In an effort to ease overcrowding at the downtown correctional facility, a $24 million public safety complex is being built on 29 acres in north Lafayette Parish, La. Sheriff Mike Neustrom announced the acquisition of the land back in 2009, with construction on the new W. Willow Public Safety Complex finally getting under way in 2012. Because of rain conditions, the completion of the project has been delayed until early fall 2013. “The sheriff’s vision was to build a complex with the future needs of the community and the local criminal justice system in mind,” said Julio Naudin, project development manager, Lafayette Parish Sheriff's Office (LPSO). “The buildings are to be constructed for long-term continual use, while also being flexible for the future. The size of the property
allowed us to build to not only accommodate the current and growing population of inmates involved in both outside and inside work programs, but also to provide space for expansion well into the future.” The Public Safety Complex consists of four buildings and features a transitional work release facility
and a 216-bed minimum custody secure housing facility. The complex also will include a new professional development and training center, video visitation facility and offers a 38,000-sq.-ft. warehouse building. The building will include a central laundry, inmate industries, central warehousing, facilities maintenance and processing areas.
Reggie Deloach, project manager, Ratcliff Construction Company LLC, said that crews began work on the development in February 2012. Currently they are carrying out structural steel erection, roofing, HVAC rough in and electrical rough in. “Floor slabs have been ongoing. Geo-pier installation, tiltwall construction and erection and sitework have already taken place. Limestone aggregate was used for ground improvement in the geopiers, along with xypex waterproofing in the concrete tiltwall panels, concrete, structural steel and pre-engineered metal building components.” Deloach said that crews were initially greeted by standing water on the property, but the area was mowed for quick de-grassing. The challenge has been dealing with the weather and wet site conditions. Deloach added, “Since this is a see COMPLEX page 32

RICHMOND, Va. (AP) The state Senate passed a sweeping, long-term overhaul to Virginia’s system for funding repairs and upkeep of its highways on Feb. 23, giving Republican Gov. Bob McDonnell a signature legislative triumph on an initiative that had eluded several of his predecessors. The 25-15 vote ended a fractious 46-day General Assembly session, making
McDonnell — who had vowed since his candidacy not to raise taxes — the owner of the largest tax increase bill to clear Virginia’s tax-averse legislature since 2004. And it was the first overhaul of transportation funding since 1986. It came on the final day of the 2013 session, the last over which McDonnell will hold office during the single, four-year term Virginia uniquely allows its governors. It was possible only with support from
Democrats in both the Senate and House. In the Senate, 12 of the 20 Republicans opposed the bill, while the support of 17 Senate Democrats assured passage in that chamber. In the House, Republicans were almost evenly split — 34 in support, 33 opposed — while 25 of the 32 House Democrats voted for it. “This is a compromise bill. It had to be. Neither party controls Richmond outright,’’ McDonnell said, see SENATE page 26

OKLAHOMA CITY (AP) While the debate continues over whether the United States will approve a proposed oil conduit from Canada to the Gulf Coast, the segment from Cushing, Okla., to the Texas Gulf Coast is halfway toward completion and could be transporting oil by the end of the year. President Barack Obama traveled to Oklahoma nearly a year ago to tout construction of TransCanada’s Keystone XL pipeline from the Cushing oil hub to Houston-area refineries. orld of Concrete, ranked as one of the premier building and construction sector trade shows in the United States, was held Feb. 5 to 8 in Las Vegas. AE USA recently held its annual sales meeting and training demo for all U.S. territory managers. The first of two days of meetings started at Lake Lanier Islands resort in north Georgia with product training and marketing strategies and continued on day two with additional training and a demo. With the addition of several new territory managers, the FAE USA staff focused training on the entire FAE and PrimeTech equipment and attachment lines. Several new FAE product offerings for 2013, which were introduced at the meeting, had many looking forward to getting back to their territories to spread the good news. “The new low flow DML/HY125 and DML/SSL125 are going to be the hottest selling attachments on the market,” said Dave Evans, territory manager in the Carolina’s. “If you think about the low flow industry for heavy brush clearing, there’s only brush cutters and flail mowers. There’s maybe only one other low flow drum style rotary mulcher on the market. The way FAE has designed their new low flow mulcher, I truly believe this is going to be one of the
FAE USA territory representatives from all over the country converged on FAE USA in Flowery Branch, Ga., to learn and demo the newest products manufactured by FAE during its recent annual meeting.

COLUMBIA, S.C. (AP) Gov. Nikki Haley called on legislators Feb. 14 to put additional revenue toward fixing South Carolina’s roads and bridges. Haley’s news conference in front of road construction equipment came a day before the state’s economic advisers were set to revise their revenue projections. Haley predicts they’ll increase estimates by more than $100 million. Haley’s executive budget proposal uses November estimates. The House budget-writing committee will use the new numbers as its members put together their 2013-14 budget proposal. A final revenue estimate comes in May, in time for the Senate to put together its plan. Haley expects an even bigger projection for state coffers then — what she refers to as the “money tree.’’ Haley wants $26 million taken off the top of additional revenues for income tax cuts and the rest to go toward infrastructure, saying crumbling roads and bridges hurt economic development. “At some point it will stop,’’ she said about job announcements, “if we don’t do something about this.’’ Haley reiterated her opposition to raising the state’s 16-cents-per-gallon gas tax, unchanged since 1987. “This is the way to do it,’’ she said about her plan, repeating her budget plan and what she touted in her State of the State address. “I’m giving them a solution without having to raise one single penny.’’ But her plan funds a tiny fraction of the need. The Department of Transportation estimates it needs nearly double the amount currently spent on state-maintained roads — $1.5 billion yearly over the next 20 years — just to bring them to “good’’ condition. Business and community leaders statewide put out a plan that pares that down. They urge legislators to spend $6 billion over the next 10 to 15 years on the most critical projects statewide: $2.8 billion on interstate widening, $2 billion on bridges and $1.2 billion on resurfacing. Still, that’s $600 million a year to get it done in a decade. “Any bit of money we can get to repair the
system is welcome,’’ said DOT Director Robert St. Onge. South Carolina’s highway system includes nearly 41,500 highway miles and 8,400 bridges, making South Carolina’s system the nation’s fourth-largest, funded in part by the fourth-lowest state tax. Of the $1.5 billion the DOT expects to collect next fiscal year, 60 percent comes from federal taxes. Of those nearly 8,400 bridges, seven are closed, 420 have weight restrictions for crossing, and nearly 900 are rated in poor condition.

“We don’t need to wait until one of those 421 bridges falls apart,’’ Haley said. The leaders of the state Chamber of Commerce and state Manufacturers Alliance praised Haley for making infrastructure a priority. Otis Rawl of the state chamber called Haley’s plan a good first step. Other than using most of additional revenue for infrastructure, Haley recommends in her budget re-directing $4.3 million of fuel taxes currently diverted to other agencies and using $10 million of capital reserves for road work. Asked why she advocates taking $26 million off the top for income tax cuts if road work is so critical, Haley responded there’s no reason the Legislature can’t do both. A bill sponsored by House Speaker Bobby Harrell would shift roughly $100 million collected through the state sales tax on vehicles — which is capped at $300 — specifically to road work. But that idea has previously died in the Senate, with opponents saying it takes money from other needs. Haley applauded that House GOP bill as something to do in addition to her plan.

Nearly 4,000 workers in Oklahoma and Texas are aligning and welding a 485-mi. (780 km) section, TransCanada spokesman David Dodson told The Associated Press. “We’re right at peak right now,’’ he said. “We hope to have it in operation by the end of this year.’’ TransCanada applied for a federal permit almost five years ago but its construction has become controversial. Environmentalists warn of potential spills and say extracting and using tar sands oil, which the pipeline would carry from Alberta, would worsen climate change. Unions and TransCanada counter the project will bring thousands of jobs and bolster the United States’ oil supply from its friends and neighbors. Obama rejected the permit early last year but left the door open for a retry that the State Department is
currently considering. A decision could come by summer. Because the Gulf Coast segment doesn’t cross an international border, its approval process was much simpler and work began last August, Dodson said. When completed, the segment will carry 700,000 gal. of oil each day from the existing pipeline network centered around Cushing to the southern refineries. Now about 850 laborers are at work in Oklahoma, with roughly 3,000 more in Texas. Most are temporary contracts. Dodson said he didn’t know when those numbers would start winding down. Pipeliners Local 798, a national union based in Tulsa, Okla., has about 250 of its members working on the pipeline’s northern twothirds, union business manager Danny Hendrix said. He estimated about half of those welders are from Oklahoma. “These jobs are really good-paying jobs,’’ Hendrix said. “They provide not only a good living wage, they provide health care and

the White House on Feb. 17 drew 35,000 protesters, according to organizers, a few days after celebrities and prominent environmental activists tied themselves to the White House fence. “What we’re working on — and experiencing some success with — is trying to amplify the voices of people who aren’t represented by the national discourse,’’ said Jay Morris, a spokesman of the Great Plains Tar Sands Resistance in Oklahoma. Those people include those living at both ends of the Keystone XL proposal, he said: where the oil is extracted and where it’s processed and refined. Protests will continue, Morris said, and his group will keep trying to unify opposition even if the Keystone XL pipeline is finished from Canada to Texas. In the meantime, Hendrix said, pipeline workers with his union will keep an eye on Washington. “If the permit gets approved, we’ll start construction on the northern end of it immediately,’’ he said.

It boosts statewide sales taxes from 5 percent to 5.3 percent. It increases the titling tax on car sales and adds a $100 registration fee for fuel-sipping hybrid vehicles. It also rules out proposed tolls on Interstate 95 south of Petersburg. Altogether, it would generate new statewide revenue totaling $880 million annually for the state’s 58,000-mi. network of roads when fully phased in within four years. It could provide hundreds of millions more, provided localities in Virginia’s most critically gridlocked regions of northern Virginia and Hampton Roads adopt elective regional tax increases. Most of the no votes came from anti-tax conservatives. “In a time when your dollar is not going as far as it once did, in a time when unemployment is higher than we would like it to be, the General Assembly is saying, ‘Well, you make out the best way you can, but we’re going to take a bigger chunk of your wages,’’ said Sen. Ralph Smith, RRoanoke County. But some Democrats took aim at it, too, including Sen. J. Chapman Petersen, who called it “overly complex and, in places, contradictory. I feel like it makes arbitrary distinctions between petroleum and diesel, between inefficient vehicles and efficient vehicles that, frankly, have no logical basis.’’ Aside from the $100 annual hybrid penalty, diesel fuel will be taxed at nearly double the gasoline rate. Fellow Democratic Sen. Adam Ebbin of Alexandria also scored the bill, saying it “represents bad economics and bad transportation policy’’ for weakening the link between fuel and highway use and revenue, and for moving part of the burden to the general retail sales tax on all merchandise except for groceries and medicine. “That’s what we should be doing to fund transportation — raising our gas tax. This bill hurts people who can least afford it. Virginians should not be forced to pay a higher tax for the clothes on their backs than they pay at the gas pump,’’ Ebbin said. One conservative Republican, however, overcame his aversion to taxes, saying his poor, rural region in southwestern Virginia would benefit more than it has in years. “Do I agree with the [tax] increases that are in there? Probably not all of them. Do I feel it’s perfect? I don’t feel it’s perfect, but do I feel that I could have done better? No,’’ said Sen. Charles W. “Bill’’ Carrico of Grayson County. The bill passed after a series of harrowing turns over its final 24 hours. Democrats balked Feb. 22 after McDonnell had admonished lawmakers not to push for Medicaid expansion without deep cost-cutting and efficiency reforms first. After House and Senate negotiators agreed to form a legislative commission to oversee the reforms, McDonnell expressed his conditional support in a letter that satisfied Democrats. But an overnight ruling by conservative Attorney General Ken Cuccinelli that the commission is unconstitutional angered the Democrats anew and threatened to doom the bill before House and Senate leaders edited the provision to make Cuccinelli’s ruling moot.

MSHA to Publish Pattern of Violations Final Rule Secretary of Labor Hilda L. Solis announced a final rule to strengthen safety in the nation’s most dangerous mines. The rule, which revises the Mine Safety and Health Administration’s pattern of violations regulation in 30 Code of Federal Regulations Part 104, has been submitted to the Federal Register for publication. It will ensure that mine operators monitor and address the most hazardous safety problems in their mines. It also strengthens MSHA’s hand to respond to dangerous mining conditions, and improve safety and health for mining’s most important resource — the miner. “The tragedy at the Upper Big Branch Mine should not be forgotten. It exacted a terrible toll on the nation, coal miners’ families and coal companies. Over the last three years, the Labor Department has undergone a serious and comprehensive evaluation of mine safety practices, and that has led to reforms to protect America’s miners. The rule we are announcing today will hold mine operators accountable when they disregard life-saving safety measures,” Solis said. “This final rule represents one of MSHA’s highest priority regulatory initiatives and one that addresses Congress’ intent that this regulation encourage chronic violators to comply with the Mine Act and MSHA’s health and safety standards,” said Joseph A. Main,
assistant secretary of labor for mine safety and health. “We think that this final rule will help prevent another tragedy such as occurred at the Upper Big Branch Mine. It promotes consistency in applying the POV notice as an enforcement tool, provides for a more open and transparent process, emphasizes operators’ responsibility to comply with safety and health standards and monitor their own compliance, and more effectively achieves the statutory intent of the Mine Act.” Under the Federal Mine Safety and Health Act of 1977, MSHA is required to issue a POV notice to any mine operator that demonstrates a disregard for the health and safety of miners through a pattern of significant and substantial violations. An S&S violation is one that contributes to a safety or health hazard that is reasonably likely to result in a reasonably serious injury or illness. The POV final rule, which also is responsive to several recommendations made by the Labor Department’s Office of the Inspector General in a September 2010 report, strengthens MSHA’s ability to deal with the nation’s most dangerous, troubling mines and mine operators. It places the agency in a better position to identify operators that demonstrate a disregard for the
health and safety of miners and have not responded to other enforcement measures. “There has been recognition by many that the system has been broken, with no mine being placed on POV status until 2011 — 33 years after the law went into effect,” said Main. “MSHA should not be prevented from taking action to protect the lives of miners for months, or even years, while we await the final outcome of citations and orders that a mine operator can easily contest. The new rule addresses those flaws.” The following are among the final rule’s major provisions: Allows MSHA to issue a POV notice without first issuing a potential POV notice. Eliminates the existing requirement that MSHA can consider only final orders in its POV review. Establishes general criteria and procedures that MSHA will use to identify mines with a pattern of S&S violations. Reinforces mine operators’ responsibility for compliance with MSHA safety and health standards and for monitoring their mines’ compliance. Clarifies that MSHA will consider a mine operator’s effective implementation of an MSHA-approved corrective action program as a mitigating circumstance in its POV review, if the program contains definitive benchmarks implemented prior to POV
notice, and the operator has reduced S&S violations. Restates the statutory requirement that, for mines in POV status, each S&S violation will result in a withdrawal order until a complete inspection finds no S&S violations. “The primary purpose of the POV rule is the restoration of safe and healthful conditions at noncompliant mines,” said Main. “The final rule better achieves the goal of the Mine Act and the intent of Congress.” In April 2011, MSHA launched an online monitoring tool that enables mine operators, miners and the public to determine, based on the most recent data available, how a specific mine matches up with the criteria for a potential pattern of violations. Under the final rule, the online tool will continue to be available to measure compliance performance against POV criteria. The POV rule is the third regulation MSHA has issued aimed at preventing coal mine dust explosions, such as the one that occurred at the Upper Big Branch Mine. MSHA issued a final rule to improve rock dust standards on June 21, 2011, and a final rule on underground coal mine examinations April 6, 2012. work release facility, the security measures are not extreme as in normal prison construction. This is a minimum security facility that houses ‘clients’ that are short-term and about to released. We will have no direct involvement with the prisoners, nor supervise any prisoners on this project.” According to Naudin, the project will allow for better use of space for multiple sites within the sheriff’s office. By completing the job, current LPSO buildings will be able to expand and make better use of their space. “The new facility will house minimum security inmates or inmates who are currently in our Transitional Work Release Program and outside worker dorms. All of these inmates spend much of their day already working outside our current facilities. We will coordinate training so that the employees will operate the new facility without inmates for a period of approximately two weeks. We have been working on a occupation schedule that will consist of moving the offenders over in stages. We will open the transitional work program first, working out any issues. Within a week we will open the secure housing.” The Lafayette Parish Correctional Center was built in 1984 to accommodate 338 inmates. Currently, the capacity is 954 with an ADP of 900. Since the mid 1980s, the Parish has grown significantly. As a result, the offender population also has grown. The footprint of the facility has not changed since the original design. Units that were designed for 13 offenders now house 33. The new complex should ease some of the crowding, but this will be dependent upon multiple items. It will create more flexibility in operations. “We will still continue to operate the downtown jail, so only a portion of staff and inmates will be moving to this new location,” Naudin said. “Change and transition is difficult in any agency, so we have put together a full-time transitional team, headed by Captain Colby Barbier, so most of the adjustments will already be in place once the facility is open for its first occupants. The transition for both inmate workers and staff and will be minimal and positive. The new facility will provide better services for the inmate worker residents, including an outdoor recreation area. “The first two weeks of operating the facility will be used to train staff on security procedures, systems and the working of the physical plant. Security systems will be tied to our current system and monitored both on location and from our master control at the downtown correctional center. Between the transitional work facility and the secure housing there will be approximately 400 offenders that will be moving.” Oak Grove was the original working title for the project and Naudin says no decision has been made on a permanent name. “We’re calling it The Lafayette Parish Sheriff’s Office Public Safety Complex for now,” Naudin said. “Plans are for the trees and the grass in the southwest corner to be a public space for the neighborhood. The new facility is not a jail in the classic sense, in that only a part of it will provide secure housing. All of the housing will be for offenders that go and work in our community every day. Many of the residents are in our reentry program and are already transitioning for release.” The complex also will house a large Staff Training Facility and Video Visitation area which will be opened to the public daily. Many of the businesses and residents living near the new complex have reportedly expressed their appreciation of the possible added community safety the new law enforcement presence the sheriff’s office will bring to the neighbor-
hood. The current Transitional Housing Facility is located across from a school. “Work Release, now called Transitional Work Program, provides soon-to-be-released offenders an opportunity to transition back into the community by providing work opportunities in the public sector,” Naudin said. “Transitional Work Release offenders pay for their own housing from the money they earn as well as provide for the needs of their families. Inmate Industries, which is called LAPCORR, manufactures goods to sell to qualified buyers. It also provides low-cost grounds keeping and clean-up labor to area governmental agencies, schools and municipalities, saving tax dollars.

“On the manufacturing side, inmates working at LAPCORR produce trash bags, custom corrugated boxes and institutional mattresses and pillows for sale, among other things,” Naudin continued. “In addition to providing a revenue stream that helps offset the cost of their incarceration, LAPCORR also provides valuable training in a positive work environment and other basic work skills to the inmates involved. The correctional center, housing almost three times the number of inmates it was designed to house, put a lot of stress on limited space devoted to support services such as kitchen, laundry, medical and storage. Moving laundry and much of the supply storage to the new facility will allow room for expansion of the others in their present locations. “Operationally, cost effectiveness is second only to security,” said Naudin. “For example, much of the finishing work at the new complex will be done with our own inmate work crews. This includes painting, landscaping and moving. Inmates eligible to work outside of the Correctional Center during the day appreciate the opportunity and do a good job. Many of them already have many valuable skills that are currently being used to help organizations such as Habitat for Humanity or the LPSO program that builds wheelchair accessible ramps, among other things.” Grace & Hebert architects designed the new complex, which was overseen by Adam Fishbein. “Since this project is located in an industrial area, we intended to have the facility blend with its surroundings without looking like a traditional prison,” Fishbein said. “The client tasked our firm with preserving a series of old growth oak trees as part of the complex to create a park-like atmosphere. The overall intent was to provide an environment that was properly master planned, that could be used for a multitude of uses including industries, transitional housing, training, visitation and work release.” Said Fishbein, “It was our job to appropriately site the buildings in such a way that it feels like a campus. The scale
of the buildings, the use of non-traditional exterior materials, specifically glazing, along with clearstories and green walls, further enhance the eye appeal of the facility. This complex will look and feel more like an office park than a prison.” Fishbein, who said that the biggest hurdle was getting approval from the Corps of Engineers on a wetlands delineation, described the buildings as slab on grad support on geo-piers. The exterior building materials are mainly tilt-up insulated concrete walls, metal panel and storefront glazing systems. “The housing units all have exposed structural systems, which are a combination of PEMB and traditional steel. The buildings are very well naturally lit by clearstories and window systems. The work release building has a green wall designed as part of the integrated structural system on the front facade.” Fishbein added, “Our firm has been performing justice design projects for more than 40 years. Since entering the correctional architecture market in 1970, we have designed more than 200 corrections projects ranging in scale from minor renovations to completely new facilities. This work includes the creation of more than 3,000 cell and 9,000 dormitory beds for all types of facilities; minimum and maximum security, for men, women, juvenile, mental health and work release. We have designed completed correctional facilities that have encompassed every facet of the daily operations of law enforcement. Our correctional design philosophy is to provide a cost-effective plan that minimizes long-term maintenance issues, minimizes staffing and maximizes visibility from central control points. Through a carefully considered design, we can minimize the risk to staff and detainees.” Funding for the project was accomplished by securing municipal bonds. Due to strict fiscal management within the organization, the sheriff's office was able to receive a “Double A” rating for the bonds. Officials will be paying these bonds back with debt service for the next 20 years. Aside from securing funding, officials had to determine the proper site selection. Naudin said that was easier said than done. “Within a parish that is growing very rapidly the selection of the location took significant effort,” Naudin said. “Many sites were evaluated before the final one was selected. As the facility opens, the next challenge will be to ensure that we just don’t simply rely on additional beds and instead continue to manage the resources of the parish efficiently through all means. I think the extensive use of inmate labor to complete the project and do much of the finish and landscape work — resulting in a significant savings to the tax payers — is interesting. Also, by doing so, it provides many of the soon to be released inmates an opportunity to learn skills they can use later.” The Lafayette Parish Sheriff's Office provides law enforcement services, patrol, dispatch and criminal investigation for all residents of Lafayette Parish, with a focus area that includes the unincorporated areas of the Parish. The LPSO’s new, secure facility should be completed later this year, with prisoners being transferred no earlier than November. This will allow enough time to train personnel who will be working in the complex, which will employ a direct supervision style of inmate management, where barriers between correctional deputies and prisoners are removed. Terex Fuchs MHL360 E Boosts Power, Reduces Emissions The Terex Fuchs MHL360 E material handler offers the Blue Evolution approach to machine design. Featuring a sixcylinder, 254-hp (190 kW) turbo-charged engine, the MHL360 E offers more power than the D Series, while improving fuel consumption and meeting stringent Tier IVi emissions standards, according to the manufacturer. The engine and hydraulic system of the new MHL360 E material handler efficiently work together to offer fluid load cycles, resulting in faster operating cycles at increased efficiency. The high-performance hydraulic system features a separate slewing circuit, allowing machine swiveling to quickly start and stop. Offering simultaneous swiveling and lifting functions with precision, the handler is more responsive to operator commands, even when handling heavy loads. The Terex Fuchs energy recovery feature feeds braking energy back into the main hydraulic pump as the operator slows slewing of the upper structure to reduce load on the engine. This new hydraulic system design of the Terex Fuchs MHL360 E helps to deliver up to 20 percent faster load cycles over the D-Series, according to the manufacturer. The handler’s environmentally friendly Tier IV interimcompliant engine features exhaust gas recirculation (EGR) technology to reduce emissions compared to previous models. Regeneration of the diesel particulate filter (DPF) occurs automatically, without impacting machine performance. The regeneration process can be temporarily interrupted, if necessary, by pressing an indicator button located on the control panel. Engine start/stop is now push-button controlled to properly manage engine shutdown while under critical load conditions or during DPF regeneration. A revamped high-performance cooling system keeps the engine operating efficiently, even when working in extreme temperatures. Both the engine and hydraulic system incorporate larger cooling systems, protected by vented panels, to increase airflow. The engine’s new hydraulically powered fan simplifies maintenance and automatically adjusts airflow based on operating conditions to provide efficient cooling. Controls inside the spacious cab have been updated to improve operator efficiency and comfort. At 23 percent larger than previous designs, the wide video graphics array (WVGA) color display includes an improved high resolution and high contrast screen with an antiglare shield and scratchresistant coating. Color video of the work area behind the machine is captured by the standard rear-view camera system and shown on the WVGA monitor for easy viewing by the operator. Intuitive controls, including quick-access push buttons for frequently used functions, make for a short learning curve of MHL360 E operation, and the ergonomic multifunction button delivers effortless fingertip navigation through the display screens. The handler’s hydraulically height-adjustable cab offers a maximum eye-level elevation of up to 20.1 ft. (6.1 m) above ground level and independent forward movement up to 7.2 ft. (2.2 m), making loading and unloading simpler. Its cushioned cab elevation system provides absorption of shocks and jolts for operator comfort. The reinforced cab lift frame mounting fixtures offer increased dynamic performance for the Terex Fuchs MHL360 E. Servicing the new MHL360 E is simple and fast. The machine’s convenient stow-away ladder offers quick access to the engine, central lubrication system and large area platform of the upper carriage service deck. The handler’s fuel prefilter is now located on top of the fuel tank for easier access. Additional CAN Bus connections expand diagnostic

Bobcat Company Adds Rebar Bender Attachment to Lineup Bobcat Company has added a rebar bender attachment to its line up. Mounted on the left Bob-Tach mount, the rebar bender comes with five mandrels that provide the ability to bend rebar into a variety of angles and repeat bends for added efficiency and consistency. It offers the ability to bring the equipment right on the job site when conditions are soft, rough or muddy. Rebar up to a number 6 grade can be bent up to 200 degrees, and the remote attachment control (RAC) allows for easy, safe operation of the rebar bender from outside the cab, and allows operators to start and stop their idled loader or Toolcat utility work machine
from outside the cab. The wired remote control starts and stops the rotation of the bend pin. An optional bar stop is available that can be set at almost any angle for an automatic stop and a repeatable angle setting. Compatible machines for the rebar attachment include all Bobcat skid-steer loaders, compact track loaders, all-wheel steer loaders and Toolcat utility work machines. PIRTEK Filtration Systems Open New Doors for Company PIRTEK is known for its ETA 1 hour onsite response to customer needs in the event of a hose or fitting failure. Recently PIRTEK has integrated an additional line of filtration products. These PIRTEK filtration systems (PFS) are on-board oil recycling units that filter all hydrocarbon based products down to 1 micron while removing all water from component systems, according to the manufacturer. In 2012, PIRTEK mobile service and sales technicians installed the PFS units on all types of stationary manufacturing equipment, from steel slitter gear boxes to huge plastic injection molding machines. The PFS units have the ability to extend out hydraulic and transmission oil change intervals eight to ten times. The versatility of the PFS units has introduced the PIRTEK network to new customer markets. The PFS units have turned what was quoted to be a $25,000 gear box oil change for a customer into a $4,000 job while cleaning the existing fluid several levels cleaner than the brand new oil that was going to cost the customer six times as much, according to the manufacturer.
The versatility of the PFS units has introduced the PIRTEK network to new customer markets. Another new market that has opened to the PIRTEK network is the diesel bulk tanks present in companies that operate or rent machinery and equipment. With the known cleanliness issues of diesel fuel, and the add-on effects of bio-diesel algae, many customers have regularly seen high cost service and machine transport costs weigh as a drag on their profits. By providing continuous flow, the PFS “plug-nplay” filtration cabinet will remove all contaminants down to 1 micron, while its water absorption capabilities and magnetic core technology inhibit the growth of the diesel bug. The constant introduction of clean diesel fuel has allowed fleet and rental customers to scratch off the list one of their most regular and expensive maintenance issues. By leveraging the PFS’s units ability to
extend engine oil drains five to ten times and seeing the consistent results from customers, PIRTEK Centers and technicians have been able to extend component wear to other areas of the same machines for which PIRTEK has already received a hose assembly replacement service call. Small and medium sized truck fleet operators can begin to see their engine wear decrease through oil analysis and their maintenance and labor costs also decrease. Many PIRTEK customers operate on a regional or national basis. The first national customer has already outfitted its 3rd out of 47 locations, with a 6 month roll out which will incorporate approximately 15 PIRTEK filtration systems filter all hydrocardifferent PIRTEK centers. Associations Offer Their State of the Union Reactions On Feb. 12 President Barack Obama delivered the State of the Union Address. Below are statements from both the American Road & Transportation Builders Association (ARTBA) and the Association of Equipment Manufacturers (AEM). American Road & Transportation Builders Association ARTBA President and CEO Pete Ruane released the following statement regarding the State of the Union address: “We appreciate President Obama continuing to highlight the link between a strong, properly-functioning transportation infrastructure network and economic competitiveness. “His call for increased investment in roads, bridges and transit systems has been echoed repeatedly by scores of congressional leaders from both parties, the nation’s governors, and state and local transportation officials. Everyone is in agreement. So let’s use the opportunity at hand to start developing real solutions to address America’s infrastructure deficit. “An overwhelming majority of Congress voted last year to support final passage of
the highway and transit bill, MAP-21. The law’s program consolidation, meaningful policy reforms and accountability provisions provide the foundation for building a much broader infrastructure investment package. MAP-21, however, only provided enough financial resources to maintain highway and transit investment at current levels for two years; a scenario that does nothing to reduce the increasing economic costs and personal toll from worsening traffic congestion. “Generating significant new revenues to complement to MAP-21’s reforms would spur economic growth and job creation, and improve the efficiency of the nation’s transportation network. We stand ready to work with the President and members of Congress from both parties to achieve these goals.” AEM AEM President Dennis Slater issued the following statement: “Last night, President Obama used his State of the Union address to express the need to create jobs and grow our economy. I couldn’t agree more. And while he
touched on the important subjects of growing the manufacturing sector and improving our nation’s infrastructure, there was a glaring absence of focus on policies that could immediately create jobs and provide certainty to our economy. “The President stressed the need to become energy independent, but failed to mention any plan to approve the Keystone XL pipeline. Thousands of jobs are just waiting for the Administration to approve this pipeline so that more Americans can get to work. Additionally, millions of farmers, ranchers and business owners are anxiously waiting to see if Congress will pass a longterm farm bill. The short-term extension passed this year did little to increase economic certainty and has deterred farmers and businesses from investing and growing. President Obama’s failure to address this issue was a real disappointment to the agriculture community that’s so vital to our nation’s economy and wellbeing. “AEM is pleased to see the President once again emphasizing the need for increased infrastructure investment, but we also recognize that short-term stimulus funding is nothing more than a quick fix and
fails to address the long-term improvements that our nation requires. The most effective way for the United States to stay competitive in job creation is to invest in a national, strategic vision to improve and preserve our infrastructure for years to come. It is our sincere hope that Congress and President Obama will quickly come together to develop a robust, realistic and sustainable financing program for our nation’s long-term infrastructure needs, and that the President takes the strong leadership role this critical issue demands. “AEM has long advocated that we must fix the nation’s debt through a balanced approached of reduced spending and increased revenue. Enters LIUNA Calls for Strong Fed Role in House Agreement to Divest Transportation, Infrastructure Hearing Roadbuilding Assets Terry O’Sullivan, general president of LIUNA — the Laborers’ International Union of North America — testified Feb. 13 on the need for strong federal leadership to address the nation’s basic needs for good roads, safe bridges, clean drinking water and safe and efficient airports before the House Committee on Transportation and Infrastructure. LIUNA is one of the nation’s largest unions of construction workers and members build highways, bridges, pipelines, sewer systems and transit systems. LIUNA has long been a vocal voice for infrastructure investment including long-standing partnerships with the U.S. Chamber of Commerce, Americans for Transportation Mobility, Building America’s Future and other allies. “Taking care of the basics of America is a core function and respon-
sibility of the federal government and I congratulate and commend the committee for addressing this issue in its first hearing,” said O’Sullivan. America’s infrastructure — roads, bridges and highways and water systems — are in a state of crisis. Across the United States, 26 percent of all bridges are structurally deficient or functionally obsolete. A third of major roads are in mediocre or poor condition and 36 percent of major urban highways are stretched beyond capacity. Each day, 7 billion gallons of clean drinking water is lost to leaking pipes. The scope of our needs is beyond the capacity of cities, counties, even states or private investment to address and the economic impacts could be devastating. The American Society of Civil Engineers predicts we will lose $1.0 trillion in business sales, $324 billion in exports and one million jobs annual-
ly by 2020 if we don’t act, according to LIUNA. “Our country needs a new American Marshall Plan to tackle this crisis, a new way to think about and invest in the basics of America,” said O’Sullivan. Investing in America’s basic infrastructure would not only help rescue the economy but also working people. The construction industry is weathering the most sustained downturn in 40 years with two million fewer jobs in the industry than at the peak in April of 2006 and the unemployment rate at 16.1 percent. By acting now to address our nation’s infrastructure needs, “We can help rescue our economy, rescue working America and leave behind real assets that will benefit taxpayers and our entire nation for generations to come,” said O’Sullivan.
Terex Corporation has entered into a contract to divest its Roadbuilding operations in Brazil and certain mobile roadbuilding product lines in the United States to the Fayat Group (Bomag and Marini). Product lines being divested include asphalt plants and pavers manufactured in Porto Allegre, Brazil, and assets for the asphalt paver, reclaimer stabilizer and material transfer product lines, which are currently manufactured in Oklahoma City. The transaction is anticipated to close during the first quarter. Terex has determined that it will be exiting the remaining roadbuilding product lines that it manufactures in Oklahoma City, and has taken charges in connection with the business assets being sold and the remaining Oklahoma City roadbuilding assets to reflect the likely realizable value in a transaction. The amount of these charges that will impact the fourth quarter 2012 results, when reported, is approximately $15 million. Terex will continue manufacturing operations in Oklahoma City for its product lines not affected by this transaction. ALL Crane Erectors Attend Boom Assembly, Disassembly Training Fifteen qualified erectors from the ALL Erection & Crane Rental Corp. Family of Companies attended a factory training class focusing on boom assembly and disassembly for Manitowoc crawler crane models 14000 and 16000, which are 220 and 440 ton (199 and 399 t) capacities, respectively. The class was held at the ALL Crane headquarters in Cleveland, Ohio, Dec. 4 to 7, 2012. Cat Auction Services Holds Its First Florida Auctions

at Auction Services held its Florida auction Feb. 15 in Kissimmee, Fla. More than 1,000 bidders participated, vying for 292 lots from 22 consignors. Approximately four bidders purchased more than $1 million worth of equipment each. New customers accounted for 57 percent of registered bidders, while 20 percent of buyers were online. Cat Auction Services partners (Cat Finance, Cat Surplus & Used Parts, Cat Courts of Courts Machinery Co., Windom, Minn., inspects the Classic Parts, Cat Used Dick Caterpillar articulated trucks. More Than 9,400 Heavy Equipment Items, Trucks Sell at

itchie Bros. Auctioneers held its Florida Auctions in Orlando Feb. 18 to 23, selling more than 9,400 items for more than $176 million. The six-day auction set a new company record for online sales as online buyers generated more than $53 million in gross auction proceeds or 31 percent of total gross auction proceeds generated during the auctions. Approximately 8,300 bidders registered for the six-day, unreserved public auction from 80 countries, 50 U.S. states, all Canadian provinces and one territory. More than $38 million was purchased by buyers in Florida while more than $137 million (or 78 percent) was sold to buyers located outside the state of Florida, with more than $58 million (or 33 percent) of that amount being sold to buyers outside the country. Items in the auction were sold for more than 780 sellers. Items sold include a 2012 Grove RT890 90-ton 4x4x4 rough-terrain crane that sold for $725,000 and more than 40 2008 International ProStar and 2007 International 9400I trucks from Wal-mart’s professionally maintained fleet. “It has been another big February week for us here in Orlando,” said Steve Kriebel, regional sales manager, Thousands of pieces of equipment spread out over the 200-acre Ritchie Bros. site.
