As the state of Mississippi prepares to celebrate its bicentennial, construction teams in Jackson are moving forward on two museums totaling $80 million. More than 700 individuals recently joined with the current and former governors and other dignitaries to break ground for the Mississippi Civil Rights Museum and the Museum of Mississippi History, which will open in the fall of 2017. “No state has a richer or more complex history than Mississippi, and no state can rival our contribution to the cultural life of this nation and the world,” said Hank Holmes, director of the Mississippi Department of Archives and History (MDAH). “The Museum of Mississippi will explore the entire sweep of our history, from prehistoric times to the present. The events of the civil rights era are central to the history of the state and the nation, and, for this reason, the Mississippi Civil Rights Museum will examine that history in more detail.” A shovel line of more than 50 people, includ-

(29,636 sq m) on four floors. Although considered two separate facilities, the museums will share one roof, along with a lobby, meeting rooms, an auditorium that

It is designed to capture and store peak storm water flows during the wet season or heavy rainfall events. The contract encompasses the installation of 2.1 million cu. yds. (1.6 million cu m) of fill to construct 21 mi. (33.8 km) of levee, degrading 3.1 million cu. yds. (2.3 million cu. m) of muck, backfilling 113 mi. (181.8 km) of agricultural canals, and construction of 14 gated water control structures. Everglades project. The general contractor is Central Florida Equipment of Medley, Fla., for an amount of $59.9 million. Work began in Dec. 2013 and is expected to take about 18 months to complete. Richard Baer, president of operations of Central Florida Equipment, explained that the levees would be used to control the flow of water. “In the wet season, there is an area where they treat the run-off from the sugar fields because it has a lot of phosphorus in it,” Baer said. “It works fine in the summer when there is plenty of water and it is flowing. In the winter, it dries out and everything dies. You have algae blooms, lose oxygen and everything starts to die. So what this system will do is in the summer when there is plenty of rain, they will store it, but in the dry season they will release the water to keep it flowing. It is a flow equalization system. It will keep the flow going in the dry season, and keep the system from drying.” The water will be stored on 15,000 acres, and then released in the winter.

Baer said that the project involves digging several thousand ft. of canals and building gated concrete structures. “There is 10 to 12,000 yards of concrete to pour, so we will build a batch plant on site,” Baer said. “In the middle of the site, the last contractor who worked on this site had a quarry set up, so there is a supply of good material that has already been washed and sized. We will just have to buy the plant and cement, and will be able to make the concrete on site, which is a real advantage since the site is in the middle of nowhere [about 10 miles south of Belle Glade, Fla.].” According to Baer, a milling machine will be used on the site to “degrade” the roads that were put in when the area was sugar cane fields. It will be used in two ways: to load the trucks or to windrow the material for hauling later. In addition, it will size the material, which will be used to build the levees. The 3 million cu. yds. (2.3 million cu m) of muck, which had been pushed up previously, will be spread back out using

OSHA Releases New Educational Bulletin on Injury Recording Requirements The U.S. Department of Labor’s Occupational Safety and Health Administration released a new educational resource that focuses on requirements for injury recording of temporary worker injuries and illnesses. The bulletin explains the requirements for both the staffing agency and the host employer. The new recordkeeping bulletin addresses how to identify who is responsible for recording work-related injuries and illnesses of temporary workers on the OSHA 300 log. OSHA’s temporary worker initiative is an agency-wide concerted effort that uses enforcement, outreach and training to assure that temporary workers are protected in their workplaces. In recent months, OSHA has received and investigated many reports of temporary workers suffering serious or fatal injuries, many of which occur within their first week on

the job. OSHA’s initiative was launched to raise awareness and compliance with requirements that temporary workers receive the same training and protection that existing workers receive. “The recordkeeping bulletin is the first of many materials we are releasing and helps clarify which employers are responsible for reporting injuries and illnesses,” said David Michaels, assistant secretary of labor of occupational safety and health. “These materials will provide valuable information for both host employers and staffing agencies on how they can work together to make sure their workers are properly trained and protected.” “The American Staffing Association appreciates and supports OSHA’s efforts to ensure temporary workers’ safety and well-being, and looks forward to continuing to work with OSHA towards that end,” said

Stephen Dwyer, general counsel of ASA, the national trade association representing the staffing industry. The temporary worker recordkeeping bulletin helps businesses determine which employer is responsible for recording work-related injuries and illness on the OSHA 300 log. This is the first in a series of guidance documents that will be released to support the initiative to raise awareness about compliance with OSHA requirements for temporary workers. JCB Flies Flag for Innovation at Milestone Celebration JCB has celebrated the production of its 10,000th Teletruk forklift in patriotic style — by producing the milestone machine in the colors of Great Britain’s Union flag (also known as the “Union Jack”). The red white and blue machine was snapped up by one of the UK’s best-known waste management companies, Biffa, who runs one of the largest fleets of JCB Teletruks in the world. It was sold by JCB dealer Watling JCB of Whetstone, Leicestershire. The keys to the colorful machine — a TLT 35D 4 x 4 Eco — were handed over by JCB Chairman Lord Bamford to Biffa CEO Ian Wakelin, at JCB’s World Headquarters, before the machine was placed into service at Biffa’s new flagship mechanical biological treatment facility in Horsham, West Sussex, where it is the sole industrial forklift truck handling waste bales.

“We have long recognized the advantages the JCB Teletruk’s forward reach ability brings to our business, which is why we have over 50 of these innovative machines working at our plants across the UK,” said Wakelin. “Its ability to reach forwards and load and unload trucks from one side saves time, space and ultimately money, which is crucial in an industry as competitive as ours. We are delighted to have taken delivery of the unique 10,000th Teletruk, the only one in the world to be painted in the colors of the Union flag.” The red, white and blue Teletruk is highly specified with a full cab and air conditioning, waste kit and a Cascade bale clamp. It also is one of the first machines off the production line with the brand new “JCB Diesel by Kohler” engine, a highly fuel-efficient Tier IV Final/Stage IIIB, which not only meets the next stage of emissions legislation without the need for a diesel particulate filter (DPF), but also uses less fuel and improves efficiency. The JCB Teletruk, manufactured at JCB Utility Products, Cheadle, Staffs, is the only counterbalanced forklift in the world with the ability to reach forwards. It is the only industrial truck with 4x4 capability and can work in rough or unprepared ground conditions enabling customers to keep the machine working in spaces previously considered inaccessible and in a range of applications due to its ability to pick up a host of attachments including clamps, grabs, lifting hooks, buckets, forks and rotators, according to the manufacturer.

U.S. Warm-Mix Asphalt Usage Reaches New Heights In the latest survey of the use of recycled materials and warm-mix asphalt usage by the U.S. asphalt pavement industry, nearly a quarter of all asphalt mixtures produced in the 2012 construction season were produced using warm-mix asphalt (WMA) technologies. The survey, conducted by the National Asphalt Pavement Association (NAPA) under contract to the Federal Highway Administration (FHWA), found that the 1,141 U.S. asphalt plants queried produced about 86.7 million tons of WMA during the 2012 construction season. This marks a 416 percent increase in the use of warm mix since the survey was first conducted in 2009. Because WMA is produced at a lower temperature than traditional asphalt mixes, it uses less energy to produce, reduces emissions, improves worker safety and offers construction benefits. U.S. Secretary of Transportation Anthony Foxx said in January during the 2014 Transportation Research Board Annual Meeting that the use of WMA is expected to save $3.6 billion in energy costs alone by 2020. Asphalt pavements also continue to use increasing amounts of recycled and reclaimed materials. The survey found that about 68.3 million tons of reclaimed asphalt

pavement (RAP) and 1.86 million tons of recycled asphalt shingles (RAS) were used in new asphalt pavement mixes in the United States during in 2012. For the first time since the start of this survey in 2009, the amount of RAP and RAS used by producers exceeded the amount collected. The use of RAP and RAS during the 2012 paving season translates to a savings of 21.2 million barrels of liquid asphalt binder, saving taxpayers some $2.2 billion. When reclaimed asphalt pavement and shingles are reprocessed into new pavement mixtures, the liquid asphalt binder in the recycled material is reactivated, reducing the need for virgin asphalt binder. Using reclaimed materials also reduces demands on aggregate resources. “Ensuring high performance roads at a cost-effective price has always been a goal for the asphalt pavement industry. It has spurred us to continue to look for new solutions and to put innovations into practice,” said NAPA President Mike Acott. “This survey reflects how the industry is rapidly putting sustainable innovations, such as warmmix asphalt, to use to ensure that drivers get

the smooth, dependable roads they want at a price taxpayers can afford.” Compared to previous surveys, conducted

scrap shingles and post-consumer roofing shingles. RAP usage also continued to climb, increasing to 68.3 million tons in 2012, a nearly 22 percent increase from 2009. More than 99 percent of asphalt pavement reclaimed from roads went back into new roads. In the survey, 98 percent of producers reported using RAP in their mixes. The 2012 survey also asked for the first time about the use of ground tire rubber, steel and blast furnace slags, and other recycled materials. Hertz Approves Separation of Equipment Rental Business The Hertz Corporation’s board of directors has approved plans to separate into two independent, publicly traded companies. The two companies will be “Hertz,” comprised of the Hertz, Dollar, Thrifty and Firefly rental car businesses as well as Donlen, a provider of fleet leasing and management services, and “HERC,” the Hertz Equipment Rental Corporation. The separation is planned to be in the form of a tax-free spin-off to Hertz shareholders, and the company has received a private letter ruling from the Internal Revenue Service that allows Hertz to separate the businesses in a tax-efficient manner. Hertz expects the separation of HERC to close by early 2015. Hertz will receive net cash proceeds from a HERC spin-off of approximately $2.5 billion that will be used to pay down Hertz debt and support a newly approved $1 billion share repurchase program. Under the new share repurchase program, the majority of the shares are likely to be purchased following the HERC separation, dependent on market conditions. The share repurchases could reach 20 percent of Hertz’s outstanding shares of common stock, which includes the $1 billion already approved. This new program replaces the $300 million share repurchase program that the Company announced in 2013, under which the company has utilized approximately $87.5 million to repurchase Hertz shares. Post separation, Hertz expects to maintain a target net corporate leverage ratio of between 2.5x to 3.5x net debt/EBITDA. Given Hertz’s new target net corporate leverage ratio, the company may opportunistically look to return additional capital to shareholders on an ongoing basis, subject to market conditions and other factors. “The actions announced today will create separate companies which we expect to benefit from improved financial profiles that include increased earnings stability and higher returns on capital,” said Mark P. Frissora, chairman and chief executive officer of The Hertz Corporation. “Our rental car and equipment rental businesses are leaders in their respective markets with valuable assets and tremendous long-term potential. Through unbundling these undervalued assets, we unleash current and future shareholder value. In fact, we believe there is a potential for multiple expansion even if both businesses only trade in line with their peers. Additionally, the separation will help each business focus on its strategic and operational performance. Pacific Organics serves the eastern United States from its 28-1/2-acre facility in Henderson, N.C., providing products to nurseries and landscape professionals. The company produces and supplies a total of seven products, including premium potting mix, pine bark mulch and pine bark mini-nuggets. Scotty Hipps serves as operations manager. He said that they try to get raw bark from within a 100-mi. (160 km) radius of the plant. “It comes from saw mills, paper mills and we also get some from logging companies,” Hipps said. “It just depends where we can get it from within a 100-mile radius. The biggest source is paper mills and small saw mills.” Once the company gets the product, it goes through various processes depending on what the final plan is, and also what time of year it is. “Sometimes we screen it and don’t grind it, or we’ll grind it before we screen it,” Hipps said. “It just depends on where we’re going to delegate it to, but it goes through a grinder and screener eventually, one way or the other.” Currently, the company’s grinder is a Amadas—

Hammermill 450, and the screening machines are all McCloskey, including two McCloskey 516 trommel screens and one McCloskey S130 triple deck vibratory screen. “The McCloskeys are great machines,” Hipps said. “We’re on our fifth one now. The last one just died last year, and we had over 20,000 hours on it. The engine had also been swapped out from one machine to another one, so it had

CEMCO Offers Vertical Shaft Impact Crusher Course Operators and plant managers of aggregate, rock and mineral mines can learn about the physics of processing materials with vertical shaft impact (VSI) crushers during a two-day course at CEMCO Inc. in Belen, N.M. “The goal for anyone in this industry is to reduce operating costs and improve the bottom line,” CEMCO President Neil Hise said. “We want to teach people how to do that with VSI crushers so they can be successful.” Hise and other company experts teach participants about the four types of VSI crushers and how each can affect production rates, product quality and profits in specific applications. “What we did before was screen it for one size, and then we had to rescreen it and rescreen it to make our different products,” Hipps said. “Now that we’ve got the S130, we can screen it, and we can make three or four different products at the same time — so we cut down on labor, hours, fuel, everything. We make a bunch of different products — all based on particle size. So what we did before — before they even mentioned about buying something like this — we did it the old fashioned way, with an old shaker box from a saw mill. We rigged it up and made it run and it worked. “With that, by being an old shaker box — it had a bunch of old problems. With the S130, with the economy being so bad, we got it for a good deal, and it was the perfect time. It’s the same thing we were doing, but it’s on a bigger scale, and it’s more efficient. We actually don’t have to run it a lot of times, because we can catch ourselves up very fast. We’ve probably decreased production hours by at least 40 percent — maybe as much as 60 — just because of it. It fits us exactly right, because we don’t have one size fits all.” Hipps said that the company produces three sizes. The first, the “bottom screen” is propagation, which is ¼ in. (.6 cm) screen. It’s used by nurseries for propagating plants. Next is the CC55, which is a little coarser — a 3/8 in. (.9 cm) screen and looks more like bagged potting soil because of its size. Next, there is ½ in. (1.3 cm) screen, which is used by most container nurseries because it fits pots better. Then there is everything above ½ in. to 5/8 in. (1.6 cm) screen — the bigger particles that some people like for more air space

and drainage. “We set the machine to whatever product we want to produce,” Hipps said. There are various settings on the machine, whether it be speed, including feed speed, and/or hopper speed, and the angle which the machine is set at.” Hipps said that the S130 allows them to not run the other machines as much. “It has basically increased production and decreased hours,” he said. “We don’t run it unless we have to. Basically, we do what most quarries do with it. There are different grades of product, and we do the same thing, but just with potting soil.” Pacific Organics got its start when Bobby Oakley (who

currently serves as vice president and general manager) came up with the idea to supply the nursery industry with a defined product. He pitched the idea to investors, and the company has grown into what it is today. The owner is George Cunningham Jr., who was one of the original investors. Ultimately, both museums will feature state-of-theart audio and visual experiences. A jail cell theater in the Civil Rights Museum will feature stories of activists imprisoned during the movement, while visitors to the Museum of Mississippi History can learn about natural disasters such as the 1927 Flood and Hurricane Katrina. In addition, the music of B.B. King and Elvis Presley will be featured. “Thrash has been awarded phase one of the museum project, which basically makes our company responsible for the building structure, said Josh L.Thrash, principal of general contractor Thrash Commercial Contractor Inc. “Phase two of this project will be the interior finish and will be bid out close to the end of our contract, which expires in May of 2015.” Work began in December 2013. Spoil dirt is currently being excavated and removed from the site. Auger cast piles, soldier piles, concrete foundation, structural concrete, masonry and roofing will be necessary. “The main challenge on this project is the aggressive schedule,” Thrash said. “There’s approximately $33.5 million in work that has to be completed in 18 months. Also, it’s a major foundation project, which has been started in the middle of winter, when the weather is less than desirable.” Main equipment used on the job includes excavators, dozers and dump trucks for removing the spoil dirt, along with skid steers and mini-excavators for the foundation. Forklifts and man lifts will be used for the masonry. The principal material used on site is 4,000 psi (276 bar) concrete, with approximately 35,000 cu. yds. (26,759.4 cu m) being used. There will be large quantities of limestone, brick and CMU blocks used for the exterior façade. About 2,500 tons (2,267 t) of reinforcing steel will be needed for the foundation and vertical structure. “The trickiest portion of the project will be the installation of

the limestone façade, because limestone comes in smaller pieces than manufactured stone, and it’s a finished product,” said Thrash. “Another will be the vertical concrete structure, due to its mass and floor elevation changes.” There will be approximately 120,000 cu. yds. the bucket breakout force on one tooth at a time. Creating flat trench bottoms is easy with this new bucket also because the teeth are on the same plane, similar to a conventional bucket. Conventional buckets have the teeth mounted on an edge so that all of the teeth engage the material at the same time thus sharing the load and decreasing the tooth breakout force. The LEA STAG bucket creates high penetration due to the fact that one tooth is engaging at a time thus saving energy and increasing performance, while still being able to shave the bottom of a trench flat similar to a conventional bucket. The new STAG bucket is manufactured in the United States using T1 alloy steel. Angled edge configurations are available that have one of the corner teeth penetrating first, but the teeth are still staggered. of this size,” he said. “Not too many dealerships are like ASC and have them sitting on their lots, either. If something breaks down on these big material handlers there are few of them out there for rent, so that’s why we are going to be in the rental market.” Fabian and CBT looked at and test drove several different large material handlers by other manufacturers before deciding that the Sennebogen 880 and, later, the 875E would best fit their needs. For instance, they tested one machine by a major equipment maker, but it could only move about 9,000 tons (8,165 t) of coal from a barge to a hopper on a good day, Fabian said, which fell short of the 10,000 tons (9,072 t) that most ships want moved in a single day. “We wanted to make sure that we not only would be well within that range but exceed it so the Sennebogen was the best way to go with that,” Fabian said.

CBT and ASC: An Excellent Partnership Fabian credits ASC for helping CBT decide that the Sennebogen 880 was the proper machine for them. In addition, the outstanding service provided by ASC over the years also helped him decide to buy the new 875E. “The relationship between ASC and CBT has been huge,” Fabian said. “When we got to know ASC, their sales department came down to talk to us and they introduced the mechanical side of the ASC program to us. We have been highly pleased with their service people, their timely response and the quality of the service ASC provides for Sennebogen and CBT.” Fabian said that he first saw the 875E on a trip to Germany, thinking it was another 880 model. “Well, I learned that it’s more fuel efficient and it does about everything the 880 can do except that its reach is not as much as the 880, but we really didn’t need it to be, which made it perfect for us,”

he said. “So, about four months after I first saw the machine, and after talking with Rob Jordan, material handling segment manager for ASC, we went ahead and purchased the 875, knowing we could probably rent out both machines.” A Visionary’s Dream Jack Maybank’s dream was to build a business that revolved around the moving of freight on a waterfront. A stevedore on the Charleston piers in his younger

days, he later formed his own shipping companies that worked out of the great ports on the East and Gulf coasts. That led to the construction of the Charleston Midstream Transfer Facility, located 11 mi. upstream from Charleston Harbor. It is privately owned and serves today as a cutting edge terminal specializing in the movement of dry bulk cargoes. Large ocean-going vessels of 50,000 to 60,000 tons (45,359 to 54,431 t) bring coal or other cargo

into the harbor where the bulk is then moved to barges that are then transported up to the piers. That is when the Sennebogens swing into action. Fabian still marvels at “Big Jack’s” skill set — even after several years in his employ. “Its productivity is limitless and it is scary fast, too,” Fabian said. “It uses a 12-yard clam bucket for our coal operation and picks up about 9 tons of coal every pick with a swing about every 24 seconds to the hopper.” At that rate, Fabian said that the 880 can load a 3,000-ton (2,722 t) barge in about 3 and a half hours. “It takes about a half hour to change out barges, so on a good day we can do up to about 18,000 tons of coal and we average about 15,000 tons a day,” he explained. “The Sennebogen 880 and the pier are a perfect fit.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) current phase is for the structural systems and exterior work of all the complex. The second phase will be for the interior construction, and the final phase will be for exhibits, furniture and equipment. Another challenge was the evolution of the project over time including changing sites, changing programmatic requirements and changing leadership. “In our experience, phasing always complicates projects. In this project, we had to develop a scope of each phase within the anticipated funds for that phase. We have to plan for how future contractors can access and complete their work without damaging the work of previous contractors. “In our joint venture regarding the design process, our firm is responsible for overall design and specific detailing of the Mississippi Museum of History and site. We also coordinate detailing with our partners regarding the Civil Rights Museum and garages. Dale Partners is detailing the Civil Rights Museum and leading the construction administration. Cooke Douglass Farr Lemons is detailing the parking garage, and will become more involved in interior detailing in the second phase.” Morris said that having two separate

museums made the project far more difficult to complete construction documents. “We had originally planned for future expansion of the Mississippi over a future garage in the location the Civil Rights Museum now occupies; however, using this location for a different museum was a big change. The organization of two museums within one building is extremely complex. The issue of distinct images for each museum is a challenge, as is a secure joint entry from street and garage that is appropriate to both museums but a part of neither. Common spaces for circulation, education, museum store, and museum administrations is also key. Less difficult were the shared collections storage, support and MEP systems.” The most important aspect of sustainability is longevity, according to Morris. “Saving energy operating a building is critical, but because buildings have so much embodied energy just being assembled, it’s environmentally irresponsible to not build them to last. We have attempted to design a 100-plus year facility that can accommodate internal changes with a robust exterior and structural construction.” Despite the challenges, Morris was eager to take on the high-profile project.

“As an eighth-generation Mississippian with a life-long interest in history, I saw this job as a dream project — the kind you expect to encounter only in an architectural school studio or design competition. It is truly a once-in-a-lifetime opportunity.” For Holmes and his team, however, reviewing the vast amount of material for possible inclusion in the two structures has proven to be an overwhelming task. “The Museum of Mississippi History is very artifact rich, with over 1,700 slated for exhibit. Staff has methodically gone through the collection to select the best artifacts to represent the history of our state. The Civil Rights Museum will feature some extraordinary artifacts such as three quilts from the Slave Series of noted textile artist Gwendolyn Magee. As for documents and images, the MDAH collection is vast, and only a small percentage of its items will be featured in the museums. Exhibit designers have worked closely with MDAH staff to make selections. It is a lengthy process.” The state legislature provided the first $40 million for the new museums, and five million was raised from private sources. The remaining money will come from a combination of additional bonds and funds raised by the Foundation for Mississippi History

and the Foundation for the Mississippi Civil Rights Museum. “MDAH is committed to telling the state’s history honestly and in all its complexity, said William Winter at the groundbreaking, “We create exhibits and programs that grapple honestly with our history, no matter how painful it is. That is the mission of this department, and it is the mission of these two museums. Some of the exhibits in the museums will be very tough; both museums have areas where visitors can sit and reflect on what they have experienced.” In remarks to reporters, Gov. Phil Bryant said, “Thanks to these two museums, generations to follow will see and hear those stories. They will see that Mississippi is much more about the future than the past.” “I could not help but think about how far we have come to this point, how proud I am of Mississippi and that these two buildings are going to show the world who we are, where we have been, where we are today and where we are going,” said Myrlie Evers, former chair of the NAACP and widow of slain civil rights leader Medgar Evers. M Wood Auction held its 41st annual spring construction, truck and forestry auction at its headquarters facility in Montgomery, Ala., March 11 to 13. More than $36.1 million of equipment sold and was represented by many dealers including Blanchard Machinery, Flint Equipment, Taylor Services, Yancey Bros. and more than 500 other consignors. itchie Bros. held a special event prior to the Florida Auctions. Attendees had the chance to see up-close and in depth how the major auction prepares for the big annual sale and broadly, how Ritchie Bros. operates as a company throughout the year. The event gave customers the opportunity to learn about various features available through Ritchie Bros. Due to a partnership with Travelers Financial, Ritchie Bros. is able to provide financing. Painting and refurbishing services are provided on site in permitted states. A power train service warranty is available to customers in the United States, Canada and Australia on behalf of Amtrust. Full risk insurance is offered to buyers and consigners for equipment being shipped to, from and being stored on site. When it comes time to move the purchased machinery, UShip through a partner-

ship with Ritchie Bros., provides all shipping needs for the customer. UShip has saved Ritchie Bros. buyers more than 10 million dollars in shipping costs since 2009. Customers also had the chance to see how Ritchie Bros. performed in 2013. Highlights from the past year included the company’s first auction in China and the launch of EquipmentOne. In addition Ritchie Bros. boasted 6.3 million visitors to its Web site, a total of $3.8 billion in gross auction proceeds from equipment sold on site and a total of $1.4 billion gross auction proceeds from equipment sold online. Ritchie Bros. has a wide global impact with offices in more than 100 countries. This includes approximately 40 auction sites with more than 1,400 employees.
