The Equipment Leasing and Finance Association’s (ELFA) Monthly Leasing and Finance Index (MLFI-25), which reports economic activity from 25 companies representing a cross section of the $827 billion equipment finance sector, showed its overall new business volume for November was $6.6 billion, up 3 percent from new business volume in November 2012. Month-overmonth, new business volume was down 13 percent from October. Year to date, cumulative new business volume increased 5 percent compared to 2012. Receivables over 30 days were at 1.8 percent in November, up slightly from 1.5 percent in October. Delinquencies declined from 2 percent in the same period in 2012. Charge-offs declined to once again match the all-time low of 0.3 percent from 0.4 percent the previous month. Credit approvals totaled 76.5 percent in November, a slight decrease from 77.6 percent the previous month. Forty-seven percent of participating organizations reported submitting more transactions for approval during October, a level more in line with previous months’ activity after a spike to 82 percent last month. Finally, total headcount for equipment finance companies was up 1.4 percent year over year. Separately, the Equipment Leasing & Finance Foundation’s Monthly Confidence Index (MCI-

Thirty-nine states posted gains in construction jobs over the past year, but analysts say the industry remains fragile. “We think the market is soft,” said Brian Turmail, spokesman of
The Associated General Contractors of America. “Private sector demand is getting weak and employment gains can be fleeting.” That concern was underscored by Mississippi, which led the country with a 17-percent increase, or 8,000 jobs, over
2012. Nonetheless, the southern state lost more than 2 percent — 1,300 — of those jobs from October to November, placing it at 49th out 50 states for growth. Conversely, Indiana led the monthly rankings with a 4.8 percent increase — 5,400 construction jobs — but saw a 3.4 percent
decline or about 4,100 jobs over last year. California added 31, 500 jobs for an increase of 5.2 percent. But even that is a mixed picture. “They top the list in total jobs added,” Turmail said. “But it’s a tale of two markets. In coastal see JOBS page 56

Crews Dredge Up Economy While Deepening PortMiami By Cindy Riley CEG CORRESPONDENT
Situated in the Biscayne Bay and home to many protected, threatened and endangered species, PortMiami is undergoing a major dredging that’s expected to create 33,000 new jobs, double cargo throughput and increase its annual economic impact to more than $34 billion. The U.S. Army Corps of Engineers (USACE) is overseeing the dramatic undertaking, which should be completed in the next 18 months. “With a project of this magnitude, there are many challenges and components to balance, including environmental monitoring, safety and the loosening and removal of rock, which requires specialty equipment that is rare, expensive and requires specialized expertise to operate and maintain,” said Laurel Reichold, project manager of USACE. “Miami Harbor is a very active port, and poses many logistical challenges of accomplishing the job without disruption of service. PortMiami will be one of only three U.S. Atlantic ports to be at 50 ft. (15.2 m) when the expanded Panama Canal opens in 2015. The deeper depth means PortMiami can accommodate larger Post-Panamax vessels. As the closest U.S. port to Panama, PortMiami also expects to benefit from increased Asian trade. The channel widening features are necessary to maintain safe navigation. “This project has several widening components that are needed to counter balance hydrodynamic forces that pose navigational safety risks to existing port traffic,” said Reichold. “Congressionally authorized channel deepening is economically driven by the method and the cost of delivering goods and services to the nation. With the ongoing expansion of the Panama Canal, high opportunity costs and economic efficiencies of larger cargo and container ships being able to carry more goods faster through the canal now
exists. “In order for the larger ships to call on U.S. East Coast ports, the port channels need to be sufficiently deep,” said Reichold. “This deepening project was specifically authorized to accommodate this growth and trend of larger ships delivering goods and services to the nation.” Dredging to deepen the Port’s main harbor channel began in late November 2013. Great Lakes Dredge and Dock Company LLC, the selected contractor for the project, began mobilizing its dredging equipment that same month, including the hopper dredge, Terrapin Island, which has commenced dredging operations in the Port’s outer channel. Mayor Carlos Gimenez called the start-up a “major milestone” for all of Florida that will benefit from increased trade opportunities once the expanded Panama Canal opens. “PortMiami will be the closest U.S. port to the Panama Canal able to accommodate the mega size cargo vessels that require a 50 foot depth when at full capacity,” Gimenez said. “New trade opportunities translate into new jobs. The Deep Dredge will create thousands of permanent and well-paying jobs throughout the region.” PortMiami director Bill Johnson credited Florida Gov. Rick Scott and the state legislature for moving the Deep Dredge Project forward. The state is contributing $112 million to funding the $220 million project, and Miami-Dade County’s share totals $108 million. “PortMiami will be big ship ready when the expanded Panama Canal opens in less than two years,” Johnson said. “The importance of the dredging project cannot be overstated.” Johnson said this is the first time that non-federal dollars are funding a U.S. Army Corps of Engineers project. “We are grateful to the vision of our state and local leaders in moving this critical infrastructure improvement project forward,” Johnson said. “The investment in the deep dredge will pay dividends in years to come, making Florida an even
more powerful player in the global marketplace.” In addition to the significant economic impact, Johnson said the dredging project would follow the highest environmental standards. The project includes the restoration of more than 16 acres of seagrass in Biscayne Bay and the creation of nine acres of artificial reef. In order to minimize impact on existing resources, the Port’s mitigation measures include the relocation of hard coral colonies. Additionally, divers will be on site to monitor natural resources for turbidity and sedimentation effects before and during all dredging activities. The excavation will result in the removal of approximately 2.1 million cu. yds. (1.6 million cu m) of material. Materials that are not used to create the environmental mitigation sites will be transported to the ocean dredged material disposal site. The project was authorized by Congress in 1990 and initially involved deepening the Miami Harbor entrance channel from 38 to 44 ft. (11.6 to 13.4 m) and the inner harbor from 36 to 42 ft. (11 to 12.8 m). The current deepening was authorized by Congress in the Water Resources Development Act of 2007 and involves deepening the outer federal channel to 52 ft. (15.8 m) and the inner channel to 50 ft. (15.2 m). Work on the latest dredging was delayed by about two months, giving officials time to complete environmental resource surveys and other paperwork. “All tasks of this project are crucial from environmental monitoring to dredging, to ensuring top-notch safety protocols are in place,” said Reichold. “The loosening and removal of rock is an example of a crucial task to be performed. The rock will be cut down to size and then it will be suctioned off of the bottom and placed into barges. It will then be taken to the ocean disposal area, where the barges will open and drop the rock in several hundred feet of water. NCM Stays Ahead of Schedule for Office Building Demo

NCM Group of Charlotte, N.C., is nearly finished the demolition of the office building in the SouthPark section of the city. According to Joseph Delahunty, operations manager, work began in mid-July on the former Maersk Shipping building, and will be completed shortly. The demolition will make room for a new 350-unit apartment project. “The project is actually ahead of schedule by about two weeks,” Delahunty said. “We were asked to go out of sequence to accommodate a new apartment building going up. It was more difficult to complete this way, but we were able to do it, and it accelerated their schedule by 1-1/2 months.” NCM is the demolition contractor, while JLB Partners is the general contractor, under the direction of Bryan Walker. NCM’s contract entails the demolition of the 300,000 sq. ft. (27,870.9 sq m) office structure, which has been empty since 2009. “The interior drywall and ceilings were removed via Bobcats and hand work,” Delahunty said. “We worked to segregate the recyclable material in the building. We had excavators equipped with shears, grapples, and buckets to demolish the building and below grade structures.” Other machines used include Hitachi and a newly purchased Komatsu PC490 excavator with a Genesis attachment. The number of people working on the job fluctuated between five and 20 throughout the timeline of the job. Construction debris was disposed of in a landfill, concrete was taken to recycling yards and steel and non-ferrous metal was taken for reuse. A total of 90 loads of construction debris were removed, as well as 1,600 truckloads of concrete. “The biggest challenge on the job site was demolishing the structure out of sequence to allow the GC to construct a below grade parking structure where part of the building once stood,” Delahunty said. “This meant demolishing next to a 25-foot drop for the remainder of the project while other contractors were working constructing the new parking garage while we maintained a safe work site. Officials Consider Restoring 27-Mile N.C. Railroad Line WILMINGTON, N.C. (AP) Transportation officials are considering reopening a railroad line in southeastern North Carolina. The StarNews of Wilmington reported that officials are considering if it would be worth the investment to restore a 27-mi. (43 km) line between northern New Hanover County and southern Duplin County. Paul Worley of the state rail division is studying the local economic impact and cost of restoring the line between Wallace and Castle Hayne. Worley said officials also are looking at connections to military bases and industrial sites and terminals, including the Port of Wilmington. He said state lawmakers will get a preliminary report on the idea by March 1. A final report is due in January 2015. Officials say restoration of the line could help attract new industry to the area. Replacement of Sabine River Span Set for January LOGANSPORT, La. (AP) A project two decades in the making will mark its next milestone when construction begins in January on new U.S. Highway 84 bridges over Sabine River. The (Shreveport) Times reported a $20.4 million construction bid recently got the green light from the Texas Department of Transportation, which is leading the project in conjunction with the Louisiana Department of Transportation and Development. James Construction Group LLC, of Baton Rouge, was awarded the contract. Contractors first will build a two-lane span close to the existing railroad bridge to accommodate motorists traveling east from Shelby County, Texas, into Logansport. Then the U.S. Highway 84 bridge will be demolished to make way for another two-lane span to handle westbound traffic. All traffic will be diverted onto the first bridge until construction of the second span is completed. Rental Show Space Sells Out for Second Consecutive Year For the second straight year, exhibit space has sold out for The Rental Show. In 2014, the trade show will have a greater number of exhibitors, a larger show floor and an increased number of first-time exhibitors. There will be more than 675 exhibitors in Orlando, Fla., next February at The Rental Show, which is an increase of 10 percent over 2013. Of the 2014 exhibitors, more than 80 will be brand-new to the show. Bobcat Launches Tier IV Non-DPF Solution Loaders Bobcat Company has released its first Tier IV loaders — including a non-diesel particulate filter (DPF) engine solution. The seven medium-sized machines make up the most popular size class in the Bobcat loader family and provide operators with all of the same performance benefits of the previous interim Tier IV models. The Tier IV Bobcat non-DPF solution was achieved by designing an ultra-low particulate combustion (ULPC) engine. The ULPC is accomplished through a specially designed engine combustion chamber that reduces the amounts of particulate matter created during combustion. Therefore, Tier IV emissions compliance can be achieved without using a DPF, according to the manufacturer. In addition to eliminating the need for a DPF, the new engines used in 500 frame-size loaders will have 4 to 12 percent increase in torque. This increase in torque is produced over a wide range of engine rpm, allowing operators of all skill levels to better utilize the machines’ maximum performance. The S510, S550 and T550 feature a radius lift path, providing operators the reach and visibility they require for dumping over a wall, backfilling or loading flatbed trucks. The S530, S570, S590 and T590 models feature a vertical lift path, providing operators the ability to lift heavier loads higher, making it easier to clear high-sided truck boxes and hoppers, as well as placing pallets. The new Tier IV loaders feature a machine protection system that monitors, manages and shuts down the engine if needed. This system monitors engine coolant and oil temperatures and will manage engine systems to reduce the potential of these fluids reaching a point where the machine has to be shut down. This minimizes potential damage to the engine, stops unnecessary engine wear and keeps operators working. Another new feature of the skid steer and compact track loader line is cold weather protection. Anytime the engine temperature is too low, the loader will temporarily limit the maximum engine speed (rpm) to prevent premature component wear or failure. Engine idle
speed also is raised slightly to help the engine reach its operating temperature faster. As soon as the engine warms up to a predetermined temperature, the protection mechanism will deactivate. Cab-Forward Design The 500 frame-size loaders feature a cab-forward design that moves the operator closer to the attachment and provides increased visibility in all directions. The new loaders tout a large cab door opening, offering greater visibility to the cutting edge of the bucket or the corners of an attachment. Windows on the sides and rear of the cab are larger in size to provide more visibility to the tires and back of the machine. The larger top window makes it easier and more comfortable for the operator to see an attachment with the lift arms raised, an advantage when loading trucks or performing other tasks.

Easier Maintenance Improves Productivity Operators want to spend minimal time on routine maintenance to start the workday earlier, and the loaders are designed to work long hours in demanding conditions. Simple check points and superior design make it easier to perform maintenance correctly at the proper intervals. The auxiliary hydraulic quick couplers are mounted directly to the front plate of the lift arm to provide a solid mounting, and hoses are routed through the loader arms for better protection. Operator Comfort Is King Comfortable operators are more productive, so to create a better working environment, the 500 frame-size loaders feature a large cab, redesigned interior and improved cab pressurization. The loaders have a pressurized cab with a new one-piece seal that goes all the way around the door and fits into a special curved pocket. This minimizes the amount of dirt and dust that might enter the cab, creating more enjoyable working conditions and making it easier to clean the cab. Operators also have the choice between standard foot pedal hydraulic controls, the advanced

control system (ACS) or the selectable joystick controls (SJC) on all machine models. The Best of Both Worlds: Hydraulics and Horsepower The hydraulic systems on MSeries loaders have been engineered for higher standard flow and pressure, which provides increased attachment performance.
Engine horsepower and hydraulic flow are matched to the loader’s rated operating capacity, size and weight — producing a loader that can outperform higher-horsepower compact loaders. Available only on M-Series loaders, the optional deluxe instrumentation panel intelligently monitors key loader functions — including fuel consumption — and the keyless start helps prevent

Popular JCB CEO Bows Out After Almost 25 Years of Service Colleagues have bid a fond farewell to JCB Chief Executive Officer Alan Blake who is retiring from the company after almost a quarter of a century of service. Blake will remain as an advisor to JCB. Blake became JCB CEO on Jan. 1, 2010, making him only the fifth person to hold the position in JCB's history. Dozens of friends and colleagues gathered at the World HQ in Rocester to say goodbye at a special presentation. Chief Executive Officer Designate Graeme Macdonald will take over as CEO on Jan. 1. “Alan has contributed a huge amount to the growth and success of JCB over many years,” Macdonald said. “The expansion projects Alan led enabled JCB to double its production from 36,000 to 72,000 machines over a five year period. “In addition to his vast achievements at JCB, he will also be remembered for his humility and for making time to speak to everyone, no matter what their rank or position and that’s something we are all going to miss. “On behalf of the 11,000 JCB employees around the world, our dealers and customers, we wish him a very long and happy retirement.”
“Coming to JCB was one of the best decisions of my life,” Blake said. “The breadth and width of what you can learn here is enormous, and the opportunity to achieve great things is endless. “I have been fortunate to have a great career here and one that has coincided with the global growth of the company. I have met and worked with some truly brilliant people all around the world and I will never forget my time at JCB.” Blake joined JCB in 1989 from Somersetbased Westland Helicopters after a distinguished 19-year tenure at the company, which saw him rise through the ranks from apprentice to head of Helicopter Transmissions. He joined JCB Transmissions in Wrexham in 1989 as operations director with responsibility for developing new transmissions for two of JCB’s two key products: the backhoe loader and Loadall telescopic handler. In 1995 he was promoted to managing director of JCB Transmissions and led the company through an unprecedented period of growth which saw the doubling of production capacity with the opening of a second plant at the Wrexham site. In 2000, Blake was appointed managing

director of JCB Service with the task of maximizing JCB’s reputation for excellent customer service as the company rapidly expanded its dealer network and customer base in new and expanding territories. munity for approximately 110 years, and continues to do so. This location was important for several reasons. The community wanted to keep the judicial complex in the downtown area, and the county owned the property on which the building sits.” Located at the corner of North Harvin and East Canal, the new facility is roughly 80,000 sq. ft. (7,432.2 sq m) and provides adequate storage for legal records, as required by state law. The judicial center houses the probate office, public defender’s quarters, the solicitor’s office, the family court division and the circuit division of the clerk of court’s office. There’s also a jury assembly room, an intake space for the Department of Social Services and a workroom office space for the county’s IT department. At a cost of $22.5 million, the project didn’t happen overnight. “This project has been discussed a good bit over the last

several years, but the county didn’t have the means to pay for it,” Campbell said. “Our county council decided to provide a list of projects on a one cent sales tax initiative on the referendum several years ago.” Sumter County voters, in the general elections of November 2008, approved the “Penny for Progress” project. Passage of the referendum authorized the Sumter County council to levy a temporary sales tax to fund 16 capital projects. The sales tax was implemented in May of 2009 and will be removed when the $75 million is collected, or in seven years, whichever occurs first. “After the courtroom shooting in Atlanta several years ago, our Chief Justice of the South Carolina Supreme Court came up with a set of minimum security standards all courthouses must follow,” Campbell said. “That helped push this project up on the list of needs when the council was wrestling with the sales tax initiative and what projects to place on the ballot.” As far as construction challenges Campbell said, “I think the biggest hurdle was the limited amount of space around the proposed site for the general contractor’s equipment and supplies, because the county library and the chamber of commerce were still in operation as this structure was going up. The biggest challenge of all was parking. The site chosen to put this building was nothing but extra parking for several county buildings in the area. So, when the fencing went up to outline the construction site, parking really became an issue for all.” The judicial center design and construction team included general contractor Thompson-Turner Construction, architect Stevens & Wilkinson of Columbia, South Carolina and Justice Planning Associates, which handled facility programming. Stevens & Wilkinson also served as engineer, responsible for civil, structural, mechanical, electrical, security and audio/visual matters. According to Ashby Gressette, senior vice president and director of architecture of Stevens & Wilkinson, the firm’s overall vision was to provide a technologically savvy facility for the county’s judicial system, which would be incorporated into the fabric of historic downtown Sumter. “Security is always a number-one priority in courthouse design, said Gressette. “The basic design concept recognizes

and separates the primary users — public, restricted areas for judges and jury and the high-security holding areas for detainee circulation. Beyond the basic layout, security cameras and electronic locks assure restricted travel. Screening takes place at a checkpoint for both visitors and packages, with all actions monitored from two remote locations. There are approximately 85 to 100 employees in the building at any given time. Four of the five courtrooms are located on the second and third floors. On each floor, courtrooms flank a security core that stacks over the holding area. The judges’ chambers and jury deliberation rooms, also on the two floors, have limited access via a system of restricted corridors. The public access corridor to the courtrooms is located on the south side of the building. Law enforcement is provided parking spaces adjacent to the rear of the building. All judges have a private entrance into a brick fenced parking lot, which leads straight to their SUMTER see page 76

B&W Introduces New RVB3500 Companion Trailer Hitch B&W Trailer Hitches, a U.S.-based manufacturer of heavy-duty, engineered trailer hitches and aftermarket truck/trailer accessories, introduced its RVB3500 companion fifth wheel aftermarket trailer hitch. Mack Celebrates Ongoing Commitment to Tech Education Mack Trucks continues to invest in training for future technicians, recently awarding Nathaniel Chyle, a student enrolled in WyoTech’s Diesel Advanced Technology Education (DATE) for Mack Trucks program in Blairsville, Pa., with a Mack Trucks DATE Scholarship. Chyle, who aspires to be a shop foreman or lead technician, will use the $8,700 scholarship to take part in the three-month DATE program in preparation for a position servicing and repairing Mack trucks. Students enrolled in the DATE program receive specialized training on Mack engines, electronics, emissions, powertrain and chassis components. The program is designed to help students graduate as advanced apprentice technicians with a potential for an accelerated path to achieve Mack master technician status. “Students who complete WyoTech’s DATE program for Mack Trucks in addition to the core Diesel Technology training program are ready to join the workforce and will bring extensive hands-on experience to their new positions at Mack dealerships,” said Dale Eslinger, executive director of the WTI Foundation, a 501(c)(3) non-profit organization that administers scholarships for WyoTech students.

Powerscreen Mid-Atlantic Premieres AggreSand in N.C. Powerscreen Mid-Atlantic Inc. recently hosted an event premiering the AggreSand from Terex Washing Systems (TWS) at the Carolina Sunrock facility in Kittrell, N.C., as well as an event that followed at Carolina Sunrock’s facility in Butner, N.C., featuring the Matec System. In Kittrell, approximately 155 guests saw shot blasted rock — hard granite rock indigenous to the area — fed into the Powerscreen Premiertrak 400 jaw crusher at
24 to 30 in. (61 to 76 cm). After being crushed down to a 4-in (10 cm) minus product, the material was fed into the Powerscreen 1000 Maxtrak equipped with a 40 in. (102 cm) cone for secondary crushing, and then fed to the Powerscreen Warrior 1400X equipped with a 12-ft. x 5-ft. (3.7 x 1.5 m) two-deck screen box. This process reduced the size of the shot rock to 1.5 in. (3.8 cm) minus and was ready for the Terex AggreSand wash plant. All of these

About the AggreSand System Key features of the AggreSand System include: • H 12 Hopper TWS designed a new modular hopper feeder with 12 square meter capacity in keeping with ever increasing loading shovel sizes in today’ s modern quarries and sand pits. The H 12 is available with a remote-controlled tipping grid. • Feed Conveyor The wide feed conveyor has a direct drive electric motor and gearbox arrangement and will work at a 19-degree angle when feeding the AggreSand system. The inclined feed conveyor features an innovative sealed wash box at the discharge point to give material a prerinse to pre-condition for screening. This design eliminates splashing at this point and produces an even distribution of material to the full width of the rinsing screen thus utilizing the full screening area. • 165R-3 Rinsing Screen TWS opted for the highly efficient 165R-3 (three-deck, two-bearing) rinsing screen. The screen’ s riveted construction reduces the stress associated with welded construction methods. TWS engineers designed this in such a way to isolate the spray bars from all vibration, utilizing rubber gators on the mid and bottom decks. Top deck rubber extensions also prevent overspill or splashing from the top deck screen. The 165R-3 gives a true 80 sq. ft. (7.54 sq m) of screening area on all three decks. Each deck has eight individually controlled spray bars fitted with polyurethane fan type spray nozzles. An advanced rolling chute arrangement gives the ability to blend top-deck and mid-deck overflows as well as mid-deck and bottom-deck overflows, which will prove very useful in construction and demolition recycling applications. The screen is designed to receive standard polyurethane modular screens (woven wire screens option also available) on all decks. • Sump Tank The large capacity split sump tank receives the rinsed fines from the bottom deck screen into either a course or fine compartment. The course side of the tank has a built-in float system to help equalize the levels in both tanks and prevent overflowing. Large inspection doors are included in both tanks as well as butterfly valve drains on both sides. The tank also is fitted with anti-turbulence plates and a pump protection system.
• Centrifugal Slurry Pumps and Hydrocylones Two centrifugal slurry pumps (course and fine) are used to pump material from both sides of the sump tank into two hydrocyclones. The hydrocyclones remove silts and clay (material below 63 micron), which are sent to the water treatment plant. The heavier material (above 63 micron) exits the bottom of the hydrocyclones into a rubber-lined box where blending can take place if required. • 125 Dewatering Screen The underflow from the hydrocyclones transfers onto a dewatering screen via a discharge box, which equally distributes the material across the screen to increase the dewatering screen area. Both materials are dewatered over a 500 micron polyurethane screen to produce two instantly salable grades of sand. The high-energy dewatering screen is fitted with two high efficiency counter rotating vibratory motors, which remove capillary water to produce two dewatered sands. The rubberlined catchbox under the dewatering screen carries the underflow back to the tank for recirculation through the cyclones. Carolina Sunrock’ s plant had a 146 dewatering screen instead of the standard 125 dewatering screen and it also had bigger hydrocyclones. • Integrated Conveyors The AggreSand system has the option of five conveyors, three aggregate and two sand. The 650 mm wide conveyors are powered by direct drive electric motors and gearbox arrangements. The 9.3 meter long conveyors are angled at optimum height for excellent production. The two conveyors have a unique automated radial wheel drive system that increases stockpiling capacity to a 350 cubic meter. The conveyors are fitted with high quality teardrop polyurethane scrapers. The aggregate oversize conveyor has a novel feature whereby it can be placed on either side of the machine in accordance with the customer’ s site set-up/preference. The 4 meter stockpile height of these conveyors make them ideal for producing generous stock piles or feeding other equipment within the Terex product range. • Accessible Service Areas There are 600 mm wide access platforms on both sides of the machine. This allows easy access to both the rinsing and dewatering screens. All walkways and handrails are galvanized as standard with curved ends and expanded metal floors.

At Carolina Sunrock’s Butner, N.C., location, customers saw the Matec system in action that Carolina Sunrock purchased from Powerscreen Mid-Atlantic earlier in 2013. The Matec is a completely automated system designed for recycling waste slurry water from an aggregate wash plant. It removes the silt and clay from the slurry water and produces a dry silt cake and then sends the clean filtered water back to the wash plant for use. This eliminates the need for any settling ponds at the quarry and saves the customer the expensive maintenance costs that come with these traditional ponds. The system at Carolina Sunrock consisted of a filter press, thickener tank, buffer tank, flocculant dosing station and

Based in Italy, Matec has installed more than 1,000 systems worldwide, with more than 75 working in the United States. Also during the event, Powerscreen Mid-Atlantic demonstrated the new Trakpactor 320SR impact crusher. The Trakpactor 320SR is a mid-sized horizontal impact crusher redesigned to offer operators and contractors excellent reduction and high consistency of product shape for performance in quarry and recycling applications. The crushing chamber features a 44.5 x 31.5 in. (1130 x 800 mm) feed opening, hydraulically assisted CSS adjustment, four bar rotor and twin apron design and hydraulic overload protection as standard. New to this model is an optional fully independent hydraulic pre-screen, which improves fines removal and reduces chamber wear costs. The plant features rapid set-up time, a fuel-efficient direct drive system and excellent output potential of up to 352 tons per hour (320 tph). Equipment-Mounted Drills Offer Productive Solution E-Z Drill’s Model 210 equipment-mounted concrete drill attachment series consists of three models: the three-gang Model 2103 EQ MT, four-gang Model 210-4 EQ MT and five-gang Model 210-5 EQ MT. The series is compatible with most models of backhoes and excavators. The pneumatic drills offer specially designed features for maximum productivity and reduced maintenance, making them practical for full-depth road repair and patching projects, according to the manufacturer. A user-friendly, easily accessible control panel is mounted on the drill to provide convenient operation from the ground. The units are capable of drilling 5/8- to 2 ½-in. (1.6 to 6.3 cm) diameter holes, at a depth of 18 in. (45.7 cm). Each individual drill motor requires a minimum of 100 cfm (2.8 cu m/min) for operation, with a minimum of 300 cfm (8.4 cu m/min) required to power the smallest unit in the series, the three-gang Model 210-3 EQ MT. To reduce air compressor requirements, an optional 120-gal. air tank is available. Designed for quick, precise drill position-
ing, the 210 EQ MT drills feature a sideshift control. In contrast to similar equipment-mounted drills, the carrier operator is not required to position the unit in the exact drilling location. The drill must simply be placed in close proximity to the specified drilling area, then can be quickly and easily adjusted to the target location with a toggle switch found on the control panel. The side-shift feature further enhances productivity by allowing a second set of holes to be drilled without the need to move the drill, backhoe or excavator, provided holes are specified on 12-in. (30.5 cm) centers. Simply set the drill spacing at 24-in. (61 cm), drill one set of holes, and engage the side-shift. The unit will quickly and precisely move 12-in. to drill the second set, all without repositioning the drill or carrier. Drill spacing is adjustable up to 24-in., and the drills offer lateral travel up to 14-in. (35.5 cm). To reduce operator effort and increase hole-drilling speed, the drills feature a “floating” bucket curl pin. By providing the pin
with a small range of motion, the drill automatically levels itself, eliminating the tedious and time-consuming process of manually leveling and positioning the drill with each movement. For added convenience and productivity, the 210 EQ MT drills feature 360-degree rotation, which allows quick repositioning for drilling within the same patch. To enhance operator safety, the rotating feature includes a safety swivel lock. With the simple flip of a switch, the lock is activated and
the drill is secured into place, ensuring safe transport and preventing potential harm to the operator. A number of features have been incorporated into the 210 EQ MT drills to enhance durability and extend service life. Multi-point oil injection allows each drill to be lubricated individually from a single reservoir, ensuring each drill always has the proper amount of oil. This reduces wear on the motor and is more effective than a central oiling system, which doesn’t offer individual lubrication points. An automatic drill shut-off further extends individual drill life by preventing dry-firing. The 210 EQ MT drills offer extra height adjustment, providing access to the center of a slab, even in extreme asphalt overlay conditions. are located on the pump and also operate both agitator and pump speed. The RD6536 weighs in at 2,700 lbs. (1,225 kg) and hydraulic oil requirement is 18 gpm (68 Lpm) at 3,000 psi. The 48-in. (122 cm) wide frame (55-in. [140 cm] with receiving hopper) is designed to be narrow enough to fit between the wheel wells of most standard work trucks. The unit includes forklift pockets to allow quick and easy loading and unloading from the transport vehicle. Maintenance requirements for the RD6536 are simple and take just minutes. The steel-constructed unit is designed to prevent any concrete from coming in contact
with the pump’s moving parts, further reducing maintenance concerns and ensuring a long service life. The primary wear part, the rubber pumping tube, can be easily replaced on the job site in about 20 minutes. California, you can’t even find enough workers But when you get into that central valley, it’s still kind of sleepy.” Other states reporting good news include Connecticut with an 11 percent increase, Missouri, at 9.8 percent, and Georgia, which added, 13, 200 jobs. “Connecticut is a bit of a surprise,” Turmail said. “New England — outside of Boston — has had a harder time getting into a recovery.” Montana also was a surprise, but not a good one, Turmail said. Construction managers report work is good, with a lot of new construction activity on the east side of the state. But the data, as reported by the Labor Department, indicates the state is still losing construction jobs. For the month, 30 states added construction jobs, 16 lost jobs, while employment stayed steady in four states. The biggest driver of the jobs was residential construction, both in the single- and multi-family markets. Activity in the energy sector was also up, as was, surprisingly, the lodging industry.
“There was a lot of renovation of facilities,” Turmail said. “In 2006 through 2008 when money was very cheap, there was a lot of hotel construction. There was so much overbuilt hotel capacity. What we’re seeing now is either hotel owners upgrading or putting money back in and renovating them and keeping them competitive as opposed to building new hotels from scratch.” But all that good news is undermined by declines in other areas, like retail and office space. The trend toward on-line retailing has dampened the demand for new retail space, while teleworking is shrinking the footprint for office space and will weaken demand for new space even as employers add employees. There also was a surprise spike in public spending, but analysts don’t expect to see that again. On the contrary, public spending has been trending down. “The federal government is not pumping as much money into public works,” Turmail said. “State and local spending will continue to be weak, but
as the economy improves you will see a lot more municipal spending. You can expect to see increased construction in schools, fire departments and police stations, but that’s probably later next year.” The ACG again urged Congress and President Obama to finalize water resources legislation and to act swiftly to renew long-term highway and transit legislation. “At this point, it is hard to predict whether construction employment will continue to expand in many states next year,” said Stephen E. Beloved Leader of J.M. Wood Passes Away at Age 65
Brenda Semmes Wood, 65, of Montgomery, Ala., passed away on Dec. 22.
J.M. Wood Auction Co. Inc. — a 40-yearold Montgomery, Ala., fixture that’s now among the largest auction firms in the country — lost its beloved leader, Brenda Wood, on Dec. 22. A Montgomery native (and great-greatgranddaughter of Confederate Admiral Raphael Semmes) Mrs. Wood graduated from Sidney Lanier High School and earned a home economics degree at Auburn before she met her husband, the late Malcolm Wood. He had grown up in west Montgomery, selling produce door-to-door for his family farm, which raised fruit, vegetables and cattle. Together the pair founded J.M. Wood. Mrs. Wood handled the books and the office while her husband hit the road to meet contractors and farmers to see what equipment they needed for jobs and to see what they wanted to sell or trade. An unexpected turn of events came about that would not only affect the company but the Wood household, as well. At an auction in Georgia in 1989, Mr. Wood started complaining of pains, and soon after he was diagnosed with an advanced form of colon cancer. A mere six months later, at 46 years of age, Mr. Wood passed away. Mrs. Wood was faced with one of the hardest decisions of her life. What was she to do

It auctions heavy machinery at permanent facilities in Montgomery and in Columbia, S.C. and handles on-site auctions for the Alabama Department of Transportation and many other DOT and government agencies across the Southeast. The Wacker Neuson HDR 155 directfired radiant heater features a heating design unaffected by the elements, so the heat is easily directed exactly to where it’s needed, according to the manufacturer. Delivering 155,000 BTU/hour (45 kW) heat input, the HDR 155 easily heats workspaces, workers and objects such as equipment, concrete form work and other structures from approximately 15 ft. (5 m) away. Since infrared heat radiates directly from the heater’s disc, the HDR 155 does not rely on warming the surrounding air like convection heating, so it produces quick, intense heat. The direct-fired HDR 155 heater uses an oil flame to heat its stainless steel disc to approximately 1,700 F (926.7 C). The shield emits electromagnetic (infrared) waves that travel in straight lines away from the heater, unaffected by wind or weather, to warm objects they hit. Exhaust gases are directed upward, so the heat is clean, dry and healthy. The heater’s 300-series stainless steel front panel delivers performance and extreme reliability and longevity. The design of the HDR 155 boasts three concentric cones: the inner cone containing the flame; center cone that protects the outermost surface from heat; and external cone constructed of high-temperature-painted carbon steel. The air stream is split between the inner cone to support the flame and center cone to provide cooling air for the heater’s surface. This “refractory free” cooling system results in a significantly cooler heater surface that does not require the expense or maintenance of molded heat refractory panels, according to the manufacturer. “Molded refractory is used to slow the movement of heat, but the rear surface of a
heater using molded refractory still gets extremely hot after less than one hour of operation,” said David Mencel, Climate Technology product manager of Wacker Neuson. “Conversely, the Wacker Neuson air-cooled design keeps the rear of the HDR 155 significantly cooler than other radiant heaters on the market. In addition, ours is a low-maintenance cooling system, whereas molded refractory eventually cracks and must be replaced, which costs the owner hundreds of dollars in maintenance.” The new construction-grade Wacker Neuson HDR 155 direct-fired radiant heater boasts many rental- and user-friendly features that lower operating costs and provide many years of reliable service. Large pneumatic tires, single point lift bail and tiedowns provide easy loading and transport. Its retractable floor guard eliminates the need for floor mats or other protection, while a two-position, 10-degree adjustable housing offers precise control over heat direction. The heater’s rugged, rotomolded plastic fuel tank provides enough capacity for a 15-hour continuous run time, and an optional remote thermostat gives operators control over the temperature at the job site. Because of its rugged design, the HDR 155 can be used in a variety of heating applications, including construction sites, warehouses, dairy, sports arenas, aircraft/hangar heating and thawing, mining and oil services, highway maintenance, and concrete curing. easily found. This equipment is quite expensive and requires a lot of expertise to operate and maintain.” Eight years ago, Great Lakes deepened the channel to 42 ft. (12.8 m) with the same equipment used for phase three. The key will be for the equipment to operate effectively and efficiently, while minimizing any impacts to the surrounding environment. Before the dredging began, Great Lakes mobilized engineering and project staff to Miami and prepped equipment. “Our crews typically stay with the dredges as they travel from job to job, so they are experienced and talented,” said William Hanson, vice president of Great Lakes. “The equipment is maintained with the latest automation technology to help the operators be as efficient in their operations as possible. The fact that we completed a smaller version of this job in 2005 is helpful, but this particular deepening has its own specific challenges, mostly owing to the scale of the project and the complex operating conditions working in an active operating port.” Crews will primarily use the hopper dredge Terrapin Island and the cutter suction dredge Texas. Other equipment may be used during the project. Previous work has involved bucket dredges, drillboats, spider barge loaders and material barges, as well as workboats, tugs, and numerous pieces of support plant. More than anything, Reichold said communication is crucial as work gets under way. “Outreach and early coordination is key,” said Reichold. “Miami Harbor is a very active port, and poses many logistical challenges of accomplishing the job without disruption of service. Working with the construction contractor, the Port, the USCG and Biscayne Bay Harbor pilots helps to open lines of communication to ensure all stakeholders remain on the same page.” The project has a hefty price tag, which Reichold says can be difficult to pinpoint. “The Federal Acquisition Regulation requires that when we solicit bids for a contract, we disclose the magnitude of the project in terms of physical characteristics and price range, without disclosing the government’s exact estimate. The defense federal acquisition regulation supplement provides parameters, and the government estimate in terms of the physical characteristics for this project fell within the defined price range of $100 million to $250 million.”
The construction area is within an active channel, including both cruise and cargo in over half the project. This aspect of the project was built into the contract and the project scope. “Constant communication and coordination between the USACE, the USCG, the Biscayne Bay harbor pilot and the contractor will be required and is underway,” said Reichold. “This project includes an excellent plan to meet these challenges and all partners are committed to see everything through.” “In preparation for this dredge project, the Port started outreach efforts to stakeholders, Biscayne Bay pilots, the U.S. Coast Guard and others,” said Becky Hope, manager of PortMiami’s deepening project. “We feel it’s important to keep everyone updated with the project, have an open line of communication and ensure all parties are part of the coordination effort throughout. “It’s anticipated the contractor will begin dredging in the outer channels, while creating artificial reefs and building the seagrass restoration area. Over 1,300 corals will also be relocating during this base work. The contract’s options are anticipated to be awarded in January 2014, which will allow the contractor to dredge the inner channel area as well. The total contract is expected to take approximately two years.” As with many massive construction projects, the minimization of environmental impacts can’t be stressed enough, especially when dealing with vulnerable species. “This includes the Florida manatee, five sea turtle species, American crocodile and bottlenose dolphins, in addition to numerous important recreational and commercial fish species,” said Hope. “Terrestrial and marine habitats surrounding the Port include beaches, mangroves, seagrass beds, and hard bottom and reef communities. Due to the ecologically diverse marine resources within the vicinity of the Port, this project includes monitoring of adjacent resources by in-water divers twice a week during all active dredging activities. If any unanticipated impacts are noted, the project is designed to have dredging operations in the area cease until the resources are returned to stable condition. “Designating a marine environment as a ‘National Marine Sanctuary’ is the highest environmental protection the federal government bestows upon water bodies of special national significance. Sanctuaries are managed to protect and conserve their resources and to allow uses that are compatible with resource protection. The Deep Dredge project is utiliz-
ing the same extensive resource and sedimentation-monitoring protocols as established for the Florida Keys National Marine Sanctuary, for the entire dredge project, making it the first Florida port-dredging project to implement the highest environmental protection monitoring protocols outside of a national marine sanctuary.” PortMiami is working with all parties to ensure resources are protected outside of the project, and is committed to long-term monitoring after the dredging takes place. In addition, PortMiami is committed to protecting our surrounding environment in the Biscayne Bay, while serving its community, to provide a sustainable Port, according to Hope. “An extensive construction safety protocol for construction activities in addition to a marine mammal watch program and sedimentation and turbidity monitoring of adjacent seagrass and hardbottom reef communities will be implemented during all construction activities, said Reichold. “These programs were developed in coordination with local, state, and federal agencies to ensure protection of all life during construction.” Miami’s deep dredge project makes the port more competitive with other deep water east coast ports, including Norfolk and Baltimore. Because of PortMiami’s geographic location, the world’s largest shipping lines offer regular service from PortMiami to more than 100 countries in more than 250 ports across the globe. Rebeca Sosa, commission chairwoman of Miami-Dade county has described the Deep Dredge as one of the most important projects in the Port’s history, while Lynda Bell, commission vice-chairwoman, and head of the commission committee overseeing the seaport, called it a vital economic catalyst. “PortMiami is South Florida’s second largest economic engine after Miami International Airport,” Bell said. “The dredging project will ensure that our seaport remains competitive in the global marketplace.” PortMiami is among America’s busiest ports and recognized across the globe with the dual distinction of being the Cruise Capital of the World and the Cargo Gateway of the Americas. PortMiami contributes more than $27 billion annually to the south Florida economy and helps provide direct and indirect employment for more than 207,000. The detention center vans pull into a sally port to load and unload the inmates who are being held into custody, waiting for their day in court. “As on many projects, budgets are always tight and this one had challenges,” Gressette said. “Courthouses have to have more circulation spaces than most buildings, so normal net/gross efficiency is not in play. Also, due to appropriate finishes and security monitoring, a higher cost/square foot needs to be considered. Thus, more square footage at a higher budget causes issues.” The building style is neo-traditional, featuring brick and cast stone veneer as the primary exterior materials. The entry and side porches combine glass curtain-wall with columns. “A courthouse is a direct reflection of the community in which it is built, said Gressette. “Most people take pride in their courthouse, which should evoke permanence and the decorum and fairness of the justice system. A new courthouse also makes it easier to address the various needs of the tax-paying citizens of the county. Computerassisted services offer visitor’s quick answers. The court scheduling and other aspects of case management align with directives from the South Carolina Supreme Court.” Although not aiming for LEED certification, the Judicial center incorporates most normal energy-efficient systems. For performance and noise considerations, aircooled chillers located off the building were utilized to provide chilled water-cooling to the units that supply air to the building. In order to reduce the amount of outdoor air being provided to the building, demand control ventilation was used in spaces that have varying occupancy. This saves energy by minimizing the amount of outdoor air that has to be cooled. To save water, pint flush urinals were installed. The power consumption of the lighting system is 15 percent below the code limitations. “Considering the initial vision and goals,” said Gressette, “I think it’s important for the visitors and Sumter County citizens to be proud of their new courthouse, to be assured that the design-construction team was a good steward of tax-payer money, that the building is functionally sound and safe, and that the courthouse enjoys being a distinguished focal point for the community.” SIFCO Mechanical, Inc., recognized as Sumter’s oldest continuing business enterprise, was contracted in a pre-construction role to meet and work with the HVAC engineers from the design development through
the construction drawing process. Allen Goff, owner of SIFCO Mechanical said communication at all times was key. “The interior of a courthouse facility includes many wood and cabinetry features, which sometime limit the above ceiling space where the heating and cooling systems are located, said Goff. “Close coordination with all trades was necessary. “The heating and cooling generation was designed to utilize air cooled chillers for cooling and gas fired hot water boilers for heating. These components of the system were located outdoors to allow for remote location to avoid any possible sound transmissions into the building. Air moving equipment was all located on the concrete roof slab, as was most large ductwork. Underground chilled and hot water piping was buried approximately five feet deep to enter into the building. Excavation and backfill was accomplished via track hoe. Roof mounted air handlers and ductwork were rigged via 60-ton hydraulic crane.” All ductwork was shop fabricated and field installed by Prewitt Sheetmetal Works in Lugoff, S.C. The project included approximately 70,000 lbs. (31,751.5 kg) of galvanized metal, ranging from 26 to 18 gauge. The chilled and hot water piping was furnished and installed by SIFCO. The project included approximately 6,000 linear ft. (1828.8 m) of piping ranging from 6 in. (15.2 cm) to .75 in. (1.9 cm) black steel and copper. “All workers had to have security background checks in order to gain access to the site,” said Goff . “The heating and cooling systems were designed with security grade air distribution grills in all secure areas, such as holding rooms and lawyer/client conference rooms.The Sumter County Courthouse project is of historical significance to our county, and we were extremely honored to have been a part of the overall project.” “I believe the employees of every department have thoroughly enjoyed the new facility,” said Campbell. “The public is very impressed with the building when I give them tours. It was the talk of the town when construction was going on.
