Although many construction projects begin with a certain amount of demo work, the Picayune Strand Restoration Project takes that practice to the extreme by trying to eradicate all signs of development and restore an area of native wetlands to pristine condition. In conjunction with the South Florida Water
Management District, and with the cooperation of dozens of local, state and federal agencies and tribal governments, the U.S. Army Corps of Engineers, Jacksonville District, awarded a $53 million contract for Everglades restoration in Collier County to Harry Pepper & Associates, Jacksonville, Fla. A stretch of road frequently traveled by beach-goers and spring break revelers is undergoing a much-needed refurbishment in Dothan, Ala. The project, which consists of approximately 5 mi. Cleaning Up Wasteland Promotes New Natural Growth RESTORATION from page 1
removal of 95 mi. (152 km) of crumbling roads. Construction is scheduled to start in December and will take about three years to complete. As the first federally funded construction project of the Comprehensive Everglades Restoration Plan, commonly called “CERP,” it is what Lacy Shaw, project manager, called a huge milestone. CERP provides a framework for restoring, preserving and protecting the south Florida ecosystem that surrounds the Everglades, while providing for other water-related needs of the region. Plans call for a series of more than 60 ecological and water system improvements to be made over the next three decades. Wetland Wasteland The project area includes 55,000 acres (22,258 ha) of native Florida wetlands and uplands located between Alligator Alley (Interstate 75) and the Tamiami Trail (U.S. 41) in the southwestern corner of the state. Previously, the land was a privately owned subdivision called Southern Golden Gate Estates that was developed in the 1950s, according to Tom Leicht, project engineer. Canals were dredged to drain the site for the housing development and roads were installed for access, explains USACE’s Outreach and Communication Manager Nanciann Regalado. Canal excavation and road construction disrupted the natural water flow by draining water away from the wetlands, resulting in over-drained land because of the altered flow and leading to reduced aquifer recharge, greatly increased freshwater point source discharges to southern estuaries and permitted invasion of upland and non-native vegetation. Past dredging of the C111 canal redirected water flows to the east, reducing flow through Taylor Slough into the northern Florida Bay, impacting fisheries and ecology. Although almost entirely surrounded by refuge lands, the area suffered from a loss of habitat and ecological connectivity. Surrounding public lands include the Florida Panther National Wildlife Refuge, Fakahatchee Strand Preserve State Park, Everglades National Park, Big Cypress National Preserve,
Ten Thousand Islands National Wildlife Refuge, Rookery Bay National Estuarine Research Reserve and Collier-Seminole State Park. “It’s the hole in the middle of the donut,” Regalado visualized. Its central location among these nature preserves and wildlife areas reflects its importance to the ecosystem connectivity of the entire region. Loss of that connectivity was detrimental to preservation of sufficient habitat expanses to support the endangered Florida panther and other wildlife. The developer built a few houses — lots were sold sight-unseen, predominantly to northern buyers — before going “belly-up,” Regalado said. For years, the area “just sat.” Eventually, the few houses built in this swamp land were condemned. In 1974, Collier County commissioned the first
Florida Water Management District plugged the northern seven miles of the Prairie Canal, which successfully reduced drainage of the adjacent Fakahatchee Strand State Preserve. They also removed about 200 mi. (321 km) of roadways adjacent to the canal between the Prairie and Merritt canals and cleared exotic plant species from the canal banks. “It’s amazing to see the effects already,” exclaimed Shaw. “Growth has already started and hundreds of birds have returned. By the time the Division of Forestry acquired the defunct housing development, much of the infrastructure was in decay — old access roads were deteriorated. “It was a grid with crumbling roads.” To expedite restoration, in a separate project in 2006 the South

The restoration project involves removing 227 mi. (365 km) of crumbling roads and non-native vegetation and plugging 48 mi. (77 km) of canals originally dug to provide flood protection for the sprawling, now abandoned Golden Gate Estates residential project. Three new pump stations will

(23 cu m)-per-second pump station and spreader canal that will allow natural resource and water managers to direct fresh water to drained wetlands, in addition to maintaining flood reduction levels. This will restore fresh water wetlands, and will improve estuarine water quality by increasing groundwater recharge and reducing large and unnatural freshwater inflows. Benefits of the completed proj-
ect include eco-system restoration through recharge of the aquifer and rehydration of the land. This process will help protect the water supply and prevent saltwater intrusion. That, in turn, will restore and enhance the habitat for fish and wildlife, including threatened and endangered species. As Leicht explained, fish spawn there. “This is a nursery for all the fish of the Gulf. The water affects the fish. With a sheet flow, you get the right combination of fresh and salt water.” The project also will reduce or eliminate over-drainage of adjacent sensitive ecosystems, including the adjacent Fakahatchee Strand State Preserve, and reduce freshwater releases (point discharges) to improve the health and productivity of downstream estuaries. “The south end where it discharges was a point discharge,” Shaw explained. “Now it will spread that discharge, which benefits the estuary because the storm water runoff is filtered and there’s less salinity. The quality of water discharged is improved because it’s filtered by the ground.” Part of the plan to return the area to pristine conditions includes a move to staunch the growth of invasive plant species like the Brazilian pepper and regrow native species, Shaw said. That, together with flood reduction protection for Northern Golden Gate Estates and adjacent private properties, helps preserve upland habitat for the greater Everglades ecosystem, including the Florida Panther National Wildlife Refuge. In a report called a Biological Opinion, the U.S. Fish and Wildlife Service quantified the long-term beneficial effects of the Picayune Strand Restoration Project for the Florida panther. The Army Corps of Engineers provided funding for a panther-prey study that documented the use of Picayune Strand by the Florida panther and its primary prey: white-tailed deer and feral hogs. The study included placing infrared remote cameras at regular intervals across the site. Biologists will use the data collected over two years as reference when postrestoration data is collected, and provides a scientific benchmark for future monitoring and evaluation. “A key issue on this project was to protect wildlife,” Regalado said. see RESTORATION page 44

tions, and no overnight shutdowns,” explained Glenn Phillips, Dothan manager of general contractor APAC-Midsouth. “Still, anytime you restrict traffic to one lane, there are going to be a few headaches. And safety is always a big concern.” Work on the project began with crews in the wiregrass completing the milling phase. Currently, asphalt widening is being carried out, as workers replace a 4 ft. (1.2 m) paved shoulder on the outside lane and a 2 ft. (.6 m) paved shoulder on the inside lane. The existing guardrails also are being removed as part of the repaving effort. “This needed to be done, because the existing surface was showing excessive wear, rutting and cracking,” said Phillips. “The life expectancy of the current asphalt had reached its peak and simply needed to be resurfaced.” The Georgia-based Miller Group was in charge of asphalt milling. Estimator John Safran explained, “ We used a CMI PR1050 milling machine with a 12-foot cutter drum with numerous teeth that cut the asphalt off the roadway to a particular depth. This allows you to complete one lane at a time. The teeth, which are carbide tipped, become one of the biggest costs of a milling operation. “You always have to be concerned about breakdowns, either on our end or the contractor’s end,” added Safran. “Your goal is to get in, get the job done and get out. Efficiency is very important and every minute counts. You have to rely on others on the job, especially when you have asphalt that has to be laid back down within the same closure period. It’s a pretty tight operation. Plus, you’re having to deal with traffic control.” Lee Gross, president of Ozark Striping, agreed the main challenge is dealing with countless motorists on the bypass, which reportedly total 30,000 per day, according to the Alabama Department of Transportation (ALDOT). “You’re dealing with a tremendous amount of vehicles out there on The Circle. That’s always a problem for us on a job,” said Gross. Gross said arrow boards and signage help with traffic control, during both the initial painting and the return visit to make permanent

markings by machine and hand. “For this job, we don’t expect anything out of the ordinary. When they first do asphalt paving, we are required to come out and do temporary striping. There’s a 14-day curing on asphalt, then we come out and do the permanent striping over about a week-and-a-half,” he continued. Ozark Striping uses painting equipment that’s unique to the industry, for maximum performance. “It’s a thermoplastic powder that’s heated to 400 degrees, and we make it into a liquid. When we put it down it dries in less than two minutes. We keep the same trucks for years and just use forklifts to lift out the old beds and replace what’s needed and then weld everything together.” Weather hasn’t posed a problem thus far, except for slight rain and occasional morning fog. More than a dozen crew members have taken advantage of the sunny weather as they run equipment including a Caterpillar paver, Ingersoll Rand asphalt rollers and a Weiler widener. Another subcontractor, H & L Guardrail of Troy, Ala., is performing the guardrail upgrades on the project. “We use a GRT Utilicorp guardrail hammer to install the guardrail posts,” said H & L Guardrail Vice-President Jay Corley. “We’re also using a Kobelco 135 excavator for some of the removal items. “The most challenging part of my scope,” Corley added, “is the three beam retrofit, because it’s

relatively new to ALDOT. Specifically, we’re looking at 2,400 linear feet of three beam guardrail, 2,385 linear feet of W Beam guardrail and about two dozen guardrail end anchors.” SR-210 is highly developed and heavily used both by those who live and work in Dothan and by motorists headed to Florida who use it as a bypass around the city. A divided four-lane highway, the road was built in the late 1950s and was made possible by former Alabama governor Jim Folsom. Folsom determined the road be named Ross Clark, in honor of his brother-in-law, who passed away in 1955. Also known simply as “The Circle,” the road has a route overlaid by US-84, US231 and US-431. Geneva Grass general manager Lynn Bowman and his 12-man crew are responsible for keeping APAC in compliance with the Alabama Department of Environmental Management (ADEM). “Our job is erosion control. We have to retain storm water on the project, so that it doesn’t affect private property,” Bowman explained. Once the grass is mowed and all the potential water problems are identified, the subcontractor has to follow a specific erosion control plan, then return at a later date to distribute lime and fertilizer. Materials used include silt fence, 20-in. (50.8 cm) diameter straw wattles, inlet protectors, erosion control netting, seed, sod and mulch. Geneva Grass is using a Bobcat with a trencher, Deutstch and John Deere tractors, two mulching machines, two seeders, a hydro-seeder and several water trucks to complete the work. “We’ll mulch and crimp roughly 4,000 pounds of hay per acre. This project is about 80 acres, so we’ll go through a lot of hay, which we grow ourselves. There’s a good deal of maintenance involved on our end. so we’re always the last men standing on the job,” Bowman concluded. The overall cost of refurbishing Ross Clark Circle is approximately $4 million, with work expected to be completed by mid-summer. Post-Katrina Special Needs Housing Projects Delayed in Central, Mid-City NEW ORLEANS (AP) Two postHurricane Katrina housing projects for special needs residents have been stalled for months as the State Bond Commission awaits a report from the University of New Orleans. The nonprofit developer Gulf Coast Housing Partnership has spent more than $1 million preparing the stalled projects: a new 70-apartment building in Mid-City and a 42-unit renovation in Central City, according to a report published in The Times-Picayune. The nonprofit is using the Louisiana Recovery Authorityâ&#x20AC;&#x2122;s so-called piggyback program to boost affordable rental housing by offering block grants riding on top of financing through lowincome housing tax credits. Progress has been stalled since September pending approval from the commission, which is waiting for a second round of independent studies about the cityâ&#x20AC;&#x2122;s rental market before making a decision. â&#x20AC;&#x153;These projects are among the best of the piggyback program,â&#x20AC;? LRA
board member Walt Leger Jr. said. â&#x20AC;&#x153;They address a critical need for a special needs population.â&#x20AC;? The piggyback program has given the green light to 57 projects representing investments of $591 million for 7,554 rental units across southern Louisiana. Twenty projects are complete, and another 18 are under construction. As of March, the overall occupancy rates of the completed piggyback projects was 91 percent. Many of the completed projects have shown success so far. Among those are three projects in New Orleans by Domain Companies totaling 483 units, with about half offering belowmarket rates. â&#x20AC;&#x153;All three developments leased up within six months of opening and have maintained 100 percent occupancy with waiting lists since that time,â&#x20AC;? Domain principal Matthew Schwartz said. â&#x20AC;&#x153;The model has proven tremendously successful, and we hope to continue to partner with LRA on our
development plans going forward.â&#x20AC;? The State Bond Commission decided last fall that the special needs housing projects would be deferred until the panel received a final housing report that is being prepared at the University of New Orleans. The report is expected to be released this summer, meaning that bond commission action probably would not be taken until August or September at the earliest, representing a one-year delay. The bond commission is a mixture of House and Senate members, statewide elected politicians and representatives of Gov. Bobby Jindal, who carries the most weight on the panel. The Housing Partnership has developed several projects on the Gulf Coast. For financing these under the piggyback program, the partnership has lined up a combination of federal block grants and investors willing to take the federal tax credits through the proposed bonds.

Wacker Neuson SE, Caterpillar Sign Strategic Alliance The relevant executive bodies of Wacker Neuson SE, Munich, Germany and Caterpillar Inc., Peoria, Ill., have signed an agreement regarding the design, manufacture, distribution and support of Caterpillar mini excavators up to 3 tons (2.7 t). The aim of the cooperation is that the two parties form a long-term strategic alliance. The agreement with a term of 20 years includes the development and manufacture of mini excavators with an operating weight of up to 3 tons designed to Caterpillar’s specifications at Wacker Neuson’s production plant in Linz, Austria. Wacker Neuson will leverage its manufacturing and product development capability to produce Caterpillar mini excavators in the under 3ton category. Caterpillar currently offers three models in this size range. The new model range will consist of up to seven machines. The mini excavators will be produced to Caterpillar’s technical and brand specifications and will be distributed and supported via Caterpillar’s
global dealer network, with the exception of Japan. All Caterpillar models will be clearly differentiated from comparable Wacker Neuson models in the same product range. The additional volume in the first year of full production in 2012 will more than double the existing production volume of comparable mini excavators on Wacker Neuson’s production lines, according to the manufacturer. “We know many customers are looking for more options in this size range, and this alliance will give those customers expanded choices to help them grow their business,” said Mary Bell, Caterpillar vice president with responsibility for the Building Construction Products Division. “There also is an ideal cultural fit between Caterpillar and Wacker Neuson, as both companies have a strong focus on developing and supporting world class products. RCR/ECR Employees Assist With Nashville Relief Effort Employees of Richard Childress Racing and ECR Engines delivered and helped distribute donated cleaning supplies May 25 for residents of the Nashville, Tenn., area who were adversely affected by April’s devastating flooding. An RCR Promotions show car trailer filled with donated cleaning supplies departed from RCR headquarters in Welcome, N.C., and nearly two dozen RCR and ECR Engines employees flew from SmithReynolds Airport, in Winston-Salem, to Nashville International Airport. The group made stops at United Way distribution centers in the area. RCR began collecting donations May 13 at the RCR
Museum. “We wanted to do more than just drop off a trailer full of cleaning supplies in Nashville,” said Richard Childress, president and CEO of Richard Childress Racing. “People’s lives were turned upside down by the flooding so we wanted to join our partners at Cat Financial to do something personal that shows how much we care. I want to thank everyone who donated and I’m very proud of all of the RCR and ECR employees who are helping distribute those supplies.” Cleaning supplies collected included bleach, scouring pads, dust masks, work gloves, heavy-duty trash bags, paper towels, insect repellent and hand sanitizer.

Ring Power Adds Master Craft Forklifts to CRS Lineup From pallets of bricks to 20-ft. (6 m) lengths of pipe, moving materials around an off-road work site is a real challenge without the proper equipment. But a recent addition to Ring Power’s Cat Rental Store (CRS) product lines, Master Craft’s rough-terrain forklifts are expressly built to handle the kinds of environments in which many construction, mining, logging, utilities and sod farming customers work. Comprised of more than 70 percent Caterpillar parts, Master Craft’s CSeries rough-terrain forklifts are essentially straight mast units mounted on backhoe loaders, and run on the powertrain and axles of a Cat 416E. Ring Power CRS offers eight C-Series models for sale in two- and four-wheel drive configurations with lift capacities ranging from 5,000 to 10,000 lbs. (2,268 to 4,536 kg). The 8,000-lb. (3,629 kg),
four-wheel drive Master Craft MC-082137 is available in the CRS rental fleet in place of the JCB 940 model formerly offered. “Rough terrain forklifts are different from traditional industrial models because they can maneuver off-road through sand and mud,” explained Bill Meadows, Master Craft general manager. “Four-wheel drive will get you out of muddy areas, just like a pickup truck.” Rough terrain forklifts maneuver more easily and are less expensive to rent than other types of machines that transport materials at off-road job sites, according to the manufacturer. Consequently, Master Craft’s forklifts are used in more than 50 different industry segments, where tractive force is needed to overcome the challenging underfoot conditions created by mud, sand, debris and slope angle.

Rogers Completes 13-Axle Trailer for Houston Hauler Rogers completed an 80-ton (72.5 t) capacity, 13-axle trailer for a specialized hauling company in Houston, Texas. (The term 13-axle takes into account a 4-axle tractor). The trailer employs a “west coast style” suspension that distributes weight to the back six axles using a “rocker shaft” in the rear of the trailer. The air ride suspensions of the first three axles are attached to a sub-frame that “rocks” inside the rear frame; and it balances, like a teeter-totter, with the back three axles of the “stinger” or bogie. These suspensions have a special air-height adjustment system that is controlled by hand valves. Each axle of the main trailer is fitted with shut-off valves and chains. The trailer, stinger and jeep dolly all have Air Weigh electronic scales installed to measure individual axle loads. This trailer features a mechanical detachable gooseneck with a 197-in. (500 cm) swing clearance. It uses the “pin and paddle” connection method instead of the traditional Rogers “hook and shaft” connection. All of the structural beams are fabricated of 130K psi steel to keep the trailer’s weight to a minimum. The total weight, including the jeep dolly, is 64,900 lb. (29,438 kg).
Rogers 80-ton (72.5 t) capacity “west coast style” modular trailer (3+3+3 axles) with 30 ft. L by 10 ft. W (9 by 3 m) platform deck. This design allows for the maximum axle capacity permitted by most states — 20,000 lb. (9,072 kg).
The platform deck is 30 ft. long and 10 ft. wide (9 by 3 m). Because of its modular design, the platform deck can be substituted with another deck style, or a future deck insert can be added to increase the deck length. It also is equipped with LED lights, three electronic back-up alarms and thirty-six

Kenworth T440/T470 Offers Body Builder Manual to Help Support Installations Kenworth Truck Company has produced the 2010 Kenworth T440/T470 body builder manual to help support body builder installations on the new T440 and T470 truck models. The Kenworth T440 in tractor and truck configurations is for regional haul, city pickup and delivery, municipal and vocational applications. The Kenworth T470 is for snowplow, dump, mixer, winch, refuse, and other heavy front-axle vocational and municipal applications requiring front frame extensions. The T470 offers full parent rail extensions, delivering maximum resistance to bending moment (RBM) from one end of the rail to the other, according to the manufacturer. The 2010 Kenworth T440/T470 body builder manual features detailed information on vehicle dimensions,
ride heights, suspension layouts, ground and power take-off (PTO) clearances, and frame layouts available for both new models. The manual contains sections on safety and compliance, dimensions, body mounting, exhaust and aftertreatment, frame modifications, electrical system and routings. The Kenworth T440 and T470 have a gross vehicle rating (GVW) ranging from a heavy Class 7 vehicle at 33,000 lbs. (14,968 kg) up to a light Class 8 truck at 68,000 lbs. (30,844 kg). Both the T440 and T470 are available with 12,000 to 22,000 lb. (5,443 to 9,979 kg) front axles, 21,000 to 26,000 lb. (952 to 11,793 kg) single rear axles, and 40,000 to 46,000 lb. with the 2010 PACCAR PX-8 engine at 260 hp (194 kW) with 660 lb.-ft. of torque. Additional PACCAR PX-8 ratings are available up to 350 hp (261 kW) and 1,000 lb.-ft. of torque. Customers interested in additional power can select a 9-L, 2010 Cummins ISL engine rated from 345 to 380 hp (257 to 283 kW) and 1,150 lb.-ft. to 1,300 lb.-ft. of torque. Crushing, Screening & Recycling Section GS Equipment Named Sennebogen Dealer in Florida Ray Ferwerda Jr., president of GS Equipment Company recognizes an opportunity when he sees it. So when Constantino Lannes, president of Sennebogen America offered his company an opportunity to be the Sennebogen distributor in Florida, he immediately knew this would be an opportunity that would work for both of them. The two have known each other from a previous relationship. “I hadn’t seen Constantino in years and I bumped into him at the Associated Equipment Distributors [AED] conference last year,” recalled Ferwerda. Great Southern Equipment Company officially became a Sennebogen distributor Dec. 21, 2009, serving all of Florida except the Panhandle. With locations in Tampa, Ft. Myers, Ft. Lauderdale, Orlando and Jacksonville, GS Equipment specializes in serving commercial construction, road building, logging and mining markets. It is a multi-line dealer offering a complete line of equipment from rollers and pavers to excavators and dozers and everything in between. All five of its locations are now selling and servicing the Sennebogen line of equipment. A Shared Philosophy GS Equipment Company is a family owned business that has expanded from a single operation in Tampa, to a network of branch operations servicing contractors across Florida and South Georgia. It has been in business for 50 years and will be celebrating that anniversary during 2010. “My father started the business 50 years ago. Like him, we are onsite and hands-on with our customers because we understand what it takes to be successful in business today,” said Ferwerda. “Some dealerships are part of a
multinational organization that are perhaps not as customer driven as we are. We are all about service and looking after our customers’ needs.” He said that Sennebogen also is a family owned business that shares the same philosophy about servicing its customers, making the two a good fit. GS Equipment Company is inheriting the responsibility of looking after and maintaining Sennebogen’s customer operations. From this point forward, Ferwerda’s top priority is making sure there is no lapse in support. “We are prepared to do that because we appreciate every customer,” he said. “We are very proud of our reputation for service and support. We have built the business on this and know what it takes to help our client maximize their machine uptime.” At present, GS Equipment Company is focused on dirt moving activities and include in its area of expertise site preparation equipment such as mulching, road building equipment, paving and municipal business. Ferwerda has prepared for its new responsibility by ordering and stocking parts for all five locations as well as machines. “We have already made a major investment in terms of stock machines and parts inventory,” he said. The company had previously ventured into the scrap market but found itself competing against the very machines it now carries. “Two years ago a lot of companies were trying to get into the scrap business when scrap was seeing record highs. We put a few machines out there but we didn’t have anything like a Sennebogen, a purpose-built machine. Everybody else was trying to turn convention-
al excavators into scrap handlers,” Ferwerda explained. “We didn’t know enough about the industry to understand why, but we were learning quickly. Some of our good customers in transfer stations were
expanding that customer base,” Ferwerda said. New markets other than scrap that GS Equipment Company is looking to penetrate, now that it has aligned itself with

buying everything else from us, but when it came to material handlers they said Sennebogen was the way to go. We didn’t have anything that could compete so it’s good to be representing Sennebogen now.” Teaming Up With Sennebogen “The sales teams can’t wait. They are excited about representing Sennebogen, a market leader here in Florida. They are eager because Sennebogen gets us into an industry where we will be able to supply other types of equipment when the new customers get to know us. We already have an excellent reputation in the industry for service and now we are

Parts and Service Training The company started parts and service training at its locations on Jan. 4th to ensure a consistent continuation of service. In order to make it as efficient as possible, Sennebogen sent down a crew to do the training at its location. One of the significant benefits that Sennebogen has is the fact that there are no on-board computers. “This really made the service
training go very easily,” said Ferwerda. “Our teams of factorytrained personnel are up-to-date and current with the Sennebogen product line.” One of the ways that GS Equipment Company is preparing for the transition is by hiring a Sennebogen specialist. “This will really help our guys to understand the market. It brings common sense to the industry and gives us a solid understanding for the applications.” Mitch Roberts, a well known Sennebogen product specialist will be assisting all of the salesmen. “I am very pleased to have the opportunity to work with Mitch,” said Len Lawrence, the RSM for Sennebogen. “We have worked on a lot of projects together and I know that Mitch will provide the product leadership that GS Equipment is known for.” In the meantime, GS Equipment Company will be marketing its new line of Sennebogen machines by attending the Institute of Scrap Recycling Industries (ISRI) show this year as well as a number of the regional shows, including some for the waste industry. Ultimately, Ferwerda said that new opportunities will arise for both companies as they both continue to build upon their reputation for providing specialty products backed up by quality customer service. “It’s a win-win situation because we both have the same approach to the market. The baseline survey of panthers and black bears provides useful information on numbers and locations of wildlife. In addition to the pre-construction survey, ongoing information is being collected. As Shaw stated, they discovered more panthers than expected. “Our hope [for the project] is that once the ground is inundated and natural hydrology occurs, the regeneration of wetland plants, such as cypress trees, will be more conducive to panther prey and other wildlife and this area will become a connector to neighboring areas.” Just Another Day on The Job To achieve pre-dredging levels, crews will plug the canals, remove the old roads and build three pump stations to redirect water into sheet flow across the land. Shaw emphasized that they are plugging the canals at road intersections, not filling them. The three canals vary in size, but on average are approximately 12 ft. (3.6 m) deep and 75 ft. (22.8 m) wide. The canals, whose sole purpose was to drain the land, will be plugged with spoil from the roads that are being removed. “We’ll scrape dirt off the road and dump it into the canal,” Leicht stated. The roads, which are severely degraded, are asphalt, although he said there’s “not much asphalt left.” Crews will be required to scrape off the top portion of the asphalt and stockpile it to maintain for road maintenance. The crushed stone road base will be used to plug the canals. A few contaminated sites are being cleaned up, Shaw interjected. Three pump stations will be constructed on the north side of the project area — one on each existing canal. Work on the two largest — the Merritt and the Faka Union pump stations — will start in June. Since they have to avoid working during the wet season because it’s swampy, the schedule could get compressed, making coordination of efforts even more complicated. The entire project requires a lot of coordination, Shaw added, which also includes coordinating with forest rangers and park visitors. Along with wildlife and weather, coordination is one of the biggest challenges of the project. So far, it isn’t expected to affect the work schedule, which is slated as a standard work week. But the Corps wants to ensure things run smoothly. “There are a lot of eyes looking at this project. Fish & Wildlife Services is involved.” Leicht said there are a lot of stakehold-

The current law is operating on its fourth short-term extension â&#x20AC;&#x201D; the latest one expires Dec. 31, 2010. â&#x20AC;&#x153;At Caterpillar, weâ&#x20AC;&#x2122;ve had to lay off more than 20,000 employees over the past two years, in large part, because the domestic construction market has been so bad,â&#x20AC;? Tate said. â&#x20AC;&#x153;Contractors will not make investments in expensive new equipment if they are uncertain about the availability of future work. And the truth is, federal funding is what drives the state highway and transit construction programs.â&#x20AC;? The best thing Congress and the president could do to foster economic growth and job creation is to pass a robust, multi-year reauthorization done right after the election or first thing in 2011, according to Tate. â&#x20AC;&#x153;Again â&#x20AC;&#x201D; tell the American public the truth. There will be a direct correlation between the economy and quality of life we leave our grandchildren and the investment choices the president, this agency and the Congress make in transportation over the next several years. Failure to make the hard choices is not an option,â&#x20AC;? Tate concluded.

Expansion project. But the installation challenges were anything but small, according to the contractor. “We were fighting water the whole time,” said Hubbard Project Engineer Javier Saldana. “We used as many as eight submersible pumps at each of the two locations, and it still took a week and a half to get each location dry enough to tap in the valves.” However, getting rid of the water was only the first challenge. Keeping the excavation open and safe for installation personnel to work in the trench was the second, bigger challenge. Tight-Sheeting Not An Option Tight sheeting is typically the technique of choice for shoring when excessive water is present. But sheeting was not an option in this instance. Instead, the contractor turned to the Slide Rail Shoring System. “Using sheeting would have

It was the first time the HCC crew had used Slide Rail, but it met all their expectations. “We loved the system,” said
Saldana. “When we first got to the site, we were apprehensive never having used it before, but Efficiency’s Greg [Ross, Slide Rail manager] and Rod [Austin, Slide Rail specialist] did a great job of teaching us how to use the system properly. We were very impressed at how quickly and easily the system went in, and came out of the ground.” “It’s always interesting to see the reaction of contractors the first time they use Slide Rail,” Ross said. “The first day, they usually are intrigued on how and if it’s going to work; the second day, there is usually a bit of consternation as they have to overcome unexpected ground conditions trying to put the system in one piece at a time; but by the third day, they really get the hang of it, and they really start to figure out that this is a great system.” Hubbard had the Slide Rail System on rent for two months, and its team got the first valve installed a week ahead of schedule, which allowed ample time to complete the work at the second bay. Hubbard used a Cat 450 excavator and Komatsu JJ4 front loader to excavate at each location. The pipe crew installing the valve and new 24 in. NYC Team Bringing Transitional Shelters to Haiti By Karen Matthews ASSOCIATED PRESS WRITER
NEW YORK (AP) A team of New York architects flew to Haiti with prototypes of an octagonal vinyl structure they hope will help house some of the 1.5 million Haitians still homeless because of the Jan. 12 earthquake. The first of the aluminum-and-steel octagonal structures will be built in Jacmel in southern Haiti under an arrangement with the nonprofit group Rural Haiti Project. Each has 166 sq. ft. (15.4 sq m) of space and is designed to withstand wind, hurricanes and earthquakes. Haiti’s housing shortage is acute, with homeless camps growing instead of shrinking as even more people leave standing homes in search of aid or unable to pay rent. Others are afraid to return to the thousands of homes rated safe to enter, unsure of whether another quake will come. “There are people who are in these vulnerable conditions every day that can’t live
in those situations very long without getting sick,” said architect Rodney Leon, project manager of the octagonal shelter. “So we wanted to find something that was somewhere between a tent and a permanent house.” Deutsche Bank provided a $50,000 challenge grant for the project, called HaitiSOFTHOUSE, and organizers have raised most of the other $50,000, said Gary Hattem, president of the Deutsche Bank Americas Foundation. The structures can be mass produced for less than $3,000 each. One of the structures designed by Leon — who also designed the African Burial Ground National Monument — went on display June 3 at the bank’s U.S. headquarters on Wall Street. “This is so far superior to the tent communities that people are in,” Hattem said. The SOFTHOUSE units can be clustered for extended families or for use as a school or clinic. The units can be assembled in one day and, weighing about 400 lbs. (180 kg), can be picked up and moved by hand. They
are designed to last up to five years. Architect Lonn Combs said the octagonal shape is “inherently more rigid against lateral forces” than a square. There has been no shortage of ideas for transitional shelter — which many experts believe will become permanent anyway. For months, entrepreneurs have visited officials, selling projects for house-building factories, experimental structures and prefabricated huts. Meanwhile, navigating Haiti’s byzantine, corruption-addled customs system has been difficult. Builders have complained of delays at ports and at the border, holding up construction. Combs said there is no one single solution to Haiti’s housing crisis. “What makes us unique is that we have access to a site in Jacmel right now,” he said. “We will be able to provide 20 units next month in a kind of field test.” The United Nations’ envoy to the Haitian reconstruction committee, Edmond Mulet, told the group at its meeting on June 2 that
Haiti’s struggling democracy is in jeopardy if earthquake survivors’ lives are not improved. “The longer that the victims continue living in precarious conditions, the more they will have reason to be discontent,” Mulet said at the meeting in the Dominican resort of Punta Cana. “That discontent can be manipulated for political ends.” The committee is led by former U.S. President Bill Clinton and Haitian Prime Minister Jean-Max Bellerive. Clinton, who heads the committee overseeing Haiti’s reconstruction money, advocated a USAIDfunded project in the capital region to build 125,000 temporary shelters at a cost of $1,300 each. The structures could be made more permanent with optional upgrades. The problem, aid workers told him, is finding landowners willing to turn over property to become hardened long-term communities. Those could easily become new shantytowns, with no plans for new tenants to pay rent or become property owners themselves.
