Work Advances on Southwest Trail’s Successor By Zoie Clift CEG CORRESPONDENT
Work continues on the Arkansas-based portion of Highway 67, a north-south route that travels through a big chunk of mid-America, from the U.S.Mexico border to Sabula, Iowa. The project, which is slated to cost $24,816,799, includes constructing the embankment and bridges for 9.89 mi. (15.9 km) of the new location of Highway 67 between Highway 230 and Highway 63, south of Hoxie in Lawrence County. The project is being funded through the American Recovery and Reinvestment Act (ARRA) and is being overseen by the Arkansas State Highway and

The bridge subcontractor has been the only one working on this project so far. It currently has six workers and a supervisor and has been working one shift Monday through Friday.

Transportation Department (AHTD). Six bridge structures will be constructed for a four lane divided freeway, and earthwork, erosion control and the building of minor drainage structures also are part of the job. The project will connect to a project currently under construction (which is not being funded via ARRA) that is widening Highway 67 to four lanes from Highway 226 northward to Highway 230 in Jackson County. Ultimately Highway 67 will be four-lanes from Hoxie southward to Newport. Both jobs are for drainage and structure work, not final surfacing. RALEIGH, N.C. (AP) North Carolina’s big-city motorists are losing on average nearly the cost of a tank of gas every week to pay for their troubles from pot holes, longer waits in traffic and perilous roads. A national transportation group released a report March 23 estimating a driver in North Carolina’s two largest urban areas loses $1,350 a year because of lost time and gasoline costs sitting in traffic, car repairs and accidents where roadway design likely contributed to a wreck. The study by the Washington-based nonprofit group TRIP, based largely on federal highway and traffic safety data, may reinvigorate the discussion state transportation boosters want to persuade the Legislature to approve new ways to raise road construction funds. The state estimated years ago it had a $65 billion funding gap through 2030 between projected transportation needs and the current funding sources to pay for them. But the General Assembly has lacked the political will to dramatically narrow the shortfall. Significant road-funding changes don’t appear to be a high priority in May when lawmakers reconvene for a budget-adjusting session. “North Carolina is falling behind in maintaining its major roads, bridges and highways and the state lacks adequate funding with numerous projects that would greatly enhance economic development in the state,” TRIP executive director Will Wilkins said. The $838 million in federal stimulus money for ready-to-build roads and bridges only provides short-term assistance for North Carolina, where population is expected to grow by one-third to 12 million and vehicle travel by 45 percent by 2030. “The bottom line is our needs are growing in North Carolina. Our revenue stream is not,” state Transportation Secretary Gene Conti said at a Raleigh news conference where he agreed with the findings. “We need to continue to work hard and do more with less, but I don’t think at the end of the day that’s going to get the job done.” The group said the costs above and beyond normal driving and maintenance for Charlotte drivers ($1,351 a year) and
Raleigh-Durham ($1,350) area drivers are essentially the same, while drivers in Greensboro and Winston-Salem on average face $901 in expenses because there’s less congestion in the Triad. Statewide, congested and deteriorating roads and those that lack improved safety features cost drivers $5.7 billion, according to the TRIP report. North Carolina has the second largest state-maintained highway system but ranks fourth-lowest in the nation for per-mile capital spending on those roads. There are more than six million drivers in North Carolina. Wilkins discouraged calculating a statewide driver average because congestion figures were available only in the three metro areas. Charlotte-area motorists spend 40 hours a year in traffic, compared to 25 hours in 1997. The average rush-hour trip is now 25 percent longer in Charlotte and 17 percent longer in the Raleigh-Durham area compared to a non-rush hour trip, the report said. The calculation of the three regions is based on the per-driver cost for congestion, additional vehicle costs for driving on poor or mediocre roads and the economic costs of accidents. Without a solution to generate more money to build new roads, widen new roads, repair bridges or make safety improvements, the state’s quality of life and ability to attract and retain new businesses will decline, said Marc Finlayson, co-chairman of NC GO!, a coalition of local governments and roadbuilding trade groups. A state blue-ribbon transportation commission recommended in 2008 raising the tax on car sales, raising vehicle registration fees and even charging motorists for every mile recorded on a vehicle’s odometer as a way to make up for a state gasoline tax eroding as people drive less and with more fuelefficient cars. Lawmakers approved last year the commission’s idea to expand to all 100 counties the option to raise local sales taxes for public transportation projects, but otherwise the “Legislature hasn’t really had the courage to enact many of these suggestions,” said Tom Crosby with the AAACarolinas Motor Club. Wilkins urged Congress to reauthorize the law setting out federal transportation funding to provide more road-funding stability, since federal revenues pay for about one-fourth of North Carolina’s road projects.

JCB 3CX Backhoe Loader Embarks on Cross-Country Trek In response to the ongoing needs in Haiti, JCB announced March 15 its Backhoe Across America charity drive, a national initiative in partnership with the American Red Cross. Traces of Old Trolley Tracks Found N.C. Senate Leader on Columbia, S.C.’s Main Street Wants Help From Obama on Bridge By Bertram Rantin

COLUMBIA, S.C. (AP) Traces of Columbia’s mass transit history are being uncovered and rediscovered on the city’s northern edge. Sections of railway for the city’s trolley system, which operated from the mid-1880s to the late 1920s, recently were unearthed during road work along Main Street near Elmwood Avenue. “They’re pretty much the old trolley tracks,” Dana Higgins, Columbia assistant engineer for construction, said of the lines that once were part of the city’s mass transit system. Columbia’s trolleys initially were pulled by horses. In May 1893, however, they were converted to electric power, Columbia historian John Hammond Moore wrote in “Columbia & Richland County,” a book chronicling development from 1740 to 1990. The system served several areas, the book noted, including the State
Fairgrounds, the Main Street business district and Columbia’s two railroad depots. By the beginning of the 1900s, the tracks extended north to Eau Claire and covered Shandon, Five Points and the area leading to the State House. Service eventually expanded south to the mill villages and farther into Shandon along Devine Street. John Sherrer of Historic Columbia Foundation said the electric trolley system was largely responsible for the development of the city’s early innerring suburbs, adding the uncovering of the tracks offers a connection to the area’s past. “It really is a fascinating kind of story,” Sherrer said. “The fact that the trolley tracks are still there is just a reminder of what it was like to live in Columbia several generations ago.” By 1915, the system was operating 100 cars over nearly 25 mi. of track. By 1918, it transported 11 million passengers, Moore’s book explained. But in the next several years, the
trolley system faced competition from cars, taxis and motor buses — all of which offered more flexible schedules. Service officially ended on March 11, 1927, and was replaced by buses in 1936. Today, buses remain the area’s primary form of mass transit. Many travel along the same routes once served by trolleys. Workers plan eventually to pave over any of the exposed trolley tracks during the Main Street beautification and streetscaping project, which is in its first phase. But Sherrer said the tracks are a reminder of the importance of public transportation. A viable mass transit system, he said, is one of the elements of successful urban living. “It’s unifying. It helps bring together different communities,” Sherrer said. “It takes the guesswork out of where you’re going to park. Mass transit also makes good environmental sense.”
RALEIGH, N.C. (AP) North Carolina Senate leader Marc Basnight has asked President Barack Obama to remove what he calls legal bottlenecks for building a new bridge for the state’s Outer Banks. Basnight wrote to Obama that construction of the replacement for the aging Herbert C. Bonner Bridge is at a “bureaucratic standstill” because of a maze of complex and repetitive questions from the federal government. The 47-year-old bridge crosses Oregon Inlet and is a key highway corridor for hurricane evacuations and Outer Banks tourism. A replacement bridge will cost more than $1 billion. The Dare County Democrat asked Obama to urge the interior and transportation departments to accept a design approved by the Environmental Protection Agency and Army Corps of Engineers.

Architect of Two Iconic Chicago Skyscrapers Dies By Sophia Tareen ASSOCIATED PRESS WRITER
CHICAGO (AP) Bruce J. Graham, the pioneering architect who designed Chicago’s two most iconic skyscrapers, including the formerly named Sears Tower, died at age 84, a public relations firm hired by his family said March 8. Graham died the morning of March 6 in his sleep at his Hobe Sound, Fla., home of complications associated with Alzheimer’s disease, according to a statement from firm SCC Grossman. A leader in the modern era of architecture, Graham designed the 110-story Sears Tower, renamed the Willis Tower last year. The skyscraper opened in 1974 and was the world’s tallest until 1996 when the Petronas Twin Towers opened in Kuala Lumpur, Malaysia. The 1,451-ft. Chicago tower remains the tallest building in the United States. Graham also designed the 100-story John Hancock Center, a black, X-marked structure on Chicago’s Michigan Avenue that was completed in 1970. “He was one of the giants of his era and so inventive,” said Donna Robertson, dean at the Illinois Institute of Technology’s College of Architecture. “He raised generations of

“He was a driven man, and he had a vision of what he wanted to do, but he also was a great collaborator, and he loved to work with young architects,” Richard F. Tomlinson II, a partner at Skidmore Owings & Merrill, said in a telephone call from Hong Kong. “He
was a mentor of mine from the time I joined the firm in 1972 until he retired in 1986.” Aside from the two famous skyscrapers, Graham helped design the Inland Steel Building, which has been heralded by other legendary architects, including Graham’s close friend Frank Gehry. The 1950s skyscraper in downtown Chicago features translucent green glass. “He explored things and experimented with things that you wouldn’t expect to have happened in the corporate world of architecture,” said Gehry, who described Graham as “gruff and cantankerous,” but also generous. Tomlinson said Graham always maintained close dialogues with clients and contractors. “He also believed in cities, and felt that his best structures were those that contributed to building cities,” Tomlinson said. “He was very proud of the collaborative work he did on London’s Canary Wharf, which has now become one of the world’s financial centers.” Graham moved to Florida after retiring, but taught a course at IIT in Chicago in the mid-1990s. Graham’s wife, Jane Graham, died in 2004. He is survived by three children and six grandchildren.

affected the job, said James Lee, project manager of contractor W.S. Newell Inc., Montgomery, Ala. “Excessive rain has slowed our progress so far,” Lee said. “When it’s raining, it’s pretty much washing us out.” And there’s also a residual effect, because the local soil is more clay than sand, he said. “Once it gets a hold of moisture, it doesn’t want to let go,” Lee said. “We’re in the grading phase. Once the dirt gets so wet we can’t get compaction, we have to dry it out.” The $14.9 million project — which will extend four-laning of the highway almost 5 mi. south through rural Montgomery County — got under way Dec. 7, with the low-bid contract calling for work to be completed within 400 working days, Lee said. The 4.7-mi. (7.5 km) stretch starts just south of Ada, runs north through Sprague and mostly entails building two new lanes parallel to the current roadway, Lee said. However, near the intersection of U.S. 331 and Ala. 94 (on the Ada end of the job), the new roadway will swing away from the existing route, involving construction of a new four-lane stretch of highway crossing two pond areas, he said. Filling in the pond areas is part of the first phase of work, Lee said. Major items of work on the project are clearing and grubbing; unclassified excavation; muck excavation; borrow excavation; underwater backfill; underwater embankment; lime stabilization; asphalt paving; culvert extensions; placement of reinforced concrete pipe, ranging from 18 to 48 in. (45.7 to 121.9 cm); placement of Class 2 rip rap; installation of water main, 6 and 3 in. (15.2 and 7.6 cm); erosion control items and a crushed aggregate base course. The area is more rolling terrain than hilly, and won’t require any drastic cuts, he said. “We’ve got some cuts and fills, not real deep cuts and fills.” Equipment being used at this stage of the job includes a swarm of Caterpillars: D-6 wide-track dozers, a D-7 dozer, a D-6R dozer, a D-8L dozer, 627 scrapers, 330 excavators, a 235 excavator, a 324 excavator, a 140M motorgrader, a 140H motorgrader, a 563 sheepfoot roller, a 257 skid steer, a 963 track loader with root rake, a D-8N dozer, a 430 backhoe, an 815 sheepfoot roller and a 980G loader. The Caterpillar equipment was purchased from Thompson Tractor Co., Lee said. Also on the job are: Ingersoll Rand rollers, purchased from Cowin Equipment Company Inc.; a John Deere 4440 tractor and blower, a John Deere 410E backhoe and a John Deere 450G dozer, purchased from Warrior Tractor & Equipment Co. Inc.; a Komatsu 300 excavator and Komatsu C600LC, purchased from Tractor and Equipment Co.; and a Volvo L-90 loader, a Volvo A-40D mud truck and a Volvo EC360B LC, purchased from ASC Construction Equipment. Lee said his company is satisfied with the serv-
ice all of these dealers provide. “Service has been excellent by all,” he said. Only two subcontractors are currently active on the job, though there is a short list of others pending contracts for other portions of the project, including paving, Lee said. Subcontractors on the job are: H&L Construction Inc., for culverts, drainage structures and guardrail, and Parker Grassing, for grassing, mulch, sod and landscape plants. There are 35 people on the job now, with about 10 to 12 more expected to be added to the job at its height, Lee said. Because they are at a very early stage of the job, with about 6.8 percent completed, Lee said they would rather not project how much asphalt the project will require. An estimated 831,991 cu. yds. (636,102 cu m) of material will be moved on the job, with an estimated 428,819 cu. yds. (327,855 cu m) of material coming from off-site, Lee said. Concrete to be placed on job includes 750 cu. yds. (573 cu m) for culverts and 419 cu. yds. (320 cu m) for slope paving, he said. Right now, the job isn’t having a significant impact on the surrounding community, as no detours are yet in effect, Lee said. There will be some traffic phasing on the job as work progresses, he said. Once they get a section of the roadway up to grade and paved, they will shift traffic to the new lanes so they can work on another part. The two towns that the roadwork is going through — Ada and Sprague — are tiny, rural towns, Lee said. So far, traffic through the work area has been relatively light. “I don’t know what it’s going to be like with Spring Break traffic, summertime traffic coming through,” he said. While the wet weather has thrown off W.S. Newell’s work schedule for the job, Lee said the rain days won’t count against the company because instead of setting a deadline date for completion, the contract calls for a maximum number of work days. Days when rain makes it impossible to work are not counted as work days, he said. Although winter is normally a wet season for Alabama, this winter has been much wetter than usual, Lee said. This year’s snowfall also was an anomaly . While they’ve done it before, Lee said his crews work primarily around the Montgomery area and normally don’t have to deal with snow. Once they complete that work, they will move to this project.” Luke added that the work order was issued last June and work began in mid-July. He said the project is a working date contract and currently 1.3 percent of the time has been charged and 9.7 percent of the work is complete. The project is expected to finish by December 2012. Both projects are part of an overall Highway 67 project that stems from a plan created in the 1960s for a four-lane highway from Little Rock to the Missouri line. Progress on the route is made as funds become available.

AHTD has 16 ARRA projects scheduled worth an estimated $50.8 million. Development of $112M Intermodal Railroad Yard in Tenn. Stirs Opposition By Eric Smith MEMPHIS DAILY NEWS
ROSSVILLE, Tenn. (AP) The development of Norfolk Southern Corp.’s $112 million intermodal yard on a former cattle ranch in Fayette County has polarized the community for more than a year. Proponents are excited about the project’s economic opportunities, while opponents fear it will ruin their rural community forever. But both sides of the divide have one thing in common: Their objectives rely on time and money, both of which are at a premium. The Norfolk, Va.-based railroad is striving to manage a complex schedule that calls for the 570-acre Memphis Regional Intermodal Terminal to open in early 2012 on the Twin Hills Ranch recently annexed by Rossville. That means fulfilling the requisite environmental permits, preparing the site for construction and completing the immense infrastructure where cargo containers will be transferred between trains and trucks. But the railroad also has funding concerns. Although Norfolk Southern received $105 million in federal stimulus money, half of that money is pegged for an intermodal facility in Alabama. That leaves $52.5 million for the Rossville facility. And because Norfolk Southern has committed only $31 million of its own money for the facility, a $28.5 million shortfall remains. Railroad officials claim they will make up the difference, but they haven’t revealed how they will raise the money, which in turn prompts questions about the company’s ability to do so during a poor economy. “Norfolk Southern is currently working with our five state partners [Tennessee, Alabama, Mississippi, Pennsylvania and Virginia] to identify other funding options,” Norfolk Southern spokeswoman Susan Terpay wrote in an e-mail. When asked about potential sources — public or private — targeted amounts and the possibility of the company paying the balance, she replied, “We are still discussing options, so I can’t provide details yet.” Those who want to halt the yard’s construction are in a race against the clock, their hopes growing dimmer with each day that passes and each
chunk of dirt leveled to clear for an access road to the site. As with any small grassroots group struggling to get their message out and fighting a multibillion-dollar company such as a railroad, they toil with decisions such as hiring a community activist and waging a letter-writing campaign. But the battle is daunting. And seven months after Norfolk Southern made its site announcement, it’s clear the billion-dollar railroad has an advantage over its detractors. Richard “Dickie” Watson, who keeps his horses at a stable near the site, admitted that residents’efforts might be a case of too little, too late. But he said they have too much to lose and won’t go without a fight. “We don’t know if it can be stopped or slowed down, and we feel like everybody who’s anybody in the county has already found a way to make some financial gain on it,” he said. “It’s going to change, and it’s not going to change for the best.” Change in Fayette County has been in the air for years as word of the railroad’s plans leaked out, but nothing became official until July, when Norfolk Southern ended speculation announcing it would build on 3,200 acres that stretch from the Mississippi state line north toward Tenn. 57. Norfolk Southern aims to build one of the largest intermodal terminals in the nation, handling more than 327,000 containers and trailers annually, and up to 2,177 parked containers and trailers on chassis. A rail spur will join the yard with Norfolk Southern’s main line north of Tenn. 57, while a road will connect the yard to U.S. 72 south of the state line. Norfolk Southern officials said they chose this site over five others, including an expansion of the company’s existing yard near the Mid-South Fairgrounds. The railroad was desperate to grow in the Memphis area, projecting an increase in intermodal traffic even though numbers declined in 2009. The terminal is slated to be a critical link in Norfolk Southern’s “Crescent Corridor,” a 2,500-mi. (4,023 km) rail network connecting gateways like Memphis and New Orleans in the Southeast to Pennsylvania and New Jersey in the Northeast. With an estimated price tag of $2.5 billion, the private-public project has won the support of politicians and busi-
ness leaders alike who have backed the railroad’s “green” benefits, such as taking long-haul trucks off the road. But as large swaths of rolling, treelined hills are decimated to make room for the facility, and as railroad officials estimate 1,600 trucks a day driving in and out of the Rossville facility, residents say they can’t fathom any environmental benefits locally. Residents have raised concerns about contaminants flowing into the Wolf River, a source of drinking water for Memphis, and claimed that the railroad has created a conflict of interest by hiring the consulting firm that’s doing an environmental assessment of the project. That assessment hasn’t yet found significant impact, meaning the railroad likely will be allowed to move ahead in the summer. The railroad is promising to keep the yard as unobtrusive as possible. It said the facility will be built 40 ft. (12 m) below ground level because it will sit behind berms on its east side. It has plans to reduce the “light pollution” that is common with industrial sites and transportation yards and to mitigate the sounds of the trains, cranes and trucks operating on the site 24/7. Residents envision a cacophonous eyesore whose activity will continuously be heard, felt and seen by anyone within a mile or so of the facility. “They’re going to light that yard up and we’re going to lose our stars and there’s going to be trains bumping into each other all day and all night long,” Watson said. “It doesn’t belong in a residential, rural community. It belongs in some sort of industrial park.” Perhaps nobody embodies the debate more than Debby Turnmire of Piperton. As a customer service representative for Eagle Systems, a national drayage company that moves cargo containers between intermodal facilities and distribution centers, Turnmire understands how a new intermodal facility could be a boon for business. But, she quickly noted, the yard is close to the stable where she keeps her Tennessee Walker, Jim. “The neighbors and people who have barns and horses out there, obviously they’re not going to be particularly happy about [the rail yard] because it’s almost in their backyard,” she said. “For me, it’s good for business, so it’s like I’m straddling the fence.”

Crushing, Screening & Recycling Section Anaconda Tracked Conveyors Help Keep Costs Down Today, when the cost that an aggregate producer or recycler can demand for his materials is not going up, controlling production costs are more important than ever before and one of the biggest costs incurred is labor and earthmoving equipment. Anaconda Conveyors USA is promoting portable tracked conveyors for the aggregate, recycling, demolition and material handling industries from the manufacturer, Anaconda Equipment, headquartered in Ireland. According to Gordon Terry, general manager of Anaconda USA, based in Natick, Mass., “We have a great deal of confidence in the product that we are selling from Anaconda Equipment and their ability to support the product. Even though they are relatively new to manufacturing tracked conveyors, they have a long history and stellar reputation in the manufacturing of traditional conveyors and equipment for OEM’s in the material handling industry.” The idea of putting tracks on aggregate and material processing equipment is by no means a new one. Portable tracked jaw crushers first started to appear in the U.S. market in the early 1990s. “The concept of putting a crusher on tracks and bringing the crusher to the material to be crushed versus using loaders and trucks to bring the material to the crusher caught on fast. The savings in fuel consumption, operating costs, and ease of setup translated to significant savings to the owner, and the idea spread like wildfire. Soon to follow was the addition of portable tracked screening plants, and later on, portable tracked cone crushers. The end result was an entire crushing and screening spread that was totally portable and required only one operator, with the exception being stock piling the materials,” Terry said. The onboard conveyors on crushing and screening equipment typically do not allow for large stockpiling capacities. Therefore, an equipment operator with a rubber-tired loader or a wheeled conveyor is necessary to complete the process where stockpiling is necessary. The only alternative to moving the materials with a wheel loader was setting up a conventional conveyor system to stock-

pile. But a conventional conveyor system is not self-propelled — nor is it easily transported by a single individual using no heavy equipment. Also, most mobile equipment is far more productive than its predecessor; therefore many conveyors cannot handle the extra capacity. The solution was the Anaconda tracked conveying system, according to Terry. With the addition of the Anaconda tracked conveyor system producers are able to keep their operations down to one person and needs only one loader or excavator to feed the crusher or screener. Additionally, when moving the spread, the Anaconda conveyor has a set up time of about five minutes versus the hour or more involved in moving traditional conveying systems. “Custom crushing and recycling contractors and demolition contractors, who at
times find themselves working in areas with a very small footprint now have the option of adding a completely portable tracked conveyor to their crushing spread, which will allow them to stockpile in scenarios where it has not been possible previously. The tracked conveyors are not only extremely portable, but they allow you to work in tight areas and the track system makes the conveyor far more stable. The track system also enables more effective operations where ground conditions are poor. When working in extremely tight areas Anaconda also offers a hydraulic folding model, which extends out to as much as 60 feet and plan to launch a 75 foot model in the near future” Terry said. Reinvestment Act (ARRA). “Going into 2009, we faced a severe recession, uncertainty about the federal surface transportation program reauthorization and continued state budget difficulties,” Wright said. “Transportation construction firms laid off almost 25,000 employees in 2008 and early 2009. The one bright spot for our sector was the recovery act’s transportation investments.” Wright noted that the two-year negative transportation construction market trend began reversing in May of last year — the same point at which recovery act funds began supporting projects. He also said that ARRA “provides only a temporary solution,” that will continue to support work and job creation in 2010 — spending that will quickly phase down. “Many of the jobs supported by the bill will begin to disappear,” Wright said. “To sustain and build on ARRAand reenergize the long-term growth potential of the United States, we must not lose sight of the need to enact a six-year surface transportation authorization bill at the $500 billion funding level proposed by the committee as soon as possible.”

Ritchie Bros. Holds Multi-Million Dollar Statesville Auction

itchie Bros. Auctioneers held a multi-million dollar unreserved public auction in Statesville, N.C., on March 23. More than 1,500 bidders registered to participate both in person and online from 30 countries, including 45 U.S. states and 10 Canadian provinces. More than 1,000 auction lots were sold during the auction.

More Than 1,700 Bidders Vie for 2,000 Auction Lots at Ritchie Sale

itchie Bros. Auctioneers continued strong through March with a multi-million dollar unreserved public auction in Atlanta on March 25. Bidders numbering more than 1,700 participated both in person and online representing 41 countries, including 49 U.S. states and nine Canadian provinces. More than 2,000 auction lots were sold during the auction.
Soon after the 8 a.m. start of the Ritchie Bros. auction in Atlanta, the line to register for bidding stretched the length of the front office area and out the door. Tommy McMillan, McMillan Machinery Sales, Thomasville, Ga., was interested in several pieces in the sale.
Taking a good look at the boom of a Cat 330CL excavator are Jerry (L) and Art Eckert of Conn-E Construction, Dellton, Pa.
