Iconic Caterpillar Celebrates Turning 100 PEORIA, Ill. (AP) The $32 billion company that puts the Peoria area on the world’s financial map got its start 100 years ago with the deed to a bankrupt tractor plant and a dozen employees. Caterpillar, based in East Peoria, is easily the area’s biggest employer with more than 16,000 local workers. But it’s also 44th in the Fortune 500, employs more than 90,000 people around the world and serves as a bellwether for the economy because its construction and mining equipment is so widely used. “Over the years, our first plant along the banks of the Illinois River has been the birthplace for many of the products that have made us the company we are today,” Caterpillar CEOelect and Vice Chairman Doug Oberhelman
said. He has been picked to replace outgoing CEO James Owens. Cat got its start when Holt Manufacturing Company of Stockton, Calif., chose East Peoria and the bankrupt Colean Manufacturing plant as its base east of the Rockies. Holt was looking at Minneapolis but a young Peoria businessman named Murray Baker steered Holt toward a relatively new tractor plant owned by the bankrupt Colean Manufacturing Company, according to Caterpillar archivist Nicole Thaxton. tigating the plant of the Colean Manufacturing Company and I must say that I am more than enthused with the location of this plant for our Eastern Manufacturing business,” Pliny Holt wrote in a letter dated July 1, 1909. Holt Manufacturing took the deed to the plant on Feb. 16, 1910, and started work as Holt Caterpillar Company right away. A group of investors bought Holt and another manufacturer, C.L. Best Tractor Co., in 1925, and merged them into Caterpillar Tractor Co. Caterpillar employment reached more than 110,000 and revenue topped $51 billion in 2008 before the recession cut sales and led the company to lay off workers.

An onslaught of rain, snow and temperatures down in the teens has caused some hurdles for construction on a new school being built in Columbus, Miss. Work on Columbus Middle School is taking place on about 50 acres of land at the intersection of highways 373 and 45
North. A $22 million bond issue is funding the project. The American Recovery and Reinvestment Act of 2009 (ARRA) was intended to be an effective antidote to high unemployment and stagnant growth in the construction industry. A year after the Act passed, the consensus is that things would have been worse without it. There is no denying the impact on the industry of billions of earmarked dollars. Yet there is disappointment. While major construction associations continue to voice support for the stimulus package for which they lobbied hard, even they sound a little defensive about it. “To appreciate the success of the Recovery Act’s transportation provisions, it is necessary to sidestep the political rhetoric about ‘outlays’ and jobs created vs. saved,” declared a white paper authored in February by the Transportation Construction Coalition, co-chaired by the American Road and Transportation Builders Association and Associated General Contractors. “The simple facts from the Federal Highway Administration and Federal Transit Administration are that, as of Feb. 17: • $16.84 billion in recovery act highway funds are see STIMULUS page 18

National Pavement Expo Comes to Nashville, Tenn.

he Nashville Convention Center in downtown Nashville, Tenn., was the stage for this year’s National Pavement Expo (NPE) Jan. 20 to 23. Thousands of paving and pavement maintenance professionals from across the country attended the event, which received industry support from the Asphalt Institute, ASMA and NAPSA. The four-day expo was packed with workshops, seminars, conferences and in-depth industry networking. Industry roundtables were extremely popular and provided plenty of opportunities to socialize while sharing challenges, solutions and experiences. More than 100 exhibitors displayed their newest products and innovations and provided demonstrations of their product lines. GREENVILLE, Miss. (AP) The Benjamin G. Humphreys Mississippi River Bridge will soon be a memory. The 70-year old bridge is slated to be demolished once the new Greenville Mississippi River Bridge opens for traffic. Local real estate broker Mal Kretschmar finalized the lease on a 10.4 acre tract of land, located 4.7 mi. north of the bridge, to Granite Construction Inc., of Watsonville, Calif., who will demolish the bridge. Kretschmar said the two-lane bridge opened Oct. 4, 1940, and has the distinction of both ends actually being in Arkansas. “The main span of the bridge is entirely in Arkansas and only the eastern piers of the approach road are positioned in Mississippi,” he said. “This is the only river bridge in the lower Mississippi River where the state line boundary does not follow the current main river channel.” Not long after the bridge opened in 1940, it was recognized that there was a navigation hazard due to a swift current where the bridge is located. According to the Mississippi Department of Transportation, the bridge has sustained more barge collisions than any other bridge on the Mississippi River. In 1950, an airplane from the Greenville Air Force Base crashed into the bridge. MDOT said despite the many collisions, the bridge remains structurally sound as ever. Construction of the old bridge cost $4.5 million, and to remove it will cost $22 million. Project manager Bob Pode said Granite will be able to recycle all the steel and concrete removed. “We are still looking for mills to send the concrete and steel to,” he said. “We’re looking in the region for mills that can recycle this type of material.” Pode said they are getting everything in place and will begin the project March 11. “We’ll be getting our construction trailers and start setting up our offices here,” he said. “And then we’ll begin the first phase of the project.” Phase one will be to open the new bridge for traffic. Pode said they will apply a latex modified concrete overlay on the surface of the new bridge, stripe the lanes, put up the appropriate road signs and tie in the new route to the bridge approaches.
The bridge is scheduled to open to traffic July 28, and the old Benjamin G. Humphreys Bridge will close the same day. Once the Humphreys Bridge has closed, Pode and his crew can begin the systematic demolition. “We will begin in the center span, and we’ll have strand jacks mounted on top of the bridge,” said Pode. “The hydraulic strand jacks will allow us to lower sections onto a barge to be moved on for recycling.” The underwater concrete pylons will be removed to a certain depth as to not cause an obstruction for river traffic. “The concrete that is underwater will be removed to level 60, which is a depth safe enough so they don’t present a hazard to any ship or vessel coming through the channel,” he said. Granite will remove portions of the U.S. Highway 82 approaches, and, said Pode, the materials will be recycled as well. “Some of the approach road material will be reused,” he said. “And parts of 82 will stay in place. Harlow’s will have a loop off of Highway 454 that will cross 82 connecting to their property. And 82 on the Arkansas side will provide access to Farmer’s Grain and the road to the Chicot County State Park.” Pode added the levees would be restored to a higher elevation as well. The contract for demolition will expire Sept. 21, 2012, and Pode expected the work to be done before the end of the contract. He also said that Granite and its subcontractors will be filling approximately 20 positions locally. “We’ll begin advertising for general construction labor and operators in the late summer,” he said. “And we’ll have 10 of our staff moving into the area as well.” Pode said its biggest challenge with the demolition will be Mother Nature. “The problem with this particular bridge will be trying to get the work done at the right water level,” he said. “A good portion of this bridge is inside the levee in the wetlands, and we’re going to need a little help from Mother Nature.” The new bridge has the fourth longest cable stayed span in America. The 2.5 mi. bridge deck, with its two 425 ft. concrete towers above the Mississippi River and concrete piers anchored 120 ft. into the riverbed, is considered to be state-of-the art, and MDOT said, “It is a spectacular crossing over one of America’s most storied rivers.”

Cowin Equipment Welcomes Duncan to Its Ga. Sales Staff Cowin Equipment Company Inc., Birmingham, Ala., announced the addition of Jeff Duncan to its sales staff at its Mableton, Ga., facility. Duncan brings more than 25 years of experience in heavy equipment sales and a strong knowledge of the 26 counties in Georgia for which he’s responsible to the company. Russ Huber, vice president and general manager of Cowin Equipment Company’s Georgia division said, “I’m extremely excited to have someone of his experience in this territory. Jeff has already sold machines and has known the prospects in the area for many years.” The construction industry was not where Duncan started. “I came to Georgia from North Carolina selling insurance. That was the best education anyone who wants to be in sales can have, going door-to-door selling accident insurance,” said Duncan. “I did that for four years and got tired of working my tail off and having nothing to show for it. I saw an ad in the newspaper for a sales position with a heavy equipment dealer that said they would provide you with a car, commission and expenses. I said to myself, ‘There are actually jobs out there that do that?’”

Duncan answered the ad and was hired by Peach State Machinery, where he worked from 1983 until 1987. Next up was TRICO Equipment Company, another heavy equipment dealer. Burch-Lowe bought TRICO in 1993 and Duncan stayed with Burch-Lowe until it closed its doors in 2001. After BurchLowe closed, Duncan was with Tractor & Equipment Company (TEC) for seven years.
He then worked as marketing director for Rhino Services, an environmental contractor based in Palmetto, Ga., that had been a customer of his when he worked with TEC. Although he is a new employee at Cowin, Duncan has “known the folks in the Cowin organization for many years. I’ve competed against them and they have always had a high level of integrity. Russ Huber has been
a friend for many years through the Georgia Utility Contractors Association activities.” Duncan sees an opportunity in his new position that he has not had a chance to embrace elsewhere. “Cowin has a very large rental fleet, Rentals seem to be where we’re going in this economy for the next year and a half or longer. At Cowin, I am not tied to one brand of equipment. I can rent just about anything. Cowin carries a lot of the same lines that I was selling when Burch-Lowe was around, so I’m very familiar with the machines,” he stated. “I’m from the old school. When you apply for a job, you commit yourself. In today’s business environment, it’s you, and sometimes only you, out there promoting an entire company. I’ve been in this business too long to be looked at as ‘just another sales guy.’ My philosophy is simple: treat everyone the way you want to be treated. World of Asphalt Draws Record-Breaking Attendance

he co-located 2010 World of Asphalt Show & Conference and AGG1 Aggregates Forum & Expo have just concluded a record-breaking run despite the lingering downturn. The shows, which were held Feb. 15 to 18, at the Duke Energy Center in downtown Cincinnati, posted record numbers for registrants, amount of exhibit space taken and number of education session tickets purchased. Final registration numbers topped 6,200 for the two shows compared to 5,795 for the 2009 events, and included registrants from all 50 states, all 10 Canadian provinces and more than 30 other countries worldwide. Money Being Drained for Lock at Chickamauga Dam CHATTANOOGA, Tenn. (AP) Funds for a new lock at Chickamauga Dam are being drained by declining fuel use by barge operators combined with rising construction costs for other dam projects. Industry officials said it threatens the future of the project and use of the Tennessee River. Without Congressional action, work may be suspended within the next year on the lock, one of Chattanooga’s biggest construction projects. Under the current funding approach, there isn’t enough money to continue building new locks at both the Chickamauga and Kentucky dams on the Tennessee River, according to a report given to the Inland Waterway Users Board in December. “We’re facing the prospect of at least a decade-long suspension of work on the new Chickamauga lock, which could close off the river altogether above Chattanooga in the next five years or so, unless something is done,” said Cline Jones, executive director of the Tennessee River Valley Association, a barge industry group based in Decatur, Ala. Tennessee lawmakers said they are intent on keeping the lock project moving ahead to avoid closing off the Chickamauga lock and
more than 318 mi. of navigable river above Chattanooga. Congressional backers of the lock are considering industry proposals this winter, ranging from higher diesel taxes on barges to a special appropriation under an upcoming military spending bill. The current lock at the Chickamauga Dam, which opened in 1940, is suffering from “concrete growth” and even with extra maintenance could become inoperable after 2015. In its place, the U.S. Army Corps of Engineers is building a larger lock comparable with those downstream of Chattanooga to allow barges to pass through the Chickamauga Dam quicker and at less cost. According to the Chattanooga Times Free Press, 2 million tons of cargo a year pass through the Tennessee River in Chattanooga. Commercial users of navigable rivers pay 20 cents per gallon of fuel into the Inland Waterways Fuel Tax Trust Fund, which matches federal appropriated funds for Army Corps of Engineers’ projects. The tax generates about $85 million a year, but that tax combined with federal appropriations generates only a fraction of the estimated $7 billion expense to complete current Corps projects, including the Chickamauga lock replacement.

under construction; • $8.46 billion in highway funds have been committed for specific projects; • $7.24 billion in recovery act public transportation funds have been awarded; and • $1.07 billion in public transportation funds are pending award.” Nonetheless, it is almost impossible to “sidestep the political rhetoric” of the ARRA. The stimulus package was a signature initiative of a new administration and was hailed as the major anti-recession weapon in the administration’s arsenal. The politics of the legislation were virtually interwoven with its other provisions. Assurances repeatedly were given about the number of existing jobs it would save and new jobs it would produce — with a Web site created to track them all. The legislation’s authors said the package of spending programs would spur immediate revival in the building industry via “shovel-ready” projects as well as lay the foundation for longer-term infrastructure renovation and replacement. Twelve months later, it is safe to say the promise of the Recovery and Reinvestment Act is not fully realized. Clearly, the money helped preserve construction jobs. Less clear is if the money actually stimulated construction activity beyond the work funded by the original federal infusion. It is not clear that the funding had a multiplier effect, that it was seed money for subsequent state and private sector investment. And the debt incurred in funding the initiative is worrisome to many. Mostly Overlay Work In Texas, Austin Bridge & Road picked up a stimulus-funded $30 million job in Louisiana shortly after the Act was passed, a project that won’t be complete until later this year. However, the Irving-based company has not landed anything comparable since. “We have picked up a few others, the socalled shovel-ready projects, mostly asphalt overlays. Those are the kind of projects that take three to six months,” said Jim Andoga, company president, “and that saved a few jobs, but I want to tell you that when those months ended, those people were gone. The stimulus needed to generate projects that were more long-term. Most were shortterm.” Austin Bridge & Road produced just under $500 million in revenue in 2009, but it still was a year of shrinkage. When 2009 began, its payroll numbered almost 1,300. More than 250 positions have been lost since. “Some contractors had more than half their employees laid off,” added Andoga, who is western region vice chairman of
ARTBA. “They had more than 2,000 employees and are down below a thousand now. They tell me, ‘Wow! You’ve done a hell of a job.’ Well, we were fortunate to have some other projects. Where we have lost is with the asphalt work, the stimulus jobs.” Andoga is concerned that he soon will have to cut deeper. “I look at my professional staff, my engineers and estimators. As the stimulus money goes away, I’m going to have to lay off salaried staff, the jobs that had been protected. I just don’t have that much work to chase, so I am sitting here with an estimating department without any work. “We are hearing similar stories throughout the country. Yes, there are some companies that were fortunate to have picked up a lot of these stimulus projects, but a lot of that work went very, very cheap.” At the other end of the country, Chuck Niederriter has a different take on the stimulus funding program. Niederriter is chief operating officer of Golden Triangle Construction Co., and president of Constructors Association of Western Pennsylvania. “If you don’t think the stimulus has worked, ask Chuck,” President Obama said in mid-February during a press conference marking the one-year anniversary of the ARRA’s passage. Niederriter was on the stage with the president. Golden Triangle has landed two projects that will begin this summer. The jobs had been on the planning shelf awaiting funding, which the stimulus package now has provided. One is a runway project at Pittsburgh International Airport and the other a state highway improvement project involving concrete overlay on asphalt. The two jobs will employ approximately 100 workers, Niederriter said — “most of whom will be recalled. If we hadn’t gotten this work, they wouldn’t have been called back.” Niederriter said that last year he anticipated winning stimulus-funded projects for Golden Triangle and subsequently did. “Maybe I even got a little more than I thought I would.” He said most of the 70 members of the Western Pennsylvania association also are happy with the ARRA program. “Some of them have more stimulus projects than others. There are a few that didn’t get any, but maybe their competitors won some stimulus projects and opened other jobs for them. I haven’t heard anyone in this
industry say it wasn’t a good thing. Our infrastructure is in dire need of this money.”

Former AED Washington Counsel Tony Obadal Dies Anthony J. Obadal passed away on Feb. 13, 2010, at the age of 77. He served as AED Washington Counsel for more than three decades and played a central role in the establishment of AED’s Government Affairs Program. In the early 1970’s, Obadal set up the AED Washington Office both to represent the interests of equipment distributors in the nation’s capital and to help AED members get more involved in the policy process at the grassroots level. Shortly after his retirement in 2002, Obadal received the AED Democracy Award for his lifetime of service to the association. “Tony was a great advocate for the equipment industry, a largerthan-life personality, and a good friend,” AED President and CEO Toby Mack said. “He deserves much of the credit for our association’s elevated political visibility in Washington, D.C., and the

Before entering private practice, Anthony J. Obadal passed away on Obadal served as Court of Feb. 13, 2010, at the age of 77.

Obadal also was involved in a number of community and professional organizations over the years. He was a past chairman of the board of the Westminster School in Annandale, Va., served on the legal advisory board of the National Legal Center for the Public Interest, the board of The Road Information Program, and as a board member and president of the Thomas More
Society of America. Since retiring from the law firm of Obadal, Filler, MacLeod & Klein PLC, Obadal and his wife Nancy lived in Williamsburg, Va., where he served on the James City County Planning Commission. Despite all his professional accomplishments, his greatest satisfaction and pride was in his family. Survivors include his wife of 48 years, Nancy, four children: Nancy Bryant of Atlanta, Kirsten Obadal of Alexandria, Katie Lyons of Herndon, Michael Obadal of Newport News, and nine grandchildren. A Mass of Christian Burial was held at St. Bede’s Catholic Church, Williamsburg, Va., on Feb. 16. the school, which is scheduled to open in November of this year. Work on the project is running seven days a week to keep the opening on track. Many subcontractors also are being used on the project including Burns Dirt Construction, Columbus, Miss., as the dirt subcontractor and local firm Pryor & Morrow Architects and Engineers, based in Columbus and Tupelo, Miss. “The school is a typical metal building structure with a covered block and brick exterior and metal roof,” said Rick Williams, senior project manager of West Brothers. The company was hoping to finish the project, which started in April, ahead of schedule but weather stalled plans for a previously projected August grand opening.
“The rains this year have been excessive,” he added. “We have had to take some extreme measures to deal with the rain and wet site conditions so that we could keep working. One of the things we did was install four to six inches of crushed granite, milled asphalt and crushed stone as a ground cover over the entire site. This has given us the ability to keep working during the wet season. It has also helped to control run-off from the site.” Williams said the crushed rock sinks into the mud and clay to create stable ground for construction vehicles to maneuver on. “This has helped us out a lot and made a huge difference in our staying on schedule.” he said. “We covered everything on site that wasn’t on permanent grass or that didn’t have a building on it. When the project
is finished, we will dig up the material and haul it off site. We will stockpile and reuse the material on another job.” Williams said the project is being built on a base of sandy, clay material that is prone to erosion so the ground cover also helped protect the site from this. “We worked with owners to provide erosion mats and seasonal seeding to get the slopes protected,“ he added. “The owners invested money in doing that to keep the project moving along.” Williams said the company spent around $60,000 on the ground cover to get access to the building site. He said there are numerous pieces of equipment currently being used on the project including dozers, loaders, cranes, material handlers, skid steers and compactors.

The 150,000-sq.-ft. (13,935 sq m) middle school is using a spoke design, with a central commons area and halls stemming like spokes from the central area. Each wing of the school will function as a self-contained unit. Williams said the construction materials being used are energy efficient to cut down on heating and cooling costs. A plan to handle expected increased traffic around the site also is in the works with the Mississippi Department of Transportation (MDOT). The plan calls for installing traffic lights on Highway 45 North, at the top of Airbase Hill, to widen Highway 373, from Highway 45 North to past the entrance of the school. Plans also call for installing a dedicated turn lane and a traffic light, to be used during peak traffic times, on Highway 373.

“MDOT will install the traffic signals at the intersection of U.S. 45 and SR 50,” said Bill Jamieson, district engineer for MDOT. “The other improvements will be made by permit to the city of Columbus School System. Also included into this permit will be mast arm poles for the signals at U.S. 45 and SR 50. The Department will then install the signal heads and controller.” According to Williams, the company is working one shift but they are running every day of the week. “Right now there are approximately 80 to 100 workers on site every day,” he said. “Hopefully the weather will cooperate so we can stay on track.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Crushing, Screening & Recycling Section Sennebogen Opens American HQ; Plans for Continued Growth The American headquarters with a new parts and training facility announced by Sennebogen LLC in October 2008 has now opened its doors in Stanley, N.C., and committed to serving the North American marketplace from this central location. According to Constantino Lannes, the president of Sennebogen LLC, the opening of the new facility is just the first step in its development as one of North America’s premier support centers for heavy equipment. The center is designed to accommodate a significant increase in employees as the business achieves expected growth targets. Its head office, parts and training facility is part of the company’s plan for continued growth as it expands sales into new sectors. “This positive strategy has
allowed us to grow,” Lannes said. “We are committed to keeping the investment in our staff. They are part of the Sennebogen family. “We are very proud of how this facility has been conceived and constructed,” Lannes continued. “Every feature is based on the specific activities. We are always explaining to customers how Sennebogen equipment is ‘purpose-built’ for its application. This project was developed with the same kind of thinking.” The site is close to Charlotte Douglas International Airport and is well-served for air travel and truck transportation. The facility itself comprises two main areas: one to warehouse replacement parts for distribution to equipment dealers, and one for training dealers’ and customers’ staff on the operation and maintenance of the
equipment. Complete Parts Inventory Entering through the main door to the facility, visitors arrive to an open reception area. Thousands of different hydraulic and mechanical components are in stock to service various machine models. The warehouse also maintains an extensive inventory of major machine components and assemblies, weighing from ounces to literally thousands of pounds. “We keep everything on hand that a technician might need to keep one of our machines up and running and with 24/7 parts and service availability, Sennebogen is maintaining its pledge to maximize their customers’ up time,” Lannes said. “Our distributors do a tremendous job of keeping their own local supplies of service and repair parts,

so we’re always ready to replenish their stocks, without waiting for orders to come from overseas. Almost any customer request is on its way the same day the order arrives here.” Lannes noted that the warehouse even keeps a large inventory of engines in stock. “Replacement units for heavy equipment normally come directly from the original engine manufac-
turers or their dealers,” Lannes explained. “But we make sure we have the exact engines available to fit into our units in the field easily. That can offer a great time-saving for service technicians. Flip Screen to Bring New E50 Model to U.S. Market in May
The Flip Screen is a bucket with a mesh screening chamber on top. Material is sieved out through the mesh as the Flip Screen rotates 360 degrees, while the larger particles are retained inside by the unit’s inward spiraling action, without the use of a closing door.
Inventor Sam Turnbull had a demolition and excavation business in Sydney, Australia, in the 1980s and 1990s. A regular, but expensive and time-consuming process then was to have an excavator put sand through a huge screening plant. Before Flip Screen came along, companies that needed to segregate materials from excavation or construction sites would get their excavator or loader buckets and bore holes straight through them using acetylene torches. The perforated buckets were then used to pick up loads. The usual and immediate problem was that it would leak material straight away as the carrier was moved to the screening site. To then shake the machine backward and forward was detrimental to the carrier machines as damage to everything is severe from destroying pins and booms to risking injury to operators. Seeing firsthand the damage suffered by carriers screening materials, Turnbull recalled standing in
front of a bucket and feeling frustrated. Turning frustration into focus, Turnbull employed persistence and perseverance, toiling on the Flip Screen concept for 16 years. The first few prototypes were built using makeshift materials such as a 44-gal. drum, a couple of truck rims and some bits of scrap steel. To see how materials were churned around in the drums, Turnbull put video cameras inside them to actually see them work. The result of his passion? Flip Screen: the portable mechanical screening attachment that has made big waves in Australia and is now being used and marketed to more than 19 countries including the United States. Sennebogen, a family-owned business founded in 1952 in Straubing, Germany, is a manufacturer of specialized material handling machines used in scrap, recycling, ports, logging and forestry and many other industries. Sennebogen LLC is the U.S.-based subsidiary of the company, established in 2000 to introduce and support Sennebogen equipment throughout the Americas. Its 54,000 sq. ft. facility with six bays for shipping and receiving occupies a secure 32 acre site located in Lincoln County, about 20 minutes from the city of Charlotte.

One Year Later: Stim Concerns Still Linger STIMULUS from page 18
in his market area have been highway resurfacing jobs, which he dismisses as “the quick and visible fix. Contractors doing resurfacing don’t have a lot of equipment needs.” The dealership boss said business activity in 2009 was about as slow as he has seen, including during the “Carter recession” years when interest rates skyrocketed. Oddly enough, he was buoyed somewhat the last weekend of February when he attended the liquidation auction of an equipment dealership in Greensboro. “There was a lot of activity there, so maybe that means people are making moves.” Rowe actually is hopeful that 2010 will be busier at his place. In conversations with customers and engineers, he has come away expecting some “serious” stimulusfunded infrastructure work — major bridges and off-ramps — in the third quarter of the year. “That kind of work might take a little of our equipment.” Last spring, a Maryville, Mo.,
contractor, Loch Sand and Construction Company, won one of the first stimulus contracts let in the country. Four projects were handed out by the Missouri Department of Transportation in January contingent on passage of the Recovery and Reinvestment Act the following month. Work on all four jobs ensued the day of the signing. Loch’s $14.5 million job entailed milling off 7 mi. of Interstate 35 in Missouri and overlaying 8 in. of concrete as well as pouring four bridge deck replacements. “We had about 40 people on that job.” recalled Rob Loch, a principal of the company who works from the firm’s Kansas City office. “Without that job we wouldn’t have had a place to put about 35 of those people. Without the stimulus, I would think construction work in Missouri and Kansas would have been substantially smaller last year.” But Loch voiced underlying concern about the debt incurred by Washington to float the stimulus funding package. Combined with other federal borrowing, the debt
could be reaching a critical mass, he acknowledged. “I don’t like to spend money we don’t necessarily have,” he said, “but at least the country is getting a substantial product out of it.” Niederriter made the same point from his office in Pennsylvania. “The stimulus is not a social program,” he said. “This beats just giving money away. We’re giving back a product, a service that’s needed.” Nevertheless, the immediate and future cost of the stimulus initiative worries some economists — and possibly some contractors. In April 2009, USA Today quoted Dr. Eric Fruits of Economics International, a Portland, Ore., firm. The economist was asked how effective he believed the stimulus package would be. He responded that the borrowed money would have to be repaid and when payment time comes, “a job today may come at the cost of someone not having a job in two or three years.” When contacted in late February, Fruits continued to express skepticism.
“Any sort of money you throw out there is going to have some sort of positive impact,” Fruits acknowledged in a phone interview, “but the objective of the stimulus was to jumpstart the economy, to prime the pump, or as some people put it, to put the paddles on the patient. I don’t think it really has been demonstrated that the stimulus is what has gotten the economy moving.” Even with a larger chunk of ARRAfunding coming into the marketplace in 2010, Fruits and other economists are concerned that the eventual 2011 drop-off in stimulus funding will spark a regression in economic activity and job growth. “And in the long run,” Fruits said, “it is going to really drag down the economy. The huge deficits are going to become a drag on the economy. n Feb. 17, 2010 IronPlanet held its annual “Hog BBQ” at the Harley Davidson dealership in Orlando, Fla., as one way of saying thank you to its customers. The event brought together more than 1,000 customers from across the world, who enjoyed great food and beverages while networking with their fellows in the industry. Attendees also spent time playing Guitar Hero, receiving airbrush tattooes, being brought up to date on the history of Harley Davidson and finding out what’s new at Iron Planet. Equipment Appraisers Assoc. of N.A. Celebrates 20 Years By Jennifer Hetrick EDITORIAL ASSISTANT
The Equipment Appraisers Association of North America (EAANA) reached an important milestone as the group convened in Pittsburgh, Pa., Jan. 29 and 30 for its 20th annual meeting. More than 85 members and guests celebrated the anniversary of the association, which was incorporated on May 18, 1990, in Pennsylvania. At its inception, EAANA had 15 charter members who were all involved in the construction or mining industries. Five years later, membership was extended to professionals in all disciplines of equipment and machinery. In 1997 the group adopted the Uniform Standards of Professional Appraisal Practice as the standard of practice for its members, approved a Code of Ethics, revised its membership requirements and established designations for members. EAANA was accepted as a member of The Appraisal Foundation Advisory Council in 1999. Today, EAANA is 144 members strong, with members from the United States and Canada. Jim Balsarini, the founder and president of EAANA, who was then the equipment manager of Alex E. Paris Contracting Co. Inc.,

lex Lyon & Son held a complete liquidation sale Feb. 26 and 27 for Briggs Equipment in Greensboro, N.C. The first day of the sale featured Case earthmoving equipment, skid steers, mini-excavators, attachments and tooling and shop equipment, while the second day featured more mini-excavators, skid steers and attachments, as well as service and pick-up trucks. The sale included a good supply of well-maintained excavators, including this Case CX330. Optimism Abounds at $138M Ritchie Used Equipment Auction in Orlando

ore than 7,000 people from more than 75 countries registered to bid on $138 million of used equipment and trucks sold at an unreserved public auction conducted by Ritchie Bros. Auctioneers in Orlando, Fla., from Feb. 15 to 19. Thousands of people visited Ritchie Bros.’s permanent auction site to inspect more than 7,200 equipment items and bid in person; thousands more participated online at www.rbauction.com. Bidders from outside Florida purchased $118 million of equipment (85 percent), including $61 million purchased by out-of-country bidders (44 percent). “There was such a positive atmosphere at the auction: we had a huge international crowd at the site, with active bidding online; buyers were impressed with the selection of equipment and the fairness of the bidding and sellers were pleased with solid pricing,” said Steve Kriebel, Ritchie Bros. regional manager. “We had thousands of people bidding on all five days of the auction, and they came from all over North America and the world. Thanks to the size and diversity of the bidding audience at the auction, pricing was strong across all equipment categories. This auction exceeded our expectations in pretty much every respect. We experienced overall growth in Orlando in 2009 compared to the prior year, and 2010 is off to a good start.” Ritchie Bros. sold equipment and trucks on behalf of more than 600 consignors, including Young’s Contracting of Niceville, Fla. Co-owners Laverne Young and his son, Kirk, sold several million dollars worth of equipment in the Orlando auction, including wheel loaders, excavators, articulated dump trucks, crawler tractors and trucks. “There’s less work so we’re downsizing, but we’re not out of business,” said Laverne Young. “We were very thorough about this decision. We talked to four or five companies and Ritchie Bros. came up with the best plan for us. We are very, very happy with the results of the auction. About 95 percent of the items sold for more than we expected — and some went for a lot more. Bidders from around the United States and the world, with many escaping the snow from the Midwestern and Northeastern U.S., enjoyed a little Sunshine State weather while vying for a host of equipment over the eight-day auction. A diverse selection of iron went on the block, including virtually everything to assist with every imaginable construction project — motorgraders, paving and compaction equipment, excavators, dozers, wheel loaders, backhoes, rough-terrain cranes, dump trucks and trailers, farm tractors, mowers and much more.
