AED Rallies Support for Keystone XL
Florida State Road 9 was especially in great need of widening on a fairly extensive stretch from the Saint Lucie – Indian River County Line all the way to State Road 60. Data and studies done by the Florida Department of Transportation (FDOT) show that this road needed widening and
Seventeen national construction associations joined Associated Equipment Distributors (AED) in comments supporting the U.S. State Department’s Draft Supplemental Environmental Impact Statement (EIS) for the Keystone XL pipeline permit application and urging swift approval of the project. The State Department issued the EIS in response to TransCanada’s May 2012 application to complete the proposed pipeline segment from Canada to Nebraska. In addition to the environmental findings, the report concludes the project would support more than 42,000 jobs, translating to $2 billion in earnings for workers. Direct expenditures associated with building the pipeline, such as construction and material costs, would total approximately $3.3 billion. “From equipment and material suppliers to contractors and manufacturers, the construction industry agrees: the Keystone XL

FY 2014 Transportation Budget Lacks Funding For months, President Obama has been talking about the importance of increased transportation investment, both to support the economic recovery and to strengthen the longterm outlook for the US. economy. The FY 2014 budget proposal for the federal government — submitted by the administration to Congress April 10 — puts flesh to the rhetoric by proposing substantial funding increases for federal transportation investment in FY 2014 and beyond. However, the failure of the administration to recommend a realistic source of funds to support its investment proposals suggests that, beyond funding for the core transportation investment programs, the
President’s transportation budget requests will run into resistance in Congress. The main proposals include: • Immediate Transportation Investments. The budget proposes a one-time $50 billion appropriation for immediate transportation improvements in FY 2014, including $40 billion for “Fix-it-First” investments to improve existing infrastructure assets most in need of repair and $10 billion to help spur states and local innovation in infrastructure improvements. Similar proposals in the past have not been acted on by Congress. • Federal Highway Program. In the Moving Ahead for Progress in the 21st Century Act
(MAP-2l), Congress enacted an obligation ceiling of $40.256 billion for the federal highway program for FY 2014 plus $739 billion of contract authority and emergency relief funding that is not subject to the limitation, for a total of $40.995 billion. The President’s budget request is identical to MAP-2l. • Public Transportation. MAP-2l authorized a total of $10,695 billion for the public transportation program for FY 2014, including $1.907 billion for capital investment grants, also known as the New Starts Program. enchmark Tool & Supply held a demo day in Raleigh, N.C., on March 26 and in Concord, N.C., on April 2. The company installed its Topcon 3D-MC2 systems on comparable dozers a John Deere 750K LGP from RW Moore and James River Equipment, Komatsu D61PX from Linder Industrial Machinery and a Cat D6KXL from Gregory Poole Equipment Company and Carolina CAT. The evaluation was designed to show how its systems could increase operator efficiency and productivity. Linder Industrial Machinery provided a Komatsu equipped with a Topcon X63 system. A 3D-MC2 can change the role a dozer plays on a typical site and in some cases eliminate the need for a grader. It allows more efficient use of a dozer. Along with an increase in speed, 3D-MC2 means fewer passes resulting in more work done in less time. Less time equals less fuel and less machine wear. The 3D-MC2 utilizes Topcon’s GX-60 control box, GPS+ antenna, MC-R3 receiver, and new 3D-MC2 sensor and pairs with advanced controlling software to provide position updates up to 100 times per second. The MC2 sensor combines a gyro, compass and inertial sensor to measure the X, Y & Z position as well as the roll, pitch, yaw and acceleration of the dozer. Topcon’s GX-60 interface contributes to ease of use, enabling less experienced operators to perform near the level of their skilled operators, according to the company. Topcon’s G63 and Z63 3D grade control systems feature Topcon’s GX-60 touch sensitive control box. Light and compact with a full-color LCD touch sensitive screen, Topcon’s GX-60 is a fully functioning Windows computer that provides the operator with real-time grade information and control. CB of Arkansas held a Grand Opening March 27 of its new state-of-the-art facility south of downtown Little Rock. Situated on nine acres beside I-30, the new facility boasts more than 27,000 sq. ft. of space. The facility also houses Lift Truck Service Center Inc. Concurrent with the grand opening of JCB of Arkansas, Lift Truck Service Center celebrated its 40th anniversary in the lift truck business. More than 600 people turned out to enjoy the day. Manufacturer representatives from all lines sold by JCB of Arkansas and Lift Truck Service Center Inc. lent their support to the event, including a huge contingency of JCB corporate representatives from Savannah, Ga. An incredible array of prizes was given away throughout the day including a Benelli shotgun and the grand prize of a free one-day guided fishing trip on Lake Greason, which was won by Dan Clifton of Little Rock Wastewater. Popular local caterer Young’s Catering offered guests catfish and chicken and all imaginable side items and ended the meal with fried apple and peach pies. This was one of the best lunches of the day in Little Rock. In a brief speech to show his appreciation for those who turned out for the event, JCB of Arkansas’s Mike Morehead said, “We could not have reached such great levels of success without the dedicated service of our employees, our great customers and our hard-working vendors.”

Battle Lumber Tradition Endures Expansion Abroad By Cindy Riley
achievements include three million board feet of kiln dried lumber shipped monthly, construction of a 100 bay sorter offering specialty width and color sorts and the development of a 1.4 million board feet pre-dryer to help prevent drying defects. Founder and President Wayne Battle heads the team that includes Tommy Battle, vice president of sales Craig Miller, and Bob Swan, who serves as general manager of the pallet division. With approximately 450 employees, more than 300 are staffed in the rural Wadley, Ga., headquarters. Other facilities include BLC Hardwood Flooring and Wood Fiber Technologies, both located in Macon, Ga., along with log concentration buying yards in Madison, Ga., Elberton, Ga., Macon, Ga., Atlanta, Ga., and Walterboro, S.C. “Our company focuses not only on producing large volumes of products, but producing the highest quality and doing it safely. Safety, quality and production are in fact, Battle’s top priorities. It can sometimes be a juggling act to achieve all three in an efficient manner. Being located in a small town of Wadley has its upside and downside. Although we have a smaller workforce to pull from, we do have a core group of longtime employees.” Battle credits ASC Volvo with helping the

Having served customers for half a century, Battle Lumber Company maintains its traditional values while doing business on an international scale. Founded in 1962, the family-owned company continues to provide clients with the service founder and owner Wayne Battle first became known for five decades ago. “My grandfather is proud to have been blessed enough to be at the helm of a successful company for 50 years, and to have three generations working in the company today,” said Thomas Battle, who oversees the production and running of the mills, and is in charge of all rolling stock at Battle Lumber. “He’s seen many changes and challenges in the industry —everything from log supply to sales. He got his start producing furniture squares for the domestic furniture factory, with only eight employees. He then moved into producing pallets before becoming the largest hardwood lumber producer on one site in the country.” Battle Lumber is among the world’s leaders in pallet production, and its grade mill division has been described as one of the most technologically advanced mills in the nation, producing more than 90 million board feet of lumber per year, according to the company. The company strives to get the maximum yield from each log processed maintaining all its saws in-house with an advanced saw filer. Operating under guidelines set forth by the U.S. Forestry Service, Battle Lumber staffs registered foresters and contract loggers — all certified as master timber harvesters — in an effort to protect U.S. woodlands through proper harvesting methods. In addition to setting high environmental standards and adhering to the Georgia Sustainability Forest Initiative, the company is committed to creating lasting relationships with its customers, no matter the distance. Along with its domestic clientele, Battle Lumber serves companies as far away as the Middle East, southeast Asia, Europe and Asia. “Doing international business can be interesting and even difficult at times, but Battle Lumber has a sales force in China to help ease the burdens of doing business abroad,” Battle explained. “Being diversified has allowed us to continue to survive and even grow during the domestic economic troubles.” As a hardwood supplier offering everything from grade lumber to wood flour, Battle Lumber has also provided dry kiln services since 1993. Jefferson Parish’s Huey P. Long Bridge widening project was the most significant construction project of 2012, the Associated General Contractors of America announced March 8. As a result, the projects’ contractors, Massman Construction Co., Traylor Bros. and IHI Corporation, known as MTI, was the grand award winner while 16 other firms received the association’s Alliant Build America Award in other categories. “These projects are shining examples of the construction industry at its finest, demonstrating tremendous skill, hard work and steadfast determination,” said Joseph H. Jarboe, the association’s president and senior vice president of Bethesda, Md.-based Clark Construction Group. “The winners are setting the standard by which all construction projects should be judged.” MTI was tasked with renovating one of the three primary Mississippi River crossings in the greater New Orleans area with one the busiest ports in the United States. The bridge renovation project used an innovative method of lifting entire spans of both upstream and downstream widening trusses that allowed the widening of the bridge to be done more safely, efficiently and with minimal impact of vehicular, rail and maritime traffic. The completed project doubled the driving surface width and improved ramps and intersections on both sides of the river providing a safer commute for the citizens of Jefferson Parish. The Alliant Build America Awards recognize the nation’s most significant construction projects. A panel of judges, representing all areas of construction, evaluated an impressive number of submissions this year, assessing each project’s complexity, use of innovative construction techniques and client satisfaction, among other criteria. The awards, which were announced during the association’s annual convention in Palm Springs, are considered by many to be the most prestigious recognition of construction accomplishments in the United States. obcat of Spartanburg, S.C., held an open house at its facility on April 18. The event was held from 10 a.m. to 3 p.m. at its facility on Buffington Rd. Parts were discounted 10 to 40 percent off retail price for those attending. In addition, special pricing and financing was available for new and used Bobcat compact equipment and attachments. A Bobcat rodeo was held and guests tested the E45 excavator, and other machines were on hand. see BOBCAT page 30

Mack Delivers Power, Fuel Efficiency With MP8 Econodyne+ The 13-L MP8 Econodyne+ engine is available in Mack Pinnacle models and offers 505 hp (376 kW) with 1,860 lb.-ft. of torque when operating in either of the top two gears. This maximizes fuel efficiency while also providing the necessary power to help drivers conquer long and steep grades. When ascending a steep incline, engine rpms drop to around peak torque output. When a driver is applying 100 percent throttle and the rpms reach 1,300, Mack’s intelligent torque management strategy, called EconoBoost, kicks in, providing the driver with an additional 200 lb.-ft. of torque, enabling the truck to remain in top gear for a longer time period until the hill is crested. Crushing, Screening & Recycling Section Direct Disposal Doubles Productivity With Hyundai Loader In 1989, when the California State Assembly passed Bill 939 mandating that 50 percent of all municipalities’ waste be diverted from sanitary landfills, waste industry veteran Dan Agajanian saw both a business opportunity and an environmental responsibility. It was the passing of this new bill that lead Agajanian to take action by adding a construction and demolition (C&D) recycling facility to his existing waste hauling company in East Los Angeles. Since its establishment in 2003, Agajanian and his staff at Direct Disposal have made it their mission to provide their southern California community with an eco-friendly, cost-effective solution to avoiding landfills. “Recycling has come a long way in California in recent years,” said Agajanian. “Unlike many other facilities, more than 75 percent of all C&D waste delivered to Direct Disposal is turned into reusable commodi-
ties. Our current recycling rate meets the State of California’s guidelines and goals for the year 2020, something we take great pride in as a company.” One of only a handful of businesses to take this initiative, Direct Disposal is permitted to accept up to 174 tons of C&D waste daily including materials such as steel, metal, aluminum, copper, wiring, plastics, wood waste, dry wall, clean dirt, clean asphalt, clean concrete, mixed inert, tires and roofing material. The company accepts waste in various ways including customer drop offs and through the company’s rental and hauling service of roll off containers. Once the waste is received at the facility it is “processed” or sorted and separated into piles by type before being loaded into trucks and taken to other facilities for grinding, melt down and/or reuse in various forms. see AGAJANIAN page 50

To manage this expansive undertaking, Agajanian relies heavily on his equipment. “We move 200-300 tons of material around our facility on a daily basis,” he said. “Without the proper equipment in place, it is nearly impossible to keep up the necessary pace.” To assist in managing the incoming and outgoing waste at such a high rate, Agajanian decided it was only necessary to add a new piece of equipment to his fleet. It was then he connected with George Davis, sales manager of Heavy Equipment Sales, a Hyundai Construction Equipment dealership with two locations in Corona and Pacoima, Calif. Upon understanding the needs of Direct Disposal, Davis recommended a HL740-9 Hyundai wheel loader for the job. Agajanian was immediately impressed by the high-quality build and standard features the machine had to offer, not to mention, the competitive price. Hyundai loader our productivity has doubled and in a crucial industry like recycling, that speaks volumes.” Direct Disposal uses the loader in multiple applications, but primarily for sorting and separating waste into piles and loading the waste onto the vast amount of trucks entering the yard to be taken to other recycling facilities. According to Agajanian, the machine loads approximately 80-100 tons (73-91 t) of waste onto 3-4 large, high-sided trucks per day and works a consistent 8-10 hours per day, 5 days per week. Of the many features, the HL740-9 has to offer, Agajanian has found the three engine mode selections, economy mode for light duty work, standard mode for general work and power mode for heavy duty work to be one of the most beneficial. This feature is designed to allow the operator to customize the machine’s engine power in order to increase productivity and reduce fuel consumption, which Agajanian has seen first-hand. Direct Disposal has saved 100 gallons of fuel per month since purchasing the Hyundai loader and with the cost of off-road diesel at around four dollars per gallon the company will be saving approximately $4,800 per year. Direct Disposal has also found the advanced 5 ft. 7 in. (1.5 m 18 cm) wide color LCD screen and Hi-mate Remote Management System to be critical tools, especially when used in conjunction. The loader’s color monitor features an integrated load weight system which allows operators
to view the bucket’s current load-capacity to prevent over and under loading, which contributes to work efficiency. This data along with many other types of diagnostic data is stored and can be accessed through the Hi-mate Remote Management System from anywhere with internet access. Agajanian accesses this crucial information approximately once per week through a daily reporting function and monitors the machine’s total cycles and daily tonnage moved in and out of the facility per day. With these tools combined, Direct Disposal has been able to increase their total tonnage of waste moved, as well as their cycle times, by 50 percent. Enabling the Hyundai HL740-9 loader’s power and productivity is its reliable, fuelefficient, 143 HP, Cummins, Tier-III QSB6.7 engine. The machine has an operating weight of 26,460 lbs. (12,002 kg), a bucket capacity of 3 cu. yds. (2.3 m) and a bucket breakout force of 24,800 lbs. (11,249 kg), all of which allow for the moving heavy waste materials. “We have had numerous different types and brands of machines over the years, but with the Hyundai loader there is no comparison,” said Agajanian. LITTLE ROCK, Ark. (AP) The Arkansas Teacher Retirement System hopes to invest $60 million in the $1 billion Big River Steel LLC mill planned for Osceola, officials announced Jan. 30. George Hopkins, executive director of the Teacher Retirement system, said the fund’s staff and a consultant spent about six months looking at the venture and concluded it’s a strong project. The investment would represent one-half of 1 percent of the $12.25 billion fund. The investment would be contingent on the Legislature’s approval of a $125 million loan to help finance the mill project, which also would have to clear regulatory hurdles. The Legislature has 20 working days to vote on a measure once members are presented legislation. House Speaker Davy Carter, R-Cabot, said he expects to get a bill within a week or two and he’s looking for ways to speed the process. “We’re contemplating how do we form some joint, small group to start before it [the
bill] gets in committee,’’ Carter said. With no approval delays, construction could start in the summer and the mill could be turning out steel less than two years later. It’s the kind of project leaders in the Delta have struggled to attract. Mississippi County has struggled since Eaker Air Force Base closed in 1992, losing one fifth of its population in the following two decades. Among the 46,000 people who remain, 9.3 percent are unemployed and a third of them live in poverty. Big River Steel is led by John Correnti, a former Nucor Steel executive who engineered the 2007 launch of a successful $650 million steel mill at Columbus, Miss. Correnti said the Osceola mill will have more than 500 positions that pay $75,000 annually and will employ 2,000 construction workers. The announcement of the project at the state Capitol with Gov. The FAA Modernization and Reform Act of 2012 authorizes $3.35 billion for the Airport Improvement Program for FY 2014, which provides grants to airports for capital improvements to runways and related projects. The budget proposes to reduce this to $2.90 billion by eliminating funding for large hub airports and allowing these airports to increase passenger facility charges to finance their own airport improvements. • Partnership to Rebuild America. In recent speeches, President Obama has proposed a “Partnership to Rebuild America” that calls for establishing a $10 billion National Infrastructure Bank, new “America Fast Forward (AFF) Bonds,” expansion of the “Transportation Infrastructure Finance and Innovation Act” (TIFIA) and “Transportation Investment Generating Economic Recovery” (TIGER) programs, lifting the national cap and expand eligibility for “Private Activity Bonds” (PABs), and changing the tax treatment of foreign pension funds to attract increased investment. • TIFIA. MAP-2l increased funding for the TIFIA program from $122 million in FY 2012 to $750 million in FY 2013 and $1 billion in FY 2014. This one-time appropriation would include $40 billion in “Fix-It-First” investments to improve existing infrastructure assets most in need of repair and $10 billion to help spur state and local innovation in infrastructure improvements. Of the total: $27 billion would be for highway restoration, repair and construction projects; $9 billion for transit; $5 billion for passenger rail; $4 billion for discretionary grants and credit assistance; $3 billion would go to airports; and $2 billion to stimulate innovations. Financing would come from the general fund and the administration claims the $50 billion would be fully offset but provided no details. The $50 billion for the proposed Immediate Transportation Investment initiative would be in addition to FY 2014 funding core transportation investment programs. The Obama Administration has made similar proposals in the past but they have not been acted on by Congress.
Highway Program The federal highway program pays 80 percent of the cost of improvements to the nation’s core highways and funds almost half of all highway improvements in the United States each year. The current law authorizing federal investment in highways is the Moving Ahead for Progress in the 21st Century Act (MAP-2l), under which Congress enacted a total obligation ceiling of $40.256 billion of federal funds for highway, bridge and related improvements in FY 2014. In addition, the law provides $639 million of spending that is not subject to the obligation ceiling plus $100 million for emergency relief. The President’s budget request for FY 2014 conforms to the amounts enacted for highway improvements in MAP-2l. The House and Senate have approved separate budget resolutions that also include full MAP-2l funding for the highway program in FY 2014. Public Transportation Program The federal public transportation program has two parts. The largest involves formula grants to public transit agencies for capital improvements, bus purchases and, in some instances, operating expenses. Formula grants are funded from the Mass Transit Account of the Highway Trust Fund and thus do not require an annual appropriation. The second part is the Capital Investment Grant program, also known as the “New Starts” program, which provides grants for construction of subway and light rail systems. These grants are funded from the general fund and require an annual appropriation. MAP-21 enacted a total of $10.695 billion for the public transportation program for FY 2014, an increase of just over $100 million from the $10.578 billion enacted in MAP-21 for FY 2013 and about $200 million more than the final FY 2013 funding level after sequestration (the recent government — wide spending cuts). For FY 2013 and 2014, MAP-2l authorized $1.907 billion for the New Starts program (the sequestration, however, reduced FY 2013 New Starts investment by $96 million). The President’s budget for FY 2014 requests slightly more than the amounts enacted in MAP-21 for both the transit formula and New Start programs. Total funding proposed by the administration would be $10.91 billion, compared to $10.69 billion in MAP-21, while the New Starts program would be funded at $1.981 billion rather than $1.907 billion in MAP-21. Transportation Trust Fund Proposal and HTF Outlook The budget for FY 2014 reiterates the administration’s unsuccessful FY 2013 pro-
posal to expand the Highway Trust Fund (HTF) into a Transportation Trust Fund, which would finance not only highway and public transportation improvements, as under current law, but federal investment in intercity passenger rail as well. In recent years, Congress has had to make transfers from the general fund into the Highway Trust Fund to pay for all authorized federal investment in highway and bridge improvements. The need for transfers resulted from the 2007-09 Great Recession, which led to less truck freight traffic on the nation’s highways and a precipitous drop in new truck sales, thus reducing diesel fuel tax receipts and receipts from the taxes imposed on heavy trucks. There also was a decline in personal highway travel and revenues from the federal excise tax on gasoline, although the decline was smaller than that related to truck traffic. To finance the highway and transit investment levels set in MAP-2l, Congress authorized a transfer of $6.2 billion from the general fund into the HTF in FY 2013, which the March 2013 sequester cut to $5.88 billion, and another 12.6 billion transfer in FY 2014. The President’s budget requests the full $12.6 billion transfer authorized in MAP-2l for FY 2014. The real concern with the President’s budget, however, is that it does not adequately address the need for additional revenues into the HTF to support federal highway and transit investment in the years after FY 2014. The Congressional Budget Office calculates that revenues in FY 2015 would allow no more than $100 million of new highway investment that year, in effect wiping out the federal highway program. The transit program would also support no new spending. The budget addresses the revenue shortfall by proposing to transfer $214 billion over six years into the proposed Transportation Trust Fund “to maintain trust fund solvency and pay for increased outlays associated with the administration’s rail and surface transportation reauthorization proposals.” The administration claims the $214 billion would permit a 25 percent increase in funding for surface transportation investment in the next reauthorization bill. However, the administration’s long-term budget projections show only inflationadjusted increases for the federal highway and transit programs through FY 2023. Most of the 25 percent increase thus represents funding for the administration’s proposed five-year passenger rail authorization rather than increases in federal funding for highway and transit investment. The administration proposes to offset the proposed $214 billion general fund transfers by savings derived from reductions in overseas military operations. Similar proposals in
the past have not been acted on by Congress and, given the current focus on deficit reduction, it seems highly unlikely Congress would take this approach. But the budget does not include recommendations for new HTF revenues. Airport Improvement Program The FAA Modernization and Reform Act of 2012 provides $3.35 billion annually for the Airport Improvement Program for each of the four fiscal years, FY 2013 to 16, covered by the bill. In its budget for FY 2014, the administration proposes to reduce AIP funding to $2.90 billion by eliminating passenger and cargo entitlement funding for large hub airports. The administration proposes to focus federal grants on smaller commercial and general aviation airports that do not have access to additional revenue or other outside sources of capital and allow all commercial airports to increase the non-federal Passenger Facility Charge, which would let airports generate their own revenue. The administration has made similar proposals numerous times in the past, but they have not been acted on by Congress. The budget also proposes an additional one-time investment of $2.0 billion for airports as part of its Immediate Transportation Investments initiative. Airports of all sizes would be eligible to compete for grants. Partnership to Rebuild America In addition to on-going federal transportation investment programs, the President in recent months has advocated a “Partnership to Rebuild America” that would expand on or develop new sources of innovative financing for infrastructure improvements. Most elements are discussed in the budget although the budget does not include funding details for all of them. Among the components of this initiative are: • National Infrastructure Bank. The President has proposed creating a $10 billion National Infrastructure Bank (NIB) to finance projects backed by a dedicated revenue stream. According to the budget, interest rates on loans issued by the NIB would be indexed to U.S. treasury rates, and the maturity could be extended up to 35 years, giving the NIB the ability to be a “patient” partner side-by-side with state, local, and private co-investors. To maximize leverage from federal investments, the NIB would finance no more than 50 percent of the total costs of any project. • America Fast Forward and Private Activity Bonds. The President has proposed creation of America Fast Forward (AFF) Bonds, which would be an alternative to traditional tax-exempt bonds for state and local see BUDGET page 72

of legislators to vote in favor of the state taking on debt. Carter has stopped short of predicting passage, saying instead that legislators have to go through the due diligence process. As Osceola waits, it has a model to follow on the other side of Mississippi County, which used its river and rail transit access to develop a steel industry. Nucor Yamato Steel has been a success story in neighboring Blytheville and is part of the reason the county’s unemployment rate isn’t in double digits. Osceola’s biggest employers include a greeting card plant, American Greetings, which has about 1,300 people on staff, and Denso Manufacturing, where about 400 workers make heavy machinery radiators and automobile air conditioners and heaters. The last major project in town was construction of the Plum Point Energy Station, a 655-megawatt coal-fired electric generation plant. Harry Keatts opened his downtown Osceola restaurant, the Sandbar Grille, when that plant was being built. Having the extra
construction workers in town helped the business get off to a good start, he said. But then the local economy returned to normal. “Things here in the Delta have been dire for many years,’’ he said. “Just keeping the restaurant open has been a challenge.’’ Between the city’s population drop and temporary housing that was made available to the Plum Point workers, the city can easily accommodate 2,000 temporary construction workers. “And they like to eat,’’ Keatts said. Amarjit Singh, owner of the Deerfield Motel in Osceola, said he’s also eager for another construction boom. “We made a lot of money when [Plum Point] was being built. We were about bankrupt and the Plum Point saved us,’’ he said. Hopkins said the teacher retirement fund could stand to gain a 40 percent return on its investment within five years. The fund’s portion of the investment will rest in an escrow account until it’s certain the plant will be built. “If the Legislature approves it, there will be a steel mill in Osceola, Arkansas,’’ he said.

U.S. Army Corps May Get More Superstorm Sandy Funds BUDGET from page 60
government. Under the proposal, AFF Bonds would be conventional taxable bonds but the federal government would make direct payments to issuers equal to a 28 percent subsidy, which is equivalent to the current Federal tax loss on tax-exempt bonds. Proceeds from AFF Bonds could be used for governmental capital projects as well as for any activity that can currently be financed through private activity bonds. The administration also proposes to increase the total volume of private activity bonds that can be issued for highway or surface freight transfer facilities from the current $15 billion to $19 billion and increase the amount that can be used for land acquisition from 25 percent to 35 percent. • TIGER grants and TIFIA. In addition to $1 billion for the TIFIA program as enacted in MAP-2l for FY 2014, the administration’s Immediate Transportation Investments proposal includes a $4 billion component for credit assistance and grants on a competitive basis for projects across all surface transportation modes that will have a significant national or regional impact. In recent speeches, the President has said these funds would be used to expand the TIFIA program and the U.S. Department of Transportation’s discretionary TIGER program. It is important to note the FY 2013 loan authority of the TIFIA program was expanded approximately six-fold in MAP-21, but the Federal Highway Administration has yet to distribute any credit assistance using those funds.
Rail Programs The administration‘s FY 2014 budget proposes a five-year, $40 billion reauthorization of the Passenger Rail Investment and Improvement Act of 2008. Specifically, the budget calls for overall rail investment of $6.6 billion in FY 2014, a roughly 70 percent increase from current levels of approximately $1.8 billion. The request would create two broad programs — “Current Passenger Rail Service” and the “Rail Service Improvement Program” — which roll up several existing investment line items. For example, the proposed $2.7 billion “Current Passenger Rail Service” program would include $675 million for the Northeast Corridor, $300 million for state rail corridors, $800 million for longdistance Amtrak routes, and $925 million for improvements like putting Positive Train Control on Amtrak trains and bringing stations into compliance with various federal requirements. Further, the administration proposes $3.7 billion for the “Rail Service Improvement Program” in FY 2014 to create or improve passenger corridors, including high-speed rail, freight rail networks and intermodal facilities. The plan tacks along the same lines as the administration's FY 2013 budget proposal which would have increased Federal Railroad Administration budget authority in similar magnitudes. Investment in existing infrastructure through the “Current Passenger Rail Service Program” would decline in later years as the administration’s plan would ramp up investment in the “Rail Service Improvement Program” to develop
new rail infrastructure, including high-speed infrastructure. Additionally, the President’s $40 billion “Fix it First” initiative would include $3 billion for capital improvements to existing intercity passenger rail services or to develop new intercity passenger rail corridors and $2 billion for Amtrak to repair, rehabilitate, or upgrade assets and infrastructure including equipment. The administration again proposes to pay for the rail reauthorization by “utilizing savings from ramping down overseas military operations” — specifically by transferring money from the federal general fund into the new “Rail Account” of the restructured and renamed “Transportation Trust Fund.” Highway Safety Programs The administration’s budget request also fully complies with MAP-21 investment levels for the motor vehicle and behavioral safety programs. Specifically, the administration recommends $572 million in FY 2014 for the Federal Motor Carrier Safety Administration (FMCSA) — a $12 million increase from the amount provided in FY 2013. FMCSA funds are used to improve commercial motor vehicle safety, largely by enforcing truck and bus safety regulations, conducting compliance reviews and roadside inspections, and improving state oversight of Commercial Driver’s Licenses. The administration requests $680 million for the National Highway Traffic Safety Administration (NHTSA) in FY 2014 — an $11 million increase from FY 2013. NHTSA focuses on improving highway safety
through research and dissemination of information, as well as through grants supporting state efforts to enforce highway safety laws governing activities such as impaired driving and seat belt use. Ports and Waterways The President’s budget proposes $4.7 billion for the U.S. Army Corps of Engineers Office of Civil Works, which oversees construction and maintenance of our nation’s ports, levees, dams and waterways. This amount is roughly the same as was provided in FY 2013. The Corps of Engineers also received an additional $5 billion in FY 2013 to aid in recovery efforts following “Superstorm Sandy.” Of the $4.87 billion requested for FY 2014, $1.35 billion would go towards construction in the main mission areas of the Corps: flood and storm damage reduction, commercial navigation and aquatic ecosystem restoration. This is a reduction from the $1.57 billion provided in in FY 2013. For the operations and maintenance of harbors and inland waterways, the Corps budget request by the Obama Administration is $2.59 billion — an increase of $300 million over the FY 2013 level of $2.29 billion. The budget proposal also calls for a new “per vessel”. user fee to increase revenues for the Inland Waterways Trust Fund. The new user fee would charge each vessel using the system and would increase or decrease over time as improvements to the system are needed. Ritchie Bros. Holds First Unreserved Auction in China Ritchie Bros. Auctioneers held its first ever unreserved public auction in China on April 18, 2013. More than 500 bidders registered to bid on equipment at the one-day, multi-million auction. More than 1,000 Renminbi people attended the auction in person to see the global marketplace in action. The auction featured a selection of more than 155 unused and used heavy equipment items and trucks, including more than 25 hydraulic excavators, 20 wheel loaders and more. After many years of working with the Beijing Tianzhu Free Trade Zone Management Committee, Beijing Customs and Beijing Entry-Exit Inspection and Quarantine Bureau, Ritchie Bros. has established a convenient, transparent and regulated channel for
equipment exchange in China and export out of China — through the Tianzhu Free Trade Zone. “Last week’s auction in China was a big success — we delivered on our promise to bring Ritchie Bros. unreserved auctions to China,” said Stephen Branch, vice president, sales, Ritchie Bros. Auctioneers. “We had bidders register from across China and around the world. We look forward to serving the Chinese and global equipment marketplace from our new site in the Beijing Tianzhu Free Trade Zone, where equipment owners will enjoy the convenience of being in close proximity to one of China’s largest ports.” In total, more than 500 people from more than 30 countries registered to bid in person or online during the Beijing auction. Overseas
bidders registered from all over the world, including the United Kingdom, the United States, Jordan, Japan, Hong Kong, Malaysia, El Salvador, Panama and more. Overseas bidders purchased approximately 17 percent of the equipment featured in the auction (based on gross auction proceeds). The bidding crowd during the unreserved public auction in Beijing was largely made up of local equipment end users from Beijing and the surrounding Hebei province as well as from provinces all across China, including Guangdong, Henan, Liaoning, Sichuan, Chongqing and Jiangsu. The Ritchie Bros. online bidding service added another layer of convenience during the Beijing auction as more than 150 bidders registered to participate online at

Online bidders had the option to bid live and in real time in Chinese — the newest language to be added to the growing list of eight languages that online bidders can choose to participate in when they use Ritchie Bros.’ online bidding service. We use these machines to handle both short logs and tree-length logs around the yard. These machines not only handle logs around the yard, but they also feed our sawmills, so downtime is critical. ‘Last year, we bought a L120 to handle our byproducts, such as sawdust, bark and chips. All of these machines have provided

three years, and they told us they like working with us,” Roupe said. “The equipment has done more than they expected, saving them money and time. The L150 machines deliver wood to the production line and run day and night. The L120G they bought this year is on the other end of the process.” As for future goals, said Battle, “Battle Lumber is currently overseeing a new mill project that will increase its production capability and allow it to process logs more efficiently. The company’s long-term goal is to continue as the hardwood source for all lumber, flooring and industrial products. We also aim to provide landowners with a honest
manager and buyer of all their hardwood timberland.” Battle is proud to be carrying on the tradition that began so many years ago. “My grandfather is still involved in the operation, so that gives us three generations active in the business today, including myself and younger brother, Drew, who is one of our procurement foresters.
