Repeated Requests Pay Off With 1-75 Project By Cece Lentini CEG CORRESPONDENT
Coogler Construction Takes on Tough Jobs…8

A long-awaited construction project on Interstate 75 intended to greatly improve traffic flow through a fast-growing area of eastern Tennessee is finally underway, with completion anticipated by Nov. 15, 2015. The $12.8 million project includes replacement of an antiquated, two-lane bridge and realignment of all four ramps at exit 20 on Interstate 75 in Bradley County, Tenn. The project area is about 30 mi. north of Chattanooga, Tenn., and near the southern edge of the city of Cleveland, Tenn. The contract for the project, which also includes grading, drainage, paving and widening of roadway that leads to the interchange, was awarded to Simpson Construction Company of Cleveland in May, 2013. Construction began on July 1. “This project is desperately needed,” said Jennifer Flynn, a community relations officer with the Tennessee Department of Transportation (TDOT). “Local people have been asking for it for a long time. The existing two-lane bridge over I-75 at that exit was constructed when the area was more rural. Now, that part of eastern Tennessee is developing rapidly, and traffic routinely backs up because the bridge can’t handle it.” Flynn said that another TDOT project currently under development should help improve the traffic situation. This involves building a new interchange on APD40, which is the bypass around Cleveland and the roadway that leads to the exit 20 interchange, and the addition of an auxiliary lane on each side of APD40 between the two interchanges. In addition, the city of Cleveland is see INTERSTATE page 70

After years of discussions and a shuffling of architectural firms, work is finally under way on the nearly $30 million Jackson County Adult Detention Center in Pascagoula, Miss. Total capacity for the 104,105 sq. ft. (9,671.6 sq m) jail will be 776 beds, compared to 427 beds in the current 30,611 sq. ft. (2,843.8 sq m) facility. “The site is fairly compact, and there are a lot of activities see JAIL page 24

Industry Adds 6,000 Jobs, Unemployment Rate Drops Construction employers added 6,000 workers to payrolls in May as the industry’s unemployment rate dropped to 8.6 percent, its lowest May level in six years, according to an analysis of new government data by the Associated General Contractors of America. However, association officials cautioned that gains remain spotty and that thousands of highway construction jobs are at risk because of a pending halt in federal transportation funding later this summer. “Even with five straight months of
construction employment gains, the industry remains vulnerable to sudden shifts in demand,” said Ken Simonson, the association’s chief economist. “Should Washington allow federal highway funding to come to a halt as predicted later this summer, the sudden loss of billions of dollars worth of demand would cost many construction workers, as well as workers from other segments of the economy, their jobs.” Construction employment totaled six see JOBS page 66

South Carolina’s Coogler Construction Does the Dirty Work
(L-R): Chris and Joey Coogler of Coogler Construction, Ballentine, S.C., enjoy working with Charlie Mengedoht of Hills Machinery, and appreciate the quality of the Case product line and the integrity of Hills machinery.
By Eric Olson CEG CORRESPONDENT
Joey and Chris Coogler have always been willing to take on the dirty, labor-intensive jobs necessary in order to ensure that sparkling new roads, sidewalks, buildings and homes can be built and enjoyed by everybody. Not only are they willing, they really love doing that type of work. Operating heavy equipment at a job site is something they see as both fun and challenging. Their enthusiasm for their work infects their entire operation. In 2014, the brothers are celebrating 20 years since they first opened Coogler Construction Inc. near Columbia, S.C. But enjoying their work is only one part of why they have been so successful over the last two decades. The other, said Joey Coogler, is to see to it that his business is operated while employing the right set of principles. “I personally feel that being successful lies in God’s plan,” Joey Coogler said. “Number two is treating people like you want to be treated. There are plenty of opportunities in this business to take advantage of people and in return they can take advantage of you. You need to really think about the business decisions you are making, pray about them and make sure they are making sense.” One example of the brothers’ business philosophy was illustrated when Coogler
The operator of this Case SV212 compactor is working on the building pad for the expansion of the Lake Murray Presbyterian Church.
Construction worked on a local school project where they changed the planned elevation, in the process saving the school district hundreds of thousands of dollars. “I recommended that the elevation be lowered, which did save the customer a great deal of money,” said Coogler. “There are a lot of value engineering ideas that you can put in play that engineers sometimes overlook or don’t have the time to find. We just try to help our customers get the numbers back down to where they can make better profits and see a better bottom line.” The Coogler brothers got into the construction business in the first place because their father was a successful home builder. They started out clearing lots and putting in septic tanks before moving on to start their own firm. Now the company is involved in all aspects of infrastructure construction from clearing and grading, to laying sewer lines, hauling stone, pouring concrete and demolition. Work Expanding to Other Areas Many of their recent projects have taken them out of the Columbia area, where most of their work has been, to other parts of the Carolinas and Georgia. For instance, Chris Coogler oversaw the work on shoring up some large levees and dikes in the Savannah area, where he said the company moved approximately 600,000 cu. yds. (458,732 cu m) of material. see COOGLER page 29

Turtle Companies Prove That Strong, Steady Wins on Jobs By Jeff Winke SPECIAL TO CEG
The mythology, legends and folklore surrounding turtles span the globe and history. From the magical significance of turtles found in ancient Earth-creation stories, to the masked heroes of the more current day Teenage Mutant Ninja Turtles, the turtle reigns. Turtles have long been depicted as strong, steady and wise, which are characteristics that The Turtle Companies of central Florida try to abide by. The two companies, Turtle Southeast, based in Largo, Fla., and East Coast Milling Turtle, located in Vero Beach, Fla., offer asphalt surface
milling services, principally to Florida and neighboring states. Over the past year, Turtle has milled more than 10 million sq. yds. (8.4 million sq m) at depth ranging from ¾-in. to more than 24-in. (1.9 to 60.9 cm). During this time period, Turtle experienced down time to operating time ration of less than 1.3 percent. Turtle’s largest project ever was the iROX I-75 road expansion project in Lee and Collier Counties where Turtle Southeast milled 30-lane mi. (48 km) or 1.6 million sq. yds. (1.3 million sq m) of milled surface. During this massive project, Turtle had as many as five milling machines operating at once, and experienced less than one percent downtime.
Over the past year, Turtle has milled more than 10 million sq. yds. (8.4 sq m) at depth ranging from ¾-in. to more than 24-in. (1.9 to 60.9 cm).
“Experiencing minimal downtime is typical of how we try to operate,” said Tim Hammer, maintenance supervisor of The Turtle Companies. “Our elite maintenance program and a remarkable guardian telematics system on our newer milling machines has virtually eliminated unexpected downtime.” Turtle’s elite maintenance program calls for three hours of maintenance after eight hours of milling. According to the company, this level of maintenance far exceeds the industry standard. Additionally, all the work crew members have been trained to recognize and perform simple repairs as required. see TURTLE page 28
Four of Turtle’s 15 late-model milling machines are equipped with the Roadtec guardian telematics system.

Adam Hills, branch manager in Charleston, S.C., stands with a Terex Finlay 683 Supertrack closed circuit screen.
Hills Machinery will focus on the medium-sized impact crushers, such as this Terex Finlay I-110, at the stores closer to the Atlantic coast, where the ground is less dense.
Hills Machinery Makes Bold Plans to Expand in Carolinas By Eric Olson CEG CORRESPONDENT
Columbia, S.C., based Hills Machinery, already well-known as one of the southeast’s most dynamic equipment dealerships, is proving it again with several bold moves designed to increase its commitment to offering outstanding customer service, according to the company. In short order, Hills has just taken on three new product lines, plans to open several new stores in the Carolinas in the next two years, including a Charlotte location this summer; is expanding its existing stores in Columbia and Charleston; and has hired new people to improve its customer support capabilities. “Service and product support has always been at the core of our company’s belief in how to best serve our customer base,” said Jim Hills, president of Hills Machinery. Together with his brother, Adam, they started the full-service dealership in Columbia in 2007. Several New Stores Being Planned Hills Machinery currently operates four stores: in Columbia and Charleston, S.C.; and in Raleigh and Greenville, N.C. However, plans are under way to open new stores in the western ends of both Carolinas in the next 36 months, according to Hills. The first new Hills Machinery store is scheduled to open in Charlotte by the beginning of July. Then, over the next two and a half years, Hills said the company also would expand into Greenville, S.C., Asheville, Greensboro, Wilmington and Lexington, N.C. “It is all part of our long-term plan to expand in a measured and careful manner,” said Hills.
New Product Lines Introduced Already known for carrying the complete line of Case construction equipment, among other lines, Hills Machinery has added several new products recently. Last summer, the company began marketing Bell Trucks, which Hills described as a wonderful product that is currently available in its rental fleet across both Carolinas. Then, earlier this year, Hills Machinery became the exclusive dealer of Terex/Finlay crushing equipment in North and South Carolina. “We chose to take on the Terex/Finlay line because we kept getting requests from our customers for crushing and screening products that married up with our Case wheel loader and excavator product lines that we were already selling to people, so it expanded our product lines and allowed us to meet the broader needs of our customer base,” Hills said. He added that Hills Machinery will focus on the medium-sized impact crushers at the
stores closer to the Atlantic coast, where the ground is less dense. “As we get into the middle part of both North and South Carolina and the harder materials, we would expect to sell more of the jaw crushers, as well as the screens that go with these to segregate materials into different sizes,” Hills said. Hills sees the Finlay product line as an “extremely integral part of our overall business model to add value to the product offering that we bring to the customer.” In addition to adding the Terex/Finlay line, Hills Machinery is marketing the product line of Magnum hammers, steel shears and multiprocessors. Again, Hills believes that the Magnum line of tools will be a perfect match with the dealership’s Case excavators. He said that having the Magnum attachments in its stores puts Hills Machinery, as it expands west across the two Carolinas, into areas that are more populated — with a corresponding increase in construction projects

— and in need of more demolition products. These are areas, according to Hills, that have large amounts of rock and soil, such as in Charlotte, Asheville and Greenville, S.C., where the company needs to be able to have a good hydraulic hammer offering that is well known and of a high quality. Magnum easily fulfilled all of those requirements for the dealership, Hills said. “We are actively stocking hammers for our rental fleet ranging from 12,000-footpound hammers down to hammers that will fit mini-excavators and skid steers” Hills said. “We are also stocking multi-processors so that customers can crush concrete with rebar in it and we will be stocking hydraulic shears, too. Those products will predominately marry up with our Case CX210-C, 48,000-pound excavators and our CX350-C, 78,000-pound excavators.” The third new product offered by Hills Machinery is the Mauldin Pavers line of equipment. Manufactured in Taylors, S.C., see HILLS page 22

Hills’s Palmetto State Shops Undergo Major Expansions HILLS from page 18
Mauldin will be sold exclusively in the Carolinas by Hills. “We were extremely pleased that the product line was available,” Hills said. “We wanted to learn as much as we could about the paving business because not only did it help bring products to our customers who were in need of another outlet for paving products but it gave us the opportunity to be a more valuable business partner to our customers.” Hills added that he believed the medium to small-sized paver, such as the Mauldin 1750-C, is the heart of the product offering, although Mauldin also makes a full product line, from small motorgraders to distributors and precision spray trucks. Hills said his company intends to actively market all of Mauldin’s products, although he feels the mobile paving machines offer Hills Machinery the most lucrative opportunity to its customer base. South Carolina Stores Getting Upgrades Hills Machinery’s two Palmetto State shops are currently undergoing major expansions. The flagship Columbia facility is being
doubled in size to almost 20,000 square feet, Hills said, with the addition of five additional drive-thru service bays, as well as a new parts storage and showroom area that is triple its current dimensions. “This will allow us to stock more parts, hire more technicians and provide a quicker response time due to an easier availability of parts as well as the ability to get machines in and out of the shop quickly,” Hills said. He added that Hills’ Columbia technicians should be able to work on between 15 and 20 machines at one time in the renovated shop. Further south in the fast-growing Charleston market, where Adam Hills serves as branch manager, Hills Machinery is working on upfitting that store, too, with additional office and service space and an upgraded outdoor work area. “We are specifically expanding the back end of the shop where we will be providing a large open work area like we have off the back of our Columbia facility,” Adam Hills said. “We are also re-doing the wash pit areas, putting in a more modernized water filtration systems and adding probably another 1,000 square feet of office space to accommodate new employees that we need.”
In order to add to its service capabilities in Charleston, Hills said it is his firm’s intention to put two additional service trucks on the road, which will increase to four the number of service trucks there, as well as to maintain six mechanics within the facility. New People Coming Aboard Hills Machinery understands that the relationships it maintains with its customers are its most valuable assets. With that in mind, the company has made several new personnel hires at its various stores. In North Carolina, Hills has brought on two new sales reps — Tom MacGibbon and Mark Hollingsworth. MacGibbon joined the company’s Raleigh location in the spring. He has spent close to two decades working in the area and has a solid background selling the Case product line, Hills said. His territory will be the eastern side of Raleigh. Hollingsworth came on board at the Greenville location after working for several other major construction equipment dealerships in eastern North Carolina. Hills added that he will be taking the territory from Greenville to the coast that had been worked by Billy Tedder, the Greenville branch manager, for the last 25 years.
“Billy will be basically handing that territory over to him and introducing Mark to his existing customer base,” Hills said. “Mark has his own loyal following of people, too, because he has worked that territory for the last 16-17 years.” In the Charleston location, Hills has hired a new product support manager, Josh Smith, who the company moved to that store from his previous position in Texas. According to Jim Hills, Smith has 15 years of experience both in equipment dealerships and in the highway construction business. “He brings a unique background in product support and possesses an understanding of what customers need,” Hills said. When the new Charlotte location of Hills Machinery opens later this year, Bob Blevins will be working there as a new corporate parts manager. Blevins joined the company after previously working at Company Wrench. Before that, he worked at two other dealerships that served as Case dealers in the Carolinas, Hills said. Caterpillar Hires LaHood to Develop Corporate Strategies PEORIA, Ill. (AP) Peoria-based Caterpillar Inc. has hired former Transportation Secretary Ray LaHood as a consultant. The Journal Star reported that the former Illinois congressman will be the company’s representative on policy matters. LaHood was transportation secretary from 2009 to 2013, when he retired from the Obama administration. Since then he has said he will lecture at Bradley University, work with the Chicago law firm DLA-Piper and the Dirksen Congressional Center in Pekin. Caterpillar spokeswoman Molly Donahue said LaHood will help the company develop corporate strategies. The company said it will benefit from LaHood’s “deep expertise in infrastructure planning and investment and manufacturing in the United States.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

proceeding simultaneously,” said Jeffrey May, operations manager of Michael Baker Corporation and program manager/project representative of Jackson County Board of Supervisors. “Right now, the contractor is installing 14 inch diameter auger cast-in-place pilings. The auger cast pilings are approximately 60 feet long, and there are a total of 818 on the project.” Caddell Construction Co., the general contractor, began its work in early 2014, with the project expected to be completed by late March, 2015. Primary tasks to date have included storm water infrastructure, clearing and grubbing and foundation construction. “Site work and drilling of the auger cast piles is very time consuming and heavily dependent upon good weather,” May said. “A total of 334 piles have to be installed below grade, then building foundations and perimeter walls formed and placed, then the building pad has to be back filled and brought up to finish grade before the next 484 piles are installed and the interior grade beams placed. “As for site work, there will be over 340,000 cubic yards of engineered fill brought in for the back filling of the building pad once the perimeter walls are placed and cured. The 818 auger cast piles will take over 3,000 cubic yards of grout fill. The site did not require undercutting, but did require moderately deep foundation excavations for the Class B piles and wall/perimeter foundations. Over 2,700 cubic yards of soil has been removed for the foundations and pile caps/grade beams.” The property where the construction is taking place was clear, with the exception of an asphalt parking lot approximately 360 x 185 ft. (109 x 56 m) Existing underground piping also had to be removed. Soggy weather has already had an impact on construction. “We have had significant amounts of rain since the project began,” May said. “As of the end of March, there have been 29 weather delay days.” Equipment on the job includes skid steer loaders, wheel loaders, track loaders, backhoes, excavators, mini-excavators, SkyTrak forklifts, sweepers, dozers and dump trucks. The construction process is very detailed and methodical, with little room for error. “The contractor has not hit any underground objects with the auger equipment,” May said. “They have been extremely careful in identifying existing underground piping, and properly removing prior to pile installation operations.

Primary tasks to date have included storm water infrastructure, clearing and grubbing and foundation construction.
“Erosion control for this project has been paramount, and best management practices have been monitored daily,” May said. “Silt fencing, wattles and rock check dams are being utilized to control runoff and contain migrating silt.” As for the individual jail cells that will be placed, they are complete, factory-built and furnished assembly, suitable for shipping and site installation as a unified product. “The new jail will consist of three pods with a separate administrative section,” said Jackson County Chief Sheriff’s Deputy Ray Bates, a former jail warden who was involved with the project from its inception. “Each of the pods will

have a ground floor and a mezzanine floor. The new facility will also offer locking cells for all of the inmates, with the exception of the classification and inmate worker day rooms, which will be dormitory style. The extra day rooms will allow inmates to be better classified, which will provide a safer environment for staff and inmates alike. As a bonus, the new jail can be expanded with the addition of a fourth pod.” The current jail was built in 1978 to house 79 inmates. Officials have added on to it twice to hold more beds, but the kitchen and laundry facilities still support the original capacity. “Some of the parts for the doors aren’t even made anymore, which creates challenges for our maintenance crew,” said Bates. “We’re so lacking in space for support personnel that we utilize three separate outbuildings for staff members because there’s simply no room. We have simply outgrown the current facility.” The new lockup is adjacent to the current jail at the corner of Telephone Road and Fair Street in downtown Pascagoula. A portion of the old jail might be used for archives and evidence storage once the new building is finished. “It’s been a long, difficult journey that, many times, left us feeling it may never actually happen,” Bates said. “We’ve had more meetings with architects, construction contractors and vendors than I can count. We’ve viewed other jails and manufacturing plants to ensure we are getting the best product we can for the money. We’ve looked at and compared this project from every angle. “The footprint of the site was a challenge. We looked at moving the jail to another site, but there were legal and logistical obstacles that made this impossible, so the current site was where it had to go. We studied many plans and types of jails that were offered and this plan offered us the best of everything. It gives us the capacity we need for future growth on this site, and it fit the budget.” From a safety standpoint, the new jail offers better options. “We can lock all the inmates in cells at night or whenever else we need to,” Bates said. “That’s something we haven’t been able to do in years. We’ll have enough housing areas to properly classify inmates, which will keep the potential for a violent confrontation to a minimum. The inmates will be under constant watch by staff members, not just by video cameras. Ultimately, it will provide a platform for a safe, see JAIL page 64

DTH Hammers Provide Enhanced Penetration Rates The Sandvik RH460 series of DTH hammers has been developed to provide drilling customers with the enhanced levels of penetration rates, longer service life and lower operating costs that they now demand. Possessing key features that optimize the impact-energy transmission into the rock, utilizing very few parts, they are designed to be reliable, easy to service, and fast. Design, Test and Evaluate The mantra behind the design has been to test and evaluate; this has led to the RH460 design being able to prolong hammer life and increase drilling penetration rates. At its core is the ability of the RH460 to utilize an enhanced air cycle, which leads to a reduction in fuel consumption. Furthermore, the RH460 improves productivity through high striking power and reliability through better lubrication capabilities and increased resistance against galling; all combined with developments in the piston bearing design. The new Sandvik RH460 series hammers are now available in 4, 5, 6 and 8 in. (10,
12.7, 15 and 20 cm), with all versions being designed to utilize bits with generic shank types. The 5, 6 and 8 in. hammers also are available in heavy duty versions. For more information, visit www.sandvik.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

System Allows Roadtec to View Machines in Real Time TURTLE from page 12
Four of Turtle’s 15 late-model milling machines are equipped with the Roadtec guardian telematics system. The telematicsequipped machines are two Roadtec RX600e milling machines and a Roadtec RX700e. The telematics system is designed to monitor a selected machine in real time through a wireless signal and address any issues that may arise while the machine works. It also allows Roadtec customer service personnel to remotely view the machine in real time and be there for the customer anytime, anywhere. The engine, hydraulic system, electrical system and grade control can all be monitored in detail. In addition, the machine can be located by GPS using the guardian system. “Diagnosing a machine equipped with the guardian system is a much quicker and more efficient process,” Hammer said. “The system’s live schematic lets me see all electrical circuits in a simple and efficient layout with real time status of all switches, valves and settings. If I need to, I can make changes to the grade control system parameters from my laptop without touching the machine.” The system also will e-mail fault codes, service reminders and production reports to
keep Hammer and others in the company in the loop. Staying up to date with the latest information on each machine is designed to allow Hammer to be much more proactive in monitoring and lowering their operating costs. “At any time I can log on to the guardian system and view machine, speed, location, engine load and fuel usage, all in real time, without being on the job site — it’s like being right there on the machine,” said Hammer. “This is especially helpful in monitoring fuel consumption. If I see a machine running at 85-feet per minute and I can alert the operator to slow down to 65-feet per minute, I can save a considerable amount of money on unwarranted fuel use.” With the telematics, production speed can be monitored in real time, which can lead to natural conflicts with the expectations of a site superintendent wanting to complete a project ahead of schedule or a mill operator wanting to test the capabilities of the machine. This remote machine monitoring of production, fuel usage and machine diagnostics was especially helpful to Turtle Southeast on a recent job. “We were working on a 700-acre residential and commercial development project
located in Panama City, a good 300 miles away our home office,” said Hammer. “With the guardian system on our Roadtec RX700-e milling machine, I could monitor the progress of the three-week project from my office. Fortunately, everything was trouble free, but if anything had gone wrong, I would have seen it and could have handled it thanks to the telematics system.” The Panama City project, SweetBay phase one, is the location of the abandoned old Panama City-Bay County International Airport. Turtle completed 160,000 sq.yds. (133,780 sq m) of milling at depths that range from 4 to 8 in. (10 to 20.3 cm). Having remote, real-time diagnostic access to the company’s milling machines appears to be benefiting The Turtle Companies in a couple of ways. First, they can see problems that may not be readily apparent to the machine operator upon initial inspection. And second, even though the company’s service vehicles are fully stocked with the typical wear items and parts known to break after heavy use, the guardian system can pinpoint a problem requiring a part that one of Turtle’s technicians should be dispatched to install. “Turtle has always been quick to embrace new technologies to help improve opera-
tions,” said David Ando, president of Turtle Southeast. “We had already been using a third party telematics system for almost three years. When we heard that Roadtec was developing their own system we were very excited. The guardian telematics system has become significant to our business. It allows us to be more efficient with what we have and decrease operating costs and increase profits. It also enables us to see problems before they become major which provides for scheduled maintenance and repairs before there’s a breakdown on the job and costs our customers money. “We have also been showing our customers the system and they seem to be impressed that we are monitoring our equipment so closely and can handle things remotely like making MOBA setting adjustments without needing to send a technician.” For The Turtle Companies, the bottom line for having telematics on its milling machines is better control… that is, the ability to monitor production real time and diagnose any problems with the engine, hydraulic system or electrical system. Coogler Successfully Collaborates With Hills Machinery COOGLER from page 8
Coogler crews also have repaired the shoreline in Holden Beach, N.C. On that job, their heavy equipment hauled 200,000 to 300,000 cu. yds. (152,910 to 229,366 cu m) of fill from a pit on the mainland in order to rebuild the beach. Coogler Construction also has worked on bridge projects in both Spartanburg and Greenville for the South Carolina DOT. A Genuine Partnership Back in 1994, when the brothers were just starting out in business, they only had a couple of pieces of equipment to use for lot clearing and grading. Today, Coogler Construction has more than 100 pieces of equipment in its fleet. A lot of that is due to its relationship with Columbia-based Hills Machinery, one of the Southeast’s top heavy equipment dealerships, according to the company. Just in the last two years, Coogler has purchased approximately 10 pieces of new Case manufactured equipment from Hills, including Case skid steer loaders, compact track loaders, compaction equipment, dozers, excavators and Eager Beaver trailers. Coogler has its Case machines working at project sites all over the Columbia area. A
Case SV212 compactor is working on the building pad for the expansion of the Lake Murray Presbyterian Church in Chapin, S.C.; a Case TV380 compact track loader is doing general clean up at a job site on U.S.
Highway 378 in Columbia; and a Case 2050M dozer is pushing material around at the Chapin Technological Park. The ease and efficiency of the Case 2050 dozer, in particular, has really impressed the
Cooglers. “We have been quite pleased with it,” said Joey Coogler. “We compared it to some other dozers that we already had and saw that the Cases had more power and had the ability to be smooth through rocky and muddy situations. It is also aggressive, quick and user friendly. I feel like anybody can get on it and run it.” In addition, Coogler said the Case 2050 has performed quite well at fine grading and he was very pleased with its fuel consumption, too. Chris Coogler, for one, believes that Case is manufacturing some of the best machines in the equipment business right now. “I think in general, Case has definitely either met or exceeded the bar for equipment on some of their machines and that has made people turn their gaze more to them,” Chris Coogler said. “You know, we have a hard job out there and we need good equipment for that job. We feel that Case has made a lot of positive changes and have built a strong and positive bridge to Coogler Construction.” (This story also can be found on Construction Equipment Guide’s Web site at The operator of this Case TV380 performs general clean up at a Coogler www.constructionequipmentguide.com.) Volvo H-Series Wheel Loaders Excel in Wide Range of Jobs The new Volvo L150H, L180H and L220H wheel loaders, occupying the 25 to 39 ton (22.6 to 35.3 t) weight class, excel in a wide range of jobs — making them a versatile and profitable investment. The L150H, L180H and L220H wheel loaders from Volvo Construction Equipment are suitable for a wide range of applications — from rehandling, slag handling, timber handling and block handling to recycling, tunneling and extraction. These versatile wheel loaders are fitted with a choice of specialized Volvo attachments — including forks and grapples, as well as rock and general purpose buckets — to achieve optimum uptime and profitability from each machine. The attachments are planned as an integral part of the wheel loader with functions and properties ideally matched to minimize energy losses and increase productivity. For example, the optimized shape of the Volvo rehandling bucket — featuring a spill guard, side cutters and fewer edges to trap material — facilitates faster and more effective bucket fill. This leads to a 10 percent improvement in fuel efficiency. The productivity of the buckets, in particular, is further enhanced by the optional boom suspension system (BSS), which absorbs shock and reduces spillage when travelling over rough ground, as well as increasing machine life and operator comfort. Even without the BSS, however, the operator still enjoys a pleasant ride due to a comfortable seat and vibration protection inside the spacious ROPS / FOPS certified cab. Comfort Is Key A comfortable operator is a productive operator, which is why the Volvo H-Series wheel loaders have been designed for ultimate operator comfort. Internal noise levels are kept to a minimum, while an industry-leading air filter design ensures a clean and unpolluted cab environment. Fresh air enters the filter system through an intake located high on the machine where the air is cleanest and passes through an easy-to-replace pre-filter, preventing coarse dust particles from clogging the main filter. The system design allows 90 percent of the cab air to be recirculated through the filter for effective continuous dust removal. All of the controls and information panels have been ergonomically positioned to limit operator fatigue, while the optional multi-function joystick gives the operator simultaneous and precise control of the hydraulic functions. The machine’s vital information — such as fuel and oil levels — is displayed on an easy-to-read screen that is clearly visible from the operator seat even in bright sunlight. Basic configurations and tests can be performed without the operator having to move from the seat.
The new Volvo L150H, L180H and L220H wheel loaders, occupying the 25 to 39 ton (22.6 to 35.3 t) weight class, excel in a wide range of jobs — making them a versatile and profitable investment.
Efficient and Environmental Not only are the Volvo H-Series wheel loaders exceptionally productive, they are also remarkably fuel efficient. Featuring Tier IV Final engine technology, the wheel loaders meet strict emissions legislation while delivering high performance and low fuel consumption. The fuel efficiency of the machine’s D13J engine is further enhanced by the perfectly-matched Volvo powertrain and intelligent hydraulics which supply power only on demand. The load-sensing hydraulics ensure fast response for outstanding control over the load, as well as shorter cycle times. To further reduce fuel consumption and cycle times, the automatic power shift (APS) and fully automatic power shift (FAPS) functions automatically adjust the machine gears in line with engine speed and travel speed. Another intelligent feature, the reverse by braking (RBB) function, automatically applies the service brakes when the operator changes the direction of the machine. This not only conserves fuel, but also reduces stress on the drivetrain, thereby extending component life. The Volvo OptiShift technology combines the RBB function with a lock-up torque converter to create a direct drive between the engine and the transmission, eliminating power losses in the torque convertor and reducing fuel consumption by up to 18 percent. The eco pedal further reduces fuel consumption by mechanical push-back force, which encourages the operator to ease off the throttle when the engine rpm is about to exceed the optimum operating range.
Service Made Simple The H-Series wheel loaders are built for ultimate fuel efficiency. The machine’s durable and low-maintenance design also reduces the cost of service and replacement parts. The batteries are maintenance-free, as are the rear axle cradles which are fitted with greased-for-life bushings and bearings. Machine wear is reduced by an optional, automatic lubrication system that can be adjusted according to application. A hydraulically-driven cooling fan maintains the machine’s vital components at optimum operating temperature. The fan activates automatically only when needed to limit fuel consumption and noise — and can be reversed to allow selfcleaning of the cooling units. Daily service checks can be carried out quickly and simply on grouped service points, helping achieve maximum uptime from the machine. To make access to the vital components even easier, the entire cab can be tilted 35 degrees or 70 degrees via a hydraulic pump, while the wide engine hood opens electronically. Volvo experts are always on hand to provide specialized support via an extensive network of dealers and technicians. Combining local knowledge with global experience, Volvo is able to supply a whole range of customer solutions — from genuine Volvo parts to advanced machine monitoring technology — for reduced total cost of ownership and increased profitability throughout the entire life of the machine. RX30, RX38 Breakers Feature Innovative Technology Practical for heavy industrial demolition, building renovation, road construction, rock excavation, trenching, mine and quarry applications, the RX30 and RX38 are powerful enough to handle the most difficult applications, but also can be transported with ease. “We have really engineered the perfect balance between power and technology with these models,” explained Greg Petherbridge, product manager of hydraulic attachments of Chicago Pneumatic. “Contractors will be able to increase productivity on the job site thanks to these advanced technology breakers,” he added. As is the case with all breakers in the RX series, the RX30 and RX38 feature innovative hybrid gas / oil technology, and fewer moving parts for a lower maintenance hydraulic breaker. Also incorporated in the RX line of rig mounted hydraulic breakers are noise and vibration dampening technology and a highly efficient internal control valve making the RX breakers some of the quietest and most powerful on the market today, according to the manufacturer. “There are a number of extra features on the RX30 and RX38 breakers, which make this an important machine for contractors,” said Petherbridge. “For example, the PowerControl Plus feature enables the operator to adjust the breaker’s performance according to the application.” Other features include a tie rod system that uses tie bolts, an insert thread system that ensures a long working life and allows tie bolts to be reused, as well as a central lubrication port for extended bushing life.
The RX38 boasts an impact rate of 590 bpm at 6,500 ft. lb. class to effectively increase job site productivity. With a service weight of 5,740 lbs. (2,600 kg), the RX38 is strong enough to handle the roughest applications.
About the RX30 Featuring a service weight of 4,850 lb. (2,200 kg), the RX30 is ideal for a wide range of applications. With an impact rate of up to 620 blows per minute (bpm) at 5,500 ft. lb. class, the RX30 delivers dependable power and performance for demolition, construction, and mining. The RX30 is specified for carriers with a capacity of 55,100 to 88,200 lbs. (Carrier Class 25 to 40 metric tons). About The RX38 The RX38 boasts an impact rate of 590 bpm at 6,500 ft. lb. class to effectively increase job site productivity. With a service weight of 5,740 lbs. (2,600 kg), the RX38 is
strong enough to handle the roughest applications. Specified for carriers with a capacity of 59,000 to 98,000 lbs. (Carrier Class 25 to 43 metric tons). Optional equipment is available for breakers in the RX14 to RX53 range, including CP Auto Lube, an automatic breaker mounted lubrication system for extended life of the bushing and working tool. The RX also includes a vented percussion chamber that vents dust away from the tool holder extending bushing and tool life. For more information, visit www.cp.com. The Case for Manual Quick Couplers When given the choice, the majority of operators would pick hydraulic quick couplers over manual — right? But manual quick couplers can provide significant benefits to operators and owners. • Cost Manual quick couplers cost significantly less than hydraulic couplers. When you look at the cost of plumbing, safety valves, and electronic controls associated with hydraulic quick couplers, manual couplers can cost 30 to 50 percent less to install. • Simple Design Because the design is less complicated, manual mechanical couplers are less prone to jamming and breaking down. This, in turn, saves money for the machine owner. • Health and Safety With a manual quick coupler, the operator must always get out of the cab and secure the attachment manually and visually secure it before climbing back into the machine. This means there is a smaller chance for operator error. It also provides an opportunity for an operator to move out of the seat, which lessens the chance for health-related issues from staying in a seated position for too long. • Speed While a hydraulic coupler is quicker to change attachments on a machine, some manual options such as a multigrab screw coupler only takes about five minutes. Users will save a few minutes with a hydraulic coupler, but the other benefits such as cost and safety make manual couplers favorable for machine owners and operators.
Manual quick couplers may provide benefits hydraulic quick couplers don’t.
TRK Attachments MultiGrab Manual Screw Coupler A multi-grab screw coupler is a type of manual coupler that differs from conventional couplers because the operator can pick up attachments with different pin centers and it only requires one person to operate. To change an attachment using a multi-grab screw coupler, the operator only needs a ratchet with a 1-1/8 in. socket. The grabber is driven back and forth by the screw mechanism using the ratchet and socket. This system enables the coupler to cinch up tightly to the pins even when there is wear in the pins or coupler. An easy-lock plate is then placed over the top of the screw head and secured with the 1-1/8 in. socket. At the front of the coupler there is a secondary lock system. This system prevents the attachment from coming off due to operator error or the unlikely event of failure of the screw mechanism. While there are many instances where hydraulic quick couplers are advantageous, there is still a case for manual quick couplers, particularly when it comes to cost, productivity, and safety. NDA Webinar Focuses on Steps to Manage Contract Risk One of the nation’s leading legal experts on contract best practices for demolition subcontractors will present Part I of a twopart webinar program for the National Demolition Association focused on recognizing and managing contractual risk shifting devices in a recovery market. “Covering Your Assets: Managing Contractual Expectations” takes place June 26, from 2:00 to 3:00 p.m. EDT on the NDA Web site. Presented as part of the NDA Virtual Classroom Series, the webinar will focus on steps to take to manage contract risk to
ensure good cash flow at this time of the construction industry’s revival. It will be lead by Scott Fradin, principal in the Chicago law firm Much Shelist P.C. The attorney will share his significant experience as both an attorney and a licensed architect, responsible for drafting and negotiating complex design and construction agreements on behalf of owners, architects, engineers, contractors and subcontractors. “During the recession, the use of financial risk shifting devices became more popular than ever,” said Kim Wieland,
NDA director of member services. “The current recovery can be tough on contractors and subcontractors as growth demands more and more capital. Managing contract risk to ensure good cash flow will be paramount to capitalize on this revival. “Contractors are working very hard to shift financial risk down the contracting chain. It’s essential that subcontractors don’t get lost in the volume of work and agree to things without utilizing the devices available to them to equalize coverage,” she noted.
Part II of the NDA webinar program presented by Scott Fradin is entitled “Managing Contractual Risks,” slated for July 24, 2:00 to 3:00 p.m. EDT. Both webinars will be available for purchase at a later time. Registration fee for each webinar is $35 for NDA Members and $50 for the public. For more information, call 800/5412412 or visit www.demolitionassociation.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

The Sandvik RH460 series of DTH hammers has been developed to provide drilling customers with the enhanced levels of penetration rates, longer service life and lower operating costs that they now demand.

Kleemann Impactors Represent Evolving EVO Line
The MR 110 ZSi EVO 2 has a crusher inlet opening of 43.3 in. (110 cm), and the MR 130 Zi EVO 2 a crusher inlet opening of 51 in. (130 cm). These provide feed capacities of up to 350 or 450 tph (317.5 or 408 t), respectively.
Two new impact crushers from Kleemann — the Mobirex MR 110 ZSi EVO 2 and MR 130 Zi EVO 2 — represent the continuing evolution of the EVO contractor line, with additional benefits in terms of economy and operational safety. These new impact crushers are differentiated by their size and productivity; the MR 110 ZSi EVO 2 has a crusher inlet opening of 43.3 in. (110 cm), and the MR 130 Zi EVO 2 a crusher inlet opening of 51 in. (130 cm). These provide feed capacities of up to 350 or 450 tph (317.5 or 408 t), respectively. The “S” indicates a Mobirex unit with optional, highly productive secondary vibrating screen with extra-large screening surface mounted on the discharge conveyor. This secondary screen unit can produce spec material, potentially eliminating the need for a separate screen. The feeding unit has hydraulically folding hopper walls and locking system, which speeds setup. A vibrating double-deck prescreen between hopper and crusher eliminates fines from the product flow before they ever enter the crusher, reducing wear and cutting fuel costs. Both units are Tier IV final-compliant. The new EVO 2 Mobirex mobile impact crushers utilize direct drive crushers and
electric drives for the vibrating conveyors, belts and the prescreen. This permits high fuel efficiency and allows optimal loading of the crusher. These crushers feature a new inlet geometry, which allows even better penetration of the material into the range of the rotor. Also, the wear behavior of the new C-form impact ledges has been improved to such an extent that the edges remain sharper longer, leading to improved material shape. The rotor ledges are held securely by a new and extremely user-friendly clamping system, which means that they can be changed even quicker, and thus contribute to greater plant uptime, according to the manufacturer. Outstanding performance is made possible in part by the extremely efficient direct drive, with which the machines are equipped. A latest-generation diesel engine transmits its power almost loss-free directly to the flywheel of the crusher, via a robust fluid coupling and V-belts. This drive concept enables enormous versatility, as the rotor speed can be adjusted in four stages to suit different processing applications. The Kleemann continuous feed system (CFS) manages a more equal loading of the crushing area, in which the conveying frequencies of the feeder trough and the prescreen are adapted independently of each
other to the level of the crusher, thus significantly boosting performance. For the optional S version with secondary screen mounted, the oversize gradation return conveyor has been redesigned from the predecessor models, eliminating a vertical bend and integrating the transfer chute at the feed hopper. With these new Mobirex impact crushers, the fully hydraulic adjustment capability of the crushing gap permits greater plant uptime, while improving quality of end product. Not only can the crushing gap be completely adjusted via the touchpanel electronic control unit, but the calculation of the zero-point is possible while the rotor is running. This ability to accurately set the crusher aprons from the control panel with automatic detection of zero point and target value setting saves time, and improves the overall efficiency and handling of the crusher. In a Kleemann Mobirex impact crusher, zero point is the distance between the ledges of the rotor and the impact plates of the lower impact toggle, plus a defined safety distance. The desired crushing gap is approached from this zero point. While the upper impact toggle is adjusted via simple hydraulic cylinders, the lower
impact toggle has a hydraulic crushing gap adjustment device, which is secured electronically and mechanically against collision with the rotor. The crushing gap is set via the touch screen and approached hydraulically. Prior to setting of the crushing gap, the zero point is determined automatically. For automatic zero-point determination, with the rotor running, the impact toggle moves slowly onto the rotor ledges until it makes contact, which is detected by a sensor. The impact toggle is then retracted by the defined safety distance. During this procedure, a stop ring slides on the piston rod. When the zero point is reached, the locking chamber is locked hydraulically and the stop ring is fixed in position. The stop ring now serves as a mechanical detent for the piston rod. During the stop ring check, which is carried out for every crusher restart, the saved zero point is compared with the actual value via the electronic limit switch. If the value deviates, a zero-point determination is carried out once again. For more information, call 615/501-0600 or visit www.wirtgenamerica.com. Wirtgen’s WR 250 Features High Engine Output, The Wirtgen WR 250 is the highest-performance machine of the new WR generation. Due to its high engine output and optimal traction, the WR 250 can work its way effortlessly through heavy soils or existing failed pavements, homogeneously mixing or performing in-place cold recycling with dry lime or dry cement, or lime or cement slurry, or asphalt emulsion, according to the manufacturer. When equipped, the WR 250 also can perform in-place foamed asphalt or foamed bitumen recycling of existing failed pavements. With an engine output of 766 hp, the WR 250 functions at a width of 7 ft. 11 in. (2.4 m) and at a depth of up to 22 in. (56 cm) through difficult soils or pavements. The cutting drum design is tailored to the high performance of the WR 250, resulting in exceptional mixing quality and speeds. Using the sensitive multifunction joystick on the right armrest, the operator can simply and comfortably control all important base functions. Automated processes, such as automatic lowering and raising of the milling and mixing rotor, the ergonomically designed workplace, and the reverse assistant also provide enhanced productivity.

Portable Aggre-Dry Dewatering Screen Keeps Moisture Low The portable Aggre-Dry dewatering screen from Columbusbased GreyStone Inc., features a flume that allows an operation to retain all of the fines discharged from the dewatering screw, according to the manufacturer. The addition of the flume offers a flexible and cost-efficient solution for controlling, recycling and saving water and fines while producing sand and gravel products with a moisture content as low as 7 to 12 percent, along with a caked, dry sand product that an inclined dewatering screw alone cannot achieve. Wheel-mounted for easy transportation, this 5 by 10-ft. (1.5 by 3 m) dewatering screen is ready to connect to a washing screw for on-demand production. The portable Aggre-Dry has several unique features, including a 0.25-mm screen opening, which reduces the amount of material that can fall through the screen. The feed from the screw allows the material to build to a bed depth of up to 14 in. (35.5 cm) on the screen, squeezing additional moisture from the sand as the vibratory motors move it along the length of the screen deck, further reducing moisture content. There are screen panels on the sides of the portable Aggre-Dry, which allow for even more water to be removed from the material. Whenever possible, GreyStone builds its equipment with components that can be replaced locally, so when maintenance and service are necessary, producers are up and running quickly. From individual components to complete operations, GreyStone offers customization of its product line to meet the specific operational needs of each customer. For more information, call 888/346-WASH or visit www.greystoneinc.com. million in May, the highest total since June 2009 and an increase of 188,000 or 3.2 percent from a year earlier, Simonson noted. Residential construction employers added 3,300 jobs in May and 105,600 (4.9 percent) over 12 months. Nonresidential construction firms added 2,700 employees since April and 82,000 (2.2 percent) since May 2013. The unemployment rate for workers actively looking for jobs and last employed in construction declined from 10.8 percent a year earlier to 8.6 percent in May — the lowest May rate since 2008. Simonson noted that the unemployment rate for construction workers had fallen by more than half since May 2010, when it reached 20.1 percent. During that time, the number of unemployed workers who last worked in construction declined by more than one million, but industry employment increased by only 480,000. Association officials urged Congress and the Obama administration to work together to find a way to keep the federal Highway Trust Fund from running out of money, as forecast, later this summer. They cautioned

that halting payments from the fund would force many states to halt or cancel outright billions of dollars worth of highway projects during the middle of the busy construction season. “Forcing a sudden halt to thousands of highway projects across the country will undermine much of the growth the construction industry has recently experienced,” said Stephen E. Sandherr, the association’s chief executive officer. “Such a shutdown would cost thousands of construction jobs and force commuters and shippers in many parts of the country to pay for the lost construction season through pothole damages and shipping delays.” Sandherr added that more than 8,000 construction employees have already contacted Congressional delegations from 48 states to urge their support for a fix to the Highway Trust Fund as part of the Hardhats for Highways program. That program is being organized by the Transportation Construction Coalition (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)

ing and relocation of a water line and a telecommunication line. The project will require 65,000 cu. yds. (49,696.1 cu m) of road and drainage excavation, 111,000 cu. yds. (84,101 cu m) of borrow material and a total of 11,000 sq. ft. (1,021.9 sq m) of retaining walls for the two ramps. One of the retaining walls will be pile and beam construction, while the other will be constructed from a cement modular segmental unit. A number of subcontractors will have crews working on the site along with Simpson. The subcontractors and the approximate amount of their contracts include Steve Williams Construction LLC of Cleveland, for grading ($1 million); Talley Construction Co. Inc. of Rossville, Ga., for asphalt paving ($1.7 million); Interstate Concrete Construction LLC of Cleveland, for cement paving ($1.5 million); Greenstar LLC of Cleveland, which will lay the new drainage pipes ($450,000); Long Foundation Drilling Co. of Hermitage, Tenn., for shaft drilling, ($335,000); NABCO Electric of Chattanooga, which will construct the traffic signals and telecommunication lines ($728,000); and Service Electric Company of Chattanooga, which will be responsible for the overhead electrical work ($166,000). Denham said many different types of equipment, made by a number of different manufacturers, will be used over the course of the project. They include the Link-Belt HC-268, a 250-ton (226.8 t) lattice boom truck crane; the Link-Belt HC-238A, a 140The project will require 65,000 cu. yds. David Denham, vice president and project manager of Simpson Construction Company, agreed with Flynn’s assessment of the need to reconstruct exit 20. “The intersection and the bridge are outdated and in dire need of replacement,” Denham said. “The exit is the first one you get to in Cleveland as you are heading north from Chattanooga, and it’s the exit that puts you onto the bypass around the city. Traffic backs up across the bridge and also on the interstate. The alignment of the ramps is such that trucks can’t handle them. Sometimes the trucks get hung up and traffic can’t get by.” TDOT estimates 21,000 vehicles cross the 32-ft. (9.8 m) wide span every day. This traffic includes a steady stream of trucks traveling to and from a nearby industrial park off ADP40. The bridge was built in 1970.
