter while in operation and the necessity to disturb operations to remove soot build up. Regeneration at very high temperatures can be hazardous in temperature sensitive environments, according to the manufacturer. Easier Installation For equipment builders, speed of installation and required installed space are both major considerations. Because the Volvo SCR system only requires the same size radiator as today, avoiding the demands of finding the space for a substantially increased size cooling package. Crushing, Screening & Recycling Section Anaconda Tracked Conveyors Help Keep Costs Down Today, when the cost that an aggregate producer or recycler can demand for his materials is not going up, controlling production costs are more important than ever before and one of the biggest costs incurred is labor and earthmoving equipment. Anaconda Conveyors USA is promoting portable tracked conveyors for the aggregate, recycling, demolition and material handling industries from the manufacturer, Anaconda Equipment, headquartered in Ireland. According to Gordon Terry, general manager of Anaconda USA, based in Natick, Mass., “We have a great deal of confidence in the product that we are selling from Anaconda Equipment and their ability to support the product. Even though they are relatively new to manufacturing tracked conveyors, they have a long history and stellar reputation in the manufacturing of traditional conveyors and equipment for OEM’s in the material handling industry.” The idea of putting tracks on aggregate and material processing equipment is by no means a new one. Portable tracked jaw crushers first started to appear in the U.S. market in the early 1990s. “The concept of putting a crusher on tracks and bringing the crusher to the material to be crushed versus using loaders and trucks to bring the material to the crusher caught on fast. The savings in fuel consumption, operating costs, and ease of setup translated to significant savings to the owner, and the idea spread like wildfire. Soon to follow was the addition of portable tracked screening plants, and later on, portable tracked cone crushers. The end result was an entire crushing and screening spread that was totally portable and required only one operator, with the exception being stock piling the materials,” Terry said. The onboard conveyors on crushing and screening equipment typically do not allow for large stockpiling capacities. Therefore, an equipment operator with a rubber-tired loader or a wheeled conveyor is necessary to complete the process where stockpiling is necessary. The only alternative to moving the materials with a wheel loader was setting up a conventional conveyor system to stock-

pile. But a conventional conveyor system is not self-propelled — nor is it easily transported by a single individual using no heavy equipment. Also, most mobile equipment is far more productive than its predecessor; therefore many conveyors cannot handle the extra capacity. The solution was the Anaconda tracked conveying system, according to Terry. With the addition of the Anaconda tracked conveyor system producers are able to keep their operations down to one person and needs only one loader or excavator to feed the crusher or screener. Additionally, when moving the spread, the Anaconda conveyor has a set up time of about five minutes versus the hour or more involved in moving traditional conveying systems. “Custom crushing and recycling contractors and demolition contractors, who at

times find themselves working in areas with a very small footprint now have the option of adding a completely portable tracked conveyor to their crushing spread, which will allow them to stockpile in scenarios where it has not been possible previously. The tracked conveyors are not only extremely portable, but they allow you to work in tight areas and the track system makes the conveyor far more stable. The track system also enables more effective operations where ground conditions are poor. When working in extremely tight areas Anaconda also offers a hydraulic folding model, which extends out to as much as 60 feet and plan to launch a 75 foot model in the near future” Terry said. ALDOT Awaiting Community Input for I-280 Toll Plan COLUMBIANA, Ala. (AP) Alabama Department of Transportation officials said plans for a toll road along U.S. 280 are on hold until communities make it plain how they feel about the project. Engineer Brian Davis told elected leaders and business people in Shelby County on May 5 that several communities have passed resolutions urging ALDOT to keep working on plans to improve 280 without being specific. He said the city of Homewood is against the plan the department has proposed. Davis said with the $800 million price tag, officials in Montgomery want to know what kind of support there is before giving a go-ahead. Birmingham officials said they’d like to see an alternative to the plan for toll roads and an elevated highway from I-459 in Jefferson County to Eagle Point in Shelby County.

Construction Crew Finds Old Machine Gun in Ala. Creek FLORENCE, Ala. (AP) A contractor working on a bridge project in Lauderdale County came across an unusual find in a creek — an old machine gun. Paul Haralson, owner of Shotcrete of America, said he and his crew were cleaning out debris when a bucket scooped up the weapon. Haralson said what he’d found was a Browning M1919 air-cooled machine gun. The weapon was developed at the end of World War I and was used in World War II and the Korean and Vietnam wars. Haralson drove to the sheriff’s department and turned the weapon over to Sheriff Ronnie Willis. Willis said his office has been in touch with federal agents about the weapon. He said no one has any idea how it wound up in the creek.

Ground Zero Storm Shelters Assists on Extreme Home Makeover in Okla. Oklahoma is well known for snowstorms, torrential rains, dust storms and, especially, tornados. A tornado is what prompted Extreme Home Makeover to help the Skaggs family, who live in Slaughterville, Okla. They lost their home and all of their belongings in a tornado. When the people at Extreme Home Makeover considered featuring the rebuild of the Skaggs’s home on the show, they tried to think of everything that the new house would need, with a special focus on protection against the severe Oklahoma weather. They approached Ground Zero Shelters of Perry, Okla. The owner of the company, Richard Crow, had suffered damage to his own home during an unprecedented tornado event that took place from May 3 to May 6, 1999. The rarely encountered F5 level tornado raged though Perry, Okla., and then rampaged through Kansas, Arkansas and Tennessee. By the time the storm ended, 50 people had been killed, more than 7,000 homes had been damaged and more than 2,000 homes had been completely destroyed. It was shortly after the Crows’ own experience with a devastating tornado that they established Ground Zero Storm Shelters, Oklahoma City, to protect other families in the future. The Ground Zero team has developed one of the most innovative shelters manufactured in the industry. There are two models that can accommodate six to 12 people and are typically installed underground in a garage or as an above ground safe room. Custom units are available to fit individual needs and have been impact tested by Texas Tech Wind and Science Institute and exceed FEMA requirements. Crow was enthusiastic about working on Extreme Home Makeover. “About eight weeks before the project was to begin, Extreme Home Makeover approached us and asked us to be a partner in the project. We talked it over and decided it was something we wanted to do; to be able to give back to someone who needed help protecting their family from tornadoes,” Crow said. Once the construction of the home began, the real challenge came to Ground Zero. Normally it takes a few hours to dig and install a typical shelter. On Extreme Home Makeover, the crew was asked to deliver, dig the hole, install the shelter, surround the shelter with ready mix concrete and clean up in only one hour. Rising to the challenge, the crew finished the work in just 58 minutes, using their “go-to piece of equipment,” the Ditch Witch MX202 mini-excavator, purchased from Ditch Witch of Oklahoma. “We were able to install the storm shelter in less than the allotted time due to the MX202’s simple operation, access to tight spaces like a garage, maneuverability and versatility,” stated Crow. Ground Zero uses a MX202 to install all of its storm shelters. With a total of 28 families now involved in the business, Ground Zero has the capacity to install shelters in eleven states: Oklahoma, Kansas, Texas, Mississippi, Alabama, Georgia, Arkansas, Missouri, Louisiana, Florida, and Tennessee.

Ground Zero used the MX202 to install shelters due to its “simple operation, access to tight spaces like a garage, maneuverability and versatility,” stated owner and founder Richard Crow.

The new Caterpillar center-lock pin-grabber coupler for Cat hydraulic excavator models 311 through 385 uses an over-center locking mechanism and two hydraulic locking features to ensure positive work-tool attachment. The new over-center locking technology promotes job site safety and allows operators to quickly, simply and confidently engage and disengage work tools regardless of boom and stick position. The center-lock coupler accommodates the same range of Cat work tools as previous pingrabber couplers, as well as a broad range of other brands of buckets and tools. When the operator uses an in-cab switch to engage the center-lock coupler with a work tool, the coupler’s robust cylinder extends to close the primary hook around the tool’s rear pin. As the cylinder rod continues to close around the rear pin, the cylinder housing adjusts its position and forces a combination of three attached parts — center-lock rocker, connector link and secondary lock — to snap into an over-center position (much like closing the handles of locking pliers). This action forces the secondary lock to grip the forward pin. Once the coupler locks, the mechanical principles involved in its over-center locking technology ensure that any working forces applied to the pins will serve only to increase the coupler’s grip. Constant hydraulic force exerted by the cylinder and the action of a counterbalance valve provide additional

locking forces, supplementing that of the mechanical lock. The center-lock coupler remains positively closed until the operator takes the deliberate actions of activating the in-cab switch and extending the bucket cylinder. For the operator’s convenience and for job site safety, the secondary lock is distinctly visible from the cab and provides an unmistakable indicator of the coupler’s status — whether locked or unlocked. Because the new center-lock coupler eliminates the blocking bar and spring pack required with conventional pin-grabber designs, the operator no longer needs to completely curl the boom and stick (thus inverting the coupler) when engaging a work tool. The center-lock design requires only that the bucket cylinder be extended to activate locking and unlocking functions, and this action is independent of boom and stick position. The resulting advantage is that the operator can engage and disengage tools with the boom and stick at full extension, a valuable feature when changing tools in lowoverhead situations, such as near power lines. Maintaining the new center-lock coupler requires only daily greasing, and to promote trouble-free operation, a new jumper-line routing helps avoid pinching or snagging on job site hazards. New Rules Offer Conservative Way to Monitor Pressure CEMENT from page 1

badly mixed or poorly placed against well walls — is so prevalent at offshore wells. An AP review of federal accident and incident reports on offshore wells shows that the cementing process has been implicated at least 34 times since 1978. Many of the reports, available from the U.S. Minerals Management Service that regulates offshore wells, identify the cause simply as “poor cement job.” In a November 2005 accident where the Deepwater Horizon was positioned above another well in the Gulf, faulty cement work allowed wall-supporting steel casing to come apart. Almost 15,000 gal. (56,800 L) of drilling fluid spilled into the Gulf. Just a week later in a nearby well at another platform, cement improperly seeped through drilling fluid. As a result of an additive meant to quicken setting time, the cement then failed to block a gas influx into the well. When the crew finally replaced heavy drilling fluid with lighter seawater, as they also did in April before the blowout at Deepwater Horizon, the well flowed out of control and much of the crew had to be evacuated. Cementing was identified by federal investigators as a cause of an August 2007 blowout, also off Louisiana. They said, “The cement quality is very poor, showing what looks like large areas of no cement.” Reports by MMS, a branch of the Interior Department, also provide evidence of the role bad cement work has played in accidents. One study named cementing as a factor in 18 of 39 well blowouts at Gulf rigs from 1992 to 2006. Another attributed five of nine out-of-control wells in the year 2000 to cementing problems. Cementing in the oil rig business is a sensitive, involved process. Well cement constitutes an essential barrier that is difficult to install and control, said Gene Beck, a petroleum engineer at Texas A&M University at College Station, Texas. Deepwater wells pose special challenges: severe pressures and temperatures, as well as the need for specialized equipment and lots of cement. The wellhead of the

Deepwater Horizon operation sat on the ocean floor, nearly a mile (1.6 km) from the surface. The drill hole itself went another 13,000 ft. (3,960 m) into rock. All cement begins as a slurry with cement flakes and water. Contractors then add ingredients to make the cement set at the right time and to keep out gas and oil. There are three major U.S. cementing companies: Halliburton, Schlumberger and BJ Services. Cementing is typically performed by such rig contractors as part of a broad range of drilling services that they supply. Halliburton, which had the Deepwater Horizon job, mixes in nitrogen to make its slurry more elastic. The nitrogen also helps create a lightweight cement that resembles a gray foamy mousse and bonds better to the casing. But the recipe also depends on the job, because cement must respond to varying pressures and temperatures. Cement contractors work closely with oil and gas companies on the formulas for individual wells. The oil and gas companies have the final say on what is used. Once the consistency of the mix is decided on, it is pumped deep into the well, where it first sinks to the bottom and then oozes upward to fill the narrow spaces between the steel casing pipe and rock walls. When the cement sets, the casing and cement are supposed to form an impenetrable wall to keep gas or oil from pushing into the hole anywhere but the bottom, where its flow up the pipe can be controlled. But if gas bubbles invade the setting cement, they can form a channel for pressurized gas and oil to surge uncontrollably up the well, usually around the casing. The cement must be strong enough to withstand up to 5,000 lbs. (2,270 kg) of pressure per square inch (6.45 sq cm), to keep the well walls from collapsing. “Cement is cheap, and it fixes a lot of problems, but it’s not a good place to cut corners,” Beck said. Many oil and gas companies will scrimp, though, if they don’t think they need all the ingredients in the cement, he said. Cement is often squeezed in later to try to fill gaps, but Beck said the success rate of

this remedial work is low. And if cement was part of the cause of the Deepwater Horizon catastrophe, it also could be part of the remedy. Two relief wells are being drilled to intersect the leaking well and plug it with cement. Halliburton was completing the final cement work on the exploratory well beneath Deepwater Horizon in the wee hours of April 20. It added an initial cement plug to the well to act as a cap until a later production phase. Workers started running a series of tests to check if the cement and

foam. But several cementing experts told the AP it is a sound technique. Halliburton said it has used such a mix on scores of wells and told a congressional committee that the cementing on the Deepwater Horizon job was successful. Halliburton did not respond to AP requests for comment. In the wake of the accident, some experts support mandatory uniform cement standards for underwater wells. “When you change the composition, it should meet a certain standard. casing could stand up to sufficient pressure. The first tests of outward, positive pressure showed no problems. In the first sign of trouble, though, the well then failed a negative pressure test, where internal fluid pressure is reduced, according to congressional testimony from a BP PLC executive. It showed different pressures in two areas, indicating an unseen leak somewhere in the well. Despite the test, managers eventually decided to replace drilling fluid with seawater and set a final cement plug so the well could be mothballed pending a decision to possibly begin production drilling. And while it is not yet clear what sections of the casing or cement may have failed — or why — it is known that the blowout ignited and exploded before the last plug was set, according to AP. In the aftermath of the blowout, questions have been raised about the safety of nitrogen-laced cement

Elmer Danenberger, a retired chief of offshore regulatory programs for MMS, told a congressional committee: “An industry standard should be developed to address cementing problems, how they can be prevented, and the actions that should be taken when they do occur.” Many construction projects use concrete hardened with sand and gravel aggregate, but cement is the glue that holds it together. On federal projects, “just about everything is regulated, from the thickness of the concrete, to the strength of the concrete, to the type of aggregate that’s used,” said Brian Turmail, spokesman of the Associated General Contractors of America. Oil companies test the thickness

and strength of cement in wells by shooting sound waves into the cement. This kind of test, called a sonic logging test, wasn’t run on April 20 at Deepwater Horizon. A Halliburton manager said it’s the most realistic way of testing the quality of the cement bond, but a BP manager said pressure tests are better and log tests are used only if there’s already a sign of a problem. Either way, these tests are not 100 percent reliable. Sometimes, oil companies don’t discover a bad cementing job until it fails, according to AP. There can be early warning signs, though. A condition called sustained casing pressure — usually gas caught between the casing and well wall — is a major problem that typically signals bad cement work. In the August 2007 blowout, investigators cited tests showing high casing pressures that could have indicated suspect cement work. The platform owner reported a problem to federal regulators, but nothing was done before the blowout, the report said. More than 8,000 of the 22,000 offshore wells on federal leases, most of them in the Gulf, show sustained pressure, according to government reports. In a move in the works long before the Deepwater Horizon explosion, regulators wrote in the Federal Register that the oil and gas industry in the Gulf has “suffered serious accidents as a result of high sustained casing pressure, and the lack of proper control and monitoring of these pressures.” New rules take effect June 3. But they take a conservative watch-and-wait approach and demand only routines already carried out around the industry: a management program with monitoring and diagnostic testing. If operators discover sustained pressure, they must notify MMS of plans to fix it. There are no new record-keeping or reporting requirements in the new rules, which are backed by industry. In the rule-making documents, regulators said the regulations would cost the entire industry only $5 million, compared with the “impracticable and exceedingly costly” $2 billion alternative of fixing the wells outright.

ARTBA Urges Passage of Surface Transportation Bill Prioritizing investments in improved roadway design, construction and operation can help reduce 40,000 preventable deaths and should be a top priority for Congress as it continues working on passage of a multi-year surface transportation program, the American Road & Transportation Builders Association (ARTBA) told a Senate panel. According to the National Highway Traffic Safety Administration, on average, more than 41,000 people have died annually on America’s roadways over the past decade. One key factor jeopardizing travelers is the inadequate capacity in the basic roadway infrastructure. According to the U.S. Census Bureau, since 1982, the U.S. population has grown 31 percent. During that same period, vehicle miles of travel rose by 88 percent; yet, total U.S. road capacity (as measured by lane miles) has increased by only six percent. More cars crowded together on roadways frustrate drivers into minimizing following distances and adopting more aggressive driving styles, ARTBA said in testimony submitted at a Senate Environment & Public Works Committee hearing. ARTBA told senators the nation’s goal should be to develop a “zero-fatality” roadway infrastructure environment, but that it will require new thinking. To date, U.S. transportation policy accepts the fact that we have an imperfect system and

we try to reduce the unsafe consequences of that system, according to ARTBA. “Our policy should seek to develop a transportation system that contains zero predictable crashes with severe consequences, beginning with the major networks and following with all other roadways to the extent practicable,” the association said. This vision, ARTBA noted, will require a paradigm shift on two parallel tracks: • The focus of reducing incidents on America’s transportation system must be viewed as reducing severity of injuries as opposed to reducing the number of crashes. • The policy anticipates user errors and emphasizes design, construction and maintenance of a system that will be “forgiving” of errant behavior. While the zero-fatalities goal may take years to achieve, ARTBA said there are more immediate steps that can be taken in the new authorization bill, including: • Dedicated Funding/Performance Standards. Increased funding for safety infrastructure activities, such as provided by the Highway Safety Improvement, RailHighway Grade Crossing, and High Risk Rural Roads programs ensure that investments are targeted to produce a more forgiving roadway environment. These same goals can be achieved through the establishment of tangible safety performance standards that require states and other federal highway fund-

ing recipients to empirically demonstrate improved safety. • Work Zone Safety. With as many as 1,000 fatalities occurring each year in roadway construction work zones, improving the safety of these temporary facilities is essential. Establishing policies to ensure unit bid pricing for work zone devices and safety systems is an important step to maintaining the safest possible environment for roadway construction workers and motorists. Continued federal support for the National Work Zone Safety Information Clearinghouse (www.workzonesafety.org) also is essential to ensuring the latest information on safety is available to project owners, the traveling public and construction firms. • Passenger/Commercial Motor Vehicle Separation. Where feasible, federal policy should allow the development of truck-only lanes that will serve the dual purpose of improving goods movement and enhancing roadway safety by physically separating commercial motor vehicles from private passenger travel. The ARTBA “Critical Commerce Corridors” federal goods movement program would allow this type of development and provide a separate revenue source from new freight-related user fees to support these activities. • Older Drivers. Designing and operating roadways to meet the needs of older drivers, particularly by considering the current recom-

mendations and guidelines in the Federal Highway Administration’s “Highway Design Handbook for Older Drivers and Pedestrians.” • Proprietary Products. States should be free to utilize innovative methods, or equipment that could improve safety, reduce congestion or increase the quality and durability of highways. To that end, the U.S. Secretary of Transportation should be directed to approve the use of federal funds for the purchase of patented or proprietary items to achieve these goals. • Research. Increasing investment levels of research programs and promoting development and implementation of new technologies will significantly reduce the number and severity of crashes in a cost-effective manner. These funds also should support improved procedures and processes for collecting, organizing, tabulating, analyzing and disseminating data regarding the safe and efficient operation of the transportation network. “As the committee continues to work to produce a multi-year reauthorization of the federal highway and public transportation programs, the broad-based safety benefits derived from long-term, stable federal investments should not be overlooked. Increased investment leads to improvement in the design, construction, maintenance and safetyconscious operations of new and existing transportation infrastructure,” the association concluded.

Gov. Perdue Had Input in Hometown Road Project ATLANTA (AP) Gov. Sonny Perdue became involved in plans to build a new four-lane highway that will run past middle Georgia property he owns, according to a report by WAGA-TV. A spokesman of the Georgia Department of Transportation said Perdue requested briefings and meetings on the road project near his home in Bonaire. “He was very interested in it, supported it, requested briefings on it, requested the opportunity to look at the plans and to have input on that,” department Spokesman David Spear said. Perdue Spokesman Bert Brantley said that the road project was a top priority for Houston County, which pledged $20 million of local money to widen the road. Brantley said the governor did nothing to influence the timing of the project or the road’s alignment.

The department was considering five different options on where to put the east-west corridor but settled on the northern route Perdue wanted. That route will bring the road past two pieces of land Perdue owns. But most of the routes being considered would have touched Perdue’s property in the area. Jeffrey Dorfman, a land use professor at the University of Georgia, said four-lane roads can mean a doubling or tripling of property value for adjacent land. The route selected by state transportation officials will mean some landowners could lose their homes. “Sonny, you better think about this, what you’re doing to your neighbors,” Myrtle Russell said. The road is slated to be constructed in 2013.

FORT SMITH, Ark. (AP) Mitsubishi said it is aiming to produce wind turbines in Arkansas by next year at a new $100 million plant, a facility that signals the company is seeking to regain its U.S. customers. Company executives gathered with state and local officials to mark Mitsubishi’s decision to build the plant, which will employ at least 400 people and help stem the tide of manufacturing jobs that have left the Fort Smith area. Mitsubishi Power Systems Americas is to start construction in the fall, produce its first turbine next year and reach full production in 2012, said Ichiro Fukue, executive vice president of Mitsubishi Heavy Industries. About 200 construction jobs will be created as the plant is built. The plant’s work force could expand to 500, Fukue said, if the market grows. Mitsubishi used to have 30 percent of the nation’s wind turbine market, but competition from new production plants in the United States cut that to 10 percent.

Local parts suppliers saw their orders drop or vanish. Mitsubishi will use the Fort Smith plant to assemble the turbines, and Fukue said it will draw on local suppliers for parts. That includes Baldor Electric Corp., which is among the largest makers of electric motors. “This is a measure of the manufacturing prowess of this city,” Beebe said. Fort Smith Mayor Ray Baker, known for his enthusiasm even on an ordinary day, jumped in the air several times to emphasize points in his talk. “It’s not by accident that this city is the manufacturing capital of the entire state of Arkansas,” Baker said, while in the air. Mike Beebe, who often emphasizes the link between education and economic development, said that in years past, Arkansas wouldn’t have been the top choice. But he said the University of Arkansas at Fort Smith and other state schools have become nimble enough to quickly train workers. Beebe said this helped land Mitsubishi and other big employers, such as HewlettPackard Co.’s 1,200-worker site in Conway. “We now finish first, and it’s not over,” Beebe said. As an industry we all have to unite to prevent such unlawful practices. “ The action in Germany concerned infringement of JCB’s intellectual property rights on its backhoe loader and Loadall machines by three separate Far Eastern manufacturers.
