The U.S. Army Corps of Engineers is currently directing a project to enlarge a levee in Issaquena County, Mississippi. The contract was awarded to Kenneth R. Thompson Builders Inc., Greenwood, Miss., with funding coming from the corps’ Mississippi River and Tributaries Project. The full contract amount is approximately $10 million. The project began in November 2009, and is expected to take a total of 36 months to complete. The project involves 4.7 mi. (7.5 km) of levee between Goose Lake Road and Fitler. The levee will be raised 5 ft. (1.5 m) The job is currently running on schedule. One of the challenges faced is that Mississippi Highway 465 runs atop the levee, and local traffic must be maintained during construction. Construction Spending Rises in November Construction spending increased by 0.4 percent in November, the third straight rise in the total, the Associated General Contractors of America noted Jan. 3 in an analysis of new Census Bureau data. Private residential and public construction each gained 0.7 percent compared with October’s totals, while private nonresidential construction edged down 0.1 percent. “It is heartening to see three increases in a row for the total,” said Ken Simonson, the association’s chief economist. “But most categories showed more of a seesaw pattern over the past three months, indicating that construction spending remains fragile at best.” Simonson noted that the strongest category appears to be power construction, which has climbed for four consecutive months from a sea-
sonally adjusted annual rate of $75.7 billion in July to $85.7 billion in November. He added that power construction will be helped in 2011 by extension of tax credits for building wind and other renewable power facilities. Residential improvements appear to have rebounded for the past three months also, up $15 billion since August. Simonson cautioned, however, that the Census Bureau often makes large revisions — down or up — to this estimate. Public construction reached a 16-month high of $318.5 billion, but is likely to decrease in 2011, Simonson observed. Major federal funding for military base realignment, Gulf Coast hurricane work and stimulus projects is expected to taper off in the second half of the year. Meanwhile, the new Congress and many gover-
nors have signaled that they intend to hold down spending on infrastructure among other categories, the economist noted. Association officials urged leaders of the 112th Congress to maintain a commitment to transportation and water infrastructure. Stephen E. Sandherr, the association’s chief executive officer, noted that proposed rule changes being considered by the incoming Congress jeopardize highway, bridge and transit investments. “Deferring needed improvements to our aging transportation network will undermine business activity today while saddling future taxpayers with ever-larger maintenance and repair costs,” Sandherr said.

I-30 Stretch SW of Benton Built Badly — On Purpose BENTON, Ark. (AP) Highway officials say one of the worst stretches of pavement on an interstate highway in Arkansas fully meets specifications, because those specifications called for substandard construction methods and materials, to test their effects. The section of westbound lanes is roughly between mile markers 108 and 110, south of I-30’s intersection with U.S. 70, southwest of Benton and just north of Saline County’s border with Hot Spring County, is among the most dilapidated parts of the interstate system in the state. The Arkansas Democrat-Gazette reported that a dozen 500-ft. (152 m) sections in that stretch were designed and built as part of a national pavement-testing program that the federal government began in the late 1980s. Modern design calls for at least 12 in. (30.5 cm) of surface concrete. The test sections have thicknesses ranging from 8 in. to 11 in. (20 to 28 cm). The bases on which the surfaces rest also fall short of standards, so the pavement would break down. “Several times we’ve gotten heat from

“It’s been very exciting for me to see in a short period of time what usually takes years,” Meadors said. The I-30 site is one of more than 2,000 in the nation that have been part of the LongTerm Pavement Performance program, which federal highway officials bill as the most comprehensive pavement research program ever undertaken. Rachel Keesee and Robin Belt, engineers from Austin, Texas, are performing the tests
as part of a contract their employer, Fugro Consultants, has with the Federal Highway Administration. The two engineers are taking measurements and collecting other data that will be fed into local and national databases for research. Keesee said she has been testing such sites in an 11-state region for 11 years and knows them so well they are “almost like friends.” Among the observations Keesee and Belt will be making are the differences between the level of one slab and another, using an instrument called a falling-weight deflectometer. It is accurate to within a thousandth of a millimeter, Meadors said. Over time, each slab can rise or fall, creating an uneven surface that generates thumping as vehicles pass over it. The program grew out of a 1984 report from the Transportation Research Board that recommended long-range field tests to systematically measure and record a “wide range of climate, soil, construction, maintenance and loading conditions.”

(AP) Some say it’s easy to tell when there’s a problem with traffic on Interstate 20 — just listen to the rumbles along U.S. Highway 80 between the Big Black River and Edwards. “I know when it’s busy over there,” said Lamar Nelson. “There’s always a little bit more traffic out here.” Nelson, who lives in Edwards and drives to the highway to exercise almost daily, walks along the stretch marked with asphalt patches and low spots created, in part, by additional traffic brought with construction on I-20. And though no detour signs point to U.S. 80, the alternate route surely will be used again by many who want to avoid detour lanes created as APACMississippi finishes the $19 million project. The posted weight limit for aging bridges over creeks along the stretch is 15,000 lbs., while newer crossings can handle loads up to 57,650 lbs. Pennebaker said the lower weight limits don’t stop the trucks, like passenger cars, attempting to avoid I-20. On the Warren County side of the river, the next phase of improvements to U.S. 80 is scheduled during fiscal 2012-13 when 1.4 mi. is to be resurfaced, said MDOT engineer Kevin Magee. About 6 mi. of the road between an intersection at Mississippi Highway 27
and Bovina were decommissioned by the federal government in the 1970s. Mississippi didn’t signify the change until October when signs displaying Mississippi Highway 822 were installed alongside the U.S. 80 markers. Parts linking Bovina and the county line are maintained by the county, but are dependent on subsidies from MDOT’s Office of State Aid Road Construction for improvements based on county size and population — amounts that have dipped by more than 30 percent in the past five years. Other State Aid roads include such major thoroughfares as Mississippi 27 and Fisher Ferry. “I can’t even remember the last time we did anything to 80,” Warren County Road Manager Richard Winans said. U.S. 80 was among the nation’s first commissioned highways and was the first all-weather, coast-to-coast route for travelers. Stretching from Dallas to Tybee Island, Ga., its original western end was in San Diego but was decommissioned in California in segments starting in 1964.
SELMA, Ala. (AP) Archaeological crews and others are doing preliminary work on expanding Interstate 85 from Montgomery to the Mississippi line, but construction through west Alabama is still millions of dollars away. David Webber, project manager of the engineering firm Volkert & Associates, said archaeological crews and environmental experts are working on an environmental impact statement for the preferred route for the 140-mi. highway, and that could take nine months. He told the Selma Times-Journal that the preferred route could be adjusted based on the crews’ findings, such as a Native American burial ground or wetlands. The preferred route runs from Montgomery to south of Selma before it turns north of Uniontown. Then it drops south of Demopolis and ends just north of Cuba at Interstate 20/59. Ed Martin, Volkert’s spokesman of the project, said the route avoids as many businesses, homes and farms as possible. The completion of the environmental impact study doesn’t mean bulldozers will stretch out across the route to begin work. The state has $100 million for the project, which is estimated to cost $2.4 billion. The $100 million might help purchase some right-of-way and pay other pre-construction costs, but the state needs more money for construction, Webber said. “You might see a little, but not that much,” he said.

For John Fairley, his job is simple: To make sure that the Statesville, N.C., office of Ritchie Bros. Auctioneers lives up to the parent corporation’s reputation as the top construction equipment auction house in the world. Fairley, the area manager for Ritchie Bros.’ Statesville operation since July 1, 2010, is committed to giving his customers outstanding service by ensuring that each and every piece of equipment is marketed and offered properly, thus making sure that the customers receive the highest return possible for their equipment. At the same time, Fairley and his staff of 10 also have to see to it that they make it easy and convenient for bidders to buy that equipment. “We know that we have to appeal to both buyers and sellers equally and that is what we work hard to do,” said Fairley. “My own personal motto has always been, ‘Whatever it takes’ and by that I mean that we will do whatever is necessary to make a consignor’s or buyer’s experience at our auction the best it can possibly be. At its most recent auction on Dec. 7, 2010, they sold more than 650 pieces worth more than $9 million. Prior to that, during the Sept. 28, 2010 auction more than 1,000 machines, worth more than $15 million, were sold. Ritchie Bros. is well-known in the construction industry for its unreserved auctions, meaning that none of its auctions allow minimum bids or reserve prices to be set, ensuring that every item is sold
to the highest bidder on auction day, regardless of price. “It is a strategy that has proven to work, with often spectacular results, for both the buyer and seller. In addition, we have a tin worker and a mechanic that can take care of any cosmetic or mechanical repairs that might be needed. New Generation of Cobra Gas Drills, Breakers With Cleaner Emissions Atlas Copco’s new generation of Cobra gas drills and breakers have been designed for stricter exhaust emission standards. Featuring improved carburetor and filter systems and a redesigned noise reduction system that includes a catalytic element, the Cobra Combi, Cobra Pro and Cobra TT gas drills and breakers offer a 50-percent reduction in the emission of hydrocarbons compared to their predecessors. Cobra Combi is a multi-purpose machine featuring a high impact mechanism with rotation option and a built in compressor for flushing. It is ideal for onsite jobs such as breaking, drilling, cutting, driving and compacting. Cobra Pro is the combination of high percussive energy and high blow frequency. It delivers almost twice the impact energy of other gas-driven breakers and offers the same power-toweight ratio as many pneumatic or hydraulic breakers, according to the manufacturer. Cobra Pro is used for breaking concrete and asphalt, tamping and compacting, digging, driving posts, fences, rods, tent stakes and spikes.
Cobra TT has been specially designed for tie tamping. It works at the relatively high frequency of 1,620 blows/min. and the impact energy has been optimized to prevent pulverization of ballast. It can be carried on and off track quickly and easily. All models feature an electronic ignition, choke and a redesigned fuel cap for better regulation of tank pressure. Cobra Pro and TT also feature a decompression valve. An optional guide roller is available for the Cobra Combi to make it easy to pull downwards to start the machine when it is positioned high in relation to the operator. The high-capacity air filter can handle large quantities of dust, and it is easy to access for servicing in the field. The new front cover now features an integrated heat shield. All Cobra machines work independently from external power sources. They feature a 90 cc, two-stroke motor with a fuel capacity of 0.26 gal. (1 L). Transfer on and offsite is easy and can be carried out by a single operator. All three models feature the highest impact energy and lowest vibration levels of any other gas breaker available on the market.

Continental Mixers In December, Navistar acquired Continental Mfg. Company Inc., a privately-held mixer manufacturer. Kleemann Plant Incorporates Highest Production Technologies Kleemann GmbH has completed its new headquarters and manufacturing plant near Göppingen, just east of Stuttgart in south-central Germany. This new “greenfield” manufacturing plant is making Kleemann mineral processing equipment more available, and will speed product delivery in North America in coming months. “With 350,000 sq. ft. of production area and 40,000 sq. ft. of administration area, Kleemann will excite the market with new models and features for 2011,” said Evan Clarke, vice president. Since being acquired by the Wirtgen Group in 2006, Kleemann has experienced dramatic growth which has led to reinvestment by the group to help streamline production and allow for greater volume for its new expanding markets. “As Kleemann gathers momentum within the United States and Canadian markets, and new dealers take on the product line, many customers are seeing the ‘Kleemann Advantage’,” Clarke said. “We bring to the market a wide range of track mobile crushers and screens with many unique features.” The new plant utilizes the most modern German high-tech manufacturing processes, including short internal product assembly lines. On the new 1.34 million sq. ft., site, the new manufacturing facility covers an area of 376,736 sq. ft., complemented with a 43,055 sq. ft. administration building. The oversized interior capacity of the new main production facility accommodates the enormous dimensions of Kleemann’s largest crushing and screening machines. The plant’s central warehouse contains two storage zones in
which some 10,000 items are stocked. “On average, 200 items with a total weight of 8.8 tons are handled here each day,” said Kleemann central warehouse manager Martin Zemmel. “We really benefited from the know-how of the other Wirtgen Group companies when building our new facility.” Kleemann’s new painting facility for large parts is one of the largest such facilities in Germany, with a tremendous load-bearing capacity of 33 tons, and approximately 21,500 sq. ft. of floor space. Kleemann’s switch-over from wet spray painting to powder-coating not only marks a major step towards boosting surface quality, but also has far less of an environmental impact, with the system far exceeding the requirements of the EU environmental guidelines, according to the manufacturer. Kleemann’s Roots Run Deep Kleemann is a newcomer to the North American aggregate processing market, but its roots lie deep. Screen Machine Delivers Equipment to Afghanistan Screen Machine Industries Inc., a manufacturer of portable crushing and screening equipment, recently completed a contract to supply a complete system to the U.S. Air Force at Kandahar Air Field in Afghanistan. As with many military contracts this journey took months to complete and saw both equipment and personnel travel more than 7,000 mi. away into hostile territory. The equipment will be used at multiple locations in Afghanistan within U.S./NATO military installations. Kandahar Air Field lies about 10 mi. outside of the provincial capital of Kandahar City. An $850 million expansion was begun in 2009 in order to accommodate President Obama’s announced troop surge that would nearly double the size of the base. The 2009 surge in NATO operations in southern Afghanistan pushed the number of aircraft operations at the base from 1,700 to 5,000 flights per week. These numbers meant that Kandahar had become the busiest one-runway airport in the world. The expansion also would make it the largest NATO base anywhere in the world. Nearly 30,000 personnel from 40 different nations now live and work within this sprawling compound. The new crushing and screening equipment would be used to further this expansion in advance of the latest troop surge which was scheduled for late summer 2010. Receiving the purchase order was the first and most important step in the process. itchason Auctioneers, Inc. held its final big sale of 2010 at its auction headquarters in Lebanon, Tenn., on Dec. 18. Although held on a cold day, the sale attracted a large number of registered bidders and equipment enthusiasts. see RITCHASON page 42

right, sunny skies and warm temperatures met the bidders at the ASAP Rental fleet reduction sales held on Dec. 21 in Plant City, Fla. Items for sale included late model rental fleet construction equipment and aerial lifts, unused JCB, Genie and ASV equipment, and a large selection of 2005-2008 forklifts, boom lifts, skid steers, tractor loader backhoes, vibratory rollers, mini excavators, rubber tired loaders and articulated haul trucks.

According to Breazeale, the Vicksburg District is responsible for approximately 460 mi. (740 km) of levee enhancement, which
is approximately 75 percent complete. The overall project has an estimated completion date of 2031. “The project design flow amounts [levee enhancements] raised to a new level in 1974 and are designated for the Main Line [Mississippi River] levees,” Breazeale said. “As you know, the
Mississippi River is the third largest drainage basin in the world. Forty-one percent of all drainage of the continental United States drains through what is known as the Mississippi River Valley. This area contains parts of 31 states and two Canadian provinces covering more than 1.25 million square miles.”
These enhancements fall under the Mississippi River and Tributaries Act (MRT) that started in 1928 with an enhancement area starting roughly in St. Louis and going down to the Gulf of Mexico, Breazeale said. According to a brochure published by the Mississippi Levee Board, the Mississippi Constitution charges them “with responsibility to provide protection of lives and property to the citizens of the Delta from floods from the Mississippi River.” The Flood Control Act of 1928 authorized the Mississippi River & Tributaries Project (MR&T), which included a uniform levee system. The Levee Enlargement Project includes 69 mi. (111 km) of deficient levee beginning just below Greenville and extending toward Vicksburg.
